  10. SUPPORT FOR HU CFRT SUMMER HIGH SCHOOL FUSION WORKSHOP

    Nine summer fusion science research workshops for minority and female high school students were conducted at the Hampton University Center for Fusion Research and Training from 1996 to 2005. Each workshop was of the duration of eight weeks. In all 35 high school students were mentored. The students presented 28 contributed papers at the annual meetings of the American Physical Society Division of Plasma Physics. These contributed papers were very well received by the plasma physics and fusion science research community. The students won a number of prestigious local, state, and national honors, awards, prizes, and scholarships. The notable among these are the two regional finalist positions in the 1999 Siemens-Westinghouse Science and Technology Competitions; 1st Place U.S. Army Award, 2006; 1st Place U.S. Naval Science Award, 2006; Yale Science and Engineering Association Best 11th Grade Project, 2006; Society of Physics Students Book Award, 2006; APS Corporate Minority Scholarship and others. This workshop program conducted by the HU CFRT has been an exemplary success, and served the minority and female students exceptionally fruitfully. The Summer High School Fusion Science Workshop is an immensely successful outreach activity conducted by the HU CFRT. In this workshop, we train, motivate, and provide high quality research experiences to young and talented high school scholars with emphasis on under-represented minorities and female students in fusion science and related areas. The purpose of this workshop is to expose minority and female students to the excitement of research in science at an early stage in their academic lives. It is our hope that this may lead the high school students to pursue higher education and careers in physical sciences, mathematics, and perhaps in fusion science. To our knowledge, this workshop is the first and only one to date, of fusion science for under-represented minorities and female high school students at an HBCU. The faculty

    The high-school timetabling problem consists in assigning all the lectures of a high school to the time periods in such a way that no teacher (or class) is involved in more than one lecture at a time and other side constraints are satisfied. The problem is NP-complete and is usually tackled using heuristic methods. This paper describes a solution algorithm (and its implementation) based on Tabu Search. The algorithm interleaves different types of moves and makes use of an adaptive relaxation of the hard constraints. The implementation of the algorithm has been successfully experimented in some large high schools with various kinds of side constraints.

    This project addressed the problem of female and minority representation in science and mathematics education and in related fields. It was designed to recruit high school students from under-represented groups into a program that provided significant, meaningful experiences to encourage those young people to pursue careers in science and science teaching. It provided role models for those students. It provided experiences outside of the normal school environment, experiences that put the participants in the position to serve as role models themselves for disadvantaged young people. It also provided encouragement to pursue careers in science and mathematics teaching and related careers. In these respects, it complemented other successful programs to encourage participation in science. And, it differed in that it provided incentives at a crucial time, when career decisions are being made during the high school years. Further, it encouraged the pursuit of careers in science teaching. The objectives of this project were to: (1) provide enrichment instruction in basic concepts in the life, earth, space, physical sciences and mathematics to selected high school students participating in the program; (2) provide instruction in teaching methods or processes, including verbal communication skills and the use of questioning; (3) provide opportunities for participants, as paid student interns, to transfer knowledge to other peers and adults; (4) encourage minority and female students with high academic potential to pursue careers in science teaching.

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel. Previous projects included the effects of tritium on cellular viability and neutron diffraction measurement of residual stresses in automobile engines.

    On January 8, 1992, the National Institute for Occupational Safety and Health (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Montpelier High School, particularly with regard to new carpets installed there. On March 4, 1992, NIOSH investigators interviewed teachers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in classrooms and administrative offices which were carpeted. Other yearly remodeling activities, such as painting classrooms and applying a sealant to the gymnasium floor, had been done at the same time the carpet was installed. Energy-saving and fire code modifications to the school over time had altered the effectiveness of the designed ventilation system. Based on the medical interviews and environmental information, it appeared that there was a temporal relationship between the yearly remodeling of the school and the symptoms reported by the teachers. Ventilation system improvements and the use of low emitting building materials and furnishings are recommended.

