    One of the outstanding unsolved riddles of nuclear astrophysics is the origin of the so called ''p-process'' nuclei from A = 92 to 126. Both the lighter and heavier p-process nuclei are adequately produced in the neon and oxygen shells of ordinary Type II supernovae, but the origin of these intermediate isotopes, especially {sup 92,94}Mo and {sup 96,98}Ru, has long been mysterious. Here we explore the production of these nuclei in the neutrino-driven wind from a young neutron star. We consider such early times that the wind still contains a proton excess because the rates for {nu}{sub e} and positron captures on neutrons are faster than those for the inverse captures on protons. Following a suggestion by Froehlich et al. (2005), they also include the possibility that, in addition to the protons, {alpha}-particles, and heavy seed, a small flux of neutrons is maintained by the reaction p({bar {nu}}{sub e}, e{sup +})n. This flux of neutrons is critical in bridging the long waiting points along the path of the rp-process by (n,p) and (n,{gamma}) reactions. Using the unmodified ejecta histories from a recent two-dimensional supernova model by Janka, Buras, and Rampp (2003), they find synthesis of p-rich nuclei up to {sup 102}Pd. However, if the entropy of these ejecta is increased by a factor of two, the synthesis extends to {sup 120}Te. Still larger increases in entropy, that might reflect the role of magnetic fields or vibrational energy input neglected in the hydrodynamical model, result in the production of numerous r-, s-, and p-process nuclei up to A {approx} 170, even in winds that are proton-rich.

    The Kotzebue Wind Power Project is a joint undertaking of the U.S. Department of Energy (DOE); Kotzebue Electric Association (KEA); and the Alaska Energy Authority (AEA). The goal of the project is to develop, construct, and operate a wind power plant interconnected to a small isolated utility grid in an arctic climate in Northwest Alaska. The primary objective of KEA’s wind energy program is to bring more affordable electricity and jobs to remote Alaskan communities. DOE funding has allowed KEA to develop a multi-faceted approach to meet these objectives that includes wind project planning and development, technology transfer, and community outreach. The first wind turbines were installed in the summer of 1997 and the newest turbines were installed in the spring of 2007. The total installed capacity of the KEA wind power project is 1.16 MW with a total of 17 turbines rated between 65 kW and 100 kW. The operation of the wind power plant has resulted in a wind penetration on the utility system in excess of 35% during periods of low loads. This document and referenced attachments are presented as the final technical report for the U.S. Department of Energy (DOE) grant agreement DE-FG36-97GO10199. Interim deliverables previously submitted are also referenced within this document and where reasonable to do so, specific sections are incorporated in the report or attached as appendices.

    The periodic spectroscopic events in {eta} Carinae are now well established and occur near the periastron passage of two massive stars in a very eccentric orbit. Several mechanisms have been proposed to explain the variations of different spectral features, such as an eclipse by the wind-wind collision (WWC) boundary, a shell ejection from the primary star or accretion of its wind onto the secondary. All of them have problems explaining all the observed phenomena. To better understand the nature of the cyclic events, we performed a dense monitoring of {eta} Carinae with five Southern telescopes during the 2009 low-excitation event, resulting in a set of data of unprecedented quality and sampling. The intrinsic luminosity of the He II {lambda}4686 emission line (L {approx} 310 L{sub Sun }) just before periastron reveals the presence of a very luminous transient source of extreme UV radiation emitted in the WWC region. Clumps in the primary's wind probably explain the flare-like behavior of both the X-ray and He II {lambda}4686 light curves. After a short-lived minimum, He II {lambda}4686 emission rises again to a new maximum, when X-rays are still absent or very weak. We interpret this as a collapse of the WWC onto the 'surface' of the secondary star, switching off the hard X-ray source and diminishing the WWC shock cone. The recovery from this state is controlled by the momentum balance between the secondary's wind and the clumps in the primary's wind.

    A program is underway to design, fabricate and test a horizontal axis Wind Turbine Generator (WTG) capable of producing 40 kW electrical output power in a 20 mph wind. Results are presented of the program effort covering fabrication and testing of the Wing Turbine Generator designed earlier. A minimum of difficulties were experienced during fabrication and, after successful completion of Contractor tests through 20 mph winds, the WTG was shipped to Rocky Flats, assembled and operated there. The 40 kW WTG is presently undergoing extended tests at Rockwell's Rocky Flats test facility.

