    The team performed a literature review, conducted residual stress measurements, performed failure analysis, and demonstrated a solid state additive manufacturing repair technique on samples removed from a scrapped propeller hub. The team evaluated multiple options for hub repair that included existing metal buildup technologies that the Federal Aviation Administration (FAA) has already embraced, such as cold spray, high velocity oxy-fuel deposition (HVOF), and plasma spray. In addition the team helped Piedmont Propulsion Systems, LLC (PPS) evaluate three potential solutions that could be deployed at different stages in the life cycle of aluminum alloy hubs, in addition to the conventional spray coating method for repair. For new hubs, a machining practice to prevent fretting with the steel drive shaft was recommended. For hubs that were refurbished with some material remaining above the minimal material condition (MMC), a silver interface applied by an electromagnetic pulse additive manufacturing method was recommended. For hubs that were at or below the MMC, a solid state additive manufacturing technique using ultrasonic welding (UW) of thin layers of 7075 aluminum to the hub interface was recommended. A cladding demonstration using the UW technique achieved mechanical bonding of the layers showing promise as a viable repair method.

    A rotor hub is provided for coupling a wind turbine rotor blade and a shaft. The hub has a yoke with a body which is connected to the shaft, and extension portions which are connected to teeter bearing blocks, each of which has an aperture. The blocks are connected to a saddle which envelops the rotor blade by one or two shafts which pass through the apertures in the bearing blocks. The saddle and blade are separated by a rubber interface which provides for distribution of stress over a larger portion of the blade. Two teeter control mechanisms, which may include hydraulic pistons and springs, are connected to the rotor blade and to the yoke at extension portions. These control mechanisms provide end-of-stroke damping, braking, and stiffness based on the teeter angle and speed of the blade.

    This paper describes the basis for and implementation of hydraulically assembled shaft coupling hubs for large tank-mounted agitators. This modification to the original design was intended to minimize maintenance personnel exposure to ionizing radiation and also provide for disassembly capability without damage to shafts or hubs. In addition to realizing these objectives, test confirmed that the modified couplings reduced agitator shaft end runouts approximately 65%, thereby reducing bearing loads and increasing service life, a significant enhancement for a nuclear facility. 5 refs.

    Embodiments of microfluidic hubs and systems are described that may be used to connect fluidic modules. A space between surfaces may be set by fixtures described herein. In some examples a fixture may set substrate-to-substrate spacing based on a distance between registration surfaces on which the respective substrates rest. Fluidic interfaces are described, including examples where fluid conduits (e.g. capillaries) extend into the fixture to the space between surfaces. Droplets of fluid may be introduced to and/or removed from microfluidic hubs described herein, and fluid actuators may be used to move droplets within the space between surfaces. Continuous flow modules may be integrated with the hubs in some examples.

    We have designed, fabricated, and characterized a digital microfluidic (DMF) platform to function as a central hub for interfacing multiple lab-on-a-chip sample processing modules towards automating the preparation of clinically-derived DNA samples for ultrahigh throughput sequencing (UHTS). The platform enables plug-and-play installation of a two-plate DMF device with consistent spacing, offers flexible connectivity for transferring samples between modules, and uses an intuitive programmable interface to control droplet/electrode actuations. Additionally, the hub platform uses transparent indium-tin oxide (ITO) electrodes to allow complete top and bottom optical access to the droplets on the DMF array, providing additional flexibility for various detection schemes.

The one-day symposium was conducted to recognize the achievements of Dr. Warren Elliot Henry as educator, scientist, and inventor in a career spanning almost 70 years.     Biogenically produced reduced sulfur compounds, including dimethylsulfide (DMS, CH{sub 3}SCH{sub 3}), hydrogen sulfide (H{sub 2}S), carbon disulfide (CS{sub 2}), methyl mercaptan (CH{sub 3}SH), and carbonyl sulfide (OCS), are a major source of sulfur in the marine atmosphere. This source is estimated to contribute 25-40% of global sulfur emissions. These species and their oxidation products, dimethyl sulfoxide (DMSO), dimethyl sulfone (DMSO{sub 2}), and methane sulfonic acid (MSA), dominate the production of aerosol and cloud condensation nuclei (CCN) in the clean marine atmosphere. The multiphase chemical processes for these species must be understood in order to study the evolving role of combustion-produced sulfur oxides over the oceans. Using a newly developed bubble column apparatus, a series of aqueous phase uptake studies have been completed for the reduced sulfur species DMS, H{sub 2}S, CS{sub 2}, CH{sub 3}SH, and OCS. Aqueous phase uptake has been studied as a function of temperature (278-298 K), pH (1-14), H{sub 2}O{sub 2} concentration (0-1 M), NaCl concentration (0-5 M), and (NH{sub 4}){sub 2}SO{sub 4} concentration (0-4 M). The Henry`s law coefficients for CH{sub 3}SH and CS{sub 2} were determined for the first time, as were the Setchenow coefficients for all the species studied. 33 refs., 8 figs., 2 tabs.

