    This report presents the results of Pacific Northwest National Laboratory's (PNNL) follow-on renewable energy (RE) assessment of Fort Hood. Fort Hood receives many solicitations from renewable energy vendors who are interested in doing projects on site. Based on specific requests from Fort Hood staff so they can better understand these proposals, and the results of PNNL's 2008 RE assessment of Fort Hood, the following resources were examined in this assessment: (1) Municipal solid waste (MSW) for waste-to-energy (WTE); (2) Wind; (3) Landfill gas; (4) Solar photovoltaics (PV); and (5) Shale gas. This report also examines the regulatory issues, development options, and environmental impacts for the promising RE resources, and includes a review of the RE market in Texas.

    The document provides an overview of renewable resource potential at Fort Hood based primarily upon analysis of secondary data sources supplemented with limited on-site evaluations. Habitat fragmentation, noise from turbines, physical movement of turbine blades, and increased vehicle traffic have been suggested as causes of decreased density of nesting grassland birds in Minnesota (Leddy et al. 1999), Oklahoma (O’Connell and Piorkowski 2006), and South Dakota (Shaffer and Johnson 2008). Similarly, constructing turbines in areas where bird flight patterns place them at similar heights of turbine blades increases the potential for bird collisions (Johnson et al. 2000, Hoover 2002). Raptor fatalities have been associated with topographic features such as ridges, saddles and rims where birds use updrafts from prevailing winds (Erickson et al. 2000, Johnson et al. 2000, Barrios and Rodriquez 2004, Hoover and Morrison 2005). Thus, wind energy development can result in indirect (e.g., habitat avoidance, decreased nest success) and direct (e.g., collision fatalities) impacts to bird populations (Anderson et al. 1999). Directly quantifying the level of potential impacts (e.g., estimated fatalities/mega-watthour) from wind energy development is beyond the scope of this study. Instead, I aim to quantify density, occupancy and flight behavior for the two bird groups mentioned earlier: obligate grassland songbirds and raptors, respectively, predict where impacts may occur, and provide management recommendations to minimize potential impacts. The United States Department of Energy (DOE), through the Office of Energy Efficiency and Renewable Energy Allocation, contracted Texas Tech University to investigate grassland bird patterns of occurrence in the anticipated CREZ in support of DOE’s 20% Wind Energy by 2030 initiative. In cooperation with Iberdrola Renewables, Inc., studies initiated by Wulff (2010) at Texas Tech University were continued at an area proposed for wind energy development and a separate reference site unassociated with wind

    IBERDROLA (Spanish utility) and IBERDROLA INGENIERIA (engineering branch) have been developing during the last 2 yr the 110% Extended Power Uprate Project for Cofrentes BWR-6. IBERDROLA has available an in-house design and licensing reload methodology that has been approved in advance by the Spanish Nuclear Regulatory Authority. This methodology has been applied to perform the nuclear design and the reload licensing analysis for Cofrentes cycles 12 and 13 and to develop a significant number of safety analyses of the Cofrentes Extended Power.Because the scope of the licensing process of the Cofrentes Extended Power Uprate exceeds the range of analysis included in the Cofrentes generic reload licensing process, it has been required to extend the applicability of the Cofrentes RETRAN model to the analysis of new transients. This is the case of the total loss of feedwater (TLFW) transient.The content of this paper shows the benefits of having an in-house design and licensing methodology and describes the process to extend the applicability of the Cofrentes RETRAN model to the analysis of new transients, particularly in this paper the TLFW transient.

