    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies.     Sustainable Energy for Remote Indonesian Grids (SERIG) is a U.S. Department of Energy (DOE) funded initiative to support Indonesia’s efforts to develop clean energy and increase access to electricity in remote locations throughout the country. With DOE support, the SERIG implementation team consists of the National Renewable Energy Laboratory (NREL) and Winrock International’s Jakarta, Indonesia office. Through technical assistance that includes techno-economic feasibility evaluation for selected projects, government-to-government coordination, infrastructure assessment, stakeholder outreach, and policy analysis, SERIG seeks to provide opportunities for individual project development and a collective framework for national replication office.

    ISGD was a comprehensive demonstration that spanned the electricity delivery system and extended into customer homes. The project used phasor measurement technology to enable substation-level situational awareness, and demonstrated SCE’s next-generation substation automation system. It extended beyond the substation to evaluate the latest generation of distribution automation technologies, including looped 12-kV distribution circuit topology using URCIs. The project team used DVVC capabilities to demonstrate CVR. In customer homes, the project evaluated HAN devices such as smart appliances, programmable communicating thermostats, and home energy management components. The homes were also equipped with energy storage, solar PV systems, and a number of energy efficiency measures (EEMs). The team used one block of homes to evaluate strategies and technologies for achieving ZNE. A home achieves ZNE when it produces at least as much renewable energy as the amount of energy it consumes annually. The project also assessed the impact of device-specific demand response (DR), as well as load management capabilities involving energy storage devices and plug-in electric vehicle charging equipment. In addition, the ISGD project sought to better understand the impact of ZNE homes on the electric grid. ISGD’s SENet enabled end-to-end interoperability between multiple vendors’ systems and devices, while also providing a level of cybersecurity that is essential to smart grid development and adoption across the nation. The ISGD project includes a series of sub-projects grouped into four logical technology domains: Smart Energy Customer Solutions, Next-Generation Distribution System, Interoperability and Cybersecurity, and Workforce of the Future. Section 2.3 provides a more detailed overview of these domains.

    The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG. The goal of this report, which was cofunded by the Electric Power Research Institute (EPRI) and DOE, is to present a comprehensive set of methods for estimating the benefits and costs of Smart Grid projects. By publishing this report, EPRI seeks to contribute to the development of methods that will establish the benefits associated with investments in Smart Grid technologies. EPRI does not endorse the contents of this report or make any representations as to the accuracy and appropriateness of its contents. The purpose of this report is to present a methodological framework that will provide a standardized approach for estimating the benefits and costs of Smart Grid demonstration projects. The framework also has broader application to larger projects, such as those funded under the ARRA. Moreover, with additional development, it will provide the means for extrapolating the results of pilots and trials to at-scale investments in Smart Grid technologies. The framework was developed by a panel whose members provided a broad range of expertise.

    Fifty residential electric water heaters and 150 new residential clothes dryers were modified to respond to signals received from underfrequency, load-shedding appliance controllers. Each controller monitored the power-grid voltage signal and requested that electrical load be shed by its appliance whenever electric power-grid frequency fell below 59.95 Hz. The controllers and their appliances were installed and monitored for more than a year at residential sites at three locations in Washington and Oregon. The controllers and their appliances responded reliably to each shallow underfrequency event—an average of one event per day—and shed their loads for the durations of these events. Appliance owners reported that the appliance responses were unnoticed and caused little or no inconvenience for the homes’ occupants.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the impact on the electrical grid from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The project team includes Maui Electric Company, Ltd. (MECO), Hawaiian Electric Company, Inc. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The application of these new technologies and procedures will increase MECO’s visibility into system conditions, with the expected benefits of enabling more renewable energy resources to be integrated into the grid, improving service quality, increasing overall reliability of the power system, and ultimately reducing costs to both MECO and its customers.

    Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    GridStat is a developing communication technology to provide real-time data delivery services to the electric power grid. It is being developed in a collaborative effort between the Electrical Power Engineering and Distributed Computing Science Departments at Washington State University. Improving the cyber security of GridStat was the principle focus of this project. A regional network was established to test GridStat’s cyber security mechanisms in a realistic environment. The network consists of nodes at Pacific Northwest National Laboratory, Idaho National Laboratory, and Washington State University. Idaho National Laboratory (INL) was tasked with performing the security assessment, the results of which detailed a number or easily resolvable and previously unknown issues, as well as a number of difficult and previously known issues. Going forward we recommend additional development prior to commercialization of GridStat. The development plan is structured into three domains: Core Development, Cyber Security and Pilot Projects. Each domain contains a number of phased subtasks that build upon each other to increase the robustness and maturity of GridStat.

    Adding large amounts of photovoltaic (PV) solar energy onto the grid creates significant challenges for future grid operations, since the electric power grid currently operates with rotational inertia from fossil fuel-driven machines. However, PV inverters are power-electronic devices with no inherent inertia. This project will develop a suite of inverter controllers to ensure the long-term viability of electric power grid infrastructure and address the large reductions in system-wide inertia with high penetrations of PV. These grid-forming inverter controllers will allow each inverter to act as a controllable voltage source that dynamically adjusts its output to ensure system-level stability, synchronization, and voltage regulation.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan.     As part of the Photovoltaics for Utility Scale Applications Applications (PVUSA) Project Pacific Gas Electric Company (PG&E) built the Kerman 500-kW photovoltaic power plant. Located near the end of a distribution feeder in a rural section of Fresno County, the plant was not built so much to demonstrate PV technology, but to evaluate its interaction with the local distribution grid and quantify available nontraditional grid-support benefits (those other than energy and capacity). As demand for new generation began to languish in the 1980s, and siting and permitting of power plants and transmission lines became more involved, utilities began considering smaller, distributed power sources. Potential benefits include shorter construction lead time, less capital outlay, and better utilization of existing assets. The results of a PG&E study in 1990/1991 of the benefits from a PV system to the distribution grid prompted the PVUSA Project to construct a plant at Kerman. Completed in 1993, the plant is believed to be the first one specifically built to evaluate the multiple benefits to the grid of a strategically sited plant. Each of nine discrete benefits were evaluated in detail by first establishing the technical impact, then translating the results into present economic value. Benefits span the entire system from distribution feeder to the generation fleet. This work breaks new ground in evaluation of distributed resources, and suggests that resource planning practices be expanded to account for these non-traditional benefits.

    This report contributes initial findings from an analysis of significant aspects of the gridSMART® Real-Time Pricing (RTP) – Double Auction demonstration project. Over the course of four years, Pacific Northwest National Laboratory (PNNL) worked with American Electric Power (AEP), Ohio and Battelle Memorial Institute to design, build, and operate an innovative system to engage residential consumers and their end-use resources in a participatory approach to electric system operations, an incentive-based approach that has the promise of providing greater efficiency under normal operating conditions and greater flexibility to react under situations of system stress. The material contained in this report supplements the findings documented by AEP Ohio in the main body of the gridSMART report.     This is the final report for the Department of Energy (DOE) funded cooperative agreement ''Electronic Research Demonstration Project (DE-FC02-92ER35180)'' for the period August 1994-July 1998. The goal of the project, referred to as NewERA, was to demonstrate the use of open standards for electronic commerce to support research administration, otherwise referred to as Electronic Research Administration (ERA). The NewERA demonstration project provided a means to test interagency standards developed within the Federal Grant Electronic Commerce Committee, a group comprised of federal granting agencies. The NewERA program was initiated by DOE. NewERA was comprised of three separate, but related, ERA activities in preaward administration, postaward administration, and secure Internet commerce. The goal of New ERA was to demonstrate an open standard implementation of ERA using electronic data interchange, e-mail and Internet transaction security between grant applicants and DOE, along with t h e other participating agencies.

    NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

    unique features make this work a significant step forward toward the objective of incorporating of wind, solar, load, and other uncertainties into power system operations. Currently, uncertainties associated with wind and load forecasts, as well as uncertainties associated with random generator outages and unexpected disconnection of supply lines, are not taken into account in power grid operation. Thus, operators have little means to weigh the likelihood and magnitude of upcoming events of power imbalance. In this project, funded by the U.S. Department of Energy (DOE), a framework has been developed for incorporating uncertainties associated with wind and load forecast errors, unpredicted ramps, and forced generation disconnections into the energy management system (EMS) as well as generation dispatch and commitment applications. A new approach to evaluate the uncertainty ranges for the required generation performance envelope including balancing capacity, ramping capability, and ramp duration has been proposed. The approach includes three stages: forecast and actual data acquisition, statistical analysis of retrospective information, and prediction of future grid balancing requirements for specified time horizons and confidence levels. Assessment of the capacity and ramping requirements is performed using a specially developed probabilistic algorithm based on a histogram analysis, incorporating all sources of uncertainties of both continuous (wind and load forecast errors) and discrete (forced generator outages and start-up failures) nature. A new method called the “flying brick” technique has been developed to evaluate the look-ahead required generation performance envelope for the worst case scenario within a user-specified confidence level. A self-validation algorithm has been developed to validate the accuracy of the confidence intervals.

    ECOtality was awarded a grant from the U.S. Department of Energy to lead a large-scale electric vehicle charging infrastructure demonstration, called The EV Project. ECOtality has partnered with Nissan North America, General Motors, the Idaho National Laboratory, and others to deploy and collect data from over 5,000 Nissan LEAFsTM and Chevrolet Volts and over 10,000 charging systems in 18 regions across the United States. This paper summarizes usage of residential charging units in The EV Project, based on data collected through the end of 2011. This information is provided to help analysts assess the impact on the electric grid of early adopter charging of grid-connected electric drive vehicles. A method of data aggregation was developed to summarize charging unit usage by the means of two metrics: charging availability and charging demand. Charging availability is plotted to show the percentage of charging units connected to a vehicle over time. Charging demand is plotted to show charging demand on the electric gird over time. Charging availability for residential charging units is similar in each EV Project region. It is low during the day, steadily increases in evening, and remains high at night. Charging demand, however, varies by region. Two EV Project regions were examined to identify regional differences. In Nashville, where EV Project participants do not have time-of-use electricity rates, demand increases each evening as charging availability increases, starting at about 16:00. Demand peaks in the 20:00 hour on weekdays. In San Francisco, where the majority of EV Project participants have the option of choosing a time-of-use rate plan from their electric utility, demand spikes at 00:00. This coincides with the beginning of the off-peak electricity rate period. Demand peaks at 01:00.

    The utility grid-connected market has been identified as a key market to be developed to accelerate the commercialization of photovoltaics. The Sacramento Municipal Utility District (SMUD) has completed the first two years of a continuing commercialization effort based on two years of a continuing commercialization effort based on the sustained, orderly development of the grid-connected, utility PV market. This program is aimed at developing the experience needed to successfully integrate PV as distributed generation into the utility system and to stimulate the collaborative processes needed to accelerate the cost reductions necessary for PV to be cost-effective in these applications by the year 2000. In the first two years, SMUD has installed over 240 residential and commercial building, grid-connected, rooftop, {open_quotes}PV Pioneer{close_quotes} systems totaling over 1MW of capacity and four substation sited, grid-support PV systems totaling 600 kW bringing the SMUD distributed PV power systems to over 3.7 MW. The 1995 SMUD PV Program will add another approximately 800 kW of PV systems to the District`s distributed PV power system.     This report is a compilation of descriptions of federal projects and programs that are concerned in some way with anthracite. It is the first inventory of its type to be prepared. Among the projects and programs described are those completed in the latter half of 1979, those that are currently active, and others that will start soon. Of the 43 projects described, 8 involve research, development, and demonstration (RD and D) of technologies aimed at enhancing the use of anthracite or anthracite mining waste; 6 address environmental problems associated with anthracite mining or use; 9 provide information on the anthracite industry; 16 involve studies related to anthracite; and 4 are miscellaneous projects and programs.     In July 2000, Energetics began a project in which we performed site-visit based technical analyses or evaluations on hydrogen R&D projects for the purpose of providing in-depth information on the status and accomplishments of these projects to the public, and especially to hydrogen stakeholders. Over a three year period, 32 site-visit analyses were performed. In addition two concepts gleaned from the site visits became subjects of in depth techno-economic analyses. Finally, Energetics produced a compilation document that contains each site-visit analysis that we have performed, starting in 1996 on other contracts through the end of Year One of the current project (July 2001). This included 21 projects evaluated on previous contracts, and 10 additional ones from Year One. Reports on projects visited in Years One and Two were included in their respective Annual Reports. The Year Two Report also includes the two In-depth Analyses and the Compilation document. Reports in Year three began an attempt to perform reviews more geared to hydrogen safety. This Final Report contains a summary of the overall project, all of the 32 site-visit analyses and the two In-depth Analyses.