    For the purpose of the improvement of reliability of the Mega-Watt wind turbine, this paper indicates the development of an original mechanism for the passive-controlled hub, which has the effects of braking and damping on aerodynamic forces. This mechanism is useful for variable speed control of the large wind turbine. The passive-controlled hub is the combination of two mechanisms. One is the passive-teetered and damping mechanism, and the other is the passive-variable-pitch mechanism. These mechanism are carried out by the combination of the teetering and feathering motions. When the wind speed exceeds the rated wind speed, the blade is passively teetered in a downwind direction and, simultaneously, a feathering mechanism, which is linked to the teetering mechanism through a connecting rods, is activated. Testing of the model horizontal axis wind turbine in a wind tunnel showed that the passive-controlled hub mechanism can suppress the over-rotational speed of the rotor. By the application of the passive-controlled hub mechanism, the maximum rotor speed is reduced to about 60%.

    This paper describes experimental results of equilibrium partitioning of several significant paint solvents and formaldehyde between air and water to quantify the potential for capturing and retaining the constituents in spraybooth scrubber water during automotive painting. The compounds studied are toluene, n-butanol, methyl ethyl ketone methyl propyl ketone, methyl isobutyl ketone, methyl amyl ketone, butyl cellosolve, butyl cellosolve acetate, butyl carbitol, and n-methyl-2-pyrrolidinone. A set of field data collected at a Ford Motor Company assembly plant was also analyzed to determine whether data were consistent with the equilibrium phenomenon. The primary findings include: (a) There were more than six orders of magnitude difference in the Henry's law constants among the solvents studied. A solvent with a smaller constant is less easily stripped from water. The Henry's law constants decrease in the following order: toluene and xylenes > methyl ethyl ketone > n-butanol > butyl cellosolve acetate > butyl cellosolve > formaldehyde > butyl carbitol > n-methyl-2-pyrrolidinone. (b) Field data showed accumulation of n-methyl-2-pyrrolidinone and stable concentrations of butyl carbitol, butyl cellosolve, and n-butanol in the paint-sludge pit water during a 2-month period. Stable concentrations indicate a continuous, balanced capture and stripping of the solvents. Data were consistent with measured Henry's law constants. (c) The low Henry's law constant for formaldehyde is the result of the fact that it is hydrated when dissolved in water.

    The new 0.60-m. nozzle exit diameter hypersonic shock tunnel was designed to study advanced air-breathing propulsion system such as supersonic combustion and/or laser technologies. In addition, it may be used for hypersonic flow studies and investigations of the electromagnetic (laser) energy addition for flow control. This new hypersonic shock tunnel was designed and installed at the Laboratory for of Aerothermodynamics and Hypersonics Prof. Henry T. Nagamatsu, IEAv-CTA, Brazil. The design of the tunnel enables relatively long test times, 2-10 milliseconds, suitable for the experiments performed at the laboratory. Free stream Mach numbers ranging from 6 to 25 can be produced and stagnation pressures and temperatures up to 360 atm. and up to 9,000 K, respectively, can be generated. Shadowgraph and schlieren optical techniques will be used for flow visualization.

    In this paper we propose a model to design the supply chain for densified biomass. Rail is typically used for longhaul, high-volume shipment of densified biomass. This is the reason why a hub-and-spoke network structure is used to model this supply chain. The model is formulated as a multi-objective, mixed-integer programing problem under economic, environmental, and social criteria. The goal is to identify the feasibility of meeting the Renewable Fuel Standard (RFS) by using biomass for production of cellulosic ethanol. The focus is not just on the costs associated with meeting these standards, but also exploring the social and environmental benefits that biomass production and processing offers by creating new jobs and reducing greenhouse gas (GHG) emissions. We develop an augmented ?-constraint method to find the exact Pareto solution to this optimization problem. We develop a case study using data from the Mid-West. The model identifies the number, capacity and location of biorefineries needed to make use of the biomass available in the region. The model estimates the delivery cost of cellulosic ethanol under different scenario, the number new jobs created and the GHG emission reductions in the supply chain.

