    Based on lessons from recent program experience, this report explores best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. The findings of this paper are relevant to both new incentive programs as well as those undergoing modifications. The report covers factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, administrative issues such as providing equitable access to incentives and customer protection. It also explores how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings are based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs. These best practices consider the perspectives of various stakeholders and the broad objectives of reducing solar costs, encouraging long-term market viability, minimizing ratepayer costs, and protecting consumers.

    Some stakeholders continue to voice concerns about the performance of customer-sited photovoltaic (PV) systems, particularly because these systems typically receive financial support through ratepayer- or publicly-funded programs. Although much remains to be understood about the extent and specific causes of poor PV system performance, several studies of the larger programs and markets have shed some light on the issue. An evaluation of the California Energy Commission (CEC)'s Emerging Renewables Program, for example, found that 7% of systems, in a sample of 95, had lower-than-expected power output due to shading or soiling (KEMA 2005). About 3% of a larger sample of 140 systems were not operating at all or were operating well below expected output, due to failed equipment, faulty installation workmanship, and/or a lack of basic maintenance. In a recent evaluation of the other statewide PV incentive program in California, the Self-Generation Incentive Program, 9 of 52 projects sampled were found to have annual capacity factors less than 14.5%, although reasons for these low capacity factors generally were not identified (Itron 2005). Studies of PV systems in Germany and Japan, the two largest PV markets worldwide, have also revealed some performance problems associated with issues such as shading, equipment and installation defects, inverter failure, and deviations from module manufacturers' specifications (Otani et al. 2004, Jahn & Nasse 2004). Although owners of PV systems have an inherent incentive to ensure that their systems perform well, many homeowners and building operators may lack the necessary information and expertise to carry out this task effectively. Given this barrier, and the responsibility of PV incentive programs to ensure that public funds are prudently spent, these programs should (and often do) play a critical role in promoting PV system performance. Given the barriers that customers face to ensuring that their PV systems perform well, and the responsibility that PV incentive programs bear to ensure that public funds are prudently spent, these programs should, and often do, play a critical role in ensuring that PV systems receiving incentives perform well. To provide a point of reference for assessing the current state of the art, and to inform program design efforts going forward, we examine the approaches to encouraging PV system performance used by 32 prominent PV incentive programs in the U.S. We identify eight general strategies or groups of related strategies that these programs have used to address performance issues, and highlight important differences in the implementation of these strategies among programs.

    This paper examines the structure of cost-effectiveness tests to illustrate how they can accurately reflect the costs and benefits of CHP systems. This paper begins with a general background discussion on cost-effectiveness analysis of DER and then describes how cost-effectiveness tests can be applied to CHP. Cost-effectiveness results are then calculated and analyzed for CHP projects in five states: Arkansas, Colorado, Iowa, Maryland, and North Carolina. Based on the results obtained for these five states, this paper offers four considerations to inform regulators in the application of cost-effectiveness tests in developing CHP programs.

    Incentive programs are an essential policy tool to move the market toward energy-efficient products. They offer a favorable complement to mandatory standards and labeling policies by accelerating the market penetration of energy-efficient products above equipment standard requirements and by preparing the market for increased future mandatory requirements. They sway purchase decisions and in some cases production decisions and retail stocking decisions toward energy-efficient products. Incentive programs are structured according to their regulatory environment, the way they are financed, by how the incentive is targeted, and by who administers them. This report categorizes the main elements of incentive programs, using case studies from the Major Economies Forum to illustrate their characteristics. To inform future policy and program design, it seeks to recognize design advantages and disadvantages through a qualitative overview of the variety of programs in use around the globe. Examples range from rebate programs administered by utilities under an Energy-Efficiency Resource Standards (EERS) regulatory framework (California, USA) to the distribution of Eco-Points that reward customers for buying efficient appliances under a government recovery program (Japan). We found that evaluations have demonstrated that financial incentives programs have greater impact when they target highly efficient technologies that have a small market share. We also found that the benefits and drawbacks of different program design aspects depend on the market barriers addressed, the target equipment, and the local market context and that no program design surpasses the others. The key to successful program design and implementation is a thorough understanding of the market and effective identification of the most important local factors hindering the penetration of energy-efficient technologies.

