    This report is intended to provide home performance contractor trainers with a resource to keep both their workers and home residents safe and healthy. This document is an attempt to describe what we currently believe is safe, what we believe is unsafe, and what we’re unsure about. It is intended to identify health and safety issues and provide historical context and current understanding of both risks and mitigation strategies. In addition, it provides links to more in-depth resources for each issue. When we tighten the thermal envelope of a house to improve comfort and reduce energy use, we have to be sure that we are not compromising the indoor air quality of the home. This means identifying and mitigating or eliminating pollution sources before and after you make changes to the home. These sources can include materials and finishes in the home, exhaust gasses from combustion appliances, soil gasses such as radon, and moisture from a bathroom, kitchen, or unvented clothes dryer. Our first responsibility is to do no harm — this applies both to our clients and to our employees. Currently, there are many new products that are widely used but whose health effects are not well understood. Our in ability to have perfect information means the directive to do no harm can be difficult to obey. Each home is a little bit different, and in the face of a situation you’ve never encountered, it’s important to have a solid grasp of the fundamental concepts of building science when the hard and fast rules don’t apply . The home performance industry is gaining momentum, and has the potential to expand greatly as energy costs continue to rise. It is imperative that we remain vigilant about protecting the health and safety of our workers and our customers. It only takes a few news stories about a family that got sick after their home was tightened by a home performance contractor to scare off potential customers and taint the reputation of the entire industry.     This report reviews the U.S. Department of Housing and Urban Development construction code for (HUD-code) manufactured homes, Part 3280: Manufactured Home Construction and Safety Standards (the HUD Code), to identify sections that might be relevant in determining if insulated foam core panels (or structural insulated panels, SIPs) meet the requirements of Part 3280 for use in manufactured home construction. The U.S. Department of Energy and other parties are interested in the use of SIPs in residential construction, including HUD-Code manufactured homes, because the foam panels can have a higher effective insulation value than standard stud-framed construction and use less dimensional lumber. Although SIPs have not been used in manufactured housing, they may be well suited to the factory production process used to manufacture HUD-Code homes and the fact that they require less virgin timber may reduce the effect of volatile and increasing timber prices. Part 3280 requirements for fire resistance, wind resistance, structural load strength, ventilation, transportation shock, and thermal protection are reviewed. A brief comparison is made between the HUD Code requirements and data collected from foam panel manufacturers. 8 refs.

    Aleutian/Pribilof Islands Association, Inc. (APIA) hired three part-time local community members that desire to be Energy Technicians. The energy technicians were trained in methods of weatherization assistance, energy conservation and home safety. They developed a listing of homes in the region that required weatherization, and conducted on-site weatherization and energy conservation education and a home energy and safety reviews in the communities of Akutan, False Pass, King Cove and Nelson Lagoon. Priority was given to these smaller communities as they tend to have the residences most in need of weatherization and energy conservation measures. Local residents were trained to provide all three aspects of the project: weatherization, energy conservation education and a home energy and safety review. If the total energy saved by installing these products is a 25% reduction (electrical and heating, both of which are usually produced by combustion of diesel fuel), and the average Alaska home produces 32,000 pounds of CO2 each year, so we have saved about: 66 homes x 16 tons of CO2 each year x .25 = 264 tons of CO2 each year.

    Thermal requirements were developed for manufactured (mobile) homes in response to legislation requiring the US Department of Housing and Urban Development (HUD) to revise its thermal standards for manufactured homes. A life-cycle cost minimization from the home owner`s perspecetive was used to establish an optimum in a large number of cities for several prototype homes. The development of the economic, financial, and energy conservation measure parameters input into the life-cycle cost analysis was documented. The optimization results were aggregated to zones which were expressed as a maximum overall home U-value (thermal transmittance) requirement. The revised standard`s costs, benefits, and net value to the consumer were quantified. 50 refs.

The proposed revised standard's costs, benefits, and net value to the consumer were quantified. This analysis updates a similar effort completed in 1992, which was the basis for the existing HUD code overall U-factor requirement.

