  3. Hurricane Katrina Wind Investigation Report

    This investigation of roof damage caused by Hurricane Katrina is a joint effort of the Roofing Industry Committee on Weather Issues, Inc. (RICOWI) and the Oak Ridge National Laboratory/U.S. Department of Energy (ORNL/DOE). The Wind Investigation Program (WIP) was initiated in 1996. Hurricane damage that met the criteria of a major windstorm event did not materialize until Hurricanes Charley and Ivan occurred in August 2004. Hurricane Katrina presented a third opportunity for a wind damage investigation in August 29, 2005. The major objectives of the WIP are as follows: (1) to investigate the field performance of roofing assemblies after major wind events; (2) to factually describe roofing assembly performance and modes of failure; and (3) to formally report results of the investigations and damage modes for substantial wind speeds The goal of the WIP is to perform unbiased, detailed investigations by credible personnel from the roofing industry, the insurance industry, and academia. Data from these investigations will, it is hoped, lead to overall improvement in roofing products, systems, roofing application, and durability and a reduction in losses, which may lead to lower overall costs to the public. This report documents the results of an extensive and well-planned investigative effort. The following program changes were implemented as a result of the lessons learned during the Hurricane Charley and Ivan investigations: (1) A logistics team was deployed to damage areas immediately following landfall; (2) Aerial surveillance--imperative to target wind damage areas--was conducted; (3) Investigation teams were in place within 8 days; (4) Teams collected more detailed data; and (5) Teams took improved photographs and completed more detailed photo logs. Participating associations reviewed the results and lessons learned from the previous investigations and many have taken the following actions: (1) Moved forward with recommendations for new installation procedures

    An ORNL team working on the Energy Awareness and Resiliency Standardized Services (EARSS) project developed a fully automated procedure to take wind speed and location estimates provided by hurricane forecasters and provide a geospatial estimate on the impact to the electric grid in terms of outage areas and projected duration of outages. Hurricane Sandy was one of the worst US storms ever, with reported injuries and deaths, millions of people without power for several days, and billions of dollars in economic impact. Hurricane advisories were released for Sandy from October 22 through 31, 2012. The fact that the geoprocessing was automated was significant there were 64 advisories for Sandy. Manual analysis typically takes about one hour for each advisory. During a storm event, advisories are released every two to three hours around the clock, and an analyst capable of performing the manual analysis has other tasks they would like to focus on. Initial predictions of a big impact and landfall usually occur three days in advance, so time is of the essence to prepare for utility repair. Automated processing developed at ORNL allowed this analysis to be completed and made publicly available within minutes of each new advisory being released.

Because the project could 'significantly affect the quality of the human environment,' studies must be done to identify environmental effects.     High-resolution climate models have been shown to improve the statistics of tropical storms and hurricanes compared to low-resolution models. The impact of increasing horizontal resolution in the tropical storm simulation is investigated exclusively using a series of Atmospheric Global Climate Model (AGCM) runs with idealized aquaplanet steady-state boundary conditions and a fixed operational storm-tracking algorithm. The results show that increasing horizontal resolution helps to detect more hurricanes, simulate stronger extreme rainfall, and emulate better storm structures in the models. However, increasing model resolution does not necessarily produce stronger hurricanes in terms of maximum wind speed, minimum sea level pressure, and mean precipitation, as the increased number of storms simulated by high-resolution models is mainly associated with weaker storms. The spatial scale at which the analyses are conducted appears to have more important control on these meteorological statistics compared to horizontal resolution of the model grid. When the simulations are analyzed on common low-resolution grids, the statistics of the hurricanes, particularly the hurricane counts, show reduced sensitivity to the horizontal grid resolution and signs of scale invariant.

