    The debate over the definition of premium diesel fuel - what it is and what it should be - is heating up in industry circles. A number of automotive associations, additive makers and standards-setting organizations have jumped into the fray, and the fight is likely to turn volcanic when it comes down to deciding exactly what will constitute a premium diesel and how its properties will be measured. This story details some recent developments in and responses to the ongoing conflict. The Engine Manufacturers Association (EMA), representing 33 international diesel engine makers, recently launched a survey of U.S. diesel fuel marketers to see which ones will offer a fuel meeting EMA`s revised {open_quotes}FQP-1A{close_quotes} premium diesel fuel recommendations. Following the survey, EMA intends to publicize which companies offer such a fuel. The EMA premium fuel specifications are much tougher than the US standard ASTM D 975 fuel and tougher than the newly proposed {open_quotes}premium{close_quotes} diesel fuel from the National Conference of Weights & Measures (NCWM) task force. Earlier this year, Amoco became the first (and so far only) US refiner to offer a fuel meeting all the FQP specifications, but only in certain Midwest markets.

  14. Proposal for Construction/Demonstration/Implementation of A Material Handling System

    Vortec Corporation, the United States Enrichment Corporation (USEC) and DOE/Paducah propose to complete the technology demonstration and the implementation of the Material Handling System developed under Contract Number DE-AC21-92MC29120. The demonstration testing and operational implementation will be done at the Paducah Gaseous Diffusion Plant. The scope of work, schedule and cost for the activities are included in this proposal. A description of the facility to be constructed and tested is provided in Exhibit 1, attached. The USEC proposal for implementation at Paducah is presented in Exhibit 2, and the commitment letters from the site are included in Exhibit 3. Under our agreements with USEC, Bechtel Jacobs Corporation and DOE/Paducah, Vortec will be responsible for the construction of the demonstration facility as documented in the engineering design package submitted under Phase 4 of this contract on August 9, 2001. USEC will have responsibility for the demonstration testing and commercial implementation of the plant. The demonstration testing and initial commercial implementation of the technology will be achieved by means of a USEC work authorization task with the Bechtel Jacobs Corporation. The initial processing activities will include the processing of approximately 4,250 drums of LLW. Subsequent processing of LLW and TSCA/LLW will be done under a separate contract or work authorization task. To meet the schedule for commercial implementation, it is important that the execution of the Phase 4 project option for construction of the demonstration system be executed as soon as possible. The schedule we have presented herein assumes initiation of the construction phase by the end of September 2001. Vortec proposes to complete construction of the demonstration test system for an estimated cost of $3,254,422. This price is based on the design submitted to DOE/NETL under the Phase 4 engineering design deliverable (9 august 2001). The cost is subject to the

    Okanagan River sockeye salmon, which spawn near the town of Oliver, B.C., have their farther upstream migration limited by several water control and diversion dams. Stock numbers have been declining for many years and the Okanagan Native Alliance Fisheries Department (ONAFD) has been the principal advocate of a program to restore their numbers and range by reintroducing them into upstream waters where they may once have occurred in substantial numbers Some investigators have warned that without effective intervention Okanagan sockeye are at considerable risk of extinction. Among a host of threats, the quality of water in the single nursery areas in Osoyoos Lake. is deteriorating and a sanctuary such as that afforded in larger lakes higher in the system could be essential. Because the proposed reintroduction upstream has implications for other fish species, (particularly kokanee, the so-called ''landlocked sockeye'' which reside in many Okanagan lakes), the proponents undertook a three-year investigation, with funding from the Bonneville Power Administration and the Confederated Tribes of the Colville Reservation, to identify possible problem areas, and they committed to an interim experimental reintroduction to Skaha Lake where any problems could be worked out before a more ambitious reintroduction, (e.g. to Okanagan Lake) could be formally considered. The three-year investigation was completed in the spring of 2003. It included an assessment of risks from disease or the possible introduction of unwanted exotic species. It also considered the present quality and quantity of sockeye habitat, and opportunities for expanding or improving it. Finally ecological complexity encouraged the development of a life history model to examine interactions of sockeye with other fishes and their food organisms. While some problem areas were exposed in the course of these studies, they appeared to be manageable and the concept of an experimental reintroduction was largely supported