    The effects of various financial incentives on potential developers of geothermal electric energy are studied and the impact of timing of plant construction costs on geothermal electricity costs is assessed. The effect of the geothermal loan guarantee program on decisions by investor-owned utilities to build geothermal electric power plants was examined.     The purpose of this inspection was to review the economy and efficiency of Idaho`s Fiscal Year 1992 Cost Reduction Incentive Program, as well as to provide information to Departmental officials regarding any difficulties in administering these types of programs. The report is of the findings and recommendations. According to Idaho officials, their Cost Reduction Incentive Program was designed to motivate and provide incentives to management and operating contractors which would result in cost savings to the Department while increasing the efficiency and effectiveness of the contractors` operations. Idaho officials reported that over $22.5 million in costs were saved as a result of the Fiscal Year 1992 Cost Reduction Incentive Program. It was found that: (1) Idaho officials acknowledged that they did not attempt a full accounting records validation of the contractor`s submitted cost savings; (2) cost reduction incentive programs may result in conflicts of interest--contractors may defer work in order to receive an incentive fee; (3) the Department lacks written Department-wide policies and procedures--senior Procurement officials stated that the 1985 memorandum from the then-Assistant Secretary for Management and Administration was not the current policy of the Department; and (4) the Department already has the management and operating contract award fee provisions and value engineering program that can be used to provide financial rewards for contractors that operate cost effectively and efficiently.

    Investments in customer-owned grid-connected photovoltaic (PV) energy systems are growing at a steady pace. This is due, in part, to the availability of attractive economic incentives offered by public state agencies and utilities. In the United States, these incentives have largely been upfront lump payments tied to the system capacity rating. While capacity-based ''buydowns'' have stimulated the domestic PV market, they have been criticized for subsidizing systems with potentially poor energy performance. As a result, the industry has been forced to consider alternative incentive structures, particularly ones that pay based on long-term measured performance. The industry, however, lacks consensus in the debate over the tradeoffs between upfront incentive payments versus longer-term payments for energy delivery. This handbook is designed for agencies and utilities that offer or intend to offer incentive programs for customer-owned PV systems. Its purpose is to help select, design, and implement incentive programs that best meet programmatic goals. The handbook begins with a discussion of the various available incentive structures and then provides qualitative and quantitative tools necessary to design the most appropriate incentive structure. It concludes with program administration considerations.

    Political as well as technological changes are now reshaping the electric utility industry. While accommodating these changes, state legislative and regulatory agencies have the opportunity to promote public policies. In this regard, various state entities are evaluating appropriate incentives for renewable energy development so as to introduce greater competition in electric generation. For example, the California legislature is considering a supplemental production payment and the State of Iowa has instituted a low-interest loan program for wind and other alternative energy generation. By complementing the existing federal tax incentives, state incentives can spur the wind industry`s growth. If structured in the wrong way, however, state assistance programs will undercut the value of the federal tax incentives. The federal anti-double dipping rules apply to certain state programs. If a developer utilizes the wrong type of state assistance for a wind project, the anti-double dipping rules will reduce the federal tax incentives and this in turn will decrease the project`s profitability. Rather than suffer these results, very few if any developer will use the state program. Despite the time and effort a state may expend to enact a program for alternative energy development, the state assistance will be ineffectual. This paper reviews the counterproductive results which state assistance can have on a wind project because of the federal anti-double dipping rules.

