    The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    Tampa Electric Company (TEC) is in the construction phase for the new Polk Power Station, Unit {number_sign}1. This will be the first unit at a new site and will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. The unit will utilize oxygen-blown entrained-flow coal gasification, along with combined cycle technology, to provide nominal net 26OMW of generation. As part of the environmental features of this process, the sulfur species in the coal will be recovered as a commercial grade sulfuric acid by-product. The sulfur will be removed from the synthesis gas utilizing a cold gas clean-up system (CGCU).

The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

  17. Distribution automation pilot project at Georgia Power Company. Final report

    This report includes a Benefit-Cost Study for Distribution Automation (DA) at Georgia Power Company, an Evaluation of two communication systems for Distribution Automation, and Development and Evaluation of a standards-based interface between an AM/FM system and SCADA. The Benefit-Cost Study addresses the functional requirements and performance of the major Distribution Automation functions under GPC`s conditions. Five implementation scenarios for Distribution Automation are analyzed. The performance of the DA functions is simulated for four prototype GPC substations in the Carrollton and Tucker areas. The results of the simulation are extrapolated for the entire GPC distribution system. A number of reliability related functions along with real-time modeling and volt/var control functions are recommended for implementation at GPC. GPC has installed two pilot communication systems for Distribution Automation. Both pilot systems use proprietary radio technologies for communications with pole-top power system devices and customer meters. One of these systems, in the Carrollton area, uses a Metricom{trademark} UtiliNet{trademark} radio system, and the other, in the Tucker area, uses a CellNet{trademark} Data Systems, Inc. CellNet radio system. The performance of these two systems is described and evaluated in the project. The advantages and disadvantages of the communication systems for the recommended distribution automation system at GPC are analyzed. A transfer format from a mapping and facilities database to a SCADA database for the Georgia Power Company was developed and tested for the project. The mapping and facilities database is implemented as an Oracle database in the ARC/Info AM/FM/GIS application by ESRI, and the SCADA database is implemented on the OASyS 5.0 SCADA platform provided by Valmet Automation. The National Transfer Format (NTF) is the vehicle for the transfer of data from the GIS to the SCADA system.

In addition, this project demonstrates the technical feasibility of commercial scale IGCC and Hot Gas Clean Up (HGCU) technology. This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

    This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    During 1989 the Nuclear Regulatory Commission (NRC) initiated an extensive program to examine the potential risks during low power and shutdown operations. Two plants, Surry and Grand Gulf, were selected as the plants to be studied by Brookhaven National Laboratory (Surry) and Sandia National Laboratories (Grand Gulf). This report documents the work performed during the analysis of the Grand Gulf plant. A phased approach was used for the overall study. In Phase 1, the objectives were to identify potential vulnerable plant configurations, to characterize (on a high, medium, or low basis) the potential core damage accident scenario frequencies and risks, and to provide a foundation for a detailed Phase 2 analysis. It was in Phase 1 that the concept of plant operational states (POSs) was developed to allow the analysts to better represent the plant as it transitions from power operation to nonpower operation than was possible with the traditional technical specification divisions of modes of operation. This phase consisted of a coarse screening analysis performed for all POSs, including seismic and internal fire and flood for some POSs. In Phase 2, POS 5 (approximately cold shutdown as defined by Grand Gulf Technical Specifications) during a refueling outage was selected as the plant configuration to be analyzed based on the results of the Phase 1 study. The scope of the Level 1 study includes plant damage state analysis and uncertainty analysis and is documented in a multi-volume NUREG/CR report (i.e., NUREG/CR-6143). The internal events analysis is documented in Volume 2. Internal fire and internal flood analyses are documented in Volumes 3 and 4, respectively. A separate study on seismic analysis, documented in Volume 5, was performed for the NRC by Future Resources Associates, Inc. The Level 2/3 study of the traditional internal events is documented in Volume 6, and a summary of the results for all analyses is documented in Volume 1.

