    Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid. All project deliverables have been published. Technology Deployment Study: The deliverable was a set of 11 single-topic technical reports in areas related to the listed technologies. Each of these reports has already been submitted to DOE, distributed to co-ops, and

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    ISGD was a comprehensive demonstration that spanned the electricity delivery system and extended into customer homes. The project used phasor measurement technology to enable substation-level situational awareness, and demonstrated SCE’s next-generation substation automation system. It extended beyond the substation to evaluate the latest generation of distribution automation technologies, including looped 12-kV distribution circuit topology using URCIs. The project team used DVVC capabilities to demonstrate CVR. In customer homes, the project evaluated HAN devices such as smart appliances, programmable communicating thermostats, and home energy management components. The homes were also equipped with energy storage, solar PV systems, and a number of energy efficiency measures (EEMs). The team used one block of homes to evaluate strategies and technologies for achieving ZNE. A home achieves ZNE when it produces at least as much renewable energy as the amount of energy it consumes annually. The project also assessed the impact of device-specific demand response (DR), as well as load management capabilities involving energy storage devices and plug-in electric vehicle charging equipment. In addition, the ISGD project sought to better understand the impact of ZNE homes on the electric grid. ISGD’s SENet enabled end-to-end interoperability between multiple vendors’ systems and devices, while also providing a level of cybersecurity that is essential to smart grid development and adoption across the nation. The ISGD project includes a series of sub-projects grouped into four logical technology domains: Smart Energy Customer Solutions, Next-Generation Distribution System, Interoperability and Cybersecurity, and Workforce of the Future. Section 2.3 provides a more detailed overview of these domains.

    The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG.     This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Summer 2012. The U.S. Department of Energy Office of Indian Energy Policy and Programs (DOE-IE) has selected 11 Tribes - five in Alaska and six in the contiguous United States - to receive on-the-ground technical support for community-based energy efficiency and renewable energy projects as part of DOE-IE's Strategic Technical Assistance Response Team (START) Program. START finalists were selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with their projects or community. Technical experts from DOE and its National Renewable Energy Laboratory (NREL) will work directly with community-based project teams to analyze local energy issues and assist the Tribes in moving their projects forward.     Fifty residential electric water heaters and 150 new residential clothes dryers were modified to respond to signals received from underfrequency, load-shedding appliance controllers. Each controller monitored the power-grid voltage signal and requested that electrical load be shed by its appliance whenever electric power-grid frequency fell below 59.95 Hz. The controllers and their appliances were installed and monitored for more than a year at residential sites at three locations in Washington and Oregon. The controllers and their appliances responded reliably to each shallow underfrequency event—an average of one event per day—and shed their loads for the durations of these events. Appliance owners reported that the appliance responses were unnoticed and caused little or no inconvenience for the homes’ occupants.

    Sustainable Energy for Remote Indonesian Grids (SERIG) is a U.S. Department of Energy (DOE) funded initiative to support Indonesia’s efforts to develop clean energy and increase access to electricity in remote locations throughout the country. With DOE support, the SERIG implementation team consists of the National Renewable Energy Laboratory (NREL) and Winrock International’s Jakarta, Indonesia office. Through technical assistance that includes techno-economic feasibility evaluation for selected projects, government-to-government coordination, infrastructure assessment, stakeholder outreach, and policy analysis, SERIG seeks to provide opportunities for individual project development and a collective framework for national replication office.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the impact on the electrical grid from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    GridStat is a developing communication technology to provide real-time data delivery services to the electric power grid. It is being developed in a collaborative effort between the Electrical Power Engineering and Distributed Computing Science Departments at Washington State University. Improving the cyber security of GridStat was the principle focus of this project. A regional network was established to test GridStat’s cyber security mechanisms in a realistic environment. The network consists of nodes at Pacific Northwest National Laboratory, Idaho National Laboratory, and Washington State University. Idaho National Laboratory (INL) was tasked with performing the security assessment, the results of which detailed a number or easily resolvable and previously unknown issues, as well as a number of difficult and previously known issues. Going forward we recommend additional development prior to commercialization of GridStat. The development plan is structured into three domains: Core Development, Cyber Security and Pilot Projects. Each domain contains a number of phased subtasks that build upon each other to increase the robustness and maturity of GridStat.

