    Recently lane formation and phase separation have been reported for experiments with binary complex plasmas in the PK3-Plus laboratory onboard the International Space Station (ISS). Positive non-additivity of particle interactions is known to stimulate phase separation (demixing), but its effect on lane formation is unknown. In this work, we used Langevin dynamics (LD) simulation to probe the role of non-additivity interactions on lane formation. The competition between laning and demixing leads to thicker lanes. Analysis based on anisotropic scaling indices reveals a crossover from normal laning mode to a demixing-stimulated laning mode. Extensive numerical simulations enabled us to identify a critical value of the non-additivity parameter {Delta} for the crossover.

    Microscopic modeling of multi-lane traffic is usually done by applying heuristic lane changing rules, and often with unsatisfying results. Recently, a cellular automation model for two-lane traffic was able to overcome some of these problems and to produce a correct density inversion at densities somewhat below the maximum flow density. In this paper, the authors summarize different approaches to lane changing and their results, and propose a general scheme, according to which realistic lane changing rules can be developed. They test this scheme by applying it to several different lane changing rules, which, in spite of their differences, generate similar and realistic results. The authors thus conclude that, for producing realistic results, the logical structure of the lane changing rules, as proposed here, is at least as important as the microscopic details of the rules.

    We propose an integrated modeling framework to optimally locate wireless charging facilities along a highway corridor to provide sufficient in-motion charging. The integrated model consists of a master, Infrastructure Planning Model that determines best locations with integrated two sub-models that explicitly capture energy consumption and charging and the interactions between electric vehicle and wireless charging technologies, geometrics of highway corridors, speed, and auxiliary system. The model is implemented in an illustrative case study of a highway corridor of Interstate 5 in Oregon. We found that the cost of establishing the charging lane is sensitive and increases with the speed to achieve. Through sensitivity analyses, we gain better understanding on the extent of impacts of geometric characteristics of highways and battery capacity on the charging lane design.

    The US Department of Energy (DOE) conducted remedial action at the Stepan property in Maywood, New Jersey and several vicinity properties in Lodi, New Jersey as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are in the vicinity of the DOE-owned Maywood Interim Storage Site (MISS), adjacent to the former Maywood Chemical Works facility. The property at One Shady Lane, Lodi, New Jersey was not one of these vicinity properties but was surveyed by DOE at the request of the owner. At the request of DOE, a team from Oak Ridge National Laboratory conducted a radiological survey at this property. The purpose of the survey, conducted in November 1994, was to confirm whether remedial actions were to be performed on the property in order to be in compliance with the identified Guidelines. The radiological survey included surface gamma scans and gamma readings at 1 meter, and the collection of soil samples for radionuclide analysis. Results of the survey demonstrated that all radiological measurements on the property at One Shady Lane, Lodi, New Jersey, were comparable to background levels in the area, and well within the limits prescribed by DOE radiological guidelines. Based on the results of the radiological survey data, this property does not meet guidelines for inclusion under FUSRAP.

The privately developed 46,000-square-foot LOOP project, which is intended to provide affordable off-campus student housing in an underserved community next to University of California at Santa Barbara, will contain more than 7,000 square feet of retail space, a roof deck, an event space, a gym, and 48 apartments. The project developer, MLP, is aiming to exceed CBP requirement, targeting energy consumption that is at least 65% less than that required by the standard. If the LOOP meets this goal, it is expected to achieve Leadership in Energy and Environmental Design (LEED) Gold certification.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site.     Exemptions and immunities relate to those instances in which conduct that would otherwise have an anticompetitive effect are insulated from application of the antitrust laws. These exemptions or the insulation occurs through two processes, one by statutory exemption and the second by judicial construction, implied immunity. There are five express exemptions: the Webb-Pomerene Trade Export Act, the provisions for cooperation with the International Energy Program under the International Energy Act, the Defense Production Act of 1950, the small-business joint-venture exemption and finally the Clayton Act section 7 exemption for mergers or acquisitions that are approved by DOE or ICC. This is one of the 1950 amendments to the Clayton Act. A discussion of these and implied exemptions reviews several court cases to see if there is a common thread to indicate future developments.

