    The Manhattan Project was initiated to develop nuclear weapons for use in World War II. The Hanford Engineer Works (HEW) was established in eastern Washington State as a production complex for the Manhattan Project. A major product of the HEW was plutonium. The buildings and process equipment used in the early phases of nuclear weapons development are historically significant because of the new and unique work that was performed. When environmental cleanup became Hanford's central mission in 1991, the Department of Energy (DOE) prepared for the deactivation and decommissioning of many of the old process facilities. In many cases, the process facilities were so contaminated, they faced demolition. The National Historic Preservation Act (NHPA) requires federal agencies to evaluate the historic significance of properties under their jurisdiction for eligibility for inclusion in the National Register of Historic Places before altering or demolishing them so that mitigation through documentation of the properties can occur. Specifically, federal agencies are required to evaluate their proposed actions against the effect the actions may have on districts, sites, buildings or structures that ere included or eligible for inclusion in the National Register. In an agreement between the DOE'S Richland Operations Office (RL), the Washington State Historic Preservation Office (SHPO) and the Advisory Council on Historic Preservation (ACHP), the agencies concurred that the Hanford Site Historic District is eligible for listing on the National Register of Historic Places and that a Sitewide Treatment Plan would streamline compliance with the NHPA while allowing RL to manage the cleanup of the Hanford Site. Currently, many of the old processing buildings at the Plutonium Finishing Plant (PFP) are undergoing deactivation and decommissioning. RL and Fluor Hanford project managers at the PFP are committed to preserving historical artifacts of the plutonium production process. They

This PA may be extended if the Sitewide Treatment Plan has not been completed by the end of FY 2000. Identification, evaluation, and treatment of properties constructed on the Hanford Site after 1990 will be handled pursuant to the regulations in effect at the time such properties are eligible for review.

At the national level, the National Register of Historic Places includes more than 86,000 listings, which encompass a total of more than 1.6 million historic resources. State registers of historic places also provide recognition and protection for historic sites and districts. Locally, more than 2,400 communities have established historic preservation ordinances. Typically implemented through zoning overlays, these local land use regulations manage changes to hundreds of thousands of historic properties. Over a period of 2 years (2007 and 2008) the U.S. Department of Energy (DOE) designated 25 major U.S. cities as Solar America Cities. DOE provided financial and technical assistance to help the cities develop comprehensive approaches to accelerate the adoption of solar energy technologies. The Solar America Cities partnerships represent the foundation of DOE's larger Solar America Communities program. As a part of this program, DOE identified the implementation of solar projects on historic properties and in historic districts as one area to address. A workshop titled 'Implementing Solar Projects on Historic Buildings and in Historic Districts' was held in Denver, Colorado, in June of 2010. Participants included representatives from the solar industry as well as historic preservationists from nonprofit organizations and government agencies at the local, state, and national levels. The workshop provided an opportunity to gain a common understanding of solar technologies and historic preservation procedures and priorities. The workshop participants also discussed some of the challenges involved in locating PV systems on historic properties and identified potential solutions. This publication is based on the discussions that occurred at this workshop and the recommendations that were developed by participants.     Many municipalities, particularly in older communities of the United States, have a large amount of historic buildings and districts. In addition to preserving these historic assets, many municipalities have goals or legislative requirements to procure a certain amount of energy from renewable sources and to become more efficient in their energy use; often, these requirements do not exempt historic buildings. This paper details findings from a workshop held in Denver, Colorado, in June 2010 that brought together stakeholders from both the solar and historic preservation industries. Based on these findings, this paper identifies challenges and recommends solutions for developing solar photovoltaic (PV) projects on historic buildings and in historic districts in such a way as to not affect the characteristics that make a building eligible for historic status.

    The Savannah River Site (SRS) is an 802 square-kilometer United States Department of Energy (US DOE) nuclear facility located along the Savannah River near Aiken, South Carolina, where Management and Operations are performed by Savannah River Nuclear Solutions (SRNS). In 2004, DOE recognized SRS as structure within the Cold War Historic District of national, state and local significance composed of the first generation of facilities constructed and operated from 1950 through 1989 to produce plutonium and tritium for our nation's defense. DOE agreed to manage the SRS 105-C Reactor Facility as a potentially historic property due to its significance in supporting the U.S. Cold War Mission and for potential for future interpretation. This reactor has five primary areas within it, including a Disassembly Basin (DB) that received irradiated materials from the reactor, cooled them and prepared the components for loading and transport to a Separation Canyon for processing. The 6,317 square meter area was divided into numerous work/storage areas. The walls between the individual basin compartments have narrow vertical openings called 'slots' that permit the transfer of material from one section to another. Data indicated there was over 830 curies of radioactivity associated with the basin sediments and approximately 9.1 M liters of contaminated water, not including a large quantity of activated reactor equipment, scrap metal, and debris on the basin floor. The need for an action was identified in 2010 to reduce risks to personnel in the facility and to eliminate the possible release of contaminants into the environment. The release of DB water could potentially migrate to the aquifer and contaminate groundwater. DOE, its regulators [U. S. Environmental Protection Agency (USEPA)-Region 4 and the South Carolina Department of Health and Environmental Control (SCDHEC)] and the SC Historical Preservation Office (SHPO) agreed/concurred to perform a non-time critical removal

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    Sweet sorghum stalks (42% sugar, dry basis (d.b.)) and bagasse (10% sugar, d.b.) from a cane mill were stored to preserve sugar. Bagasse and stalks were stored outdoors in sealed containers (anaerobic conditions). Treatments included using carbon dioxide or sulfur dioxide atmospheres or surface spraying with propionic acid or aqueous ammonia. Stalks were also stored outdoors under aerobic conditions. Treatments included drying the stalks or spraying with propionic acid. After 200 days, propionic acid (anaerobic) and SO/sub 2/-treated stalks had 34% and 19% of the original sugar remaining, respectively. No other samples had more than 3% of the original sugar remaining. 28 references, 6 tables.

