    The high-school timetabling problem consists in assigning all the lectures of a high school to the time periods in such a way that no teacher (or class) is involved in more than one lecture at a time and other side constraints are satisfied. The problem is NP-complete and is usually tackled using heuristic methods. This paper describes a solution algorithm (and its implementation) based on Tabu Search. The algorithm interleaves different types of moves and makes use of an adaptive relaxation of the hard constraints. The implementation of the algorithm has been successfully experimented in some large high schools with various kinds of side constraints.

    Nine summer fusion science research workshops for minority and female high school students were conducted at the Hampton University Center for Fusion Research and Training from 1996 to 2005. Each workshop was of the duration of eight weeks. In all 35 high school students were mentored. The students presented 28 contributed papers at the annual meetings of the American Physical Society Division of Plasma Physics. These contributed papers were very well received by the plasma physics and fusion science research community. The students won a number of prestigious local, state, and national honors, awards, prizes, and scholarships. The notable among these are the two regional finalist positions in the 1999 Siemens-Westinghouse Science and Technology Competitions; 1st Place U.S. Army Award, 2006; 1st Place U.S. Naval Science Award, 2006; Yale Science and Engineering Association Best 11th Grade Project, 2006; Society of Physics Students Book Award, 2006; APS Corporate Minority Scholarship and others. This workshop program conducted by the HU CFRT has been an exemplary success, and served the minority and female students exceptionally fruitfully. The Summer High School Fusion Science Workshop is an immensely successful outreach activity conducted by the HU CFRT. In this workshop, we train, motivate, and provide high quality research experiences to young and talented high school scholars with emphasis on under-represented minorities and female students in fusion science and related areas. The purpose of this workshop is to expose minority and female students to the excitement of research in science at an early stage in their academic lives. It is our hope that this may lead the high school students to pursue higher education and careers in physical sciences, mathematics, and perhaps in fusion science. To our knowledge, this workshop is the first and only one to date, of fusion science for under-represented minorities and female high school students at an HBCU. The faculty

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel. Previous projects included the effects of tritium on cellular viability and neutron diffraction measurement of residual stresses in automobile engines.

    This project addressed the problem of female and minority representation in science and mathematics education and in related fields. It was designed to recruit high school students from under-represented groups into a program that provided significant, meaningful experiences to encourage those young people to pursue careers in science and science teaching. It provided role models for those students. It provided experiences outside of the normal school environment, experiences that put the participants in the position to serve as role models themselves for disadvantaged young people. It also provided encouragement to pursue careers in science and mathematics teaching and related careers. In these respects, it complemented other successful programs to encourage participation in science. And, it differed in that it provided incentives at a crucial time, when career decisions are being made during the high school years. Further, it encouraged the pursuit of careers in science teaching. The objectives of this project were to: (1) provide enrichment instruction in basic concepts in the life, earth, space, physical sciences and mathematics to selected high school students participating in the program; (2) provide instruction in teaching methods or processes, including verbal communication skills and the use of questioning; (3) provide opportunities for participants, as paid student interns, to transfer knowledge to other peers and adults; (4) encourage minority and female students with high academic potential to pursue careers in science teaching.

    On January 8, 1992, the National Institute for Occupational Safety and Health (NIOSH), received a request for a hazard evaluation from Senator Patrick Leahy's office in Montpelier, Vermont. The request was for NIOSH to evaluate the indoor environmental quality at the Montpelier High School, particularly with regard to new carpets installed there. On March 4, 1992, NIOSH investigators interviewed teachers and collected air samples for 4-phenylcyclohexene (4-PC) and other volatile organic chemicals (VOCs). Air samples were collected in classrooms and administrative offices which were carpeted. Other yearly remodeling activities, such as painting classrooms and applying a sealant to the gymnasium floor, had been done at the same time the carpet was installed. Energy-saving and fire code modifications to the school over time had altered the effectiveness of the designed ventilation system. Based on the medical interviews and environmental information, it appeared that there was a temporal relationship between the yearly remodeling of the school and the symptoms reported by the teachers. Ventilation system improvements and the use of low emitting building materials and furnishings are recommended.