    Offshore wind turbines are designed and analyzed using comprehensive simulation tools that account for the coupled dynamics of the wind inflow, aerodynamics, elasticity, and controls of the turbine, along with the incident waves, sea current, hydrodynamics, and foundation dynamics of the support structure. The Offshore Code Comparison Collaboration (OC3), which operated under the International Energy Agency (IEA) Wind Task 23, was established to verify the accuracy of these simulation tools [1]. This work was then extended under the Offshore Code Comparison Collaboration, Continuation (OC4) project under IEA Wind Task 30 [2]. Both of these projects sought to verify the accuracy of offshore wind turbine dynamics simulation tools (or codes) through code-to-code comparison of simulated responses of various offshore structures. This paper describes the latest findings from Phase II of the OC4 project, which involved the analysis of a 5-MW turbine supported by a floating semisubmersible. Twenty-two different organizations from 11 different countries submitted results using 24 different simulation tools. The variety of organizations contributing to the project brought together expertise from both the offshore structure and wind energy communities. Twenty-one different load cases were examined, encompassing varying levels of model complexity and a variety of metocean conditions. Differences in the results demonstrate the importance and accuracy of the various modeling approaches used. Significant findings include the importance of mooring dynamics to the mooring loads, the role nonlinear hydrodynamic terms play in calculating drift forces for the platform motions, and the difference between global (at the platform level) and local (at the member level) modeling of viscous drag. The results from this project will help guide development and improvement efforts for these tools to ensure that they are providing the accurate information needed to support the design and

    The secondary particle focusing horn for the AGS neutrino experiment proposal is a high current and high current density device. The peak current of horn is 300 kA. At the smallest area of horn, the current density is near 8 kA/mm{sup 2}. At very high current density, a few kA/mm{sup 2}, the electromigration phenomena will occur. Momentum transfer between electrons and metal atoms at high current density causes electromigration. The reliability and lifetime of focusing horn can be severely reduced by electromigration. This paper describes the latest findings of the code-to-code verification activities of the Offshore Code Comparison Collaboration, Continuation (OC4) project, which operates under the International Energy Agency (IEA) Wind Task 30. In the latest phase of the project, participants used an assortment of simulation codes to model the coupled dynamic response of a 5-MW wind turbine installed on a floating semisubmersible in 200 m of water. Code predictions were compared from load-case simulations selected to test different model features. The comparisons have resulted in a greater understanding of offshore floating wind turbine dynamics and modeling techniques, and better knowledge of the validity of various approximations. The lessons learned from this exercise have improved the participants? codes, thus improving the standard of offshore wind turbine modeling.

    Specialized Vertum Partners software tools were prototyped, tested and commercialized to allow wind energy stakeholders to assess the uncertainties of climate change on wind power production and distribution. This project resulted in three commercially proven products and a marketing tool. The first was a Weather Research and Forecasting Model (WRF) based resource evaluation system. The second was a web-based service providing global 10m wind data from multiple sources to wind industry subscription customers. The third product addressed the needs of our utility clients looking at climate change effects on electricity distribution. For this we collaborated on the Santa Ana Wildfire Threat Index (SAWTi), which was released publicly last quarter. Finally to promote these products and educate potential users we released “Gust or Bust”, a graphic-novel styled marketing publication.

    Non-ideal magnetohydrodynamical effects play a crucial role in determining the mechanism and efficiency of angular momentum transport as well as the level of turbulence in protoplanetary disks (PPDs), which are the key to understanding PPD evolution and planet formation. It was shown in our previous work that at 1 AU, the magnetorotational instability (MRI) is completely suppressed when both ohmic resistivity and ambipolar diffusion (AD) are taken into account, resulting in a laminar flow with accretion driven by magnetocentrifugal wind. In this work, we study the radial dependence of the laminar wind solution using local shearing-box simulations. The scaling relation on the angular momentum transport for the laminar wind is obtained, and we find that the wind-driven accretion rate can be approximated as M-dot approx. 0.91 x 10{sup -8}R{sub AU}{sup 1.21}(B{sub p}/10 mG){sup 0.93} M{sub Sun} yr{sup -1}, where B{sub p} is the strength of the large-scale poloidal magnetic field threading the disk. The result is independent of disk surface density. Four criteria are outlined for the existence of the laminar wind solution: (1) ohmic resistivity dominated the midplane region, (2) the AD-dominated disk upper layer, (3) the presence of a (not too weak) net vertical magnetic flux, and (4) sufficiently well-ionized gas beyond the disk surface. All these criteria are likely to be met in the inner region of the disk from {approx}0.3 AU to about 5-10 AU for typical PPD accretion rates. Beyond this radius, the angular momentum transport is likely to proceed due to a combination of the MRI and disk wind, and eventually completely dominated by the MRI (in the presence of strong AD) in the outer disk. Our simulation results provide key ingredients for a new paradigm on the accretion processes in PPDs.

