    The author believes that wholesale markets in the United States would have a greater likelihood of ultimately benefiting consumers if the Federal Energy Regulatory Commission did not have the mandate under the Federal Power Act (FPA) to ensure that wholesale prices are ''just and reasonable.'' However, he continues to believe that the FERC cannot avoid having an ex post criteria for asssessing whether market prices are just and reasonable. Moreover, changes in the design and regulatory oversight of U.S. wholesale electricity markets in recent years, including the recent Supreme Court decision, have caused him to believe even more strongly in the guardrails-for-market-outcomes approach. Finally, several questions are addressed which relate to the pricing of fixed-price, long-term contracts and the impact of these obligations on the behavior of suppliers in short-term wholesale markets that are directly relevant to answering the two major questions that the Supreme Court remanded to FERC in its recent decision.

    The Wholesale Power Rate Development Study (WPRDS) calculates BPA proposed rates based on information either developed in the WPRDS or supplied by the other studies that comprise the BPA rate proposal. All of these studies, and accompanying documentation, provide the details of computations and assumptions. In general, information about loads and resources is provided by the Load Resource Study (LRS), WP-07-E-BPA-01, and the LRS Documentation, WP-07-E-BPA-01A. Revenue requirements information, as well as the Planned Net Revenues for Risk (PNNR), is provided in the Revenue Requirement Study, WP-07-E-BPA-02, and its accompanying Revenue Requirement Study Documentation, WP-07-E-BPA-02A and WP-07-E-BPA-02B. The Market Price Forecast Study (MPFS), WP-07-E-BPA-03, and the MPFS Documentation, WP-07-E-BPA-03A, provide the WPRDS with information regarding seasonal and diurnal differentiation of energy rates, as well information regarding monthly market prices for Demand Rates. In addition, this study provides information for the pricing of unbundled power products. The Risk Analysis Study, WP-07-E-BPA-04, and the Risk Analysis Study Documentation, WP-07-E-BPA-04A, provide short-term balancing purchases as well as secondary energy sales and revenue. The Section 7(b)(2) Rate Test Study, WP-07-E-BPA-06, and the Section 7(b)(2) Rate Test Study Documentation, WP-07-E-BPA-06A, implement Section 7(b)(2) of the Northwest Power Act to ensure that BPA preference customers firm power rates applied to their general requirements are no higher than rates calculated using specific assumptions in the Northwest Power Act.

    The purpose of this Study is to establish the level of revenues from wholesale power rates necessary to recover, in accordance with sound business principles, the Federal Columbia River Power System (FCRPS) costs associated with the production, acquisition, marketing, and conservation of electric power.     A large stand-alone PV lighting project was installed in June 1983 at the Jebel Ali Hotel in Dubai, United Arab Emirates. A high mast lighting system provides illumination for a 130 meter diameter traffic roundabout. The high mast system is powered by a 15 kilowatt peak array of Mobil Solar ribbon PV modules. Along the 700 meter access road leading to the hotel entrance, twenty-one PV powered streetlights provide low-level lighting. Each streetlight consists of a 20 watt fluorescent tube powered by two 35 Wp modules. Operation of both systems is completely automatic. Design, installation, and operating experience to date are reviewed.

    The Federal Columbia River Power System (FCRPS), operated on behalf of the ratepayers of the PNW by BPA and other Federal agencies, faces many uncertainties during the FY 2007-2009 rate period. Among these uncertainties, the largest revolve around hydro conditions, market prices and river operations for fish recovery. In order to provide a high probability of making its U.S. Treasury payments, BPA performs a Risk Analysis as part of its rate-making process. In this Risk Analysis, BPA identifies key risks, models their relationships, and then analyzes their impacts on net revenues (total revenues less expenses). BPA subsequently evaluates in the ToolKit Model the Treasury Payment Probability (TPP) resulting from the rates, risks, and risk mitigation measures described here and in the Wholesale Power Rate Development Study (WPRDS). If the TPP falls short of BPA's standard, additional risk mitigation revenues, such as PNRR and CRAC revenues are incorporated in the modeling in ToolKit until the TPP standard is met. Increased wholesale market price volatility and six years of drought have significantly changed the profile of risk and uncertainty facing BPA and its stakeholders. These present new challenges for BPA in its effort to keep its power rates as low as possible while fully meeting its obligations to the U.S. Treasury. As a result, the risk BPA faces in not receiving the level of secondary revenues that have been credited to power rates before receiving those funds is greater. In addition to market price volatility, BPA also faces uncertainty around the financial impacts of operations for fish programs in FY 2006 and in the FY 2007-2009 rate period. A new Biological Opinion or possible court-ordered change to river operations in FY 2006 through FY 2009 may reduce BPA's net revenues included Initial Proposal. Finally, the FY 2007-2009 risk analysis includes new operational risks as well as a more comprehensive analysis of non-operating risks. Both the operational