    Devastating Atlantic hurricanes are relatively rare events. However their intensity and frequency in a warming world may rapidly increase by a factor of 2-7 for each degree of increase in mean global temperature. Geoengineering by stratospheric sulphate aerosol injection cools the tropics relative to the polar regions, including the hurricane main development region in the Atlantic, suggesting that geoengineering may be an effective method of controlling hurricanes. We examine this hypothesis using 8 Earth System Model simulations of climate under the GeoMIP G3 and G4 schemes that use stratospheric aerosols to reduce the radiative forcing under the RCP4.5 scenario. Global mean temperature increases are greatly ameliorated by geoengineering, and tropical temperature increases are at most half of those in RCP4.5, but sulphate injection would have to double between 2020 and 2070 to balance RCP 4.5 to nearly 10 Tg SO2 yr-1, with consequent implications for damage to stratospheric ozone. We project changes in storm frequencies using a temperature-dependent Generalized Extreme Value statistical model calibrated by historical storm surges from 1923 and observed temperatures. The numbers of storm surge events as big as the one that caused the 2005 Katrina hurricane are reduced by about 50% compared with no geoengineering, but this is only marginally statistically significant. However, when sea level rise differences at 2070 between RCP4.5 and geoengineering are factored in to coastal flood risk, we find that expected flood levels are reduced by about 40 cm for 5 year events and perhaps halved for 50 year surges.

    Considerable effort has been made by various research groups and exploration companies to improve completion techniques in the Devonian Shale. Completions in the Devonian Shale in the Big Sandy Field run the gamut from natural completions, shot-hole completions, Nitrogen fracturing, Nitrogen foam fracturing, CO{sub 2} foam fracturing, and gelled water fracturing to the latest technique promoted by the DOE, sandladen CO{sub 2} fracturing. Production rates from wells using the different completion techniques in this field vary widely. Of these techniques, Nitrogen foam fractured wells have been observed to have by far the lowest production rates. This paper compares production rates and well test results of the various completion techniques and attempts to quantify the problem with the Nitrogen foam fractured wells in terms of reservoir parameters. This will establish a base from which any improvement can be measured. The conclusions will be drawn from the case histories of approximately 105 wells located within the Big Sandy Field. A summary comparison of production data will allow a fair analysis of the techniques investigated Well test data from a sampling of these wells will help define reservoir parameters and fracture geometry.

    Los Alamos National Laboratory (LANL) owns and operates an array of Very-Low Frequency (VLF) sensors that measure the Radio-Frequency (RF) waveforms emitted by Cloud-to-Ground (CG) and InCloud (IC) lightning. This array, the Los Alamos Sferic Array (LASA), has approximately 15 sensors concentrated in the Great Plains and Florida, which detect electric field changes in a bandwidth from 200 Hz to 500 kHz (Smith et al., 2002). Recently, LANL has begun development of a new dual-band RF sensor array that includes the Very-High Frequency (VHF) band as well as the VLF. Whereas VLF lightning emissions can be used to deduce physical parameters such as lightning type and peak current, VHF emissions can be used to perform precise 3d mapping of individual radiation sources, which can number in the thousands for a typical CG flash. These new dual-band sensors will be used to monitor lightning activity in hurricanes in an effort to better predict intensification cycles. Although the new LANL dual-band array is not yet operational, we have begun initial work utilizing both VLF and VHF lightning data to monitor hurricane evolution. In this paper, we present the temporal evolution of Rita's landfall using VLF and VHF lightning data, and also WSR-88D radar. At landfall, Rita's northern eyewall experienced strong updrafts and significant lightning activity that appear to mark a transition between oceanic hurricane dynamics and continental thunderstorm dynamics. In section 2, we give a brief overview of Hurricane Rita, including its development as a hurricane and its lightning history. In the following section, we present WSR-88D data of Rita's landfall, including reflectivity images and temporal variation. In section 4, we present both VHF and VLF lightning data, overplotted on radar reflectivity images. Finally, we discuss our observations, including a comparison to previous studies and a brief conclusion.