    Little is known about health outcomes related to electronic cigarette (EC) use, despite its growing popularity. The aim of this study is to investigate the association between EC use and asthma. The study design is a cross-sectional study. A total of 35,904 high school students were included as the final study population. The presence of asthma was based on a student’s self-reported doctor diagnosis of asthma in the past 12 months. Results showed prevalence rates of asthmatics in ‘current EC users’ (n = 2,513), ‘former EC users’ (n = 2,078), and ‘never EC users’ (n = 31,313), were 3.9% (nmore » = 98), 2.2% (n = 46) and 1.7% (n = 530), respectively. Comparing ‘current EC’ users with ‘never EC’ users, the unadjusted OR for asthma was 2.36 (95% CI: 1.89–2.94). In order to control for the effect of conventional cigarette (CC) smoking, after stratifying the subjects by the three CC smoking categories (never CC, former CC, and current CC), within the ‘never CC’ category, the unadjusted OR for asthma for ‘current EC’ users was 3.41 (95% CI: 1.79–6.49), and the adjusted OR was 2.74 (95% CI: 1.30–5.78). Severe asthma was reflected by the number of days absent from school due to asthma symptoms; current EC users had the highest adjusted OR for severe asthma compared to ‘never EC’ users. In conclusion, when compared to a reference population of high school students in South Korea, EC users have an increased association with asthma and are more likely to have had days absent from school due to severe asthma symptoms. In conclusion, the results indicate that EC use may be a risk factor for asthma. The results may be useful in developing a scientific basis for the evaluation of a potential health hazard by EC.« less

    The 100 kW system consists of the photovoltaic array, the inverter/control subsystem, the building and utility interface, and the monitoring subsystem. The photovoltaic array consists of 40 separate subarrays of 80 photovoltaic modules each (5 parallel by 16 series), deployed in rows on the southerly facing slope north of the school building. Typical operating voltage is 250 V. The wiring scheme permits individual modules to be disconnected without a radical change in subarray output current. Power is transmitted at 4160 V from the inverters and a step-up transformer to the main 4160 V utility feed line in the school. Separate metering measures power bought and sold. At the optimum tilt angle of 40/sup 0/, the array provides 116 MWh of ac energy annually, or 8% of the school load. A fault detection and isolation scheme which can find faulty modules is incorporated into the monitoring subsystem. Safety during installation, operation and maintenance was a major consideration in system design.

    Annual sampling was conducted January 27, 2015, to monitor groundwater for potential radionuclide contamination at the Gnome-Coach site in New Mexico. Samples were collected from wells USGS-1, USGS-4, and USGS-8 during this monitoring event. The sampling was performed as specified in the Sampling and Analysis Plan for US. Department of Energy Office of Legacy Management Sites (LMS/PRO/S04351, continually updated). A duplicate sample was collected from well USGS-8 and water levels were measured in all the monitoring wells onsite. Refer to the sample location map for well locations. Samples were analyzed by GEL Laboratories in Charleston, South Carolina. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry, strontium-90, and tritium. The sample from well USGS-1 was analyzed for tritium using the enrichment method to achieve a lower minimum detectable concentration (MDC). Radionuclide contaminants were detected in wells USGS-4 and USGS-8. The detection of radionuclides in these wells was expected because the U.S. Geological Survey conducted a tracer test between these wells in 1963 using the dissolved radionuclides tritium, strontium-90, and cesium-137 as tracers. Radionuclide time-concentration graphs are included in this report for these wells. Analytical data obtained from this and past sampling events are also available in electronic format on the U.S. Department of Energy Office of Legacy Management Geospatial Environmental Mapping System website at http://gems.lm.doe.gov/#site=GNO.

