    The global economy has grown rapidly over the past decade with a commensurate growth in the demand for electricity services that has increased a country's vulnerability to energy supply disruptions. Increasing need of reliable and affordable electricity supply is a challenge which is before every Asia Pacific Partnership (APP) country. Collaboration between APP members has been extremely fruitful in identifying potential efficiency upgrades and implementing clean technology in the supply side of the power sector as well established the beginnings of collaboration. However, significantly more effort needs to be focused on demand side potential in each country. Demand side management or DSM in this case is a policy measure that promotes energy efficiency as an alternative to increasing electricity supply. It uses financial or other incentives to slow demand growth on condition that the incremental cost needed is less than the cost of increasing supply. Such DSM measures provide an alternative to building power supply capacity The type of financial incentives comprise of rebates (subsidies), tax exemptions, reduced interest loans, etc. Other approaches include the utilization of a cap and trade scheme to foster energy efficiency projects by creating a market where savings are valued. Under this scheme, greenhouse gas (GHG) emissions associated with the production of electricity are capped and electricity retailers are required to meet the target partially or entirely through energy efficiency activities. Implementation of DSM projects is very much in the early stages in several of the APP countries or localized to a regional part of the country. The purpose of this project is to review the different types of DSM programs experienced by APP countries and to estimate the overall future potential for cost-effective demand-side efficiency improvements in buildings sectors in the 7 APP countries through the year 2030.     Mobile applications are currently under distribution to smart phones utilizing the built-in charge coupled-device (CCD) camera as a radiation detector. The CCD detector has a very low but measurable gamma interaction cross section so the mechanism is feasible, especially for higher dose rate environments. Given that in a large release of radioactive material these ‘crowd sourced’ measurements will be put forth for consideration, a testing and evaluation of the accuracy and uncertainty of the Apps is a critical endeavor. Not only is the accuracy of the reported measurement of concern to the immediate user’s safety, a quantitative uncertainty is required for a government response such as the Federal Radiological Monitoring and Assessment Center (FRMAC) to accept the values for consideration in the determination of regions exceeding protective action guidelines. Already, prompted by the Fukushima nuclear material releases, several repositories of this crowd-sourced data have been created (http://japan.failedrobot.com, http://www.stubbytour.com/nuc/index_en.asp, and http://www.rdtn.org) although the question remains as to the reliability of measurements incorporated into these repositories. In cases of conflict between the real-time published crowd-sourced data and governmental protective actions prepared literature should be on-hand documenting why the difference, if any, exists. Four applications for iOS devices were obtained along with hardware to benchmark their performance. Gamma/X-Ray Detector by Stephan Hotto, Geiger Camera by Senscare, and RadioactivityCounter App by Hotray LTD are all the applications available for distribution within the US that utilize the CCD camera sensor for detection of radiation levels. The CellRad app under development by Idaho National Laboratory for the Android platform was evaluated. In addition, iRad Geiger with the associated hardware accessory was also benchmarked. IDEA members which include colleges and universities, hospitals, airports, downtown utilities as well as manufacturers, suppliers and service providers have long-standing expertise in the planning, design, construction and operations of Clean Energy systems. They represent an established base of successful projects and systems at scale and serve important and critical energy loads. They also offer experience, lessons learned and best practices which are of immense value to the sustained growth of the Clean Energy sector. IDEA has been able to leverage the funds from the project award to raise the visibility, improve the understanding and increase deployment CHP, District Energy and Waste Heat Recovery solutions across the regions of our nation, in collaboration with the regional CEAC’s.     Despite the apparent conceptual boundaries of scientific fields, a formal description for their evolution is lacking. Here we describe a novel approach to study the dynamics and evolution of scientific fields using a network-based analysis. We build an idea network consisting of American Physical Society PACS numbers as nodes representing scientific concepts. Two PACS numbers are linked if there exist publications that reference them simultaneously. We locate scientific fields using Cfinder, an overlapping community finding algorithm, and describe the time evolution of these fields using a community evolution method over the course of 1985-2006. The communities we identify map to known scientific fields, and their age strongly depends on t.heir size, impact and activity. Our analysis further suggests that communities that redefine themselves by merging and creating new groups of ideas tend to have more fitness as measured by the impact per paper, and hence communities with a higher fitness tend to be short-lived. The described approach to quantify the evolution of ideas may be relevant in making predictions about the future of science and how to guide its development.

