    Ethylene is currently produced by pyrolysis of ethane in the presence of steam. This reaction requires substantial energy input, and the equilibrium conversion is thermodynamically limited. The reaction also produces significant amounts of greenhouse gases (CO and CO{sub 2}) because of the direct contact between carbon and steam. Argonne has demonstrated a new way to make ethylene via ethane dehydrogenation using a dense hydrogen transport membrane (HTM) to drive the unfavorable equilibrium conversion. Preliminary experiments show that the new approach can produce ethylene yields well above existing pyrolysis technology and also significantly above the thermodynamic equilibrium limit, while completely eliminating the production of greenhouse gases. With Argonne's approach, a disk-type dense ceramic/metal composite (cermet) membrane is used to produce ethylene by dehydrogenation of ethane at 850 C. The gas-transport membrane reactor combines a reversible chemical reaction with selective separation of one product species and leads to increased reactant conversion to the desired product. In an experiment ethane was passed over one side of the HTM membrane and air over the other side. The hydrogen produced by the dehydrogenation of ethane was removed and transported through the HTM to the air side. The air provided the driving force required for the transport of hydrogen through the HTM. The reaction between transported hydrogen and oxygen in air can provide the energy needed for the dehydrogenation reaction. At 850 C and 1-atm pressure, equilibrium conversion of ethane normally limits the ethylene yield to 64%, but Argonne has shown that an ethylene yield of 69% with a selectivity of 88% can be obtained under the same conditions. Coking was not a problem in runs extending over several weeks. Further improved HTM materials will lower the temperature required for high conversion at a reasonable residence time, while the lower temperature will suppress unwanted side

    The newest windmills are small and robust, typically capable of generating 50 to 500 kilowatts each. Sales have been helped along, both in Europe and the United States, by laws requiring utility companies to offer fixed purchase-price contracts to suppliers of wind electricity. Another boost comes from the National Energy Policy Act, signed into law last fall by George Bush. It permits a 1.5 cent per kilowatt-hour tax credit for generators of electricity from renewable sources. Emphasizing energy production is [open quotes]a much smarter approach[close quotes] than just rewarding construction of new windmills, says Alexander Ellis, an executive at Kenetech/US Windpower, because it encourages companies to deliver durable products. Today, the wind energy business seems to be booming, bearing out the Administration's faith that environmental technologies can open new markets. There are now more than 16,000 wind turbines installed in the United States, according to DeMeo, most of them still in California. Europe is also moving ahead. Although European countries have installed fewer machines to date, DeMeo says, the European Community has ambitious plans, calling for double the current US wind energy capacity by the end of the decade. About 10 major manufacturers in the United States and abroad are vying for this business. It took some fine-tuning, but government incentives to nurture this green technology seem to be working.

    Results of a joint Sandia National Laboratories, University of New Mexico, and New Mexico Engineering Research Institute project to investigate an architecture implementing real-time monitoring and tracking technologies in the railroad industry is presented. The work, supported by the New Mexico State Transportation Authority, examines a family of smart sensor products that can be tailored to the specific needs of the user. The concept uses a strap-on sensor package, designed as a value-added component, integrated into existing industry systems and standards. Advances in sensor microelectronics and digital signal processing permit us to produce a class of smart sensors that interpret raw data and transmit inferred information. As applied to freight trains, the sensors` primary purpose is to minimize operating costs by decreasing losses due to theft, and by reducing the number, severity, and consequence of hazardous materials incidents. The system would be capable of numerous activities including: monitoring cargo integrity, controlling system braking and vehicle acceleration, recognizing component failure conditions, and logging sensor data. A cost-benefit analysis examines the loss of revenue resulting from theft, hazardous materials incidents, and accidents. Customer survey data are combined with the cost benefit analysis and used to guide the product requirements definition for a series of specific applications. A common electrical architecture is developed to support the product line and permit rapid product realization. Results of a concept validation, which used commercial hardware and was conducted on a revenue-generating train, are also reported.

