    Disclosed are improvments to a rapid road repair vehicle comprising an improved cleaning device arrangement, two dispensing arrays for filling defects more rapidly and efficiently, an array of pre-heaters to heat the road way surface in order to help the repair material better bond to the repaired surface, a means for detecting, measuring, and computing the number, location and volume of each of the detected surface imperfection, and a computer means schema for controlling the operation of the plurality of vehicle subsystems. The improved vehicle is, therefore, better able to perform its intended function of filling surface imperfections while moving over those surfaces at near normal traffic speeds.

    The secondary particle focusing horn for the AGS neutrino experiment proposal is a high current and high current density device. The peak current of horn is 300 kA. At the smallest area of horn, the current density is near 8 kA/mm{sup 2}. At very high current density, a few kA/mm{sup 2}, the electromigration phenomena will occur. Momentum transfer between electrons and metal atoms at high current density causes electromigration. The reliability and lifetime of focusing horn can be severely reduced by electromigration. In this paper, we discuss issues such as device reliability model, incubation time of electromigration, and lifetime of horn.

    A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

    A 250 kA pulsed power supply is required for the focusing horn of the proposed Brookhaven AGS Super Neutrino Beam Facility for long baseline neutrino oscillation experiment. It is expected to pulse at 2.5 Hz repetition rate. A preliminary study is being conducted to explore the key issues associated with the power supply system design. Advanced technologies used in similar systems as well as new ideas are being examined, simulated and evaluated. This power supply will be a very high stored energy, high average power, and high peak power system.

    Horn rule languages have formed the basis for many Artificial Intelligence application languages, but are not expressive enough to model domains with a rich hierarchical structure. Description logics have been designed especially to model rich hierarchies. Several applications would significantly benefit from combining the expressive power of both formalisms. This paper focuses on combining recursive function-free Horn rules with the expressive description logic ALCNR, and shows exactly when a hybrid language with decidable inference can be obtained. First, we show that several of the core constructors of description logics lead by themselves to undecidability of inference when combined with recursive function-free Horn rules. We then show that without these constructors we obtain a maximal subset of ALCNRR that yields a decidable hybrid language. Finally, we describe a restriction on the Horn rules that guarantees decidable inference when combined with all of ALCNR, and covers many of the common usages of recursive rules.

The antenna reduces or eliminates various sources of close-in radar clutter, including pulse dispersion and ringing, sidelobe clutter, and feedline coupling into the antenna. Dispersion is minimized with an abrupt launch point radiator element; sidelobe and feedline coupling are minimized by recessing the radiator into a metallic horn. Low frequency cut-off associated with a horn is extended by configuring the radiator drive impedance to approach a short circuit at low frequencies. A tapered feed plate connects at one end to a feedline, and at the other end to a launcher plate which is mounted to an inside wall of the horn.     An improved transverse electromagnetic (TEM) horn antenna comprises a resistive loading material on the exterior surfaces of the antenna plates. The resistive loading material attenuates or inhibits currents on the exterior surfaces of the TEM horn antenna. The exterior electromagnetic fields are of opposite polarity in comparison to the primary and desired interior electromagnetic field, thus inherently cause partial cancellation of the interior wave upon radiation or upon reception. Reducing the exterior fields increases the radiation efficiency of the antenna by reducing the cancellation of the primary interior field (supported by the interior surface currents). This increases the transmit gain and receive sensitivity of the TEM horn antenna, as well as improving the transient (time-domain) response.

    This paper gives an elementary proof of the tractability of a sub-class of temporal relations in Allen`s algebra and related temporal calculi, the class of pre-convex relations. In Allen`s case, this subclass coincides with the class of ORD-Horn relations. Nebel and Burckert defined ORD-Horn relations and proved that path-consistency is a sufficient condition for consistency of a network for this sub-class. We prove a stronger result: for each path-consistent network in the sub-class, we give an effective method for constructing a feasible scenario without backtrack.

    Thermodynamic studies have been performed for the beam target and focusing horn system to be used in a very long baseline neutrino oscillation experiment [1]. A 2mm rms beam spot with power deposition of over 18 KW presents challenging material and engineering solutions to this project. Given that the amount of heat transferred by radiation alone from the target to the horn is quite small, the primary mechanism is heat removal by forced convection in the annular space between the target and the horn. The key elements are the operating temperature of the target, the temperature of the cooling fluid and the heat generation rate in the volume of the target that needs to be removed. These working parameters establish the mass flow rate and velocity of the coolant necessary to remove the generated heat. Several cooling options were explored using a carbon-carbon target and aluminum horn. Detailed analysis, trade studies and simulations were performed for cooling the horn and target with gaseous helium as well as water.

