    This research effort addresses modeling of the transportation of air pollution in the atmosphere and the numerical analysis of the partial differential equations used in such modeling. Three Gaussian models are examined and compared using example problems. Several finite difference schemes are developed to solve the partial differential equations used in air pollution transport modeling. This study examines three Gaussian models: SCREEN, AFTOX, and the program GAUSPLUM. The model GAUSPLUM is developed in this study and uses the Ada programming language and the analytic solution to the advection-diffusion equation. Numerical analysis of the partial differential equations (PDE) used in air pollution modeling is also examined. The equations are generally parabolic or hyperbolic PDE's. The following are examined in this research: the advection equation; the one-, two-, and three-dimensional advection-diffusion equations; and the two-dimensional steady-state equation.     The National Nuclear Security Administration (NNSA) has submitted an application to the Nuclear Regulatory Commission (NRC) for the air shipment of plutonium metal within the Plutonium Air Transportable (PAT-1) packaging. The PAT-1 packaging is currently authorized for the air transport of plutonium oxide in solid form only. The INMM presentation will provide a limited overview of the scope of the plutonium metal initiative and provide a status of the NNSA application to the NRC.

    Sometimes the only feasible means of shipping research reactor spent nuclear fuel (SNF) among countries is via air transport because of location or political conditions. The International Atomic Energy Agency (IAEA) has established a regulatory framework to certify air transport Type C casks. However, no such cask has been designed, built, tested, and certified. In lieu of an air transport cask, research reactor SNF has been transported using a Type B cask under an exemption with special arrangements for administrative and security controls. This work indicates that it may be feasible to transport commercial power reactor SNF assemblies via air, and that the cost is only about three times that of shipping it by railway. Optimization (i.e., reduction) of this cost factor has yet to be done. (authors)

    This collaborative educational project between the University of Michigan—Ann Arbor, University of Michigan—Dearborn and the Kettering University successfully executed almost all the elements we proposed to do. In the original proposal, we proposed to develop four graduate courses, six undergraduate courses, four professional short courses, a K-12 electric vehicle education kit, a Saturday morning seminar series, and a set of consumer education material to support the advancement of transportation electrification. The first four deliverables were all successfully developed and offered. When we held the kick-off meeting in NETL in Morgantown back in early 2010 with all the ten ARRA education teams, however, it quickly became clear that among the ten ARRA education grantee teams, our proposed “consume education” activities are not better or with the potential to create bigger impact than some of activities proposed in other teams. For example, the Odyssey 2010 event held by the West Virginia University team had planned and successfully reached to more than 230,000 attendees, which is way more than what our proposed 100k event could ever reach. It was under the suggestion of Joseph Quaranta, the ARRA education Program Director at that time, that we should coordinate and eliminate redundancy. The resources should then be focused on activities that have less overlap. Therefore, the originally proposed activities: Saturday morning seminar series, and a set of consumer education material were dropped from our scope. We expanded the scope of our “education kit” activity to include some educational materials, mainly in the form of videos. The target audience also changed from general public to K-12 students. The majority of the project cost (~70%) goes toward the establishment of three undergraduate laboratories, which provides critically needed hands-on learning experience for next-generation green mobility engineers.   19. TYPE A FISSILE PACKAGING FOR AIR TRANSPORT PROJECT OVERVIEW

    This paper presents the project status of the Model 9980, a new Type A fissile packaging for use in air transport. The Savannah River National Laboratory (SRNL) developed this new packaging to be a light weight (<150-lb), drum-style package and prepared a Safety Analysis for Packaging (SARP) for submission to the DOE/EM. The package design incorporates unique features and engineered materials specifically designed to minimize packaging weight and to be in compliance with 10CFR71 requirements. Prototypes were fabricated and tested to evaluate the design when subjected to Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC). An overview of the design details, results of the regulatory testing, and lessons learned from the prototype fabrication for the 9980 will be presented.

  20. Test Report for Perforated Metal Air Transportable Package (PMATO) Prototype.

    A prototype design for a plutonium air transport package capable of carrying 7.6 kg of plutonium oxide and surviving a ''worst-case'' plane crash has been developed by Sandia National Laboratories (SNL) for the Japan Nuclear Cycle Development Institute (JNC). A series of impact tests were conducted on half-scale models of this design for side, end, and comer orientations at speeds close to 282 m/s onto a target designed to simulate weathered sandstone. These tests were designed to evaluate the performance of the overpack concept and impact-limiting materials in critical impact orientations. The impact tests of the Perforated Metal Air Transportable Package (PMATP) prototypes were performed at SNL's 10,000-ft rocket sled track. This report describes test facilities calibration and environmental testing methods of the PMATP under specific test conditions. The tests were conducted according to the test plan and procedures that were written by the authors and approved by SNL management and quality assurance personnel. The result of these tests was that the half-scale PMATP survived the ''worst-case'' airplane crash conditions, and indicated that a full-scale PMATP, utilizing this overpack concept and these impact-limiting materials, would also survive these crash conditions.

    BEETIT Project: Astronautics is developing an air conditioning system that relies on magnetic fields. Typical air conditioners use vapor compression to cool air. Vapor compression uses a liquid refrigerant to circulate within the air conditioner, absorb the heat, and pump the heat out into the external environment. Astronautics’ design uses a novel property of certain materials, called “magnetocaloric materials”, to achieve the same result as liquid refrigerants. These magnetocaloric materials essentially heat up when placed within a magnetic field and cool down when removed, effectively pumping heat out from a cooler to warmer environment. In addition, magnetic refrigeration uses no ozone-depleting gases and is safer to use than conventional air conditioners which are prone to leaks.

    The National Renewable Energy Laboratory (NREL) and the U.S. Department of Transportation (DOT) have launched the free, web-based Transportation Secure Data Center (TSDC). The TSDC (www.nrel.gov/tsdc) preserves respondent anonymity while making vital transportation data available to a broad group of users through secure, online access. The TSDC database provides free-of-charge web-based access to valuable transportation data that can be used for: Emissions and air pollution modeling, Vehicle energy and power analysis, Climate change impact studies, Alternative fuel station planning, and Validating transportation data from other sources. The TSDC's two levels of access make composite data available with simple online registration, and allow researchers to use detailed spatial data after completing a straight forward application process.