    Starting in October 2008, Illinois Institute of Technology (IIT), in collaboration with over 20 participating members, led an extensive effort to develop, demonstrate, promote, and commercialize a microgrid system and offer supporting technologies that will achieve Perfect Power at the main campus of IIT. A Perfect Power system, as defined by the Galvin Electricity Initiative (GEI), is a system that cannot fail to meet the electric needs of the individual end-user. The Principle Investigator of this Perfect Power project was Dr. Mohammad Shahidehpour, Director of the Robert W. Galvin Center for Electricity Innovation at IIT. There were six overall objectives of the Perfect Power project: (1) Demonstrate the higher reliability introduced by the microgrid system at IIT; (2) Demonstrate the economics of microgrid operations; (3) Allow for a decrease of fifty percent (50%) of grid electricity load; (4) Create a permanent twenty percent (20%) decrease in peak load from 2007 level; (5) Defer planned substation through load reduction; (6) Offer a distribution system design that can be replicated in urban communities.

    Enhancing the performance of SciDAC applications on petascale systems had high priority within DOE SC at the start of the second phase of the SciDAC program, SciDAC-2, as it continues to do so today. Achieving expected levels of performance on high-end computing (HEC) systems is growing ever more challenging due to enormous scale, increasing architectural complexity, and increasing application complexity. To address these challenges, the University of Southern California?s Information Sciences Institute organized the Performance Engineering Research Institute (PERI). PERI implemented a unified, tripartite research plan encompassing: (1) performance modeling and prediction; (2) automatic performance tuning; and (3) performance engineering of high profile applications. Within PERI, USC?s primary research activity was automatic tuning (autotuning) of scientific software. This activity was spurred by the strong user preference for automatic tools and was based on previous successful activities such as ATLAS, which automatically tuned components of the LAPACK linear algebra library, and other recent work on autotuning domain-specific libraries. Our other major component was application engagement, to which we devoted approximately 30% of our effort to work directly with SciDAC-2 applications. This report is a summary of the overall results of the USC PERI effort.

    This case study describes a unique vocational program at Lancaster County Career Technology Center in Mount Joy, PA, where high school students are gaining hands-on construction experience in building high performance homes with help from Building America team, Home Innovation Research Labs. This collaboration resulted in the Green Home 3, the third in a series of high performance homes for Apprentice Green. As one of LCCTC’s key educational strategies for gaining practical experience, students are involved in building real houses that incorporate state-of-the-art energy efficiency and green technologies. With two homes already completed, the Green Home 3 achieved a 44% whole-house energy savings over the Building America New Construction B10 Benchmark, DOE Zero Energy Ready Home (formerly Challenge Home) certification, and National Green Building Standard Gold-level certification.

    The general objectives of this new project are the same as those described in the original proposal. Conventional kraft pulping technologies will be modified for significant improvements in pulp production, such as strength, bleachability, and yield by using green liquor, a naturally high, kraft mill-derived sulfidity source. Although split white liquor sulfidity and other high sulfidity procedures have the promise of addressing several of the latter important economic needs of pulp mills, they require considerable engineering/capital retrofits, redesigned production methods, and thus add to overall mill expenditures. Green liquor use, however, possesses the required high sulfidity to obtain in general the benefits attributable to higher sulfidity cooking, without the required capital constraints for implementation. Before introduction of green liquor in our industrial operations, a stronger understanding of its fundamental chemical interaction with the lignin and carbohydrates in US hardwood and softwoods must be obtained. In addition, its effect on bleachability, enhancement of pulp properties, and influence on the overall energy and recovery of the mill requires further exploration before the process witnesses widespread mill use in North America. Thus, proof of principle will be accomplished in this work and the consequent effect of green liquor and other high sulfide sources on the pulping and bleaching operations will be explored for US kraft mills. The first year of this project will generate the pertinent information to validate its ability for implementation in US pulping operations, whereas year two will continue this work while proceeding to analyze pulp bleachability and final pulp/paper properties and develop a general economic and feasibility analysis for its eventual implementation in North America.