    We discuss the design, fabrication, and testing of prototype horn-coupled, lumped-element kinetic inductance detectors (LEKIDs) designed for cosmic microwave background studies. The LEKIDs are made from a thin aluminum film deposited on a silicon wafer and patterned using standard photolithographic techniques at STAR Cryoelectronics, a commercial device foundry. We fabricated 20-element arrays, optimized for a spectral band centered on 150 GHz, to test the sensitivity and yield of the devices as well as the multiplexing scheme. We characterized the detectors in two configurations. First, the detectors were tested in a dark environment with the horn apertures covered, and second, the horn apertures were pointed towards a beam-filling cryogenic blackbody load. These tests show that the multiplexing scheme is robust and scalable, the yield across multiple LEKID arrays is 91%, and the measured noise-equivalent temperatures for a 4 K optical load are in the range 26±6 μK√(s)

    This paper describes the strategy for optimizing the magnetic horn for the neutrinos from STORed Muons (nuSTORM) facility. The nuSTORM magnetic horn is the primary collection device for the secondary particles generated by bombarding a solid target with 120 GeV protons. As a consequence of the non-conventional beamline designed for nuSTORM, the requirements on the horn are different from those for a conventional neutrino beamline. At nuSTORM, muons decay while circulating in the storage ring, and the detectors are placed downstream of the production straight so as to be exposed to the neutrinos from muon decay. nuSTORM aims at preciselymore » measuring the neutrino cross sections, and providing a definitive statement about the existence of sterile neutrinos. The nuSTORM horn aims at focusing the pions into a certain phase space so that more muons from pion decay can be accepted by the decay ring. The paper demonstrates a numerical method that was developed to optimize the horn design to gain higher neutrino flux from the circulating muons. A Genetic Algorithm (GA) was applied to the simultaneous optimization of the two objectives in this study. In conclusion, the application of the technique discussed in this paper is not limited to either the nuSTORM facility or muon based facilities, but can be used for other neutrino facilities that use magnetic horns as collection devices.« less

    A new antenna array is proposed in order to improve the sensitivity and complexity of microwave imaging diagnostics systems such as a microwave imaging reflectometry, a microwave imaging interferometer, and an electron cyclotron emission imaging. The antenna array consists of five elements: a horn antenna, a waveguide-to-microstrip line transition, a mixer, a local oscillation (LO) module, and an intermediate frequency amplifier. By using an LO module, the LO optics can be removed, and the supplied LO power to each element can be equalized. We report details of the antenna array and characteristics of a prototype antenna array.

    We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

USDA Forest Service, Savannah River, Aiken, SC. 28 pp. Abstract - This paper explains the rationale and results of a 1991 road erosion inventory conducted by members of the USDA Forest Service – Savannah River (FS-SR) and USDA Natural Resources Conservation Service (NRCS). The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale.     In this project, we are exploiting several seismic data sets to improve U.S. operational capabilities to monitor for low yield nuclear tests across the Middle East (including the Iranian Plateau, Zagros Mountains, Arabian Peninsula, Turkish Plateau, Gulf of Aqaba, Dead Sea Rift) and the Horn of Africa (including the northern part of the East African Rift, Afar Depression, southern Red Sea and Gulf of Aden). The data sets are being used to perform three related tasks. (1) We are determining moment tensors, moment magnitudes and source depths for regional events in the magnitude 3.0 to 6.0 range. (2) These events are being used to characterize high-frequency (0.5-16 Hz) regional phase attenuation and detection thresholds, especially from events in Iran recorded at stations across the Arabian Peninsula. (3) We are collecting location ground truth at GT5 (local) and GT20 (regional) levels for seismic events with M > 2.5, including source geometry information and source depths. Towards meeting these objectives, seismograms from earthquakes in the Zagros Mountains recorded at regional distances have been inverted for moment tensors, which have then been used to create synthetic seismograms to determine the source depths of the earthquakes via waveform matching. The source depths have been confirmed by modeling teleseismic depth phases recorded on GSN and IMS stations. Early studies of the distribution of seismicity in the Zagros region found evidence for earthquakes in the upper mantle. But subsequent relocations of teleseismic earthquakes suggest that source depths are generally much shallower, lying mainly within the upper crust. All of the regional events studied so far nucleated within the upper crust, and most of the events have thrust mechanisms. The source mechanisms for these events are being used to characterize high-frequency (0.5-16 Hz) regional phase attenuation and detection thresholds for broadband seismic stations in the Arabian Peninsula, including IMS

    In order to support advanced manufacturing, Sandia has acquired the capability to produce plastic prototypes using stereolithography. Currently, these prototypes are used mainly to verify part geometry and ``fit and form`` checks. This project investigates methods for rapidly testing these plastic prototypes, and inferring from prototype test data actual metal part performance and behavior. Performances examined include static load/stress response, and structural dynamic (modal) and vibration behavior. The integration of advanced non-contacting measurement techniques including scanning laser velocimetry, laser holography, and thermoelasticity into testing of these prototypes is described. Photoelastic properties of the epoxy prototypes to reveal full field stress/strain fields are also explored.

    The conditions under which rapid plasma rotation may occur in a general three-dimensional magnetic field with flux surfaces, such as that of a stellarator, are investigated. Rotation velocities comparable to the ion thermal speed are found to be attainable only in magnetic fields whose strength B depends on the arc length l along the field in approximately the same way for all field lines on each flux surface {psi}, i.e., B{approx_equal}f({psi},l). Moreover, it is shown that the rotation must be in the direction of the vector {nabla}{psi}x{nabla}B.

    This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

A thermoelectric element is coupled to the first well, the second well, and the power module, is configured to transfer thermal energy from the first well to the second well when current from the power module flows through the thermoelectric element in a first direction, and is configured to transfer thermal energy from the second well to the first well when current from the power module flows through the thermoelectric element in a second direction. A controller may be coupled to the thermoelectric elements, and may switch the direction of current flowing through the thermoelectric element in response to a determination by sensors coupled to the wells that the amount of thermal energy in the wells falls below or exceeds a pre-determined threshold.