  9. COMIS -- an international multizone air-flow and contaminant transport model

    A number of interzonal models have been developed to calculate air flows and pollutant transport mechanisms in both single and multizone buildings. A recent development in multizone air-flow modeling, the COMIS model, has a number of capabilities that go beyond previous models, much as COMIS can be used as either a stand-alone air-flow model with input and output features or as an infiltration module for thermal building simulation programs. COMIS was designed during a 12 month workshop at Lawrence Berkeley National Laboratory (LBNL) in 1988-89. In 1990, the Executive Committee of the International Energy Agency`s Energy Conservation in Buildings and Community Systems program created a working group on multizone air-flow modeling, which continued work on COMIS. The group`s objectives were to study physical phenomena causing air flow and pollutant (e.g., moisture) transport in multizone buildings, develop numerical modules to be integrated in the previously designed multizone air flow modeling system, and evaluate the computer code. The working group supported by nine nations, officially finished in late 1997 with the release of IISiBat/COMIS 3.0, which contains the documented simulation program COMIS, the user interface IISiBat, and reports describing the evaluation exercise.

    This case study highlights International Truck and Engine Corporation's optimization project on the compressed air system that serves its foundry, Indianapolis Casting Corporation. Due to the project's implementation, the system's efficiency was greatly improved, allowing the foundry to operate with less compressor capacity, which resulted in reduced energy consumption, significant maintenance savings, and more reliable production.

    An air-transport Type A Fissile radioactive shipping package for the transport of special form uranium sources has been developed by the Savannah River National Laboratory (SRNL) for the Department of Homeland Security. The Package model number is HS99 for Homeland Security Model 99. This paper presents the major design features of the HS99 and highlights engineered materials necessary for meeting the design requirements for this light-weight Type AF packaging. A discussion is provided demonstrating how the HS99 complies with the regulatory safety requirements of the Nuclear Regulatory Commission. The paper summarizes the results of structural testing to specified in 10 CFR 71 for Normal Conditions of Transport and Hypothetical Accident Conditions events. Planned and proposed future missions for this packaging are also addressed.

  14. Temperature, humidity and air flow in the emplacement drifts using convection and dispersion transport models

    A coupled thermal-hydrologic-airflow model is developed, solving for the transport processes within a waste emplacement drift and the surrounding rockmass together at the proposed nuclear waste repository at Yucca Mountain. Natural, convective air flow as well as heat and mass transport in a representative emplacement drift during post-closure are explicitly simulated, using the MULTIFLUX model. The conjugate, thermal-hydrologic transport processes in the rockmass are solved with the TOUGH2 porous-media simulator in a coupled way to the in-drift processes. The new simulation results show that large-eddy turbulent flow, as opposed to small-eddy flow, dominate the drift air space for at least 5000 years following waste emplacement. The size of the largest, longitudinal eddy is equal to half of the drift length, providing a strong axial heat and moisture transport mechanism from the hot to the cold drift sections. The in-drift results are compared to those from simplified models using a surrogate, dispersive model with an equivalent dispersion coefficient for heat and moisture transport. Results from the explicit, convective velocity simulation model provide higher axial heat and moisture fluxes than those estimated from the previously published, simpler, equivalent-dispersion models, in addition to showing differences in temperature, humidity and condensation rate distributions along the drift length. A new dispersive model is also formulated, giving a time- and location-variable function that runs generally about ten times higher in value than the highest dispersion coefficient currently used in the Yucca Mountain Project as an estimate for the equivalent dispersion coefficient in the emplacement drift. The new dispersion coefficient variation, back-calculated from the convective model, can adequately describe the heat and mass transport processes in the emplacement drift example.

  15. Urban airshed modeling of air quality impacts of alternative transportation fuel use in Los Angeles and Atlanta

    The main objective of NREL in supporting this study is to determine the relative air quality impact of the use of compressed natural gas (CNG) as an alternative transportation fuel when compared to low Reid vapor pressure (RVP) gasoline and reformulated gasoline (RFG). A table lists the criteria, air toxic, and greenhouse gas pollutants for which emissions were estimated for the alternative fuel scenarios. Air quality impacts were then estimated by performing photochemical modeling of the alternative fuel scenarios using the Urban Airshed Model Version 6.21 and the Carbon Bond Mechanism Version IV (CBM-IV) (Geary et al., 1988) Using this model, the authors examined the formation and transport of ozone under alternative fuel strategies for motor vehicle transportation sources for the year 2007. Photochemical modeling was performed for modeling domains in Los Angeles, California, and Atlanta, Georgia.

    The Land Use, Air Quality, and Transportation Integrated Modeling Environment (LATIME) represents an integrated approach to computer modeling and simulation of land use allocation, travel demand, and mobile source emissions for the Albuquerque, New Mexico, area. This environment provides predictive capability combined with a graphical and geographical interface. The graphical interface shows the causal relationships between data and policy scenarios and supports alternative model formulations. Scenarios are launched from within a Geographic Information System (GIS), and data produced by each model component at each time step within a simulation is stored in the GIS. A menu-driven query system is utilized to review link-based results and regional and area-wide results. These results can also be compared across time or between alternative land use scenarios. Using this environment, policies can be developed and implemented based on comparative analysis, rather than on single-step future projections. 16 refs., 3 figs., 2 tabs.

  17. High-speed impact test of an air-transportable plutonium nitrate shipping container

    To obtain information on package response for comparison with other test environments, a high-speed impact test was performed on a modified Federal Republic of Germany 18B plutonium nitrate air-transportable container. The container, modified with reinforcing rings for improved crush resistance around the inner tube assembly, was impacted at a velocity of 137 m/s onto an unyielding surface. Substantial crushing of the foam overpack and extensive deformation of the container cavity occurred, causing release of the liquid surrogate contents from the titanium shipping container. The container damage resulting from the high-speed pulldown test was more severe than that from a 185-m free fall onto a semirigid surface by a similar container or the crush environment produced by a 9-m drop of a 2-Mg block onto the container resting on an unyielding surface.

