    Warmer temperatures and elevated atmospheric CO2 concentrations over the last several decades have been credited with increasing vegetation activity and photosynthetic uptake of CO2 from the atmosphere in the high northern latitude ecosystems: the boreal forest and arctic tundra. At the same time, soils in the region have been warming, permafrost is melting, fire frequency and severity are increasing, and some regions of the boreal forest are showing signs of stress due to drought or insect disturbance. The recent trends in net carbon balance of these ecosystems, across heterogeneous disturbance patterns, and the future implications of these changes are unclear.more » Here, we examine CO2 fluxes from northern boreal and tundra regions from 1985 to 2012, estimated from two atmospheric inversions (RIGC and Jena). Both used measured atmospheric CO2 concentrations and wind fields from interannually variable climate reanalysis. In the arctic zone, the latitude region above 60° N excluding Europe (10° W–63° E), neither inversion finds a significant long-term trend in annual CO2 balance. The boreal zone, the latitude region from approximately 50–60° N, again excluding Europe, showed a trend of 8–11 Tg C yr−2 over the common period of validity from 1986 to 2006, resulting in an annual CO2 sink in 2006 that was 170–230 Tg C yr−1 larger than in 1986. This trend appears to continue through 2012 in the Jena inversion as well. In both latitudinal zones, the seasonal amplitude of monthly CO2 fluxes increased due to increased uptake in summer, and in the arctic zone also due to increased fall CO2 release. These findings suggest that the boreal zone has been maintaining and likely increasing CO2 sink strength over this period, despite browning trends in some regions and changes in fire frequency and land use. Meanwhile, the arctic zone shows that increased summer CO2 uptake, consistent with strong greening trends, is offset by increased fall

    Supply chain security to detect, deter, and prevent the counterfeiting of networked and stand-alone integrated circuits (ICs) is critical to cyber security. Sandia National Laboratory researchers have developed IC ID to leverage Physically Unclonable Functions (PUFs) and strong cryptographic authentication to create a unique fingerprint for each integrated circuit. IC ID assures the authenticity of ICs to prevent tampering or malicious substitution.

    NetState is a distributed network monitoring system. It uses passive sensors to develop status information on a target network. Two major features provided by NetState are version and port tracking. Version tracking maintains information about software and operating systems versions. Port tracking identifies information about active TOP and UDP ports. Multiple NetState sniffers can be deployed, one at each entry point of the target network. The sniffers monitor network traffic, then send the information to the NetState server. The information is stored in centralized database which can then be accessed via standard SQL database queries or this web-based GUI, for further analysis and display.

    WhaleNet has established a network where students, educators, and scientists can interact and share data for use in interdisciplinary curricular and student research activities in classrooms around the world by utilizing telecommunication. This program enables students to participate in marine/whale research programs in real-time with WhaleNet data and supplementary curriculum materials regardless of their geographic location. Systems have been established with research organizations and whale watch companies whereby research data is posted by scientists and students participating in whale watches on the WhaleNet bulletin board and shared with participating classrooms. WhaleNet presently has contacts with classrooms across the nation, and with research groups, whale watch organizations, science museums, and universities from Alaska to North Carolina, Hawaii to Maine, and Belize to Norway. WhaleNet has plans to make existing whale and fisheries research databases available for classroom use and to have research data from satellite tagging programs on various species of whales available for classroom access in real-time.

    The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.

    Since its introduction to IDS'94 delegates, significant progress has been made with the development of airless drying technology. The ceramic industry internationally is beginning to benefit from both the energy use and drying time reductions it achieves, while on the basis of further theoretical work carried out since 1993 other industries, including the bioenergy sector, should also soon begin to exploit its advantages. As global warming becomes a reality and oil reserves decline, superheated steam drying and gasification of biomass will contribute to the mitigation of those problems.

