    The team performed a literature review, conducted residual stress measurements, performed failure analysis, and demonstrated a solid state additive manufacturing repair technique on samples removed from a scrapped propeller hub. The team evaluated multiple options for hub repair that included existing metal buildup technologies that the Federal Aviation Administration (FAA) has already embraced, such as cold spray, high velocity oxy-fuel deposition (HVOF), and plasma spray. In addition the team helped Piedmont Propulsion Systems, LLC (PPS) evaluate three potential solutions that could be deployed at different stages in the life cycle of aluminum alloy hubs, in addition to the conventional spray coating method for repair. For new hubs, a machining practice to prevent fretting with the steel drive shaft was recommended. For hubs that were refurbished with some material remaining above the minimal material condition (MMC), a silver interface applied by an electromagnetic pulse additive manufacturing method was recommended. For hubs that were at or below the MMC, a solid state additive manufacturing technique using ultrasonic welding (UW) of thin layers of 7075 aluminum to the hub interface was recommended. A cladding demonstration using the UW technique achieved mechanical bonding of the layers showing promise as a viable repair method.

    This paper evaluates the accuracy of two methods to forecast natural gas prices: using the Energy Information Administration's ''Annual Energy Outlook'' forecasted price (AEO) and the ''Henry Hub'' compared to U.S. Wellhead futures price. A statistical analysis is performed to determine the relative accuracy of the two measures in the recent past. A statistical analysis suggests that the Henry Hub futures price provides a more accurate average forecast of natural gas prices than the AEO. For example, the Henry Hub futures price underestimated the natural gas price by 35 cents per thousand cubic feet (11.5 percent) between 1996 and 2003 and the AEO underestimated by 71 cents per thousand cubic feet (23.4 percent). Upon closer inspection, a liner regression analysis reveals that two distinct time periods exist, the period between 1996 to 1999 and the period between 2000 to 2003. For the time period between 1996 to 1999, AEO showed a weak negative correlation (R-square = 0.19) between forecast price by actual U.S. Wellhead natural gas price versus the Henry Hub with a weak positive correlation (R-square = 0.20) between forecasted price and U.S. Wellhead natural gas price. During the time period between 2000 to 2003, AEO shows a moderate positive correlation (R-square = 0.37) between forecasted natural gas price and U.S. Wellhead natural gas price versus the Henry Hub that show a moderate positive correlation (R-square = 0.36) between forecast price and U.S. Wellhead natural gas price. These results suggest that agencies forecasting natural gas prices should consider incorporating the Henry Hub natural gas futures price into their forecasting models along with the AEO forecast. Our analysis is very preliminary and is based on a very small data set. Naturally the results of the analysis may change, as more data is made available.

    A rotor hub is provided for coupling a wind turbine rotor blade and a shaft. The hub has a yoke with a body which is connected to the shaft, and extension portions which are connected to teeter bearing blocks, each of which has an aperture. The blocks are connected to a saddle which envelops the rotor blade by one or two shafts which pass through the apertures in the bearing blocks. The saddle and blade are separated by a rubber interface which provides for distribution of stress over a larger portion of the blade. Two teeter control mechanisms, which may include hydraulic pistons and springs, are connected to the rotor blade and to the yoke at extension portions. These control mechanisms provide end-of-stroke damping, braking, and stiffness based on the teeter angle and speed of the blade.

    If oil and natural gas were perfect substitutes in all markets where they are used, market forces would be expected to drive their delivered prices to near equality on an energy-equivalent basis. The price of West Texas Intermediate (WTI) crude oil generally is denominated in terms of barrels, where 1 barrel has an energy content of approximately 5.8 million Btu. The price of natural gas (at the Henry Hub), in contrast, generally is denominated in million Btu. Thus, if the market prices of the two fuels were equal on the basis of their energy contents, the ratio of the crude oil price (the spot price for WTI, or low-sulfur light, crude oil) to the natural gas price (the Henry Hub spot price) would be approximately 6.0. From 1990 through 2007, however, the ratio of natural gas prices to crude oil prices averaged 8.6; and in the Annual Energy Outlook 2009 projections from 2008 through 2030, it averages 7.7 in the low oil price case, 14.6 in the reference case, and 20.2 in the high oil price case.