    Applications in superconductivity have become widespread, enabled by advancements in cryogenic engineering. In this paper, the history of cryogenic refrigeration, its delivery, its preservation and the important scientific and engineering advancements in these areas in the last 100 years will be reviewed, beginning with small laboratory dewars to very large scale systems. The key technological advancements in these areas that enabled the development of superconducting applications at temperatures from 4 to 77 K are identified. Included are advancements in the components used up to the present state-of-the-art in refrigeration systems design. Viewpoints as both an equipment supplier and the end-user with regard to the equipment design and operations will be presented. Some of the present and future challenges in these areas will be outlined. Most of the materials in this paper are a collection of the historical materials applicable to these areas of interest.

    Uranium-233 ({sup 233}U) is a synthetic isotope of uranium formed under reactor conditions during neutron capture by natural thorium ({sup 232}Th). At high purities, this synthetic isotope serves as a crucial reference material for accurately quantifying and characterizing uranium-bearing materials assays and isotopic distributions for domestic and international nuclear safeguards. Separated, high purity {sup 233}U is stored in vaults at Oak Ridge National Laboratory (ORNL). These materials represent a broad spectrum of {sup 233}U from the standpoint of isotopic purity - the purest being crucial for precise analyses in safeguarding uranium. All {sup 233}U at ORNL is currently scheduled to be disposed of by down-blending with depleted uranium beginning in 2015. This will reduce safety concerns and security costs associated with storage. Down-blending this material will permanently destroy its potential value as a certified reference material for use in uranium analyses. Furthermore, no credible options exist for replacing {sup 233}U due to the lack of operating production capability and the high cost of restarting currently shut down capabilities. A study was commissioned to determine the need for preserving high-purity {sup 233}U. This study looked at the current supply and the historical and continuing domestic need for this crucial isotope. It examined the gap in supplies and uses to meet domestic needs and extrapolated them in the context of international safeguards and security activities - superimposed on the recognition that existing supplies are being depleted while candidate replacement material is being prepared for disposal. This study found that the total worldwide need by this projection is at least 850 g of certified {sup 233}U reference material over the next 50 years. This amount also includes a strategic reserve. To meet this need, 18 individual items totaling 959 g of {sup 233}U were identified as candidates for establishing a lasting supply of

Because most of those WWII-era facilities were built with minimal materials and so quickly, much of the original infrastructure was torn down in the late '40s and early '50s and replaced by more permanent facilities. However, a few key facilities remained, and are being preserved and maintained for historic significance. Four such sites are visited briefly in this video, taking viewers to V-Site, the buildings where the first nuclear explosive device was pre-assembled in preparation for the Trinity Test in Southern New Mexico. Included is another WWII area, Gun Site. So named because it was the area where scientists and engineers tested the so-called "gun method" of assembling nuclear materials -- the fundamental design of the Little Boy weapon that was eventually dropped on Hiroshima. The video also goes to Pajarito Site, home of the "Slotin Building" and "Pond Cabin." The Slotin Building is the place where scientist Louis Slotin conducted a criticality experiment that went awry in early 1946, leading to his unfortunate death, and the Pond Cabin served the team of eminent scientist Emilio Segre who did early chemistry work on plutonium that ultimately led to the Fat Man weapon.

    Lawrence Livermore National Laboratory (LLNL) proposes to demolish the original sections of Building 431 at its main site in Livermore, California. As this action will constitute an undertaking within the regulatory constraints of the National Historic Preservation Act, LLNL arranged for an assessment of the building's historic significance. This report provides a brief history of the magnetic fusion energy research activities housed in Building 431 and a historic assessment of the building. The final recommendation of the report is that, although Building 431 housed some significant breakthroughs in accelerator technology and magnetic mirror plasma confinement, it lacks integrity for the periods of significance of those developments. It is, therefore, not eligible to the National Register of Historic Places.

To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affilitates of U.S. companies.

    The US Department of Energy`s Hanford Site encompasses an area of 560 square miles on the Columbia River in southeastern Washington. Since 1943, the Hanford Site has existed as a protected area for activities primarily related to the production of radioactive materials for national defense uses. For cultural resources on the Hanford Site, establishment of the nuclear reservation as a high security area, with public access restricted, has resulted in a well-protected status, although no deliberate resource protection measures were in effect to mitigate effects of facilities construction and associated activities. Thus, the Hanford Site contains an extensive record of aboriginal archaeological sites and Native American cultural properties, along with pre-Hanford Euro-American sites (primarily archaeological in nature with the removal of most pre-1943 structures), and a considerable number of Manhattan Project/Cold War era buildings and structures. The recent mission change from production to clean up and disposal of DOE lands created a critical need for development and implementation of new and different cultural resource management strategies. DOE-RL has undertaken a preservation planning effort for the Hanford Site. The intent of this Plan is to enable DOE-RL to organize data and develop goals, objectives, and priorities for the identification, evaluation, registration, protection, preservation, and enhancement of the Site`s historical and cultural properties. Decisions made about the identification, evaluation, registration and treatment of historic properties are most aptly made when relationships between individual properties and other similar properties are considered. The historic context and the multiple property documentation (NTD) process provides DOE-RL the organizational framework for these decisions. Once significant patterns are identified, contexts developed, and expected properties are defined, the NTD process provides the foundation for future

