California's Renewable Portfolio Standard (RPS, Senate Bill 1078) requires the state's investor-owned utilities to obtain 20% of their energy mix from renewable generation sources. To facilitate the imminent increase in the penetration of renewables, the California Energy Commission (CEC), in support of the California Public Utility Commission (CPUC), initiated a study of integration costs in the context of RPS implementation. This effort estimated the impact of renewable generation in the regulation and load-following time scales and calculated the capacity value of renewable energy sources using a reliability model. The analysis team, consisting of researchers from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL) and the California Wind Energy Collaborative (CWEC), performed the study in cooperation with the California Independent System Operator (CaISO), the Pacific Gas and Electric Company (PG&E), and Southern California Edison (SCE). The study was conducted over three phases and was followed by an analysis of a multi-year period. This paper presents results from the multi-year analysis and the Phase III recommendations.

    2009-12-10

On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of utilizing one or more of the following resource categories for energy generation: ocean waves; tides or ocean currents; free flowing water in rivers or streams; and energy generation from the differentials in ocean temperature. PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies, as summarized herein. The contract also required cooperation with the U.S. Coast Guard (USCG) and two recipients of awards (Pacific Energy Ventures and reVision) in a sub-topic area to develop a protocol to identify streamlined, best-siting practices. Over the period of this contract, PCCI and our sub-consultants, David Basco, Ph.D., and Neil Rondorf of Science Applications International Corporation, met with USCG headquarters personnel, with U.S. Army Corps of Engineers headquarters and regional personnel, with U.S. Navy regional personnel and other ocean users in order to develop an understanding of existing practices for the identification of navigational impacts that might occur during construction, operation, maintenance, and decommissioning. At these same meetings, “standard” and potential mitigation measures were discussed so that guidance could be prepared for project developers. Concurrently, PCCI reviewed navigation guidance published by the USCG and international community. This report summarizes the results of this effort, provides guidance in the form of a

In recent years, increased national attention has been focused on the potential effects of renewing, or not renewing, the licenses of nuclear power plants as the oldest of them approach the end of the 40-year operating period allowed by their original licenses. As part of a larger study for the US Nuclear Regulatory commission (NRC), the authors conducted an assessment of the potential socioeconomic impacts to those communities throughout the country in which nuclear power plants are located and which, therefore, are most directly affected by renewal of nuclear power plant licenses. This paper focuses on six key issues that are traditionally considered essential in the assessment of social impacts: Population; housing; tax payments; local public services; land use and development; and economic structure.

The Renewables and Energy Efficiency Planning (REEP) program was developed at the US Army Construction Engineering Research Laboratories (USACERL). This program allows for the analysis of 78 energy and water conservation opportunities at 239 major DOD installations. REEP uses a series of algorithms in conjunction with installation specific data to estimate the energy and water conservation potential for entire installations. The program provides the energy, financial, pollution, and social benefits of conservation initiatives. The open architecture of the program allows for simple modification of energy and water conservation variables, and installation database values to allow for individualized analysis. The program is essentially a high-level screening tool that can be used to help identify and focus preliminary conservation studies. The REEP program requires an IBM PC or compatible with a 80386 or 80486 microprocessor. It also requires approximately 4 megabytes of disk space and at least 8 megabytes of RAM. The system was developed for a Windows environment and requires Microsoft Windows 3.1{trademark} or higher to run properly.

  20. Preliminary Evaluation of the Impact of the Section 1603 Treasury Grant Program on Renewable Energy Deployment in 2009

    SciTech Connect (OSTI)

Bolinger, Mark; Wiser, Ryan; Darghouth, Naim

Federal support for renewable energy deployment in the United States has traditionally been delivered primarily through tax benefits, including the production tax credit ('PTC') in Section 45 of the U.S. tax code, investment tax credits ('ITC') in Sections 25D and 48, and accelerated tax depreciation in Section 168. Many renewable power project developers are unable to use the majority of these tax benefits directly or immediately, however, and have therefore often relied on third-party 'tax equity' investors for the necessary investment capital in order to monetize the available tax benefits. As has been well-publicized, most of these tax equity investors were hit hard by the global financial crisis that unfolded in the last months of 2008 and, as a result, most either withdrew from the renewable power market at that time or reduced their available investment capital. This left a significant financing gap beginning in late 2008, and placed at some risk the continued near-term growth of renewable energy supply in the U.S. In recognition of these developments, the U.S. Congress passed two stimulus bills - The Energy Improvement and Extension Act ('the Extension Act') in October 2008 and The American Recovery and Reinvestment Act ('the Recovery Act') in February 2009 - parts of which were intended to address the growing shortage of finance for renewable power projects. Most notably, Section 1603 of the Recovery Act enables qualifying commercial renewable energy projects to choose between the Section 45 PTC, the Section 48 ITC, or a cash grant of equal value to the Section 48 ITC (i.e., 30% of the project's eligible basis in most cases). By giving developers the option to receive a 30% cash grant (administered by the U.S. Department of the Treasury) in lieu of either the ITC or the PTC, Congress hoped to 'temporarily fill the gap created by the diminished investor demand for tax credits,' and thereby achieve 'the near term goal of creating and retaining jobs - as well

This four-page overview describes how Federal agencies can contact the Department of Energy's Federal Energy Management Program (FEMP) to obtain assistance in acquiring renewable energy systems, renewable fuels, and renewable ("green") power for use in their facilities and vehicles. Renewable resources, technologies, and fuels are described, as well as Federal goals for using clean, sustainable renewable energy; the current goal is to supply 2.5% of the Federal Government's energy with renewable sources by 2005. Also included is a description of the resources and technologies themselves and associated benefits.

  7. Weighing the Costs and Benefits of Renewables Portfolio Standards:A Comparative Analysis of State-Level Policy Impact Projections

    SciTech Connect (OSTI)

Chen, Cliff; Wiser, Ryan; Bolinger, Mark

    2007-01-16

State renewables portfolio standards (RPS) have emerged as one of the most important policy drivers of renewable energy capacity expansion in the U.S. Collectively, these policies now apply to roughly 40% of U.S. electricity load, and may have substantial impacts on electricity markets, ratepayers, and local economies. As RPS policies have been proposed or adopted in an increasing number of states, a growing number of studies have attempted to quantify the potential impacts of these policies, focusing primarily on projecting cost impacts, but sometimes also estimating macroeconomic and environmental effects. This report synthesizes and analyzes the results and methodologies of 28 distinct state or utility-level RPS cost impact analyses completed since 1998. Together, these studies model proposed or adopted RPS policies in 18 different states. We highlight the key findings of these studies on the costs and benefits of RPS policies, examine the sensitivity of projected costs to model assumptions, assess the attributes of different modeling approaches, and suggest possible areas of improvement for future RPS analysis.