    In this study, the effect of thermodynamic environmental changes on hurricane intensity is extensively investigated with the National Oceanic and Atmospheric Administration Geophysical Fluid Dynamics Laboratory hurricane model for a suite of experiments with different initial upper-tropospheric temperature anomalies up to {+-}4 C and sea surface temperatures ranging from 26 to 31 C given the same relative humidity profile. The results indicate that stabilization in the environmental atmosphere and sea surface temperature (SST) increase cause opposing effects on hurricane intensity. The offsetting relationship between the effects of atmospheric stability increase (decrease) and SST increase (decrease) is monotonic and systematic in the parameter space. This implies that hurricane intensity increase due to a possible global warming associated with increased CO{sub 2} is considerably smaller than that expected from warming of the oceanic waters alone. The results also indicate that the intensity of stronger (weaker) hurricanes is more (less) sensitive to atmospheric stability and SST changes. The model-attained hurricane intensity is found to be well correlated with the maximum surface evaporation and the large-scale environmental convective available potential energy. The model-attained hurricane intensity if highly correlated with the energy available from wet-adiabatic ascent near the eyewall relative to a reference sounding in the undisturbed environment for all the experiments. Coupled hurricane-ocean experiments show that hurricane intensity becomes less sensitive to atmospheric stability and SST changes since the ocean coupling causes larger (smaller) intensity reduction for stronger (weaker) hurricanes. This implies less increase of hurricane intensity related to a possible global warming due to increased CO{sub 2}.

    Analysis of chemical supply chains is an inherently complex task, given the dependence of these supply chains on multiple infrastructure systems (e.g., the petroleum sector, transportation, etc.). This effort requires data and information at various levels of resolution, ranging from network-level distribution systems to individual chemical reactions. Sandia National Laboratories (Sandia) has integrated its existing simulation and infrastructure analysis capabilities with chemical data models to analyze the chemical supply chains of several nationally critical chemical commodities. This paper describes how Sandia models the ethylene supply chain; that is, the supply chain for the most widely used raw material for plastics production including a description of the types of data and modeling capabilities that are required to represent the ethylene supply chain. The paper concludes with a description of Sandia's use the model to project how the supply chain would be affected by and adapt to a disruptive scenario hurricane.

    Under U.S. Department of Energy-sponsored research FOA 415, the National Renewable Energy Laboratory led a team of research groups to produce a complete design of a large wind turbine system to be deployable in the western Gulf of Mexico region. As such, the turbine and its support structure would be subjected to hurricane-loading conditions. Among the goals of this research was the exploration of advanced and innovative configurations that would help decrease the levelized cost of energy (LCOE) of the design, and the expansion of the basic IEC design load cases (DLCs) to include hurricane environmental conditions. The wind turbine chosen was a three-bladed, downwind, direct-drive, 10-MW rated machine. The rotor blade was optimized based on an IEC load suite analysis. The drivetrain and nacelle components were scaled up from a smaller sized turbine using industry best practices. The tubular steel tower was sized using ultimate load values derived from the rotor optimization analysis. The substructure is an innovative battered and raked jacket structure. The innovative turbine has also been modeled within an aero-servo-hydro-elastic tool, and future papers will discuss results of the dynamic response analysis for select DLCs. Although multiple design iterations could not be performed because of limited resources in this study, and are left to future research, the obtained data will offer a good indication of the expected LCOE for large offshore wind turbines to be deployed in subtropical U.S. waters, and the impact design innovations can have on this value.

    Extreme wind load cases are one of the most important external conditions in the design of offshore wind turbines in hurricane prone regions. Furthermore, in these areas, the increase in load with storm return-period is higher than in extra-tropical regions. However, current standards have limited information on the appropriate models to simulate wind loads from hurricanes. This study investigates turbulent wind models for load analysis of offshore wind turbines subjected to hurricane conditions. Suggested extreme wind models in IEC 61400-3 and API/ABS (a widely-used standard in oil and gas industry) are investigated. The present study further examines the wind turbine response subjected to Hurricane wind loads. Three-dimensional wind simulator, TurbSim, is modified to include the API wind model. Wind fields simulated using IEC and API wind models are used for an offshore wind turbine model established in FAST to calculate turbine loads and response.

