    The largest onshore oil field in western Europe is in an environmentally sensitive coastal area in southern England. Initial development of the field in the late 1970`s focused on accessing reserves underlying the onshore section of the reservoir. In 1989, various development options were screened to access the offshore section of the reservoir, containing {approx} 80 million bbl of recoverable oil. In 1991, the decision was made to access these reserves through extended-reach drilling (ERD) from an existing onshore wellsite. This development is currently under way, with 3 of 11 planned wells already drilled and producing. This paper describes the application of coiled tubing (CT) in the logging and completion phases of the ERD wells drilled to date. Conclusions are made as to the value of coiled tubing in ERD wells to minimize rig time and the current limits of technology.

    X-ray diffraction, x-ray transmission, and x-ray fluorescence procedures have been used to evaluate quantitatively the chemical species for 24 ambient filter samples taken from receptor sites at East Helena, Montana. Twenty-five distinct chemical compounds representing various smelting processes, atmospheric chemical reactions, local fugitive dust sources, and possible filter artifacts have been observed. These compounds include the common crustal silicates and carbonates, and industrial sulfides, sulfates, and oxides. In addition, elemental cadmium and copper have been observed in a number of ambient samples. The soils and some accumulated residential dust of the East Helena area contain relatively high levels of lead and copper compounds.

    Tainter gate inspection and thrust bearing cooling system problems at the 1287-MW Rocky Reach hydroelectric project on the Columbia River in Washington are described. Gate inspection was initiated in response to a failure of similar gates at Folsom Dam. The approach involved measuring the actual forces on the gates and comparing them to original model study parameters, rather than the traditional method of building a hydraulic model. Measurement and visual inspection was completed in one day and had no effect on migration flows. Two problems with the thrust bearing cooling system are described. First, whenever a generating unit was taken off line, cooling water continued circulating and lowered oil temperatures. The second problem involved silt buildup in flow measuring device tubes on the cooling water system. Modifications to correct cooling system problems and associated costs are outlined.

    One of the most challenging coiled tubing applications to emerge in the last few years is horizontal well maintenance. When wireline cannot be used, techniques that offer some of the same flexibility, availability and relatively low cost must be used. During this same period, however, drilling technology has also made huge strides in horizontal and extended-reach areas. Wells are now being drilled with horizontal lengths in excess of 6,000 ft and measured depths of more than 22,000 ft. This paper reports that although horizontal wells are definitely here to stay, many operators have had to reevaluate their positions after being confronted with the problem of recompleting these wells to eliminate excessive water or gas production. A full workover with workstring using either a drilling rig or snubbing unit can be expensive and may lead to lost production because of limited rig availability. Coiled tubing has successfully been used in most cases thus far, but it has length and horizontal reach limitations that drilling technology will soon overtake. Within the constraints of current technology and tube capabilities, coiled tubing does not have the buckling resistance or reel capacity to service today's longest horizontal and extended reach wells or those planned and foreseen in the future. Even if coiled tubing can reach TD, operations requiring downward force are severely restricted.

Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    The rapid development of multiple national geospatial datasets related to topography, hydrology, and environmental characteristics in the past decade have provided new opportunities for the refinement of hydropower resource potential from undeveloped stream-reaches. Through 2011 to 2013, the Oak Ridge National Laboratory (ORNL) was tasked by the Department of Energy (DOE) Water Power Program to evaluate the new stream-reach development (NSD) resource potential for more than 3 million US streams. A methodology was designed that contains three main components: (1) identification of stream-reaches with high energy density, (2) topographical analysis of stream-reaches to estimate inundated surface area and reservoir storage, and (3) environmental attribution to spatially join information related to the natural ecological systems, social and cultural settings, policies, management, and legal constraints to stream-reaches of energy potential. An initial report on methodology (Hadjerioua et al., 2013) was later reviewed and revised based on the comments gathered from two peer review workshops. After implementing the assessment across the entire United States, major findings were summarized in this final report. The estimated NSD capacity and generation, including both higher-energy-density (>1 MW per reach) and lower-energy-density (<1 MW per reach) stream-reaches is 84.7 GW, around the same size as the existing US conventional hydropower nameplate capacity (79.5 GW; NHAAP, 2013). In terms of energy, the total undeveloped NSD generation is estimated to be 460 TWh/year, around 169% of average 2002 2011 net annual generation from existing conventional hydropower plants (272 TWh/year; EIA, 2013). Given the run-of-river assumption, NSD stream-reaches have higher capacity factors (53 71%), especially compared with conventional larger-storage peaking-operation projects that usually have capacity factors of around 30%.     A critical parameter to the success of many coiled tubing (CT) operations in highly deviated or horizontal wells is the depth penetration that can be attained before the CT buckles and locks up. Achieving a desired depth is always critical in CT operations and attaining an additional reach of a few hundred feet can be crucial. This paper addresses the effect of fluid flow in the CT and in the CT/wellbore annulus on the state of force and stress in the CT, and thereby predicts its effect on the reach attainable by the CT. The flow of fluid through the CT and annulus between the CT and borehole modifies the pressures and the effective force which governs the mechanical stability of the CT. The net force per unit length due to fluid flow in the coiled tubing and annulus between the coiled tubing casing/well is calculated in terms of the shear stress and its effect on the onset of buckling and lockup is determined. The model is then implemented in a full tubing forces calculation and the effect of flowing fluids and producing fluids on reach is analyzed. The new model is utilized in the design of commercial jobs. The exact analytic model shows that fluid flow inside the CT has zero impact on reach, that downward flow in the annulus has a favourable impact, and upward flow in the annulus reduces the maximum attainable reach. Using the full tubing forces model, a coiled tubing job can be designed taking into account the flow of a fluid with a specified rheology, density and flow rate. Thus the feasibility of attaining a given reach can be more accurately determined. Results are presented in the form of the surface weight for commercial wells and compared to field jobs.

