    McRunjob is a powerful grid workflow manager used to manage the generation of large numbers of production processing jobs in High Energy Physics. In use at both the DZero and CMS experiments, McRunjob has been used to manage large Monte Carlo production processing since 1999 and is being extended to uses in regular production processing for analysis and reconstruction. Described at CHEP 2001, McRunjob converts core metadata into jobs submittable in a variety of environments. The powerful core metadata description language includes methods for converting the metadata into persistent forms, job descriptions, multi-step workflows, and data provenance information. The language features allow for structure in the metadata by including full expressions, namespaces, functional dependencies, site specific parameters in a grid environment, and ontological definitions. It also has simple control structures for parallelization of large jobs. McRunjob features a modular design which allows for easy expansion to new job description languages or new application level tasks.

    This booklet is intended for city and county government personnel, as well as community organizations, who deal with supplying, regulating, or recommending electric power resources. Specifically, this document deals with photovoltaic (PV) power, or power from solar cells, which is currently the most cost-effective energy source for electricity requirements that are relatively small, located in isolated areas, or difficult to serve with conventional technology. Recently, PV has been documented to be more cost-effective than conventional alternatives (such as line extensions or engine generators) in dozens of applications within the service territories of electric, gas, and communications utilities. Here, we document numerous cost-effective urban applications, chosen by planners and utilities because they were the most cost-effective option or because they were appropriate for environmental or logistical reasons. These applications occur within various municipal departments, including utility, parks and recreation, traffic engineering, transportation, and planning, and they include lighting applications, communications equipment, corrosion protection, irrigation control equipment, remote monitoring, and even portable power supplies for emergency situations.

    This case study describes how a DOE energy assessment at Kaiser Aluminum's extrusion plant in Sherman, Texas, identified significant potential energy savings in its process heating systems. Employees at the Sherman plant wasted no time moving forward with assessment recommendations. First, they adjusted burner controls on one of the main reverberatory melting furnaces to lower excess oxygen levels. They also made some repairs to the furnace’s door sill and jamb to prevent cold air from seeping into it. By implementing these measures the plant achieved annual energy savings of approximately 45,000 MMBtu and improved the furnace’s energy intensity by 11.1% between 2006 and 2007. With project costs of approximately $28,000 and energy cost savings of $360,000, the simple payback was under 1 month.

    State legislation can significantly encourage the development of waste-to-energy projects. The authors briefly examine two of the principal areas where legislative activity can help or hinder municipalities with the development of WTE projects: antitrust exemptions for flow control ordinances, and assistance in protecting favorable rates in power sales contracts. State legislation dealing with other relevant matters-such as recycling and resource recovery, competitive bidding, municipal financing, and the like-are not covered here.     Emergencies happen every day. Many are caused by storms or auto accidents and can be planned for, if not predicted. Emergencies resulting from natural hazards often affect a large number of people, and planning for them can be difficult, since knowledge of the needs of the people involved is generally unavailable. Emergencies resulting from accidents at industrial and military facilities can also be large scale in nature if people must be evacuated or sheltered in place. Federal planning for large scale emergencies is the responsibility of the Federal Emergency Management Agency (FEMA), which provides assistance to various emergency management agencies at the national, state and local level. More information about FEMA is available at http://www.fema.gov/. The purpose of the Special Population Planner (SPP) is to help emergency planners address the needs of persons with special needs. The exact definition of 'special population' is a policy decision. Policymakers have included a variety of groups in this term, such as persons with disabilities, those who do not have vehicles with which to evacuate, children who are unattended at times (latchkey children), and many others. The SPP was developed initially for the Alabama Emergency Management Agency as part of its Chemical Stockpile Emergency Preparedness Program (CSEPP), which aids emergency planning and preparedness in communities surrounding military installations across the United States where chemical weapons are stored pending their destruction under federal law. Like that specialized application, this open-source version contains a set of specialized Geographic Information System (GIS) tools to facilitate emergency planning on behalf of persons with special needs, regardless of how the term is defined. While the original SPP system was developed for emergency planning relating to chemical hazards, it can be applied to other threats as well.     Heightened natural gas prices have emerged as a key energy-policy challenge for at least the early part of the 21st century. With the recent run-up in gas prices and the expected continuation of volatile and high prices in the near future, a growing number of voices are calling for increased diversification of energy supplies. Proponents of renewable energy technologies identify these clean energy sources as an important part of the solution. Increased deployment of renewable energy (RE) can hedge natural gas price risk in more than one way, but a recent report by Berkeley Lab evaluates one such benefit in detail: by displacing gas-fired electricity generation, RE reduces natural gas demand and thus puts downward pressure on gas prices. Many recent modeling studies of increased RE deployment have demonstrated that this ''secondary'' effect of lowering natural gas prices could be significant; as a result, this effect is increasingly cited as justification for policies promoting RE. The Berkeley Lab report summarizes recent modeling studies that have evaluated the impact of RE deployment on gas prices, reviews the reasonableness of the results of these studies in light of economic theory and other research, and develops a simple tool that can be used to evaluate the impact of RE on gas prices without relying on a complex national energy model.