    Little is known about health outcomes related to electronic cigarette (EC) use, despite its growing popularity. The aim of this study is to investigate the association between EC use and asthma. The study design is a cross-sectional study. A total of 35,904 high school students were included as the final study population. The presence of asthma was based on a student’s self-reported doctor diagnosis of asthma in the past 12 months. Results showed prevalence rates of asthmatics in ‘current EC users’ (n = 2,513), ‘former EC users’ (n = 2,078), and ‘never EC users’ (n = 31,313), were 3.9% (nmore » = 98), 2.2% (n = 46) and 1.7% (n = 530), respectively. Comparing ‘current EC’ users with ‘never EC’ users, the unadjusted OR for asthma was 2.36 (95% CI: 1.89–2.94). In order to control for the effect of conventional cigarette (CC) smoking, after stratifying the subjects by the three CC smoking categories (never CC, former CC, and current CC), within the ‘never CC’ category, the unadjusted OR for asthma for ‘current EC’ users was 3.41 (95% CI: 1.79–6.49), and the adjusted OR was 2.74 (95% CI: 1.30–5.78). Severe asthma was reflected by the number of days absent from school due to asthma symptoms; current EC users had the highest adjusted OR for severe asthma compared to ‘never EC’ users. In conclusion, when compared to a reference population of high school students in South Korea, EC users have an increased association with asthma and are more likely to have had days absent from school due to severe asthma symptoms. In conclusion, the results indicate that EC use may be a risk factor for asthma. The results may be useful in developing a scientific basis for the evaluation of a potential health hazard by EC.« less

    The utility no longer has protected status, and the traditional franchise concept is under attack. Exclusive rights once conveyed to the utilities are being denied and not just in the area of gas sales. Exclusive rights once conveyed to utilities will be denied in more areas. State by state, the utilities` franchise is being examined to see which, if any, of its provisions are necessary in a deregulated environment. Can the free market provide everything that`s been provided for many years under monopolistic arrangements? Some of the most critical and difficult of these provisions concern the obligation to serve, which utilities, in most states, have assumed as part of their franchise agreement. Regulators, courts, utilities, marketers and others are busy sorting through these issues, but resolution could take years. The paper discusses deregulation, universal service fee, representation without taxation, suppliers and marketer restrictions.

    The 100 kW system consists of the photovoltaic array, the inverter/control subsystem, the building and utility interface, and the monitoring subsystem. The photovoltaic array consists of 40 separate subarrays of 80 photovoltaic modules each (5 parallel by 16 series), deployed in rows on the southerly facing slope north of the school building. Typical operating voltage is 250 V. The wiring scheme permits individual modules to be disconnected without a radical change in subarray output current. Power is transmitted at 4160 V from the inverters and a step-up transformer to the main 4160 V utility feed line in the school. Separate metering measures power bought and sold. At the optimum tilt angle of 40/sup 0/, the array provides 116 MWh of ac energy annually, or 8% of the school load. A fault detection and isolation scheme which can find faulty modules is incorporated into the monitoring subsystem. Safety during installation, operation and maintenance was a major consideration in system design.

Its active solar energy system is designed to supply 57% of the space heating and 50% of the hot water demand. The system is equipped with 8034 square feet of flat plate collectors, 4017 cubic feet of rock bin sensible heat storage, and auxiliary equipment including 8 heat pumps, 6 of which are solar supplied and instrumented, air conditioning units, and natural-gas-fired boilers. Performance data are given for the system including the solar fraction, solar savings ratio, conventional fuel savings, system performance factor and solar system coefficient of performance. Insolation, solar energy utilization and operation data are also given. The performance of the collector, storage, domestic hot water and space heating subsystems, the operating energy, energy savings, and weather conditions are also evaluated. Appended are a system description, performance evaluation techniques and equations, site history, long-term weather data, sensor technology, and typical monthly data. (LEW)