    Recent advances in stereolithography and selective laser sintering have had a significant impact on the overall quality of parts produced using these rapid prototyping processes. The development and implementation of 3D System`s QuickCast{trademark} resin and software for building investment casting patterns have proven to be major steps toward fabricating highly accurate patterns with very good surface finishes. Sandia uses patterns generated from rapid prototyping processes to reduce the cycle time and cost of fabricating prototype parts in support of a Sandia National Laboratories managed program called FASTCAST. As participants in the Beta test program for QuickCast{trademark} resin and software, they experienced a steep learning curve and were able to build accurate parts in a short period of time. It is now possible, using this technology, to produce highly accurate prototype parts as well as acceptable firs article and small lots size production parts. They use the Selective Laser Sintering (SLS) process to fabricate prototype wax patterns for investment casting. DTM Corporation recently introduced the use of their polycarbonate material for fabricating investment casting patterns. The polycarbonate material is processed significantly faster, with improved strength, dimensional stability, and without a support structure during the build process. Sandia is currently changing from investment casting wax to polycarbonate for the fabrication of investment casting patterns using the SLS process. This presentation will focus on the successes with these new materials from the standpoints of application, accuracy, surface finish, and post processing. Also presented will be examples of parts manufactured by these processes.

  6. Innovative secondary support systems for gate roads

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary and supplemental support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of support systems other than conventional wood cribbing. The recent success of cable bolts has engendered much interest from western operators. Eastern U.S. coal operators are also now experimenting with various intrinsic and freestanding alternative support systems that provide effective ground control while reducing material handling costs and injuries. These innovative freestanding support systems include (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter supports by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems. Support performance in the form of load-displacement behavior is compared to conventional wood cribbing. Much of the data was developed through full-scale tests conducted by the U.S. Bureau of Mines (USBM) at the Strategic Structures Testing Laboratory in the unique Mine Roof Simulator load frame at the Pittsburgh Research Center. A summary of current mine experience with these innovative supports is also documented.

    Transport infrastructure has a wide array of effects on terrestrial and aquatic ecosystems, and road and railway networks are increasingly being associated with a loss of biodiversity worldwide. Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are two legal frameworks that concern physical planning, with the potential to identify, predict, mitigate and/or compensate transport infrastructure effects with negative impacts on biodiversity. The aim of this study was to review the treatment of ecological impacts in environmental assessment of transport infrastructure plans and projects. A literature review on the topic of EIA, SEA, biodiversity and transport infrastructure was conducted, and 17 problem categories on the treatment of biodiversity were formulated by means of a content analysis. A review of environmental impact statements and environmental reports (EIS/ER) produced between 2005 and 2013 in Sweden and the UK was then conducted using the list of problems as a checklist. The results show that the treatment of ecological impacts has improved substantially over the years, but that some impacts remain problematic; the treatment of fragmentation, the absence of quantitative analysis and that the impact assessment study area was in general delimited without consideration for the scales of ecological processes. Actions to improve the treatment of ecological impacts could include improved guidelines for spatial and temporal delimitation, and the establishment of a quantitative framework including tools, methods and threshold values. Additionally, capacity building and further method development of EIA and SEA friendly spatial ecological models can aid in clarifying the costs as well as the benefits in development/biodiversity tradeoffs. - Highlights: • The treatment of ecological impacts in EIA and SEA has improved. • Quantitative methods for ecological impact assessment were rarely used • Fragmentation effects were recognized

  15. Cultural Resource Investigations for a Multipurpose Haul Road on the Idaho National Laboratory

    The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations for additional investigations and protective measures that can be implemented to minimize adverse impacts to the identified resources.

    Argentina has the most-advanced nuclear technology in Latin America, but budget cuts have slowed down some projects. Potential hydroelectric power is sufficient to fill Argentina's electrical needs, but the Yacireta complex, a joint venture with Paraguay, will be completed almost two years behind schedule. There is plenty of coal in Argentina, but it needs to import coal and coke to produce cast iron and steel. Geothermal and wind energy represent viable alternatives, but more funds and research are needed to exploit their potential. Argentina is on the road to energy independence, but with a new constitutional government possible in 1984, a shift in national energy policy is also possible. Any resultant increase in petroleum consumption to fuel rapid industrial development and stimulate employment could turn Argentina back into an oil-importing Third World nation. The Energy Detente fuel price/tax series and the principal industrial-fuel prices for December 1982 are included for the countries of the Western Hemisphere.

  5. Archaeological investigations on the Buckboard Mesa Road Project

    In 1986, the Desert Research Institute (DRI) conducted an archaeological reconnaissance of a new alignment for the Buckboard Mesa Road on the Nevada Test Site for the Department of Energy (DOE). During this reconnaissance, several archaeological sites of National Register quality were discovered and recorded including a large quarry, site 26Ny4892, and a smaller lithic scatter, site 26Ny4894. Analysis of the debitage at 26Ny4892 indicates that this area was used primarily as a quarry for relatively small cobbles of obsidian found in the alluvium. Lithic reduction techniques used here are designed for efficiently reducing small pieces of toolstone and are oriented towards producing flake blanks from small cores and bifacially reducing exhausted cores. Projectile point cross references indicate that the area has seen at least casual use for about 10,000 years and more sustained use for the last 3,000 years. Initial obsidian hydration measurements indicate sustained use of the quarry for about the last 3,000 years although the loci of activities appear to change over time. Based on this study, the DRI recommends that quarrying activities in the area of 26Ny4892 are sufficiently sampled and that additional investigations into that aspect of prehistoric activity in the area are not necessary. This does not apply to other aspects of prehistoric use. DRI recommends that preconstruction surveys continue to identify nonquarrying, prehistoric utilization of the area. With the increased traffic on the Buckboard Mesa Road, there is a greater potential for vandalism to sites of National Register-quality located near the road. The DRI recommends that during the orientation briefing the workers at the Test Site be educated about the importance of cultural resources and the need for their protection. 202 refs., 41 figs., 52 tabs.