    Tarjan's algorithm schedules the solution of systems of equations by noting the coupling and grouping between the equations. Simulating complex systems, e.g., advanced power plants, aerodynamic systems, or the multi-scale design of components, requires the linkage of large groups of coupled models. Currently, this is handled manually in systems modeling packages. That is, the analyst explicitly defines both the method and solution sequence necessary to couple the models. In small systems of models and equations this works well. However, as additional detail is needed across systems and across scales, the number of models grows rapidly. This precludes the manual assembly of large systems of federated models, particularly in systems composed of high fidelity models. This paper examines extending Tarjan's algorithm from sets of equations to sets of models. The proposed implementation of the algorithm is demonstrated using a small one-dimensional system of federated models representing the heat transfer and thermal stress in a gas turbine blade with thermal barrier coating. Enabling the rapid assembly and substitution of different models permits the rapid turnaround needed to support the what-if kinds of questions that arise in engineering design.

    Purpose: The goal of this work was to implement a recently proposed small field dosimetry formalism [Alfonso et al., Med. Phys. 35(12), 5179-5186 (2008)] for a comprehensive set of diode detectors and provide the required Monte Carlo generated factors to correct measurement. Methods: Jaw collimated square small field sizes of side 0.5, 0.6, 0.7, 0.8, 0.9, 1.0, and 3.0 cm normalized to a reference field of 5.0 cm x 5.0 cm were used throughout this study. Initial linac modeling was performed with electron source parameters at 6.0, 6.1, and 6.2 MeV with the Gaussian FWHM decreased in steps of 0.010 cm from 0.150 to 0.100 cm. DOSRZnrc was used to develop models of the IBA stereotactic field diode (SFD) as well as the PTW T60008, T60012, T60016, and T60017 field diodes. Simulations were run and isocentric, detector specific, output ratios (OR{sub det}) calculated at depths of 1.5, 5.0, and 10.0 cm. This was performed using the following source parameter subset: 6.1 and 6.2 MeV with a FWHM = 0.100, 0.110, and 0.120 cm. The source parameters were finalized by comparing experimental detector specific output ratios with simulation. Simulations were then run with the active volume and surrounding materials set to water and the replacement correction factors calculated according to the newly proposed formalism. Results: In all cases, the experimental field size widths (at the 50% level) were found to be smaller than the nominal, and therefore, the simulated field sizes were adjusted accordingly. At a FWHM = 0.150 cm simulation produced penumbral widths that were too broad. The fit improved as the FWHM was decreased, yet for all but the smallest field size worsened again at a FWHM = 0.100 cm. The simulated OR{sub det} were found to be greater than, equivalent to and less than experiment for spot size FWHM = 0.100, 0.110, and 0.120 cm, respectively. This is due to the change in source occlusion as a function of FWHM and field size. The corrections required for the 0.5 cm field

    This report estimates risks to workers and the public associated with treatment processes and their associated waste products that would be mandated under proposed regulations of radium, radon, and uranium in drinking water. Three scenarios were examined: (1) all wastes flushed to the sanitary sewer; (2) all wastes disposed on land; (3) similar to (2) but radon removal by granulated activated carbon rather than packed tower aeration. Risks considered included accidental injury and cancer. Worker risks for both scenarios I and II were estimated to be 0.025 and 0.01 deaths per year of operation for radium-226 and radium-228, respectively. Worker risks for uranium were estimated to be 0.13 deaths/year of operation for scenario I and 0.5 deaths/year of operation for scenario II. Worker risks for radon removal were estimated to be 1.7 deaths/year of operation for scenario I and 2.2 deaths/year of operation for scenario II. Risks to the public for scenarios I and II for radium-226 were 4 {times} 10{sup {minus}4} and for radium-228 were 9 {times} 10{sup {minus}5} deaths/year of operation. Risks to the public for scenarios I and II for uranium were 7.3 {times} 10{sup {minus}2} and 2 {times} 10{sup {minus}4}, respectively. Risks to the public for scenario I and II for radon were 24 deaths/year of operation and for scenario III were nil. Public risks were quantified only for people exposed during a year of operation. For example, effects of public exposures in future years via groundwater contamination associated with landfill of treatment waste were not considered.