IBERDROLA has available an in-house design and licensing reload methodology that has been approved by the Spanish Nuclear Regulatory Authority. This methodology has been already used to perform the nuclear design and the reload licensing analysis for Cofrentes cycles 12 to 14. The methodology has been also applied to develop a significant number of safety analysis of the Cofrentes Extended Power Up-rate including: Reactor Heat Balance, Core and Fuel performance, Thermal Hydraulic Stability, ECCS LOCA Evaluation, Transient Analysis, Anticipated Transient Without Scram (ATWS) and Station Blackout (SBO) Since the scope of the licensing process of the Cofrentes Extended Power Up-rate exceeds the range of analysis included in the Cofrentes generic reload licensing process, it has been required to extend the applicability of the Cofrentes licensing methodology to the analysis of new transients. This is the case of the TLFW transient. The content of this paper shows the benefits of having an in-house design and licensing methodology, and describes the process to extend the applicability of the methodology to the analysis of new transients.     Higher paleogeothermal gradients, commencing in the Tertiary after maximum burial, have caused renewed petroleum generation in the western Permian basin. Evidence for this reheating is two distinct trends in the mean random vitrinite reflectance (R/sub m/) and depth data compiled from over 40 wells. One group, with a 0.7% R/sub m//km gradient, is from the western edge of the basin; the other, with a 0.5% R/sub m//km gradient, is from the central and eastern portions. Post-Mississippian tilting produced greater subsidence and a thicker, mostly uneroded sedimentary section in the eastern portion of the Permian basin. Continued tilting prior to the Cretaceous caused uplift and erosion that exposed the Upper Permian section in the western part. Potassium-argon ages of igneous intrusions along the western edge of the basin show they were emplaced about 35 Ma, followed by Miocene to Holocene basin-and-range-type block faulting and associated high heat flow. Isopach-reflectance contours confirm this renewed heating is post-tectonic - that is, it occurred after eastward tilting and erosion had reduced burial depth. Maximum temperatures computed from R/sub m/-depth relationships infer that paleogeothermal gradients exceeded 40/degrees/C/km (2.2/degrees/F/100 ft) in the Tertiary. This reheating thermally matured rocks as young as Guadalupian in the western Permian basin and apparently caused a second episode of petroleum generation. By this time, however, the potential reservoir rocks and evaporite seals had been deeply eroded, resulting in poor conditions for trapping the renewed pulse of petroleum.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative through the Region 6 contract, selected Ft. Hood Army Base in Killeen, Texas, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this study is to assess the site for possible photovoltaic (PV) system installations and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    Data for Texas abandoned oil fields were primarily derived from two sources: (1) Texas Railroad Commission (TRRC), and (2) Dwight's ENERGYDATA. For purposes of this report, abandoned oil fields are defined as those fields that had no production during 1977. The TRRC OILMASTER computer tapes were used to identify these abandoned oil fields. The tapes also provided data on formation depth, gravity of oil production, location (both district and county), discovery date, and the cumulative production of the field since its discovery. In all, the computer tapes identified 9211 abandoned fields, most of which had less than 250,000 barrel cumulative production. This report focuses on the 676 abandoned onshore Texas oil fields that had cumulative production of over 250,000 barrels. The Dwight's ENERGYDATA computer tapes provided production histories for approximately two-thirds of the larger fields abandoned in 1966 and thereafter. Fields which ceased production prior to 1966 will show no production history nor abandonment date in this report. The Department of Energy hopes the general availability of these data will catalyze the private sector recovery of this unproduced resource.

    To provide Science, Technology, Engineering, and Math (STEM) outreach and education to secondary students to encourage them to select science and engineering as a career by providing an engineering-based problem-solving experience involving renewable energy systems such as photovoltaic (PV) panels or wind turbines. All public and private schools, community colleges, and vocational training programs would be eligible for participation. The Power Microgrids High School Engineering Experience used renewable energy systems (PV and wind) to provide a design capstone experience to secondary students. The objective for each student team was to design a microgrid for the student’s school using renewable energy sources under cost, schedule, performance, and risk constraints. The students then implemented their designs in a laboratory environment to evaluate the completeness of the proposed design, which is a unique experience even for undergraduate college students. This application-based program was marketed to secondary schools in the 28th Congressional District through the Texas Education Agency’s (TEA) Regional Service Centers. Upon application, TEES identified regionally available engineers to act as mentors and supervisors for the projects. Existing curriculum was modified to include microgrid and additional renewable technologies and was made available to the schools.

    The Renewable Energy Annual 1995 is the first in an expected series of annual reports the Energy Information Administration (EIA) intends to publish to provide a comprehensive assessment of renewable energy. This report presents the following information on the history, status, and prospects of renewable energy data: estimates of renewable resources; characterizations of renewable energy technologies; descriptions of industry infrastructures for individual technologies; evaluations of current market status; and assessments of near-term prospects for market growth. An international section is included, as well as two feature articles that discuss issues of importance for renewable energy as a whole. The report also contains a number of technical appendices and a glossary. The renewable energy sources included are biomass (wood), municipal solid waste, biomass-derived liquid fuels, geothermal, wind, and solar and photovoltaic.

    Renewable energy technologies use the energy from non-depletable sources: sunshine, water flow and vegatation. The most common renewable energy devices are solar collectors, windmills, woodburning stoves, and hydroelectric turbines. Variations of some of these devices have been used for decades. Today, efficient versions are being developed to reduce our use of non-renewable resources, such as oil, natural gas and coal. Many of the systems utilizing renewable energy require a large initial investment but can offer long-term savings over the life of the system.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

    Amount 61% of the water used by Texans is ground-water. Some areas, both municipal and rural, depend entirely on ground-water. In many areas long term withdrawal is lowering the water levels, causing surface land subsidence, salt-water encroachment, and reducing future reservoir availability. The increasing probability of seepage from radioactive and toxic wastes, herbicide residues, septic systems, and oilfield brines is threatening dangerous contamination of fresh ground-water reservoirs. The Texas Department of Water Resources, the Texas Department of Health, State and private colleges and universities, the US Geological Survey, the Environmental Protection Agency, various underground water districts, among others, are cooperating with concerned hydrologists in a concentrated program to increase the efficiency of ground-water use and development, preserve the aquifer reservoirs, and decrease the pollution potential. 88 references.