    This report presents a comprehensive framework for estimating the benefits and costs of Smart Grid projects and a step-by-step approach for making these estimates. The framework identifies the basic categories of benefits, the beneficiaries of these benefits, and the Smart Grid functionalities that lead to different benefits and proposes ways to estimate these benefits, including their monetization. The report covers cost-effectiveness evaluation, uncertainty, and issues in estimating baseline conditions against which a project would be compared. The report also suggests metrics suitable for describing principal characteristics of a modern Smart Grid to which a project can contribute. This first section of the report presents background information on the motivation for the report and its purpose. Section 2 introduces the methodological framework, focusing on the definition of benefits and a sequential, logical process for estimating them. Beginning with the Smart Grid technologies and functions of a project, it maps these functions to the benefits they produce. Section 3 provides a hypothetical example to illustrate the approach. Section 4 describes each of the 10 steps in the approach. Section 5 covers issues related to estimating benefits of the Smart Grid. Section 6 summarizes the next steps. The methods developed in this study will help improve future estimates - both retrospective and prospective - of the benefits of Smart Grid investments. These benefits, including those to consumers, society in general, and utilities, can then be weighed against the investments. Such methods would be useful in total resource cost tests and in societal versions of such tests. As such, the report will be of interest not only to electric utilities, but also to a broad constituency of stakeholders. However, PV inverters are power-electronic devices with no inherent inertia. This project will develop a suite of inverter controllers to ensure the long-term viability of electric power grid infrastructure and address the large reductions in system-wide inertia with high penetrations of PV. These grid-forming inverter controllers will allow each inverter to act as a controllable voltage source that dynamically adjusts its output to ensure system-level stability, synchronization, and voltage regulation.

    As part of the Photovoltaics for Utility Scale Applications Applications (PVUSA) Project Pacific Gas Electric Company (PG&E) built the Kerman 500-kW photovoltaic power plant. Located near the end of a distribution feeder in a rural section of Fresno County, the plant was not built so much to demonstrate PV technology, but to evaluate its interaction with the local distribution grid and quantify available nontraditional grid-support benefits (those other than energy and capacity). As demand for new generation began to languish in the 1980s, and siting and permitting of power plants and transmission lines became more involved, utilities began considering smaller, distributed power sources. Potential benefits include shorter construction lead time, less capital outlay, and better utilization of existing assets. The results of a PG&E study in 1990/1991 of the benefits from a PV system to the distribution grid prompted the PVUSA Project to construct a plant at Kerman. Completed in 1993, the plant is believed to be the first one specifically built to evaluate the multiple benefits to the grid of a strategically sited plant. Each of nine discrete benefits were evaluated in detail by first establishing the technical impact, then translating the results into present economic value. Benefits span the entire system from distribution feeder to the generation fleet. This work breaks new ground in evaluation of distributed resources, and suggests that resource planning practices be expanded to account for these non-traditional benefits.

    This report contributes initial findings from an analysis of significant aspects of the gridSMART® Real-Time Pricing (RTP) – Double Auction demonstration project. Over the course of four years, Pacific Northwest National Laboratory (PNNL) worked with American Electric Power (AEP), Ohio and Battelle Memorial Institute to design, build, and operate an innovative system to engage residential consumers and their end-use resources in a participatory approach to electric system operations, an incentive-based approach that has the promise of providing greater efficiency under normal operating conditions and greater flexibility to react under situations of system stress. The material contained in this report supplements the findings documented by AEP Ohio in the main body of the gridSMART report. It delves into three main areas: impacts on system operations, impacts on households, and observations about the sensitivity of load to price changes.

    The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The application of these new technologies and procedures will increase MECO’s visibility into system conditions, with the expected benefits of enabling more renewable energy resources to be integrated into the grid, improving service quality, increasing overall reliability of the power system, and ultimately reducing costs to both MECO and its customers.