    Tracing system calls makes debugging easy and fast. On Plan 9, traditionally, system call tracing has been implemented with acid. New systems do not always implement all the capabilities needed for Acid, particularly the ability to rewrite the process code space to insert breakpoints. Architecture support libraries are not always available for Acid, or may not work even on a supported architecture. The requirement that Acid's libraries be available can be a problem on systems with a very small memory footprint, such as High Performance Computing systems where every Kbyte counts. Finally, Acid tracing is inconvenient in the presence of forks, which means tracing shell pipelines is particularly troublesome. The strace program available on most Unix systems is far more convenient to use and more capable than Acid for system call tracing. A similar system on Plan 9 can simplify troubleshooting. We have built a system calling tracing capability into the Plan 9 kernel. It has proven to be more convenient than strace in programming effort. One can write a shell script to implement tracing, and the C code to implement an strace equivalent is several orders of magnitude smaller.

    Following the Senate`s refusal to consider a Btu tax, manufacturing interests are greeting the revised transportation fuels tax proposal with notably less rancor than they did its more sweeping predecessor. Far from the fierce opposition expressed to the broadbased Btu tax, industry groups are staking out a position of {open_quotes}no position{close_quotes} on the fuels tax. The Chemical Manufacturers Association (CMA; Washington) sent a letter to all 100 senators calling the proposed fuels tax-still being negotiated at CW`s press time-the least harmful of the energy tax ideas that have been discussed but stopping short of an endorsement, says CMA`s Bob Hill, assistant director/taxation.

    For achieving the high luminosity required at the International Linear Collider (ILC), it is critical to focus the beams to nanometer size with the ILC Beam Delivery System (BDS), and to maintain the beam collision with a nanometer-scale stability. To establish the technologies associated with this ultra-high precision beam handling, it has been proposed to implement an ILC-like final focus optics in an extension of the existing extraction beamline of ATF at KEK. The ATF is considered to be the best platform for this exercise, since it provides an adequate ultra-low emittance electron beam in a manner dedicated to the development of ILC. The two major goals for this facility, called ATF2, are: (A) Achievement of a 37 nm beam size, and (B) control of beam position down to 2 nm level. The scientific justification for the ATF2 project and its technical design have been described in Volume 1 of the ATF2 Proposal [1]. We present here Volume 2 of the ATF2 Proposal, in which we present specifics of the construction plans and the group organization to execute the research programs at ATF2. The sections in this report have been authored by relevant ATF2 subgroups within the International ATF Collaboration. The time line of the project is described in Section 2. Section 3 discuss the structure of the international collaboration. Sections 4 and 5 discuss budget considerations, which are presented as well as the design and construction tasks to be shared by the international collaboration at ATF2. Concluding remarks have been contributed by Dr. Ewan Paterson, Chair of the International Collaboration Board of the ATF collaboration.

    DOE’s National Energy Technology Laboratory, on behalf of the Office of Electricity Delivery and Energy Reliability, has issued a research call for proposals for a “Design Support Tool for Remote Off-grid Microgrids” which facilitates the design of microgrids that encompass mixes of generation assets and load profiles typical of remote communities. In addition, the tool must be capable of conducting such analyses as may be necessary to validate that corresponding design parameters, planned operational performance, and expected benefits of microgrids can be achieved effectively and economically.

    The Genomic Standards Consortium was formed in September 2005. It is an international, open-membership working body which promotes standardization in the description of genomes and the exchange and integration of genomic data. The 2009 meeting was an activity of a five-year funding "Research Coordination Network" from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego. Nikos Kyrpides of the DOE Joint Genome Institute discusses gene calling standards at the Genomic Standards Consortium's 8th meeting at the DOE JGI in Walnut Creek, Calif. on Sept. 10, 2009.

    The procedure solves the problem of calling the DNA base pair sequence from two channel electropherogram separations in an automated fashion. The core of the program involves a peak picking algorithm based upon first, second, and third derivative spectra for each electropherogram channel, signal levels as a function of time, peak spacing, base pair signal to noise sequence patterns, frequency vs ratio of the two channel histograms, and confidence levels generated during the run.     The US Environmental Protection Agency reports that lead-acid batteries, such as those used in automobiles, and rechargeable nickel-cadmium batteries used in consumer electronics equipment, are the primary sources of lead and cadmium in municipal trash and garbage. A report prepared for EPA analyzed existing data from 1970 to 1986 and made projections to the year 2000. Lead-acid batteries continue to constitute a major source of lead in garbage even though 80 percent of them are now recycled. As a result, EPA is calling for additional recycling of batteries. This study is an important step in implementing EPA's strategy for helping states and cities achieve the national goal of recycling and reducing 25 percent of all municipal garbage by 1992. The findings on batteries are the result of a study conducted for EPA because of concern over the levels of lead and cadmium found n ash (residue) from municipal waste incinerators. Lead and cadmium are two metals of particular concern in the solid waste stream. The metals can contaminate soil and groundwater when landfilled. They also may be found in some incinerator emissions.