    This paper will provide an overview of the GPG program and its objectives as well as a summary and status update of the 16 technologies selected for enhanced testing and evaluation in 2011. The federal government's General Services Administration's (GSA) Public Buildings Service (PBS) acquires space on behalf of the federal government through new construction and leasing, and acts as a caretaker for federal properties across the country. PBS owns or leases 9,624 assets and maintains an inventory of more than 370.2 million square feet of workspace, and as such has enormous potential for implementing energy efficient and renewable energy technologies to reduce energy and water use and associated emissions. The Green Proving Ground (GPG) program utilizes GSA's real estate portfolio to test and evaluate innovative and underutilized sustainable building technologies and practices. Findings are used to support the development of GSA performance specifications and inform decision making within GSA, other federal agencies, and the real estate industry. The program aims to drive innovation in environmental performance in federal buildings and help lead market transformation through deployment of new technologies. In 2011, the GPG program selected 16 technologies or practices for rigorous testing and evaluation. Evaluations are currently being performed in collaboration with the Department of Energy's National Laboratories, and a steady stream of results will be forthcoming throughout 2012. This paper will provide an overview of the GPG program and its objectives as well as a summary and status update of the 16 technologies selected for enhanced testing and evaluation in 2011. Lastly, it provides a general overview of the 2012 program.

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    The Green Power Market Model (GPMM or the model) identifies and analyzes the potential electric-generating capacity additions that will result from “green power” programs, which are not captured in the “least-cost” analyses performed by the National Energy Modeling System (NEMS) and the Market Allocation (MARKAL) model. The term "green power" is used to define power generated from renewable energy sources, such as wind, solar, geothermal, and various forms of biomass. The Green Power market is an increasingly important element of the national renewable energy contribution, with changes in the regulatory and legislative environment and the recent dramatic changes in natural gas prices slowly altering the size of this opportunity.

Testing for the Hazardous Air Pollutant (HAP) test block was conducted using the 4.0 MW Spray Dryer Absorber System (SDA) and Pulse Jet Fabric Filter (PJFF) - Carbon Injection System. Investigations also continued across the B&W/CHX Heat Exchanger unit, while the 1.0 MW Selective Catalytic Reduction (SCR) unit remained idle this month in a cold-standby mode as monthly inspections were conducted. Pilot Testing Highlights Testing efforts in June were focused on the HAP test block and the Trace Elements Removal (TER) test block. Both programs were conducted on the 4.0 MW wet FGD pilot unit and PJFF unit. The HAP test block was temporarily concluded in June to further review the test data. This program began in March as part of the DOE Advanced Power Systems Program; the mission of this program is to accelerate the commercialization of affordable, high-efficiency, low-emission, coal-fueled electric generating technologies. The 1996 HAP test block focuses on three research areas, including: Catalytic oxidation of vapor-phase elemental mercury; Enhanced particulate-phase HAPs removal by electrostatic charging of liquid droplets; and Enhanced mercury removal by addition of additives to FGD process liquor. The TER test block is part of EPRI`s overall program to develop control technology options for reduction of trace element emissions. This experimental program investigates mercury removal and mercury speciation under different operating conditions.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit this month involved the Trace Element Removal (TER) test block, and the simultaneous testing of the Lime Forced Oxidation process with DBA addition (LDG). Additionally, the second phase of the 1995 Carbon Injection test block began this month with the SDA/PJFF test configuration. At the end of the LDG testing this month, a one-week baseline test was conducted to generate approximately 200 lbs. of magnesium-lime FGD solids for analysis. On the 1.0 MW Post-FGD Selective Catalytic Reduction (SCR) unit, performance testing was continued this month as measurements were taken for NO{sub x} removal efficiency, residual ammonia slip, and S0{sub 3} generation across the catalysts installed in the reactor. As a result of new directions received from EPRI, this will be the last scheduled month of testing for the SCR unit in 1995. At the completion of this month, the unit will be isolated from the flue gas path and placed in a cold-standby mode for future test activities. This report describes the status of facilities and test facilities at the pilot and mini-pilot plants.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit continued with the Pilot High Velocity FGD (PHV) and the Trace Element Removal (TER) test blocks. In the High Velocity test block, SO{sub 2} removal and mist eliminator carryover rates were investigated while operating the absorber unit with various spray nozzle types and vertical mist eliminator sections. During the Trace Element Removal test block, the mercury measurements and control studies involving the EPA Method 29 continued with testing of several impinger capture solutions, and the use of activated carbon injection across the Pulse-Jet Fabric Filter (PJFF) unit. The 4.0 MW Spray Dryer Absorber System was utilized this month in the TER test configuration to inject and transfer activated carbon to the PJFF bags for downstream mercury capture. Work also began in December to prepare the 0.4 MW Mini-Pilot Absorber system for receipt of the B and W Condensing Heat Exchanger (CHX) unit to be used in the 1996 DOE/PRDA testing. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit remained in cold-standby this month.