    IF YOU LIVE IN THE PACIFIC NORTHWEST, CHANCES ARE YOU USE ELECTRICITY THAT’S MARKETED BY THE BONNEVILLE POWER ADMINISTRATION OR IS TRANSMITTED OVER BPA POWER LINES. Headquartered in Portland, Ore., BPA is a federal agency that markets wholesale electricity and transmission to the region’s utilities as well as to some large industries. BPA provides about one-third of the electricity used in the Northwest and operates over three-fourths of the region’s high-voltage transmission. BPA does not rely on annual appropriations from Congress for its financing. Instead, the agency recovers all of its costs through sales of electricity and transmission services and repays the U.S. Treasury in full with interest for any money it borrows. BPA sells wholesale power at cost rather than charging market prices. The bulk of the power BPA sells is generated at federal hydroelectric dams on the Columbia River, thus providing some of the lowest-cost electricity in the nation. This low-cost, clean power has been a cornerstone of the Northwest economy for decades, stimulating growth and new jobs. As concerns about global climate change are placing a new premium on clean energy, the federal hydro system has become an increasingly valuable resource. In addition to being low cost, electricity produced by the federal hydro system has no greenhouse gas emissions. And this power source is renewable — replenished each year by the region’s rainfall and snowmelt.

    This is a proposal to locate a combined Modular Pumped Hydro (MPH) Energy Storage plus PV solar facility at Rio Rancho High School, NM. The facility will functionally provide electricity at night derived from renewable solar energy. Additionally the facility will provide STEM related educational opportunities for students and staff of the school, public community outreach, and validation of an energy storage approach applicable for the Nation (up to 1,000,000 kWh per installation). The proposal will summarize the nature of electricity, why energy storage is useful, present the combined MPH and solar PV production design, present how the actual design will be built and operated in a sustainable manner, how the project could be funded, and how the project could be used in STEM related activities.

    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    Through a commitment to high performance, school districts are discovering that smart energy choices can create lasting benefits for students, communities, and the environment. For example, an energy efficient school district with 4,000 students can save as much as $160,000 a year in energy costs. Over 10 years, those savings can reach $1.6 million, translating into the ability to hire more teachers, purchase more textbooks and computers, or invest in additional high performance facilities. Beyond these bottomline benefits, schools can better foster student health, decrease absenteeism, and serve as centers of community life. The U.S. Department of Energy's EnergySmart Schools Program promotes a 30 percent improvement in existing school energy use. It also encourages the building of new schools that exceed code (ASHRAE 90.11999) by 50 percent or more. The program provides resources like this Guide to Operating and Maintaining EnergySmart Schools to assist school decisionmakers in planning, financing, operating, and maintaining energy efficient, high performance schools. It also offers education and training for building industry professionals. Operations and maintenance refer to all scheduled and unscheduled actions for preventing equipment failure or decline with the goal of increasing efficiency, reliability, and safety. A preventative maintenance program is the organized and planned performance of maintenance activities in order to prevent system or production problems or failures from occurring. In contrast, deferred maintenance or reactive maintenance (also called diagnostic or corrective maintenance) is conducted to address an existing problem. This guide is a primary resource for developing and implementing a districtor schoolwide operations and maintenance (O&M) program that focuses on energy efficiency.     Rhode Island`s landfill and adjacent materials recovery facility (MRF) in Johnston, both owned by the quasi-public Rhode Island Resource Recovery Corp. (RIRRC, Johnston), serve the entire state. The $12-million recycling facility was built in 1989 next to the state`s sole landfill, the Central Landfill, which accepts only in-state trash. The MRF is operated for RIRRC by New England CRInc. (Hampton, N.H.), a unit of Waste Management, Inc. (WMI, Oak Brook, Ill.). It handles a wide variety of materials, from the usual newspaper, cardboard, and mixed containers to new streams such as wood waste, scrap metal, aseptic packaging (milk and juice boxes), and even textiles. State municipalities are in the process of adding many of these new recyclable streams into their curbside collection programs, all of which feed the facility.