    The US DOE, through the National Renewable Energy Laboratory (NREL), is working with Brazilian government agencies and several utilities to bring adequate electric power to remote rural areas. These organizations are collaborating on a joint venture, begun in 1992, designed to bring photovoltaic- and wind-generated electricity to the Brazilian countryside. Rural homes in eight Brazilian states, rather than just the initial two states targeted in the original plan, will be provided with electric lighting powered by renewable energy systems. The project is also bringing much-needed electricity for refrigeration and water pumping to many village schools, community centers and medical clinics. The primary objective of the cost-shared, joint US/Brazilian project is to assess the efficiency, operability, and reliability of renewable energy-based rural electrification.

    Turn the lights on when you enter a room, then turn the lights off when you leave. Most of us repeat this sequence many times each day, and never give it another thought. But that seemingly simple light switch on the wall connects us to one of the most complex systems in the world: the electrical grid. Most of the United States is served by a highly reliable and adequate supply of electrical power, which is distributed through a grid of thousands of miles of electricity-transmission lines. However, as the electricity-supply infrastructure ages and consumer demand for electricity grows, the capacity to deliver electrical power hasn't kept pace with demand, and upgrading the electrical-transmission grid has become a more pressing need. From 1988-1998, demand for transmission grew by 30 percent while transmission grew by only 15 percent. From 1999-2009, demand grew by 20 percent and transmission by only 3 percent Despite a short-term decline related to the economic downturn and improved efficiency, U.S. energy consumption is expected to increase by 14 percent between 2008 and 2035. This growth will drive the need to develop viable routes for new transmission lines. Because transmission lines extend over large distances, they typically cross many federal, tribal, state, local and private land jurisdictions, each with a complex and varying set of siting issues and land-management practices. And as the existing grid needs improvement to meet growing demand, the U.S. is rapidly developing renewable energy sources, particularly solar and wind energy, often in areas far removed from existing electricity-transmission infrastructure and energy-consumption areas.

    In the highly competitive cardboard box business, where a penny apiece can mean the difference between getting and losing an order, St. Hart Container Corp., Placentia, CA, has gained a competitive edge by reducing its overhead with an energy management system (EMS). The Orange County firm, a division of Sunclipse, Inc., fabricates boxes to customer specifications from cardboard stock. The company is saving $2000 a month in electricity since it installed a Gereral Electric ECON-S programmable energy management system with telephone override capability late in 1984 to control lighting, air conditioning, and nine large blower and compressor motors. Installed by Hughes Electrical Management Systems (HEMS), City of Industry, CA, the $18,000 system paid for itself in only 9 mo. It initially controlled just 32 points and will be expanded to control the conveyors in the 60,000 sq ft plant. The primary savings, HEMS president Bob Hughes noted, accrue not from controlling lighting, but from automatically limiting the operating time of large blower motors that draw cardboard scrap from six fabrication areas on the shop floor up 2 ft dia funnels into a roof-mounted silo. The scrap is later compacted, baled, and sold for recycling.