    Determining the finite-amplitude preconditioned states in the hurricane embryo, which lead to tropical cyclogenesis, is a central issue in contemporary meteorology. In the embryo there is competition between different preconditioning mechanisms involving hydrodynamics and moist thermodynamics, which can lead to cyclogenesis. Here systematic asymptotic methods from applied mathematics are utilized to develop new simplified moist multi-scale models starting from the moist anelastic equations. Three interesting multi-scale models emerge in the analysis. The balanced mesoscale vortex (BMV) dynamics and the microscale balanced hot tower (BHT) dynamics involve simplified balanced equations without gravity waves for vertical vorticity amplification due to moist heat sources and incorporate nonlinear advective fluxes across scales. The BMV model is the central one for tropical cyclogenesis in the embryo. The moist mesoscale wave (MMW) dynamics involves simplified equations for mesoscale moisture fluctuations, as well as linear hydrostatic waves driven by heat sources from moisture and eddy flux divergences. A simplified cloud physics model for deep convection is introduced here and used to study moist axisymmetric plumes in the BHT model. A simple application in periodic geometry involving the effects of mesoscale vertical shear and moist microscale hot towers on vortex amplification is developed here to illustrate features of the coupled multi-scale models. These results illustrate the use of these models in isolating key mechanisms in the embryo in a simplified content.

    Land managers are often challenged with the mandate to control exotic and invasive plant species. Reed canarygrass (Phalaris arundinacea) and Himalayan blackberry (Rubus discolor) are 2 such species that are currently threatening natural areas in western United States. Reed canarygrass may be native to the inland northwest (Antieau 2000), but it has invaded many wetland areas as dense, monoculture stands. Spread of this plant species is largely attributed to human disturbances, e.g., draining, farming (Antieau 2000). Reed canarygrass often dominates other emergent vegetation such as cattail (Typha spp.) and bulrush (Scirpus spp.) (Whitson et al. 1996, Apfelbaum and Sams 1987), and the resulting habitat is largely unsuitable for wetland birds. Himalayan blackberry was introduced to the United States as a garden shrub and was planted at wildlife-management areas for food and cover. It easily colonizes disturbed places, such as roadsides, ditches, and flood plains (Hoshovsky 2000). Once established, it forms a thick, impenetrable stand, which excludes native shrub species. Although Himalayan blackberry does provide food and cover for wildlife, particularly during fall and winter, it decreases habitat diversity, and therefore, may decrease wildlife diversity. Furthermore, patterns of avian nest predation may be altered in some exotic-shrub communities (Schmidt and Whelan 1999). For land managers to make sound decisions regarding invasive-plant control, it is useful to obtain information on current plant distributions in relation to targeted wildlife species, and then use models to predict how those species may respond to changes in vegetation. The Habitat Evaluations Program was developed by the U.S. Fish and Wildlife Service to evaluate current and future habitat conditions for fish and wildlife (Stiehl 1994). The program is based on Habitat Suitability Index (HSI) models for specific wildlife species. Each model contains several variables that represent life

    Methane hydrate bearing soil has attracted increasing interest as a potential energy resource where methane gas can be extracted from dissociating hydrate-bearing sediments. Seismic testing techniques have been applied extensively and in various ways, to detect the presence of hydrates, due to the fact that hydrates increase the stiffness of hydrate-bearing sediments. With the recognition of the limitations of laboratory and field tests, wave propagation modelling using Discrete Element Method (DEM) was conducted in this study in order to provide some particle-scale insights on the hydrate-bearing sandy sediment models with pore-filling and cementation hydrate distributions. The relationship between shear wave velocity and hydrate saturation was established by both DEM simulations and analytical solutions. Obvious differences were observed in the dependence of wave velocity on hydrate saturation for these two cases. From the shear wave velocity measurement and particle-scale analysis, it was found that the small-strain mechanical properties of hydrate-bearing sandy sediments are governed by both the hydrate distribution patterns and hydrate saturation.