    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    This Environmental Program Plan was developed in support of the Integrated Environment, Safety, and Health Management System Plan (ISMS) (RPP-MP-003), which establishes a single, defined environmental, safety, and health management system that integrates requirements into the work planning and execution processes to protect workers, the public, and the environment. The ISMS also provides mechanisms for increasing worker involvement in work planning, including hazard and environmental impact identification, analysis, and control; work execution; and feedback/improvement processes. The ISMS plan consists of six core functions. Each section of this plan describes the activities of the River Protection Project (RPP) (formerly known as the Tank Waste Remediation System) Environmental organization according to the following core functions: Establish Environmental Policy; Define the Scope of Work; Identify Hazards, Environmental Impacts, and Requirements; Analyze Hazards and Environmental Impacts and Implement Controls; Perform Work within Controls; and Provide Feedback and Continuous Improvement.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    The National Ignition Facility (NIF) is a key constituent of the Department Energy's (DOE's) Stockpile Stewardship Program. The NIF will use inertial confinement fusion (ICF) to produce ignition and energy gain in ICF targets and will perform weapons physics, weapons effects, and high-energy-density experiments in support of national security and civilian objectives. The primary mission of the NIF Project is the design and construction of the facility and equipment, acceptance testing, and activation. To accomplish this mission, the LLNL Director created the NIF Programs Directorate, and within that Directorate, the NIF Project Office to organize and manage the Project. The NIF Project Office establishes this QA Program to ensure its success. The UMTRA Project`s mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. The US Department of Energy (DOE) UMTRA Project Office directs the overall Project. Because these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA Project Office shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan or an industry standard format that has been approved by the DOE Project Office.

    Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

    During the 1970s a number of different exploration and production incentive programs were put in place in Canada, in particular in the Province of Alberta, Canada's principal oil- and gas-producing province. The DOE/RA is evaluating Canadian incentives for oil and gas exploration, and this study is intended to provide information that will help guide DOE/RA in determining the applicability of Canadian incentive programs in US energy policy. The study describes and documents the fiscal structure in which the Canadian oil industry operates. The incentive features of pricing policy, taxation policy, and provincial royalty systems are discussed. A principal focus of the study is on one of the most important of Canada's specific incentive programs, the Alberta Exploratory Drilling Incentive Credit Program (EDICP). The study describes and evaluates the effect of the EDICP on increased oil and gas exploration activity. Similarly, the study also reviews and evaluates other specific incentive programs such as the Alberta Geophysical Incentive Program, Frontier Exploration Allowances, and various tar sand and heavy oil development incentives. Finally the study evaluates the applicability of Canadian incentives to US energy policy.

    Pacific Northwest Laboratory (PNL) analyzed the cost-effective energy efficiency potential of Fort Drum, a customer of the Niagara Mohawk Power Corporation (NMPC) in Watertown, New York. Significant cost-effective investments were identified, even without any demand-side management (DSM) incentives from NMPC. Three NMPC DSM programs were then examined to determine the impact of participation on the cost-effective efficiency potential at the Fort. The following three utility programs were analyzed: (1) utility rebates to be paid back through surcharges, (2) a demand reduction program offered in conjunction with an energy services company, and (3) utility financing. Ultimately, utility rebates and financing were found to be the best programs for the Fort. This paper examines the influence that specific characteristics of the DSM programs had on the decision-making process of one customer. Fort Drum represents a significant demand-side resource, whose decisions regarding energy efficiency investments are based on life-cycle cost analysis subject to stringent capital constraints. The structures of the DSM programs offered by NMPC affect the cost-effectiveness of potential efficiency investments and the ability of the Fort to obtain sufficient capital to implement the projects. This paper compares the magnitude of the cost-effective resource available under each program, and the resulting level of energy and demand savings. The results of this analysis can be used to examine how DSM program structures impact the decision-making process of federal and large commercial customers.