    A number of health hazards and hazards to the durability of homes may be associated with energy retrofitting and home renovation projects. Among the hazards associated with energy retrofit work, exposure to radon is thought to cause more than 15,000 deaths per year in the U.S., while carbon monoxide poisoning results in about 20,000 injuries and 450 deaths per year. Testing procedures have been developed for identifying and quantifying hazards during retrofitting. These procedures commonly include a battery of tests to screen combustion appliances for safe operation, including worst case depressurization measurement, backdrafting (spillage) under depressurized or normal conditions, and carbon monoxide production.

    In an effort to improve housing options near Las Vegas, Nevada, the Clark County Community Resources Division (CCCRD) performs substantial renovations to foreclosed homes.     This report is in response to a request from the House Committee on Energy and Commerce that the Energy Information Administration (EIA) undertake a neutral, unbiased analysis of the cost, safety, and health and environmental effects of the three major heating fuels: heating oil, natural gas, and electricity. The Committee also asked EIA to examine the role of conservation in the choice of heating and cooling fuel. To accommodate a wide audience, EIA decided to respond to the Committee`s request in the context of a report on reducing home heating and cooling costs. Accordingly, this report discusses ways to weatherize the home, compares the features of the three major heating and cooling fuels, and comments on the types of heating and cooling systems on the market. The report also includes a worksheet and supporting tables that will help in the selection of a heating and/or cooling system.

    "9Combustions safety is an important step in the process of upgrading homes for energy efficiency. There are several approaches used by field practitioners, but researchers have indicated that the test procedures in use are complex to implement and provide too many false positives. Field failures often mean that the house is not upgraded until after remediation or not at all, if not include in the program. In this report the PARR and NorthernSTAR DOE Building America Teams provide a simplified test procedure that is easier to implement and should produce fewer false positives. A survey of state weatherization agencies on combustion safety issues, details of a field data collection instrumentation package, summary of data collected over seven months, data analysis and results are included. The project provides several key results. State weatherization agencies do not generally track combustion safety failures, the data from those that do suggest that there is little actual evidence that combustion safety failures due to spillage from non-dryer exhaust are common and that only a very small number of homes are subject to the failures. The project team collected field data on 11 houses in 2015. Of these homes, two houses that demonstrated prolonged and excessive spillage were also the only two with venting systems out of compliance with the National Fuel Gas Code. The remaining homes experienced spillage that only occasionally extended beyond the first minute of operation. Combustion zone depressurization, outdoor temperature, and operation of individual fans all provide statistically significant predictors of spillage.

    The MH Tool software is designed to evaluate existing and new manufactured homes for structural adequacy in high winds. Users define design elements of a manufactured home and then select the hazard(s) for analysis. MH Tool then calculates and reports structural analysis results for the specified design and hazard Method of Solution: Design engineers input information (geometries, materials, etc.) describing the structure of a manufactured home, from which the software automatically creates a mathematical model.more » Windows, doors, and interior walls can be added to the initial design. HUD Code loads (wind, snow loads, interior live loads, etc.) are automatically applied. A finite element analysis is automatically performed using a third party solver to find forces and stresses throughout the structure. The designer may then employ components of strength (and cost) most appropriate for the loads that must be carried at each location, and then re-run the analysis for verification. If forces and stresses are still within tolerable limits (such as the HUD requirements), construction costs would be reduced without sacrificing quality.« less

    A safety harness to be worn by a worker, especially a worker wearing a plastic suit thereunder for protection in a radioactive or chemically hostile environment, which safety harness comprises a torso surrounding portion with at least one horizontal strap for adjustably securing the harness about the torso, two vertical shoulder straps with rings just forward of the of the peak of the shoulders for attaching a life-line and a pair of adjustable leg supporting straps releasibly attachable to the torso surrounding portion. In the event of a fall, the weight of the worker, when his fall is broken and he is suspended from the rings with his body angled slightly back and chest up, will be borne by the portion of the leg straps behind his buttocks rather than between his legs. Furthermore, the supporting straps do not restrict the air supplied through hoses into his suit when so suspended.