    US offshore wind turbines (OWTs) will likely have to contend with hurricanes and the associated loading conditions. Current industry standards do not account for these design load cases (DLCs), thus a new approach is required to guarantee that the OWTs achieve an appropriate level of reliability. In this study, a sequentially coupled aero-hydro-servo-elastic modeling technique was used to address two design approaches: 1.) The ABS (American Bureau of Shipping) approach; and 2.) The Hazard Curve or API (American Petroleum Institute) approach. The former employs IEC partial load factors (PSFs) and 100-yr return-period (RP) metocean events. The latter allows setting PSFs and RP to a prescribed level of system reliability. The 500-yr RP robustness check (appearing in [2] and [3] upcoming editions) is a good indicator of the target reliability for L2 structures. CAE tools such as NREL's FAST and Bentley's' SACS (offshore analysis and design software) can be efficiently coupled to simulate system loads under hurricane DLCs. For this task, we augmented the latest FAST version (v. 8) to include tower aerodynamic drag that cannot be ignored in hurricane DLCs. In this project, a 6 MW turbine was simulated on a typical 4-legged jacket for a mid-Atlantic site. FAST-calculated tower base loads were fed to SACS at the interface level (transition piece); SACS added hydrodynamic and wind loads on the exposed substructure, and calculated mudline overturning moments, and member and joint utilization. Results show that CAE tools can be effectively used to compare design approaches for the design of OWTs in hurricane regions and to achieve a well-balanced design, where reliability levels and costs are optimized.

    During the period 2008-2009, there were 2 contracts with BPA. One (38539) was dealing with the restoration work for 2007 and the other (26198) was an extension on the 2006 contract including the NEPA for Dam removal on the old channel of the Sandy River. For contract 38539, the Sandy River Delta Habitat Restoration project continued its focus on riparian hardwood reforestation with less emphasis on wetlands restoration. Emphasis was placed on Sundial Island again due to the potential removal of the dike and the loss of access in the near future. AshCreek Forest Management was able to leverage additional funding from grants to help finance the restoration effort; this required a mid year revision of work funded by BPA. The revised work not only continued the maintenance of restored hardwood forests, but was aimed to commence the restoration of the Columbia River Banks, an area all along the Columbia River. This would be the final restoration for Sundial Island. The grant funding would help achieve this. Thus by 2011, all major work will have been completed on Sundial Island and the need for access with vehicles would no longer be required. The restored forests continued to show excellent growth and development towards true riparian gallery forests. Final inter-planting was commenced, and will continue through 2010 before the area is considered fully restored. No new wetland work was completed. The wetlands were filled by pumping in early summer to augment the water levels but due to better rainfall, no new fuel was required to augment existing. Monitoring results continued to show very good growth of the trees and the restoration at large was performing beyond expectations. Weed problems continue to be the most difficult issue. The $100,000 from BPA planned for forest restoration in 2008, was augmented by $25,000 from USFS, $120,000 from OR150 grant, $18,000 from LCREP, and the COE continued to add $250,000 for their portion.     Naturally occurring mobile colloids are ubiquitous and are involved in many important processes in the subsurface zone. For example, colloid generation and subsequent mobilization represent a possible mechanism for the transport of contaminants including radionuclides in the subsurface environments. For colloid-facilitated transport to be significant, three criteria must be met: (1) colloids must be generated; (2) contaminants must associate with the colloids preferentially to the immobile solid phase (aquifer); and (3) colloids must be transported through the groundwater or in subsurface environments - once these colloids start moving they become 'mobile colloids'. Although some experimental investigations of particle release in natural porous media have been conducted, the detailed mechanisms of release and re-deposition of colloidal particles within natural porous media are poorly understood. Even though this vector of transport is known, the extent of its importance is not known yet. Colloid-facilitated transport of trace radionuclides has been observed in the field, thus demonstrating a possible radiological risk associated with the colloids. The objective of this study was to determine if cementitious leachate would promote the in situ mobilization of natural colloidal particles from a SRS sandy sediment. The intent was to determine whether cementitious surface or subsurface structure would create plumes that could produce conditions conducive to sediment dispersion and mobile colloid generation. Column studies were conducted and the cation chemistries of influents and effluents were analyzed by ICP-OES, while the mobilized colloids were characterized using XRD, SEM, EDX, PSD and Zeta potential. The mobilization mechanisms of colloids in a SRS sandy sediment by cement leachates were studied.

