    The Great Western Malting Company recently constructed a barley malting facility in Pocatello, Idaho, designed to produce 6.0 million bushels per year of brewing malt. This facility uses natural gas to supply the energy for germination and kilning processes. The escalating cost of natural gas has prompted the company to look at alternate and more economical sources of energy. Trans Energy Systems has investigated the viabiity of using geothermal energy at the new barley processing plant. Preliminary investigations show that a geothermal resource probably exists, and payback on the installation of a system to utilize the resource will occur in under 2 years. The Great Western Malting plant site has geological characteristics which are similar to areas where productive geothermal wells have been established. Geological investigations indicate that resource water temperatures will be in the 150 to 200/sup 0/F range. Geothermal energy of this quality will supply 30 to 98% of the heating requirements currently supplied by natural gas for this malting plant. Trans Energy Systems has analyzed several systems of utilizing the geothermal resource at the Great Western barley malting facility. These systems included: direct use of geothermal water; geothermal energy heating process water through an intermediary heat exchanger; coal or gas boosted geothermal systems; and heat pump boosted geothermal system. The analysis examined the steps that are required to process the grain.

    --Idaho National Laboratory’s, Space Nuclear Systems and Technology Division established the resources, equipment and facilities required to provide nuclear-fueled, Radioisotope Power Systems (RPS) to Department of Energy (DOE) Customers. RPSs are designed to convert the heat generated by decay of iridium clad, 238PuO2 fuel pellets into electricity that is used to power missions in remote, harsh environments. Utilization of nuclear fuel requires adherence to governing regulations and the INL provides unique capabilities to safely fuel, test, store, transport and integrate RPSs to supply power—supporting mission needs. Nuclear capabilities encompass RPS fueling, testing, handling, storing, transporting RPS nationally, and space vehicle integration. Activities are performed at the INL and in remote locations such as John F. Kennedy Space Center and Cape Canaveral Air Station to support space missions. This paper will focus on the facility and equipment capabilities primarily offered at the INL, Material and Fuel Complex located in a security-protected, federally owned, industrial area on the remote desert site west of Idaho Falls, ID. Nuclear and non-nuclear facilities house equipment needed to perform required activities such as general purpose heat source (GPHS) module pre-assembly and module assembly using nuclear fuel; RPS receipt and baseline electrical testing, fueling, vibration testing to simulate the launch environment, mass properties testing to measure the mass and compute the moment of inertia, electro-magnetic characterizing to determine potential consequences to the operation of vehicle or scientific instrumentation, and thermal vacuum testing to verify RPS power performance in the vacuum and cold temperatures of space.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    Tampa Electric Company (TEC) is in the construction phase for the new Polk Power Station, Unit {number_sign}1. This will be the first unit at a new site and will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. The unit will utilize oxygen-blown entrained-flow coal gasification, along with combined cycle technology, to provide nominal net 26OMW of generation. As part of the environmental features of this process, the sulfur species in the coal will be recovered as a commercial grade sulfuric acid by-product. The sulfur will be removed from the synthesis gas utilizing a cold gas clean-up system (CGCU).

The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

    The Idaho National Laboratory (INL) is preparing to fuel and test the Advanced Stirling Radioisotope Generator (ASRG), the next generation space power generator. The INL identified the thermal vacuum test chamber used to test past generators as inadequate. A second vacuum chamber was upgraded with a thermal shroud to process the unique needs and to test the full power capability of the new generator. The thermal vacuum test chamber is the first of its kind capable of testing a fueled power system to temperature that accurately simulate space. This paper outlines the new test and set up capabilities at the INL.

The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. It was placed into commercial operation on September 30, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. The presentation features an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Tests of four alternate feedstocks were conducted, and the resulting performance is compared to that achieved on their base coal.   14. Distribution automation pilot project at Georgia Power Company. Final report