    This project used a combination of turbulence-resolving large-eddy simulations, single-column modeling (where turbulence is parameterized), and currently available observations to improve, assess, and develop a parameterization of the impact of non-equilibrium wave states and stratification on the buoy-observed winds to establish reliable wind data at the turbine hub-height level. Analysis of turbulence-resolving simulations and observations illuminates the non-linear coupling between the atmosphere and the undulating sea surface. This analysis guides modification of existing boundary layer parameterizations to include wave influences for upward extrapolation of surface-based observations through the turbine layer. Our surface roughness modifications account for the interaction between stratification and the effects of swell’s amplitude and wavelength as well as swell’s relative motion with respect to the mean wind direction. The single-column version of the open source Weather and Research Forecasting (WRF) model (Skamarock et al., 2008) serves as our platform to test our proposed planetary boundary layer parameterization modifications that account for wave effects on marine atmospheric boundary layer flows. WRF has been widely adopted for wind resource analysis and forecasting. The single column version is particularly suitable to development, analysis, and testing of new boundary layer parameterizations. We utilize WRF’s single-column version to verify and validate our proposed modifications to the Mellor-Yamada-Nakanishi-Niino (MYNN) boundary layer parameterization (Nakanishi and Niino, 2004). We explore the implications of our modifications for two-way coupling between WRF and wave models (e.g.,Wavewatch III). The newly implemented parameterization accounting for marine atmospheric boundary layer-wave coupling is then tested in three-dimensional WRF simulations at grid sizes near 1 km.     This report summarizes the theory, verification, and validation of a new sizing tool for wind turbine drivetrain components, the Drivetrain Systems Engineering (DriveSE) tool. DriveSE calculates the dimensions and mass properties of the hub, main shaft, main bearing(s), gearbox, bedplate, transformer if up-tower, and yaw system. The level of fi¬ delity for each component varies depending on whether semiempirical parametric or physics-based models are used. The physics-based models have internal iteration schemes based on system constraints and design criteria. Every model is validated against available industry data or finite-element analysis. The verification and validation results show that the models reasonably capture primary drivers for the sizing and design of major drivetrain components.

    Milling tests were run on families of High Speed Steel (HSS) end mills to determine their lives while machining 304 Stainless Steel. The end mills tested were made from M7, M42 and T15-CPM High Speed Steels. The end mills were also evaluated with no coatings as well as with Titanium Nitride (TiN) and Titanium Carbo-Nitride (TiCN) coatings to determine which combination of HSS and coating provided the highest increase in end mill life while increasing the cost of the tool the least. We found end mill made from M42 gave us the largest increase in tool life with the least increase in cost. The results of this study will be used by Cutting Tool Engineering in determining which end mill descriptions will be dropped from our tool catalog.

    The Department of Energy (DOE) is working to de-inventory sites and consolidate hazardous materials for processing and disposal. The DOE administers a wide range of certified shipping packages for the transport of hazardous materials to include Special Nuclear Material (SNM), radioactive materials, sealed sources and radioactive wastes. A critical element to successful and safe transportation of these materials is the availability of certified shipping packages. There are over seven thousand certified packagings (i.e., Type B/Type AF) utilized within the DOE for current missions. The synergistic effects of consolidated maintenance, refurbishment, testing, certification, and costing of these services would allow for efficient management of the packagings inventory and to support anticipated future in-commerce shipping needs. The Savannah River Site (SRS) receives and ships radioactive materials (including SNM) and waste on a regular basis for critical missions such as consolidated storage, stabilization, purification, or disposition using H-Canyon and HB-Line. The Savannah River National Laboratory (SRNL) has the technical capability and equipment for all aspects of packaging management. SRS has the only active material processing facility in the DOE complex and is one of the sites of choice for nuclear material consolidation. SRS is a logical location to perform maintenance and periodic testing of the DOE fleet of certified packagings. This initiative envisions a DOE Eastern Packaging Staging and Maintenance Center (PSMC) at the SRS and a western hub at the Nevada National Security Site (NNSS), an active DOE Regional Disposal Site. The PSMC's would be the first place DOE would go to meet their radioactive packaging needs and the primary locations projects would go to disposition excess packaging for beneficial reuse. These two hubs would provide the centralized management of a packaging fleet rather than the current approach to design, procure, maintain and dispose

    Accurately characterizing end-to-end Internet dynamics - the performance that a user actually obtains from the lengthy series of network links that comprise a path through the Internet - is exceptionally difficult, due to the network`s immense heterogeneity. At the heart of this work is a `measurement framework` in which a number of sites around the Internet host a specialized measurement service. By coordinating `probes` between pairs of these sites one can measure end-to-end behavior along O(N{sup 2}) paths for a framework consisting of N sites. Consequently, one obtains a superlinear scaling that allows measuring a rich cross-section of Internet behavior without requiring huge numbers of observation points. 37 sites participated in this study, allowing the author to measure more than 1,000 distinct Internet paths. The first part of this work looks at the behavior of end-to-end routing: the series of routers over which a connection`s packets travel. Based on 40,000 measurements made using this framework, the author analyzes: routing `pathologies` such as loops, outages, and flutter; the stability of routes over time; and the symmetry of routing along the two directions of an end-to-end path. The author finds that pathologies increased significantly over the course of 1995 and that Internet paths are heavily dominated by a single route. The second part of this work studies end-to-end Internet packet dynamics. The author analyzes 20,000 TCP transfers of 100 Kbyte each to investigate the performance of both the TCP endpoints and the Internet paths. The measurements used for this part of the study are much richer than those for the first part, but require a great degree of attention to issues of calibration, which are addressed by applying self-consistency checks to the measurements whenever possible. The author finds that packet filters are capable of a wide range of measurement errors, some of which, if undetected, can significantly taint subsequent analysis.