    High-purity 233U serves as a crucial reference material for accurately quantifying and characterizing uranium. The most accurate analytical results which can be obtained only with high-purity 233U certified reference material (CRM) are required when used to confirm compliance with international safeguards obligations and international nonproliferation agreements. The U.S. supply of 233U CRM is almost depleted, and existing domestic stocks of this synthetic isotope are scheduled to be down-blended for disposition with depleted uranium beginning in 2015. Down blending batches of high-purity 233U will permanently eliminate the value of this material as a CRM. Furthermore, no replacement 233U stocks are expected to be produced in the future due to a lack of operating production capability and the high cost of replacing such capability. Therefore, preserving select batches of high-purity 233U is of great value and will assist in retaining current analytical capabilities for uranium-bearing samples. Any organization placing a priority on accurate results of uranium analyses, or on the confirmation of trace uranium in environmental samples, has a vested interest in preserving this material. This paper describes the need for high-purity 233U, the consequences organizations and agencies face if this material is not preserved, and the progress and future plans for preserving select batches of the purest 233U materials from disposition. This work is supported by the Next Generation Safeguards Initiative, Office of Nonproliferation and International Security, National Nuclear Security Administration.

    The application of gamma-irradiation for extending the shelf life of seafood has been of interest for many years. This report reviews a number of studies on seafood irradiation conducted over the past several years. Topics covered include seafood irradiation techniques and dosages, species applicability and differences, the effects of packaging on seafood preservation, and changes in organoleptic acceptability as a result of irradiation. Particular attention is given to radiation effects (likely and unlikely) of concern to the public. These include the potential for generation of toxic chemical products, botulinum toxin production, and other health concerns. No scientifically defensible evidence of any kind was found for any harmful effect of irradiation of seafoods at the doses being considered (less than 300 krad), and all indications are that irradiation is an acceptable and needed additional tool for seafood preservation. 49 refs., 14 figs., 14 tabs.

    A workshop was held on at the MARC X conference to provide a forum for the scientific community to communicate needs for high-purity 233U and its by-products in order to preserve critical items otherwise slated for downblending and disposal. Currently, only a small portion of the U.S. holdings of separated 233U is being preserved. However, many additional kilograms of 233U (>97% pure) still are destined to be downblended which will permanently destroy their potential value for many other applications. It is not likely that this material will ever be replaced due to a lack of operating production capability. Summaries of information conveyed at the workshop and feedback obtained from the scientific community are presented herein.

The CDF and DO experiments each have nearly 9 PB of collider and simulated data stored on tape. A large computing infrastructure consisting of tape storage, disk cache, and distributed grid computing for physics analysis with the Tevatron data is present at Fermilab. The Fermilab Run II data preservation project intends to keep this analysis capability sustained through the year 2020 or beyond. To achieve this, we are implementing a system that utilizes virtualization, automated validation, and migration to new standards in both software and data storage technology as well as leveraging resources available from currently-running experiments at Fermilab. Furthermore, these efforts will provide useful lessons in ensuring long-term data access for numerous experiments throughout high-energy physics, and provide a roadmap for high-quality scientific output for years to come.

    The purpose of a phase-preserving linear amplifier is to make a small signal larger, so that it can be perceived by instruments incapable of resolving the original signal, while sacrificing as little as possible in signal-to-noise. Quantum mechanics limits how well this can be done: the noise added by the amplifier, referred to the input, must be at least half a quantum at the operating frequency. This well-known quantum limit only constrains the second moments of the added noise. Here we provide the quantum constraints on the entire distribution of added noise: any phasepreserving linear amplifier is equivalent to a parametric amplifier with a physical state ? for the ancillary mode; ? determines the properties of the added noise.

  19. Strengthening Our Partnerships with Historically Black Colleges and Universities

    Secretary Chu meets with Annie Whatley, Acting Chief of Staff in the Office of Economic Impact and Diversity, and Dr. William Harvey. Last February, President Obama renewed the White House Initiative on Historically Black Colleges and Universities to encourage collaboration between government agencies, educational associations, philanthropic organizations, the private sector and others to increase the capacity of HBCUs to provide high-quality education to a greater number of students.  The Department of Energy is committed to supporting education at HBCUs and has partnered with HBCUs on a variety of projects. As part of that commitment, today I met with Dr. William Harvey, Chairman of the President’s Board of Advisors on Historically Black Colleges and Universities and President of Hampton University, as well as Langston University President JoAnn Haysbert and Morgan State University President David Wilson. The presidents and I discussed how the Department can better engage HBCUs in our science and laboratory projects, and what lessons we can learn from the many ongoing and successful partnerships we have in place.