    This report includes a Benefit-Cost Study for Distribution Automation (DA) at Georgia Power Company, an Evaluation of two communication systems for Distribution Automation, and Development and Evaluation of a standards-based interface between an AM/FM system and SCADA. The Benefit-Cost Study addresses the functional requirements and performance of the major Distribution Automation functions under GPC`s conditions. Five implementation scenarios for Distribution Automation are analyzed. The performance of the DA functions is simulated for four prototype GPC substations in the Carrollton and Tucker areas. The results of the simulation are extrapolated for the entire GPC distribution system. A number of reliability related functions along with real-time modeling and volt/var control functions are recommended for implementation at GPC. GPC has installed two pilot communication systems for Distribution Automation. Both pilot systems use proprietary radio technologies for communications with pole-top power system devices and customer meters. One of these systems, in the Carrollton area, uses a Metricom{trademark} UtiliNet{trademark} radio system, and the other, in the Tucker area, uses a CellNet{trademark} Data Systems, Inc. CellNet radio system. The performance of these two systems is described and evaluated in the project. The advantages and disadvantages of the communication systems for the recommended distribution automation system at GPC are analyzed. A transfer format from a mapping and facilities database to a SCADA database for the Georgia Power Company was developed and tested for the project. The mapping and facilities database is implemented as an Oracle database in the ARC/Info AM/FM/GIS application by ESRI, and the SCADA database is implemented on the OASyS 5.0 SCADA platform provided by Valmet Automation. The National Transfer Format (NTF) is the vehicle for the transfer of data from the GIS to the SCADA system.

This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

    Neutron shielding was desired to reduce worker exposure during handling of plutonium-238 (Pu-238) in a glovebox at the Idaho National Laboratory. Due to the unusual shape of the glovebox, standard methods of neutron shielding were impractical and would have interfered with glovebox operations. A silicon-based, boron-impregnated material was chosen due to its flexibility. This paper discusses the material, the installation, and the results from neutron source testing.

    This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    The INL operates the HSSL to conduct research in the design and evaluation of advanced reactor control rooms, integration of intelligent support systems to assist operators, development and assessment of advanced human performance models, and visualizations to assess advanced operational concepts across various infrastructures. This advanced facility consists of a reconfigurable simulator and a virtual reality capability (known as the Computer-Aided Virtual Environment (CAVE)) (Figure 2). It supports human factors research, including human-in-the-loop performance, HSI, and analog and digital hybrid control displays. It can be applied to the development and evaluation of control systems and displays for complex systems such as existing and advanced NPP control rooms, command and control systems, and advance emergency operations centers. The HSSL incorporates a reconfigurable control room simulator, which is currently housed in the Center for Advanced Energy Studies (CAES), a joint venture of the DOE and the Idaho University System. The simulator is a platform- and plant-neutral environment intended for full-scope and part-task testing of operator performance in various control room configurations. The simulator is not limited to a particular plant or even simulator architecture. It can support engineering simulator platforms from multiple vendors using digital interfaces. Due to its ability to be reconfigured, it is possible to switch the HSI - not just to digital panels but also to different control modalities such as those using greater plant automation or intelligent alarm filtering. The simulator currently includes three operator workstations, each capable of driving up to eight 30-inch monitors. The size and number of monitors varies depending on the particular front-end simulator deployed for a simulator study. These operator workstations would typically be used for the shift supervisor or senior reactor operator, reactor operator, and assistant reactor

    Tucson Electric Power Company (TEP) has applied to the U.S. Department of Energy (DOE) for a Presidential Permit to construct and operate a double-circuit, 345,000-volt (345-kV) electric transmission line across the United States border with Mexico. Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative. This EIS was prepared in accordance with Section 102(2)(c) of NEPA, Council of Environmental Quality (CEQ) regulations (40 Code of Federal Regulations [CFR] 1500-1508), and DOE NEPA Implementing Procedures (10 CFR 1021). DOE is the lead Federal Agency, as defined by 40 CFR 1501.5.     The purpose of the Safety and Health (S H) Subteam assessment was to determine the effectiveness of representative safety and health programs at the Idaho National Engineering Laboratory (INEL) site. Four Technical Safety Appraisal (TSA) Teams were assembled for this purpose by the US Department of Energy (DOE), Deputy Assistant Secretary for Safety and Quality Assurance, Office of Safety Appraisals (OSA). Team No. 1 reviewed EG G Idaho, Inc. (EG G Idaho) and the Department of Energy Field Office, Idaho (ID) Fire Department. Team No. 2 reviewed Argonne National Laboratory-West (ANL-W). Team No. 3 reviewed selected contractors at the INEL; specifically, Morrison Knudsen-Ferguson of Idaho Company (MK-FIC), Protection Technology of Idaho, Inc. (PTI), Radiological and Environmental Sciences Laboratory (RESL), and Rockwell-INEL. Team No. 4 provided an Occupational Safety and Health Act (OSHA)-type compliance sitewide assessment of INEL. The S H Subteam assessment was performed concurrently with assessments conducted by Environmental and Management Subteams.     This report documents the Tiger Team Assessment of the Idaho National Engineering Laboratory (INEL) located in Idaho Falls, Idaho. INEL is a multiprogram, laboratory site of the US Department of Energy (DOE). Overall site management is provided by the DOE Field Office, Idaho; however, the DOE Field Office, Chicago has responsibility for the Argonne National Laboratory-West facilities and operations through the Argonne Area Office. In addition, the Idaho Branch Office of the Pittsburgh Naval Reactors Office has responsibility for the Naval Reactor Facility (NRF) at the INEL. The assessment included all DOE elements having ongoing program activities at the site except for the NRF. In addition, the Safety and Health Subteam did not review the Westinghouse Idaho Nuclear Company, Inc. facilities and operations. The Tiger Team Assessment was conducted from June 17 to August 2, 1991, under the auspices of the Office of Special Projects, Office of the Assistant Secretary for Environment, Safety and Health, Headquarters, DOE. The assessment was comprehensive, encompassing environmental, safety, and health (ES H) disciplines; management; and contractor and DOE self-assessments. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal INEL site requirements was assessed. In addition, an evaluation of the adequacy and effectiveness of the DOE and the site contractors management of ES H/quality assurance programs was conducted.