    This project was motivated by the fundamental match between hotel space conditioning load response capability and power system contingency response needs. As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. At ORNL s suggestion, Digital Solutions Inc. adapted its hotel air conditioning control technology to supply power system spinning reserve. This energy saving technology is primarily designed to provide the hotel operator with the ability to control individual room temperature set-points based upon occupancy (25% to 50% energy savings based on an earlier study [Kirby and Ally, 2002]). DSI added instantaneous local load shedding capability in response to power system frequency and centrally dispatched load shedding capability in response to power system operator command. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host the spinning reserve test. The Tennessee Valley Authority supplied real-time metering equipment in the form of an internet connected Dranetz-BMI power quality meter and monitoring expertise to record total hotel load during both normal operations and test results. The Sevier County Electric System installed the metering. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. These results are prior to implementing control over the common area air conditioning loads. Testing was also not at times of highest system or hotel loading. Full response occurred in 12 to 60 seconds from when the system operator s command to shed load was issued. The load drop was very rapid, essentially as fast as the 2 second metering could detect, with all units responding essentially simultaneously.     The thin-layer drying behavior of vegetable wastes (as a mix of lettuce and cauliflower leaves) from wholesale market for a temperature range of 50--150 C was determined. Drying of this material was found to take part only in the falling-rate period. The experimental data were fitted to the simple exponential model and the Page model. Both models have good prediction capability. Effective diffusion coefficient varied from 6.03 x 10{sup {minus}9} to 3.15 x 10{sup {minus}8} m{sup 2}/s with an activation energy of diffusion of 19.82 kJ/mol. The temperature dependence of the effective diffusion coefficient was expressed by an Arrhenius-type relationship.

This ''2007 Wholesale Power Rate Adjustment Proceeding'' is designed to establish replacement rate schedules and General Rate Schedule Provisions (GRSPs) for those that expire on September 30, 2006. This power rate case also establishes the General Transfer Agreement (GTA) Delivery Charge for the period of October 1, 2007, through September 30, 2009. BPA's Power Subscription Strategy and Record of Decision (Subscription Strategy), as well as other Agency processes, provide much of the policy context for this rate case and are described in Section 2.     Since the beginning of operation of the electricity Pool in England and Wales in 1990, the energy and capacity components of Pool prices have only to a limited extent reflected changes in supply and demand in the wholesale market. To a greater extent, they have resulted from the specific bidding tactics adopted by dominant generators. These bidding tactics have, in turn, been influenced by the companies` contractual positions (with regard to fuel purchases and electricity sales), their relationship with the regulator, and their longer term strategic objectives. In recent years greater attention has focused on Uplift, the third component of Pool prices. Uplift represents the difference between the Pool Purchase Price (the price received by generators), and the Pool Selling Price (the price paid by suppliers). The costs of Uplift (against which most suppliers are unhedged) have increased considerably since the early years of operation of the Pool, and Uplift revenues have become an important source of profits for the major generators. In this paper the author describes the development of the three key price components in the electricity Pool in England and Wales since its establishment in 1990 and explain the reasons behind the principal price movements. The author focuses on Uplift and discusses the way in which increases in the level of Uplift have led to pressures for greater unbundling of the various Uplift components. This unbundling has been associated with moves to increase the extent to which various Pool services which contribute to Uplift are exposed to competition. The author concludes the paper with a discussion of the messages that emerge for the electricity market as a whole from England and Wales experiences with Uplift.