    The population dynamics underlying the diffusion of ideas hold many qualitative similarities to those involved in the spread of infections. In spite of much suggestive evidence this analogy is hardly ever quantified in useful ways. The standard benefit of modeling epidemics is the ability to estimate quantitatively population average parameters, such as interpersonal contact rates, incubation times, duration of infectious periods, etc. In most cases such quantities generalize naturally to the spread of ideas and provide a simple means of quantifying sociological and behavioral patterns. Here we apply several paradigmatic models of epidemics to empirical data on the advent and spread of Feynman diagrams through the theoretical physics communities of the USA, Japan, and the USSR in the period immediately after World War II. This test case has the advantage of having been studied historically in great detail, which allows validation of our results. We estimate the effectiveness of adoption of the idea in the three communities and find values for parameters reflecting both intentional social organization and long lifetimes for the idea. These features are probably general characteristics of the spread of ideas, but not of common epidemics.

    The midnight audit provides valuable insight toward identifying opportunities to reduce energy consumption—insight that can be easily overlooked during the normal (daytime) energy auditing process. The purpose of the midnight audit is to observe after-hour operation with the mindset of seeking ways to further minimize energy consumption during the unoccupied mode and minimize energy waste by reducing unnecessary operation. The midnight audit should be used to verify that equipment is off when it is supposed to be, or operating in set-back mode when applicable. Even a facility that operates 2 shifts per day, 5 days per week experiences fewer annual hours in occupied mode than it does during unoccupied mode.     It has been suggested that cholesterol may modulate amyloid-{beta} (A{beta}) formation, a causative factor of Alzheimer's disease (AD), by regulating distribution of the three key proteins in the pathogenesis of AD ({beta}-amyloid precursor protein (APP), {beta}-secretase (BACE1) and/or presenilin 1 (PS1)) within lipid rafts. In this work we tested whether cholesterol accumulation upon NPC1 dysfunction, which causes Niemann Pick type C disease (NPC), causes increased partitioning of APP into lipid rafts leading to increased CTF/A{beta} formation in these cholesterol-rich membrane microdomains. To test this we used CHO NPC1{sup -/-} cells (NPC cells) and parental CHOwt cells. By sucrose density gradient centrifugation we observed a shift in fl-APP/CTF compartmentalization into lipid raft fractions upon cholesterol accumulation in NPC vs. wt cells. Furthermore, {gamma}-secretase inhibitor treatment significantly increased fl-APP/CTF distribution in raft fractions in NPC vs. wt cells, suggesting that upon cholesterol accumulation in NPC1-null cells increased formation of APP-CTF and its increased processing towards A{beta} occurs in lipid rafts. Our results support that cholesterol overload, such as in NPC disease, leads to increased partitioning of APP/CTF into lipid rafts resulting in increased amyloidogenic processing of APP in these cholesterol-rich membranes. This work adds to the mechanism of the cholesterol-effect on APP processing and the pathogenesis of Alzheimer's disease and supports the role of lipid rafts in these processes.

    The Council on Environmental Quality`s (CEQ`S) principal aims in implementing the National Environmental Policy Act (NEPA) are (1) to reduce paperwork, (2) to reduce delay, and (3) to produce better decisions. However, almost since the passage of NEPA, the quality and quantity of information typically found in NEPA documents have been criticized. The quality of NEPA documents could be greatly enhanced through improved planning and acquisition, organization, and presentation of information. The authors offer ideas for streamlining the NEPA process and documents for preparers of NEPA documents. These ideas address the issues of improved planning and information handling. Although most of these ideas are not new, stricter adherence to them would address many of the criticisms of Environmental Assessments and Environmental Impact Statements.