    The mission of the U.S. Department of Energy Initiatives for Proliferation Prevention (IPP) Program is to identify and create commercial opportunities for former weapons scientists currently or formerly involved with weapons of mass destruction in the Former Soviet Union (FSU). IPP was first authorized in Fiscal Year 1994 under Section 575 of Public Law 103-87. IPP currently sponsors 164 projects in Russian at 64 institutes; 16 projects in the Ukraine at 14 institutes; 14 projects in Kazakhstan at 10 institutes; and one project in Belarus. To date, the IPP program has engaged over 10,000 experts in the areas of nuclear, chemical, and biological weapons and missile development at more than 170 institutes in Russia, Kazakhstan, Ukraine, and Belarus.

    A trash problem at the Fort Randall hydropower project threatened to affect operations and cause potential machinery damage. When traditional approaches to clean away the trash were judged unfeasible, US Army Corps of Engineers managers developed a combined mechanical cleanup and underwater diving program. A contractor successfully removed 500 tons of debris at a cost of about $302,000. The dive plan and problems experienced during the project are detailed in the article.

    This Quality Assurance Program Plan (QAPP) provides information on how the Quality Assurance Program is implemented for the Spent Nuclear Fuel Characterization Support Project. This QAPP has been developed specifically for the Spent Nuclear Fuel Characterization Support Project, per Letter of Instruction (LOI) from Duke Engineering and Services Company, letter No. DESH-9655870, dated Nov. 22, 1996. It applies to those items and tasks which affect the completion of activities identified in the work breakdown structure of the Project Management Plan (PMP) and LOI. These activities include installation of sectioning equipment and furnace, surface and subsurface examinations, sectioning for metallography, and element drying and conditioning testing, as well as project related operations within the 327 facility as it relates to the specific activities of this project. General facility activities are covered in other appropriate QA-PPS. In addition, this QAPP supports the related quality assurance activities addressed in CM-2-14, Hazardous Material Packaging and Shipping,1261 and HSRCM-1, Hanford Site Radiological Control Manual. The 327 Building is currently transitioning from being a Pacific Northwest National Laboratory (PNNL) managed facility to a Babcock and Wilcox Hanford Company (BVMC) managed facility. During this transition process existing procedures and documents will be utilized until replaced by BVMC procedures and documents. These documents conform to the requirements found in PNL-MA-70, Quality Assurance Manual and PNL-MA-8 1, Hazardous Materials Shipping Manual. The Quality Assurance Program Index (QAPI) contained in Table 1 provides a matrix which shows how project activities relate to IO CFR 830.120 and 5700.6C criteria.     The Ceramic Technology [for Advanced Heat Engines] Project was begun in 1983 to meet the ceramic materials needs of the companion DOE automotive engine program, the Advanced Gas Turbine (AGT) project, and the Heavy Duty Transport (low-heat-rejection, heavy-duty diesel) project. Goal is to develop an industry technology base for reliable and cost effective ceramics for applications in advanced automotive gas turbine and diesel engines. Research areas were identified following extensive input from industry and academia. Majority of research is done by industry (60%); work is also done at colleges and universities, in-house, and at other national laboratories and government agencies. In the beginning, reliability of ceramic components was the key issue. The reliability issues have largely been met and, at the present time, cost is the driving issue, especially in light of the highly cost-sensitive automotive market. Emphasis of the program has now been shifted toward developing cost-effective ceramic components for high-performance engines in the near-term. This bibliography is a compilation of publications done in conjunction with the Ceramic Technology Project since its beginning. Citations were obtained from reports done by participants in the project. We have tried to limit citations to those published and easily located. The end date of 1992 was selected.

    This report reviews recent DSM shareholder incentive designs and performance at 10 US utilities identifies opportunities for regulators to improve the design of DSM shareholder incentive mechanisms to increase the procurement of cost-effective DSM resources. We develop six recommendations: (1) apply shared-savings incentives to DSM resource programs; (2) use markup incentives for individual programs only when net benefits are difficult to measure, but are known to be positive; (3) set expected incentive payments based on covering a utility`s {open_quotes}hidden costs,{close_quotes} which include some transitional management and risk-adjusted opportunity costs; (4) use higher marginal incentives rates than are currently found in practice, but limit total incentive payments by adding a fixed charge; (5) mitigate risks to regulators and utilities by lowering marginal incentive rates at high and low performance levels; and (6) use an aggregate incentive mechanism for all DSM resource programs, with limited exceptions (e.g., information programs where markups are more appropriate).