    The Road Transportable Analytical Laboratory (RTAL) has been used in support of US Department of Energy (DOE) site and waste characterization and remediation planning at Fernald Environmental Management Project (FEMP) and is being considered for implementation at other DOE sites, including the Paducah Gaseous Diffusion Plant. The RTAL laboratory system consists of a set of individual laboratory modules deployable independently or as an interconnected group to meet each DOE site`s specific analysis needs. The prototype RTAL, deployed at FEMP Operable Unit 1 Waste Pits, has been designed to be synergistic with existing analytical laboratory capabilities, thereby reducing the occurrence of unplanned rush samples that are disruptive to efficient laboratory operations.

    Rapidly rotating giant stars are relatively rare and may represent important stages of stellar evolution, resulting from stellar coalescence of close binary systems or accretion of substellar companions by their hosting stars. In the present Letter, we report 17 giant stars observed in the scope of the Kepler space mission exhibiting rapid rotation behavior. For the first time, the abnormal rotational behavior for this puzzling family of stars is revealed by direct measurements of rotation, namely from photometric rotation period, exhibiting a very short rotation period with values ranging from 13 to 55 days. This finding points to remarkable surface rotation rates, up to 18 times the rotation of the Sun. These giants are combined with six others recently listed in the literature for mid-infrared (IR) diagnostics based on Wide-field Infrared Survey Explorer information, from which a trend for an IR excess is revealed for at least one-half of the stars, but at a level far lower than the dust excess emission shown by planet-bearing main-sequence stars.

    The invention relates to a methanol-to-hydrogen cracking reactor for use with a fuel cell vehicular power plant. The system is particularly designed for rapid start-up of the catalytic methanol cracking reactor after an extended shut-down period, i.e., after the vehicular fuel cell power plant has been inoperative overnight. Rapid system start-up is accomplished by a combination of direct and indirect heating of the cracking catalyst. Initially, liquid methanol is burned with a stoichiometric or slightly lean air mixture in the combustion chamber of the reactor assembly. The hot combustion gas travels down a flue gas chamber in heat exchange relationship with the catalytic cracking chamber transferring heat across the catalyst chamber wall to heat the catalyst indirectly. The combustion gas is then diverted back through the catalyst bed to heat the catalyst pellets directly. When the cracking reactor temperature reaches operating temperature, methanol combustion is stopped and a hot gas valve is switched to route the flue gas overboard, with methanol being fed directly to the catalytic cracking reactor. Thereafter, the burner operates on excess hydrogen from the fuel cells.

    This Corrective Action Investigation Plan contains the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 527, Horn Silver Mine, Nevada Test Site, Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 527 consists of one Corrective Action Site (CAS): 26-20-01, Contaminated Waste Dump No.1. The site is located in an abandoned mine site in Area 26 (which is the most arid part of the NTS) approximately 65 miles northwest of Las Vegas. Historical documents may refer to this site as CAU 168, CWD-1, the Wingfield mine (or shaft), and the Wahmonie mine (or shaft). Historical documentation indicates that between 1959 and the 1970s, nonliquid classified material and unclassified waste was placed in the Horn Silver Mine's shaft. Some of the waste is known to be radioactive. Documentation indicates that the waste is present from 150 feet to the bottom of the mine (500 ft below ground surface). This CAU is being investigated because hazardous constituents migrating from materials and/or wastes disposed of in the Horn Silver Mine may pose a threat to human health and the environment as well as to assess the potential impacts associated with any potential releases from the waste. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

    Methods have been developed to measure in situ the dynamic impact of both road and rail vehicles on the infrastructure and the environment. The resulting data sets have been analysed to quantify the environmental impacts in a transparent manner across both modes. A primary concern is that a small number of vehicles are being operated outside safe or regulatory limits which can have a disproportionate large impact. The analysis enables the various impacts to be ranked across both modes so enabling one to discern the benefits of intermodal transport. The impact of various policy options is considered and how to identify vehicles which can be classified as environmentally friendly. This would require European agreement as many heavy goods vehicle operate across country borders.

  1. Lessons learnt from post EIS evaluations of national road schemes in Ireland

    The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland. Black-Right-Pointing-Pointer The effectiveness of some noise mitigation measures is critically evaluated. Black-Right-Pointing-Pointer Issues related to the current EIS noise assessment methodologies are discussed. Black-Right-Pointing-Pointer Implications for alterations to the NRA noise guidelines.