    We present a model for the rotational evolution of a young, solar-mass star interacting magnetically with an accretion disk. As in a previous paper (Paper I), the model includes changes in the star's mass and radius as it descends the Hayashi track, a decreasing accretion rate, and a prescription for the angular momentum transfer between the star and disk. Paper I concluded that, for the relatively strong magnetic coupling expected in real systems, additional processes are necessary to explain the existence of slowly rotating pre-main-sequence stars. In the present paper, we extend the stellar spin model to include the effect of a spin-down torque that arises from an accretion-powered stellar wind (APSW). For a range of magnetic field strengths, accretion rates, initial spin rates, and mass outflow rates, the modeled stars exhibit rotation periods within the range of 1-10 days in the age range of 1-3 Myr. This range coincides with the bulk of the observed rotation periods, with the slow rotators corresponding to stars with the lowest accretion rates, strongest magnetic fields, and/or highest stellar wind mass outflow rates. We also make a direct, quantitative comparison between the APSW scenario and the two types of disk-locking models (namely, the X-wind and Ghosh and Lamb type models) and identify some remaining theoretical issues for understanding young star spins.

    The authors report here their on-ground restoration actions. Part 1 describes work conducted by the Underwood Conservation District (UCD) on private lands. This work involves the Stabler Cut-Bank project. Part 2 describes work conducted by the U.S. Forest Service. The Stabler Cut-Bank Project is a cooperative stream restoration effort between Bonneville Power Administration (BPA), the UCD, private landowners, the U.S. Forest Service (USFS), and the U.S. Fish and Wildlife Service (USFWS). The Stabler site was identified by UCD during stream surveys conducted in 1996 as part of a USFWS funded project aimed at initiating water quality and habitat restoration efforts on private lands in the basin. In 1997 the Wind River Watershed Council selected the project as a top priority demonstration project. The landowners were approached by the UCD and a partnership developed. Due to their expertise in channel rehabilitation, the Forest Service was consulted for the design and assisted with the implementation of the project. A portion of the initial phase of the project was funded by USFWS. However, the majority of funding (approximately 80%) has been provided by BPA and it is anticipated that additional work that is planned for the site will be conducted with BPA funds.

    In the present work, we calculate the evolution of the charge state distribution within the fast solar wind. We use the temperature, density, and velocity profiles predicted by Cranmer et al. to calculate the ionization history of the most important heavy elements in the solar corona and solar wind: C, N, O, Ne, Mg, Si, S, and Fe. The evolution of each charge state is calculated from the source region in the lower chromosphere to the final freeze-in point. We show that the solar wind velocity causes the plasma to experience significant departures from equilibrium at very low heights, well inside the field of view (within 0.6 R{sub sun} from the solar limb) of nearly all the available remote-sensing instrumentation, significantly affecting observed spectral line intensities. We also study the evolution of charge state ratios with distance from the source region, and the temperature they indicate if ionization equilibrium is assumed. We find that virtually every charge state from every element freezes in at a different height, so that the definition of freeze-in height is ambiguous. We also find that calculated freeze-in temperatures indicated by charge state ratios from in situ measurements have little relation to the local coronal temperature of the wind source region, and stop evolving much earlier than their correspondent charge state ratio. We discuss the implication of our results on plasma diagnostics of coronal holes from spectroscopic measurements as well as on theoretical solar wind models relying on coronal temperatures.

It is expected to pulse at 2.5 Hz repetition rate. A preliminary study is being conducted to explore the key issues associated with the power supply system design. Advanced technologies used in similar systems as well as new ideas are being examined, simulated and evaluated. This power supply will be a very high stored energy, high average power, and high peak power system.