    The Lawrence Livermore National Laboratory (LLNL) 'Draft Programmatic Agreement among the Department of Energy and the California State Historic Preservation Officer Regarding Operation of Lawrence Livermore National Laboratory' requires a review and re-evaluation of the eligibility of laboratory properties for the National Register of Historic Places (NRHP) every five years. The original evaluation was published in 2005; this report serves as the first five-year re-evaluation. This re-evaluation includes consideration of changes within LLNL to management, to mission, and to the built environment. it also determines the status of those buildings, objects, and districts that were recommended as NRHP-eligible in the 2005 report. Buildings that were omitted from the earlier building list, those that have reached 50 years of age since the original assessment, and new buildings are also addressed in the re-evaluation.

    The Los Alamos National Laboratory (LANL) supports the International Atomic Energy Agency (IAEA) by providing training for IAEA inspectors in neutron and gamma-ray Nondestructive Assay (NDA) of nuclear material. Since 1980, all new IAEA inspectors attend this two week course at LANL gaining hands-on experience in the application of NDA techniques, procedures and analysis to measure plutonium and uranium nuclear material standards with well known pedigrees. As part of the course the inspectors conduct an inventory verification exercise. This exercise provides inspectors the opportunity to test their abilities in performing verification measurements using the various NDA techniques. For an inspector, the verification of an item is nominally based on whether the measured assay value agrees with the declared value to within three times the historical delta value. The historical delta value represents the average difference between measured and declared values from previous measurements taken on similar material with the same measurement technology. If the measurement falls outside a limit of three times the historical delta value, the declaration is not verified. This paper uses measurement data from five years of IAEA courses to calculate a historical delta for five non-destructive assay methods: Gamma-ray Enrichment, Gamma-ray Plutonium Isotopics, Passive Neutron Coincidence Counting, Active Neutron Coincidence Counting and the Neutron Coincidence Collar. These historical deltas provide information as to the precision and accuracy of these measurement techniques under realistic conditions.

    Phase I of the Clean Air Act Amendments (CAAA) of 1990 is complete. A mix of technologies and compliance strategies were used by the subject utilities to meet their obligations at the lowest evaluated cost. Phase II of the CAAA, which begins in the year 2000, will require utilities to bring their systems into compliance while reducing their overall SO{sub 2} emissions by 4.4 million tons nationwide. However, considering some of the utilities` overcompliance in Phase I, the overall reduction that needs to be achieved in Phase II could be as low as 2 million tons. The economic and business factors that influenced the compliance technology decisions in Phase I are similar to the economic and business factors that will influence both Phase II decisions and asset preservation on existing systems. While there was a mixture of technologies used in Phase I compliance, the uncertainty over allowance pricing and the overall economic climate favored low capital intensive solutions. Most Utilities chose to fuel switch. Many fewer utilities chose to install flue gas desulfurization (FGD) systems than was previously projected. Phase II of the CAAA is likely to continue to favor low capital invenstive solutions since allowance uncertainty continues to be a factor and electric utility restructuring promises continued business uncertainty.

    Reliability-Centered Maintenance (RCM) can be defined as an approach that employs preventive, predictive, proactive, and reactive maintenance practices and strategies in an integrated manner to increase the probability that a Structure, System, or Component (SSC) will function as designed over its life cycle with optimum maintenance. The goal of RCM is to preserve the SSC intended design function at the lowest cost by developing a maintenance strategy that is supported by sound technical and economic justification. RCM has been used extensively by the aircraft, space, defense, power generation, and manufacturing industries where functional failures of SSCs can have the potential to compromise worker or public safety, cause adverse environmental impact, cause loss of production, and/or result in excessive damage to critical SSCs. This paper provides a framework for performing an RCM analysis in support of DOE Order 430.1A (Life Cycle Asset Management) and DOE Order 420.1B (Facility Safety). The influence of RCM on the various aspects of the maintenance program including the work control process is also discussed.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    As part of the ongoing remedial investigations (RI) at the Navy`s fleet and Industrial Supply Center, Oakland (FISCO)-Alameda Facility/Alameda Annex (the facility), FISC Oakland, and NAS Alameda, the presence of widespread historic chemical contaminants along the interface between the fill material and the former marshland deposits has been discovered. The historic contaminants are believed to have accumulated within the marshland areas prior to the filling activities along the Oakland Inner Harbor. The historic contaminants consist of heavy petroleum hydrocarbons, aromatic hydrocarbons, and polynuclear aromatic hydrocarbons (PAH), apparently generated by the former industries in the area. Three solid waste management units (SWMUs) and eight areas of concern ( AOCs) were identified at the facility. Three SWMUs and 1 AOC were recommended for site investigations as high-priority.

    The goal of this study is to provide a literature search and write a historical narrative of the cultural significance of the study area for the proposed WyCoalGas Inc., pipeline, railroad, well fields, and coal gasification plant. The request for a cultural resource investigation states at a minimum the study shall be a literature search on the narrow one mile corridor along the proposed pipelines, areas included within the various facilities plus a one mile buffer surrounding these facilities. In addition, the study must be tied into appropriate local, state, and national history. The writer of this history has felt a responsibility for providing a realistic assessment of the themes of the study area's historical development. Several ideas have been concentrated upon: its American Indian heritage; the Euro-American's exploitive relationship with the region; and the overriding fragile, arid nature of its land. It is hoped that the government agencies and ultimately the energy company will feel a similiar responsibility toward the study area's historical integrity.