    RSVP facilitates the two-way communication between physicians (who are the “sensors” for disease in a community) and public health officials (who are the true “experts” in determining whether or not disease outbreaks are taking place in community). Currently, there is no software product that enables real-time on line reporting to local public health officials, nor timely feedback to clinicians taking care of ill patients. RSVP takes into consideration the cultural differences in the practice ofmore » medicine across the US and internationally, and provides for automated alerting of public health officials in the setting of a potentially serious disease outbreak. In addition, clinicians’ parficipation is immediately rewarded by providing information that is meaningful for the management of their patients. We envision the addition to RSVP of automated statistical analysis of data (currentty being done on a case-by-case basis by hand), including SNL technology based on neural network analysis. Integration of other SNL technology into RSVP will provide added-value, and will dramatically assist public health officials in their quest to identify disease outbreaks as early as possible in an epidemic (even before the actual level of known cases exceeds historical background) based on other parameters such as rapidity of spread of symptoms in a population. In addition, we are developing a parallel system of syndrome surveillance in animals (called "RSVP-A"), in collaboration with Kansas State University. Data from animal disease outbreaks will also be made available to physicians caring for human patients as zoonotic disease may be important in human epidemics.« less

    BPA prepared an EA, FONSI, and Mitigation Action Plan to assess the potential environmental impacts of proposed improvements to 13 miles of access roads for its existing 115-kV Boyer-Tillamook No. 1 Transmission Line in Tillamook and Yamhill counties, Oregon. Associated activities would include resurfacing roads, adding drainage, widening 3 miles of road, constructing 0.1 mile of new road, maintaining culverts, and constructing outlet ditches and retaining walls. In addition, new bridges would be built, and culverts that currently block fish passage for anadromous and resident fish would be replaced.     Alternative compression ignition engine fuels are of interest both to reduce emissions and to reduce U.S. petroleum fuel demand. A Malaysian Fischer-Tropsch gas-to-liquid fuel was compared with California No.2 diesel by characterizing emissions from over the road Class 8 tractors with Caterpillar 3176 engines, using a chassis dynamometer and full scale dilution tunnel. The 5-Mile route was employed as the test schedule, with a test weight of 42,000 lb. Levels of oxides of nitrogen (NO{sub x}) were reduced by an average of 12% and particulate matter (PM) by 25% for the Fischer-Tropsch fuel over the California diesel fuel. Another distillate fuel produced catalytically from Fischer-Tropsch products originally derived from natural gas by Mossgas was also compared with 49-state No.2 diesel by characterizing emissions from Detroit Diesel 6V-92 powered transit buses, three of them equipped with catalytic converters and rebuilt engines, and three without. The CBD cycle was employed as the test schedule, with a test weight of 33,050 lb. For those buses with catalytic converters and rebuilt engines, NO x was reduced by 8% and PM was reduced by 31% on average, while for those buses without, NO x was reduced by 5% and PM was reduced by 20% on average. It is concluded that advanced compression ignition fuels from non-petroleum sources can offer environmental advantages in typical line haul and city transit applications.

    We study rubber friction for tire tread compounds on asphalt road surfaces. The road surface topographies are measured using a stylus instrument and atomic force microscopy, and the surface roughness power spectra are calculated. The rubber viscoelastic modulus mastercurves are obtained from dynamic mechanical analysis measurements and the large-strain effective modulus is obtained from strain sweep data. The rubber friction is measured at different temperatures and sliding velocities, and is compared to the calculated data obtained using the Persson contact mechanics theory. We conclude that in addition to the viscoelastic deformations of the rubber surface by the road asperities, there is an important contribution to the rubber friction from shear processes in the area of contact. The analysis shows that the latter contribution may arise from rubber molecules (or patches of rubber) undergoing bonding-stretching-debonding cycles as discussed in a classic paper by Schallamach.

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. We present a framework and a closed-form solution that optimize the acceleration profile of each vehicle in terms of fuel economy while avoiding collision with other vehicles at the merging zone. The proposed solution is validated through simulation and it is shown that coordination of connected vehicles can reduce significantly fuel consumption and travel time at merging roads.

    Commercial vehicle fuel economy is known to vary significantly with both positive and negative road grade. Medium- and heavy-duty vehicles operating at highway speeds require incrementally larger amounts of energy to pull heavy payloads up inclines as road grade increases. Non-hybrid vehicles are then unable to recapture energy on descent and lose energy through friction braking. While the on-road effects of road grade are well understood, the majority of standard commercial vehicle drive cycles feature no climb or descent requirements. Additionally, existing literature offers a limited number of sources that attempt to estimate the on-road energy implications of road grade in the medium- and heavy-duty space. This study uses real-world commercial vehicle drive cycles from the National Renewable Energy Laboratory's Fleet DNA database to simulate the effects of road grade on fuel economy across a range of vocations, operating conditions, and locations. Drive-cycles are matched with vocation-specific vehicle models and simulated with and without grade. Fuel use due to grade is presented, and variation in fuel consumption due to drive cycle and vehicle characteristics is explored through graphical and statistical comparison. The results of this study suggest that road grade accounts for 1%-9% of fuel use in commercial vehicles on average and up to 40% on select routes.