    The US Department of Energy (DOE) proposes to build a beamline on the Fermi National Accelerator Laboratory (Fermilab) site to accommodate an experimental research program in neutrino physics. The proposed action, called Neutrino Beams at the Main Injector (NuMI), is to design, construct, operate and decommission a facility for producing and studying a high flux beam of neutrinos in the energy range of 1 to 40 GeV (1 GeV is one billion or 10{sup 9} electron volts). The proposed facility would initially be dedicated to two experiments, COSMOS (Cosmologically Significant Mass Oscillations) and MINOS (Main Injector Neutrino Oscillation Search). The neutrino beam would pass underground from Fermilab to northern Minnesota. A tunnel would not be built in this intervening region because the neutrinos easily pass through the earth, not interacting, similar to the way that light passes through a pane of glass. The beam is pointed towards the MINOS detector in the Soudan Underground Laboratory in Minnesota. Thus, the proposed project also includes construction, operation and decommissioning of the facility located in the Soudan Underground Laboratory in Minnesota that houses this MINOS detector. This environmental assessment (EA) has been prepared by the US Department of Energy (DOE) in accordance with the DOE`s National Environmental Policy Act (NEPA) Implementing Procedures (10 CFR 1021). This EA documents DOE`s evaluation of potential environmental impacts associated with the proposed construction and operation of NuMI at Fermilab and its far detector facility located in the Soudan Underground Laboratory in Minnesota. Any future use of the facilities on the Fermilab site would require the administrative approval of the Director of Fermilab and would undergo a separate NEPA review. Fermilab is a Federal high-energy physics research laboratory in Batavia, Illinois operated on behalf of the DOE by Universities Research Association, Inc.

    It is anticipated that a family of high value/impact projects will be funded by the Hydrogen Program to field test hydrogen technologies that are at advanced stages of development. These projects will add substantial value to the Program in several ways, by: demonstrating successful integration of multiple advanced technologies, providing critical insight on issues of larger scale equipment design, construction and operations management, yielding cost and performance data for competitive analysis, refining and deploying enhanced safety measures. These projects will be selected through a competitive proposal evaluation process. Because of the significant scope and funding levels of projects at these development phases, Program management has indicated the need for an augmented proposal evaluation strategy to ensure that supported projects are implemented by capable investigative teams and that their successful completion will optimally advance programmatic objectives. These objectives comprise a complex set of both quantitative and qualitative factors, many of which can only be estimated using expert judgment and opinion. To meet the above need, the National Renewable Energy Laboratory (NREL) and Energetics Inc. have jointly developed a proposal evaluation methodology called H Scan/AHP. The H Scan component of the process was developed by NREL. It is a two-part survey instrument that substantially augments the type and scope of information collected in a traditional proposal package. The AHP (Analytic Hierarchy Process) component was developed by Energetics. The AHP is an established decision support methodology that allows the Program decision makers to evaluate proposals relatively based on a unique set of weighted criteria that they have determined.

    This paper describes how the Olympic Pipeline Co., in Washington, uses computers to handle more than 13,000 One Call messages annually. One call systems give contractors and the general public the ability to make one phone call and have all the utilities contacted in the general area of planned work. All the 1984 One Call messages were hand-researched and checked against system maps to determine if conflicts existed. Out of the 13,262 messages received, 12,763 were determined by a map search to be outside of the pipe line right of way. This represents, on the average, 4.4 man hours per day of clerical time spent checking the messages on the maps. Participating in a One Call system will definitely increase the work load of existing company personnel, and the system does not guarantee a company will never notified of all encroachment activity or never incur line damage as a result of encroachment.

    The host-based detection of malicious data exfiltration activities is currently a sparse area of research and mostly limited to methods that analyze network traffic or signature based detection methods that target specific processes. In this paper we explore an alternative method to host-based detection that exploits sequences of system calls and new collection methods that allow us to catch these activities in real time. We show that system calls sequences can be found to reach a steady state across processes and users, and explore the viability of new methods as heuristics for profiling user behaviors.