    ECOtality was awarded a grant from the U.S. Department of Energy to lead a large-scale electric vehicle charging infrastructure demonstration, called The EV Project. ECOtality has partnered with Nissan North America, General Motors, the Idaho National Laboratory, and others to deploy and collect data from over 5,000 Nissan LEAFsTM and Chevrolet Volts and over 10,000 charging systems in 18 regions across the United States. This paper summarizes usage of residential charging units in The EV Project, based on data collected through the end of 2011. This information is provided to help analysts assess the impact on the electric grid of early adopter charging of grid-connected electric drive vehicles. A method of data aggregation was developed to summarize charging unit usage by the means of two metrics: charging availability and charging demand. Charging availability is plotted to show the percentage of charging units connected to a vehicle over time. Charging demand is plotted to show charging demand on the electric gird over time. Charging availability for residential charging units is similar in each EV Project region. It is low during the day, steadily increases in evening, and remains high at night. Charging demand, however, varies by region. Two EV Project regions were examined to identify regional differences. In Nashville, where EV Project participants do not have time-of-use electricity rates, demand increases each evening as charging availability increases, starting at about 16:00. Demand peaks in the 20:00 hour on weekdays. In San Francisco, where the majority of EV Project participants have the option of choosing a time-of-use rate plan from their electric utility, demand spikes at 00:00. This coincides with the beginning of the off-peak electricity rate period. Demand peaks at 01:00.

    The utility grid-connected market has been identified as a key market to be developed to accelerate the commercialization of photovoltaics. The Sacramento Municipal Utility District (SMUD) has completed the first two years of a continuing commercialization effort based on two years of a continuing commercialization effort based on the sustained, orderly development of the grid-connected, utility PV market. This program is aimed at developing the experience needed to successfully integrate PV as distributed generation into the utility system and to stimulate the collaborative processes needed to accelerate the cost reductions necessary for PV to be cost-effective in these applications by the year 2000. In the first two years, SMUD has installed over 240 residential and commercial building, grid-connected, rooftop, {open_quotes}PV Pioneer{close_quotes} systems totaling over 1MW of capacity and four substation sited, grid-support PV systems totaling 600 kW bringing the SMUD distributed PV power systems to over 3.7 MW. The 1995 SMUD PV Program will add another approximately 800 kW of PV systems to the District`s distributed PV power system. SMUD also established a partnership with its customers through the PV Pioneer {open_quotes}green pricing{close_quotes} program to advance PV commercialization.

    Determining the spatial distribution and temporal development of evaporation at regional and global scales is required to improve our understanding of the coupled water and energy cycles and to better monitor any changes in observed trends and variability of linked hydrological processes. With recent international efforts guiding the development of long-term and globally distributed flux estimates, continued product assessments are required to inform upon the selection of suitable model structures and also to establish the appropriateness of these multi-model simulations for global application. In support of the objectives of the Global Energy and Water Cycle Exchanges (GEWEX) LandFlux project, fourmore » commonly used evaporation models are evaluated against data from tower-based eddy-covariance observations, distributed across a range of biomes and climate zones. The selected schemes include the Surface Energy Balance System (SEBS) approach, the Priestley–Taylor Jet Propulsion Laboratory (PT-JPL) model, the Penman–Monteith-based Mu model (PM-Mu) and the Global Land Evaporation Amsterdam Model (GLEAM). Here we seek to examine the fidelity of global evaporation simulations by examining the multi-model response to varying sources of forcing data. To do this, we perform parallel and collocated model simulations using tower-based data together with a global-scale grid-based forcing product. Through quantifying the multi-model response to high-quality tower data, a better understanding of the subsequent model response to the coarse-scale globally gridded data that underlies the LandFlux product can be obtained, while also providing a relative evaluation and assessment of model performance. Using surface flux observations from 45 globally distributed eddy-covariance stations as independent metrics of performance, the tower-based analysis indicated that PT-JPL provided the highest overall statistical performance (0.72; 61 W m–2; 0.65), followed closely by GLEAM