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

    "The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."

    The author describes the efforts being made toward pollution prevention within the DOE complex, as a way to reduce overall project costs, in addition to decreasing the amount of waste to be handled. Pollution prevention is a concept which is trying to be ingrained into project planning. Part of the program involves the concept that ultimately the responsibility for waste comes back to the generator. Parts of the program involve efforts to reuse materials and equipment on new projects, to recycle wastes to generate offsetting revenue, and to increase awareness, accountability and incentives so as to stimulate action on this plan. Summaries of examples are presented in tables.

    The EMF Research and Public Information Dissemination Program (RAPID) includes several engineering research in the area of exposure assessment and source characterization. RAPID engineering project No. 3: ''Environmental Field Surveys'' was performed to obtain information on the levels and characteristics of different environments, for which only limited data were available, especially in comparison to magnetic field data for the residential environment and for electric utility facilities, such as power lines and substations. This project was also to provide information on the contribution of various field sources in the surveyed environments. Magnetic field surveys were performed at four sites for each of five environments: schools, hospitals, office buildings, machine shops, and grocery stores. Of the twenty sites surveyed, 11 were located in the San Francisco Bay Area and 9 in Massachusetts. The surveys used a protocol based on magnetic field measurements and observation of activity patterns, designed to provide estimates of magnetic field exposure by type of people and by type of sources. The magnetic field surveys conducted by this project produced a large amount of data which will form a part of the EMF measurement database Field and exposure data were obtained separately for ''area exposure'' and ''at exposure points''. An exposure point is a location where persons engage in fixed, site specific activities near a local source that creates a significant increase in the area field. The area field is produced by ''area sources'', whose location and field distribution is in general not related to the location of the people in the area.

  9. The DOE Solar Thermal Electric Program Concentrator Technology Project

    The project comprises the development of concentrating solar collectors, heliostats and dishes, and the development of optical materials. Because the solar concentrator represents from 40 to 60% of the cost of a solar thermal electric system, the continued development of high-performance concentrators is very important to the commercial viability of these systems. The project is currently testing two large area heliostats, the SPECO 200 m{sup 2} heliostat and the ATS 150 m{sup 2} heliostat and also trying to reduce the cost of the heliostats through the development of stretched-membrane heliostats. Stretched-membrane heliostats are made by attaching thin metal membranes to the two sides of a circular, metal ring. A slight vacuum in the plenum between the two membranes is used to focus the heliostat. The optical surface is provided by a silver-acrylic film, ECP 305. A prototype 100 m{sup 2} commercial unit has been built and is currently being tested. Parabolic dish concentrators are under development for use on dish-Stirling electric systems. The state-of-the-art dish is the McDAC/SCE faceted glass concentrator. Because of the success of stretched-membrane technology for heliostats, the project applied the technology to parabolic dish development and is currently designing a near-term, faceted, stretched-membrane dish. The current thrust of the program in optical materials development is the development of a low-cost, high-performance, silver-acrylic film. 3M's ECP 305 has demonstrated substantial improvement over previous films in its resistance to corrosion, longer life. An experimental film, developed at SERI, has promise for further improving the lifetime of the ECP 305. The project is currently investigating solutions to the problem of separation between the silver and acrylic layers of the film in the presence of water.

    The New York State Electric & Gas Corporation (NYSEG) demonstrated a combination of technologies at its Milliken Station in Lansing, New York, designed to: (1) achieve high sulfur dioxide (SO2) capture efficiency, (2) bring nitrogen oxide (NOx) emissions into compliance with Clean Air Act Amendments of 1990 (CAAA), (3) maintain high station efficiency, and (4) eliminate waste water discharge. This project is part of the U.S. Department of Energy?s (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advance coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of nine selected in January 1991 from 33 proposals submitted in response to the program?s fourth solicitation.