    This work considers the possibilities of an air-based Brayton cycle to provide the power, heating and cooling needs of fast-food restaurants. A model of the cycle based on conventional turbomachinery loss coefficients is formulated. The heating, cooling and power capabilities of the cycle are extracted from simulation results. Power and thermal loads for restaurants in Knoxville, TN and in International Falls, MN, are considered. It is found that the cycle can meet the loads by setting speed and mass flow-rate apportionment between the power and cooling functional sections. The associated energy costs appear elevated when compared to the cost ofmore » operating individual components or a more conventional, absorption-based CHP system.     In March 2005, the Midwest Independent System Operator (MISO) will begin operating the first-ever wholesale market for electricity in the central and upper Midwestern portion of the United States. Region-wide, centralized, security-constrained, bid-based dispatch will replace the current system of decentralized dispatch by individual utilities and control areas. This report focuses on how the operation of generators may change under centralized dispatch. We analyze a stylized example of these changes by comparing a base case dispatch based on a ''snapshot'' taken from MISO's state estimator for an actual, historical dispatch (4 p.m., July 7, 2003) to a hypothetical, centralized dispatch that seeks to minimize the total system cost of production, using estimated cost data collected by the EIA. Based on these changes in dispatch, we calculate locational marginal prices, which in turn reveals the location of congestion within MISO's footprint, as well as the distribution of congestion revenues. We also consider two sensitivity scenarios that examine (1) the effect of changes in MISO membership (2003 vs. 2004 membership lists), and (2) different load and electrical data, based on a snapshot from a different date and time (1 p.m., Feb. 18, 2004). Although our analysis offers important insights into how the MISO market could operate when it opens, we do not address the question of the total benefits or costs of creating a wholesale market in the Midwest.

    This report proposes a reformulation of U.S. ISO/RTO-managed wholesale electric power mar- kets for improved reliability and e ciency of system operations. Current markets do not specify or compensate primary frequency response. They also unnecessarily limit the participation of new technologies in reserve markets and o er insu cient economic inducements for new capacity invest- ment. In the proposed market reformulation, energy products are represented as physically-covered rm contracts and reserve products as physically-covered call option contracts. Trading of these products is supported by a backbone of linked ISO/RTO-managed forward markets with planning horizons ranging from multiple years to minutes ahead. A principal advantage of this reformulation is that reserve needs can be speci ed in detail, and resources can o er the services for which they are best suited, without being forced to conform to rigid reserve product de nitions. This should improve the business case for electric energy storage and other emerging technologies to provide reserve. In addition, the facilitation of price discovery should help to ensure e cient energy/reserve procurement and adequate levels of new capacity investment.

    This report is the second in a series of three reports describing the potential of GE’s DR-enabled appliances to provide benefits to the utility grid. The first report described the modeling methodology used to represent the GE appliances in the GridLAB-D simulation environment and the estimated potential for peak demand reduction at various deployment levels. The third report will explore the technical capability of aggregated group actions to positively impact grid stability, including frequency and voltage regulation and spinning reserves, and the impacts on distribution feeder voltage regulation, including mitigation of fluctuations caused by high penetration of photovoltaic distributed generation. In this report, a series of analytical methods were presented to estimate the potential cost benefit of smart appliances while utilizing demand response. Previous work estimated the potential technical benefit (i.e., peak reduction) of smart appliances, while this report focuses on the monetary value of that participation. The effects on wholesale energy cost and possible additional revenue available by participating in frequency regulation and spinning reserve markets were explored.

Investigation of the electrical energy requirement in these buildings is essential to energy conservation. With it, norms of energy use for the buildings in use can be deduced and can be used to establish energy management programs. This article reports on a pioneer investigation on the electrical energy use of hotels in Hong Kong. A survey on the actual consumption in 20 hotels has been conducted, and results are presented. Significance of the norms and the various end-use components of the total electrical energy requirement are discussed.

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

  8. A study in the application of energy management at a table service restaurant

    This paper describes a study of the application of energy management including electric demand limit control in a 6656 ft/sup 2/ table service restaurant located in Minneapolis, which contained 30 tons of rooftop air conditioning, a 74 kW electric dishwasher, and natural gas space heating. Strategies were developed for applying demand-limit and time-of-day controls on rooftop air-conditioning units, refrigeration equipment, ventilation equipment, and a dishwasher electric booster heater. This study was conducted over a one-year period using a week-on/week-off test procedure in which the energy management controls were in operation alternately for one week and then manually disconnected for the following week. This testing method was chosen to reduce the effects of changes in the business operating procedures, changes in the connected electrical loads and irregularities in the climate that tend to distort results based on a year-to-year comparison. Extensive instrumentation was installed to monitor the operation of controlled loads, the impact on the space temperature, the operation of overrides and limit controls on critical loads, peak electric demand, and total energy consumption. The study demonstrated that electric demand charges were reduced 19.7% and that electric energy usage charges were reduced 8.7%. The total annual savings was $2440 which represented a 13% savings on the total energy bill and a 48% return-on-investment on a system installed cost of $5083.