    The goal of this final (closing) report is to capture the flavor of the symposium held March 1 and 2, 1993 in New York City convened by Motivational Educational Entertainment, Inc. (MEE), a black-owned communications research, consulting, and video production company based in Philadelphia, Pennsylvania. The mission of MEE is to understand, reach, and positively affect inner-city youth. Traditional communication approaches from mainstream sources to at-risk youth often don`t account for the unique way youth communicate among themselves and how they relate to the media. This understanding, however, is crucial. To understand youth communication, the people who create and send both entertaining and educational messages to urban youth must be brought into the dialogue. The meeting in New York was intended to provide an important opportunity for senders to meet and evaluate the appropriateness and effectiveness of their messages. In addition, the MEE symposium provided a forum for the continuing public debate about what needs to be done to reach today`s urban teens. Included in this document is a description of symposium goals/objectives, symposium activities, the reaction to and analysis of the symposium, recommendations for future MEE courses of action, and an appendix containing copies of press articles.

    We propose a new search strategy for directly-produced sbottoms at the LHC with a small mass splitting between the sbottom and its decayed stable neutralino. Our search strategy is based on boosting sbottoms through an energetic initial state radiation jet. In the final state, we require a large missing transverse energy and one or two b-jets besides the initial state radiation jet. We also define a few kinematic variables to further increase the discovery reach. For the case that the sbottom mainly decays into the bottom quark and the stable neutralino, we have found that even for a mass splitting as small as 10 GeV sbottoms with masses up to around 400 GeV can be excluded at the 95% confidence level with 20 inverse femtobarn data at the 8 TeV LHC.

This kind of genetic information can add a unique thread to the tapestry knowledge of humanity. Culture, environment, history, and other factors are often more important, but humanity`s genetic heritage, when analyzed with recent technology, brings another type of evidence for understanding species` past and present. The Project will deepen the understanding of this genetic richness and show both humanity`s diversity and its deep and underlying unity. The HGD Project is still largely in its planning stages, seeking the best ways to reach its goals. The continuing discussions of the Project, throughout the world, should improve the plans for the Project and their implementation. The Project is as global as humanity itself; its implementation will require the kinds of partnerships among different nations and cultures that make the involvement of UNESCO and other international organizations particularly appropriate. The author will briefly discuss the Project`s history, describe the Project, set out the core principles of the Project, and demonstrate how the Project will help combat the scourge of racism.