    In the United Kingdom there have been significant recent changes to the management of civil nuclear liabilities. With the formation in April 2005 of the Nuclear Decommissioning Authority (NDA), ownership of the civil nuclear licensed sites in the UK, including the Magnox Reactor Stations, passed to this new organisation. The NDAs mission is to seek acceleration of the nuclear clean up programme and deliver increased value for money and, consequently, are driving their contractors to seek more innovative ways of performing work. British Nuclear Group manages the UK Magnox stations under contract to the NDA. This paper summarises the approach being taken within its Reactor Sites business to work with suppliers to enhance working arrangements at sites, improve the delivery of decommissioning programmes and deliver improvements in safety and environmental performance. The UK Magnox stations are 1. generation gas-graphite reactors, constructed in the 1950's and 1960's. Two stations are currently still operating, three are shut-down undergoing defueling and the other five are being decommissioned. Despite the distractions of industry restructuring, an uncompromising policy of demanding improved performance in conjunction with improved safety and environmental standards has been adopted. Over the past 5 years, this policy has resulted in step-changes in performance at Reactor Sites, with increased electrical output and accelerated defueling and decommissioning. The improvements in performance have been mirrored by improvements in safety (DACR of 0 at 5 sites); environmental standards (reductions in energy and water consumption, increased waste recycling) and the overall health of the workforce (20% reduction in sickness absence). These achievements have, in turn, been recognised by external bodies, resulting in several awards, including: the world's first ISRS and IERS level 10 awards (Sizewell, 2006), the NUMEX plant maintenance award (Bradwell, 2006), numerous Ro

    Solar photovoltaic (PV) installations have experienced significant growth in recent years. Due to technological innovations and cost reductions, solar energy is a viable option for an increasing number of residences and businesses across the United States. Rooftop solar is considered safe – to date there has been no documented case of death from the electric shock, chemical burn or conventional fire caused by a solar panel; however, as more buildings install rooftop solar systems, the likelihood increases that fires will occur on buildings with solar, making it critical for firefighters to receive comprehensive solar education and training. This SolarOPs fact sheet gives a brief overview of typical solar PV installations, addresses the major hazards and risks to firefighters, discusses fire safety in Germany (the country with the most installed solar PV per capita), and suggests recommendations and resources to ensure that first responders are prepared to fight fires on homes and buildings with rooftop solar PV.

    This article describes construction of the first manufactured home ever produced from structural insulated panels. The home was built in July 2000 by Champion Enterprises at its Silverton, Oregon, plant. The house was completed on the assembly line in 9 days including a 300-mile road test. The paper examines the design and approval process leading to the project, the manufacturing process and its adjustment to SIPs, and the transportation and energy performance of the house after it was built. PNNL coordinated this project and conducted long-term monitoring on the house. The WSU Energy Program conducted building diagnostics testing once the house was occupied. PNNL and WSU involvement was funded by the U.S. DOE Building America Program. The Oregon Office of Energy conducted blower door and duct blaster tests. The completed home was estimated to reduce energy consumption by 50% and to have twice the structural strength required by HUD code for manufactured homes. The demonstration proved that the manufactured home production line could support SIPs production simultaneously with traditional construction and without major modifications, the line work in parallel with SIPs and traditional materials. The project revealed severl possibilities for further improving cost and time savings with SIPs construction, that might translate into increased capacity.