    Modern society is shaped by the ability to transmit, manipulate, and store large amounts of information. Although we tend to think of information as abstract, information is physical, and computing is a physical process. How then should we understand information in a quantum world, in which physical systems may exist in multiple states at once and are altered by the very act of observation? This question has evolved into an exciting new field of research called Quantum Information (QI). QI challenges many accepted rules and practices in computer science. For example, a quantum computer would turn certain hard problems into soft problems, and would render common computationally-secure encryption methods (such as RSA) insecure. At the same time, quantum communication would provide an unprecedented kind of intrinsic information security at the level of the smallest physical objects used to store or transmit the information. This talk provides a general introduction to the subject of quantum information and its relevance to cyber security. In the first part, two of the stranger aspects of quantum physics namely, superposition and uncertainty are explained, along with their relation to the concept of information. These ideas are illustrated with a few examples: quantum ID cards, quantum key distribution, and Grover s quantum search algorithm. The state-of-the-art in quantum computing and communication hardware is then discussed, along with the daunting technological challenges that must be overcome. Relevant experimental and theoretical efforts at ORNL are highlighted. The talk concludes with speculations on the short- and long-term impact of quantum information on cyber security.

    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

Challenges range from detecting a single species in a sea of others at molar ratios of 10-{sup 12}, or smaller, to a knowledge of the fundamental physical chemistry (e.g., thermodynamics, activity coefficients, etc., of a two phase system, containing about 40 materials, at 500{sup 0}C) for the lanthanide and actinide elements produced during reactor operation.     At the request of the U.S. Department of Energy's (DOE) Office of Science (SC) Advanced Scientific Computing Research (ASCR) program office, a workshop was held June 2-3, 2015, in Gaithersburg, MD, to identify potential long term (10 to +20 year) cybersecurity fundamental basic research and development challenges, strategies and roadmap facing future high performance computing (HPC), networks, data centers, and extreme-scale scientific user facilities. This workshop was a follow-on to the workshop held January 7-9, 2015, in Rockville, MD, that examined higher level ideas about scientific computing integrity specific to the mission of the DOE Office of Science. Issues included research computation and simulation that takes place on ASCR computing facilities and networks, as well as network-connected scientific instruments, such as those run by various DOE Office of Science programs. Workshop participants included researchers and operational staff from DOE national laboratories, as well as academic researchers and industry experts. Participants were selected based on the submission of abstracts relating to the topics discussed in the previous workshop report [1] and also from other ASCR reports, including "Abstract Machine Models and Proxy Architectures for Exascale Computing" [27], the DOE "Preliminary Conceptual Design for an Exascale Computing Initiative" [28], and the January 2015 machine learning workshop [29]. The workshop was also attended by several observers from DOE and other government agencies. The workshop was divided into three topic areas: (1) Trustworthy Supercomputing, (2) Extreme-Scale Data, Knowledge, and Analytics for Understanding and Improving Cybersecurity, and (3) Trust within High-end Networking and Data Centers. Participants were divided into three corresponding teams based on the category of their abstracts.     This report describes key ideas underlying the application of Quantification of Margins and Uncertainties (QMU) to nuclear weapons stockpile lifecycle decisions at Sandia National Laboratories. While QMU is a broad process and methodology for generating critical technical information to be used in stockpile management, this paper emphasizes one component, which is information produced by computational modeling and simulation. In particular, we discuss the key principles of developing QMU information in the form of Best Estimate Plus Uncertainty, the need to separate aleatory and epistemic uncertainty in QMU, and the risk-informed decision making that is best suited for decisive application of QMU. The paper is written at a high level, but provides a systematic bibliography of useful papers for the interested reader to deepen their understanding of these ideas.