The formation of the Global Design Effort (GDE) will accelerate the work towards a final design. An important technical challenge is obviously the high gradient acceleration but what is similarly challenging is the collision of extremely small beams of a few nanometer size. The latter challenge has three distinct issues: creating small emittance beams, preserving the emittance during acceleration and transport, and focusing the beams to nanometers. Most studies have been done using computer simulations but many issues still remain that require experimental verification. Accelerator Test Facility (ATF) at KEK was built to create small emittance beams, and succeeded in obtaining an emittance that almost satisfies the ILC requirements [2]. In this proposal we present a project, ATF2, which addresses the focusing of the beam into a nanometer spot. The ATF2 project will extend the extraction beamline of the ATF with an ILC-type final focus system to create a tightly focused, stable beam by making use of the small emittance of the ATF. The layout is shown in Figure 1.1. In the longer term, the ATF2 project would also provide invaluable input for the CLIC design of a future multi-TeV collider.

    In August 2006, the CERN Theory Unit announced to restructure its visitor program and to create a 'CERN Theory Institute', where 1-3 month long specific programs can take place. The first such Institute was held from 14 May to 10 June 2007, focusing on 'Heavy Ion Collisions at the LHC - Last Call for Predictions'. It brought together close to 100 scientists working on the theory of ultra-relativistic heavy ion collisions. The aim of this workshop was to review and document the status of expectations and predictions for the heavy ion program at the Large Hadron Collider LHC before its start. LHC will explore heavy ion collisions at {approx} 30 times higher center of mass energy than explored previously at the Relativistic Heavy Ion Collider RHIC. So, on the one hand, the charge of this workshop provided a natural forum for the exchange of the most recent ideas, and allowed to monitor how the understanding of heavy ion collisions has evolved in recent years with the data from RHIC, and with the preparation of the LHC experimental program. On the other hand, the workshop aimed at a documentation which helps to distinguish pre- from post-dictions. An analogous documentation of the 'Last Call for Predictions' [1] was prepared prior to the start of the heavy-ion program at the Relativistic Heavy Ion Collider RHIC, and it proved useful in the subsequent discussion and interpretation of RHIC data. The present write-up is the documentation of predictions for the LHC heavy ion program, received or presented during the CERN TH Institute. The set-up of the CERN TH Institute allowed us to aim for the wide-most coverage of predictions. There were more than 100 presentations and discussions during the workshop. Moreover, those unable to attend could still participate by submitting predictions in written form during the workshop. This followed the spirit that everybody interested in making a prediction had the right to be heard. To arrive at a concise document, we required that

    This report pulls together the data from all of the geopressured-geothermal field research conducted at the Gladys McCall well. The well produced geopressured brine containing dissolved natural gas from the Lower Miocene sands at a depth of 15,150 to 16,650 feet. More than 25 million barrels of brine and 727 million standard cubic feet of natural gas were produced in a series of flow tests between December 1982 and October 1987 at various brine flow rates up to 28,000 barrels per day. Initial short-term flow tests for the Number 9 Sand found the permeability to be 67 to 85 md (millidarcies) for a brine volume of 85 to 170 million barrels. Initial short-term flow tests for the Number 8 Sand found a permeability of 113 to 132 md for a reservoir volume of 430 to 550 million barrels of brine. The long-term flow and buildup test of the Number 8 Sand found that the high-permeability reservoir connected to the wellbore (measured by the short-term flow test) was connected to a much larger, low-permeability reservoir. Numerical simulation of the flow and buildup tests required this large connected reservoir to have a volume of about 8 billion barrels (two cubic miles of reservoir rock) with effective permeabilities in the range of 0.2 to 20 md. Calcium carbonate scale formation in the well tubing and separator equipment was a problem. During the first 2 years of production, scale formation was prevented in the surface equipment by injection of an inhibitor upstream of the choke. Starting in 1985, scale formation in the production tubing was successfully prevented by injecting inhibitor pills'' directly into the reservoir. Corrosion and/or erosion of surface piping and equipment, as well as disposal well tubing, was also significant.