  18. GUIDE TO CALCULATING TRANSPORT EFFICIENCY OF AEROSOLS IN OCCUPATIONAL AIR SAMPLING SYSTEMS

    This report will present hand calculations for transport efficiency based on aspiration efficiency and particle deposition losses. Because the hand calculations become long and tedious, especially for lognormal distributions of aerosols, an R script (R 2011) will be provided for each element examined. Calculations are provided for the most common elements in a remote air sampling system, including a thin-walled probe in ambient air, straight tubing, bends and a sample housing. One popular alternative approach would be to put such calculations in a spreadsheet, a thorough version of which is shared by Paul Baron via the Aerocalc spreadsheet (Baron 2012). To provide greater transparency and to avoid common spreadsheet vulnerabilities to errors (Burns 2012), this report uses R. The particle size is based on the concept of activity median aerodynamic diameter (AMAD). The AMAD is a particle size in an aerosol where fifty percent of the activity in the aerosol is associated with particles of aerodynamic diameter greater than the AMAD. This concept allows for the simplification of transport efficiency calculations where all particles are treated as spheres with the density of water (1g cm-3). In reality, particle densities depend on the actual material involved. Particle geometries can be very complicated. Dynamic shape factors are provided by Hinds (Hinds 1999). Some example factors are: 1.00 for a sphere, 1.08 for a cube, 1.68 for a long cylinder (10 times as long as it is wide), 1.05 to 1.11 for bituminous coal, 1.57 for sand and 1.88 for talc. Revision 1 is made to correct an error in the original version of this report. The particle distributions are based on activity weighting of particles rather than based on the number of particles of each size. Therefore, the mass correction made in the original version is removed from the text and the calculations. Results affected by the change are updated.

    A new design concept for plutonium air transport packagings has been developed by the Transportation Systems Department and modeled by the Engineering Mechanics and Material Modeling Department at Sandia National laboratories. The new concept resulted from an in-depth review of existing package design philosophies and limitations. This new design concept uses a very robust primary containment vessel with elastomeric seals for protection and confinement of an inner containment vessel with contents. An overpack consisting of multiple layers of plastically-deformable metallic wire mesh and high-tensile strength materials is placed around the containment vessels to provide energy absorption for the primary containment vessel as well as thermal protection. The use of intermittent layers with high-tensile strength results in a limiter which remains in place during accidental impact events and can be relied upon to provide subsequent puncture and fire protection. In addition, an outer shell around the energy absorbing material is provided for handling and weather protection. Scoping tests were performed on material samples, wall sections, and partially modeled prototypes. To evaluate various design features, finite element analyses were performed on the package.

The model includes features that have been observed in measurements taken in more than a dozen passive solar buildings. The model includes integral formulations of the laminar and turbulent boundary layer equations for the vertical walls which are then coupled to a one-dimensional core model for each zone. The cores in each zone exchange mass and energy through apertures that are modeled by an orifice type equation. The procedure is transient in that time dependence is retained only in the core equations which are solved by an explicit method. The model predicts room stratification of about 2/sup 0/C/m (1.1/sup 0/F/ft) for a room-to-room temperature difference of 0.56/sup 0/C(1/sup 0/F) which is in general agreement with the data.

    Hydrologic investigations on depleted uranium fate and transport associated with dynamic testing activities were instituted in the 1980`s at Los Alamos National Laboratory and Eglin Air Force Base. At Los Alamos, extensive field watershed investigations of soil, sediment, and especially runoff water were conducted. Eglin conducted field investigations and runoff studies similar to those at Los Alamos at former and active test ranges. Laboratory experiments complemented the field investigations at both installations. Mass balance calculations were performed to quantify the mass of expended uranium which had transported away from firing sites. At Los Alamos, it is estimated that more than 90 percent of the uranium still remains in close proximity to firing sites, which has been corroborated by independent calculations. At Eglin, we estimate that 90 to 95 percent of the uranium remains at test ranges. These data demonstrate that uranium moves slowly via surface water, in both semi-arid (Los Alamos) and humid (Eglin) environments.

    This study was undertaken to (1) evaluate the potential contribution of high-temperature superconductors (HTSCs) to the technical and economic feasibility of magnetically levitated (maglev) vehicles, (2) determine the status of maglev transportation research in the United States and abroad, (3) identify the likelihood of a significant transportation market for high-speed maglev vehicles, and (4) provide a preliminary assessment of the potential energy and economic benefits of maglev systems. HTSCs should be considered as an enhancing, rather than an enabling, development for maglev transportation because they should improve reliability and reduce energy and maintenance costs. Superconducting maglev transportation technologies were developed in the United States in the late 1960s and early 1970s. Federal support was withdrawn in 1975, but major maglev transportation programs were continued in Japan and West Germany, where full-scale prototypes now carry passengers at speeds of 250 mi/h in demonstration runs. Maglev systems are generally viewed as very-high-speed train systems, but this study shows that the potential market for maglev technology as a train system, e.g., from one downtown to another, is limited. Rather, aircraft and maglev vehicles should be seen as complementing rather than competing transportation systems. If maglev systems were integrated into major hub airport operations, they could become economical in many relatively high-density US corridors. Air traffic congestion and associated noise and pollutant emissions around airports would also be reduced. 68 refs., 26 figs., 16 tabs.

    Experiments were conducted to measure the rates of oxidation and vaporization of pure tungsten rods in flowing air, steam and air-steam mixtures in laminar flow. Also measured were the downstream transport of tungsten-oxide condensation aerosols and their region of deposition, including plateout in the superheated flow tube, rainout in the condenser and ambient discharge which was collected on an array of sub-micron aerosol filters. The nominal conditions of the tests, with the exception of the first two tests, were tungsten temperatures of 1000 C, gas mixture temperatures of 200 C and wall temperatures of 150 C to 200 C. It was observed that the tungsten oxidation rates were greatest in all air and least in all steam, generally decreasing non-linearly with increasing steam mole fraction. The tungsten oxidation rates in all air were more than five times greater than the tungsten oxidation rates in all steam. The tungsten vaporization rate was zero in all air and increased with increasing steam mole fraction. The vaporization rate became maximum at a steam mole fraction of 0.85 and decreased thereafter as the steam mole fraction was increased to unity. The tungsten-oxide was transported downstream as condensation aerosols, initially flowing upwards from the tungsten rod through an 18-inch long, one-inch diameter quartz tube, around a 3.5-inch radius, 90{sup o} bend and laterally through a 24-inch horizontal run. The entire length of the quartz glass flow path was heated by electrical resistance clamshell heaters whose temperatures were individually controlled and measured. The tungsten-oxide plateout in the quartz tube was collected, nearly all of which was deposited at the end of the heated zone near the entrance to the condenser which was cold. The tungsten-oxide which rained out in the condenser as the steam condensed was collected with the condensate and weighed after being dried.   6. Effects of Flaming Gorge Dam hydropower operations on sediment transport in the Browns Park reach of the Green River, Utah and Colorado