    This report summarizes research investigating the technical and economic feasibility of several pilot deep energy retrofits, or retrofits that save 30% to 50% or more on a whole-house basis while increasing comfort, durability, combustion safety, and indoor air quality. The work is being conducted for the U.S. Department of Energy Building Technologies Program as part of the Building America Program. As part of the overall program, Pacific Northwest National Laboratory (PNNL) researchers are collecting and analyzing a comprehensive dataset that describes pre- and post-retrofit energy consumption, retrofit measure cost, health and comfort impacts, and other pertinent information for each home participating in the study. The research and data collection protocol includes recruitment of candidate residences, a thorough test-in audit, home energy modeling, and generation of retrofit measure recommendations, implementation of the measures, test-out, and continued evaluation. On some homes, more detailed data will be collected to disaggregate energy-consumption information. This multi-year effort began in October 2010. To date, the PNNL team has performed test-in audits on 51 homes in the marine, cold, and hot-humid climate zones, and completed 3 retrofits in Texas, 10 in Florida, and 2 in the Pacific Northwest. Two of the retrofits are anticipated to save 50% or more in energy bills and the others - savings are in the 30% to 40% range. Fourteen other retrofits are under way in the three climate zones. Metering equipment has been installed in seven of these retrofits - three in Texas, three in Florida, and one in the Pacific Northwest. This report is an interim update, providing information on the research protocol and status of the PNNL deep energy retrofit project as of December, 2011.     The Consequence Management Home Team is a U.S. Department of Energy/National Nuclear Security Administration asset. It assists a variety of response organizations with modeling; radiological operations planning; field monitoring techniques; and the analysis, interpretation, and distribution of radiological data. These reach-back capabilities are activated quickly to support public safety and minimize the social and economic impact of a nuclear or radiological incident. In the Fukushima Daiichi response, the Consequence Management Home Team grew to include a more broad range of support than was historically planned. From the early days of the response to the continuing involvement in supporting late phase efforts, each stage of the Consequence Management Home Team support had distinct characteristics in terms of management of incoming data streams as well as creation of products. Regardless of stage, the Consequence Management Home Team played a critical role in the Fukushima Daiichi response effort.

    Building America research has shown that high-performance homes can potentially give builders an edge in the marketplace and can boost sales, but it doesn't happen automatically. It requires a tailored, easy-to-understand marketing campaign, and sometimes a little flair. This case study highlights the successful marketing approach of Tommy Williams Homes, which devotes resources to advertising, targeted social media outlets and blogs, realtor education seminars, and groundbreaking and open house celebrations. As a result, in one community, 2013 property sales records show that TWH outsells the only other builder in the development at a higher price, with fewer days on the market.

    Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their

    The Multimegawatt (MMW) Space Reactor Project supports the Strategic Defense Initiative Office requirement to provide reliable, safe, cost-effective, electrical power in the MMW range. Specifically, power may be used for neutral particle beams, free electron lasers, electromagnetic launchers, and orbital transfer vehicles. This power plant technology may also apply to the electrical power required for other uses such as deep-space probes and planetary exploration. The Multimegawatt Space Reactor Project, the Thermionic Fuel Element Verification Program, and Centaurus Program all support the Multimegawatt Space Nuclear Power Program and form an important part of the US Department of Energy's (DOE's) space and defense power systems activities. A major objective of the MMW project is the development of a reference flight system design that provides the desired levels of public safety, health protection, and special nuclear material (SNM) protection when used during its designated missions. The safety requirements for the MMW project are a hierarchy of requirements that consist of safety requirements/regulations, a safety policy, general safety criteria, safety technical specifications, safety design specifications, and the system design. This paper describes the strategy and philosophy behind the development of the safety requirements imposed upon the MMW concept developers. The safety organization, safety policy, generic safety issues, general safety criteria, and the safety technical specifications are discussed.