    This paper gives an overview about waste management in holiday resorts. The objective is to determine the composition of waste and the specific waste quantities per guest. This data represents the basis for planning recycling measures and corresponding treatment facilities. The sorting analyses show the great potential of organic material suitable for biological treatment. Because of the characteristics (water content, structure) of these organic materials, composting is not as suitable as fermentation. Fermentation tests with hotel bio-waste turned out a much higher rate of biogas compared with communal bio-waste. Until now, biogas as a possibility of regenerative energy, has not been taken into consideration for big hotels or holiday resorts. Using biogas as an additional source of energy and the fermentation products as fertilizer would be a further step to an ecologically beneficial tourism.

    Different ventilation strategies to improve indoor air quality and to reduce HVAC system operating costs in a restaurant with nonsmoking and smoking areas and a bar are discussed in this paper. A generic sitting-type restaurant is used for the analysis. Prototype designs for the restaurant chain with more than 200 restaurants in different US climates were analyzed to collect the information on building envelope, dining area size, heat and contaminant sources and loads, occupancy rates, and current design practices. Four constant air volume HVAC systems wit h a constant and variable (demand-based) outdoor airflow rate, with a mixing and displacement air distribution, were compared in five representative US climates: cold (Minneapolis, MN); Maritime (Seattle, WA); moderate (Albuquerque, NM); hot-dry (Phoenix, AZ); and hot-humid (Miami, FL). For all four compared cases and climatic conditions, heating and cooling consumption by the HVAC system throughout the year-round operation was calculated and operation costs were compared. The analysis shows: Displacement air distribution allows for better indoor air quality in the breathing zone at the same outdoor air supply airflow rate due to contaminant stratification along the room height. The increase in outdoor air supply during the peak hours in Miami and Albuquerque results in an increase of both heating and cooling energy consumption. In other climates, the increase in outdoor air supply results in reduced cooling energy consumption. For the Phoenix, Minneapolis, and Seattle locations, the HVAC system operation with a variable outdoor air supply allows for a decrease in cooling consumption up to 50% and, in some cases, eliminates the use of refrigeration machines. The effect of temperature stratification on HVAC system parameters is the same for all locations; displacement ventilation systems result in decreased cooling energy consumption but increased heating consumption.

  13. Combined Heating and Power Using Microturbines in a Major Urban Hotel

    This paper describes the results of a cooperative effort to install and operate a Cooling, Heating and Power (CHP) System at a major hotel in San Francisco, CA. The packaged CHP System integrated four microturbines, a double-effect absorption chiller, two fuel gas boosters, and the control hardware and software to ensure that the system operated predictably, reliably, and safely. The chiller was directly energized by the recycled hot exhaust from the microturbines, and could be configured to provide either chilled or hot water. As installed, the system was capable of providing up to 227 kW of net electrical power and 142 Refrigeration Tons (RT) of chilled water at a 59oF (15oC) ambient temperature. For the year, the CHP efficiency was 54 percent. Significant lessons learned from this test and verification project are discussed as well as measured performance and economic considerations.

    The Forest County Potawatomi Community, a federally-recognized Indian Tribe with a strong commitment to the natural environment, sought and obtained funding to investigate energy efficient improvements to its Potawatomi Carter Casino & Hotel and the adjacent Potawatomi Carter C-Store and Smoke Shop. The resulting energy studies recommended energy conservation measures that would collectively reduce energy use by more than 30% at the facilities and would save approximately $200,000 per year in energy costs. Consistent with its commitment to the natural environment, and to advance its goal of energy independence using Carbon free or Carbon neutral renewable resources, the Community has already begun implementing certain measures and continues to seek funding sources necessary to implement the remaining measures.

    The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

    The commercial sector consists of business establishments and other organizations that provide services. The sector includes service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as a wide range of facilities that would not be considered commercial in a traditional economic sense, such as public schools, correctional institutions, and religious and fraternal organizations. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The target population for the 1995 CBECS consisted of all commercial buildings in the US with more than 1,000 square feet of floorspace. Decision makers, businesses, and other organizations that are concerned with the use of energy--building owners and managers, regulators, legislative bodies and executive agencies at all levels of government, utilities and other energy suppliers--are confronted with a buildings sector that is complex. Data on major characteristics (e.g., type of building, size, year constructed, location) collected from the buildings, along with the amount and types of energy the buildings consume, help answer fundamental questions about the use of energy in commercial buildings.