The TacNet Tracker software is a VxWorks Operating System based programming package that controls the functionality for the wearable Tracker. One main use of the TacNet Tracker is in Blue Force Tracking, the ability to track the good guys in an adversarial situation or in a force-on-force or real battle conditions. There are practical military applications with the TacNet Tracker.The mesh network is a wireless IP communications network that moves data packets from source IP addresses to specific destination IP addresses. Addresses on the TacNet infrastructure utilize an 8-bit network mask (255.0.0.0). In other words, valid TacNet addresses range from 10.0.0.1 to 10.254.254.254. The TacNet software design uses uni-cast transmission techniques because earlier mesh network software releases did not provide for the ability to utilize multi-cast data movement. The TacNet design employs a list of addresses to move information within the TacNet infrastructure. For example, a convoy text file containing the IP addresses of all valid receivers of TacNet information could be used for transmitting the information and for limiting transmission to addresses on the list.« less

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grasses (prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.

    Intrusion detection systems (IDS) often provide poor quality alerts, which are insufficient to support rapid identification of ongoing attacks or predict an intruder’s next likely goal. In this paper, we propose a novel approach to alert post-processing and correlation, the Hidden Colored Petri-Net (HCPN). Different from most other alert correlation methods, our approach treats the alert correlation problem as an inference problem rather than a filter problem. Our approach assumes that the intruder’s actions are unknown to the IDS and can be inferred only from the alerts generated by the IDS sensors. HCPN can describe the relationship between different steps carried out by intruders, model observations (alerts) and transitions (actions) separately, and associate each token element (system state) with a probability (or confidence). The model is an extension to Colored Petri-Net (CPN) .It is so called “hidden” because the transitions (actions) are not directly observable but can be inferred by looking through the observations (alerts). These features make HCPN especially suitable for discovering intruders’ actions from their partial observations (alerts,) and predicting intruders’ next goal. Our experiments on DARPA evaluation datasets and the attack scenarios from the Grand Challenge Problem (GCP) show that HCPN has promise as a way to reducing false positives and negatives, predicting intruder’s next possible action, uncovering intruders’ intrusion strategies after the attack scenario has happened, and providing confidence scores.

    This study analyzes a suite of global climate models from phase 5 of the Coupled Model Intercomparison Project (CMIP5) archives to understand the mechanisms behind a net increase in the South Asian summer monsoon precipitation in response to enhanced radiative forcing during the twenty-first century. An increase in radiative forcing fuels an increase in the atmospheric moisture content through warmer temperatures, which overwhelms the weakening of monsoon circulation and results in an increase of moisture convergence and therefore summer monsoon precipitation over South Asia. Moisture source analysis suggests that both regional (local recycling, the Arabian Sea, the Bay of Bengal) and remote (including the south Indian Ocean) sources contribute to the moisture supply for precipitation over South Asia during the summer season that is facilitated by the monsoon dynamics. For regional moisture sources, the effect of excessive atmospheric moisture is offset by weaker monsoon circulation and uncertainty in the response of the evapotranspiration over land, so anomalies in their contribution to the total moisture supply are either mixed or muted. In contrast, weakening of the monsoon dynamics has less influence on the moisture supply from remote sources that not only is a dominant moisture contributor in the historical period but is also the net driver of the positive summer monsoon precipitation response in the twenty-first century. Finally, the results also indicate that historic measures of the monsoon dynamics may not be well suited to predict the nonstationary moisture-driven South Asian summer monsoon precipitation response in the twenty-first century.