    State energy research and technology transfer institutions (SERTTI) are state and regional organizations that have historically filled in gaps when a state need was not met. SERTTI build on research of the federal government and universities and focus on technologies with potential for timely commercialization. They have made valuable contributions to the energy balance, economic development, and environment of their states and the nation. SERTTI prospects are uncertain given their dependency on funding from oil-overcharges and utilities in an era of utility restructuring, oil-overcharge fund depletion, and general declines in energy research and development (R and D). SERTTI are likely to continue following restructuring, with funding from traditional sources or systems benefits charges, however, the R{ampersand}D mix and SERTTI activities will probably change. Unless provisions are made, utility investments in public-benefit R and D are likely to fall precipitously, reducing benefits and diminishing state-level R and D efforts because there will be less utility funding for SERTTI to leverage. Many R and D issues emerge that all states will need to address as they make restructuring decisions: What is public-benefit R and D, how can it be more effective, how much funding should be provided, who should administer funds, how should funds be allocated? Is a dedicated R and D fund needed? Is there a role for SERTTI to be involved in technology transfer? This paper looks at the current situation of state-level R and D in regard to restructuring and suggests answers to these questions.

    The discovery and understanding of new, improved materials to advance fuel cell technology are the objectives of the Cornell Fuel Cell Institute (CFCI) research program. CFCI was initially formed in 2003. This report highlights the accomplishments from 2006-2009. Many of the grand challenges in energy science and technology are based on the need for materials with greatly improved or even revolutionary properties and performance. This is certainly true for fuel cells, which have the promise of being highly efficient in the conversion of chemical energy to electrical energy. Fuel cells offer the possibility of efficiencies perhaps up to 90 % based on the free energy of reaction. Here, the challenges are clearly in the materials used to construct the heart of the fuel cell: the membrane electrode assembly (MEA). The MEA consists of two electrodes separated by an ionically conducting membrane. Each electrode is a nanocomposite of electronically conducting catalyst support, ionic conductor and open porosity, that together form three percolation networks that must connect to each catalyst nanoparticle; otherwise the catalyst is inactive. This report highlights the findings of the three years completing the CFCI funding, and incudes developments in materials for electrocatalyts, catalyst supports, materials with structured and functional porosity for electrodes, and novel electrolyte membranes. The report also discusses developments at understanding electrocatalytic mechanisms, especially on novel catalyst surfaces, plus in situ characterization techniques and contributions from theory. Much of the research of the CFCI continues within the Energy Materials Center at Cornell (emc2), a DOE funded, Office of Science Energy Frontier Research Center (EFRC).

    The Massachusetts Institute of Technology (MIT) reactor (MITR-II), based in Cambridge, Massachusetts, is a research reactor designed primarily for experiments using neutron beam and in-core irradiation facilities. It delivers a neutron flux comparable to current LWR power reactors in a compact 6 MW core using Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most research and test reactors both domestic and international have started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on a mixture of uranium and molybdenum (UMo) is expected to allow the conversion of compact high performance reactors like the MITR-II. This report presents the results of steady state neutronic safety analyses for conversion of MITR-II from the use of HEU fuel to the use of U-Mo LEU fuel. The objective of this work was to demonstrate that the safety analyses meet current requirements for an LEU core replacement of MITR-II.

  15. Ingestion of phosphorus-32 at Massachusetts Institute of Technology, Cambridge, Massachusetts, identified on August 19, 1995

    On Monday, October 16, 1995, the Massachussetts Institue of Technology (MIT, the licensee) notified the US Nuclear Regulatory Commission (NRC) of an incident involving ingestion of phosphorus-32 by a researcher at the MIT Center for Cancer Research. The licensee informed the NRC that a researcher had reported the incident on August 19. The licensee initially estimated the intake as 500 microcuries (19 MBq) and the dose as 4000 millirem (40 mSv) to the individual. On October 12, the licensee informed the researcher that its final intake estimate was 579 microcuries (21 MBq), just under the 600 microcuries (22 MBq) which would represent an overexposure. On October 17, the NRC established an Incident Investigation Team to investigate the case. NRC also contracted with Lawrence Livermore National Laboratory and Oak Ridge Institute for Science and Education to do independent dose assessments of the urine sample data and the whole-body data. The Team concluded that the licensee`s final intake and dose estimates were in accordance with accepted scientific references and NRC guidance. However, recognizing the uncertainties involved in the use of models to simulate human characteristics, the Team determined the intake would be better characterized as likely falling within a range of 500 to 750 microcuries (19--28 NMq). An NRC medical consultant concluded that no symptoms or acute effects should be observed from an intake of this level.