    The Pacific Northwest National Laboratory conducted this study for the Bonneville Power Administration (BPA) with funding provided through the Northwest Power and Conservation Council(a) and the BPA Fish and Wildlife Program. The study was conducted in the Hanford Reach of the Columbia River. The goal of study was to determine the physical habitat factors necessary to define the redd capacity of fall Chinook salmon that spawn in large mainstem rivers like the Hanford Reach and Snake River. The study was originally commissioned in FY 1994 and then recommissioned in FY 2000 through the Fish and Wildlife Program rolling review of the Columbia River Basin projects. The work described in this report covers the period from 1994 through 2004; however, the majority of the information comes from the last four years of the study (2000 through 2004). Results from the work conducted from 1994 to 2000 were covered in an earlier report. More than any other stock of Pacific salmon, fall Chinook salmon (Oncorhynchus tshawytscha) have suffered severe impacts from the hydroelectric development in the Columbia River Basin. Fall Chinook salmon rely heavily on mainstem habitats for all phases of their life cycle, and mainstem hydroelectric dams have inundated or blocked areas that were historically used for spawning and rearing. The natural flow pattern that existed in the historic period has been altered by the dams, which in turn have affected the physical and biological template upon which fall Chinook salmon depend upon for successful reproduction. Operation of the dams to produce power to meet short-term needs in electricity (termed power peaking) produces unnatural fluctuations in flow over a 24-hour cycle. These flow fluctuations alter the physical habitat and disrupt the cues that salmon use to select spawning sites, as well as strand fish in near-shore habitat that becomes dewatered.     Many hydrological and biological problems in the Columbia River corridor through the Hanford Site require estimates of river stage (water surface elevation) or river flow and velocity. Systematic collection of river stage data at locations in the Hanford Reach began in 1991, but many environmental projects need river stage information at unmeasured locations or over longer time periods. The Modular Aquatic Simulation System 1D (MASS1), a one-dimensional, unsteady hydrodynamic and water quality model, was used to simulate the Columbia River from Priest Rapids Dam to McNary Dam from 1940 to 2004, providing estimates of water surface elevation, volumetric flow rate, and flow velocity at 161 locations on the Hanford Reach. The primary input data were bathymetric/topographic cross sections of the Columbia River channel, flow rates at Priest Rapids Dam, and stage at McNary Dam. Other inputs included Yakima River and Snake River inflows. Available flow data at a gaging station just below Priest Rapids Dam was mean daily flow from 1940 to 1986 and hourly thereafter. McNary dam was completed in 1957, and hourly stage data are available beginning in 1975. MASS1 was run at an hourly timestep and calibrated and tested using 1991--2004 river stage data from six Hanford Reach locations (areas 100B, 100N, 100D, 100H, 100F, and 300). Manning's roughness coefficient in the Reach above each river recorder location was adjusted using an automated genetic algorithm and gradient search technique in three separate calibrations, corresponding to different data subsets, with minimization of mean absolute error as the objective. The primary calibration was based on 1999, a representative year, and included all locations. The first alternative calibration also used all locations but was limited in time to a high-flow period during spring and early summer of 1997.     The primary target market for this program was the residential and commercial PV markets, drawing on BP Solar's premium product and service offerings, brand and marketing strength, and unique routes to market. These two markets were chosen because: (1) in 2005 they represented more than 50% of the overall US PV market; (2) they are the two markets that will likely meet grid parity first; and (3) they are the two market segments in which product development can lead to the added value necessary to generate market growth before reaching grid parity. Federal investment in this program resulted in substantial progress toward the DOE TPP target, providing significant advancements in the following areas: (1) Lower component costs particularly the modules and inverters. (2) Increased availability and lower cost of silicon feedstock. (3) Product specifically developed for residential and commercial applications. (4) Reducing the cost of installation through optimization of the products. (5) Increased value of electricity in mid-term to drive volume increases, via the green grid technology. (6) Large scale manufacture of PV products in the US, generating increased US employment in manufacturing and installation. To achieve these goals BP Solar assembled a team that included suppliers of critical materials, automated equipment developers/manufacturers, inverter and other BOS manufacturers, a utility company, and University research groups. The program addressed all aspects of the crystalline silicon PV business from raw materials (particularly silicon feedstock) through installation of the system on the customers site. By involving the material and equipment vendors, we ensured that supplies of silicon feedstock and other PV specific materials like encapsulation materials (EVA and cover glass) will be available in the quantities required to meet the DOE goals of 5 to 10 GW of installed US PV by 2015 and at the prices necessary for PV systems to reach grid parity in 2015

    The objective of the Nautilus project is to design, build, and evaluate a subsea multiphase electrical booster system to demonstrate its operability and reliability. The subsea station will reflect the integration of existing, tested, and recently developed equipment. The integration of various technologies, control, and maintenance in a subsea environment represents the challenging aspect of the project. Boosted by a helicoaxial pump, the produced multiphase effluent receives enough energy to reach either a host platform or the shore where the classical separation and treatment operations are performed. For deep offshore developments, the concept should induce a lower investment than alternative solutions. The concept should also give access to marginal fields, currently undeveloped for economical reasons, with the benefit of maximizing existing infrastructure. Furthermore, where sea traffic or environment concerns may limit offshore surface developments, Nautilus should demonstrate itself as an economical alternative.

    The Hanford Reach of the Columbia River is the last unimpounded section of the river and contains substrate characteristics (cobble, gravel, sand/silt) suitable for many of the native freshwater mussels known to exist in the Pacific Northwest. Information concerning the native mussel species composition, densities, and distributions in the mainstem of the Columbia River is limited. Under funding from the U.S. Department of Energy Richland Operations Office (DOE-RL), Pacific Northwest National Laboratory conducted an assessment of the near-shore habitat on the Hanford Reach. Surveys conducted in 2004 as part of the Ecological Monitoring and Compliance project documented several species of native mussels inhabiting the near-shore habitat of the Hanford Reach. Findings reported here may be useful to resource biologists, ecologists, and DOE-RL to determine possible negative impacts to native mussels from ongoing near-shore remediation activities associated with Hanford Site cleanup. The objective of this study was to provide an initial assessment of the species composition, densities, and distribution of the freshwater mussels (Margaritiferidae and Unionidae families) that exist in the Hanford Reach. Researchers observed and measured 201 live native mussel specimens. Mussel density estimated from these surveys is summarized in this report with respect to near-shore habitat characteristics including substrate size, substrate embeddedness, relative abundance of aquatic vegetation, and large-scale geomorphic/hydrologic characteristics of the Hanford Reach.