    In 2009, approximately 260,000 animal-vehicle collisions were reported in the United States, resulting in 12,000 human injuries and 173 human fatalities. Research has focused on identifying factors associated with high densities of animal-vehicle collisions, including variables such as traffic speed and volume, road design, topographic features, vegetative cover, and local deer or elk (Cervus elaphus) abundance. The purposes of this study were to document how often and where mule deer (Odocoileus hemionus) crossed roads in a western United States wildland-urban interface area, and to relate deer road-crossing behavior to deer-vehicle collision locations. Seven adult mule deer (four males [M] and three females [F]) were captured and collared with GPS-enabled collars during December 2001 and January 2002. Five of the seven deployed collars were recovered. None of the roads in the study area appeared to act as a substantial barrier to deer passage. Deer home ranges straddled highways and primary, secondary, and tertiary arterial roads. Deer crossed all types of roads. The average number of times deer crossed road during 24 hours of monitoring ranged from 2.1 to 7.0. Deer in the Los Alamos townsite avoided crossing roads during day and before sunset. Deer-vehicle accidents occurred at 350 percent of the level expected after sunset. All other time periods had fewer accidents than expected. The distribution of accidents across time periods was not similar to the distribution of road crossings across time periods for any deer. Within Los Alamos County there was a clear trend for deer-vehicle collisions to occur on roads with speed limits > 35 mph. Deer in the townsite frequently crossed roads with lower speed limits; therefore, the reason for the paucity of accidents along these roads was evidently the ability of drivers to detect deer (or the ability of deer to detect vehicles) and respond before an accident occurred. This contains interesting general guidance on how to implement compensation, and provides the basis for future developments in compensation practice. On this basis, we propose a further step in compensation practice, advancing compensation proposals or rules for specific kinds of projects and contexts, focusing on road projects in the Spanish Environmental Impact Assessment (EIA). Three main residual impacts of roads are identified which usually remain uncompensated for: the loss of natural and semi-natural land use, the increase in emissions resulting from any new road, and the fragmentation, severance or barrier effect on the landscape and its wildlife. To counteract these, four proposals, or “rules”, are advanced: conservation of natural and semi-natural land use area, conservation of dominant plant species physiognomy, compensation for emissions, and the rule of positive defragmentation. -- Highlights: • Ecological compensation theory does not specify guidelines for types of projects. • EIA practitioners lack valuable specific guidance on how to implement compensation. • Specific guidance for road project ecological compensation is proposed. • Compensation proposals should have in mind present-day compensation practice level. • Specific ways to compensate for habitat loss, emissions, and fragmentation are shown.

    This life cycle assessment of Jatropha biodiesel production and use evaluates the net greenhouse gas (GHG) emission (not considering land-use change), net energy value (NEV), and net petroleum consumption impacts of substituting Jatropha biodiesel for conventional petroleum diesel in India. Several blends of biodiesel with petroleum diesel are evaluated for the rail freight, rail passenger, road freight, and road-passenger transport sectors that currently rely heavily on petroleum diesel. For the base case, Jatropha cultivation, processing, and use conditions that were analyzed, the use of B20 results in a net reduction in GHG emissions and petroleum consumption of 14% and 17%, respectively, and a NEV increase of 58% compared with the use of 100% petroleum diesel. While the road-passenger transport sector provides the greatest sustainability benefits per 1000 gross tonne kilometers, the road freight sector eventually provides the greatest absolute benefits owing to substantially higher projected utilization by year 2020. Nevertheless, introduction of biodiesel to the rail sector might present the fewest logistic and capital expenditure challenges in the near term. Sensitivity analyses confirmed that the sustainability benefits are maintained under multiple plausible cultivation, processing, and distribution scenarios. However, the sustainability of any individual Jatropha plantation will depend on site-specific conditions.

The method is both rapid and passive, eliminating the personnel hazard of the commonly used irradiation techniques which require that the analysis be performed in proximity to an intense neutron source such as a reactor. In the present technique, only normally decaying nuclei are observed. This allows the analysis to be performed anywhere. This feature, combined with rapid scanning of a given fuel drawer (in approximately 30 s), and the computer data analysis allows the processing of large numbers of fuel drawers efficiently in the event of a loss alert.

    Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

Actinides are co-precipitated using an iron hydroxide co-precipitation step enhanced with Ti+3 reductant, followed by lanthanum fluoride co-precipitation.     We deal with the theme of the simulation of risk analysis using a technological approach based on the integration of exclusively free and open source tools: PostgreSQL as Database Management System (DBMS) and Quantum GIS-GRASS as Geographic Information System (GIS) platform. The case study is represented by a seismic land in Sicily characterized by steep slopes and frequent instability phenomena. This area includes a city of about 30.000 inhabitants (Enna) that lies on the top of a mountain at about 990 m a.s.l.. The access to the city is assured by few and very winding roads that are also highly vulnerable to seismic and hydrogeological hazards. When exceptional rainfall events occur, the loss of efficiency of these roads should compromise timeliness and effectiveness of rescue operations. The data of the sample area have been structured into the adopted DBMS, and the connection to the GIS functionalities allows simulating the exceptional events. We analyzed the hazard, vulnerability and exposure related to these events and calculated the final risk defining three classes for each scenario: low (L), medium (M) and high (H). This study can be a valuable tool to prioritize risk levels and set priorities for intervention to the main road networks.

  2. On-road evaluation of advanced hybrid electric vehicles over a wide range of ambient temperatures.

    In recent years, Hybrid Electric Vehicles (HEV's) have become a production viable and effective mode of efficient transportation. HEV's can provide increased fuel economy over convention technology vehicle, but these advantages can be affected dramatically by wide variations in operating temperatures. The majority of data measured for benchmarking HEV technologies is generated from ambient test cell temperatures at 22 C. To investigate cold and hot temperature affects on HEV operation and efficiency, an on-road evaluation protocol is defined and conducted over a six month study at widely varying temperatures. Two test vehicles, the 2007 Toyota Camry HEV and 2005 Ford Escape HEV, were driven on a pre-defined urban driving route in ambient temperatures ranging from -14 C to 31 C. Results from the on-road evaluation were also compared and correlated to dynamometer testing of the same drive cycle. Results from this on-road evaluation show the battery power control limits and engine operation dramatically change with temperature. These changes decrease fuel economy by more than two times at -14 C as compared to 25 C. The two vehicles control battery temperature in different manners. The Escape HEV uses the air conditioning system to provide cool air to the batteries at high temperatures and is therefore able to maintain battery temperature to less than 33 C. The Camry HEV uses cabin air to cool the batteries. The observed maximum battery temperature was 44 C.