    BPA's operating environment is filled with numerous uncertainties, and thus the rate-setting process must take into account a wide spectrum of risks. The objective of the Risk Analysis is to identify, model, and analyze the impacts that key risks have on BPA's net revenue (total revenues less total expenses). This is carried out in two distinct steps: a risk analysis step, in which the distributions, or profiles, of operating and non operating risks are defined, and a risk mitigation step, in which different rate tools are tested to assess their ability to recover BPA's costs in the face of this uncertainty. Two statistical models are used in the risk analysis step for this rate proposal, the Risk Analysis Model (RiskMod), and the Non-Operating Risk Model (NORM), while a third model, the ToolKit, is used to test the effectiveness of rate tools options in the risk mitigation step. RiskMod is discussed in Sections 2.1 through 2.4, the NORM is discussed in Section 2.5, and the ToolKit is discussed in Section 3. The models function together so that BPA can develop rates that cover all of its costs and provide a high probability of making its Treasury payments on time and in full during the rate period. By law, BPA's payments to Treasury are the lowest priority for revenue application, meaning that payments to Treasury are the first to be missed if financial reserves are insufficient to pay all bills on time. For this reason, BPA measures its potential for recovering costs in terms of probability of being able to make Treasury payments on time (also known as Treasury Payment Probability or TPP).

    Demand response has grown to be a part of the repertoire of resources used by utilities to manage the balance between generation and load. In recent years, advances in communications and control technology have enabled utilities to consider continuously controlling demand response to meet generation, rather than the other way around. This paper discusses the economic applications of a general method for load resource analysis that parallels the approach used to analyze generation resources and uses the method to examine the results of the US Department of Energys Olympic Peninsula Demonstration Testbed. A market-based closed-loop system of controllable assets is discussed with necessary and sufficient conditions on system controllability, observability and stability derived.

    In New York State, the default electricity pricing for large customers is Mandatory Hourly Pricing (MHP), which is charged based on zonal day-ahead market price for energy. With MHP, retail customers can adjust their building load to an economically optimal level according to hourly electricity prices. Yet, many customers seek alternative pricing options such as fixed rates through retail access for their electricity supply. Open Automated Demand Response (OpenADR) is an XML (eXtensible Markup Language) based information exchange model that communicates price and reliability information. It allows customers to evaluate hourly prices and provide demand response in an automated fashion to minimize electricity costs. This document shows how OpenADR can support MHP and facilitate price responsive demand for large commercial customers in New York City.

    This study presents BPA's market price forecasts for the Final Proposal, which are based on AURORA modeling. AURORA calculates the variable cost of the marginal resource in a competitively priced energy market. In competitive market pricing, the marginal cost of production is equivalent to the market-clearing price. Market-clearing prices are important factors for informing BPA's power rates. AURORA was used as the primary tool for (a) estimating the forward price for the IOU REP Settlement benefits calculation for fiscal years (FY) 2008 and 2009, (b) estimating the uncertainty surrounding DSI payments and IOU REP Settlements benefits, (c) informing the secondary revenue forecast and (d) providing a price input used for the risk analysis. For information about the calculation of the secondary revenues, uncertainty regarding the IOU REP Settlement benefits and DSI payment uncertainty, and the risk run, see Risk Analysis Study WP-07-FS-BPA-04.

The purpose of this study was to determine the relative importance of energy end-use functions other than HVAC and lighting for commercial buildings, and to identify general avenues and approaches for energy use reduction. Specific energy consuming technologies addressed include non-HVAC and lighting technologies in commercial buildings with significant energy use to warrant detailed analyses. The end-uses include office equipment, refrigeration, water heating, cooking, vending machines, water coolers, laundry equipment and electronics other than office equipment.     This project examined the impact of renewable energy sources, which have zero incremental energy costs, on the sustainability of conventional generation. This “missing money” problem refers to market outcomes in which infra-marginal energy revenues in excess of operations and maintenance (O&M) costs are systematically lower than the amortized costs of new entry for a marginal generator. The problem is caused by two related factors: (1) conventional generation is dispatched less, and (2) the price that conventional generation receives for its energy is lower. This lower revenue stream may not be sufficient to cover both the variable and fixed costs of conventional generation. In fact, this study showed that higher wind penetrations in the Electric Reliability Council of Texas (ERCOT) system could cause many conventional generators to become uneconomic.