    The purpose of this study was to examine the benefits to be gained from increased powerplant productivity and to validate and demonstrate the use of incentives within the regulatory process to promote the improvement of powerplant productivity. The system-wide costs savings to be gained from given productivity improvement scenarios are estimated in both the short and long term. Numerous reports and studies exist which indicate that productivity improvements at the powerplant level are feasible and cost effective. The efforts of this study widen this focus and relate system-wide productivity improvements with system-wide cost savings. The initial thrust of the regulatory section of this study is to validate the existence of reasonable incentive procedures which would enable regulatory agencies to better motivate electric utilities to improve productivity on both the powerplant and system levels. The voluntary incentive format developed in this study was designed to facilitate the link between profit and efficiency which is typically not clear in most regulated market environments. It is concluded that at the present time, many electric utilities in this country could significantly increase the productivity of their base load units, and the adoption of an incentive program of the general type recommended in this study would add to rate of return regulation the needed financial incentives to enable utilities to make such improvements without losing long-run profit. In light of the upcoming oil import target levels and mandatory cutbacks of oil and gas as boiler fuels for electric utilities, the use of incentive programs to encourage more efficient utilization of coal and nuclear base load capacity will become far more inviting over the next two decades.

    The French Planning Act of 28 June 2006 prescribed that a reversible repository in a deep geological formation be chosen as the reference solution for the long-term management of high-level and intermediate-level long-lived radioactive waste. It also entrusted the responsibility of further studies and design of the repository (named Cigeo) upon the French Radioactive Waste Management Agency (Andra), in order for the review of the creation-license application to start in 2015 and, subject to its approval, the commissioning of the repository to take place in 2025. Andra is responsible for siting, designing, implementing, operating the future geological repository, including operational and long term safety and waste acceptance. Nuclear operators (Electricite de France (EDF), AREVA NC, and the French Commission in charge of Atomic Energy and Alternative Energies (CEA) are technically and financially responsible for the waste they generate, with no limit in time. They provide Andra, on one hand, with waste packages related input data, and on the other hand with their long term industrial experiences of high and intermediate-level long-lived radwaste management and nuclear operation. Andra, EDF, AREVA and CEA established a cooperation agreement for strengthening their collaborations in these fields. Within this agreement Andra and the nuclear operators have defined an industrial program for waste management. This program includes the waste inventory to be taken into account for the design of the Cigeo project and the structural hypothesis underlying its phased development. It schedules the delivery of the different categories of waste and defines associated flows. (authors)

The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of homes of low-income families. Since 2010, WIPP has helped weatherization service providers as well as new and nontraditional partners leverage non-federal financial resources to supplement federal grants, saving taxpayer money. WIPP complements the Weatherization Assistance program (WAP), which operates nation-wide, in U.S. territories and in three Native American tribes. 16 grantees are implementing weatherization innovation projects using experimental approaches to find new and better ways to weatherize homes. They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety.     The primary objective of this ``CAT`` project is to complete a conceptual design of this unique new combination of existing technology with cost estimates to show that the ``CAT`` system offers the economic incentive with low technical risk for a plant to be built which will demonstrate its viability. The technologies involved in the components of a ``CAT`` plant are proven, and the integration of the components into a complete plant is the only new developmental activity involved. Industry and the Federal General Services Administration (GSA), require the demonstration of a ``commercial plant`` before the viability of a new concept is accepted. To satisfy this requirement the construction of a plant of commercially viable size in excess of 15 MW if cogeneration and above 30 MW if all power, is proposed. This plant will produce economical power and heat for the owner. The plant will operate for a full commercial life and continue as an operating demonstration of the viability of the technology, gathering long term life and maintenance data, all adding to the credibility of the concept.