    Supercritical fluid carbon dioxide (SF-CO2) is capable of extracting radionuclides including cesium, strontium, uranium, plutonium and lanthanides directly from liquid and solid samples with proper complexing agents. Of particular interest is the ability of SF-CO2 to dissolve uranium dioxide directly using a CO2-soluble tri-nbutylphosphate- nitric acid (TBP-HNO3) extractant to form a highly soluble UO2(NO3)2(TBP)2 complex that can be transported and separated from Cs, Sr, and other transition metals. This method can also dissolve plutonium dioxide in SF-CO2. The SF-CO2 extraction technology offers several advantages over conventional solvent-based methods including ability to extract radionuclides directly from solids, easy separation of solutes from CO2, and minimization of liquid waste generation. Potential applications of the SF-CO2 extraction technology for nuclear waste treatment and for reprocessing of spent nuclear fuels will be discussed. Information on current demonstrations of the SF-CO2 technology by nuclear companies and research organizations in different countries will be reviewed.

Specifically, Congress and the president should implement a $20 per ton, steadily increasing carbon excise fee that would discourage carbon dioxide emissions while shifting taxation onto pollution, financing energy efficiency (EE) and clean technology development, and providing opportunities to cut taxes or reduce the deficit. The net effect of these policies would be to curb harmful carbon emissions, improve the nation’s balance sheet, and stimulate job-creation and economic renewal.

    This report summarizes the profiling procedure that grantees used to carry out a formative evaluation of their summer institutes. It discusses programmatic issues identified through profiling as well as how well the profiling process worked for the grantees. The report contains recommendations on both programmatic issues and profiling for NSTC/DOE, NCISE (the technical assistance provider), and the grantees themselves. In early September NCISE held its second workshop for NSTC grantees. Data from the evaluation of this two-day event generated six recommendations for DOE and the technical assistance provider. This NCISE report summarizes the two-year process NCISE used in attempting to help the grantees establish some indicators of success. A number of indicators were identified the first year with others added the second year. Additionally, a compilation of the various measures for the indicators of success developed collaboratively by NCISE and grantees is included. Although these indicators are not mandatory, they do provide guides for grantees in assessing the impact of the institutes. Embedded in the report are several recommendations for NSTC/DOE and the technical assistance provider.

    Russian scientists and engineers have drilled the deepest holes in the world. It is recognized that this experience has given them an expertise in drilling superdeep holes, as well as other aspects of drilling, completions, and geophysics. More and more US oil and gas companies are vigorously expanding their exploration and development into Russia. It is important for them to identify and use Russian technology in drilling, completion, logging, and reservoir characterization to the extent possible, in order to both reduce drilling costs and help support the Russian economy. While these US companies are interested in becoming involved in and/or sponsoring research in Russia, they have been unsure as to which scientists and institutes are working on problems of interest. It was also important to determine in which areas Russian technology is farther advanced than in the West. Such technology could then be commercialized as part of the Industrial Partnering Program. In order to develop a clear understanding of these issues, two Sandia engineers with drilling and completions expertise and a geophysicist with expertise in reservoir analysis traveled to Russia to meet with Russian scientists and engineers to discuss their technologies and areas of interest. This report contains a summary of the information obtained during the visit.