    This paper discusses challenges that relate to assessing and properly incentivizing the resources necessary to ensure a reliable electricity system with growing penetrations of variable generation (VG). The output of VG (primarily wind and solar generation) varies over time and cannot be predicted precisely. Therefore, the energy from VG is not always guaranteed to be available at times when it is most needed. This means that its contribution towards resource adequacy can be significantly less than the contribution from traditional resources. Variable renewable resources also have near-zero variable costs, and with production-based subsidies they may even have negative offer costs.more » Because variable costs drive the spot price of energy, this can lead to reduced prices, sales, and therefore revenue for all resources within the energy market. The characteristics of VG can also result in increased price volatility as well as the need for more flexibility in the resource fleet in order to maintain system reliability. Furthermore, we explore both traditional and evolving electricity market designs in the United States that aim to ensure resource adequacy and sufficient revenues to recover costs when those resources are needed for long-term reliability. We also investigate how reliability needs may be evolving and discuss how VG may affect future electricity market designs.« less

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

A proposed revised schedule has been prepared for Tasks 3 and 4. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program have been prescreened and tested to verify their actual performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.

    Although heat pump water heaters are today widely accepted in both Japan and Europe, where energy costs are high and government incentives for their use exist, acceptance of such products in the US has been limited. While this trend is slowly changing with the introduction of heat pump water heaters into the residential market, but acceptance remains low in the commercial sector. The objective of the presented work is the development of a high efficiency R744 heat pump water heater for commercial applications with effective utilization of the cooling capability for air conditioning and/or refrigeration. The ultimate goal is to achieve total system COP of up to 8. This unit will be targeted at commercial use where some cooling load is typically needed year round, such as restaurants, hotels, nursing homes, and hospitals. This paper presents the performance results from the development of four R744 commercial heat pump water heater packages of approximately 35 kW and comparison to a commercially available baseline R134a unit of the same capacity and footprint. In addition, the influences of an internal heat exchanger and an enhanced evaporator on the system performance are described and recommendations are made for further improvements of the R744 system.

  1. Early Detection of Melanoma and other Cancers in Residents of Nevada

    The overall goal of this project was to develop simple and inexpensive tests to screen for the presence of early stage cancer in the residents of Nevada with a particular emphasis on the membership of the Hotel Employee Restaurant Employee International Union (HEREIU) in Las Vegas. Our specific goals were: 1) to develop a clinical database of individuals with cancer and to create a biological specimen Collection and Storage Systems (the NVCI bio-bank); 2) to initiate screening of individuals for proteomic markers indicating susceptibility to or the presence of specific cancers, e.g. breast, ovarian, prostate and bladder. In addition, we proposed the implementation of novel digital imaging technologies to detect melanoma; 3) to genotype blood samples from individuals who consent to participate in IRB approved research studies using a high throughput single nucleotide polymorphisms (SNP) method based on optical thin-film biosensor chip technology; and 4) to conduct biostatistical analysis of clinical, demographic, genetic, proteomic and digital imaging data to stratify the population cohort into relative risk groups for cancers that are prevalent in Nevada.

    Heat pump water heaters (HPWHs) are two to four times as efficient as electric resistance water heaters and provide space cooling as well as water heating. They also cost considerably more, consume more space, and may require more maintenance. Their low operating costs make them an attractive option in hotels, apartment buildings, restaurants, laundries, and other settings where there are simultaneous demands for space cooling and water heating. In such settings they often pay back in less than two years relative to resistance water heating and can be more economical than gas water heating. In houses, the economics are highly variable, with paybacks ranging from less than two years to more than twenty years, depending on climate, water use patterns, and other factors. HPWHs can be a peak shaving option for utilities whose daily peak coincides with the residential morning water heating peak. Residential units draw 500 to 800 watts, compared to 4,500 watts or more for resistance water heaters. Heat pump water heaters hold a tiny share of the water heating market, but their profile is rising, due in part to a controversial water heating standard proposed in the United States. Six North American manufacturers currently produce nearly 50 models for residential and commercial applications, and several new players will enter the market in 1995. Scant field data exist on the performance of currently available models, but more information will become available over the coming year from several utility demonstration, monitoring, and incentive programs.