    Traditionally, probabilistic risk assessments (PRAS) of severe accidents in nuclear power plants have considered initiating events potentially occurring only during full power operation. Recent studies and operational experience have, however, implied that accidents during low power and shutdown could be significant contributors to risk. In response to this concern, in 1989 the Nuclear Regulatory Commission (NRC) initiated an extensive program to carefully examine the potential risks during low power and shutdown operations. Two plants, Surry (pressurized water reactor) and Grand Gulf (boiling water reactor), were selected as the plants to be studied. The program consists of two parallel projects being performed by Brookhaven National Laboratory (Surry) and Sandia National Laboratories (Grand Gulf). The program objectives include assessing the risks of severe accidents initiated during plant operational states other than full power operation and comparing the estimated risks with the risk associated with accidents initiated during full power operation as assessed in NUREG-1150. The scope of the program is that of a Level-3 PRA. The subject of this report is the PRA of the Grand Gulf Nuclear Station, Unit 1. The Grand Gulf plant utilizes a 3833 MWt BUR-6 boiling water reactor housed in a Mark III containment. The Grand Gulf plant is located near Port Gibson, Mississippi. The regime of shutdown analyzed in this study was plant operational state (POS) 5 during a refueling outage, which is approximately Cold Shutdown as defined by Grand Gulf Technical Specifications. The entire PRA of POS 5 is documented in a multi-volume NUREG report (NUREG/CR-6143). The internal events accident sequence analysis (Level 1) is documented in Volume 2. The Level 1 internal fire and internal flood analyses are documented in Vols 3 and 4, respectively.

    Tucson Electric Power Company (TEP) has applied to the U.S. Department of Energy (DOE) for a Presidential Permit to construct and operate a double-circuit, 345,000-volt (345-kV) electric transmission line across the United States border with Mexico. Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative. This EIS was prepared in accordance with Section 102(2)(c) of NEPA, Council of Environmental Quality (CEQ) regulations (40 Code of Federal Regulations [CFR] 1500-1508), and DOE NEPA Implementing Procedures (10 CFR 1021).     As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

    This Annual Site Environmental Report (ASER) for 2003 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing Rocketdyne’s Santa Susana Field Laboratory (SSFL). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988; all subsequent radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2003 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling.

    To gain a better understanding of the risk significance of low power and shutdown modes of operation, the Office of Nuclear Regulatory Research at the NRC established programs to investigate the likelihood and severity of postulated accidents that could occur during low power and shutdown (LP&S) modes of operation at commercial nuclear power plants. To investigate the likelihood of severe core damage accidents during off power conditions, probabilistic risk assessments (PRAs) were performed for two nuclear plants: Unit 1 of the Grand Gulf Nuclear Station, which is a BWR-6 Mark III boiling water reactor (BWR), and Unit 1 of the Surry Power Station, which is a three-loop, subatmospheric, pressurized water reactor (PWR). The analysis of the BWR was conducted at Sandia National Laboratories while the analysis of the PWR was performed at Brookhaven National Laboratory. This multi-volume report presents and discusses the results of the BWR analysis. The subject of this part presents the deterministic code calculations, performed with the MELCOR code, that were used to support the development and quantification of the PRA models. The background for the work documented in this report is summarized, including how deterministic codes are used in PRAS, why the MELCOR code is used, what the capabilities and features of MELCOR are, and how the code has been used by others in the past.     In 1989 the US Nuclear Regulatory Commission (NRC) initiated an extensive program to examine carefully the potential risks during low-power and shutdown operations. The program included two parallel projects, one at Sandia National Laboratories studying a boiling water reactor (Grand Gulf), and the other at Brookhaven National Laboratory studying a pressurized water reactor (Surry Unit 1). Both the Sandia and Brookhaven projects have examined only accidents initiated by internal plant faults---so-called ``internal initiators.`` This project, which has explored the likelihood of seismic-initiated core damage accidents during refueling outage conditions, is complementary to the internal-initiator analyses at Brookhaven and Sandia. This report covers the seismic analysis at Grand Gulf. All of the many systems modeling assumptions, component non-seismic failure rates, and human effort rates that were used in the internal-initiator study at Grand Gulf have been adopted here, so that the results of the study can be as comparable as possible. Both the Sandia study and this study examine only one shutdown plant operating state (POS) at Grand Gulf, namely POS 5 representing cold shutdown during a refueling outage. This analysis has been limited to work analogous to a level-1 seismic PRA, in which estimates have been developed for the core-damage frequency from seismic events during POS 5. The results of the analysis are that the core-damage frequency for earthquake-initiated accidents during refueling outages in POS 5 is found to be quite low in absolute terms, less than 10{sup {minus}7}/year.