    The 194 kW system consists of the photovoltaic array, the inverter/control subsystem, the building and utility interface, and the monitoring subsystem. The photovoltaic array consists of 56 separate subarrays of 112 photovoltaic modules each, deployed in rows on the southerly facing slope north of the school building. The wiring scheme permits individual modules to be disconnected without a radical change in subarray output current. Power is transmitted at 4160 V from the inverters and a step-up transformer to the main 4160 V utility feed line in the school. Separate metering measures power bought and sold. At the optimum tilt angle of 40/sup 0/, the array provides 232 MWh of ac energy annually, or 17% of the school load. It provides a good match to the summer daily load profile, resulting primarily from the central air-conditioning. Some power is sold to the utility throughout the year, mainly on weekends. The immediate impact is an $8000 saving in the annual utility bill. Levelized busbar energy costs are reduced from $2/kWh to $1/kWh when site-specific parameters are used in the analysis instead of the JPL-specified nominal values. A fault detection and isolation scheme which can find a single module failure is incorporated into the monitoring subsystem.

    Biological sensors can be engineered to measure a wide range of environmental conditions. Here we show that statistical analysis of DNA from natural microbial communities can be used to accurately identify environmental contaminants, including uranium and nitrate at a nuclear waste site. In addition to contamination, sequence data from the 16S rRNA gene alone can quantitatively predict a rich catalogue of 26 geochemical features collected from 93 wells with highly differing geochemistry characteristics. We extend this approach to identify sites contaminated with hydrocarbons from the Deepwater Horizon oil spill, finding that altered bacterial communities encode a memory of prior contamination, even after the contaminants themselves have been fully degraded. We show that the bacterial strains that are most useful for detecting oil and uranium are known to interact with these substrates, indicating that this statistical approach uncovers ecologically meaningful interactions consistent with previous experimental observations. Future efforts should focus on evaluating the geographical generalizability of these associations. Taken as a whole, these results indicate that ubiquitous, natural bacterial communities can be used as in situ environmental sensors that respond to and capture perturbations caused by human impacts. These in situ biosensors rely on environmental selection rather than directed engineering, and so this approach could be rapidly deployed and scaled as sequencing technology continues to become faster, simpler, and less expensive. Here we show that DNA from natural bacterial communities can be used as a quantitative biosensor to accurately distinguish unpolluted sites from those contaminated with uranium, nitrate, or oil. These results indicate that bacterial communities can be used as environmental sensors that respond to and capture perturbations caused by human impacts.

These in situ biosensors rely on environmental selection rather than directed engineering, and so this approach could be rapidly deployed and scaled as sequencing technology continues to become faster, simpler, and less expensive. Here we show that DNA from natural bacterial communities can be used as a quantitative biosensor to accurately distinguish unpolluted sites from those contaminated with uranium, nitrate, or oil. These results indicate that bacterial communities can be used as environmental sensors that respond to and capture perturbations caused by human impacts.« less

    This project, “Building Surface Science Capacity to Serve the Automobile Industry in Southeastern Michigan” was carried out in two phases: (1) the 2009 – 2012 renovation of space in the new EMU Science Complex, which included the Surface Science Laboratory (SSL), a very vigorous research lab at EMU that carries on a variety of research projects to serve the auto and other industries in Michigan; and (2) the 2013 purchase of several pieces of equipment to further enhance the research capability of the SSL. The funding granted by the DoE was proposed to “renovate the space in the Science Complex to include SSL and purchase equipment for tribological and electrochemical impedance measurements in the lab, thus SSL will serve the auto and other industries in Michigan better.” We believe we have fully accomplished the mission.