    This paper studied the slab solar collection (SSC) process, which is one of the essential compositions of road hydronic ice-snow melting (HISM) system that stores solar energy in summer to melt ice and snow on the road in winter. Its aim is to find out the heat transfer characteristic of the SSC and heat collecting efficiency and the influence of pipe spacing and flow rate by experiment. As shown in experimental results, the average heat collecting capacity is about 150-250 W/m{sup 2} in natural summer condition, while the solar radiation intensity is about 300-1000 W/m{sup 2}. It is shown that the increment of fluid flow results in the increment of heat collection efficiency, while the increment of pipe spacing results in the decrement of the efficiency in experiment modes. The results show that the road slab can obtain about 30% solar heat in summertime, and the solar collection can lower the pavement temperature and reduce the insolation weathering. (author)

    The ability to engineer ordered arrays of objects on multiple length scales has potential for applications such as microelectronics, sensors, wave guides, and photonic lattices with tunable band gaps. Since the invention of surfactant templated mesoporous sieves in 1992, great progress has been made in controlling different mesophases in the form of powders, particles, fibers, and films. To date, although there have been several reports of patterned mesostructures, materials prepared have been limited to metal oxides with no specific functionality. For many of the envisioned applications of hierarchical materials in micro-systems, sensors, waveguides, photonics, and electronics, it is necessary to define both form and function on several length scales. In addition, the patterning strategies utilized so far require hours or even days for completion. Such slow processes are inherently difficult to implement in commercial environments. The authors present a series of new methods of producing patterns within seconds. Combining sol-gel chemistry, Evaporation-Induced Self-Assembly (EISA), and rapid prototyping techniques like pen lithography, ink-jet printing, and dip-coating on micro-contact printed substrates, they form hierarchically organized silica structures that exhibit order and function on multiple scales: on the molecular scale, functional organic moieties are positioned on pore surfaces, on the mesoscale, mono-sized pores are organized into 1-, 2-, or 3-dimensional networks, providing size-selective accessibility from the gas or liquid phase, and on the macroscale, 2-dimensional arrays and fluidic or photonic systems may be defined. These rapid patterning techniques establish for the first time a link between computer-aided design and rapid processing of self-assembled nanostructures.

    An energy beam driven rapid fabrication system, in which an energy beam strikes a growth surface to form a molten puddle thereon. Feed powder is then injected into the molten puddle from a converging flow of feed powder. A portion of the feed powder becomes incorporated into the molten puddle, forcing some of the puddle contents to freeze on the growth surface, thereby adding an additional layer of material. By scanning the energy beam and the converging flow of feed powder across the growth surface, complex three-dimensional shapes can be formed, ready or nearly ready for use. Nearly any class of material can be fabricated using this system.

  6. No evidence of a threshold in traffic volume affecting road-kill mortality at a large spatio-temporal scale

    Previous studies have found that the relationship between wildlife road mortality and traffic volume follows a threshold effect on low traffic volume roads. We aimed at evaluating the response of several species to increasing traffic intensity on highways over a large geographic area and temporal period. We used data of four terrestrial vertebrate species with different biological and ecological features known by their high road-kill rates: the barn owl (Tyto alba), hedgehog (Erinaceus europaeus), red fox (Vulpes vulpes) and European rabbit (Oryctolagus cuniculus). Additionally, we checked whether road-kill likelihood varies when traffic patterns depart from the average. We used annual average daily traffic (AADT) and road-kill records observed along 1000 km of highways in Portugal over seven consecutive years (2003–2009). We fitted candidate models using Generalized Linear Models with a binomial distribution through a sample unit of 1 km segments to describe the effect of traffic on the probability of finding at least one victim in each segment during the study. We also assigned for each road-kill record the traffic of that day and the AADT on that year to test for differences using Paired Student's t-test. Mortality risk declined significantly with traffic volume but varied among species: the probability of finding road-killed red foxes and rabbits occurs up to moderate traffic volumes (< 20,000 AADT) whereas barn owls and hedgehogs occurred up to higher traffic volumes (40,000 AADT). Perception of risk may explain differences in responses towards high traffic highway segments. Road-kill rates did not vary significantly when traffic intensity departed from the average. In summary, we did not find evidence of traffic thresholds for the analysed species and traffic intensities. We suggest mitigation measures to reduce mortality be applied in particular on low traffic roads (< 5000 AADT) while additional measures to reduce barrier effects should take into account