    Planktonic microbial activity and community structure is dynamic, and can change dramatically on time scales of hours to days. Yet for logistical reasons, this temporal scale is typically undersampled in the marine environment. In order to facilitate higher-resolution, long-term observation of microbial diversity and activity, we developed a protocol for automated collection and fixation of marine microbes using the Environmental Sample Processor (ESP) platform. The protocol applies a preservative (RNALater) to cells collected on filters, for long-term storage and preservation of total cellular RNA. Microbial samples preserved using this protocol yielded high-quality RNA after 30 days of storage at room temperature, or onboard the ESP at in situ temperatures. Pyrosequencing of complementary DNA libraries generated from ESP-collected and preserved samples yielded transcript abundance profiles nearly indistinguishable from those derived from conventionally treated replicate samples. To demonstrate the utility of the method, we used a moored ESP to remotely and autonomously collect Monterey Bay seawater for metatranscriptomic analysis. Community RNA was extracted and pyrosequenced from samples collected at four time points over the course of a single day. In all four samples, the oxygenic photoautotrophs were predominantly eukaryotic, while the bacterial community was dominated by Polaribacter-like Flavobacteria and a Rhodobacterales bacterium sharing high similarity with Rhodobacterales sp. HTCC2255. However, each time point was associated with distinct species abundance and gene transcript profiles. These laboratory and field tests confirmed that autonomous collection and preservation is a feasible and useful approach for characterizing the expressed genes and environmental responses of marine microbial communities.

    Exposure to silver, and hence its possible environmental effects, has been regulated since the 1960s. Rules were first developed in the United States to protect against potential negative effects to humans due to ingestion of drinking water containing silver. As regulations for other environmental media were developed, silver was generally included because of its designation as a drinking water chemical of concern. Ambient water quality criteria were developed based on the toxic action of ionic silver. In the early 1990s the US Environmental Protection Agency`s Office of Drinking Water downgraded silver from a primary to a secondary maximum contaminant level because the effects of exposure to silver were judged to be cosmetic. Regulations pertaining to solid waste, surface waters, and occupational exposure have not been changed, but may be changed in the near future as the fate and toxic mechanisms of silver become better understood.

  1. Historical hydronuclear testing: Characterization and remediation technologies

    This report examines the most current literature and information available on characterization and remediation technologies that could be used on the Nevada Test Site (NTS) historical hydronuclear test areas. Historical hydronuclear tests use high explosives and a small amount of plutonium. The explosion scatters plutonium within a contained subsurface environment. There is currently a need to characterize these test areas to determine the spatial extent of plutonium in the subsurface and whether geohydrologic processes are transporting the plutonium away from the event site. Three technologies were identified to assist in the characterization of the sites. These technologies are the Pipe Explorer{trademark}, cone penetrometer, and drilling. If the characterization results indicate that remediation is needed, three remediation technologies were identified that should be appropriate, namely: capping or sealing the surface, in situ grouting, and in situ vitrification. Capping the surface would prevent vertical infiltration of water into the soil column, but would not restrict lateral movement of vadose zone water. Both the in situ grouting and vitrification techniques would attempt to immobilize the radioactive contaminants to restrict or prevent leaching of the radioactive contaminants into the groundwater. In situ grouting uses penetrometers or boreholes to inject the soil below the contaminant zone with low permeability grout. In situ vitrification melts the soil containing contaminants into a solid block. This technique would provide a significantly longer contaminant immobilization, but some research and development would be required to re-engineer existing systems for use at deep soil depths. Currently, equipment can only handle shallow depth vitrification. After existing documentation on the historical hydronuclear tests have been reviewed and the sites have been visited, more specific recommendations will be made.

    This report presents the results of a National Historic Preservation Act Section 106 cultural resources inventory and historical evaluation of the 1957 Smoky atmospheric test location on the Nevada National Security Site (NNSS). The Desert Research Institute (DRI) was tasked to conduct a cultural resources study of the Smoky test area as a result of a proposed undertaking by the Department of Energy Environmental Management. This undertaking involves investigating Corrective Action Unit (CAU) 550 for potential contaminants of concern as delineated in a Corrective Action Investigation Plan. CAU 550 is an area that spatially overlaps portions of the Smoky test location. Smoky, T-2c, was a 44 kt atmospheric nuclear test detonated at 5:30 am on August 31, 1957, on top of a 213.4 m (700 ft) 200 ton tower (T-2c) in Area 8 of the NNSS. Smoky was a weapons related test of the Plumbbob series (number 19) and part of the Department of Defense Exercise Desert Rock VII and VIII. The cultural resources effort involved the development of a historic context based on archival documents and engineering records, the inventory of the cultural resources in the Smoky test area and an associated military trench location in Areas 9 and 10, and an evaluation of the National Register eligibility of the cultural resources. The inventory of the Smoky test area resulted in the identification of structures, features, and artifacts related to the physical development of the test location and the post-test remains. The Smoky test area was designated historic district D104 and coincides with a historic archaeological site recorded as 26NY14794 and the military trenches designed for troop observation, site 26NY14795. Sites 26NY14794 and 26NY14795 are spatially discrete with the trenches located 4.3 km (2.7 mi) southeast of the Smoky ground zero. As a result, historic district D104 is discontiguous and in total it covers 151.4 hectares (374 acres). The Smoky test location, recorded as historic

    The deleterious effects of coherent synchrotron radiation (CSR) on the phase-space and energy spread of high-energy beams in accelerator light sources can significantly constrain the machine design and performance. In this paper, we present a simple method to preserve the beam emittance by means of using magnetized beams that exhibit a large aspect ratio on their transverse dimensions. The concept is based on combining a finite solenoid field where the beam is generated together with a special optics adapter. Numerical simulations of this new type of beam source show that the induced phase-space density growth can be notably suppressed to less than 1% for any bunch charge. This work elucidates the key parameters that are needed for emittance preservation, such as the required field and aspect ratio for a given bunch charge.