    This paper discusses Amoco U.K. Exploration Co.'s unsuccessfully attempts to drill an extended-reach well in Arbroath field (U.K. Block 22/17) and how problems encountered were resolved on subsequent high-angle and extended-reach drilling operations in the field. The resolution of these problems over the course of drilling four high-angle wells and one extended-reach well involved (1) determining mud weight by use of rock mechanics principles, (2) evaluating hole conditions with a wellsite torque-and-drag program, (3) optimizing BHA performance, and (4) developing techniques for effective high-angle hole cleaning. By use of the methods outlined in this paper, improved drilling performance and significant cost savings are demonstrated.

    This report summarizes results of research activities conducted from 1995 through 1998 on identifying the spawning habitat requirements of fall chinook salmon (Oncorhynchus tshawytscha) in the Hanford Reach of the Columbia River. The project investigated whether traditional spawning habitat models could be improved in order to make better predictions of available habitat for fall chinook salmon in the Snake River. Results suggest models could be improved if they used spawning area-specific, rather than river-specific, spawning characteristics; incorporated hyporheic discharge measurements; and gave further consideration to the geomorphic features that are present in the unconstrained segments of large alluvial rivers. Ultimately the recovery of endangered fall chinook salmon will depend on how well we are able to recreate the characteristics once common in alluvial floodplains of large rivers. The results from this research can be used to better define the relationship between these physical habitat characteristics and fall chinook salmon spawning site selection, and provide more efficient use of limited recovery resources. This report is divided into four chapters which were presented in the author's doctoral dissertation which he completed through the Department of Fisheries and Wildlife at Oregon State University. Each of the chapters has been published in peer reviewed journals or is currently under review. Chapter one is a conceptual spawning habitat model that describes how geomorphic features of river channels create hydraulic processes, including hyporheic flows, that influence where salmon spawn in unconstrained reaches of large mainstem alluvial rivers. Chapter two describes the comparison of the physical factors associated with fall chinook salmon redd clusters located at two sites within the Reach. Spatial point pattern analysis of redds showed that redd clusters averaged approximately 10 hectares in area and their locations were consistent from year to

    The Water Power Program helps industry harness this renewable, emissions-free resource to generate environmentally sustainable and cost-effective electricity. Through support for public, private, and nonprofit efforts, the Water Power Program promotes the development, demonstration, and deployment of advanced hydropower devices and pumped storage hydropower applications. These technologies help capture energy stored by diversionary structures, increase the efficiency of hydroelectric generation, and use excess grid energy to replenish storage reserves for use during periods of peak electricity demand. In addition, the Water Power Program works to assess the potential extractable energy from domestic water resources to assist industry and government in planning for our nation’s energy future. From FY 2008 to FY 2014, DOE’s Water Power Program announced awards totaling approximately $62.5 million to 33 projects focused on hydropower. Table 1 provides a brief description of these projects.

    The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must be U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.

    Environmental monitoring has been conducted at the US Department of Energy`s Hanford Site in southeast Washington State since 1945. Fish from the Hanford Reach of the Columbia River, which borders the Site, are monitored annually. The two objectives of this report were (1) to evaluate trends in the concentrations of radionuclides [e.g., {sup 90}Sr and {sup 137}Cs] in two species of Columbia River fish [smallmouth bass and mountain whitefish] sampled from the Hanford Reach from 1982 through 1992; and (2) to determine the impact of Hanford Site releases on these two species and carp and fall chinook salmon collected during this time frame. The evaluation found gradual reductions of {sup 137}Cs in bass muscle and {sup 90}Sr in bass and whitefish carcass from 1982 through 1992. Concentrations of {sup 90}Sr in bass and whitefish followed the pattern established by reported Hanford Site releases from 1982 through 1992 and was supported by significant regression analyses comparing annual releases to sample concentration. Because data for carp have been collected only since 1990, the data base was inadequate for determining trends. Moreover, fall chinook salmon were only sampled once in this 11-year period. Concentrations of {sup 90}Sr and {sup 137}Cs in fish samples collected from distant background locations exceeded concentrations in Hanford Reach fish. Estimates of the dose from consumption of Hanford Reach fish were less than 0.001 times the National Council on Radiation Protection and Measurements and the US Department of Energy guideline of 100 mrem/yr.