    Three methods for comparing sediment transport were applied to four proposed hydropower operational scenarios under study for Flaming Gorge Dam on the Green River in Utah. These methods were effective discharge, equilibrium potential, and cumulative sediment load with flow exceedance plots. Sediment loads transported by the Green River in the Browns Park reach were calculated with the Engelund-Hansen equation for three historical water years and four hydropower operational scenarios. A model based on the Engelund-Hansen equation was developed using site-specific information and validated by comparing predictions for a moderate water year with measured historical values. The three methods were used to assess the impacts of hydropower operational scenarios on sediment resources. The cumulative sediment load method provided the most useful information for impact evaluation. Effective discharge was not a useful tool because of the limited number of discrete flows associated with synthetic hydrographs for the hydropower operational scenarios. The equilibrium potential method was relatively insensitive to the variations in operating conditions, rendering it comparatively ineffective for impact evaluation.

    Meteorological and atmospheric tracer studies were conducted during a 3-week period in July and August of 1982 in the Brush Creek Valley of northwestern Colorado. The objective of the field experiments was to obtain data to evaluate a model, called VALMET, developed at PNL to predict dispersion of air pollutants released from an elevated stack located within a deep mountain valley in the post-sunrise temperature inversion breakup period. Three tracer experiments were conducted in the valley during the 2-week period. In these experiments, sulfur hexafluoride (SF/sub 6/) was released from a height of approximately 100 m, beginning before sunrise and continuing until the nocturnal down-valley winds reversed several hours after sunrise. Dispersion of the sulfur hexafluoride after release was evaluated by measuring SF/sub 6/ concentrations in ambient air samples taken from sampling devices operated within the valley up to about 8 km down valley from the source. An instrumented research aircraft was also used to measure concentrations in and above the valley. Tracer samples were collected using a network of radio-controlled bag sampling stations, two manually operated gas chromatographs, a continuous SF/sub 6/ monitor, and a vertical SF/sub 6/ profiler. In addition, basic meteorological data were collected during the tracer experiments. Frequent profiles of vertical wind and temperature structure were obtained with tethered balloons operated at the release site and at a site 7.7 km down the valley from the release site. 10 references, 63 figures, 50 tables.

The PAT-2 package is resistant to severe accidents, including that of a high-speed jet aircraft crash, and is designed to withstand such environments as extreme impact, crushing, puncturing and slashing loads, severe hydrocarbon-fueled fires, and deep underwater immersion, with no escape of contents. The package meets the requirements of 10 CFR 71 for Fissile Class I packages with a cargo of 15 grams of Pu-239, or other isotopic forms described herein, not to exceed 2 watts of thermal activity.     Commonly considered strategies for reducing the environmental impact of light-duty transportation include using alternative fuels and improving vehicle fuel economy. We evaluate the air quality-related human health impacts of 10 such options, including the use of liquid biofuels, diesel, and compressed natural gas (CNG) in internal combustion engines; the use of electricity from a range of conventional and renewable sources to power electric vehicles (EVs); and the use of hybrid EV technology. Our approach combines spatially, temporally, and chemically detailed life cycle emission inventories; comprehensive, fine-scale state-of-the-science chemical transport modeling; and exposure, concentration–response, and economic health impact modeling for ozone (O3) and fine particulate matter (PM2.5). We find that powering vehicles with corn ethanol or with coal-based or “grid average” electricity increases monetized environmental health impacts by 80% or more relative to using conventional gasoline. Conversely, EVs powered by low-emitting electricity from natural gas, wind, water, or solar power reduce environmental health impacts by 50% or more. Consideration of potential climate change impacts alongside the human health outcomes described here further reinforces the environmental preferability of EVs powered by low-emitting electricity relative to gasoline vehicles.

    Because the fault arc in aircraft electrical system often causes a fire, it is particularly important to analyze its energy and transfer for aircraft safety. The calculation of arc energy requires the basic parameters of the arc. This paper is mainly devoted to the calculations of equilibrium composition, thermodynamic properties (density, molar weight, enthalpy, and specific heat at constant pressure) and transport coefficients (thermal conductivity, electrical conductivity, and viscosity) of plasmas produced by a mixture of air, Cu, and polytetrafluoroethylene under the condition of local thermodynamic equilibrium. The equilibrium composition is determined by solving a system of equations around the number densities of each species. The thermodynamic properties are obtained according to the standard thermodynamic relationships. The transport coefficients are calculated using the Chapman-Enskog approximations. Results are presented in the temperature range from 3000 to 30 000 K for pressures of 0.08 and 0.1 MPa, respectively. The results are more accurate and are reliable reference data for theoretical analysis and computational simulation of the behavior of fault arc.

    CMAQ-HDDM is used to determine spatial and temporal variations in ozone limiting reagents and local vs upwind source contributions for an air pollution episode in Central California. We developed a first- and second- order sensitivity analysis approach with the Decoupled Direct Method to examine spatial and temporal variations of ozone-limiting reagents and the importance of local vs upwind emission sources in the San Joaquin Valley of central California for a five-day ozone episode (29th July-3rd Aug, 2000). Despite considerable spatial variations, nitrogen oxides (NO{sub x}) emission reductions are overall more effective than volatile organic compound (VOC) control for attaining the 8-hr ozone standard in this region for this episode, in contrast to the VOC control that works better for attaining the prior 1-hr ozone standard. Inter-basin source contributions of NO{sub x} emissions are limited to the northern part of the SJV, while anthropogenic VOC (AVOC) emissions, especially those emitted at night, influence ozone formation in the SJV further downwind. Among model input parameters studied here, uncertainties in emissions of NO{sub x} and AVOC, and the rate coefficient of the OH + NO{sub 2} termination reaction, have the greatest effect on first-order ozone responses to changes in NO{sub x} emissions. Uncertainties in biogenic VOC emissions only have a modest effect because they are generally not collocated with anthropogenic sources in this region.