    Spearfish High School in South Dakota contains 43,000 square feet of conditioned space. Its active solar energy system is designed to supply 57% of the space heating and 50% of the hot water demand. The system is equipped with 8034 square feet of flat plate collectors, 4017 cubic feet of rock bin sensible heat storage, and auxiliary equipment including 8 heat pumps, 6 of which are solar supplied and instrumented, air conditioning units, and natural-gas-fired boilers. Performance data are given for the system including the solar fraction, solar savings ratio, conventional fuel savings, system performance factor and solar system coefficient of performance. Insolation, solar energy utilization and operation data are also given. The performance of the collector, storage, domestic hot water and space heating subsystems, the operating energy, energy savings, and weather conditions are also evaluated. The intent of the Gnome experiment was to evaluate the effects of a nuclear detonation in a salt medium. Historically, Project Gnome consisted of a single detonation of a nuclear device on December 10, 1961. Since the Gnome detonation, the AEC/DOE has conducted surface restoration, site reconnaissance, and decontamination and decommissioning activities at the site. In addition, annual groundwater sampling is performed under a long-term hydrological monitoring program begun in 1980. Coach, an experiment to be located near the Gnome project, was initially scheduled for 1963. Although construction and rehabilitation were completed for Coach, the experiment was canceled and never executed. Known collectively as Project Gnome-Coach, the site is situated within the Salado Formation approximately 25 miles east of Carlsbad, New Mexico, in Eddy County, and is comprised of nearly 680 acres, of which 60 acres are disturbed from the combined AEC/DOE operations. The scope of this work plan is to document the environmental objectives and the proposed technical site investigation strategies that will be utilized for the site characterization of the project. The subsurface at the Gnome-Coach site has two contaminant sources that are fundamentally different in terms of both their stratigraphic location and release mechanism. The goal of this characterization is to collect data of sufficient quantity and quality to establish current site conditions and to use the data to identify and evaluate if further action is required to protect human health and the environment and achieve permanent closure of the site.     This report presents the 2010 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) at the Gnome-Coach (Gnome) Site in New Mexico (Figure 1). Groundwater monitoring consisted of collecting hydraulic head data and groundwater samples from the wells on site. Historically, the U.S. Environmental Protection Agency (EPA) had conducted these annual activities under the Long-Term Hydrologic Monitoring Program (LTHMP). LM took over the sampling and data collection activities in 2008 but continues to use the EPA Radiation and Indoor Environments National Laboratory in Las Vegas, Nevada, to analyze the water samples. This report summarizes groundwater monitoring and site investigation activities that were conducted at the site during calendar year 2010.

The photovoltaic array consists of 56 separate subarrays of 112 photovoltaic modules each, deployed in rows on the southerly facing slope north of the school building. The wiring scheme permits individual modules to be disconnected without a radical change in subarray output current. Power is transmitted at 4160 V from the inverters and a step-up transformer to the main 4160 V utility feed line in the school. Separate metering measures power bought and sold. At the optimum tilt angle of 40/sup 0/, the array provides 232 MWh of ac energy annually, or 17% of the school load. It provides a good match to the summer daily load profile, resulting primarily from the central air-conditioning. Some power is sold to the utility throughout the year, mainly on weekends. The immediate impact is an $8000 saving in the annual utility bill. Levelized busbar energy costs are reduced from $2/kWh to $1/kWh when site-specific parameters are used in the analysis instead of the JPL-specified nominal values. A fault detection and isolation scheme which can find a single module failure is incorporated into the monitoring subsystem.

  5. 2011 Groundwater Monitoring and Inspection Report Gnome-Coach Site, New Mexico

    Gnome-Coach was the site of a 3-kiloton underground nuclear test in 1961. Surface and subsurface contamination resulted from the underground nuclear testing, post-test drilling, and groundwater tracer test performed at the site. The State of New Mexico is currently proceeding with a conditional certificate of completion for the surface. As for the subsurface, monitoring activities that include hydraulic head monitoring and groundwater sampling of the wells onsite are conducted as part of the annual site inspection. These activities were conducted on January 19, 2011. The site roads, monitoring well heads, and the monument at surface ground zero were observed as being in good condition at the time of the site inspection. An evaluation of the hydraulic head data obtained from the site indicates that water levels in wells USGS-4 and USGS-8 appear to respond to the on/off cycling of the dedicated pump in well USGS-1 and that water levels in wells LRL-7 and DD-1 increased during this annual monitoring period. Analytical results obtained from the sampling indicate that concentrations of tritium, strontium-90, and cesium-137 were consistent with concentrations from historical sampling events.

The U.S. Geological Survey conducted the groundwater tracer test using four dissolved radionuclides-tritium, iodine-131, strontium-90, and cesium-137-as tracers. Site reclamation and remediation began after the underground testing and was conducted in several phases at the site. The New Mexico Environment Department (NMED) issued a Conditional Certificate of Completion in September 2014, which documents that surface remediation activities have been successfully completed in accordance with the Voluntary Remediation Program. Subsurface activities have included annual sampling and monitoring of wells at and near the site since 1972. These annual monitoring activities were enhanced in 2008 to include monitoring hydraulic head and collecting samples from the onsite wells USGS-4, USGS-8, and LRL-7 using the low-flow sampling method. In 2010, the annual monitoring was focused to the monitoring wells within the site boundary. A site inspection and annual sampling were conducted on January 27-28, 2015. A second site visit was conducted on April21, 2015, to install warning/notification signs to fulfill a requirement of the Conditional Certificate of Completion that was issued by the NMED for the surface.