    As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

    This Annual Site Environmental Report (ASER) for 2003 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing Rocketdyne’s Santa Susana Field Laboratory (SSFL). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988; all subsequent radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2003 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling.

    In response to decreasing funding levels available to support activities at the Idaho Chemical Processing Plant (ICPP) and a desire to be cost competitive, the Department of Energy Idaho Operations Office (DOE-ID) and Lockheed Idaho Technologies Company have increased their emphasis on cost-saving measures. The ICPP Effectiveness Improvement Initiative involves many activities to improve cost effectiveness and competitiveness. This report documents the methodology and results of one of those cost cutting measures, the Process Efficiency Improvement Activity. The Process Efficiency Improvement Activity performed a systematic review of major work processes at the ICPP to increase productivity and to identify nonvalue-added requirements. A two-phase approach was selected for the activity to allow for near-term implementation of relatively easy process modifications in the first phase while obtaining long-term continuous improvement in the second phase and beyond. Phase I of the initiative included a concentrated review of processes that had a high potential for cost savings with the intent of realizing savings in Fiscal Year 1996 (FY-96.) Phase II consists of implementing long-term strategies too complex for Phase I implementation and evaluation of processes not targeted for Phase I review. The Phase II effort is targeted for realizing cost savings in FY-97 and beyond.

    Project Objective: This project is a research and development program aimed at furthering distributed wind technology. In particular, this project addresses some of the barriers to distributed wind energy utilization in Idaho. Background: At its core, the technological challenge inherent in Wind Energy is the transformation of a highly variable form of energy to one which is compatible with the commercial power grid or another useful application. A major economic barrier to the success of distributed wind technology is the relatively high capital investment (and related long payback periods) associated with wind turbines. This project will carry out fundamental research and technology development to address both the technological and economic barriers. • Active drive train control holds the potential to improve the overall efficiency of a turbine system by allowing variable speed turbine operation while ensuring a tight control of generator shaft speed, thus greatly simplifying power conditioning. • Recent blade aerodynamic advancements have been focused on large, utility-scale wind turbine generators (WTGs) as opposed to smaller WTGs designed for distributed generation. Because of Reynolds Number considerations, blade designs do not scale well. Blades which are aerodynamically optimized for distributed-scale WTGs can potentially reduce the cost of electricity by increasing shaft-torque in a given wind speed. • Grid-connected electric generators typically operate at a fixed speed. If a generator were able to economically operate at multiple speeds, it could potentially convert more of the wind’s energy to electricity, thus reducing the cost of electricity. This research directly supports the stated goal of the Wind and Hydropower Technologies Program for Distributed Wind Energy Technology: By 2007, reduce the cost of electricity from distributed wind systems to 10 to 15 cents/kWh in Class 3 wind resources, the same level