    The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    The purpose of this report is to provide data for preparation of a NEPA Environmental Impact Statement in support the U. S. Department of Energy (DOE) Global Nuclear Energy Partnership (GNEP). One of the GNEP objectives is to reduce the inventory of long lived actinide from the light water reactor (LWR) spent fuel. The LWR spent fuel contains Plutonium (Pu) -239 and other transuranics (TRU) such as Americium-241. One of the options is to transmute or burn these actinides in fast neutron spectra as well as generate the electricity. A sodium-cooled Advanced Recycling Reactor (ARR) concept has been proposed to achieve this goal. However, fuel with relatively high TRU content has not been used in the fast reactor. To demonstrate the utilization of TRU fuel in a fast reactor, an Advanced Burner Reactor (ABR) prototype of ARR is proposed, which would necessarily be started up using weapons grade (WG) Pu fuel. The WG Pu is distinguished by relatively highest proportions of Pu-239 and lesser amount of other actinides. The WG Pu will be used as the startup fuel along with TRU fuel in lead test assemblies. Because such fuel is not currently being produced in the US, a new facility (or new capability in an existing facility) is being considered for fabrication of WG Pu fuel for the ABR. This report is provided in response to Data Call for the construction of startup fuel fabrication facility. It is anticipated that the facility will provide the startup fuel for 10-15 years and will take to 3 to 5 years to construct.

    The Environmental Implementation Plan (EIP) is a dynamic long-range environmental-protection plan for SRS. The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment. Together, we will achieve our site vision for SRS to be the recognized model for Environmental Excellence in the DOE Nuclear Weapons Complex.

    TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    The overall economics of a distributed generation project is based on cost elements which include: Equipment and financing, fuel, displaced electricity cost, operation and maintenance. Of critical importance is how the facility is managed, including adequate provision for a comprehensive operator training program. Proper equipment maintenance and fuel procurement policy will also lead to greater system availability and optimal system economics. Various utility tariffs are available which may be economically attractive, with an added benefit to the utility of providing a peak shaving resource during peak periods. Changing modes of operation of the distributed generation system may affect staff readiness, require retraining and could affect maintenance costs. The degree of control and oversight that is provided during a project`s implementation and construction phases will impact subsequent maintenance and operating costs. The long term effect of siting impacts, such as building facades that restrict turbine inlet airflow will affect subsequent operations and require supplemental maintenance action. It is possible to site a variety of distributed generation technologies in settings which vary from urban to remote unattended locations with successful results from both an economic and operational perspective.

    One of the most pressing environmental issues today is the possibility that projected increases in global emissions of greenhouse gases form increased deforestation, development, and fossil-fuel combustion could significantly alter global climate patterns. Under the terms of the United Nations Framework Convention on Climate Change, signed in Rio de janeiro during the June 19923 Earth Summit, the United States and other industrialized countries committed to balancing greenhouse gas emissions at 1990 levels in the year 2000. Included in the treaty is a provision titled {open_quotes}Joint Implementation,{close_quotes} whereby industrialized countries assist developing countries in jointly modifying long-term emission trends, either through emission reductions or by protecting and enhancing greenhouse gas sinks (carbon sequestration). The US Climate Action Plan, signed by President Clinton in 1993, calls for voluntary climate change mitigation measures by various sectors, and the action plan included a new program, the US Initiative on Joint Implementation. Wisconsin Electric decided to invest in a JI project because its concept encourages creative, cost-effective solutions to environmental problems through partnering, international cooperation, and innovation. The project chosen, a forest preservation and management effort in Belize, will sequester more than five million tons of carbon dioxide over a 40-year period, will become economically self-sustaining after ten years, and will have substantial biodiversity benefits. 6 refs., 1 tab.

    More than 150 countries are now Party to the United Nations Framework Convention on Climate Change (FCCC), which seeks, as its ultimate objective, to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous human interference with the climate system. As a step toward this goal, all Parties are to take measures to mitigate climate change and to promote and cooperate in the development and diffusion of technologies and practices that control or reduce emissions and enhance sinks of greenhouse gases. In the US view, efforts between countries or entities within them to reduce net greenhouse gas emissions undertaken cooperatively--called joint implementation (JI)--holds significant potential both for combating the threat of global warming and for promoting sustainable development. To develop and operationalize the JI concept, the US launched its Initiative on Joint Implementation (USIJI) in October 1993, and designed the program to attract private sector resources and to encourage the diffusion of innovative technologies to mitigate climate change. The USIJI provides a mechanism for investments by US entities in projects to reduce greenhouse gas emissions worldwide and has developed a set of criteria for evaluating proposed projects for their potential to reduce net GHG emissions.

    The quantum clock synchronization (QCS) algorithm proposed by Chuang [Phys. Rev. Lett. 85, 2006 (2000)] has been implemented in a three qubit nuclear magnetic resonance quantum system. The time difference between two separated clocks can be determined by measuring the output states. The experimental realization of the QCS algorithm also demonstrates an application of the quantum phase estimation.