    Benefited from the rapid development of multiple geospatial data sets on topography, hydrology, and existing energy-water infrastructures, the reconnaissance level hydropower resource assessment can now be conducted using geospatial models in all regions of the US. Furthermore, the updated techniques can be used to estimate the total undeveloped hydropower potential across all regions, and may eventually help identify further hydropower opportunities that were previously overlooked. To enhance the characterization of higher energy density stream-reaches, this paper explored the sensitivity of geospatial resolution on the identification of hydropower stream-reaches using the geospatial merit matrix based hydropower resource assessment (GMM-HRA) model. GMM-HRAmore » model simulation was conducted with eight different spatial resolutions on six U.S. Geological Survey (USGS) 8-digit hydrologic units (HUC8) located at three different terrains; Flat, Mild, and Steep. The results showed that more hydropower potential from higher energy density stream-reaches can be identified with increasing spatial resolution. Both Flat and Mild terrains exhibited lower impacts compared to the Steep terrain. Consequently, greater attention should be applied when selecting the discretization resolution for hydropower resource assessments in the future study.« less

    In this paper, we complement the notion of equilibrium states of the radiation belts with a discussion on the dynamics and time needed to reach equilibrium. We solve for the equilibrium states obtained using 1D radial diffusion with recently developed hiss and chorus lifetimes at constant values of Kp = 1, 3 and 6. We find that the equilibrium states at moderately low Kp, when plotted vs L-shell (L) and energy (E), display the same interesting S-shape for the inner edge of the outer belt as recently observed by the Van Allen Probes. The S-shape is also produced as themore » radiation belts dynamically evolve toward the equilibrium state when initialized to simulate the buildup after a massive dropout or to simulate loss due to outward diffusion from a saturated state. Physically, this shape, intimately linked with the slot structure, is due to the dependence of electron loss rate (originating from wave-particle interactions) on both energy and L-shell. Equilibrium electron flux profiles are governed by the Biot number (τDiffusion/τloss), with large Biot number corresponding to low fluxes and low Biot number to large fluxes. The time it takes for the flux at a specific (L, E) to reach the value associated with the equilibrium state, starting from these different initial states, is governed by the initial state of the belts, the property of the dynamics (diffusion coefficients), and the size of the domain of computation. Its structure shows a rather complex scissor form in the (L, E) plane. The equilibrium value (phase space density or flux) is practically reachable only for selected regions in (L, E) and geomagnetic activity. Convergence to equilibrium requires hundreds of days in the inner belt for E > 300 keV and moderate Kp (≤3). It takes less time to reach equilibrium during disturbed geomagnetic conditions (Kp ≥ 3), when the system evolves faster. Restricting our interest to the slot region, below L = 4, we find that only small regions in (L, E) space

    This paper describes application of a soil-plant cover system (SPCS) to preclude water from reaching interred wastes in arid and semiarid regions. Where potential evapotranspiration far exceeds precipitation, water can be kept from reaching buried wastes by (1) providing a sufficiently deep cap of soil to store precipitation that falls while plants are dormant and (2) maintaining plant cover to deplete soil moisture during the growing season, thereby emptying the storage reservoir. Research at the Idaho National Engineering Laboratory (INEL) has shown that 2 m of soil is adequate to store moisture from snowmelt and spring rains. Healthy stands of perennial grasses and shrubs adapted to the INEL climate use all available soil moisture, even during a very wet growing season. However, burrowing by small mammals or ants may affect the performance of a SPCS by increasing infiltration of water. Intrusion barriers of gravel and cobble can be used to restrict burrowing, but emplacement of such barriers affects soil moisture storage and plant rooting depths. A replicated field experiment to investigate the implications of those effects is in progress. Incorporation of an SPCS should be considered in the design of isolation barriers for shallow land burial of hazardous wastes in and regions.

    This report summarizes the results of thermal analysis performed to provide a technical basis in support of Project W-320 to retrieve by sluicing the sludge in Tank 241-C-106 and to transfer into Tank 241-AY-102. Prior theraml evaluations in support of Project W-320 safety analysis assumed the availability of 2000 to 3000 CFM, as provided by Tank Farm Operations, for tank floor cooling channels from the secondary ventilation system. As this flow availability has no technical basis, a detailed Tank 241-AY-102 secondary ventilation and floor coating channel flow model was developed and analysis was performed. The results of the analysis show that only about 150 cfm flow is in floor cooLing channels. Tank 241-AY-102 thermal evaluation was performed to determine the necessary cooling flow for floor cooling channels using W-030 primary ventilation system for different quantities of Tank 241-C-106 sludge transfer into Tank 241-AY-102. These sludge transfers meet different options for the project along with minimum required modification of the ventilation system. Also the results of analysis for the amount of sludge transfer using the current system is presented. The effect of sludge fluffing factor, heat generation rate and its distribution between supernatant and sludge in Tank 241-AY-102 on the amount of sludge transfer from Tank 241-C-106 were evaluated and the results are discussed. Also transient thermal analysis was performed to estimate the time to reach the steady state. For a 2 feet sludge transfer, about 3 months time will be requirad to reach steady state. Therefore, for the purpose of process control, a detailed transient thermal analysis using GOTH Computer Code will be required to determine transient response of the sludge in Tank 241-AY-102. Process control considerations are also discussed to eliminate the potential for a steam bump during retrieval and storage in Tanks 241-C-106 and 241-AY-102 respectively.