  10. 2012 Groundwater Monitoring and Inspection Report Gnome-Coach, New Mexico, Site

    Gnome-Coach was the site of a 3-kiloton underground nuclear test conducted in 1961. Surface and subsurface contamination resulted from the underground nuclear testing, post-test drilling, and a groundwater tracer test performed at the site. Surface reclamation and remediation began after the underground testing. A Completion Report was prepared, and the State of New Mexico is currently proceeding with a conditional certificate of completion for the surface. Subsurface corrective action activities began in 1972 and have generally consisted of annual sampling and monitoring of wells near the site. In 2008, the annual site inspections were refined to include hydraulic head monitoring and collection of samples from groundwater monitoring wells onsite using the low-flow sampling method. These activities were conducted during this monitoring period on January 18, 2012. Analytical results from this sampling event indicate that concentrations of tritium, strontium-90, and cesium-137 were generally consistent with concentrations from historical sampling events. The exceptions are the decreases in concentrations of strontium-90 in samples from wells USGS-4 and USGS-8, which were more than 2.5 times lower than last year's results. Well USGS-1 provides water for livestock belonging to area ranchers, and a dedicated submersible pump cycles on and off to maintain a constant volume in a nearby water tank. Water levels in wells USGS-4 and USGS-8 respond to the on/off cycling of the water supply pumping from well USGS-1. Well LRL-7 was not sampled in January, and water levels were still increasing when the transducer data were downloaded in September. A seismic reflection survey was also conducted this year. The survey acquired approximately 13.9 miles of seismic reflection data along 7 profiles on and near the site. These activities were conducted from February 23 through March 10, 2012.     This fact sheet summarizes recommendations for designing elementary, middle, and high school buildings that will result in 50% less energy use than conventional new schools built to minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for K-12 School Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use school buildings (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller schools with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of schools.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. Hurricane Katrina was the largest natural disaster in the United States, striking the Gulf Coast on August 29, 2005, and flooding 80% of New Orleans; to make matters worse, the city was flooded again only three weeks later by the effects of Hurricane Rita. Many of the buildings, including schools, were heavily damaged. The devastation of schools in New Orleans from the hurricanes was exacerbated by many years of deferred school maintenance. This case study presents the lessons learned from incorporating energy efficiency in the rebuilding and renovating of New Orleans K-12 schools after Hurricanes Katrina and Rita. The experiences of four new schools-Langston Hughes Elementary School, Andrew H. Wilson Elementary School (which was 50% new construction and 50% major renovation), L.B. Landry High School, and Lake Area High School-and one major renovation, Joseph A. Craig Elementary School-are described to help other school districts and design teams with their in-progress and future school building projects in hot-humid climates. Before Hurricane Katrina, New Orleans had 128 public schools. As part of the recovery planning, New Orleans Public Schools underwent an assessment and planning process to determine how many schools were needed and in what locations. Following a series of public town hall meetings and a district-wide comprehensive facility assessment, a Master Plan was developed, which outlined the renovation or construction of 85 schools throughout the city, which are expected to be completed by 2017. New Orleans Public Schools expects to build or renovate approximately eight schools each year over a 10-year period to achieve 21st century schools district-wide. Reconstruction costs are estimated at nearly $2 billion.

    The American Indian Science and Engineering Society (AISES) has been funded under a U.S. Department of Energy (DOE) grant (Grant Award No. DE-SC0004058) to host an Intertribal Middle-School Science and Math Bowl (IMSSMB) comprised of teams made up of a majority of American Indian students from Bureau of Indian Education-funded schools and public schools. The intent of the AISES middle school science and math bowl is to increase participation of American Indian students at the DOE-sponsored National Science Bowl. Although national in its recruitment scope, the AISES Intertribal Science and Math Bowl is considered a “regional” science bowl, equivalent to the other 50 regional science bowls which are geographically limited to states. Most regional bowls do not have American Indian student teams competing, hence the AISES bowl is meant to encourage American Indian student teams to increase their science knowledge in order to participate at the national level. The AISES competition brings together teams from various American Indian communities across the nation. Each team is provided with funds for travel to and from the event, as well as for lodging and meals. In 2011 and 2012, there were 10 teams participating; in 2013, the number of teams participating doubled to 20. Each Science and Math Bowl team is comprised of four middle school — grades 6 through 8 — students, one alternate, and a teacher who serves as advisor and coach — although in at least two cases, the coach was not a teacher, but was the Indian Education Coordinator. Each team member must have at least a 3.0 GPA. Furthermore, the majority of students in each team must be comprised of American Indian, Alaska Native or Native Hawaiian students. Under the current DOE grant, AISES sponsored three annual middle school science bowl competitions over the years 2011, 2012 and 2013.