    Purpose: To review the type and frequency of patient events from external-beam radiotherapy over a time period sufficiently long to encompass significant technology changes. Methods and Materials: Ten years of quality assurance records from January 2001 through December 2010 were retrospectively reviewed to determine the frequency of events affecting patient treatment from four radiation oncology process steps: simulation, treatment planning, data entry/transfer, and treatment delivery. Patient events were obtained from manual records and, from May 2007 onward, from an institution-wide database and reporting system. Events were classified according to process step of origination and segregated according to the most frequently observed event types. Events from the institution-wide database were evaluated to determine time trends. Results: The overall event rate was 0.93% per course of treatment, with a downward trend over time led by a decrease in treatment delivery events. The frequency of certain event types, particularly in planning and treatment delivery, changed significantly over the course of the study, reflecting technologic and process changes. Treatments involving some form of manual intervention carried an event risk four times higher than those relying heavily on computer-aided design and delivery. Conclusions: Although the overall event rate was low, areas for improvement were identified, including manual calculations and data entry, late-day treatments, and staff overreliance on computer systems. Reducing the incidence of pretreatment events is of particular importance because these were more likely to occur several times before detection and were associated with larger dosimetric impact. Further improvements in quality assurance systems and reporting are imperative, given the advent of electronic charting, increasing reliance on computer systems, and the potentially severe consequences that can arise from mistakes involving complex intensity

Pinonaldehyde and isomer-specific standards of ISOPN, ISOPOOH, and IEPOX were synthesized and contributed by campaign participants, which enabled explicit exploration into the oxidation mechanisms and instrument responses for these important atmospheric compounds. The present overview describes the goals, experimental design, instrumental techniques, and preliminary observations from the campaign.     The Massachusetts Institute of Technology Reactor (MITR-II) is a research reactor in Cambridge, Massachusetts designed primarily for experiments using neutron beam and in-core irradiation facilities. It delivers a neutron flux comparable to current LWR power reactors in a compact 6 MW core using Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most research and test reactors both domestic and international have started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on an alloy of uranium and molybdenum (UMo) is expected to allow the conversion of U.S. domestic high performance reactors like the MITR-II reactor. Towards this goal, comparisons of MCNP5 Monte Carlo neutronic modeling results for HEU and LEU cores have been performed. Validation of the model has been based upon comparison to HEU experimental benchmark data for the MITR-II. The objective of this work was to demonstrate a model which could represent the experimental HEU data, and therefore could provide a basis to demonstrate LEU core performance. This report presents an overview of MITR-II model geometry and material definitions which have been verified, and updated as required during the course of validation to represent the specifications of the MITR-II reactor. Results of calculations are presented for comparisons to historical HEU start-up data from 1975-1976, and to other experimental benchmark data available for the MITR-II Reactor through 2009. This report also presents results of steady state neutronic analysis of an all-fresh LEU fueled core. Where possible, HEU and LEU calculations were performed for conditions equivalent to HEU experiments, which serves as a starting point for safety analyses for conversion of MITR-II from the use of HEU

    The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy’s (DOE’s) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. This production environment includes multiple national and international climate projects (such as the Community Earth System Model and the Coupled Model Intercomparison Project), ocean model data (such as the Parallel Ocean Program), observation data (Atmospheric Radiation Measurement Best Estimate, Carbon Dioxide Information and Analysis Center, Atmospheric Infrared Sounder, etc.), and analysis and visualization tools, all serving a diverse user community. These data holdings and services are distributed across multiple ESG-CET sites (such as ANL, LANL, LBNL/NERSC, LLNL/PCMDI, NCAR, and ORNL) and at unfunded partner sites, such as the Australian National University National Computational Infrastructure, the British Atmospheric Data Centre, the National Oceanic and Atmospheric Administration Geophysical Fluid Dynamics Laboratory, the Max Planck Institute for Meteorology, the German Climate Computing

    In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

We review the context of commercial building design and construction in China, and look at a specific project as an example of a high performance, sustainable design, the Shenzhen Institute of Building Research (IBR). The IBR building incorporates over 40 sustainable technologies and strategies, including daylighting, natural ventilation, gray-water recycling, solar-energy generation, and highly efficient Heating Ventilation and Air Conditioning (HVAC) systems. We present measured data on the performance of the building, including detailed analysis by energy end use, water use, and occupant comfort and satisfaction. Total building energy consumption in 2011 was 1151 MWh, with an Energy Use Intensity (EUI) of 63 kWh/m2 (20 kBtu/ft2), which is 61% of the mean EUI value of 103 kWh/m2 (33 kBtu/ft2) for similar buildings in the region. We also comment on the unique design process, which incorporated passive strategies throughout the building, and has led to high occupant satisfaction with the natural ventilation, daylighting, and green patio work areas. Lastly we present thoughts on how the design philosophy of the IBR building can be a guide for low-energy design in different climate regions throughout China and elsewhere.