    Continuous Fiber Ceramic Composites (CFCC) are a new class of materials that are lighter, stronger, more corrosion resistant, and capable of performing at elevated temperatures. This new type of material offers the potential to meet the demands of a variety of industrial, military, and aerospace applications. The Department of Energy Office of Industrial Technologies (OIT) has a new program on CFCCs for industrial applications and this program has requested an inventory of all federal projects on CFCCs that relate to their new program. The purpose of this project is to identify all other ongoing CFCC research to avoid redundancy in the OIT Program. The inventory will be used as a basis for coordinating with the other ongoing ceramic composite projects. The inventory is divided into two main parts. The first part is concerned with CFCC supporting technologies projects and is organized by the categories listed below.     Determining the spatial distribution and temporal development of evaporation at regional and global scales is required to improve our understanding of the coupled water and energy cycles and to better monitor any changes in observed trends and variability of linked hydrological processes. With recent international efforts guiding the development of long-term and globally distributed flux estimates, continued product assessments are required to inform upon the selection of suitable model structures and also to establish the appropriateness of these multi-model simulations for global application. In support of the objectives of the Global Energy and Water Cycle Exchanges (GEWEX) LandFlux project, fourmore » commonly used evaporation models are evaluated against data from tower-based eddy-covariance observations, distributed across a range of biomes and climate zones. The selected schemes include the Surface Energy Balance System (SEBS) approach, the Priestley–Taylor Jet Propulsion Laboratory (PT-JPL) model, the Penman–Monteith-based Mu model (PM-Mu) and the Global Land Evaporation Amsterdam Model (GLEAM). Here we seek to examine the fidelity of global evaporation simulations by examining the multi-model response to varying sources of forcing data. To do this, we perform parallel and collocated model simulations using tower-based data together with a global-scale grid-based forcing product. Through quantifying the multi-model response to high-quality tower data, a better understanding of the subsequent model response to the coarse-scale globally gridded data that underlies the LandFlux product can be obtained, while also providing a relative evaluation and assessment of model performance. Using surface flux observations from 45 globally distributed eddy-covariance stations as independent metrics of performance, the tower-based analysis indicated that PT-JPL provided the highest overall statistical performance (0.72; 61 W m–2; 0.65), followed closely by GLEAM

    In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). This paper details challenges and accomplishments using ARRA funding to meet DOE-RL objectives of creating/saving jobs, expediting cleanup, and reducing lifecycle costs for cleanup during the first months of implementation.

    This report describes the results of the final implementation and testing of a hybrid micro-grid system designed for off-grid applications in underserved Colonias along the Texas/Mexico border. The project is a federally funded follow-on to a project funded by the Texas State Energy Conservation Office in 2007 that developed and demonstrated initial prototype hybrid generation systems consisting of a proprietary energy storage technology, high efficiency charging and inverting systems, photovoltaic cells, a wind turbine, and bio-diesel generators. This combination of technologies provided continuous power to dwellings that are not grid connected, with a significant savings in fuel by allowing power generation at highly efficient operating conditions. The objective of this project was to complete development of the prototype systems and to finalize and engineering design; to install and operate the systems in the intended environment, and to evaluate the technical and economic effectiveness of the systems. The objectives of this project were met. This report documents the final design that was achieved and includes the engineering design documents for the system. The system operated as designed, with the system availability limited by maintenance requirements of the diesel gensets. Overall, the system achieved a 96% availability over the operation of the three deployed systems. Capital costs of the systems were dependent upon both the size of the generation system and the scope of the distribution grid, but, in this instance, the systems averaged $0.72/kWh delivered. This cost would decrease significantly as utilization of the system increased. The system with the highest utilization achieved a capitol cost amortized value of $0.34/kWh produced. The average amortized fuel and maintenance cost was $0.48/kWh which was dependent upon the amount of maintenance required by the diesel generator. Economically, the system is difficult to justify as an alternative to grid