    Embodiments of microfluidic hubs and systems are described that may be used to connect fluidic modules. A space between surfaces may be set by fixtures described herein. In some examples a fixture may set substrate-to-substrate spacing based on a distance between registration surfaces on which the respective substrates rest. Fluidic interfaces are described, including examples where fluid conduits (e.g. capillaries) extend into the fixture to the space between surfaces. Droplets of fluid may be introduced to and/or removed from microfluidic hubs described herein, and fluid actuators may be used to move droplets within the space between surfaces.     The main thrust of this report is the development of a price record that would provide a basis for the identification of the areas of activity in the oil industry in which significant price changes have occurred, with expectation that this type of information could serve as a useful ingredient in the policy-making process. The study presents estimates of the selling price of a barrel of oil at three stages of operations of the industry - the wellhead, the refinery, and the end-use levels. Prices of individual classes of petroleum products at refineries and at the end-use level were also estimated. The price data are provided for benchmark years 1958, 1963, 1967, and 1972, as well as for 1973, 1974, 1975, and 1976 when crude oil prices rose considerably. The estimating procedure is briefly described in the study. The examination of the transmission of prices from market to market within the oil industry shows that the steep rise in 1973-1974 prices paid by end-users of petroleum products was due not only to the large increases in crude oil prices but also to the sizable increases in gross operating margins-labor costs, transportation, profits, etc. - at the refinery and distribution levels. In the post-embargo years of 1975 and 1976, prices continued to advance but at a slower pace. The refiners' gross margins in 1975, however, declined somewhat; they rose significantly above the 1974 level in 1976. The marketers' margins made further gains in 1975, but exhibited a decrease in 1976. The study includes a short discussion of the effects of rising oil prices in 1973-1976 on the profitability of the petroleum industry and the general price level.

    Nuclear simulators specifications typically ask for {open_quotes}high fidelity full scope replica simulator{close_quotes}. This request is not only the norm but also mandatory due to the strict regulations and safety concerns in that industry. It is an unquestionable fact that these types of simulators do provide the most realistic and effective environment to train control room operators in normal, abnormal operations, and especially in emergency conditions which would be difficult to rehearse otherwise. Utilities in the fossil industry who could afford the price that these top of the line simulators demand would not hesitate long to acquire one. Fortunately for the others, this industry has the luxury to be more flexible in its simulator`s needs which permits utilities to select a simulator within their specific budget. They may chose from a wide range of different types of simulators, including full scope or partial scope, high fidelity or generic, hardware control rooms replicas or CRT-based graphical emulations. In all cases, a simulator must be economically beneficial to plant operations to justify its cost. Taking into account the distinctive requirements of the fossil industry, including their budget constraints, CAE used its vast experience in nuclear simulators to produce a user-friendly, CRT-based compact fossil simulator, using ROSE (Real-time Object-oriented Software Environment). This paper describes the specifics and characteristics of the ROSE-base compact simulator.

    We have designed, fabricated, and characterized a digital microfluidic (DMF) platform to function as a central hub for interfacing multiple lab-on-a-chip sample processing modules towards automating the preparation of clinically-derived DNA samples for ultrahigh throughput sequencing (UHTS). The platform enables plug-and-play installation of a two-plate DMF device with consistent spacing, offers flexible connectivity for transferring samples between modules, and uses an intuitive programmable interface to control droplet/electrode actuations. Additionally, the hub platform uses transparent indium-tin oxide (ITO) electrodes to allow complete top and bottom optical access to the droplets on the DMF array, providing additional flexibility for various detection schemes.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

    The purpose of this article is to compare the accuracy of forecasts for natural gas prices as reported by the Energy Information Administration's Short-Term Energy Outlook (STEO) and the futures market for the period from 1998 to 2003. The analysis tabulates the existing data and develops a statistical comparison of the error between STEO and U.S. wellhead natural gas prices and between Henry Hub and U.S. wellhead spot prices. The results indicate that, on average, Henry Hub is a better predictor of natural gas prices with an average error of 0.23 and a standard deviation of 1.22 than STEO with an average error of -0.52 and a standard deviation of 1.36. This analysis suggests that as the futures market continues to report longer forward prices (currently out to five years), it may be of interest to economic modelers to compare the accuracy of their models to the futures market.