    The effect of soil water content on the rate of jet fuel (JP-4) biodegradation in air-vented, water-unsaturated columns of sandy soil was investigated. The contaminated soil was obtained from a spill site located on Tyndall AFB, Fla. The initial soil loading was 4590 mg of JP-4/kg of dry soil. Three laboratory columns were packed with the contaminated soil, saturated and drained for periods of 81-89 days. Two columns were continuously vented with air, and the third, intended to provide an anaerobic control, was vented with nitrogen. The venting gas flows were maintained between 1 and 2.5 soil pore volume changeouts per day. The total JP-4 removal in the air-vented columns averaged 44% of the mass originally present. Biodegradation and volatilization accounted for 93% and 7% of the total removal, respectively. A maximum biodegradation rate of 14.3 mg of JP-4/kg of moist soil per day was observed at a soil water content of approximately 72% saturation. Soil drainage characteristics indicated that this water content may have corresponded to 100% of the in situ field capacity water content. Theses.

The attic is insulated along the roof line with 5 to 7 inches of open-cell spray foam. Most of the home's drinking water is supplied by a 11,500-gallon rainwater cistern. Hurricane strapping connects the roof to the walls. The triple-pane windows are impact resistant. The foundation is a raised slab.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Shoreline, grain-size, and sediment total-carbon changes were monitored, on a monthly basis, on three Galveston Island beaches, from January through December 1983. The study area included: (1) East Beach, obstructed by groins and a seawall; (2) Galveston Island State Park, obstructed by fences artificially stabilizing the dunes; and (3) West Beach, an unobstructed beach. Beach profiles revealed the effects of beach obstruction, such as erosion and undercutting at East Beach, and truncation of the dunes at Galveston Island State Park. Approximately 20 m of expansional cutback occurred on the beaches after Hurricane Alicia hit on August 18, 1983. Contour maps of grain-size and total-carbon distributions reflect the movement of beach sand by either onshore-offshore transport during low-energy periods, or longshore, edge-wave transport during high-energy periods. Statistical analyses revealed a small variation in grain size throughout the year. There were well-defined times of either no correlation or strong correlation between total carbon vs. mean grain size, skewness vs. mean grain size, kurtosis vs. mean grain size, skewness vs. mean grain size, kurtosis vs. mean grain size, total carbon vs. percent sand, total carbon vs. skewness, and skewness vs. kurtosis. Strong correlation was found in response to high-energy events, whereas no correlation was found in response to low-energy events. Galveston Island is undergoing net erosion and appears to be in a metastable state, still capable of responding to oceanographic conditions. The economic effects of Hurricane Alicia include considerable loss of the shoreline and destruction of property. Beach nourishment appears to be the only economically feasible solution to counteract the extensive erosion.

    This document is the first annual report for the study titled 'Ecology of Juvenile Salmonids in Shallow Tidal Freshwater Habitats in the Vicinity of the Sandy River Delta in the Lower Columbia River'. Hereafter, we refer to this research as the Tidal Freshwater Monitoring (TFM) Study. The study is part of the research, monitoring, and evaluation effort developed by the Action Agencies (Bonneville Power Administration, U.S. Army Corps of Engineers, U.S. Bureau of Reclamation) in response to obligations arising from the Endangered Species Act as a result of operation of the Federal Columbia River Power System (FCRPS). The project is performed under the auspices of the Northwest Power and Conservation Council's Columbia Basin Fish and Wildlife Program. The goal of the 2007-2009 Tidal Freshwater Monitoring Study is to answer the following questions: In what types of habitats within the tidal freshwater area of the lower Columbia River and estuary (LCRE; Figure 1) are yearling and subyearling salmonids found, when are they present, and under what environmental conditions?1 And, what is the ecological importance2 of shallow (0-5 m) tidal freshwater habitats to the recovery of Upper Columbia River spring Chinook salmon and steelhead and Snake River fall Chinook salmon? Research in 2007 focused mainly on the first question, with fish stock identification data providing some indication of Chinook salmon presence at the variety of habitat types sampled. The objectives and sub-objectives for the 2007 study were as follows: (1) Habitat and Fish Community Characteristics-Provide basic data on habitat and fish community characteristics for yearling and subyearling salmonids at selected sites in the tidal freshwater reach in the vicinity of the Sandy River delta.     At CW press time the house was considering a 10% cut in Department of Energy (DOE) conservation programs and a 14% cut in DOE funding for fossil fuel R&D. The cuts show that, while easing off this year on efforts to pare back EPA, House Republicans have not given up the fight over federal technology programs. House Republicans consider federal involvement in R&D {open_quotes}corporate welfare,{close_quotes} and, while the Commerce Department`s Advanced Technology Program (ATP) has been the lightning rod for their criticism, DOE programs have also been targeted for reduction. The $499-million conservation funding level contemplated by the House is 33% below the President`s request and follows an equally large cut last year.