The Fast Flux Test Facility (FFTF) is the most recent LMR to operate in the United States, from 1982 to 1992, and was designed as a fully instrumented test reactor with on-line, real time test control and performance monitoring of components and tests installed in the reactor. Knowledge preservation at the FFTF is focused on the areas of design, construction, and startup of the reactor, as well as on preserving information obtained from 10 years of successful operating history and extensive irradiation testing of fuels and materials. In order to ensure protection of information at risk, the program to date has sequestered reports, files, tapes, and drawings to allow for secure retrieval. A disciplined and orderly approach has been developed to respond to client's requests for documents and data in order to minimize the search effort and ensure that future requests for this information can be readily accommodated.

  14. Deep porosity preservation in the Norphlet Formation, Mobil Bay, Alabama

    Compaction and pressure solution have commonly been assumed to destroy primary intergranular porosity in deeply buried sandstones. However, primary porosities of up to 20% are preserved at depths greater than 20,000 feet in the Norphlet Formation of Mobile Bay. Previous workers have called upon a number of mechanisms to preserve these high porosities in the Norphlet, specifically chlorite rim cements, gas emplacement, overpressuring, and decementation. In contrast, our study of data from 23 Norphlet wells, including 450 thin sections, indicates that these suggested mechanisms are not the primary cause of porosity preservation in the Norphlet. The authors propose an alternative interpretation: that in the Norphlet, as in other well-sorted, ductile-grain-poor sandstones, porosity loss from compaction did not go to completion under reservoir (premetamorphic) conditions, but stabilized at depths of about 5,000-8,000 feet and porosity values of about 26%. Porosity loss below these values is due to cementation. For cementation to occur, both an adequate source of cement and geochemical conditions favoring cement precipitation must be present. Computer simulations of Norphlet burial history, including post-depositional fluid-flow patterns, suggest that conditions favorable to quartz cementation never occurred in the bulk of the Norphlet because of the formation's stratigraphic position and isolation from a basinward source of silica-saturated fluids.

    The Higgs boson was postulated in 1964, and phenomenological studies of its possible production and decays started in the early 1970s, followed by studies of its possible productionin e{sup +} e{sup -}, {anti p}p and pp collisions, in particular. Until recently, the most sensitive searches for the Higgs boson were at LEP between 1989 and 2000, which have been complemented bysearches at the Fermilab Tevatron. The LHC has recently entered the hunt, excluding a Higgs boson over a large range of masses and revealing a tantalizing hint in the range 119 to125 GeV, and there are good prospects that the existence or otherwise of the Higgs boson will soon be established. One of the most attractive possibilities is that the Higgs bosonis accompanied by supersymmetry, though composite options have yet to be excluded. This article reviews some of the key historical developments in Higgs physics over the past half-century.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.). This memorandum provides historical flow rates at the downstream gauging station at Highway 301 for use in retrospective dose calculations and derives flow rate data for the Beaufort-Jasper and Port Wentworth water treatment plants.

    One of the goals of the Department of Energy’s Office of Nuclear Energy, initiated under the Fuel Cycle Research and Development Program (FCRD) and continued under the Advanced Reactor Concepts Program (ARC) is to preserve the knowledge that has been gained in the United States on Liquid Metal Reactors (LMRs) that could support the development of an environmentally and economically sound nuclear fuel cycle. The Fast Flux Test Facility (FFTF) is the most recent LMR to operate in the United States, from 1982 to 1992, and was designed as a fully instrumented test reactor with on-line, real time test control and performance monitoring of components and tests installed in the reactor. The 10 years of operation of the FFTF provided a very useful framework for testing the advances in LMR safety technology based on passive safety features that may be of increased importance to new designs after the events at Fukushima. Knowledge preservation at the FFTF is focused on the areas of design, construction, and startup of the reactor, as well as on preserving information obtained from 10 years of successful operating history and extensive irradiation testing of fuels and materials. In order to ensure protection of information at risk, the program to date has sequestered reports, files, tapes, and drawings to allow for secure retrieval. A disciplined and orderly approach has been developed to respond to client’s requests for documents and data in order to minimize the search effort and ensure that future requests for this information can be readily accommodated.

    In 1979, six years after selecting the Delaware Basin as a potential disposal area, Congress authorized the U.S. Department of Energy to build the Waste Isolation Pilot Plant (WIPP) near Carlsbad, New Mexico, as a Research and development facility for the safe management storage, and disposal of waste contaminated with transuranic radioisotopes. In 1998, 19 years after authorization and after site selection, the U.S. Environmental Protection Agency (EPA) certified that the WIPP disposal system complied with its regulations. The EPA's decision was primarily based on the results from a performance. assessment conducted in 1996, which is summarized in this special issue of Reliability Engineering and System Safety. This performance assessment was the culmination of four preliminary performance assessments conducted between 1989 and 1992. This paper provides a historical setting and context for how the performance of the deep geologic repository at the WIPP was analyzed. Also included is background on political forces acting on the project.