    There are 899 thermal water occurrences known in Idaho, including 258 springs and 641 wells having temperatures ranging from 20 to 93/sup 0/C. Fifty-one cities or towns in Idaho containing 30% of the state's population are within 5 km of known geothermal springs or wells. These include several of Idaho's major cities such as Lewiston, Caldwell, Nampa, Boise, Twin Falls, Pocatello, and Idaho Falls. Fourteen sites appear to have subsurface temperatures of 140/sup 0/C or higher according to the several chemical geothermometers applied to thermal water discharges. These include Weiser, Big Creek, White Licks, Vulcan, Roystone, Bonneville, Crane Creek, Cove Creek, Indian Creek, and Deer Creek hot springs, and Raft River, Preston, and Magic Reservoir areas. These sites could be industrial sites, but several are in remote areas away from major transportation and, therefore, would probably be best utilized for electrical power generation using the binary cycle or Magma Max process. Present uses range from space heating to power generation. Six areas are known where commercial greenhouse operations are conducted for growing cut and potted flowers and vegetables. Space heating is substantial in only two places (Boise and Ketchum) although numerous individuals scattered throughout the state make use of thermal water for space heating and private swimming facilities. There are 22 operating resorts using thermal water and two commercial warm-water fish-rearing operations.

CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

  2. Assessment of the Geothermal System Near Stanley, Idaho

    The City of Stanley, Idaho (population 63) is situated in the Salmon River valley of the central Idaho highlands. Due to its location and elevation (6270 feet amsl) it is one of the coldest locales in the continental U.S., on average experiencing frost 290 days of the year as well as 60 days of below zero (oF) temperatures. Because of high snowfall (76 inches on average) and the fact that it is at the terminus of its rural grid, the city also frequently endures extended power outages during the winter. To evaluate its options for reducing heating costs and possible local power generation, the city obtained a rural development grant from the USDA and commissioned a feasibility study through author Roy Mink to determine whether a comprehensive site characterization and/or test drilling program was warranted. Geoscience students and faculty at Idaho State University (ISU), together with scientists from the Idaho Geological Survey (IGS) and Idaho National Laboratory (INL) conducted three field data collection campaigns between June, 2011 and November, 2012 with the assistance of author Beckwith who arranged for food, lodging and local property access throughout the field campaigns. Some of the information collected by ISU and the IGS were compiled by author Mink and Boise State University in a series of progress reports (Makovsky et al., 2011a, b, c, d). This communication summarizes all of the data collected by ISU including data that were compiled as part of the IGS’s effort for the National Geothermal Data System’s (NGDS) data compilation project funded by the Department of Energy and coordinated by the Arizona Geological Survey.

    This document summarizes the tasks identified for National Laboratory technical support of Ocean Renewable Power Corporation (ORPC) DOE grant awarded under the FY10 Industry Solicitation DE-FOA-0000293: Technology Readiness Advancement Initiative. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System. The Turbine Generator Unit (TGU) each have a rated capacity of 150 to 175 kW, and they are mounted on bottom support frames and connected to an onshore substation using an underwater power and control cable. This system is designed for tidal energy applications in water depths from 60 to 150 feet. In funding provided separately by DOE, National Laboratory partners NREL and SNL will provide in-kind resources and technical expertise to help ensure that industry projects meet DOE WWPP (Wind and Water Power Program) objectives by reducing risk to these high value projects.

    This Annual Site Environmental Report (ASER) for 2002 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing' s Santa Susana Field Laboratory (SSFL)). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988, and, subsequently, all radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2002 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property ( land, structures, waste), and recycling. All radioactive w astes are processed for disposal at DOE disposal sites and/or other licensed sites approved by DOE for radioactive waste disposal. No liquid radioactive wastes are released into the environment, and no structural debris from buildings w as transferred to municipal landfills or recycled in 2002.

Issuance of this report completes the scope of work defined in the original contract between JAPC and DOE titled ''Study on Improvement of Core Safety - Study on GEM (III).'' Negotiations related to potential modification of the contract are in progress.     This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    This EA evaluates and updates the potential environmental impacts of DOE’s proposed continued operations of the NCCC Project at the PSDF plant. The NCCC is designed to test and evaluate carbon dioxide (CO2) control technologies for power generation facilities, including CO2 capture solvents and sorbents, mass-transfer devices, lower cost water-gas shift reactors, and scaled-up membrane technologies. Additionally, the NCCC evaluates methods to integrate CO2 capture technologies with other coal-based power plant systems by testing both pre-combustion and post-combustion technologies. The NCCC provides the capability to test these systems under a wide range of fuels, including bituminous and sub-bituminous coals, lignites and biomass/coal mixtures. The goal of the NCCC project is to accelerate the development, optimization, and commercialization of viable CO2 control technologies.