    Described is the successful fabrication, installation, and checkout of 100 kW 17 metre Vertical Axis Wind Turbines (VAWTs). The turbines are Darrieus-type VAWTs with rotors 17 metres (55 feet) in diameter and 25.15 metres (83 feet) in height. They can produce 100 kW of electric power at a cost of energy as low as 3 cents per kWh, in an 18 mph wind regime using 12% annualized costs. Four turbines were produced; three are installed and are operable at: (1) Wind Systems Test Center, Rocky Flats, Colorado; (2) the US Department of Agriculture Conservation and Production Research Center at Bushland, Texas; and (3) Tisbury Water Authority, Vineyard Haven, Massachusetts, on the island of Martha's Vineyard.     Horn rule languages have formed the basis for many Artificial Intelligence application languages, but are not expressive enough to model domains with a rich hierarchical structure. Description logics have been designed especially to model rich hierarchies. Several applications would significantly benefit from combining the expressive power of both formalisms. This paper focuses on combining recursive function-free Horn rules with the expressive description logic ALCNR, and shows exactly when a hybrid language with decidable inference can be obtained. First, we show that several of the core constructors of description logics lead by themselves to undecidability of inference when combined with recursive function-free Horn rules. We then show that without these constructors we obtain a maximal subset of ALCNRR that yields a decidable hybrid language. Finally, we describe a restriction on the Horn rules that guarantees decidable inference when combined with all of ALCNR, and covers many of the common usages of recursive rules.

    An improved transverse electromagnetic (TEM) horn antenna comprises a resistive loading material on the exterior surfaces of the antenna plates. The resistive loading material attenuates or inhibits currents on the exterior surfaces of the TEM horn antenna. The exterior electromagnetic fields are of opposite polarity in comparison to the primary and desired interior electromagnetic field, thus inherently cause partial cancellation of the interior wave upon radiation or upon reception. Reducing the exterior fields increases the radiation efficiency of the antenna by reducing the cancellation of the primary interior field (supported by the interior surface currents). This increases the transmit gain and receive sensitivity of the TEM horn antenna, as well as improving the transient (time-domain) response.

    This paper gives an elementary proof of the tractability of a sub-class of temporal relations in Allen`s algebra and related temporal calculi, the class of pre-convex relations. In Allen`s case, this subclass coincides with the class of ORD-Horn relations. Nebel and Burckert defined ORD-Horn relations and proved that path-consistency is a sufficient condition for consistency of a network for this sub-class. We prove a stronger result: for each path-consistent network in the sub-class, we give an effective method for constructing a feasible scenario without backtrack.

    Kilowatt ratings of modern wind turbines have progressed rapidly from 50 kW to 1,800 kW over the past 25 years, with 3.0- to 7.5-MW turbines expected in the next 5 years. The premise of this study is simple: The rapid growth of wind turbine power ratings and the corresponding growth in turbine electrical generation systems and associated controls are quickly making low-voltage (LV) electrical design approaches cost-ineffective. This report provides design detail and compares the cost of energy (COE) between commercial LV-class wind power machines and emerging medium-voltage (MV)-class multi-megawatt wind technology. The key finding is that a 2.5% reduction in the COE can be achieved by moving from LV to MV systems. This is a conservative estimate, with a 3% to 3.5% reduction believed to be attainable once purchase orders to support a 250-turbine/year production level are placed. This evaluation considers capital costs as well as installation, maintenance, and training requirements for wind turbine maintenance personnel. Subsystems investigated include the generator, pendant cables, variable-speed converter, and padmount transformer with switchgear. Both current-source and voltage-source converter/inverter MV topologies are compared against their low-voltage, voltage-source counterparts at the 3.0-, 5.0-, and 7.5-MW levels.

    This report describes Alcoa's successful fabrication, installation, and check-out of 100-kW 17-metre Vertical-Axis Wind Turbines (VAWTs). The turbines are Darrieus-type VAWTs with rotors 17 meters (55 feet) in diameter and 25.15 metres (83 feet) in height. They can produce 100 kW of electric power at a cost of energy as low as 3 cents per kWh, in an 18-mph wind regime using 12% annualized costs. Four turbines were produced; three are installed and are operable at (1) the Wind Systems Test Center, Rocky Flats, Colorado; (2) the US Department of Agriculture Conservation and Production Research Center at Bushland, Texas; and (3) Tisbury Water Authority, Vineyard Haven, Massachusetts, on the island of Martha's Vineyard. The fourth turbine is stored at Bushland, Texas, awaiting selection of an erection site. Technical direction was provided to Alcoa by Sandia National Laboratories. Contract results are documented in this report (SAND82-7113) and in the Phase I Technical Report (ALO-4272), both of which are available through NTIS.