  7. RAPID DETERMINATION OF RADIOSTRONTIUM IN SEAWATER SAMPLES

    A new method for the determination of radiostrontium in seawater samples has been developed at the Savannah River National Laboratory (SRNL) that allows rapid preconcentration and separation of strontium and yttrium isotopes in seawater samples for measurement. The new SRNL method employs a novel and effective pre-concentration step that utilizes a blend of calcium phosphate with iron hydroxide to collect both strontium and yttrium rapidly from the seawater matrix with enhanced chemical yields. The pre-concentration steps, in combination with rapid Sr Resin and DGA Resin cartridge separation options using vacuum box technology, allow seawater samples up to 10 liters to be analyzed. The total {sup 89}Sr + {sup 90}Sr activity may be determined by gas flow proportional counting and recounted after ingrowth of {sup 90}Y to differentiate {sup 89}Sr from {sup 90}Sr. Gas flow proportional counting provides a lower method detection limit than liquid scintillation or Cerenkov counting and allows simultaneous counting of samples. Simultaneous counting allows for longer count times and lower method detection limits without handling very large aliquots of seawater. Seawater samples up to 6 liters may be analyzed using Sr Resin for {sup 89}Sr and {sup 90}Sr with a Minimum Detectable Activity (MDA) of 1-10 mBq/L, depending on count times. Seawater samples up to 10 liters may be analyzed for {sup 90}Sr using a DGA Resin method via collection and purification of {sup 90}Y only. If {sup 89}Sr and other fission products are present, then {sup 91}Y (beta energy 1.55 MeV, 58.5 day half-life) is also likely to be present. {sup 91}Y interferes with attempts to collect {sup 90}Y directly from the seawater sample without initial purification of Sr isotopes first and {sup 90}Y ingrowth. The DGA Resin option can be used to determine {sup 90}Sr, and if {sup 91}Y is also present, an ingrowth option with using DGA Resin again to collect {sup 90}Y can be performed.     This report (two volumes) is the culmination of a two-year study of the six Trans-Pecos Texas quadrangles (Van Horn, Pecos, Marfa, Fort Stockton, Presidio, and Emory Park) surveyed as part of the National Uranium Resource Evaluation (NURE) program. Volume I contains a discussion of the aeromagnetic, gravity and geochemical data, their processing, and their analysis. The geologic history and setting of the Trans-Pecos are discussed along with the uranium potential of the region. Uranium anomalies and occurrences characteristic of numerous different NURE classes are present in the study area, and information is presented on 33 drill holes into these targets. Volume II is a folio of maps reduced to a scale of 1:500,000. Geologic maps for each of the six quadrangles are included and the geophysical maps have been prepared to be overlays for the goelogic maps. In addition to the geologic maps, residual aeromagnetic anomaly, complete Bouguer gravity anomaly, flight line index, gravity station index, and anomaly interpretative maps were prepared for each quadrangle. A large suite of digitally processed maps of gravity and aeromagnetic data were prepared and are included in Volume II.

This has led to an overall strengthening of global LPG pricing and the development of many new export gas-processing projects.   10. Quadrupole magnet for a rapid cycling synchrotron

    Rapid Cycling Synchrotrons (RCS) feature interleaved warm and cold dipole magnets; the field of the warm magnets is used to modulate the average bending field depending on the particle energy. It has been shown that RCS can be an attractive option for fast acceleration of particles, for example, muons, which decay quickly. In previous studies it was demonstrated that in principle warm dipole magnets can be designed which can provide the required ramp rates, which are equivalent to frequencies of about 1 kHz. To reduce the losses it is beneficial to employ two separate materials for the yoke; it was also shown that by employing an optimized excitation coil geometry the eddy current losses are acceptable. In this paper we show that the same principles can be applied to quadrupole magnets targeting 30 T/m with a repetition rate of 1kHz and good field quality.

    A number of contamination sites exist in this country where the area and volume of material to be remediated is very large, approaching or exceeding 10{sup 6} m{sup 2} and 10{sup 6} m{sup 3}. Typically, only a small fraction of this material is actually contaminated. In such cases there is a strong economic motivation to test the material with a sufficient density of measurements to identify which portions are uncontaminated, so extensively they be left in place or be disposed of as uncontaminated waste. Unfortunately, since contamination often varies rapidly from position to position, this procedure can involve upwards of one million measurements per site. The situation is complicated further in many cases by the difficulties of sampling porous surfaces, such as concrete. This report describes a method for sampling concretes in which an immediate distinction can be made between contaminated and uncontaminated surfaces. Sample acquisition and analysis will be automated.

    The use of subsea satellite wells tied back to a central manifold unit is a field development concept currently being used by operating companies for staged production of either commingled oil or gas. Remote platform operated control systems that couple the satellite wells and manifold require that safe operating pressure cycle parameters be established for all subsea components. Because of start-up and shut-in procedures, extreme pressure variations in the form of rapid pressurization and depressurization must be considered. This paper describes the test procedures, equipment and results specific to the evaluation of high pressure non-bonded flexible pipe used for subsea production jumpers between satellite wells and manifold system. Recommendation of safe rates of pressurization and depressurization are included.

An exemplary system includes a central command, a wireless backhaul network, and a remote monitoring unit. The remote monitoring unit can include a positioning system configured to determine a position of the remote monitoring unit based on one or more signals received from one or more satellites located in Low Earth Orbit. The wireless backhaul network can provide bidirectional communication capability independent of cellular telecommunication networks and the Internet. An exemplary method includes instructing at least one of a plurality of remote monitoring units to provide an alert based at least in part on a location of a hazard and a plurality of positions respectively associated with the plurality of remote monitoring units.

  16. Rapidity dependence in holographic heavy ion collisions

    We present an attempt to closely mimic the initial stage of heavy ion collisions within holography, assuming a decoupling of longitudinal and transverse dynamics in the very early stage. We subsequently evolve the obtained initial state using state-of-the-art hydrodynamic simulations and compare results with experimental data. We present results for charged hadron pseudorapidity spectra and directed and elliptic flow as functions of pseudorapidity for √sNN = 200GeV Au-Au and 2.76TeV Pb-Pb collisions. As a result, the directed flow interestingly turns out to be quite sensitive to the viscosity. The results can explain qualitative features of the collisions, but the rapidity spectra in our current model is narrower than the experimental data.