    We present the analysis of 1207 RR Lyrae found in photometry taken by the Catalina Survey's Mount Lemmon telescope. By combining accurate distances for these stars with measurements for {approx}14,000 type-ab RR Lyrae from the Catalina Schmidt telescope, we reveal an extended association that reaches Galactocentric distances beyond 100 kpc and overlaps the Sagittarius stream system. This result confirms earlier evidence for the existence of an outer halo tidal stream resulting from a disrupted stellar system. By comparing the RR Lyrae source density with that expected based on halo models, we find the detection has {approx}8{sigma} significance. We investigate the distances, radial velocities, metallicities, and period-amplitude distribution of the RR Lyrae. We find that both radial velocities and distances are inconsistent with current models of the Sagittarius stream. We also find tentative evidence for a division in source metallicities for the most distant sources. Following prior analyses, we compare the locations and distances of the RR Lyrae with photometrically selected candidate horizontal branch stars and find supporting evidence that this structure spans at least 60 Degree-Sign of the sky. We investigate the prospects of an association between the stream and the unusual globular cluster NGC 2419.

    One third of the recoverable reserves in BP`s UK onshore oilfield, Wytch Farm, lie in an offshore extension of the field. These reserves, which have until recently been undeveloped, are now being exploited using Electric Submersible Pump`s (ESP`s) in Extended Reach (ER) wells drilled from onshore wellsites. The relatively high productivities achieved, as a result of successful horizontal completions, have pushed ESP technology to the limits in terms of capacity and power requirements. This paper presents a case history of the unique set of problems encountered during and subsequent to start-up of the ESP`s in the first 3 of these wells. The problems, in particular, pump suction blockage problems, were directly attributable to the position of the ESP`s in the near horizontal section (82--85 degrees) of the wells. The paper also describes the innovative permanent downhole flowmeter system which was incorporated in the completion. The system measures and logs flow rate data, pump suction pressure, pump discharge pressure and temperature. Examples are presented which clearly demonstrate how these data have been invaluable in understanding the problems encountered in the initial ER wells and the role the system has played in extending ESP run lives. Finally, completion equipment modifications and operating procedure changes, which were successfully introduced to resolve the problems encountered in the first two wells, and avoid them in subsequent wells, are described.

    In 1997, the National Marine Fisheries Service (NMFS) listed upper Columbia River steelhead trout (Oncorhynchus znykiss) as endangered. This action affected management of land-use activities along and within the Hanford Reach of the Columbia River, which flows through the U.S. Department of Energy (DOE) Hanford Site. Steelhead covered in this listing include all naturally spawned populations of steel-head and their progeny in streams in the Columbia River Basin upstream from the Yakima River to the United States/Canada border. The NMFS has identified a general listing of activities that could potentially result in harm to steelhead (62 FR 43937, August 18, 1997). One of these concerns includes land-use changes resulting in mass wasting or surface erosion. Landslide activity along the White Bluffs on the east ,side of Locke Island has redirected river flow into the island where substantial erosion has occurred. This erosion has exposed important anthropological and archaeological resources that were previously buried on the island. The DOE is working with affected tribes and other agencies to develop a plan for addressing the erosion of Locke Island. As part of this effort, the U.S. Army Corps of Engineers has prepared an assessment of potential alternatives to stabilize the erosion, including a no-action alternative. Steelhead historically spawned in the vicinity of Locke Island, but recent information on the occurrence of steelhead spawning or availability of spawning habitat was lacking. Therefore, the purpose of this study was to determine if steelhead spawned in the vicinity of Locke Island erosion and to evaluate the composition of substrate in the affected area. Surveys to document the occurrence of steelheads redds were conducted in Spring 1999. The surveys were conducted from the air as well as with the use of an underwater video camera.     The Hanford Reach of the Columbia River provides the only major spawning habitat for the upriver bright (URB) race of fall chinook salmon in the mainstem Columbia River. Hanford Site biologists have conducted aerial surveys of spawning salmon in the Hanford Reach since 1948. This report summarizes data on fall chinook salmon spawning in the Hanford Reach and presents a discussion of factors that may affect population trends. Most data are limited to fisheries agency reports and other working documents. Fisheries management practices in the Columbia River system have changed rapidly over the last decade, particularly under requirements of the Pacific Northwest Power Planning and Conservation Act of 1980.     Even after a century of development, the total hydropower potential from undeveloped rivers is still considered to be abundant in the United States. However, unlike evaluating hydropower potential at existing hydropower plants or non-powered dams, locating a feasible new hydropower plant involves many unknowns, and hence the total undeveloped potential is harder to quantify. In light of the rapid development of multiple national geospatial datasets for topography, hydrology, and environmental characteristics, a merit matrix based geospatial algorithm is proposed to help identify possible hydropower stream-reaches for future development. These hydropower stream-reaches sections of natural streams with suitable head, flow, and slope for possible future development are identified and compared using three different scenarios. A case study was conducted in the Alabama-Coosa-Tallapoosa (ACT) and Apalachicola-Chattahoochee-Flint (ACF) hydrologic subregions. It was found that a merit matrix based algorithm, which is based on the product of hydraulic head, annual mean flow, and average channel slope, can help effectively identify stream-reaches with high power density and small surface inundation. The identified stream-reaches can then be efficiently evaluated for their potential environmental impact, land development cost, and other competing water usage in detailed feasibility studies . Given that the selected datasets are available nationally (at least within the conterminous US), the proposed methodology will have wide applicability across the country.