    The provisions in 40 CFR 261 establish which solid waste and are regulated under Subtitle C of the Resource Considered hazardous waste and are regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA). These provisions also exclude or exempt certain wastes from regulation. Wastes are excluded or exempted from coverage for a variety of reasons. The original RCRA legislation excluded a number of wastes that did not present a significant threat to human health or the environment or that were managed under other environmental programs. Other wastes were excluded by EPA to encourage their recycling or reuse as feedstocks in manufacturing processes. Some exclusions or exemptions serve to establish when a waste material becomes subject to regulation or when waste quantities are too minimal to be fully covered by the Federal hazardous waste regulatory program. As new regulations have caused the universe of RCRA generators and facilities to increase, the number of exclusions and exemptions have increased as well.     In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical

Full text of publication follows: Nuclear Site License Holders within the United Kingdom are increasingly re-examining the options available for disposal of solid waste produced during routine operations and decommissioning activities. The incentives to do so include: 'Compliance with the requirement to minimise radioactive waste, as stipulated in Disposal Authorisations issued by the Environment Agency' Reducing the burden on the UK Low Level Waste Repository (LLWR)' Achieving cost savings on waste management, by avoiding expensive conditioning, transport and disposal costs for certain wastes. Wastes may be exempted from regulation under the Radioactive Substances Act, 1993 (RSA 93) provided they comply with the conditions laid out in the relevant Exemption Orders. In effect, they may be legally disposed as if they were non-radioactive waste. A national Code of Practice on Clearance and Exemption Principles, Processes and Practices was introduced in 2005 to clarify the requirements of these Exemption Orders and provide guidance on their practical application. In order to demonstrate compliance with these Exemption Orders, it is essential to have good knowledge of the items' history and their potential for contamination. Monitoring is frequently used as definitive evidence that the radioactivity content of waste items does not exceed limits proscribed in the relevant Exemption Orders. The practicalities of monitoring require careful consideration in order to achieve meaningful results and be capable of achieving the low specific activity limits quoted in the Exemption Orders. The Cross Industry Assay Working Group is a national collection of non-destructive assay specialists from a range of companies, which meets regularly to discuss challenges relating to the assay of all categories of waste.     Portable High Resolution Gamma Spectrometry (HRGS) has been developed, for Very Low Level Waste (VLLW) and Exempt Waste (EW) assay at AWE, in order to meet the latest reduced clearance levels of < 1 Bq/g (or Bq/cm{sup 2}) for uranium (U) contaminated wastes and < 0.15 Bq/g (or Bq/cm{sup 2}) for plutonium (Pu) wastes. Studies have focused on a 10 kg bag of low density soft waste monitored either as a rotating cylinder, contained within a shortened plastic drum liner, or as a contained disk monitored on each broad side. Liquid and surface contaminated metal wastes have also been studied. It was established that monitoring the disk gave the best detection levels, but uncertainties rose more sharply, compared to the cylinder, as detector offset was reduced. Exempt detection levels were readily achieved for all U compositions encountered at AWE and for most Pu compositions (via Am-241 measurement). However, performance will need to be enhanced for those Pu compositions with relatively high Pu/Am-241 activity ratios. Recommendations are made for further developments to enhance the performance of this technique so that exempt clearance can be achieved for all Pu compositions encountered. (author)

    This report provides a technical and regulatory assessment of the fissile material general licenses and fissile material exemptions within Title 10 of the Code of Federal Regulations Part 71. The assessment included literature studies and calculational analyses to evaluate the technical criteria; review of current industry practice and concerns; and a detailed evaluation of the regulatory text for clarity, consistency and relevance. Recommendations for potential consideration by the Nuclear Regulatory Commission staff are provided. The recommendations call for a simplification and consolidation of the general licenses and a change in the technical criteria for the first fissile material exemptions.