    The idea of designing a cogeneration project that produces electricity based on the existing heating load is common to many cogeneration projects, but may be limiting the ultimate potential to the end user. Cogeneration which is developed as a power generator producing a small amount of steam for a host load is also common. However, the idea of designing a cogeneration facility to track multiple utility loads is not as common. Where the concept has been used, the projects have been very successful. This article has been written as a primer for professionals looking for ideas when performing analysis of a potential cogeneration project, and as a thought-provoker for end users. The authors will look at each of the possible loads, outline various technical considerations and factors, look at the factors impacting the economics, and lay out an approach that would provide assistance to those trying to analyze a cogeneration project without specialized engineering assistance. On a personal note, I recall that ~5 years ago, some of my children's friends headed out into the petroleum industry to start their careers and several have now returned because of the retrenching work force. Despite these challenging times, the cellulosic ethanol industry continues to develop commercial operations, but with today's cost structure, biofuels production facilities have certainly slowed their pace of development and roll-out.     Hyper-volume visualization is designed to provide simple and fully explanatory images that give comprehensive insights into the global structure of scalar fields of any dimension. The basic idea is to have a dimension independent viewing system that scales nicely with the geometric dimension of the dataset and that can be combined with classical approaches like isocontouring and animation of slices of n.D data. We completely abandon (for core simplicity) rendering techniques, such as hidden surface removal or lighting or radiosity, that enhance three dimensional realism and concentrate on the real-time display of images that highlight structural (topological) features of the nD dataset (holes, tunnels, cavities, depressions, extrema, etc). Hyper-volume visualization on the one hand is a generalization of direct parallel projection methods in volume rendering. To achieve efficiency (and real-time performance on a graphics workstation) we combine the advantages of (i) a hierarchical representations of the hyper-volume data for multiresolution display and (ii) generalized object space splatting combined with texture-mapped graphics hardware acceleration. The development of a system that implements display techniques for multidimensional datasets requires careful design of both algorithms and user interfaces that scale linearly with the dimension n of the input geometric space. This is a major challenge since straightforward generalizations of standard techniques that are suitable for display of 3D data yield exceedingly intricate interfaces. For example, a view manipulation graphical user interface is usually based on a rotation of the object about Cartesian rotation axes, with possibly unit quaternions internal representations for the rotation group. Unfortunately the number of independent rotation axes grows quadratically with dimension(three in 3D to six in 4D to ten in 5D to fifteen in 6D space).     Here the author expresses some of his views on how the fabrication of future synchrotron beam-line optics ought to be approached. Many of the most interesting new ideas for beam-line mirrors, especially those with a promise of low costs, involve metals. Historically these materials had posed certain problems, but these have been overcome in recent times to the extent that the initial complement of Advanced-Light-Source (ALS) beam-line optics were made of metal and have met their specifications. To go furthere along that road one needs to get more interested in the metallurgical issues involved in making high-quality metal mirrors. The author recounts the results of some investigations into these materials questions and trys to draw on some of the experiences and achievements of these communities which have hitherto had only limited contact with synchrotron radiation researchers.

    This report is an outcome of the workshop Multiphysics Simulations: Challenges and Opportunities, sponsored by the Institute of Computing in Science (ICiS). Additional information about the workshop, including relevant reading and presentations on multiphysics issues in applications, algorithms, and software, is available via https://sites.google.com/site/icismultiphysics2011/. We consider multiphysics applications from algorithmic and architectural perspectives, where 'algorithmic' includes both mathematical analysis and computational complexity and 'architectural' includes both software and hardware environments. Many diverse multiphysics applications can be reduced, en route to their computational simulation, to a common algebraic coupling paradigm. Mathematical analysis of multiphysics coupling in this form is not always practical for realistic applications, but model problems representative of applications discussed herein can provide insight. A variety of software frameworks for multiphysics applications have been constructed and refined within disciplinary communities and executed on leading-edge computer systems. We examine several of these, expose some commonalities among them, and attempt to extrapolate best practices to future systems. From our study, we summarize challenges and forecast opportunities. We also initiate a modest suite of test problems encompassing features present in many applications.