    For certification, packages used for the transportation of plutonium by air must survive the hypothetical thermal environment specified in 10CFR71.74(a)(5). This regulation specifies that 'the package must be exposed to luminous flames from a pool fire of JP-4 or JP-5 aviation fuel for a period of at least 60 minutes.' This regulation was developed when jet propellant (JP) 4 and 5 were the standard jet fuels. However, JP-4 and JP-5 currently are of limited availability in the United States of America. JP-4 is very hard to obtain as it is not used much anymore. JP-5 may be easier to get than JP-4, but only through a military supplier. The purpose of this paper is to illustrate that readily-available JP-8 fuel is a possible substitute for the aforementioned certification test. Comparisons between the properties of the three fuels are given. Results from computer simulations that compared large JP-4 to JP-8 pool fires using Sandia's VULCAN fire model are shown and discussed. Additionally, the Container Analysis Fire (CAFE) code was used to compare the thermal response of a large calorimeter exposed to engulfing fires fueled by these three jet propellants. The paper then recommends JP-8 as an alternate fuel that complies with the thermal environment implied in 10CFR71.74.

    This thesis investigates the mixing and dispersion of indoor air pollutants under a variety of conditions using standard experimental methods. It also extensively tests and improves a novel technique for measuring contaminant concentrations that has the potential for more rapid, non-intrusive measurements with higher spatial resolution than previously possible. Experiments conducted in a sealed room support the hypothesis that the mixing time of an instantaneously released tracer gas is inversely proportional to the cube root of the mechanical power transferred to the room air. One table-top and several room-scale experiments are performed to test the concept of employing optical remote sensing (ORS) and computed tomography (CT) to measure steady-state gas concentrations in a horizontal plane. Various remote sensing instruments, scanning geometries and reconstruction algorithms are employed. Reconstructed concentration distributions based on existing iterative CT techniques contain a high degree of unrealistic spatial variability and do not agree well with simultaneously gathered point-sample data.

    This second annual report summarizes the research performed from 17 April 2004 through 16 April 2005. Major portions of the research in several of the project's current eight tasks have been completed. We have successfully developed the meteorological inputs using the best possible modeling configurations, resulting in improved representation of atmospheric processes. The development of the variable-grid-resolution emissions model, SMOKE-VGR, is also completed. The development of the MAQSIP-VGR has been completed and a test run was performed to ensure the functionality of this air quality model. Thus, the project is on schedule as planned. During the upcoming reporting period, we expect to perform the first MAQSIP-VGR simulations over the Houston-Galveston region to study the roles of the meteorology, offshore emissions, and chemistry-transport interactions that determine the temporal and spatial evolution of ozone and its precursors.

    This Annual report summarizes the research performed from 17 April 2005 through 16 April 2006. Major portions of the research in several of the project's current eight tasks have been completed. We have successfully developed the meteorological inputs using the best possible modeling configurations, resulting in improved representation of atmospheric processes. The development of the variable-grid-resolution emissions model, SMOKE-VGR, is also completed. The development of the MAQSIP-VGR has been completed and a test run was performed to ensure the functionality of this air quality model. We have incorporated new emission data base to update the offshore emissions. However, we have faced some bottleneck problems in the testing the integrity of the new database. For this reason, we have asked for a no cost extension of this project to tackle these scientific problems. Thus, the project is on a one-year delay schedule. During the reporting period, we solved all problems related to the new emission database. We are ready to move to developing the final product, implementation and testing of the variable grid technology into the Community Multiscale Air Quality Model (CMAQ) to develop the CMAQ-VGR. During the upcoming months we will perform the first CMAQ-VGR simulations over the Houston-Galveston region to study the roles of the meteorology, offshore emissions, and chemistry-transport interactions that determine the temporal and spatial evolution of ozone and its precursors.

  11. A high-fidelity multiphysics model for the new solid oxide iron-air redox battery part I: Bridging mass transport and charge transfer with redox cycle kinetics

    A high-fidelity two-dimensional axial symmetrical multi-physics model is described in this paper as an effort to simulate the cycle performance of a recently discovered solid oxide metal-air redox battery (SOMARB). The model collectively considers mass transport, charge transfer and chemical redox cycle kinetics occurring across the components of the battery, and is validated by experimental data obtained from independent research. In particular, the redox kinetics at the energy storage unit is well represented by Johnson-Mehl-Avrami-Kolmogorov (JIVIAK) and Shrinking Core models. The results explicitly show that the reduction of Fe3O4 during the charging cycle limits the overall performance. Distributions of electrode potential, overpotential, Nernst potential, and H-2/H2O-concentration across various components of the battery are also systematically investigated. (C) 2015 Elsevier B.V.     The overall objective of this research project was to develop an innovative modeling technique to adequately model the offshore/onshore transport of pollutants. The variable-grid modeling approach that was developed alleviates many of the shortcomings of the traditionally used nested regular-grid modeling approach, in particular related to biases near boundaries and the excessive computational requirements when using nested grids. The Gulf of Mexico region contiguous to the Houston-Galveston area and southern Louisiana was chosen as a test bed for the variable-grid modeling approach. In addition to the onshore high pollution emissions from various sources in those areas, emissions from on-shore and off-shore oil and gas exploration and production are additional sources of air pollution. We identified case studies for which to perform meteorological and air quality model simulations. Our approach included developing and evaluating the meteorological, emissions, and chemistry-transport modeling components for the variable-grid applications, with special focus on the geographic areas where the finest grid resolution was used. We evaluated the performance of two atmospheric boundary layer (ABL) schemes, and identified the best-performing scheme for simulating mesoscale circulations for different grid resolutions. Use of a newly developed surface data assimilation scheme resulted in improved meteorological model simulations. We also successfully ingested satellite-derived sea surface temperatures (SSTs) into the meteorological model simulations, leading to further improvements in simulated wind, temperature, and moisture fields. These improved meteorological fields were important for variable-grid simulations, especially related to capturing the land-sea breeze circulations that are critical for modeling offshore/onshore transport of pollutants in the Gulf region.   13. Description and preliminary validation of a model for natural convection heat and air transport in passive solar buildings

    We have proposed a transient, quasi-two-dimensional, numerical model for interzone heat flow and airflow in passive solar buildings. The paths for heat flow and airflow are through connecting apertures such as doorways, hallways, and stairways. The model includes the major features that influence interzone convection as determined from the results of our flow visualization tests and temperature and airflow measurements taken in more than a dozen passive solar buildings. The model includes laminar and turbulent quasi-steady boundary-layer equations at vertical heated or cooled walls which are coupled to a one-dimensional core model for each zone. The cores in each zone exchange air and energy through the aperture which is modelled by a Bernoulli equation. Preliminary results from the model are in general agreement with data obtained in full-scale buildings and laboratory experiments. The model predicts room-core temperature stratification of about 2/sup 0/C/m (1.1/sup 0/ F/ft) and maximum aperture velocities of 0.08 m/s (15 ft/min.) for a room-to-room temperature difference of 1/sup 0/F.