    Past operations of Hanford Site facilities have contaminated the groundwater adjacent to the Hanford Reach of the Columbia River, Washington, with various chemical and radiological constituents. The groundwater is hydraulically connected to the river and contains concentrations of contaminants that sometimes exceed federal and/or state drinking water standards or standards for the protection of aquatic life. For example, concentrations of chromium in shoreline seeps and springs at most 100 Area operable units exceed concentrations found to be toxic to fish. Nitrate and tritium concentrations in shoreline seeps are generally below drinking water standards and concentrations potentially toxic to aquatic life, but nitrate concentrations may be high enough to synergistically interact with and exacerbate chromium toxicity. The Hanford Reach also supports the largest run of fall chinook salmon (Oncorhynchus tshawytscha) in the Columbia River Basin. Numbers of fall chinook salmon returning to the Hanford Reach have increased relative to other mainstem populations during the last 30 years. Groundwater discharge appears to occur near some salmon spawning areas, but contaminants are generally not detectable in surface water samples. The concentration and potential toxicity of contaminants in the interstitial waters of the substrate where fall chinook salmon embryogenesis occurs are presently unknown. New tools are required to characterize the extent of groundwater contaminant discharge to the Hanford Reach and to resolve uncertainties associated with assessment of potential impacts to fall chinook salmon.

This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.

    The U.S. Department of Energy (DOE), in accordance with the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, established the Office of River Protection (ORP) to successfully execute and manage the River Protection Project (RPP), formerly known as the Tank Waste Remediation System (TWRS). The mission of the RPP is to store, retrieve, treat, and dispose of the highly radioactive Hanford tank waste in an environmentally sound, safe, and cost-effective manner. The team shown in Figure 1-1 is accomplishing the project. The ORP is providing the management and integration of the project; the Tank Farm Contractor (TFC) is responsible for providing tank waste storage, retrieval, and disposal; and the Privatization Contractor (PC) is responsible for providing tank waste treatment.

The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and ? Create a Showcase Waste Heat Recovery Demonstration Project.

    The Ignalina Nuclear Power Plant (INPP) is located in Lithuania, 130 km north of Vilnius, and consists of two 1500 MWe RBMK type units, commissioned respectively in December 1983 and August 1987. On the 1. of May 2004, the Republic of Lithuania became a member of the European Union. With the protocol on the Ignalina Nuclear Power in Lithuania which is annexed to the Accession Treaty, the Contracting Parties have agreed: - On Lithuanian side, to commit closure of unit 1 of INPP before 2005 and of Unit 2 by 31 December 2009; - On European Union side, to provide adequate additional Community assistance to the efforts of Lithuania to decommission INPP. The paper is divided in two parts. The first part describes how, starting from this agreement, the project was launched and organized, what is its present status and which activities are planned to reach the final ambitious objective of a green field. To give a global picture, the content of the different projects that were defined and the licensing process will also be presented. In the second part, the paper will focus on the lessons learnt. It will explain the difficulties encountered to define the decommissioning strategy, considering both immediate or differed dismantling options and why the first option was finally selected. The paper will mention other challenges and problems that the different actors of the project faced and how they were managed and solved. The paper will be written by representatives of the Ignalina NPP and of the Project Management Unit. (author)

    The Office of River Protection (ORP) Project Management Plan (PMP) for the River Protection Project (RPP) describes the process for developing and operating a Waste Treatment Complex (WTC) to clean up Hanford Site tank waste. The Plan describes the scope of the project, the institutional setting within which the project must be completed, and the management processes and structure planned for implementation. The Plan is written from the perspective of the ORP as the taxpayers' representative. The Hanford Site, in southeastern Washington State, has one of the largest concentrations of radioactive waste in the world, as a result of producing plutonium for national defense for more than 40 years. Approximately 53 million gallons of waste stored in 177 aging underground tanks represent major environmental, social, and political challenges for the U.S. Department of Energy (DOE). These challenges require numerous interfaces with state and federal environmental officials, Tribal Nations, stakeholders, Congress, and the US Department of Energy-Headquarters (DOE-HQ). The cleanup of the Site's tank waste is a national issue with the potential for environmental and economic impacts to the region and the nation.