    The research program analyzed the Federal incentives used to stimulate nuclear, hydro, coal, gas, oil, and electricity production in order to supply what was learned to the selection of an incentives strategy to induce new energy production from renewable resources. Following the introductory chapter, Chapter 2 examines the problem of estimating effects from a theoretical perspective. Methods of quantifying and identifying the many interactive effects of government actions are discussed. Chapter 3 presents a generic analysis of the result of Federal incentives. Chapters 4 through 9 deal with incentives to energy forms - nuclear, hydro, coal, oil, gas, and electricity. Chapter 10 summarizes the estimated results of the incentives, which are presented in terms of their quantity and price impacts. The incentive costs per million Btu of induced energy production is also discussed. Chapter 11 discusses the parity issue, that is an equivalence between Federal incentives to renewable resources and to traditional energy resources. Any analysis of incentives for solar needs will profit from an analysis of the costs of solar incentives per million Btu compared with those for traditional energy forms. Chapter 12 concludes the analysis, discussing the history of traditional energy incentives as a guide to solar-energy incentives. 216 references, 38 figures, 91 tables.

  8. Incentive Pass-through for Residential Solar Systems in California

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

    Over forty safety and security related research and development projects have been initiated between Sandia National Laboratories and the Russian nuclear weapons laboratories VNIIEF and VNIITF. About half of these projects have been completed. All relate to either safety or security methodology development, processes, accident environment analysis and testing, accident databases, assessments or product design of devices. All projects have a potential benefit to various safety or security programs and some may directly have commercial applications. In general, these projects could benefit risk assessments associated with systems that could result in accidents or incidents having high public consequences. These systems typically have already been engineered to have very low assessed probabilities of occurrence of such accidents or incidents. This paper gives an overview of the Sandia surety program with a focus on the potential for future collaboration between Sandia, three Russian Institutes; VNIIEF, VNIITF and VNIIA, and other industry and government organizations. The intent is to serve as an introduction to a roundtable session on Russian Safety Collaboration at the 14th International System Safety Conference. The current Sandia collaboration program scope and rationale is presented along with the evolved program focus. An overview of the projects is given and a few specific projects are briefly highlighted with tangible results to date.

    During transition from the Westinghouse Hanford Company (WHC) Management and Operations (M and O) contract to the Fluor Daniel Hanford (FDH) Management and Integration (M and I) contract, existing WHC policies, procedures, and manuals were reviewed to determine which to adopt on an interim basis. Both WHC-SP-1131,Hanford Quality Assurance Program and Implementation Plan, and WHC-CM-4-2, Quality Assurance Manual, were adopted; however, it was recognized that revisions were required to address the functions and responsibilities of the Project Hanford Management Contract (PHMC). This Quality Assurance Program Implementation Plan for Nuclear Facilities (HNF-SP-1228) supersedes the implementation portion of WHC-SP-1 13 1, Rev. 1. The revised Quality Assurance (QA) Program is documented in the Project Hanford Quality Assurance Program Description (QAPD), HNF-MP-599. That document replaces the QA Program in WHC-SP-1131, Rev. 1. The scope of this document is limited to documenting the nuclear facilities managed by FDH and its Major Subcontractors (MSCS) and the status of the implementation of 10 CFR 830.120, Quality Assurance Requirements, at those facilities. Since the QA Program for the nuclear facilities is now documented in the QAPD, future updates of the information provided in this plan will be by letter. The layout of this plan is similar to that of WHC-SP-1 13 1, Rev. 1. Sections 2.0 and 3.0 provide an overview of the Project Hanford QA Program. A list of Project Hanford nuclear facilities is provided in Section 4.0. Section 5.0 provides the status of facility compliance to 10 CFR 830.120. Sections 6.0, 7.0, and 8.0 provide requested exemptions, status of open items, and references, respectively. The four appendices correspond to the four projects that comprise Project Hanford.