    The Price-Anderson Act provides indemnification to DOE contractors who manage and conduct nuclear activities in the DOE complex. The government acts as an insurer for these contractors against any findings of liability from the nuclear activities of the contractor within the scope of its contract. 10 CFR Part 820 establishes the legal framework for implementing DOE`s Nuclear Safety Enforcement Program. Integration with other DOE organizations and programs would assure that the enforcement process properly considers the actual or potential safety significance of a violation when determining an appropriate enforcement sanction. Achieving a proactive contractor compliance assurance rather than a heavy enforcement hand, will require a foundation of cooperation and teamwork across DOE organizations. This handbook identifies the areas of interface for the DOE Enforcement Program and provides guidance on roles and responsibilities for the key DOE organizational areas. It complements DOE-HDBK-1087-95 and 1089-95.

    The tidal freshwater monitoring (TFM) project reported herein is part of the research, monitoring, and evaluation effort developed by the Action Agencies (Bonneville Power Administration, the U.S. Army Corps of Engineers [USACE], and the U.S. Bureau of Reclamation) in response to obligations arising from the Endangered Species Act (ESA) as a result of operation of the Federal Columbia River Power System. The project is being performed under the auspices of the Northwest Power and Conservation Council's Columbia Basin Fish and Wildlife Program (Project No. 2005-001-00). The research is a collaborative effort among the Pacific Northwest National Laboratory, the Oregon Department of Fish and Wildlife, the National Marine Fisheries Service, and the University of Washington. The overarching goal of the TFM project is to bridge the gap in knowledge between tidal freshwater habitats and the early life history attributes of migrating salmon. The research questions include: In what types of habitats within the tidal freshwater area of the Columbia River are juvenile salmon found, when are they present, and under what environmental conditions? What is the ecological contribution of shallow (0-5 m) tidal freshwater habitats to the recovery of ESA-listed salmon in the Columbia River basin? Field data collection for the TFM project commenced in June 2007 and since then has continued monthly at six to nine sites in the vicinity of the Sandy River delta (river kilometer 192-208). While this report includes summary data spanning the 19-month period of study from June 2007 through December 2008, it highlights sampling conducted during calendar year 2008. Detailed data for calendar year 2007 were reported previously. The 2008 research objectives were as follows: (1) Characterize the vegetation composition and percent cover, conventional water quality, water surface elevation, substrate composition, bathymetry, and beach slope at the study sites within the vicinity of the Sandy River

    The connections among greenhouse-gas emissions scenarios, global warming, and frequencies of hurricanes or tropical cyclones are among the least understood in climate science but among the most fiercely debated in the context of adaptation decisions or mitigation policies. Here we show that a knowledge discovery strategy, which leverages observations and climate model simulations, offers the promise of developing credible projections of tropical cyclones based on sea surface temperatures (SST) in a warming environment. While this study motivates the development of new methodologies in statistics and data mining, the ability to solve challenging climate science problems with innovative combinations of traditional and state-of-the-art methods is demonstrated. Here we develop new insights, albeit in a proof-of-concept sense, on the relationship between sea surface temperatures and hurricane frequencies, and generate the most likely projections with uncertainty bounds for storm counts in the 21st-century warming environment based in turn on the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios. Our preliminary insights point to the benefits that can be achieved for climate science and impacts analysis, as well as adaptation and mitigation policies, by a solution strategy that remains tailored to the climate domain and complements physics-based climate model simulations with a combination of existing and new computational and data science approaches.