  14. Estimates of Radioxenon Released from Southern Hemisphere Medical isotope Production Facilities Using Measured Air Concentrations and Atmospheric Transport Modeling

    Abstract The International Monitoring System (IMS) of the Comprehensive-Nuclear-Test-Ban-Treaty monitors the atmosphere for radioactive xenon leaking from underground nuclear explosions. Emissions from medical isotope production represent a challenging background signal when determining whether measured radioxenon in the atmosphere is associated with a nuclear explosion prohibited by the treaty. The Australian Nuclear Science and Technology Organisation (ANSTO) operates a reactor and medical isotope production facility in Lucas Heights, Australia. This study uses two years of release data from the ANSTO medical isotope production facility and Xe-133 data from three IMS sampling locations to estimate the annual releases of Xe-133 from medical isotope production facilities in Argentina, South Africa, and Indonesia. Atmospheric dilution factors derived from a global atmospheric transport model were used in an optimization scheme to estimate annual release values by facility. The annual releases of about 6.8×1014 Bq from the ANSTO medical isotope production facility are in good agreement with the sampled concentrations at these three IMS sampling locations. Annual release estimates for the facility in South Africa vary from 1.2×1016 to 2.5×1016 Bq and estimates for the facility in Indonesia vary from 6.1×1013 to 3.6×1014 Bq. Although some releases from the facility in Argentina may reach these IMS sampling locations, the solution to the objective function is insensitive to the magnitude of those releases.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

Ingestion of satellite-derived sea surface temperatures in conjunction with the use of our new surface data assimilation technique have resulted in largely improved meteorological inputs to drive the MAQSIP-VGR. The development of the variable-grid-resolution emissions model, SMOKE-VGR, is also largely complete. We expect to develop the final configuration of the SMOKE-VGR during the upcoming reporting period. We are in the process of acquiring the newly released emissions database and offshore emissions data sets to update our archives. The development of the MAQSIP-VGR has been completed and a test run was performed to ensure the functionality of this air quality model. During the upcoming reporting period, we expect to perform the first MAQSIP-VGR simulations over the Houston-Galveston region to study the roles of the meteorology, offshore emissions, and chemistry-transport interactions that determine the temporal and spatial evolution of ozone and its precursors.

    This document, the project's first semiannual report, summarizes the research performed from 04/17/2003 through 10/16/2003. Portions of the research in several of the project's eight tasks were completed, and results obtained are briefly presented. We have tested the applicability of two different atmospheric boundary layer schemes for use in air quality model simulations. Preliminary analysis indicates that a scheme that uses sophisticated atmospheric boundary physics resulted in better simulation of atmospheric circulations. We have further developed and tested a new surface data assimilation technique to improve meteorological simulations, which will also result in improved air quality model simulations. Preliminary analysis of results indicates that using the new data assimilation technique results in reduced modeling errors in temperature and moisture. Ingestion of satellite-derived sea surface temperatures into the mesoscale meteorological model led to significant improvements in simulated clouds and precipitation compared to that obtained using traditional analyzed sea surface temperatures. To enhance the capabilities of an emissions processing system so that it can be used with our variable-grid-resolution air quality model, we have identified potential areas for improvements. Also for use in the variable-grid-resolution air quality model, we have tested a cloud module offline for its functionality, and have implemented and tested an efficient horizontal diffusion algorithm within the model.

    A sampling apparatus is provided which comprises a sampler for sampling air in the breathing zone of a wearer of the apparatus and a support for the sampler preferably in the form of a pair of eyeglasses. The sampler comprises a sampling assembly supported on the frame of the eyeglasses and including a pair of sample transport tubes which are suspended, in use, centrally of the frame so as to be disposed on opposite sides of the nose of the wearer and which each include an inlet therein that, in use, is disposed adjacent to a respective nostril of the nose of the wearer. A filter holder connected to sample transport tubes supports a removable filter for filtering out particulate material in the air sampled by the apparatus. The sample apparatus is connected to a pump for drawing air into the apparatus through the tube inlets so that the air passes through the filter.

    in this paper, the urban traffic improvement and transportation control in Xiamen are highlighted. Xiamen is a port city and an economical special zone of China. As the economy grows, the transportation is developing dramatically and becoming the key for further economic development. The air quality is threatened by the rapid growth of the vehicles in the city. The most urgent task in improving urban traffic is to establish a sound traffic system. The municipal government takes great effort to improve the traffic condition, as well as to reduce green house gases and protect air environment. Some management and technical measures are carried out. Those management measures are mainly as follows: (1) systematic planning of the city arrangement and city functional division, and integrated planning of the urban roads system, (2) putting great emphasis on tail gas monitoring and management, and (3) establishing optimized utilization of motor vehicles. Those included in the main technical measures are (1) making the roads clear, (2) enlarging traffic capacity, and (3) developing the public transport. The most urgent task in improving urban traffic is to establish a sound traffic system. The city municipal government and Transportation Management Bureau plan to make a series of reforms to improve the urban traffic condition, such as building high quality road around the city, reducing the number of one way roads and replacing gasoline buses with electric buses. An optimized traffic system of Xiamen, taking public transport as the main means, is the key to meet the needs of both traffic improvement and urban transportation pollution control.