    Some utilities and thermal researchers are devising thermoelectric and thermophotovoltaic technologies to convert furnace heat to electricity and keep home heating systems functioning during extended power failures. Storms that damage power lines often leave homes without heat, since the electricity supplied to furnace blowers is cut along with all other electricity. One case in points is the March 1991 ice storm that left nearly 200,000 Rochester Gas and Electric Corp. customers without electrical power, some for up to two weeks. This led the Rochester, N.Y., utility, RG and E, to search for an independent power source that could provide homes with heat during prolonged outages. RG and E funded development of a continuous gas furnace by the GE Research and Development Center in Schenectady, N.Y., that would keep its customers' homes heated and provide some electricity during power outages. Since natural gas lines are rarely interrupted during a power outage, the furnace is still a potential source of heat, but only if there is some way to supply electricity that is independent of the grid, said Bruce Snow, manager and chief engineer of the technical services division at RG and E. The electricity would power the furnace blower, which blows hot air through air ducts, or run the motor that pumps water through a piping system to keep the house warm. Such a thermoelectrical system involves heating the two junctions of thermocouples, which are made of dissimilar wires, at two different temperatures in order to create electricity. A newer technology, thermophoto-voltaics, also converts heat to electricity. In this process described here, the heat causes an emitter to radiate a wavelength of light, which is converted into electricity by a photovoltaic unit.

    Working with builder partners on a test homes allows for vetting of whole-house building strategies to eliminate any potential unintended consequences prior to implementing these solution packages on a production scale. To support this research, CARB partnered with Preferred Builders Inc. on a high-performance test home in Old Greenwich, CT. The philosophy and science behind the 2,700 ft2 'Performance House' was based on the premise that homes should be safe, healthy, comfortable, durable, efficient, and adapt with the homeowners. The technologies and strategies used in the 'Performance House' were not cutting-edge, but simply 'best practices practiced'. The focus was on simplicity in construction, maintenance, and operation. When seeking a 30% source energy savings targets over a comparable 2009 IECC code-built home in the cold climate zone, nearly all components of a home must be optimized. Careful planning and design are critical. To help builders and architects seeking to match the performance of this home, a step-by-step guide through the building shell components of DOE's Challenge Home are provided in a pictorial story book. The end result was a DOE Challenge Home that achieved a HERS Index Score of 20 (43 without PV, the minimum target was 55 for compliance). This home was also awarded the 2012 HOBI for Best Green Energy Efficient Home from the Home Builders & Remodelers Association of Connecticut.

    Combustions safety is an important step in the process of upgrading homes for energy efficiency. There are several approaches used by field practitioners, but researchers have indicated that the test procedures in use are complex to implement and provide too many false positives. Field failures often mean that the house is not upgraded until after remediation or not at all, if not include in the program. In this report the PARR and NorthernSTAR DOE Building America Teams provide a simplified test procedure that is easier to implement and should produce fewer false positives. A survey of state weatherization agencies on combustion safety issues, details of a field data collection instrumentation package, summary of data collected over seven months, data analysis and results are included. The project team collected field data on 11 houses in 2015.

    This report evaluates residential ventilation systems for the U.S. Environmental Protection Agency's (EPA's) ENERGY STAR{reg_sign} Homes program and recommends mechanical ventilation strategies for new, low-infiltration, energy-efficient, single-family, ENERGY STAR production (site-built tract) homes in four climates: cold, mixed (cold and hot), hot humid, and hot arid. Our group in the Energy Analysis Department at Lawrence Berkeley National Lab compared residential ventilation strategies in four climates according to three criteria: total annualized costs (the sum of annualized capital cost and annual operating cost), predominant indoor pressure induced by the ventilation system, and distribution of ventilation air within the home. The mechanical ventilation systems modeled deliver 0.35 air changes per hour continuously, regardless of actual infiltration or occupant window-opening behavior. Based on the assumptions and analysis described in this report, we recommend independently ducted multi-port supply ventilation in all climates except cold because this strategy provides the safety and health benefits of positive indoor pressure as well as the ability to dehumidify and filter ventilation air. In cold climates, we recommend that multi-port supply ventilation be balanced by a single-port exhaust ventilation fan, and that builders offer balanced heat-recovery ventilation to buyers as an optional upgrade. For builders who continue to install forced-air integrated supply ventilation, we recommend ensuring ducts are airtight or in conditioned space, installing a control that automatically operates the forced-air fan 15-20 minutes during each hour that the fan does not operate for heating or cooling, and offering ICM forced-air fans to home buyers as an upgrade.