    The SuperB project aims at the construction of an asymmetric very high luminosity B-Factory on the Frascati/Tor Vergata (Italy) area, providing a uniquely sensitive probe of New Physics in the flavour sector of the Standard Model. The luminosity goal of 10{sup 36} cm{sup -2} s{sup -1} can be reached with a new collision scheme with 'large Piwinski angle' (LPA) and the use of 'crab waist sextupoles' (CW). A LPA&CW Interaction Region (IR) has been successfully tested at the DA{Phi}NE {Phi}-Factory at LNF-Frascati in 2008. The LPA&CW scheme, together with very low {beta}*, will allow for operation with relatively low beam currents and reasonable bunch length, comparable to those of PEP-II and KEKB. In the High Energy Ring (HER), two spin rotators will bring longitudinally polarized beams into collision at the IP. The lattice has been designed with a very low intrinsic emittance and is quite compact, less than 2 km long. The tight focusing requires the final doublet quadrupoles to be very close to the IP and very compact. A Conceptual Design Report was published in March 2007, and beam dynamics and collective effects R&D studies are in progress in order to publish a Technical Design Report by the end of 2010.

    The Yurok Tribe has a great need for improved energy services on the reservation. The members pay $328 per month per household on average for energy, with just a $9,000 median household income. The project will assess the need for energy efficiency services on the reservation, identify available resources, and develop an implementation plan for meeting these needs. With an unemployment rate of 42%, the job training component of this program will benefit the tribe. Past attempts have been made to provide energy efficiency and renewable energy maintenance services on the reservation, but many of these services have not endured because they were not tribe-driven. This project will build tribal expertise, increase awareness, and form collaborative relationships with local energy services.

    The Shippingport Atomic Power Station was located on the Ohio River in Shippingport Borough (Beaver County), Pennsylvania, USA. The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station`s responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Pollution prevention is a concept which is trying to be ingrained into project planning. Part of the program involves the concept that ultimately the responsibility for waste comes back to the generator. The full methanol cycle was investigated in this project, from production of methanol through bromination of methane, bireforming of methane to syngas, CO2 capture using supported amines, co-electrolysis of CO2 and water to formate and syngas, decomposition of formate to CO2 and H2, and use of formic acid in a direct formic acid fuel cell. Each of these projects achieved milestones and provided new insights into their respective fields.

    The Small Energy Project is a research and demonstration effort designed to assist small farmers in the utilization of energy conservation techniques on their farms. The Farm Alcohol Project was designed to demonstrate the production of alcohol fuels on small farms in order to reduce purchased liquid fuel requirements. The Project considered the use of on-farm raw materials for process heat and the production of fuel grade, low prood ethanol in volumes up to 10,000 gallons per year. The fuel would be used entirely on the farm. The approach considered low-cost systems the farmer could build himself from local resources. Various crops were considered for ethanol production. The interest in farm alcohol production reached a peak in 1980 and then decreased substantially as farmers learned that the process of alcohol production on the farm was much more complicated than earlier anticipated. Details of Alcohol Project experiences in ethanol production, primarily from corn, are included in this report. A one-bushel distillation plant was constructed as a learning tool to demonstrate the production of ethanol. The report discusses the various options in starch conversion, fermentation and distillation that can be utilized. The advantages and disavantages of atmospheric and the more complicated process of vacuum distillation are evaluated. Larger farm plants are considered in the report, although no experience in operating such plants was gained through the Project. Various precautions and other considerations are included for farm plant designs. A larger community portable distillery is also evaluated. Such a plant was considered for servicing farms with limited plant equipment. The farms serviced would perform only fermentation tasks, with the portable device performing distillation and starch conversion.

As a result, the project was only funded through Phase 2A (Design) and did not enter Phase 2B (Construction) or Phase 2C (Operations). This report was prepared relying on information prepared and provided by engineering companies which were engaged by Leucadia Energy, LLC to prepare or review Front End Engineering and Design (FEED) for the Lake Charles Clean Energy Project, which includes the Carbon Capture and Sequestration (CCS) Project in Lake Charles, Louisiana. The Lake Charles Carbon Capture and Sequestration (CCS) Project was to be a large-scale industrial CCS project intended to demonstrate advanced technologies that capture and sequester carbon dioxide (CO2) emissions from industrial sources into underground formations. The Scope of work was divided into two discrete sections; 1) Capture and Compression prepared by the Recipient Leucadia Energy, LLC, and 2) Transport and Sequestration prepared by sub-Recipient Denbury Onshore, LLC. Capture and Compression-The Lake Charles CCS Project Final Technical Report describes the systems and equipment that would be necessary to capture CO2 generated in a large industrial gasification process and sequester the CO2 into underground formations. The purpose of each system is defined along with a description of its equipment and operation. Criteria for selection of major equipment are provided and ancillary utilities necessary for safe and reliable operation in compliance with environmental regulations are described. Construction considerations are described including a general arrangement of the CCS process units within the overall gasification project.