    The 2014 IEEE Visual Analytics Science and Technology (VAST) Challenge presented researchers with a single fictitious scenario: the disappearance of staff members of the GASTech oil and gas company on location on the island of Kronos. A group named the Protectors of Kronos (POK) was the prime suspect in the disappearance. Three mini-challenges and a grand challenge were offered. Mini-challenge 1 included multiple types of text data for participants to provide a timeline of key events and characterize the POK, mini-challenge 2 focused on individuals’ movement and financial data for participants to provide patterns of daily life, and mini-challenge 3 featured real-time streaming social media and emergency service data for participants to provide hostage and kidnapper information. The grand challenge asked the participants to integrate results and generate a synopsis of events. The VAST Challenge received 73 submissions from 13 countries

    Informatics of some kind will play a role in every aspect of the Human Genome Project (HGP); data acquisition, data analysis, data exchange, data publication, and data visualization. What are the real requirements and challenges? The primary requirement is clear thinking and the main challenge is design. If good design is lacking, the price will be failure of genome informatics and ultimately failure of the genome project itself. Scientists need good designs to deliver the tools necessary for acquiring and analyzing DNA sequences. As these tools become more efficient, they will need new tools for comparative genomic analyses. To make the tools work, the scientists will need to address and solve nomenclature issues that are essential, if also tedious. They must devise systems that will scale gracefully with the increasing flow of data. The scientists must be able to move data easily from one system to another, with no loss of content. As scientists, they will have failed in their responsibility to share results, should repeating experiments ever become preferable to searching the literature. Their databases must become a new kind of scientific literature and the scientists must develop ways to make electronic data publishing as routine as traditional journal publishing. Ultimately, they must build systems so advanced that they are virtually invisible. In summary, the HGP can be considered the most ambitious, most audacious information-management project ever undertaken. In the HGP, computers will not merely serve as tools for cataloging existing knowledge. Rather, they will serve as instruments, helping to create new knowledge by changing the way the scientists see the biological world. Computers will allow them to see genomes, just as radio telescopes let them see quasars and electron microscopes let them see viruses.

  18. Technical solutions to nonproliferation challenges

    The threat of nuclear terrorism is real and poses a significant challenge to both U.S. and global security. For terrorists, the challenge is not so much the actual design of an improvised nuclear device (IND) but more the acquisition of the special nuclear material (SNM), either highly enriched uranium (HEU) or plutonium, to make the fission weapon. This paper provides two examples of technical solutions that were developed in support of the nonproliferation objective of reducing the opportunity for acquisition of HEU. The first example reviews technologies used to monitor centrifuge enrichment plants to determine if there is any diversion of uranium materials or misuse of facilities to produce undeclared product. The discussion begins with a brief overview of the basics of uranium processing and enrichment. The role of the International Atomic Energy Agency (IAEA), its safeguard objectives and how the technology evolved to meet those objectives will be described. The second example focuses on technologies developed and deployed to monitor the blend down of 500 metric tons of HEU from Russia's dismantled nuclear weapons to reactor fuel or low enriched uranium (LEU) under the U.S.-Russia HEU Purchase Agreement. This reactor fuel was then purchased by U.S. fuel fabricators and provided about half the fuel for the domestic power reactors. The Department of Energy established the HEU Transparency Program to provide confidence that weapons usable HEU was being blended down and thus removed from any potential theft scenario. Two measurement technologies, an enrichment meter and a flow monitor, were combined into an automated blend down monitoring system (BDMS) and were deployed to four sites in Russia to provide 24/7 monitoring of the blend down. Data was downloaded and analyzed periodically by inspectors to provide the assurances required.

  19. Noggin and BMP4 co-modulate adult hippocampal neurogenesis in the APP{sub swe}/PS1{sub {Delta}E9} transgenic mouse model of Alzheimer's disease