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grassesmore » (prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.« less

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    The DOE complex currently has 332 underground storage tanks (USTs) that have been used to process and store radioactive and chemical mixed waste generated from weapon materials production. Very little of the over 100 million gallons of high-level and low-level radioactive liquid waste has been treated and disposed of in final form. Two waste storage tank design types are prevalent across the DOE complex: single-shell wall and double-shell wall designs. They are made of stainless steel, concrete, and concrete with carbon steel liners, and their capacities vary from 5000 gallons (19 m{sup 3}) to 10{sup 6} gallons (3785 m{sup 3}). The tanks have an overburden layer of soil ranging from a few feet to tens of feet. Responding to the need for remediation of tank waste, driven by Federal Facility Compliance Agreements (FFCAs) at all participating sites, the Underground Storage Tank Integrated Demonstration (UST-ID) Program was created by the US DOE Office of Technology Development in February 1991. Its mission is to focus the development, testing, and evaluation of remediation technologies within a system architecture to characterize, retrieve, treat to concentrate, and dispose of radioactive waste stored in USTs at DOE facilities. The ultimate goal is to provide safe and cost-effective solutions that are acceptable to the public and the regulators. The UST-ID has focused on five DOE locations: the Hanford Site, which is the host site, in Richland, Washington; the Fernald Site in Fernald, Ohio; the Idaho National Engineering Laboratory near Idaho Falls, Idaho; the Oak Ridge Reservation in Oak Ridge, Tennessee, and the Savannah River Site in Savannah River, South Carolina.

    Current Intrusion Detection System (IDS) technology is not suited to be widely deployed inside a Supervisory, Control and Data Acquisition (SCADA) environment. Anomaly- and signature-based IDS technologies have developed methods to cover information technology-based networks activity and protocols effectively. However, these IDS technologies do not include the fine protocol granularity required to ensure network security inside an environment with weak protocols lacking authentication and encryption. By implementing a more specific and more intelligent packet inspection mechanism, tailored traffic flow analysis, and unique packet tampering detection, IDS technology developed specifically for SCADA environments can be deployed with confidence in detecting malicious activity.

    The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    The negative regulator of DNA-binding/cell-differentiation Id2 is a small protein containing a central helix-loop-helix (HLH) motif and a C-terminal nuclear export signal (NES). Whereas the former is essential for Id2 dimerization and nuclear localization, the latter is responsible for the transport of Id2 from the nucleus to the cytoplasm. Whereas the isolated Id2 HLH motif is highly helical, large C-terminal Id2 fragments including the NES sequence are either unordered or aggregation-prone. To study the conformational properties of the isolated NES region, we synthesized the Id2 segment 103-124. The latter was insoluble in water and only temporarily soluble in water/alcohol mixtures, where it formed quickly precipitating {beta}-sheets. Introduction of a positively charged N-terminal tail prevented aggressive precipitation and led to aggregates consisting of long fibrils that bound thioflavin T. These results show an interesting structural aspect of the Id2 NES region, which might be of significance for both protein folding and function.

When expressed, Id-1 gene is a prognostic indicator that cancer cells are invasive and metastatic.

    Highlights: Black-Right-Pointing-Pointer Expression of Id3 but not Id1 is induced by Wnt3a stimulation in C2C12 cells. Black-Right-Pointing-Pointer Wnt3a induces Id3 expression via canonical Wnt/{beta}-catenin pathway. Black-Right-Pointing-Pointer Wnt3a-induced Id3 expression does not depend on BMP signaling activation. Black-Right-Pointing-Pointer Induction of Id3 expression is critical determinant in Wnt3a-induced cell proliferation and differentiation. -- Abstract: Canonical Wnt signaling plays important roles in regulating cell proliferation and differentiation. In this study, we report that inhibitor of differentiation (Id)3 is a Wnt-inducible gene in mouse C2C12 myoblasts. Wnt3a induced Id3 expression in a {beta}-catenin-dependent manner. Bone morphogenetic protein (BMP) also potently induced Id3 expression. However, Wnt-induced Id3 expression occurred independent of the BMP/Smad pathway. Functional studies showed that Id3 depletion in C2C12 cells impaired Wnt3a-induced cell proliferation and alkaline phosphatase activity, an early marker of osteoblast cells. Id3 depletion elevated myogenin induction during myogenic differentiation and partially impaired Wnt3a suppressed myogenin expression in C2C12 cells. These results suggest that Id3 is an important Wnt/{beta}-catenin induced gene in myoblast cell fate determination.