    The Gulf Coast Clean Energy Application Center was initiated to significantly improve market and regulatory conditions for the implementation of combined heat and power technologies. The GC CEAC was responsible for the development of CHP in Texas, Louisiana and Oklahoma. Through this program we employed a variety of outreach and education techniques, developed and deployed assessment tools and conducted market assessments. These efforts resulted in the growth of the combined heat and power market in the Gulf Coast region with a realization of more efficient energy generation, reduced emissions and a more resilient infrastructure. Specific t research, we did not formally investigate any techniques with any formal research design or methodology.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

    In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal. Indeed, one might ask, {open_quotes}Are the abuses which gave rise to PUHCA back in the 1930`s now eradicated such that outright repeal is warranted?{close_quotes} One is reminded of that old quote from Santayana, {open_quotes}Those who cannot remember the past are condemned to repeat it.{close_quotes} There is not a more appropriate time to heed that saying than now. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System. The Turbine Generator Unit (TGU) each have a rated capacity of 150 to 175 kW, and they are mounted on bottom support frames and connected to an onshore substation using an underwater power and control cable.     This Annual Site Environmental Report (ASER) for 2002 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing' s Santa Susana Field Laboratory (SSFL)). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988, and, subsequently, all radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2002 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property ( land, structures, waste), and recycling. All radioactive w astes are processed for disposal at DOE disposal sites and/or other licensed sites approved by DOE for radioactive waste disposal. No liquid radioactive wastes are released into the environment, and no structural debris from buildings w as transferred to municipal landfills or recycled in 2002.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

The NCCC is designed to test and evaluate carbon dioxide (CO2) control technologies for power generation facilities, including CO2 capture solvents and sorbents, mass-transfer devices, lower cost water-gas shift reactors, and scaled-up membrane technologies. Additionally, the NCCC evaluates methods to integrate CO2 capture technologies with other coal-based power plant systems by testing both pre-combustion and post-combustion technologies. The NCCC provides the capability to test these systems under a wide range of fuels, including bituminous and sub-bituminous coals, lignites and biomass/coal mixtures. The goal of the NCCC project is to accelerate the development, optimization, and commercialization of viable CO2 control technologies.

    This study purports to analyze the conservative Arab monarchies' search for regional security in the Persian Gulf. It speculates on the GCC's future prospects as a vehicle of cooperation in the field of security. Threats to the member states of the GCC stem from the policies pursued by revolutionary Iran, Israel, the Soviet Union and its proxies, and a regime in Iraq. The proposition is developed that these sources of threat present an overwhelming challenge to the security and stability of GCC states. Second, it examines the capabilities of the GCC member states for coping with threats. Conceived broadly, both military and non-military capabilities are examined. Security relations of the GCC states with external powers as a means of enhancing their abilities to cope more effectively with both internal and external threats are examined. Particular attention is devoted to the domestic consequences of these special relations. Third, it discusses the GCC's reactions to perceived regional threats. These include the Iran-Iraq War, the Arab-Israeli conflict, the Soviet threat, and potential political sources of dissidence in member states. It is argued that although GCC states have adopted a number of joint policies, they did not respond to or initiate action on either the Iranian Revolution, the Palestine conflict, the Soviet occupation of Afghanistan, the Gulf war or the recent Israeli invasion of Lebanon.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining. This volume presents an executive summary of the conceptual design, performance, economics, development plans, and site owner's assessment. (WHK)