    The end plates (16) of a fuel cell stack (12) are formed of a thin membrane. Pressure plates (20) exert compressive load through insulation layers (22, 26) to the membrane. Electrical contact between the end plates (16) and electrodes (50, 58) is maintained without deleterious making and breaking of electrical contacts during thermal transients. The thin end plate (16) under compressive load will not distort with a temperature difference across its thickness. Pressure plate (20) experiences a low thermal transient because it is insulated from the cell. The impact on the end plate of any slight deflection created in the pressure plate by temperature difference is minimized by the resilient pressure pad, in the form of insulation, therebetween.

    The WRF model version 3.3 is used to simulate near hub-height winds and power ramps utilizing three commonly used planetary boundary-layer (PBL) schemes: Mellor-Yamada-Janji? (MYJ), University of Washington (UW), and Yonsei University (YSU). The predicted winds have small mean biases compared with observations. Power ramps and step changes (changes within an hour) consistently show that the UW scheme performed better in predicting up ramps under stable conditions with higher prediction accuracy and capture rates. Both YSU and UW scheme show good performance predicting up- and down- ramps under unstable conditions with YSU being slightly better for ramp durations longer than an hour. MYJ is the most successful simulating down-ramps under stable conditions. The high wind speed and large shear associated with low-level jets are frequently associated with power ramps, and the biases in predicted low-level jet explain some of the shown differences in ramp predictions among different PBL schemes. Low-level jets were observed as low as ~200 m in altitude over the Columbia Basin Wind Energy Study (CBWES) site, located in an area of complex terrain. The shear, low-level peak wind speeds, as well as the height of maximum wind speed are not well predicted. Model simulations with 3 PBL schemes show the largest variability among them under stable conditions.

    The EBIS Project at Brookhaven National Laboratory is in the second year of a four-year project. It will replace the Tandem Van de Graaff accelerators with an Electron Beam Ion Source, an RFQ, and one IH Linac cavity, as the heavy ion preinjector for the Relativistic Heavy Ion Collider (RHIC), and for the NASA Space Radiation Laboratory (NSRL). The preinjector will provide all ions species, He to U, (Q/m >0.16) at 2 MeV/amu at a repetition rate of 5 Hz, pulse length of 10-40 {micro}s, and intensities of {approx}2.0 mA. End-to-end simulations (from EBIS to the Booster injection) as well as error sensitivity studies will be presented and physics issues will be discussed.

    Symmetric end-to-end encryption requires separate keys for each pair of communicating confidants. This is a problem of Order N{sup 2}. Other factors, such as multiple sessions per pair of confidants and multiple encryption points in the ISO Reference Model complicate key management by linear factors. Public-key encryption can reduce the number of keys managed to a linear problem which is good for scaleability of key management, but comes with complicating issues and performance penalties. Authenticity is the primary ingredient of key management. If each potential pair of communicating confidants can authenticate data from each other, then any number of public encryption keys of any type can be communicated with requisite integrity. These public encryption keys can be used with the corresponding private keys to exchange symmetric cryptovariables for high data rate privacy protection. The Digital Signature Standard (DSS), which has been adopted by the United States Government, has both public and private components, similar to a public-key cryptosystem. The Digital Signature Algorithm of the DSS is intended for authenticity but not for secrecy. In this paper, the authors will show how the use of the Digital Signature Algorithm combined with both symmetric and asymmetric (public-key) encryption techniques can provide a practical solution to key management scaleability problems, by reducing the key management complexity to a problem of order N, without sacrificing the encryption speed necessary to operate in high performance networks.

    The Tevatron accelerator beam tube must pass through the End Calorimeter cryostats of the D-Zero Collider Detector. Furthermore, the End Calorimeter cryostats must be allowed to roll back forty inches without interruption of the vacuum system; hence, the Tev tube must slide through the End Calorimeter cryostat as it is rolled back. The Tev pass through the End Calorimeter can actually be thought of as a cluster of concentric tubes: Tev tube, warm (vacuum vessel) tube, IS layers of superinsulation, cold tube (argon vessel), and Inner Hadronic center support tube. M. Foley generated an ANSYS model to study the heat load. to the cryostat. during collider physics studies; that is, without operation of the heater. A sketch of the model is included in the appendix. The vacuum space and superinsulation was modeled as a thermal solid, with conductivity derived from tests performed at Fermilab. An additional estimate was done. by this author, using data supplied by NR-2. a superinsulation manufacturer. The ANSYS result and hand calculation are in close agreement. The ANSYS model was modified. by this author. to incorporate the effect of the heater. Whereas the earlier model studied steady state operation only. the revised model considers the heater-off steady state mode as the initial condition. then performs a transient analysis with a final load step for time tending towards infinity. Results show the thermal gradient as a function of time and applied voltage. It should be noted that M. Foley's model was generated for one half the warm tube. implying the tube to be symmetric. In reality. the downstream connection (relative to the collision point) attachment to the vacuum shell is via several convolutions of a 0.020-inch wall bellows; hence. a nearly adiabatic boundary condition. Accordingly. the results reported in the table reflect extrapolation of the curves to the downstream end of the tube. Using results from the ANSYS analysis, that is, tube temperature and