    Thermodynamic studies have been performed for the beam target and focusing horn system to be used in a very long baseline neutrino oscillation experiment [1]. A 2mm rms beam spot with power deposition of over 18 KW presents challenging material and engineering solutions to this project. Given that the amount of heat transferred by radiation alone from the target to the horn is quite small, the primary mechanism is heat removal by forced convection in the annular space between the target and the horn. The key elements are the operating temperature of the target, the temperature of the cooling fluid and the heat generation rate in the volume of the target that needs to be removed. These working parameters establish the mass flow rate and velocity of the coolant necessary to remove the generated heat. Several cooling options were explored using a carbon-carbon target and aluminum horn. Detailed analysis, trade studies and simulations were performed for cooling the horn and target with gaseous helium as well as water.

    We discuss the design, fabrication, and testing of prototype horn-coupled, lumped-element kinetic inductance detectors (LEKIDs) designed for cosmic microwave background studies. The LEKIDs are made from a thin aluminum film deposited on a silicon wafer and patterned using standard photolithographic techniques at STAR Cryoelectronics, a commercial device foundry. We fabricated 20-element arrays, optimized for a spectral band centered on 150 GHz, to test the sensitivity and yield of the devices as well as the multiplexing scheme. We characterized the detectors in two configurations. First, the detectors were tested in a dark environment with the horn apertures covered, and second, the horn apertures were pointed towards a beam-filling cryogenic blackbody load. These tests show that the multiplexing scheme is robust and scalable, the yield across multiple LEKID arrays is 91%, and the measured noise-equivalent temperatures for a 4 K optical load are in the range 26±6 μK√(s)

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    This paper describes the strategy for optimizing the magnetic horn for the neutrinos from STORed Muons (nuSTORM) facility. The nuSTORM magnetic horn is the primary collection device for the secondary particles generated by bombarding a solid target with 120 GeV protons. As a consequence of the non-conventional beamline designed for nuSTORM, the requirements on the horn are different from those for a conventional neutrino beamline. At nuSTORM, muons decay while circulating in the storage ring, and the detectors are placed downstream of the production straight so as to be exposed to the neutrinos from muon decay. nuSTORM aims at preciselymore » measuring the neutrino cross sections, and providing a definitive statement about the existence of sterile neutrinos. The nuSTORM horn aims at focusing the pions into a certain phase space so that more muons from pion decay can be accepted by the decay ring. The paper demonstrates a numerical method that was developed to optimize the horn design to gain higher neutrino flux from the circulating muons. A Genetic Algorithm (GA) was applied to the simultaneous optimization of the two objectives in this study. In conclusion, the application of the technique discussed in this paper is not limited to either the nuSTORM facility or muon based facilities, but can be used for other neutrino facilities that use magnetic horns as collection devices.« less

    BNL developed Direct Wind magnet technology is used to create a variety of complex multi-functional multi-layer superconducting coil structures without the need for creating custom production tooling and fixturing for each new project. Our Direct Wind process naturally integrates prestress into the coil structure so external coil collars and yokes are not needed; the final coil package transverse size can then be very compact. Direct Wind magnets are produced with very good field quality via corrections applied during the course of coil winding. The HERA-II and BEPC-II Interaction Region (IR) magnet, J-PARC corrector and Alpha antihydrogen magnetic trap magnets and our BTeV corrector magnet design are discussed here along with a full length ILC IR prototype magnet presently in production and the coils that were wound for an ATF2 upgrade at KEK. A new IR septum magnet design concept for a 6.2 T combined-function IR magnet for eRHIC, a future RHIC upgrade, is introduced here.

    A new antenna array is proposed in order to improve the sensitivity and complexity of microwave imaging diagnostics systems such as a microwave imaging reflectometry, a microwave imaging interferometer, and an electron cyclotron emission imaging. The antenna array consists of five elements: a horn antenna, a waveguide-to-microstrip line transition, a mixer, a local oscillation (LO) module, and an intermediate frequency amplifier. By using an LO module, the LO optics can be removed, and the supplied LO power to each element can be equalized. We report details of the antenna array and characteristics of a prototype antenna array.

Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school.     A series of three Hubble Space Telescope/Space Telescope Imaging Spectrograph spectroscopic mappings, spaced approximately one year apart, reveal three partial arcs in [Fe II] and [Ni II] emissions moving outward from {eta} Carinae. We identify these arcs with the shell-like structures, seen in the three-dimensional hydrodynamical simulations, formed by compression of the primary wind by the secondary wind during periastron passages.