    The integrated waste treatment (sorting, recycling, composting, incineration, tip) concept is increasing. In this concept, incineration remains the last way of destruction before tipping of refuse. With the aim to improve thermal and economic efficiencies of this kind of treatment, thermal and/or electrical energy are produced in incineration plants. If environmental rules lead to a steady increase of such plants, a lot of data have to be evaluated to find the best size, especially under economic aspects, for a given project. The author presents the specification of the software ARTEMIS, which helps a project manager to find the optimal size of a plant, to quantify the effect of various technical options, and to compare some operating management. Garbage deposit (quantity and quality), energy valorization (electricity price, thermal needs), machines (furnace, high and low pressure turbines, heat exchanger, auxiliary boiler) are taken into account. Energy and economic annual balance are also calculated with a hourly simulation step.

    In 5-10 years, experts predict that new automobiles will be capable of driving themselves under limited conditions and under most conditions within 10–20 years. Automation may affect road vehicle energy consumption and greenhouse gas (GHG) emissions in a host of ways, positive and negative, by causing changes in travel demand, vehicle design, vehicle operating profiles, and choices of fuels. In this paper, we identify specific mechanisms through which automation may affect travel and energy demand and resulting GHG emissions and bring them together using a coherent energy decomposition framework. Here, we review the literature for estimates of the energy impactsmore » of each mechanism and, where the literature is lacking, develop our own estimates using engineering and economic analysis. We consider how widely applicable each mechanism is, and quantify the potential impact of each mechanism on a common basis: the percentage change it is expected to cause in total GHG emissions from light-duty or heavy-duty vehicles in the U.S. Our primary focus is travel related energy consumption and emissions, since potential lifecycle impacts are generally smaller in magnitude. We also explore the net effects of automation on emissions through several illustrative scenarios, finding that automation might plausibly reduce road transport GHG emissions and energy use by nearly half – or nearly double them – depending on which effects come to dominate. We also find that many potential energy-reduction benefits may be realized through partial automation, while the major energy/emission downside risks appear more likely at full automation. Finally, we present some implications for policymakers and identifying priority areas for further research.« less

    Emergencies like Hurricane Katrina and the recent California wildfires underscore the critical need to meet the complex challenge of planning for individuals with special needs and for institutionalized special populations. People with special needs and special populations often have difficulty responding to emergencies or taking protective actions, and emergency responders may be unaware of their existence and situations during a crisis. Special Population Planner (SPP) is an ArcGIS-based emergency planning system released as an open source product. SPP provides for easy production of maps, reports, and analyses to develop and revise emergency response plans. It includes tools to manage a voluntary registry of data for people with special needs, integrated links to plans and documents, tools for response planning and analysis, preformatted reports and maps, and data on locations of special populations, facility and resource characteristics, and contacts. The system can be readily adapted for new settings without programming and is broadly applicable. Full documentation and a demonstration database are included in the release.

    A steel company conserves energy by veneering reheat furnaces with a ceramic fiber modular system. The furnace lining system incorporates several grades of veneering materials (modules, cements, coatings) whose application is matched to the exact conditions in the furnace. Zoned linings utilize a combination of grades of alumina-silica modules to achieve thermally efficient yet durable performance. High temperature cements exhibit good tackiness, easy module penetration and high strength retention after firing. A protective coating is sprayed in a thin layer over the modules and can be easily reapplied at a later date should it be necessary. Benefits include greater thermal control (temperature responsiveness and heating uniformity), less over-firing, less fuel use, and less heat loss. Fuel efficiency is increased by 20 to 50%.