    Evaluation of eight wells (seven offshore and one onshore) in Yemen and nine wells (two offshore and seven onshore) in Somalia, and a regional interpretation of all geophysical data available from ministry files in Yemen and Somalia has been carried out under the auspices of the World Bank-executed Red Sea/Gulf of Aden Regional Hydrocarbon Study Project. A northwest-southeast pre-Oligocene structural trend affecting the onshore pre-rift Mesozoic and early Tertiary rocks has been overprinted in the offshore by an east-west-trending extensional fault system forming the Gulf of Aden, and segmented by a series of northeast-southwest-trending left-lateral sets of transform faults. Free oil 42-44 API was recovered from Sharmah-1 well from the Eocene Habshiya limestone in Yemen and from the Late Jurassic Wanderer limestone (10-35{degree} API) at Dagah Shabei-1 well in Somalia. Geochemical analyses performed on well cuttings and a review of company data identify oil-sourcing potential in the pre-rift Upper Jurassic, Lower to Upper Cretaceous, and Paleocene to Eocene in Yemen, and Upper Jurassic and Upper Cretaceous in Somalia. The geothermal gradients (3.5C/100m) and maturation data (vitrinite reflectance, thermal alteration index, and T{sub max}) in the Gulf of Aden wells in the Yemen and Somali offshore imply that the oil window is relatively shallow (1,750-3,500 m). Relatively thin Paleogene in the Gulf of Aden area suggests that the Mesozoic and Lower Tertiary sediments which contain multiple source and reservoir sequences are situated within the oil window, and thus are highly prospective for oil and gas.

The period covered for each company begins at its origin, generally near 1900, and concludes in 1976.     This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company`s (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed. All of the proposed construction would take place on property already owned by NSP. DOE has reviewed the environmental impacts associated with this minor modification and has determined that the conclusions reached in the environmental assessment and Finding of No Significant Impact prepared in connection with NSP`s original amendment request remain valid.

    In this report, technologies for petroleum production and exploration enhancement in deepwater and mature fields are developed through basic and applied research by: (1) Designing new fluids to efficiently drill deepwater wells that can not be cost-effectively drilled with current technologies. The new fluids will be heavy liquid foams that have low-density at shallow dept to avoid formation breakdown and high density at drilling depth to control formation pressure. The goal of this project is to provide industry with formulations of new fluids for reducing casing programs and thus well construction cost in deepwater development. (2) Studying the effects of flue gas/CO{sub 2} huff n puff on incremental oil recovery in Louisiana oilfields bearing light oil. An artificial neural network (ANN) model will be developed and used to map recovery efficiencies for candidate reservoirs in Louisiana. (3) Arriving at a quantitative understanding for the three-dimensional controlled-source electromagnetic (CSEM) geophysical response of typical Gulf of Mexico hydrocarbon reservoirs. We will seek to make available tools for the qualitative, rapid interpretation of marine CSEM signatures, and tools for efficient, three-dimensional subsurface conductivity modeling.