    Systems designed to monitor airborne radionuclides released from underground nuclear explosions detected radioactive fallout from the Fukushima Daiichi nuclear accident in March 2011. Atmospheric transport modeling (ATM) of plumes of noble gases and particulates were performed soon after the accident to determine plausible detection locations of any radioactive releases to the atmosphere. We combine sampling data from multiple International Modeling System (IMS) locations in a new way to estimate the magnitude and time sequence of the releases. Dilution factors from the modeled plume at five different detection locations were combined with 57 atmospheric concentration measurements of 133-Xe taken from March 18 to March 23 to estimate the source term. This approach estimates that 59% of the 1.24×1019 Bq of 133-Xe present in the reactors at the time of the earthquake was released to the atmosphere over a three day period. Source term estimates from combinations of detection sites have lower spread than estimates based on measurements at single detection sites. Sensitivity cases based on data from four or more detection locations bound the source term between 35% and 255% of available xenon inventory.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further

    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where

    In this paper, we study the electronic transport properties through aromatic molecules connected to two semi-infinite leads. The molecules are in different geometrical configurations including arrays. Using a nearest neighbor tight-binding approach, the transport properties are analyzed into a Green's function technique within a real-space renormalization scheme. We calculate the transmission probability and the Current-Voltage characteristics as a function of a molecule-leads coupling parameter. Our results show different transport regimes for these systems, exhibiting metal-semiconductor-insulator transitions and the possibility to employ them in molecular devices.

This mini-review gives a brief history of air pollution and presents an overview of some of the basic photochemistry involved in the production of ozone and other oxidants in the atmosphere. Urban air quality issues are reviewed with a specific focus on ozone and other oxidants, primary and secondary aerosols, alternative fuels, and the potential for chlorine releases to amplify oxidant chemistry in industrial areas.     The study of chemical reactions in the atmosphere poses a serious problem due to the very low concentrations involved, which makes the detection and analysis of reaction products extremely difficult. High altitude reactions at very low pressure cannot be simulated in the laboratory. Chemicals in the atmosphere participate in photochemical reactions by absorption of solar radiation. Such reaction occurs even at the absence of chemical catalysts at much lower temperatures. These photochemical reactions play a key role in governing the ultimate fate of a chemical in the atmosphere. It should be noted that the atmosphere is a tremendously dynamic system with wide fluctuations of the parameters, viz composition, temperature, humidity and intensity of sunlight. Obviously, different processes will be observed under varying atmospheric conditions. Some typical chemical and photochemical reactions will be illustrated. In this context, it must be mentioned that while oxygen plays an important role in the troposphere, ozone plays an important as well as key role in the stratosphere.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

    In this paper we discuss a new formalism for producing an analytic coupled-cluster (CC) Greens function that renders a highly scalable computational accurate method for producing an analytic coupled-cluster Greens function for an N-electron system by shifting the poles of similarity transformed Hamiltonians represented in N?1 and N +1 electron Hilbert spaces. Simple criteria are derived for the states in N ?1 and N + 1 electron spaces that are then corrected in the spectral resolution of the cor- responding matrix representations of the similarity transformed Hamiltonian. The accurate description of excited state processes within a Greens function formalism would be of significant importance to a number of scientific communities ranging from physics and chemistry to engineering and the biological sciences. This is because the Greens function methodology provides a direct path for not only calculating prop- erties whose underlying origins come from coupled many-body interactions but it also provides a straightforward path for calculating electron transport, response and correlation functions that allows for a direct link with experiment. As a special case of this general formulation, we discuss the application of this technique for Greens function defined by the CCSD (CC with singles and doubles) representation of the ground-state wave function.

    Ethylene is currently produced by pyrolysis of ethane in the presence of steam. This reaction requires substantial energy input, and the equilibrium conversion is thermodynamically limited. The reaction also produces significant amounts of greenhouse gases (CO and CO{sub 2}) because of the direct contact between carbon and steam. Argonne has demonstrated a new way to make ethylene via ethane dehydrogenation using a dense hydrogen transport membrane (HTM) to drive the unfavorable equilibrium conversion. Preliminary experiments show that the new approach can produce ethylene yields well above existing pyrolysis technology and also significantly above the thermodynamic equilibrium limit, while completely eliminating the production of greenhouse gases. With Argonne's approach, a disk-type dense ceramic/metal composite (cermet) membrane is used to produce ethylene by dehydrogenation of ethane at 850 C. The gas-transport membrane reactor combines a reversible chemical reaction with selective separation of one product species and leads to increased reactant conversion to the desired product. In an experiment ethane was passed over one side of the HTM membrane and air over the other side. The hydrogen produced by the dehydrogenation of ethane was removed and transported through the HTM to the air side. The air provided the driving force required for the transport of hydrogen through the HTM. The reaction between transported hydrogen and oxygen in air can provide the energy needed for the dehydrogenation reaction. At 850 C and 1-atm pressure, equilibrium conversion of ethane normally limits the ethylene yield to 64%, but Argonne has shown that an ethylene yield of 69% with a selectivity of 88% can be obtained under the same conditions. Coking was not a problem in runs extending over several weeks.     We survey radiative Green function theory (1) in linear transport theory where numerical procedures are required to obtain specific results and (2) in the photon diffusion limit (large optical depths) where it is analytically tractable, at least for homogeneous plane-parallel media. We then describe two recent applications of Green function theory to passive cloud remote sensing in the presence of strong three-dimensional transport effects. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects.     Metal-air batteries have much higher specific energies than most currently available primary and rechargeable batteries. Recent advances in electrode materials and electrolytes, as well as new designs on metal-air batteries, have attracted intensive effort in recent years, especially in the development of lithium-air batteries. The general principle in metal-air batteries will be reviewed in this chapter. The materials, preparation methods, and performances of metal-air batteries will be discussed. Two main metal-air batteries, Zn-air and Li-air batteries will be discussed in detail. Other type of metal-air batteries will also be described.

    Air quality is one of the basic factors determining the environmental quality and influencing the life conditions of people. There is a shortage of proper quality air in many regions of Poland. In consequence, and due to unhindered transport, air pollution is the direct cause of losses in the national economy (reduction of crops, losses in forestry, corrosion of buildings and constructions, worsening of people`s health). Poland is believed to be one of the most contaminated European countries. The reason for this, primarily, is the pollution concomitant with energy-generating fuel combustion; in our case it means the use of solid fuels: hard coal and lignite. This monocultural economy of energy generation is accompanied by low efficiency of energy use (high rates of energy loss from buildings, heat transmission pipelines, energy-consuming industrial processes). This inefficiency results in the unnecessary production of energy and pollution. Among other reasons, this results from the fact that in the past Poland did not sign any international agreements concerning the reduction of the emission of pollution. The activities aimes at air protection in Poland are conducted based on the Environmental Formation and Protection Act in effect since 1980 (with many further amendments) and the The Ecological Policy of the state (1991). The goals of the Polish air pollution reduction program for the period 1994-2000 are presented.