    The purpose of the Year 14 UCETF project was to design and construct a residential structure that could serve as a demonstration facility, training site, and testing and monitoring laboratory for issues related to the implementation of sustainable building practices and materials. The Model Home Project builds on the previous and existing efforts, partially funded by the UCETF, of the City of Austin Green Builder Program to incorporate sustainable building practices into mainstream building activities. The Green Builder Program uses the term {open_quotes}green{close_quotes} as a synonym for sustainability. In the research and analysis that was completed for our earlier reports in Years 12 and 13, we characterized specific elements that we associate with sustainability and, thus, green building. In general, we refer to a modified life cycle assessment to ascertain if {open_quotes}green{close_quotes} building options reflect similar positive cyclical patterns found in nature (i.e. recyclability, recycled content, renewable resources, etc.). We additionally consider economic, human health and synergistic ecological impacts associated with our building choices and characterize the best choices as {open_quotes}green.{close_quotes} Our ultimate goal is to identify and use those {open_quotes}green{close_quotes} materials and processes that provide well for us now and do not compromise similar benefits for future generations. The original partnership developed for this project shifted during the year from a project stressing advanced (many prototypical) {open_quotes}green{close_quotes} building materials and techniques in a research and demonstration context, to off-the-shelf but underutilized {open_quotes}green{close_quotes} materials in the practical social context of using {open_quotes}green{close_quotes} technologies for low income housing. That project, discussed in this report, is called the Green Habitat Learning Project.

    The scheme couples distillation and ion exchange and solid liquid chromatography in an attempt to prepare narrow-boiling, chemically unique fractions, which can be analyzed further or can supply data for process development. For evaluation of the separation approach, a Cerro Negro crude from the Venezuelan Orinoco basin has been studied in a cooperative program between the United States Department of Energy and the Institute de Tecnologico del Venezolana Petroleo. These fractions may be analyzed by ir, uv, fluorescence, and nuclear magnetic resonance spectroscopy, as well as various mass spectroscopy methods. The approach appears to be promising. 5 figures, 6 tables.

    The Department of Energy`s (DOE) Office of Building Technologies (OBT) has traditionally played a major role in the development of {open_quotes}green buildings{close_quotes} technologies. OBT`s mission is to reduce the amount of fossil-based energy consumed by new and existing buildings, and improved energy efficiency is a critical factor in the green movement. A number of OBT`s programs also address other, non-energy facets of green technology, including the development of CFC-free insulation and appliances, indoor air quality research, and the development of standards for water-consuming appliances. This paper describes OBT`s strategy for enhancing the energy efficiency of the buildings sector, and outlines new directions in the area of green buildings technology resulting from recent Congressional legislation and administration initiatives.

    The cooperative research program is explained in Part I. An evaluation is presented of the resolution attained in the separation of a 425 to 550/sup 0/C petroleum distillate fraction according to compound classes using 2 chromatographic methods. Samples were separated by high performance liquid chromatography using 2 columns in series containing 2,4-dinitroanalinopropyl silica and silica, respectively. Initial elution was attained using 1% methylene chloride in pentane followed by a linear gradient up to 30% methylene chloride. In the 2nd method, developed in the American Petroleum Institute's Research Project 60, fractions designated as saturates, monoaromatics, diaromatics, and polyaromatics were collected froma dual silica/alumina column using step gradient elution with pentane, 5% benzene in pentane, 15% benzene in pentane, and 20% ethyl ether, 20% benzene, 60% methanol, followed by pure methanol. The results wil be used to evaluate the quality of the separation in terms of the success in producing fractions containing similar compound classes. 1 figure, 4 tables.

    LECR4 (Lanzhou electron cyclotron resonance ion source No. 4) has been successfully constructed at IMP and has also been connected with the Low Energy Beam Transport (LEBT) and Radio Frequency Quadrupole (RFQ) systems. These source magnet coils are cooled through evaporative cooling technology, which is the first attempt with an ECR ion source in the world. The maximum mirror field is 2.5 T (with iron plug) and the effective plasma chamber volume is 1.2 l. It was designed to be operated at 18 GHz and aimed to produce intense multiple charge state heavy ion beams for the linear injector project SSC-Linac at IMP. In February 2014, the first analyzed beam at 18 GHz was extracted. During about three months’ commissioning, some outstanding results have been achieved, such as 1.97 emA of O{sup 6+}, 1.7 emA of Ar{sup 8+}, 1.07 emA of Ar{sup 9+}, and 118 euA of Bi{sup 28+}. The source has also successfully delivered O{sup 5+} and Ar{sup 8+} ion beams for RFQ commissioning in April 2014. This paper will give a brief overview of the design of LECR4. Then, the latest results of this source at 18 GHz will be presented.