    The Historical Monthly Energy Review (HMER) presents monthly and annual data from 1973 through 1992 on production, consumption, stocks, imports, exports, and prices of the principal energy commodities in the United States. Also included are data on international production of crude oil, consumption of petroleum products, petroleum stocks, and production of electricity from nuclear-powered facilities. This edition of the HMER extends the original HMER in several ways: (1) Four additional years of monthly data, 1989--1992, have been added. (2) This report fully replaces the earlier one; each data cell that has been revised since the original HMER is marked with an ``R`` so that changes can be quickly noted. (3) Section 1 has been expanded to include Tables 1.7--1.13, which were not available in the first HMER. (4) Tables 3.9 on propane and Table 4.3 on natural gas trade, which have been added to the MER since the release of the first HMER, are included in this edition. In addition, Table 10.4 on nuclear electricity gross generation has been reorganized to align more closely with the current presentation in the MER.

    This is the second report describing an ongoing environmental surveillance program conducted at the Palos Park Forest Preserve near Chicago, Illinois. The Preserve was a site of a nuclear research laboratory (Site A) from 1943 to 1956 and a radioactive waste burial site (Plot M) from 1944 to 1949. An extensive radiological characterization of the site was conducted from February 1976 to August 1977, and tritium in the form of water was found to be the only radionuclide that migrated from the nuclear facilities. The results were published in US Department of Energy Report DOE/EV-0005/7. The present report summarizes the earlier findings and gives the detailed results of the work from August 1977 through December 1981. The vertical and horizontal distribution of tritium within the glacial till was determined from measurements of tritium in soil moisture. Chemical and radiochemical analyses were performed on a number of wells in the area. Tritiated water continued to be the only species that was observed to have migrated from the Plot M area. Migration from the Site A area was not observed. The concentration of tritium at the Red Gate Woods well, 1200 ft downgradient from Plot M, continued to show the seasonal fluctuations of high concentrations in the winter and low concentrations in the summer. Monitoring of the Palos Park area is continuing.

  11. Ecosystem management: Controlling biological invasion in an Illinois nature preserve

    Understanding the nature and effects of human interaction with the landscape is an important aspect of environmental decisionmaking. Often, human action alters the composition and distribution of organisms. In the North American central Midwest, human occupation has decimated native woodlands, which endure as habitat islands in a highly fragmented natural landscape dominated by intensive agriculture and permeated by invasive exotic species. The alterations in the landscape have affected the structure and function of the few remaining intact forests by altering the environment experienced by tree and herb species. A frequent invader of forest understories throughout the central Midwest is Vinca minor, a horticultural groundcover, yet this species has not previously been studied as a woodland invader. We tested the hypothesis that native understory species were excluded from colonized areas, and that tree seedling growth was suppressed. Using study plots in Knobeloch Woods Nature Preserve, St. Clair County, Illinois, we measured the effect of Vinca colonization on understory composition and diversity, by comparing colonized and uncolonized plots. We also related understory characteristics to soil and canopy properties. Finally, to evaluate an ongoing program to control the invasion in the field, we tested the hypothesis that simultaneous cutting and herbicide treatment had increased the diversity of native understory species. We hope with this study to provide fact-based recommendations for management of midwestern nature preserves experiencing exotic plant invasions.

  12. Numerical preservation of symmetry properties of continuum problems

    The authors investigate the problem of perfectly preserving a symmetry associated naturally with one coordinate system when calculated in a different coordinate system. This allows a much wider range of problems that may be viewed as perturbations of the given symmetry to be investigated. They study the problem of preserving cylindrical symmetry in two-dimensional cartesian geometry and spherical symmetry in two-dimensional cylindrical geometry. They show that this can be achieved by a simple modification of the gradient operator used to compute the force in a staggered grid Lagrangian hydrodynamics algorithm. In the absence of the supposed symmetry they show that the new operator produces almost no change in the results because it is always close to the original gradient operator. Their technique this results in a subtle manipulation of the spatial truncation error in favor of the assumed symmetry but only to the extent that it is naturally present in the physical situation. This not only extends the range of previous algorithms and the use of new ones for these studies, but for spherical or cylindrical calculations reduces the sensitivity of the results to grid setup with equal angular zoning that has heretofore been necessary with these problems. Although this work is in two-dimensions, it does point the way to solving this problem in three-dimensions. This is particularly important for the ASCI initiative. The manner in which these results can be extended to three-dimensions will be discussed.

    One of the goals of the Fuel Cycle Research and Development Program (FCRD) is to preserve the knowledge that has been gained in the United States on Liquid Metal Reactors (LMR). A key area deserving special attention for preservation is the data relating to passive safety testing that was conducted in FFTF and EBR-II during the 1980’s. Accidents at Unit 4 of the Chernobyl Station and Unit 2 at Three Mile Island changed the safety paradigm of the nuclear power industry. New emphasis was placed on assured safety based on intrinsic plant characteristics that protect not only the public, but the significant investment in the plant as well. Plants designated to perform in this manner are considered to be passively safe since no active sensor/alarm system or human intervention is required to bring the reactor to a safe shutdown condition. The liquid metal reactor (LMR) has several key characteristics needed for a passively safe reactor: reactor coolant with superior heat transfer capability and very high boiling point, low (atmospheric) system pressures, and reliable negative reactivity feedback. The credibility of the design for a passively safe LMR rests on two issues: the validity of analytic methods used to predict passive safety performance and the availability of relevant test data to calibrate design tools. Safety analysis methods used to analyze LMRs under the old safety paradigm were focused on calculating the source term for the Core Disruptive Accident. Passive safety design requires refined analysis methods for transient events because treatment of the detailed reactivity feedbacks is important in predicting the response of the reactor. Similarly, analytic tools should be calibrated against actual test experience in existing LMR facilities. The principal objectives of the combined FFTF natural circulation and Passive Safety Testing program were: 1) to verify natural circulation as a reliable means to safely remove decay heat, 2) to extend passive safety