    Ultra steep spectrum (USS) radio sources have been successfully used to select powerful radio sources at high redshifts (z {approx}> 2). Typically restricted to large-sky surveys and relatively bright radio flux densities, it has gradually become possible to extend the USS search to sub-mJy levels, thanks to the recent appearance of sensitive low-frequency radio facilities. Here a first detailed analysis of the nature of the faintest USS sources is presented. By using Giant Metrewave Radio Telescope and Very Large Array radio observations of the Lockman Hole at 610 MHz and 1.4 GHz, a sample of 58 USS sources, with 610 MHz integrated fluxes above 100 {mu}Jy, is assembled. Deep infrared data at 3.6 and 4.5 {mu}m from the Spitzer Extragalactic Representative Volume Survey (SERVS) are used to reliably identify counterparts for 48 (83%) of these sources, showing an average total magnitude of [3.6]{sub AB} = 19.8 mag. Spectroscopic redshifts for 14 USS sources, together with photometric redshift estimates, improved by the use of the deep SERVS data, for a further 19 objects, show redshifts ranging from z = 0.1 to z = 2.8, peaking at z {approx} 0.6 and tailing off at high redshifts. The remaining 25 USS sources, with no redshift estimate, include the faintest [3.6] magnitudes, with 10 sources undetected at 3.6 and 4.5 {mu}m (typically [3.6] {approx}> 22-23 mag from local measurements), which suggests the likely existence of higher redshifts among the sub-mJy USS population. The comparison with the Square Kilometre Array Design Studies Simulated Skies models indicates that Fanaroff-Riley type I radio sources and radio-quiet active galactic nuclei may constitute the bulk of the faintest USS population, and raises the possibility that the high efficiency of the USS technique for the selection of high-redshift sources remains even at the sub-mJy level.

    Richland Middle School is a single story, 90,000 square feet new school located in Richland, WA. The design team proposed four HVAC system options to serve the building. The proposed HVAC systems are listed as following: (1) 4-pipe fan coil units served by electrical chiller and gas-fired boilers, (2) Ground-source closed water loop heat pumps with water loop heat pumps with boiler and cooling tower, and (3) VAV system served by electrical chiller and gas-fired boiler. This analysis estimates the annual energy consumptions and costs of each system option, in order to provide the design team with a reasonable basis for determining which system is most life-cycle cost effective. eQuest (version 3.37), a computer-based energy simulation program that uses the DOE-2 simulation engine, was used to estimate the annual energy costs.

    As part of an ecological risk assessment at a Superfund site in Monterey County, California, potential impacts on an endangered species, the Smith`s blue butterfly (Euphilotes enoptes smithi) were evaluated. This species of butterfly lives along beach dunes historically used as small arms trainfire ranges. Historical land use resulted in the accumulation of spent bullets and varying concentrations of metals in site soil. Two species of buckwheat occurring at the site (Erigonium parvifolium and E. latifolium) that serve as the sole habitat for the butterfly were evaluated. It was assumed that if there were no impacts to the habitat, there would be no impacts to the endangered species itself. Surface soil and collocated plants were sampled and chemically analyzed in order to correlate soil concentrations with plant tissue concentrations. Surface soil and collocated plants were also sampled at reference sites to determine background concentrations. Tissue concentrations were compared to benchmark concentrations to evaluate potential impacts. In addition, soil samples and seeds from buckwheat growing at the site were collected and used to conduct root elongation assays in the laboratory. The objective of the assays was to assess effects of metals associated with the spent bullets in soil on plant growth. Within the plants, higher concentrations of all metals except zinc were found in the roots; zinc was equally distributed throughout the plants. No chemical-related impacts to the plants were identified.

    This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    An efficient light-matter coupling requires high-quality (Q) micro-cavities with small mode volume. We suggest GaAs micro-pyramids placed on top of AlAs/GaAs distributed Bragg reflectors to be promising candidates. The pyramids were fabricated by molecular-beam epitaxy, electron-beam lithography and a subsequent wet-chemical etching process using a sacrificial AlAs layer. Measured Q-factors of optical modes in single pyramids reach values up to 650. A finite-difference time-domain simulation assuming a simplified cone-shaped geometry suggests possible Q-factors up to 3600. To enhance the light confinement in the micro-pyramids we intend to overgrow the pyramidal facets with a Bragg mirror--results of preliminary tests are given.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.