    unique features make this work a significant step forward toward the objective of incorporating of wind, solar, load, and other uncertainties into power system operations. Currently, uncertainties associated with wind and load forecasts, as well as uncertainties associated with random generator outages and unexpected disconnection of supply lines, are not taken into account in power grid operation. Thus, operators have little means to weigh the likelihood and magnitude of upcoming events of power imbalance. In this project, funded by the U.S. Department of Energy (DOE), a framework has been developed for incorporating uncertainties associated with wind and load forecast errors, unpredicted ramps, and forced generation disconnections into the energy management system (EMS) as well as generation dispatch and commitment applications. A new approach to evaluate the uncertainty ranges for the required generation performance envelope including balancing capacity, ramping capability, and ramp duration has been proposed. The approach includes three stages: forecast and actual data acquisition, statistical analysis of retrospective information, and prediction of future grid balancing requirements for specified time horizons and confidence levels. Assessment of the capacity and ramping requirements is performed using a specially developed probabilistic algorithm based on a histogram analysis, incorporating all sources of uncertainties of both continuous (wind and load forecast errors) and discrete (forced generator outages and start-up failures) nature. A new method called the “flying brick” technique has been developed to evaluate the look-ahead required generation performance envelope for the worst case scenario within a user-specified confidence level. A self-validation algorithm has been developed to validate the accuracy of the confidence intervals.

    GENI Project: Cornell University is creating a new software platform for grid operators called GridControl that will utilize cloud computing to more efficiently control the grid. In a cloud computing system, there are minimal hardware and software demands on users. The user can tap into a network of computers that is housed elsewhere (the cloud) and the network runs computer applications for the user. The user only needs interface software to access all of the cloud’s data resources, which can be as simple as a web browser. Cloud computing can reduce costs, facilitate innovation through sharing, empower users, and improve the overall reliability of a dispersed system. Cornell’s GridControl will focus on 4 elements: delivering the state of the grid to users quickly and reliably; building networked, scalable grid-control software; tailoring services to emerging smart grid uses; and simulating smart grid behavior under various conditions.

    This report describes the discipline of grid architecture and shows how it has been adapted from the combination of system architecture, network theory, and control engineering to apply to the issues of grid modernization. It shows how grid architecture aids in managing complexity, supports stakeholder communication about the grid, supplies methods to identify gaps and constraints, and provides the ability to compare architectural choices analytically. This approach views the grid as a network of structures, including electrical structure, industry, regulatory, and market structure, information systems and communications, and control and coordination structures and provides the means to understand and plan their interactions. The report then provides architectural views of the existing US power grid structures, with regional and other specializations. It illustrates how organized central wholesale markets are integrated with bulk system control, how distribution level changes related to penetration of Distributed Energy Resources impact both distribution and bulk systems operations, and how certain existing grid structures limit the ability to implement forward-looking changes to the grid. Finally the report provides selected forward looking architectural views for advanced distribution, integrated storage, and wide scale coordination via layered decomposition. The report contains a number of explicitly labeled architectural insights to aid in managing the complexity of grid modernization.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan.     features make this work a significant step forward toward the objective of incorporating of wind, solar, load, and other uncertainties into power system operations. In this report, a new methodology to predict the uncertainty ranges for the required balancing capacity, ramping capability and ramp duration is presented. Uncertainties created by system load forecast errors, wind and solar forecast errors, generation forced outages are taken into account. The uncertainty ranges are evaluated for different confidence levels of having the actual generation requirements within the corresponding limits. The methodology helps to identify system balancing reserve requirement based on a desired system performance levels, identify system “breaking points”, where the generation system becomes unable to follow the generation requirement curve with the user-specified probability level, and determine the time remaining to these potential events. The approach includes three stages: statistical and actual data acquisition, statistical analysis of retrospective information, and prediction of future grid balancing requirements for specified time horizons and confidence intervals. Assessment of the capacity and ramping requirements is performed using a specially developed probabilistic algorithm based on a histogram analysis incorporating all sources of uncertainty and parameters of a continuous (wind forecast and load forecast errors) and discrete (forced generator outages and failures to start up) nature. Preliminary simulations using California Independent System Operator (California ISO) real life data have shown the effectiveness of the proposed approach. A tool developed based on the new methodology described in this report will be integrated with the California ISO systems. Contractual work is currently in place to integrate the tool with the AREVA EMS system.