    The INEL underwent a year of transition in 1986. Success with new business initiatives, the prospects of even better things to come, and increased national recognition provided the INEL with a glimpse of its promising and exciting future. Among the highlights were: selection of the INEL as the preferred site for the Special Isotope Separation Facility (SIS); the first shipments of core debris from the Three Mile Island Unit 2 reactor to the INEL; dedication of three new facilities - the Fluorinel Dissolution Process, the Remote Analytical Laboratory, and the Stored Waste Experimental Pilot Plant; groundbreaking for the Fuel Processing Restoration Facility; and the first IR-100 award won by the INEL, given for an innovative machine vision system. The INEL has been assigned project management responsibility for the SDI Office-sponsored Multimegawatt Space Reactor and the Air Force-sponsored Multimegawatt Terrestrial Power Plant Project. New Department of Defense initiatives have been realized in projects involving development of prototype defense electronics systems, materials research, and hazardous waste technology. While some of our major reactor safety research programs have been completed, the INEL continues as a leader in advanced reactor technologies development. In April, successful tests were conducted for the development of the Integral Fast Reactor. Other 1986 highlights included the INEL's increased support to the Office of Civilian Radioactive Waste Management for complying with the Nuclear Waste Policy Act of 1982. Major INEL activities included managing a cask procurement program, demonstrating fuel assembly consolidation, and testing spent fuel storage casks. In addition, the INEL supplied the Tennessee Valley Authority with management and personnel experienced in reactor technology, increased basic research programs at the Idaho Research Center, and made numerous outreach efforts to assist the economies of Idaho communities.

    Selenium is present in waste rock/overburden that is removed during phosphate mining in southeastern Idaho. Waste rock piles or rock used during reclamation can be a source of selenium (and other metals) to streams and vegetation. Some instances (in 1996) of selenium toxicity in grazing sheep and horses caused public health and environmental concerns, leading to Idaho Department of Environmental Quality (DEQ) involvement. The Selenium Information System Project is a collaboration among the DEQ, the United States Forest Service (USFS), the Bureau of Land Management (BLM), the Idaho Mining Association (IMA), Idaho State University (ISU), and the Idaho National Laboratory (INL)2. The Selenium Information System is a centralized data repository for southeastern Idaho selenium data. The data repository combines information that was previously in numerous agency, mining company, and consultants’ databases and web sites. These data include selenium concentrations in soil, water, sediment, vegetation and other environmental media, as well as comprehensive mine information. The Idaho DEQ spearheaded a selenium area-wide investigation through voluntary agreements with the mining companies and interagency participants. The Selenium Information System contains the results of that area-wide investigation, and many other background documents. As studies are conducted and remedial action decisions are made the resulting data and documentation will be stored within the information system. Potential users of the information system are agency officials, students, lawmakers, mining company personnel, teachers, researchers, and the general public. The system, available from a central website, consists of a database that contains the area-wide sampling information and an ESRI ArcIMS map server. The user can easily acquire information pertaining to the area-wide study as well as the final area-wide report. Future work on this project includes creating custom tools to increase the

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining. This volume presents an executive summary of the conceptual design, performance, economics, development plans, and site owner's assessment. (WHK)

    This report presents a compilation of data collected in 1995 for the routine environmental surveillance programs conducted on and around the Idaho National Engineering Laboratory (INEL). During 1995, the offsite surveillance program was conducted by the Environmental Science and Research Foundation. Onsite surveillance was performed by Lockheed Idaho Technologies Company (LITCO). Ground-water monitoring, both on and offsite, was performed by the US Geological Survey (USGS). This report also presents summaries of facility effluent monitoring data collected by INEL contractors. This report, prepared in accordance with the requirements in DOE Order 5400.1, is not intended to cover the numerous special environmental research programs being conducted at the INEL by the Foundation, LITCO, USGS, and others.

Results of sampling performed by the Radiological Environmental Surveillance, Site Environmental Surveillance, Drinking Water, Effluent Monitoring, Storm Water Monitoring, Groundwater Monitoring, and Special Request Monitoring Programs are included in this report. The primary purposes of the surveillance and monitoring activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standards, and to ensure protection of human health and the environment. This report compares 1996 data with program-specific regulatory guidelines and past data to evaluate trends.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates. This document is designed for multiple uses and is intended to be flexible and responsive to future changes in law or mission. Document flexibility and responsiveness will be assured through regular reviews and as-needed updates. Document content includes summaries of Laboratory cultural resource philosophy and overall Department of Energy policy; brief contextual overviews of Laboratory missions, environment, and cultural history; and an overview of cultural resource management practices.