    The report provides an overview of what the Smart Grid is and what is being done to define and implement it. The electric industry is preparing to undergo a transition from a centralized, producer-controlled network to a decentralized, user-interactive one. Not only will the technology involved in the electric grid change, but the entire business model of the industry will change too. A major objective of the report is to identify the changes that the Smart Grid will bring about so that industry participants can be prepared to face them. A concise overview of the development of the Smart Grid is provided. It presents an understanding of what the Smart Grid is, what new business opportunities or risks might come about due to its introduction, and what activities are already taking place regarding defining or implementing the Smart Grid. This report will be of interest to the utility industry, energy service providers, aggregators, and regulators. It will also be of interest to home/building automation vendors, information technology vendors, academics, consultants, and analysts. The scope of the report includes an overview of the Smart Grid which identifies the main components of the Smart Grid, describes its characteristics, and describes how the Smart Grid differs from the current electric grid. Important technical issues such as two-way power flow, coordination of protection devices, transmission-distribution interaction, and reduction in inertia need to be resolved to enable a greater deployment of solar generation. To overcome these technical barriers, this project will develop a suite of software tools that creates a holistic understanding of the steady-state and transient behavior of transmission-distribution networks’ interaction under high PV penetration levels, along with the capability of real-time monitoring of the distribution systems and integration of system protection.

    GENI Project: Cornell University is creating a new software platform for grid operators called GridControl that will utilize cloud computing to more efficiently control the grid. In a cloud computing system, there are minimal hardware and software demands on users. The user can tap into a network of computers that is housed elsewhere (the cloud) and the network runs computer applications for the user. The user only needs interface software to access all of the cloud’s data resources, which can be as simple as a web browser. Cloud computing can reduce costs, facilitate innovation through sharing, empower users, and improve the overall reliability of a dispersed system. Cornell’s GridControl will focus on 4 elements: delivering the state of the grid to users quickly and reliably; building networked, scalable grid-control software; tailoring services to emerging smart grid uses; and simulating smart grid behavior under various conditions.

Two solicitations were identified for: 1) new CBP Partners; 2) technical contractors to provide technical assistance and measurement and verification (M&V) contractors. The M&V contractors support the work by providing model reviews and conducting monitoring studies to verify building performance.     This report describes the discipline of grid architecture and shows how it has been adapted from the combination of system architecture, network theory, and control engineering to apply to the issues of grid modernization. It shows how grid architecture aids in managing complexity, supports stakeholder communication about the grid, supplies methods to identify gaps and constraints, and provides the ability to compare architectural choices analytically. This approach views the grid as a network of structures, including electrical structure, industry, regulatory, and market structure, information systems and communications, and control and coordination structures and provides the means to understand and plan their interactions. The report then provides architectural views of the existing US power grid structures, with regional and other specializations. It illustrates how organized central wholesale markets are integrated with bulk system control, how distribution level changes related to penetration of Distributed Energy Resources impact both distribution and bulk systems operations, and how certain existing grid structures limit the ability to implement forward-looking changes to the grid. Finally the report provides selected forward looking architectural views for advanced distribution, integrated storage, and wide scale coordination via layered decomposition.   16. Beam test of a grid-less multi-harmonic buncher.

    The Argonne Tandem Linear Accelerator System (ATLAS) is the first superconducting heavy-ion linac in the world. Currently ATLAS is being upgraded with the Californium Rare Ion Breeder Upgrade (CARIBU). The latter is a funded project to expand the range of shortlived, neutron-rich rare isotope beams available for nuclear physics research at ATLAS. To avoid beam losses associated with the existing gridded multi-harmonic buncher (MHB), we have developed and built a grid-less four-harmonic buncher with fundamental frequency of 12.125 MHz. In this paper, we report the results of the MHB commissioning and ATLAS beam performance with the new buncher.

    This brief paper describes the activities of the Asia Pacific Economic Cooperation (APEC) Smart Grid Initiative (ASGI) which is being led by the U.S. and developed by the APEC Energy Working Group. In the paper, I describe the origin of the initiative and briefly mention the four major elements of the initiative along with existing APEC projects which support it.