    NSTAR Electric & Gas Corporation (“the Company”, or “NSTAR”) developed and implemented a Smart Grid pilot program beginning in 2010 to demonstrate the viability of leveraging existing automated meter reading (“AMR”) deployments to provide much of the Smart Grid functionality of advanced metering infrastructure (“AMI”), but without the large capital investment that AMI rollouts typically entail. In particular, a central objective of the Smart Energy Pilot was to enable residential dynamic pricing (time-of-use “TOU” and critical peak rates and rebates) and two-way direct load control (“DLC”) by continually capturing AMR meter data transmissions and communicating through customer-sited broadband connections in conjunction with a standardsbased home area network (“HAN”). The pilot was supported by the U.S. Department of Energy’s (“DOE”) through the Smart Grid Demonstration program. NSTAR was very pleased to not only receive the funding support from DOE, but the guidance and support of the DOE throughout the pilot. NSTAR is also pleased to report to the DOE that it was able to execute and deliver a successful pilot on time and on budget. NSTAR looks for future opportunities to work with the DOE and others in future smart grid projects.

In this paper the diffusion process is approximated by Markov jump processes X{sub n}( Dot-Operator ), in homogeneous and isotropic grids G{sub n} Subset-Of Double-Struck-Capital-R {sup d}, which converge in distribution in the Skorokhod space D([0,{infinity}), Double-Struck-Capital-R {sup d}) to the diffusion X( Dot-Operator ). The generators of X{sub n}( Dot-Operator ) are constructed explicitly. Due to the homogeneity and isotropy of grids, the proposed method for d{>=}3 can be applied to processes for which the diffusion tensor {l_brace}a{sub ij}(x){r_brace}{sub 11}{sup dd} fulfills an additional condition. The proposed construction offers a simple method for simulation of sample paths of non-symmetric generalized diffusion. Simulations are carried out in terms of jump processes X{sub n}( Dot-Operator ). For piece-wise constant functions a{sub ij} on Double-Struck-Capital-R {sup d} and piece-wise continuous functions a{sub ij} on Double-Struck-Capital-R {sup 2} the construction and principal algorithm are described enabling an easy implementation into a computer code.

    The wave propagation behaviour of centered difference schemes on one-dimensional non-uniform staggered grids is investigated. Previous results for the linear advection equation are extended to the case of the shallow water equations on staggered grids. For waves of a given frequency, the wave field is decomposed into right- and left-propagating components, and a wave energy conservation law is derived in terms of these components. For slowly varying grids, separate evolution equations for the right- and left-propagating components are derived, leading to the result that there is asymptotically no reflection in the limit of a slowly varying grid, provided that waves of that frequency are resolvable. However, there will be reflection from any location at which the wave group velocity goes to zero. The possibility for wave energy to tunnel through a narrow region of the grid too coarse for propagation is noted. Grids with an abrupt jump in resolution are also investigated. It is possible to tailor the scheme at the jump to minimize spurious wave reflection over a range of frequencies provided the waves are resolvable on both sides of the jump. However, it does not appear possible to avoid complete reflection, except by introducing extra dissipation terms, if the waves are not resolvable on one side of the jump. An example is presented of a second-order accurate scheme that spontaneously radiates waves from the resolution jump.

    This project has led to the development of a real-time simulation platform for electric power grids called Grid Simulator or GridSim for simulating the dynamic and information network interactions of large- scale power systems. The platform consists of physical models of power system components including synchronous generators, loads and control, which are simulated using a modified commercial power simulator namely Transient Stability Analysis Tool (TSAT) [1] together with data cleanup components, as well as an emulated substation level and wide-area power analysis components. The platform also includes realistic representations of communication network middleware that can emulate the real-time information flow back and forth between substations and control centers in wide-area power systems. The platform has been validated on a realistic 6000-bus model of the western American power system. The simulator GridSim developed in this project is the first of its kind in its ability to simulate real-time response of large-scale power grids, and serves as a cost effective real-time stability and control simulation platform for power industry.

    The Open Science Grid (OSG) provides a distributed facility where the Consortium members provide guaranteed and opportunistic access to shared computing and storage resources. OSG provides support for and evolution of the infrastructure through activities that cover operations, security, software, troubleshooting, addition of new capabilities, and support for existing and engagement with new communities. The OSG SciDAC-2 project provides specific activities to manage and evolve the distributed infrastructure and support its use. The innovative aspects of the project are the maintenance and performance of a collaborative (shared & common) petascale national facility over tens of autonomous computing sites, for many hundreds of users, transferring terabytes of data a day, executing tens of thousands of jobs a day, and providing robust and usable resources for scientific groups of all types and sizes.