The scope of the guidelines is to cover all five DOE sites that fall under the DOE Oak Ridge Operations and are operated by LMES. These facilities are the ORNL, Y-12 Plant, K-25 Site all at Oak Ridge, Tennessee; the Paducah Gaseous Diffusion Plant, Paducah, Kentucky; and the Portsmouth Gaseous Diffusion Plant, Portsmouth, Ohio.     The paragraphs for general licenses for fissile material and exemptions (often termed exceptions in the international community) for fissile material have long been a part of the US Code of Federal Regulations (CFR) 10 CFR Part 71, Packaging and Transportation of Radioactive Material. More recently, the Nuclear Regulatory Commission (NRC) issued a final rule on Part 71 via emergency rule-making procedures in order to address an identified deficiency related to one of the fissile exemptions. To address the specified deficiency in a general fashion, the emergency rule adopted the approach of the 1996 Edition of the IAEA: Regulations for the Safe Transport of Radioactive Material (IAEA 1996), which places restrictions on certain moderating materials and limits the quantity of fissile material in a consignment. The public comments received by the NRC indicated general agreement with the need for restrictions on certain moderators (beryllium, deuterium, and graphite). The comments indicated concern relative to both the degree of restriction imposed (not more than 0.1% of fissile material mass) and the need to limit the fissile material mass of the consignment, particularly in light of the subsequent NRC staff position that the true intent was to provide control for limiting the fissile mass of the conveyance. The purpose of the review is to identify potential deficiencies that might be adverse to maintaining adequate subcriticality under normal conditions of transport and hypothetical accident conditions. In addition, ORNL has been asked to identify changes that would address any identified safety issues, enable inherently safe packages to continue to be unencumbered in transport, and seek to minimize the impact on current safe practices.

    Following the issuance of Title 10 Code of Federal Regulations Part 835 (10 CFR 835), {open_quotes}Occupational Radiation Protection,{close_quotes} in the Federal Register on 14 December 1993, all DOE facilities subject to the rule provisions were required to submit a radiation protection program that Sets forth the plans, schedules, and other measures for achieving compliance with the rule by 1 January 1996. Numerous DOE facilities identified areas of the rule where their facility needed either (1) a clarification of the intent and expectation of a provisions or (2) an exemption from the provisions. In response, the DOE Office of Worker Protection Programs and Hazards Management (EH-52) prepared and disseminated eight Radiological Control Technical Positions (RCTPs). These RCTPs provided clarifications of DOE`s intent and expectations for compliance with specific provisions of the rule. EH-52 also processed requests for exemptions from provisions of 10 CFR 835 received from twelve different DOE facilities. The DOE issued 21 separate responses to these facilities, each one addressing the specific exepemtion request. Each response contained (1) an Exemption Decision and (2) a Technical Position discussing the basis for either denying or granting with conditions, as applicable, the exemption request.

    In 2009, approximately 260,000 animal-vehicle collisions were reported in the United States, resulting in 12,000 human injuries and 173 human fatalities. Research has focused on identifying factors associated with high densities of animal-vehicle collisions, including variables such as traffic speed and volume, road design, topographic features, vegetative cover, and local deer or elk (Cervus elaphus) abundance. The purposes of this study were to document how often and where mule deer (Odocoileus hemionus) crossed roads in a western United States wildland-urban interface area, and to relate deer road-crossing behavior to deer-vehicle collision locations. Seven adult mule deer (four males [M] and three females [F]) were captured and collared with GPS-enabled collars during December 2001 and January 2002. Five of the seven deployed collars were recovered. None of the roads in the study area appeared to act as a substantial barrier to deer passage. Deer home ranges straddled highways and primary, secondary, and tertiary arterial roads. Deer crossed all types of roads. The average number of times deer crossed road during 24 hours of monitoring ranged from 2.1 to 7.0. Deer in the Los Alamos townsite avoided crossing roads during day and before sunset. Deer-vehicle accidents occurred at 350 percent of the level expected after sunset. All other time periods had fewer accidents than expected. The distribution of accidents across time periods was not similar to the distribution of road crossings across time periods for any deer. Within Los Alamos County there was a clear trend for deer-vehicle collisions to occur on roads with speed limits > 35 mph. Deer in the townsite frequently crossed roads with lower speed limits; therefore, the reason for the paucity of accidents along these roads was evidently the ability of drivers to detect deer (or the ability of deer to detect vehicles) and respond before an accident occurred. There was a significant but not strong correlation between the density of accidents and the density of road crossings. This was probably related to the high number of deer crossings of tertiary arterial roads, where accidents were not likely to occur.