    In addition to the subventricular zone, the dentate gyrus of the hippocampus is one of the few brain regions in which neurogenesis continues into adulthood. Perturbation of neurogenesis can alter hippocampal function, and previous studies have shown that neurogenesis is dysregulated in Alzheimer disease (AD) brain. Bone morphogenetic protein-4 (BMP4) and its antagonist Noggin have been shown to play important roles both in embryonic development and in the adult nervous system, and may regulate hippocampal neurogenesis. Previous data indicated that increased expression of BMP4 mRNA within the dentate gyrus might contribute to decreased hippocampal cell proliferation in the APP{sub swe}/PS1{sub {Delta}E9} mouse AD model. However, it is not known whether the BMP antagonist Noggin contributes to the regulation of neurogenesis. We therefore studied the relative expression levels and localization of BMP4 and its antagonist Noggin in the dentate gyrus and whether these correlated with changes in neurogenesis in 6-12 mo old APP{sub swe}/PS1{sub {Delta}E9} transgenic mice. Bromodeoxyuridine (BrdU) was used to label proliferative cells. We report that decreased neurogenesis in the APP/PS1 transgenic mice was accompanied by increased expression of BMP4 and decreased expression of Noggin at both the mRNA and protein levels; statistical analysis showed that the number of proliferative cells at different ages correlated positively with Noggin expression and negatively with BMP4 expression. Intraventricular administration of a chimeric Noggin/Fc protein was used to block the action of endogenous BMP4; this resulted in a significant increase in the number of BrdU-labeled cells in dentate gyrus subgranular zone and hilus in APP/PS1 mice. These results suggest that BMP4 and Noggin co-modulate neurogenesis.

  20. Verification Challenges at Low Numbers

    Many papers have dealt with the political difficulties and ramifications of deep nuclear arms reductions, and the issues of “Going to Zero”. Political issues include extended deterrence, conventional weapons, ballistic missile defense, and regional and geo-political security issues. At each step on the road to low numbers, the verification required to ensure compliance of all parties will increase significantly. Looking post New START, the next step will likely include warhead limits in the neighborhood of 1000 . Further reductions will include stepping stones at1000 warheads, 100’s of warheads, and then 10’s of warheads before final elimination could be considered of the last few remaining warheads and weapons. This paper will focus on these three threshold reduction levels, 1000, 100’s, 10’s. For each, the issues and challenges will be discussed, potential solutions will be identified, and the verification technologies and chain of custody measures that address these solutions will be surveyed. It is important to note that many of the issues that need to be addressed have no current solution. In these cases, the paper will explore new or novel technologies that could be applied. These technologies will draw from the research and development that is ongoing throughout the national laboratory complex, and will look at technologies utilized in other areas of industry for their application to arms control verification.

    Oil and gas are produced in many parts of the world. Persons working in the petroleum industry can learn much by communicating with colleagues in other countries, but the opportunities for engineers and scientists to come together and discuss petroleum environmental control practices, technologies, and regulations with representatives of other countries are limited. This paper describes the very useful International Petroleum Environmental Conference (IPEC) which completed its seventh meeting in November 2000 in Albuquerque, New Mexico, USA. The 7th IPEC attracted 350 participants, including 26 participants from countries other than the United States. The 7th IPEC emphasized international issues and included more than 20 papers by international authors or on international topics. The conference covered all aspects of petroleum environmental issues and featured speakers from many disciplines. The conference included technical sessions on the following topics: Legal and Regulatory Issues in the Oil and Gas Industry; Pollution Prevention, Waste Management, and Waste Minimization; Bioremediation of Petroleum Hydrocarbons; Characterization and Remediation of Brine-Impacted Soils; Biotreatment and Bioremediation; International Issues in the Oil and Gas Industry; Phytoremediation of Petroleum Hydrocarbons; Treatment and Management of Produced Water; Forensic Geochemistry and Site Characterization/Technology Transfer; Environmentall Acceptable Endpoints; Desulfurization of Fuels and Waste Streams; Control of Air Emissions; MTBE/Phytoremediation and Natural Attenuation; and Treatment and Remediation of Petroleum Hydrocarbons. The last day of the conference was devoted to a special symposium on 'Innovative Technologies for Subsurface Characterization and Remediation.' The authors recommend this conference as a forum for industry, government, and academia to freely exchange ideas and information.

This two-hour documentary premiered on PBS in October 2005 and is based on the best-selling book by David Bodanis, E=mc2: A Biography of the World’s Most Famous Equation. The film and book chronicle the scientific challenges and discoveries leading up to Einstein’s startling conclusion that mass and energy are one, related by the formula E = mc2.