  5. Evaluation of spray-drying methods for cellulase preservation

    Spray drying processes are widely used for the large-scale preservation of biology goods. The application of this technology to the enhancement of the storability of cellulase and related enzymes would improve fermentation processes requiring input of specific quantities of enzyme catalyst of known activity. Very high percentages (90% of original) of filter paper and carboxymethyicellulose hydrolyzing activities can be recovered from conventional spray dryers when operated at inlet air temperatures ranging from 90 to 180 degrees. The beta-glucosidase and beta-xylosidase activity recoveries were somewhat lower and were optimal at temperatures ranging from 120 to 150 degrees. However, the individual performance of the 12 enzyme preparations examined was quite preparation specific. An ultrasonic nozzle adaptation to the Yamato dryer demonstrated the overall feasibility of high energy atomization inasmuch as the filter paper activity was retained after drying. The more labile beta-xylosidase activity was, however, entirely lost.

    The authors describe the detailed protocol developed in their laboratory at Oak Ridge for the permeabilization and cryobiological preservation of embryos of Drosophila melanogaster, Oregon R strain. The protocol is supplemented by notes containing two sorts of information.     Preservation and hold time of radionuclides must account for both nuclear half-lives and nonnuclear loss mechanisms, but variations in the latter are often neglected. Metals-based defaults are inappropriate for long-lived non-metals C-14 and I-129, which are vulnerable to chemical and biological volatilization. Non-acidification is already widely practiced for them. Recommended addition measures from radiological and chemical literature include glass containers where possible, water filtration where possible, headspace minimization, light shielding, cold (4°C) storage and unfiltered water hold time of 28 days. Soil hold time may need to be shortened when water-logged, excessively sandy, or still adjusting to significant new contamination.

  8. Second order multidimensional sign-preserving remapping for ALE methods

    A second-order conservative sign-preserving remapping scheme for Arbitrary Lagrangian-Eulerian (ALE) methods is developed utilising concepts of the Multidimensional Positive Definite Advection Transport Algorithm (MPDATA). The algorithm is inherently multidimensional, and so does not introduce splitting errors. The remapping is implemented in a two-dimensional, finite element ALE solver employing staggered quadrilateral meshes. The MPDATA remapping uses a finite volume discretization developed for volume coordinates. It is applied for the remapping of density and internal energy arranged as cell centered, and velocity as nodal, dependent variables. In the paper, the advection of scalar fields is examined first for test cases with prescribed mesh movement. A direct comparison of MPDATA with the performance of the van Leer MUSCL scheme indicates advantages of a multidimensional approach. Furthermore, distinctly different performance between basic MPDATA and the infinite gauge option is illustrated using benchmarks involving transport of a sign changing velocity field. Further development extends the application of MPDATA remapping to the full ALE solver with a staggered mesh arrangement for density, internal energy and momentum using volume coordinates. At present, two options of the algorithm - basic and infinite gauge - are implemented. To ensure a meaningful assessment, an identical Lagrangian solver and computational mesh update routines are used with either MPDATA or van Leer MUSCL remapping. The evaluation places particular focus on the abilities of both schemes to accurately model multidimensional problems. Theoretical considerations are supported with numerical examples. In addition to the prescribed mesh movement cases for advection of scalars, the demonstrations include two-dimensional Eulerian and ALE flow simulations on quadrilateral meshes with both fixed and variable timestep control.     This report presents a historical evaluation of the U16a Tunnel on the Nevada National Security Site in southern Nevada. The work was conducted by the Desert Research Institute at the request of the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office and the U.S. Department of Defense, Defense Threat Reduction Agency. The U16a Tunnel was used for underground nuclear weapons effects tests in Shoshone Mountain in Area 16 of the Nevada National Security Site. Six nuclear tests were conducted in the U16a Tunnel from 1962 to 1971. These tests are Marshmallow, Gum Drop, Double Play, Ming Vase, Diamond Dust, and Diamond Mine. The U.S. Department of Defense Threat Reduction Agency, with participation from Lawrence Livermore National Laboratory and Las Alamos National Laboratory, sponsored the tests. Fifteen high explosives tests were also conducted at the tunnel. Two were calibration tests during nuclear testing and the remaining were U.S. Department of Defense, Defense Threat Reduction Agency tunnel defeat tests. The U16a Tunnel complex is on the top and slopes of Shoshone Mountain, encompassing an area of approximately 16.7 hectares (41.1 acres). Major modifications to the landscape are a result of three principal activities, road construction and maintenance, mining activities related to development of the tunnel complex, and site preparation for activities related to testing. Forty-seven cultural features were recorded at the portal and on the slopes of Shoshone Mountain. At the portal area, features relate to the mining, construction, testing, and general every day operational support activities within the tunnel. These include concrete foundations for buildings, equipment pads, and rail lines. Features on the slopes above the tunnel relate to tunnel ventilation, borehole drilling, and data recording. Feature types include soil-covered bunkers, concrete foundations, instrument cable holes, drill holes, and ventilation shafts. The U16