    Studies to determine the hydrologic conditions in mined and reclaimed mine areas, as well as areas of proposed mining, have become necessary with the enactment of the Surface Mining Control and Reclamation Act of 1977. Honey Creek in Henry County, Missouri, has been re-routed to flow through a series of former strip mining pits which lie within the Honey Creek coal strip mine reclamation site. During intense or long duration rainfalls within the Honey Creek basin, surface runoff has caused flooding on agricultural land near the upstream boundary of the reclamation site. The calculated existing design discharge (3,050 cubic feet per second) water-surface profile is compared to the expected water-surface profiles from three assumed alternative channel modifcations within the Honey Creek study area. The alternative channel modifications used in these analyses include (1) improvement of channel bottom slope, (2) relocation of spoil material, and (3) improved by-pass channel flow conditions. The alternative 1, 2, and 3 design discharge increase will reduce the agricultural field current (1990) frequency of backwater flooding from a 3-year to a 6.5-year event.

    There are inconsistencies in the EIA published end-use price data with respect to Federal, state, and local government sales and excise taxes; some publications include end-use taxes and others do not. The reason for including these taxes in end-use energy prices is to provide consistent and accurate information on the total cost of energy purchased by the final consumer. Preliminary estimates are made of the effect on prices (bias) reported in SEPER (State Energy Price and Expenditure Report) resulting from the inconsistent treatment of taxes. EIA has undertaken several actions to enhance the reporting of end-use energy prices.

    A method and apparatus for achieving improved performance in a solid state laser is provided. A flanged, at least partially undoped end-cap is attached to at least one end of a laserable medium. Preferably flanged, undoped end-caps are attached to both ends of the laserable medium. Due to the low scatter requirements for the interface between the end-caps and the laser rod, a non-adhesive method of bonding is utilized such as optical contacting combined with a subsequent heat treatment of the optically contacted composite. The non-bonded end surfaces of the flanged end-caps are coated with laser cavity coatings appropriate for the lasing wavelength of the laser rod. A cooling jacket, sealably coupled to the flanged end-caps, surrounds the entire length of the laserable medium. Radiation from a pump source is focussed by a lens duct and passed through at least one flanged end-cap into the laser rod.

    A nuclear fuel element comprising an elongate block of refractory material having a generally regular polygonal cross section. The block includes parallel, spaced, first and second end surfaces. The first end surface has a peripheral sealing flange formed thereon while the second end surface has a peripheral sealing recess sized to receive the flange. A plurality of longitudinal first coolant passages are positioned inwardly of the flange and recess. Elongate fuel holes are separate from the coolant passages and disposed inwardly of the flange and the recess. The block is further provided with a plurality of peripheral second coolant passages in general alignment with the flange and the recess for flowing coolant. The block also includes two bypasses for each second passage. One bypass intersects the second passage adjacent to but spaced from the first end surface and intersects a first passage, while the other bypass intersects the second passage adjacent to but spaced from the second end surface and intersects a first passage so that coolant flowing through the second passages enters and exits the block through the associated first passages.

An adaptor is used which has J- slots receiving lugs on the end of the reactor tube, a thread for connection with the valve, and gear-tooth section enabling a gear-type of tool to rotate the adaptor to seal the valve to the end of the reactor tube.     The Biomass Scenario Model (BSM) is a system dynamics model developed by the U.S. Department of Energy as a tool to better understand the interaction of complex policies and their potential effects on the biofuels industry in the United States. However, it does not currently have the capability to account for allocation of biomass resources among the various end uses, which limits its utilization in analysis of policies that target biomass uses outside the biofuels industry. This report provides a more holistic understanding of the dynamics surrounding the allocation of biomass among uses that include traditional use, wood pellet exports, bio-based products and bioproducts, biopower, and biofuels by (1) highlighting the methods used in existing models' treatments of competition for biomass resources; (2) identifying coverage and gaps in industry data regarding the competing end uses; and (3) exploring options for developing models of biomass allocation that could be integrated with the BSM to actively exchange and incorporate relevant information.