    As a result of the recent passage of new amendments to the Clean Air Act, many U.S. power plants will be required to reduce sulfur dioxide (SO{sub 2}) emissions. Iowa Electric Light and Power (IELP) was interested in investigating a number of options that will allow Prairie Creek Unit 4 to operate in compliance with these new regulations. One of these options was Dry Sorbent Injection (DSI), a relatively simple and low cost retrofit technique, useful for controlling SO{sub 2} concentrations in coal combustion flue gas. The purpose of the program was to obtain operational data necessary to aid in the identification and assessment of DSI options that have a high potential for successful application. This paper contains a summary and analysis of the data obtained during the test effort. It also contains a discussion of the results of each of the major tasks undertaken to accomplish this feasibility study.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared. The existing Paint Creek Unit 4 is a natural-gas-fired, baseload unit with a dependable net power output of 110 MWe. It is a reheat unit, has a main steam temperature and pressure of 538/sup 0/C (1000/sup 0/F) and 12.41 MPa (1800 psig), respectively, has a reheat temperature of 538/sup 0/C (1000/sup 0/F), and was placed in operation in 1972. On this conceptual design study program, a large number of trade studies and optimizations were carried out, in order to derive the most cost-effective design that had the greatest potential for widespread application and commercialization. As a result of these studies, the optimum power level for the solar part of the plant was determined to be 60 MWe, and provisions were made to store enough solar energy, so that the solar part of the plant would produce, on March 21 (equinox), 60 MWe of electric power for a period of 4 h after sunset. The tower in this system is 154 m (505 ft) high to the midpoint of the receiver, and is surrounded by 7882 heliostats (mirrors), each of which is 6.7 m (22 ft) by 7.3 m (24 ft). The mirror field occupies 1.74 x 10/sup 6/ m/sup 2/ (430 acres), and extends 1040 m (3400 ft) to the north of the tower, 550 m (1800 ft) to the south of the tower, and is bounded on the east and west by Lake Stamford. The receiver, which is of the external type, is 15.4 m (50.5 ft) high by 14 m (45.9 ft) in diameter, and is capable of absorbing a maximum of 226 MW of thermal energy. The set of sodium-to-steam generators consists of an evaporator, a superheater, and a reheater, the power ratings of which are 83.2, 43.7, and 18.1 MWt, respectively.     The results of the conceptual design study reported include the development of a workable design for a sodium-cooled tower focus repowering system, the costs required to construct that design, and the determination of the benefits which could be obtained. A number of trade studies and optimizations were carried out in order to derive the most cost-effective design that also had the greatest potential for widespread application and commercialization. These studies are identified and their results are presented and discussed. The overall plant design is described and diagrammed, as are each of the subsystems: the heliostats, external receiver, master control, heat transport, thermal storage, electric power generating, and steam generating subsystems. Each subsystem's cost is summarized by major component. The subsystem is then described with its major components in terms of physical characteristics, requirements, and performance. An economic analysis is presented based on the internal rate of return to the project owner, and development plans are described. Appended is the system requirements specification.     Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    The World Bank-executed Red Sea/Gulf of Aden Regional Hydrocarbon Study Project was organized to synthesize data on the Red Sea and Gulf of Aden basins. The study of Yemeni Red Sea and Gulf of Aden was based on public-domain exploration data, published information, and data released by operating companies. These included reports, sections, and wireline logs from 15 well, samples from 15 wells for biostratigraphic analysis, and samples from 11 wells for geochemical analysis. Interpretation was carried out on 7,419 line-km of seismic data selected from a grid of 21,623 line-km of data. Four horizons were identified on a regional basis in the Red Sea area, including the sea floor, top, and near base of middle to upper Miocene evaporites, and approximate acoustic basement, as well as equivalent series in the Gulf of Aden. Bathymetric, structure-contour, and interval isopach maps were prepared using digitized picks from the interpreted seismic. Examples of each of these interpreted results will be on display. The results show that the Yemeni Red Sea is similar to the better known, productive Gulf of Suez in its tectonic evolution, and in its Miocene to Holocene stratigraphic sequence. Surface shows on the east side of the southern Red Sea in the Yemeni part of the basin suggest that this area contain the necessary elements for several attractive petroleum plays. The Yemeni Red Sea appears to contain the necessary elements for an attractive petroleum potential. The Yemeni Gulf of Aden, on the other hand, shows an attractive potential chiefly in pre-rift Mesozoic to Eocene units, with more limited potential in Oligocene to younger units.