    The proposed Yucca Mountain repository is anticipated to be the first facility for long-term disposal of commercial spent nuclear fuel and high-level radioactive waste in the United States. The facility, located in the southern Nevada desert, is currently in the planning stages with initial exploratory excavations completed. It is an underground facility mined into the tuffaceous volcanic rocks that sit above the local water table. The focus of the work described in this paper is the development of radionuclide absorbers or ''getter'' materials for neptunium (Np), iodine (I), and technetium (Tc) for potential deployment in the repository. ''Getter'' materials retard the migration of radionuclides through sorption, reduction, or other chemical and physical processes, thereby slowing or preventing the release and transport of radionuclides. An overview of the objectives and approaches utilized in this work with respect to materials selection and modeling of ion ''getters'' is presented. The benefits of the ''getter'' development program to the United States Department of Energy (US DOE) are outlined.

    Continuous Fiber Ceramic Composites (CFCC) are a new class of materials that are lighter, stronger, more corrosion resistant, and capable of performing at elevated temperatures. This new type of material offers the potential to meet the demands of a variety of industrial, military, and aerospace applications. The Department of Energy Office of Industrial Technologies (OIT) has a new program on CFCCs for industrial applications and this program has requested an inventory of all federal projects on CFCCs that relate to their new program. The purpose of this project is to identify all other ongoing CFCC research to avoid redundancy in the OIT Program. The inventory will be used as a basis for coordinating with the other ongoing ceramic composite projects. The inventory is divided into two main parts.     RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data. This report summarizes the results of Phase 1. 11 figs., 22 tabs.

  14. Pollution prevention incentives and disincentives created by the Clean Air Act

    Environmental laws and regulations have not always been implemented in a manner which allows the consideration of pollution prevention alternatives as a means of achieving progress toward air quality goals. Recently EPA has been making strides to re-interpret laws and regulations to be more flexible and encourage pollution prevention projects which do not involve end-of-the-pipe controls. For instance when conducting control technology evaluations such as Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER), facilities can and should take into consideration P2 options which accomplish the same emission reduction goals as traditional end-of-the-pipe controls. There are also new emissions trading provisions building on those allowed in the acid rain and offset trading programs which promise to make P2 projects much more cost effective. Several traditional command and control programs of the CAA also promote P2 projects. For instance emission reductions realized through P2 projects show managers a direct cost savings due to reductions in Title V Facility annual emissions fees and possibly a direct cost benefit through sale of emission credits. Furthermore, the CAA encourages P2 indirectly through the detailed understanding of processes gained from emissions inventories and Risk Management Plans. However, many CAA prescriptive programs create disincentives for industry to select pollution prevention alternatives. This paper will discuss incentives and disincentives for using P2 alternatives to comply with the CAA and discuss some of the recent changes designed to encourage P2.

    The primary objective of this ``CAT`` (Coal Air Turbine) project is to complete a conceptual design of this unique new combination of existing technology with cost estimates to show that the CAT system offers the economic incentive with low technical risk for a plant to be built which will demonstrate its viability. The technologies involved in the components of a CAT plant are proven, and the integration of the components into a complete plant is the only new developmental activity involved. Industry and the Federal General Services Administration (GSA), require the demonstration of a commercial plant before the viability of a new concept is accepted. To satisfy this requirement the construction of a plant of commercially viable size in excess of 15 MW if cogeneration and above 30 MW if all power, is proposed. This plant will produce economical power and heat for the owner. The plant will operate for a full commercial life and continue as an operating demonstration of the viability of the technology, gathering long term life and maintenance data, all adding to the credibility of the concept. The major components of CAT plants are an air turbine, a heater of compressed air, a coal combustion system, means to recover waste heat and a steam turbine when appropriate. The plant burns raw coal in a fluid bed at atmospheric pressure. The air turbine operates on clean compressed air heated inside tubes immersed in the fluid bed. Progress during the fifth quarter is described.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites in accordance with Public Law 95-604, the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRA Project's mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. Since these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA PO shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan.