    Nuclear Material Management (NMM) completed a comprehensive study at the request of the Department of Energy Savannah River Operations Office (DOE-SR) in 2004 (Reference 11.1). The study evaluated the feasibility of removal and/or mitigation of the Pu-238 source term in the F-Area Material Storage (FAMS) facility during on-going material storage operations. The study recommended different options to remove and/or mitigate the Pu-238 source term depending on its location within the facility. During April 2005, the Department of Energy (DOE) sent a letter of direction (LOD) to Washington Savannah River Company (WSRC) directing WSRC to implement a new program direction that would enable an accelerated shutdown and decommissioning of FAMS (Reference 11.2). Further direction in the LOD stated that effective December 1, 2006 the facility will be transitioned to begin deactivation and decommissioning (D&D) activities. To implement the LOD, Site D&D (SDD) and DOE agreed the planning end-state would be demolition of the FAMS structure to the building slab. SDD developed the D&D strategy, preliminary cost and schedule, and issued the deactivation project plan in December 2005 (Reference 11.3). Due to concerns and questions regarding the FAMS planning end-state and in support of the project's Critical Decision 1, an alternative study was performed to evaluate the various decommissioning end-states and the methods by which those end-states are achieved. This report documents the results of the alternative evaluation which was performed in a structured decision-making process as outlined in the E7 Manual, Procedure 2.15, ''Alternative Studies'' (Reference 11.4).

    This paper reports that Russia will eliminate its oil export tax by 1994 and until then will allow some exemptions, Russian officials have assured a group of US tax specialists. They stopped short of saying it would be repealed by the end of the year, the Ken Crawford, a member of a Tax Foundation delegation visiting Russia and managing partner of KPMG Peat Marwick's Moscow office. The export tax was one of several tax related Russian economic issues on which the US experts and Russian officials exchanged views early this month. The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    An enduring nuclear fuel cycle is an essential part of sustainable consumption, the process whereby world`s riches are consumed in a responsible manner so that future generations can continue to enjoy at least some of them. In many countries, the goal of sustainable development has focused attention on the benefits of nuclear technologies. However, sustenance of the nuclear fuel cycle is dependent on sensible management of all the resources of the fuel cycle, including energy, spent fuels, and all of its side streams. The nuclear fuel cycle for energy production has suffered many traumas since the mid seventies. The common basis of technologies producing nuclear explosives and consumable nuclear energy has been a preoccupation for some, predicament for others, and a perception problem for many. It is essential to reestablish a reliable back end of the nuclear fuel cycle that can sustain the resource requirements of an enduring full cycle. This paper identifies some pragmatic steps necessary to reverse the trend and to maintain a necessary fuel cycle option for the future.

    Synthetic biology aims to engineer biological systems for desired behaviors. The construction of these systems can be complex, often requiring genetic reprogramming, extensive de novo DNA synthesis, and functional screening. Here, we present a programmable, multipurpose microfluidic platform and associated software and apply the platform to major steps of the synthetic biology research cycle: design, construction, testing, and analysis. We show the platform’s capabilities for multiple automated DNA assembly methods, including a new method for Isothermal Hierarchical DNA Construction, and for Escherichia coli and Saccharomyces cerevisiae transformation. Data management services and/or application programming interfaces may be implemented for interacting with the data model.     Rattlesnake is a MOOSE-based radiation transport application developed at INL to support modern multi-physics simulations. At the beginning of the last year, Rattlesnake has been able to perform steady-state, transient and eigenvalue calculations for the multigroup radiation transport equations. Various discretization schemes, including continuous finite element method (FEM) with discrete ordinates method (SN) and spherical harmonics expansion method (PN) for the self-adjoint angular flux (SAAF) formulation, continuous FEM (CFEM) with SN for the least square (LS) formulation, diffusion approximation with CFEM and discontinuous FEM (DFEM), have been implemented. A separate toolkit, YAKXS, for multigroup cross section management was developed to support Rattlesnake calculations with feedback both from changes in the field variables, such as fuel temperature, coolant density, and etc., and in isotope inventory. The framework for doing nonlinear diffusion acceleration (NDA) within Rattlesnake has been set up and both NDA calculations with SAAF-SN-CFEM scheme and Monte Carlo with OpenMC have been performed. It was also used for coupling BISON and RELAP-7 for the full-core multiphysics simulations. Within the last fiscal year, significant improvements have been made in Rattlesnake. Rattlesnake development was migrated into our internal GITLAB development environment at the end of year 2014. Since then total 369 merge requests has been accepted into Rattlesnake. It is noted that the MOOSE framework that Rattlesnake is based on is under continuous developments. Improvements made in MOOSE can improve the Rattlesnake. It is acknowledged that MOOSE developers spent efforts on patching Rattlesnake for the improvements made on the framework side. This report will not cover the code restructuring for better readability and modularity and documentation improvements, which we have spent tremendous effort on. It only details some of improvements in the following sections.