    This booklet is intended for city and county government personnel, as well as community organizations, who deal with supplying, regulating, or recommending electric power resources. Specifically, this document deals with photovoltaic (PV) power, or power from solar cells, which is currently the most cost-effective energy source for electricity requirements that are relatively small, located in isolated areas, or difficult to serve with conventional technology. Recently, PV has been documented to be more cost-effective than conventional alternatives (such as line extensions or engine generators) in dozens of applications within the service territories of electric, gas, and communications utilities. Here, we document numerous cost-effective urban applications, chosen by planners and utilities because they were the most cost-effective option or because they were appropriate for environmental or logistical reasons. These applications occur within various municipal departments, including utility, parks and recreation, traffic engineering, transportation, and planning, and they include lighting applications, communications equipment, corrosion protection, irrigation control equipment, remote monitoring, and even portable power supplies for emergency situations.

    After a prolonged absence, the word 'nuclear' has returned to the lexicon of sustainable domestic energy resources. Due in no small part to its demonstrated reliability, nuclear power is poised to playa greater role in the nation's energy future, producing clean, carbon-neutral electricity and contributing even more to our energy security. To nuclear scientists, the resurgence presents an opportunity to inject new technologies into the industry to maximize the benefits that nuclear energy can provide. 'By developing new options for waste management and exploiting new materials to make key technological advances, we can significantly impact the use of nuclear energy in our future energy mix,' says Chris Stanek, a materials scientist at Los Alamos National Laboratory. Stanek approaches the big technology challenges by thinking way small, all the way down to the atoms. He and his colleagues are using cutting edge atomic-scale simulations to address a difficult aspect of nuclear waste -- predicting its behavior far into the future. Their research is part of a broader, coordinated effort on the part of the Laboratory to use its considerable experimental, theoretical, and computational capabilities to explore advanced materials central to not only waste issues, but to nuclear fuels as well.

    Fully operational in 1967, the Advanced Test Reactor (ATR) is a first-of-its-kind materials test reactor. Located on the Idaho National Laboratorys desert site, this reactor remains at the forefront of nuclear science, producing extremely high neutron irradiation in a relatively short time span. The Advanced Test Reactor is also the only U.S. reactor that can replicate multiple reactor environments concurrently. The Idaho National Laboratory and the Department of Energy recently invested over 13 million dollars to replace three of ATRs instrumentation and control systems. The new systems offer the latest software and technology advancements, ensuring the availability of the reactor for future energy research. Engineers and project managers successfully completed the four year project in March while the ATR was in a scheduled maintenance outage. These new systems represent state-of-the-art monitoring and annunciation capabilities, said Don Feldman, ATR Station Manager. They are comparable to systems currently used for advanced reactor designs planned for construction in the U.S. and in operation in some foreign countries.

    This fact sheet highlights the energy challenges faced by the Virgin Islands Environmental Resource Station (VIERS), the renewable energy and energy efficiency solutions implemented, the resulting energy efficiency savings, and other project benefits. In 2011, VIERS installed a 9.4 kW solar system funded by a $50,000 American Recovery and Reinvestment Act (ARRA) grant, which was administered by VIEO. To identify additional energy-saving opportunities, VIERS performed an energy audit of appliances, which resulted in the removal of two water coolers and the installation of a water meter to monitor water use and how it relates to electric pump use. VIERS also added an educational component to the project, developing a solar classroom near the original solar system. By building on previous energy conservation measures and making additional investments in renewable energy technology, VIERS has lowered its average monthly energy consumption nearly 30%, even with an increase in guests. The VIERS efforts are not limited to the technology installations, however. They also serve to impact the youth of the U.S. Virgin Islands (USVI) by educating young people about energy efficiency and renewable energy technologies and their energy and environmental impacts. VIERS solar system is connected to the Web via a live feed that posts solar output data in real time, increasing the VIERS solar classroom's potential educational impact exponentially.