    The goal of this activity is to help students see the difference in the speed and smoothness of the wind at different altitudes above the earth. This is important for wind engineers as they seek to place their wind turbines in the fastest and smoothest winds possible. It is also a major reason that wind turbines are getting larger and higher in the sky, and is why we are starting to see wind turbines in the plains and out in the ocean near the coast.     Efficient and economical utilization of wind power will require the ability to measure and ultimately predict the effects fluctuations in the incident wind will have on a wind turbine. In order to quantitatively assess these effects, experimental techniques have been developed which allow analysis of full-scale performance of wind turbines with particular emphasis on the effects caused by turbulence in the incident wind. Examples of these techniques are presented using data from the DOE/Sandia Vertical Axis Wind Turbine (VAWT) program.

Improved technology should make wind energy economical in most countries having sufficient wind and appropriate needs. A form of solar energy, winds form a large pattern of global air circulation because the earth's rotation causes differences in pressure and oceans cause differences in temperature. New development in the ancient art of windmill making date to the 1973 oil embargo, but wind availability must be determined at local sites to determine feasibility. Whether design features of the new technology and the concept of large wind farms will be incorporated in national energy policies will depend on changing attitudes, acceptance by utilities, and the speed with which new information is developed and disseminated. 44 references, 6 figures.     This paper presents the performance evaluation and the design of the control system of a WECS (Wind Energy Conversion System) that employs a synchronous generator based on its digital simulation. The WECS discussed in this paper is connected to the utility grid through two Pulse Width Modulated (PWM) power converters. The structure of the proposed WECS enables us to achieve high performance energy conversion by: (i) maximizing the wind energy capture and (ii) minimizing the reactive power flowing between the grid and the synchronous generator. 8 refs., 19 figs.

    An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

The lift structure may be configured for carrying objects and have a guide system and drive system for mechanically communicating with a primary cable, rail or other first elongate member attached to the wind tower structure. The drive system and guide system may transmit forces that move the lift relative to the cable and thereby relative to the wind tower structure. A control interface may be included for controlling the amount and direction of the power into the guide system and drive system thereby causing the guide system and drive system to move the lift relative to said first elongate member such that said lift moves relative to said wind tower structure.

    The wind energy conversion system includes a wind machine having a propeller connected to a generator of electric power, the propeller rotating the generator in response to force of an incident wind. The generator converts the power of the wind to electric power for use by an electric load. Circuitry for varying the duty factor of the generator output power is connected between the generator and the load to thereby alter a loading of the generator and the propeller by the electric load. Wind speed is sensed electro-optically to provide data of wind speed upwind of the propeller, to thereby permit tip speed ratio circuitry to operate the power control circuitry and thereby optimize the tip speed ratio by varying the loading of the propeller. Accordingly, the efficiency of the wind energy conversion system is maximized.

In particular, this work focuses on increasing the capacity of small or community wind generation capabilities that would be operated in a distributed generation approach. A consortium (KWEC – Kansas Wind Energy Consortium) of researchers from Kansas State University and Wichita State University aims to dramatically increase the penetration of wind energy via distributed wind power generation. We believe distributed generation through wind power will play a critical role in the ability to reach and extend the renewable energy production targets set by the Department of Energy. KWEC aims to find technical and economic solutions to enable widespread implementation of distributed renewable energy resources that would apply to wind.

    This paper describes a hybrid approach forpredicting noise radiated from the rotating Wind Turbine (HAWT) blades, where the sources are extracted from an unsteady Reynolds-Averaged-Navier Stocks (URANS) simulation, ANSYS CFX 11.0, was used to calculate The near-field flow parameters around the blade surface that are necessary for FW-H codes. Comparisons with NREL Phase II experimental results are presented with respect to the pressure distributions for validating a capacity of the solver to calculate the near-field flow on and around the wind turbine blades, The results show that numerical data have a good agreement with experimental. The acoustic pressure, presented as a sum of thickness and loading noise components, is analyzed by means of a discrete fast Fourier transformation for the presentation of the time acoustic time histories in the frequency domain. The results convincingly show that dipole source noise is the dominant noise source for this wind turbine.

    The SERI Wind Energy Program manages the areas or innovative research, wind systems analysis, and environmental compatibility for the U.S. Department of Energy. Since 1978, SERI wind program staff have conducted in-house aerodynamic and engineering analyses of novel concepts for wind energy conversion and have managed over 20 subcontracts to determine technical feasibility; the most promising of these concepts is the passive blade cyclic pitch control project. In the area of systems analysis, the SERI program has analyzed the impact of intermittent generation on the reliability of electric utility systems using standard utility planning models. SERI has also conducted methodology assessments. Environmental issues related to television interference and acoustic noise from large wind turbines have been addressed. SERI has identified the causes, effects, and potential control of acoustic noise emissions from large wind turbines.