    Technology planning is relatively straightforward for well-established research and development (R and D) areas--those areas in which an organization has a history, the competitors are well understood, and the organization clearly knows where it is going with that technology. What we are calling the fuzzy front-end in this paper is that condition in which these factors are not well understood--such as for new corporate thrusts or emerging areas where the applications are embryonic. While strategic business planning exercises are generally good at identifying technology areas that are key to future success, they often lack substance in answering questions like: (1) Where are we now with respect to these key technologies? ... with respect to our competitors? (2) Where do we want or need to be? ... by when? (3) What is the best way to get there? In response to its own needs in answering such questions, Sandia National Laboratories is developing and implementing several planning tools. These tools include knowledge mapping (or visualization), PROSPERITY GAMES and technology roadmapping--all three of which are the subject of this paper. Knowledge mapping utilizes computer-based tools to help answer Question 1 by graphically representing the knowledge landscape that we populate as compared with other corporate and government entities. The knowledge landscape explored in this way can be based on any one of a number of information sets such as citation or patent databases. PROSPERITY GAMES are high-level interactive simulations, similar to seminar war games, which help address Question 2 by allowing us to explore consequences of various optional goals and strategies with all of the relevant stakeholders in a risk-free environment. Technology roadmapping is a strategic planning process that helps answer Question 3 by collaboratively identifying product and process performance targets and obstacles, and the technology alternatives available to reach those targets.

    Emerging Complex Event Processing (CEP) applications in cyber physical systems like SmartPower Grids present novel challenges for end-to-end analysis over events, flowing from heterogeneous information sources to persistent knowledge repositories. CEP for these applications must support two distinctive features - easy specification patterns over diverse information streams, and integrated pattern detection over realtime and historical events. Existing work on CEP has been limited to relational query patterns, and engines that match events arriving after the query has been registered. We propose SCEPter, a semantic complex event processing framework which uniformly processes queries over continuous and archived events. SCEPteris built around an existing CEP engine with innovative support for semantic event pattern specification and allows their seamless detection over past, present and future events. Specifically, we describe a unified semantic query model that can operate over data flowing through event streams to event repositories. Compile-time and runtime semantic patterns are distinguished and addressed separately for efficiency. Query rewriting is examined and analyzed in the context of temporal boundaries that exist between event streams and their repository to avoid duplicate or missing results. The design and prototype implementation of SCEPterare analyzed using latency and throughput metrics for scenarios from the Smart Grid domain.

    Next-generation eScience applications often generate large amounts of simulation, experimental, or observational data that must be shared and managed by collaborative organizations. Advanced networking technologies and services have been rapidly developed and deployed to facilitate such massive data transfer. However, these technologies and services have not been fully utilized mainly because their use typically requires significant domain knowledge and in many cases application users are even not aware of their existence. By leveraging the functionalities of an existing Network-Aware Data Movement Advisor (NADMA) utility, we propose a new Workflow-based Intelligent Network Data Movement Advisor (WINDMA) with end-to-end performance optimization for this DOE funded project. This WINDMA system integrates three major components: resource discovery, data movement, and status monitoring, and supports the sharing of common data movement workflows through account and database management. This system provides a web interface and interacts with existing data/space management and discovery services such as Storage Resource Management, transport methods such as GridFTP and GlobusOnline, and network resource provisioning brokers such as ION and OSCARS. We demonstrate the efficacy of the proposed transport-support workflow system in several use cases based on its implementation and deployment in DOE wide-area networks.

  10. End-to-end simulation of bunch merging for a muon collider

    Muon accelerator beams are commonly produced indirectly through pion decay by interaction of a charged particle beam with a target. Efficient muon capture requires the muons to be first phase-rotated by rf cavities into a train of 21 bunches with much reduced energy spread. Since luminosity is proportional to the square of the number of muons per bunch, it is crucial for a Muon Collider to use relatively few bunches with many muons per bunch. In this paper we will describe a bunch merging scheme that should achieve this goal. We present for the first time a complete end-to-end simulation of a 6D bunch merger for a Muon Collider. The 21 bunches arising from the phase-rotator, after some initial cooling, are merged in longitudinal phase space into seven bunches, which then go through seven paths with different lengths and reach the final collecting "funnel" at the same time. The final single bunch has a transverse and a longitudinal emittance that matches well with the subsequent 6D rectilinear cooling scheme.