It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

Offshore activities and onshore facilities accompanying each stage of OCS development (leasing, exploration, field development, production, and shutdown) are described, including factors influencing facility siting, local economies, and local natural resources. The guide helps local governments apply this information by presenting ways in which they can influence the development process.

    The first speaker in the 2011 EFRC Summit session titled "Leading Perspectives in Energy Research" was John Hennessey, President of Stanford University. He discussed the important role that the academic world plays as a partner in innovative energy research by presenting a case study involving Stanford and SLAC. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    In 2010, the U.S. Department of Energy (DOE) provided $60M in funding to five regional entities to conduct interregional transmission planning activities: the Eastern Interconnection Planning Collaborative (EIPC); the Eastern Interconnection States Planning Council (EISPC); the Transmission Expansion Planning and Policy Committee (TEPPC); the State Provincial Steering Committee (SPSC);and the Electricity Reliability Council of Texas (ERCOT). DOE also provided funding to the Lawrence Berkeley National Laboratory (LBNL) to support aspects of these interregional transmission planning activities. LBNL’s support involved both technical assistance to DOE in its oversight of the activities conducted by the five regional entities and the preparation of six, standalone technical studies that were conducted in direct support for specific entities. This is the final report on LBNL’s activities. It consists of summaries of each activity; references are provided to each of the stand-alone studies.

    A number of net energy analysis studies have been conducted in recent years for electric power production from coal, oil and uranium fuels; synthetic fuels from coal and oil shale; and heat and electric power from solar energy. This technique is an excellent indicator of investment costs, environmental impact and potential economic competitiveness of alternative electric power systems for energy planners from the Eastern European countries considering future options. Energy conservation is also important to energy planners and the net energy analysis technique is an excellent accounting system on the extent of energy resource conservation. The author proposes to discuss the technique and to present the results of his studies and others in the field. The information supplied to the attendees will serve as a powerful tool to the energy planners considering their electric power options in the future.

    During 1995, the Department of Energy`s Solar Industrial (SI) Program worked to bring the benefits of solar energy to America`s industrial sector. Scientists and engineers within the program continued the basic research, applied engineering, and economic analyses that have been at the heart of the Program`s success since its inception in 1989. In 1995, all three of the SI Program`s primary areas of research and development--solar detoxification, advanced solar processes, and solar process heat--succeeded in increasing the contribution made by renewable and energy-efficient technologies to American industry`s sustainable energy future. The Solar Detoxification Program develops solar-based pollution control technologies for destroying hazardous environmental contaminants. The Advanced Solar Processes Program investigates industrial uses of highly concentrated solar energy. The Solar Process Heat Program conducts the investigations and analyses that help energy planners determine when solar heating technologies--like those that produce industrial-scale quantities of hot water, hot air, and steam--can be applied cost effectively. The remainder of this report highlights the research and development conducted within in each of these subprograms during 1995.

The tool was disseminated to the CEACs and supplemented by a Training Webinar and a How to Guide IDEA produced a US Community Energy Development Guide to support mayors, planners, community leaders, real estate developers and economic development officials who are interested in planning more sustainable urban energy infrastructure, creating community energy master plans and implementing CHP/ District Energy systems in cities, communities and towns. IDEA has collected industry data and provided a comprehensive data set containing information on District Energy installations in the US. District energy systems are present in 49 states and the District of Columbia. Of the 597 systems 55% were DE alone while the remainder was some combination of CHP, district heating, and district cooling. District energy systems that do not currently involve electric generation are strong near-term candidates for the adoption of CHP due to the magnitude of their aggregated thermal load. This data has helped inform specific and targeted initiatives including technical assistance provided by the CEAC’s for EPA’s Boiler MACT Compliance by large District Heating System boilers. These outcomes have been greatly enabled by the close coordination and collaboration with DOE CEAC leadership and with the eight regional US DOE Clean Energy Application Centers and the award’s incremental funding has allowed IDEA to leverage our resources to be an effective champion for Clean Energy.