    Exploration and development activities in two of the most important petroleum provinces in the U.S. are mixed, but the outlook is bright. There has been a steady increase in drilling in oil plays of the deepwater Gulf of Mexico and in the Permian basin of West Texas and New Mexico. But natural gas drilling has not seen much of an increase, although activity involving Miocne sands in the shallow water portion of the gulf is starting to pick up. Deep gas drilling, stalled by the 1986 spot price collapse, has not yet shown signs of new life, even though production is scheduled to begin this year from the Jurassic Norphlet deep gas play off Alabama. There should be continued increases this year in deepwater and Permian basin drilling if oil prices remain in the $18-20/bbl range. And gas drilling is expected to pick up considerably if spot prices strengthen. An important factor in the drilling outlook is an expectation that major interstate transmission companies this year will resume buying long term gas supplies for resale. Long term contracts reduce producer uncertainty in project economics.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    A case history of the Gulf of Suez Petroleum Company`s (GUPCO) first remotely controlled subsea completion is provided. The first completion was for well GS 373-2, a previously drilled and tested exploration well located in the south portion of the Gulf of Suez. Subsea technology was utilized to economically justify development of this one well marginal field which was discovered in 1978. Traditional methods proved to be too costly for development, therefore application of a low cost subsea tree was utilized to capture the resources. In the Gulf of Suez many fields have been discovered by have not been developed due to low reserves. These marginal projects can have a profound impact on the revenue and shareholder value if any economic method is used to exploit these opportunities. Platform installation was not feasible due to reserve size, hence the well has remained abandoned until recently. Capturing the experience of Amoco in the Gulf of Mexico and in the Dutch North Sea, GUPCO was able to build a low cost subsea system which would allow for the economic development of the marginal fields discovered in the past. This paper presents a summarized look at subsea completion technology. The cost comparison of traditional development methods will be made, given the local cost structure in Egypt. The application of this technology has some limitations and constraints which will be discussed in the paper. Furthermore the actual field installation of Egypt`s first remotely controlled subsea tree will be summarized. Also included is a discussion on simple remote controls,and offshore installation operations.

Although the future for oil developments in New Guinea is still in question, the tremendous technological and logistic planning for a remote wildcat should not be overlooked. The ability of Niugini Gulfs engineers and management team to drill and operate a well like Juha No. 1 within budget is in itself a significant achievement. Located in the approximate center of this Southeast Asian country, the Juha well is surrounded by dense jungle and is virtually inaccessible by surface transportation. As a result, Niugini Gulf had to move rig, equipment, and manpower to the well site entirely by helicopter.

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged; and Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications; Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems; Built a logical framework and tool for ontological modeling of SAV and HABs; Created online guidance for SAV restoration planning; Created model runs which link potential future land use trends, runoff and SAV viability; Analyzed SAV

    State owned oil and gas companies dominate the OGJ100 list of non-U.S. producers. Because many of them report only operating information, companies on the worldwide list cannot be ranked by assets or revenues. The list, therefore, is organized regionally, based on location of companies' corporate headquarters. The leading nongovernment company in both reserves and production is Royal Dutch/Shell. It ranks sixth in the world in liquids production and 11th in liquids reserves, as it has for the past 2 years. British Petroleum is the next largest nongovernment company. BP ranks 11th in liquids production and 16th in liquids reserves. Elf Aquitaine, 55.8% government-controlled, ranked 17th in liquids production. AGIP was 20th in liquids production. Kuwait Petroleum returned to the list of top 20 producers, ranking 12th, as it restored production shut in by facilities damage sustained during the Persian Gulf crisis. New to the top 20 reserves list is Petroleo Brasileiro, which moved to 20th position. The top 20 companies in the OGJ100 held reserves estimated at 869.3 billion bbl in 1992 vs. 869.5 billion bbl in 1991 and 854.2 billion bbl in 1990.