    Policy for addressing natural phenomenon comprises a hierarchy of interrelated documents. The top level of policy is contained in the code of Federal Regulations which establishes the framework and intent to ensure overall safety of DOE facilities when subjected to the effects of natural phenomena. The natural phenomena to be considered include earthquakes and tsunami, winds, hurricanes and tornadoes, floods, volcano effects and seiches. Natural phenomena criteria have been established for design of new facilities; evaluation of existing facilities; additions, modifications, and upgrades to existing facilities; and evaluation criteria for new or existing sites. Steps needed to implement these four general criteria are described. The intent of these criteria is to identify WHAT needs to be done to ensure adequate protection from natural phenomena. The commentary provides discussion of WHY this is needed for DOE facilities within the complex. Implementing procedures identifying HOW to carry out these criteria are next identified. Finally, short and long term tasks needed to identify the implementing procedure are tabulated. There is an overall need for consistency throughout the DOE complex related to natural phenomena including consistent terminology, policy, and implementation. 1 fig, 6 tabs.

    This final report summarizes the accomplished goals and provide a list of the publications and presentations made during the project. The goals of the project were accomplished through the various publications submitted to Journals and presentations done at the DOE and international meetings and conferences. The 8 journal articles related to the goals of this project were accepted or submitted. The 23 presentations related to goals of the project were presented at the meetings. There were some minor changes regarding to project goals because of issues encountered during the analysis of the data. For example, a total water probe sensor mounted on the Convair-580 that can be used for defining mixed phase conditions and parameterization, had some problems to estimate magnitude of total water mass, and this resulted in issues providing an accurate parameterization for cloud fraction. Variability related aerosol number concentrations and their composition for direct and indirect effects were studied and published. Results were given to explain aerosol and ice microphysical effects on climate change studies. It is suggested that developed parameterizations should consider the variability in aerosol and ice parameters over the Arctic regions.

    The Design Considerations Handbook includes information and suggestions for the design of systems typical to nuclear facilities, information specific to various types of special facilities, and information useful to various design disciplines. The handbook is presented in two parts. Part 1, which addresses design considerations, includes two sections. The first addresses the design of systems typically used in nuclear facilities to control radiation or radioactive materials. Specifically, this part addresses the design of confinement systems and radiation protection and effluent monitoring systems. The second section of Part 1 addresses the design of special facilities (i.e., specific types of nonreactor nuclear facilities). The specific design considerations provided in this section were developed from review of DOE 6430.1A and are supplemented with specific suggestions and considerations from designers with experience designing and operating such facilities. Part 2 of the Design Considerations Handbook describes good practices and design principles that should be considered in specific design disciplines, such as mechanical systems and electrical systems. These good practices are based on specific experiences in the design of nuclear facilities by design engineers with related experience. This part of the Design Considerations Handbook contains five sections, each of which applies to a particular engineering discipline.

    The National Environmental Policy Act (NEPA) declares that Federal agencies shall have a general commitment to {open_quotes}use all practicable means{close_quotes} to conduct their activities in a way that will promote {open_quotes}the general welfare where man and nature can exist in productive harmony.{close_quotes} Within these general guidelines, the manner in which NEPA requirements are implemented may be somewhat different and unique from one Federal agency to the next. A brief overview indicating the types of NEPA documents that are produced by the Department of Energy (DOE) in compliance with NEPA is shown in the figure. This figure indicates that the level of NEPA documentation required for any given project is graded and dependent on that project`s size, complexity, and potential consequences to health and the human environment. More complex projects with potentially greater environmental impacts require a much more in-depth analysis to ensure that these potential consequences can be managed and/or mitigated, so that the proposed project can proceed in compliance with NEPA.

It is important to keep in mind the following points when conducting any project that involves Federal land, Federal monies, or Federal permits: Under these conditions (involvement of Federal lands, use of Federal monies, or requirement for Federal permits), some level of NEPA analysis and documentation is required. The NEPA process must be completed and a decision favorable to the proposed project must be supported by the NEPA analysis before that proposed project can fully expend Federal funds. Activities that cannot proceed until the NEPA analysis and decision-making process is completed are those that: Result in an adverse environmental impact and/or limit the choice of reasonable alternatives.