    TRANSIMS version 3.1 is an integrated set of analytical and simulation models and supporting databases. The system is designed to create a virtual metropolitan region with representation of each of the region’s individuals, their activities and the transportation infrastructure they use. TRANSIMS puts into practice a new, disaggregate approach to travel demand modeling using agent-based micro-simulation technology. TRANSIMS methodology creates a virtual metropolitan region with representation of the transportation infrastructure and the population, at themore » level of households and individual travelers. Trips a planned to satisfy the population’s activity pattems at the individual traveler level. TRANSIMS then simulates the movement of travelers and vehicles across the transportation network using multiple modes, including car, transit, bike and walk, on a second-by-second basis. Metropolitan planners must plan growth of their cities according to the stringent transportation system planning requirements of the Interniodal Surface Transportation Efficiency Act of 1991, the Clean Air Act Amendments of 1990 and other similar laws and regulations. These require each state and its metropotitan regions to work together to develop short and long term transportation improvement plans. The plans must (1) estimate the future transportation needs for travelers and goods movements, (2) evaluate ways to manage and reduce congestion, (3) examine the effectiveness of building new roads and transit systems, and (4) limit the environmental impact of the various strategies. The needed consistent and accurate transportation improvement plans require an analytical capability that properly accounts for travel demand, human behavior, traffic and transit operations, major investments, and environmental effects.     In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

    The asymmetric dual-wavelength (green/blue) coupled InGaN/GaN multiple quantum wells were proposed to modulate the green emission intensity. Electroluminescent measurements demonstrate the conspicuous increment of the green light intensity by decreasing the coupled barrier thickness. This was partly attributed to capture of more carriers when holes tunnel across the thinner barrier from the blue quantum wells, as a hole reservoir, to the green quantum wells. While lower effective barrier height of the blue quantum wells benefits improved hole transportation from p-GaN to the active region. Efficiency droop of the green quantum wells was partially alleviated due to the enhanced injection efficiency of holes.

    Because of the environmental concerns about some materials used in buildings, particularly chlorofluorocarbon (CFC) fluids used as the blowing agent for insulation materials and as refrigerants used in the air conditioning systems have led to a search for environmentally safe alternatives. For insulation materials, new non-CFC blowing agents are still under development. However, the old insulation materials in the buildings will stay because they do not pose any further environmental damage. It is a different story for refrigerants used in air conditioning systems. This study reports that the change-over from CFC to non-CFC refrigerants in the existing and future air conditioning equipment could be a chance not only to take care of the environmental concerns, but to save energy as well. Alternative air conditioning technologies, such as the desiccant dehumidification and absorption systems, and the potential of some natural substances, such as carbon dioxide, as the future refrigerants are also discussed.

    Four of the radioactive xenon isotopes (131mXe, 133mXe, 133Xe and 135Xe) with half-lives ranging from 9 h to 12 days are produced from nuclear fission and can be detected from days to weeks following their production and release. Being inert gases, they are readily transported through the atmosphere. Sources for release of radioactive xenon isotopes include operating nuclear reactors via leaks in fuel rods, medical isotope production facilities, and nuclear weapons' detonations. They are not normally released from fuel reprocessing due to the short half-lives. The Comprehensive Nuclear-Test-Ban Treaty has led to creation of the International Monitoring System. The Internationalmore » Monitoring System, when fully implemented, will consist of one component with 40 stations monitoring radioactive xenon around the globe. Monitoring these radioactive xenon isotopes is important to the Comprehensive Nuclear-Test-Ban Treaty in determining whether a seismically detected event is or is not a nuclear detonation. A variety of radioactive xenon quality control check standards, quantitatively spiked into various gas matrices, could be used to demonstrate that these stations are operating on the same basis in order to bolster defensibility of data across the International Monitoring System. This study focuses on Idaho National Laboratory's capability to produce three of the xenon isotopes in pure form and the use of the four xenon isotopes in various combinations to produce radioactive xenon spiked air samples that could be subsequently distributed to participating facilities.« less

    Contaminants in soil can impact human health and the environment through a complex web of interactions. Soils exist where the atmosphere, hydrosphere, geosphere, and biosphere converge. Soil is the thin outer zone of the earth's crust that supports rooted plants and is the product of climate and living organisms acting on rock. A true soil is a mixture of air, water, mineral, and organic components. The relative proportions of these components determine the value of the soil for agricultural and for other human uses. These proportions also determine, to a large extent, how a substance added to soil is transported and/or transformed within the soil (Spositio, 2004). In mass-balance models, soil compartments play a major role, functioning both as reservoirs and as the principal media for transport among air, vegetation, surface water, deeper soil, and ground water (Mackay, 2001). Quantifying the mass transport of chemicals within soil and between soil and atmosphere is important for understanding the role soil plays in controlling fate, transport, and exposure to multimedia pollutants. Soils are characteristically heterogeneous. A trench dug into soil typically reveals several horizontal layers having different colors and textures. As illustrated in Figure 1, these multiple layers are often divided into three major horizons: (1) the A horizon, which encompasses the root zone and contains a high concentration of organic matter; (2) the B horizon, which is unsaturated, lies below the roots of most plants, and contains a much lower organic carbon content; and (3) the C horizon, which is the unsaturated zone of weathered parent rock consisting of bedrock, alluvial material, glacial material, and/or soil of an earlier geological period. Below these three horizons lies the saturated zone - a zone that encompasses the area below ground surface in which all interconnected openings within the geologic media are completely filled with water.     This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs. It is important to note that this report covers only a portion of voluntary markets for renewable energy. It does not cover green power sold by independent marketers except for cases in which the marketers work in conjunction with utilities or default electricity suppliers.

    This report presents a conceptual design study for a controlled air incinerator facility for incineration of low level combustible waste at Three Mile Island Unit 2 (TMI-2). The facility design is based on the use of a Helix Process Systems controlled air incinerator. Cost estimates and associated engineering, procurement, and construction schedules are also provided. The cost estimates and schedules are presented for two incinerator facility designs, one with provisions for waste ash solidification, the other with provisions for packaging the waste ash for transport to an undefined location.