A molding preform of elastomeric material is positioned within a seamless mold cylinder, and the open ends of the wire mesh sleeves are mounted to end plug assemblies slidably received into the mold cylinder and positioned against the ends of the preform. A specialized profile is formed into surfaces of the respective end plug assemblies and by heating of the mold, the ends of the elastomeric preform are molded to the profile, as well as bonded to the reinforcing wire mesh sleeves. Vacuum is applied to the interior of the mold to draw outgassing vapors through relief spaces there through.     The ChemCam instrument on the Mars Science Laboratory will be the first extraterrestial deployment of laser-induced breakdown spectroscopy (UBS) for remote geochemical analysis. LIBS instruments are also being proposed for future NASA missions. In quantitative LIBS applications using multivariate analysis techniques, it is essential to understand the effects of key instrument parameters and their variability on the elemental predictions. Baseline experiments were run on a laboratory instrument in conditions reproducing ChemCam performance on Mars. These experiments employed Nd:YAG laser producing 17 mJ/pulse on target and an with a 200 {micro}m FWHM spot size on the surface of a sample. The emission is collected by a telescope, imaged on a fiber optic and then interfaced to a demultiplexer capable of >40% transmission into each spectrometer. We report here on an integrated end-to-end system performance model that simulates the effects of output signal degradation that might result from the input signal chain and the impact on multivariate model predictions. There are two approaches to modifying signal to noise (SNR): degrade the signal and/or increase the noise. Ishibashi used a much smaller data set to show that the addition of noise had significant impact while degradation of spectral resolution had much less impact on accuracy and precision. Here, we specifically focus on aspects of remote LIBS instrument performance as they relate to various types of signal degradation. To assess the sensitivity of LIBS analysis to signal-to-noise ratio (SNR) and spectral resolution, the signal in each spectrum from a suite of 50 laboratory spectra of igneous rocks was variably degraded by increasing the peak widths (simulating misalignment) and decreasing the spectral amplitude (simulating decreases in SNR).

    Purpose: To quantify the sub millimeter overall accuracy of EDGETM, the dedicated linac based SRS/SABR treatment platform from Varian, using a novel End-to-End (E2E) test phantom. Methods: The new E2E test phantom developed by Varian consists of a cube with an outer dimension of 15x15x15 cm3. The phantom is equipped with an exchangable inner cube (7×7×7 cm3) to hold radiochromic films or a tungsten ball (diameter = 5 mm) for Winston-Lutz tests. 16 ceramic balls (diameter = 5 mm) are embedded in the outer cube. Three embedded Calypso transponders allow for Calypso based monitoring. The outer surface of the phantom is tracked using the Optical Surface Monitoring System (OSMS). The phantom is positioned using kV, MV and CBCT images. A simCT of the phantom was acquired and SRS/SABR plans were treated using the new phantom on the first clinical installed EDGETM. As a first step a series of EPID based Winston-Lutz tests have been performed. As a second step the calculated dose distribution applied to the phantom was verified with radiochromic films in orthogonal planes. The measured dose distribution is compared with the calculated (Eclipse) one based on the known isocenter on both dose distributions. The geometrical shift needed to match both dose distributions is the overall accuracy and is determined using dose profiles, isodose lines or gamma pass rates (3%, 1 mm). Results: Winston-Lutz tests using the central tungsten BB demonstrated a targeting accuracy of 0.44±0.18mm for jaw (2cm × 2cm) defined 0.39±0.19mm for MLC (2cm × 2cm) defined and 0.37±0.15mm for cone (12.5 mm) defined fields. A treated patient plan (spinal metastases lesion with integrated boost) showed a dosimetric dose localization accuracy of 0.6mm. Conclusion: Geometric and dosimetric E2E tests on EDGETM, show sub-millimeter E2E targeting and dose localisation accuracy.

    A method of manufacturing closed end ceramic fuel cell tubes with improved properties and higher manufacturing yield is disclosed. The method involves bonding an unfired cap to a hollow unfired tube to form a compound joint. The assembly is then fired to net shape without subsequent machining. The resultant closed end tube is superior in that it provides a leak-tight seal and its porosity is substantially identical to that of the tube wall. The higher manufacturing yield associated with the present method decreases overall fuel cell cost significantly.

    A method is presented to improve the tool life and cutting performance of 300 {micro}m diameter tungsten carbide (WC) micro end mills by applying thin (<300 nm) fine-grained diamond (FGD) and nanocrystalline diamond (NCD) coatings using the hot-filament chemical vapor deposition (HF-CVD) process. The performance of the diamond-coated tools has been evaluated by comparing their performance in dry slot milling of 6061-T6 aluminum against uncoated WC micro end mills. Tool wear, coating integrity, and chip morphology were characterized using SEM and white light interferometry. The initial test results show a dramatic improvement in the tool integrity (i.e., corners not breaking off), a lower wear rate, no observable adhesion of aluminum to the diamond-coated tool, and a significant reduction in the cutting forces (>50%). Reduction of the cutting forces is attributed to the low friction and adhesion of the diamond coating. However, approximately 80% of the tools coated with the larger FGD coatings failed during testing due to delamination. Additional machining benefits were attained for the NCD films, which was obtained by using a higher nucleation density seeding process for diamond growth. This process allowed for thinner, smaller grained diamond coatings to be deposited on the micro end mills, and enabled continued operation of the tool even after the integrity of the diamond coating had been compromised. As opposed to the FGD-coated end mills, only 40% of the NCD-tools experienced delamination issues.