    Purpose: The purpose of the project was to retrofit the front end (pulp house) of a commercial kraft pulping mill to accommodate a mill green liquor (GL) impregna-tion/soak/exposure and accrue downstream physical and chemical benefits while prin-cipally reducing the energy footprint of the mill. A major player in the mill contrib-uting to excessive energy costs is the lime kiln. The project was intended to offload the energy (oil or natural gas) demands of the kiln by by-passing the causticization/slaking site in the recovery area and directly using green liquor as a pulping medium for wood. Scope: The project was run in two distinct, yet mutually compatible, phases: Phase 1 was the pre-commercial or laboratory phase in which NC State University and the Insti-tute of Paper Science and Technology (at the Georgia Institute of Technology) ran the pulping and associated experiments, while Phase 2 was the mill scale trial. The first tri-al was run at the now defunct Evergreen Pulp Mill in Samoa, CA and lead to a partial retrofit of the mill that was not completed because it went bankrupt and the work was no longer the low-hanging fruit on the tree for the new management. The second trial was run at the MeadWestvaco Pulp Mill in Evedale, TX which for all intents and pur-poses was a success. They were able to fully retrofit the mill, ran the trial, studied the pulp properties, and gave us conclusions.

    Prominent barriers facing the U.S. green building industry include the fact that government bodies that supervise health, fire safety, land, and other public operations are slow to revise codes to accommodate green building (regulatory barrier). In China, the lack of a green building professional accreditation process similar to the Leadership in Energy and Environmental Design (LEED) AP process limits the green building workforce capacity development (informational barrier). The main policies highlighted in this report to tackle these barriers are 1) comprehensive codes and labeling plan (informational, institutional), 2) government-led targets and demonstrations (risk), 3) education and awareness programs (informational), 4) fiscal policy that supports green building investment (financial), and 5) integrated design promotion (institutional, financial).

    The invention provides a class of copolymers having useful properties, including brush block copolymers, wedge-type block copolymers and hybrid wedge and polymer block copolymers. In an embodiment, for example, block copolymers of the invention incorporate chemically different blocks comprising polymer size chain groups and/or wedge groups that significantly inhibit chain entanglement, thereby enhancing molecular self-assembly processes for generating a range of supramolecular structures, such as periodic nanostructures and microstructures. The present invention also provides useful methods of making and using copolymers, including block copolymers.

    An emission band at 2.4 eV, called the green band, is observed in most ZnO samples, no matter what growth technique is used. Sometimes this band includes fine structure, which consists mainly of doublets, repeated with a longitudinal-optical-phonon-energy spacing (72 meV). We have developed a vibronic model for the green band, based on transitions from two separate shallow donors to a deep acceptor. The donors, at energies 30 and 60 meV from the conduction-band edge, respectively, are also found from Hall-effect measurements. {copyright} 2001 American Institute of Physics.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where

    For many years, there have been questions about the effectiveness of applying different green solutions. If you're building a home and wish to use green technologies, where do you start? While all technologies sound promising, which will perform the best over time? All this has to be considered within the cost and schedule of the project. The amount of information available on the topic can be overwhelming. We seek to examine if Systems Engineering methods can be used to help people choose and prioritize technologies that fit within their project and budget. Several methods are used to gain perspective into how to select the green technologies, such as the Analytic Hierarchy Process (AHP) and Kepner-Tregoe. In our study, subjects applied these methods to analyze cost, schedule, and trade-offs. Results will document whether the experimental approach is applicable to defining system priorities for green technologies.

    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    This report describes a geothermal technology transfer program, performed by Oregon Institute of Technology's Geo-Heat Center, used to aid in the development of geothermal energy for direct heat applications. It provides a summary of 88 technical assistance projects performed in 10 states for space heating, district heating, green-houses, aquaculture, industrial processing, small scale binary electric power generation and heat pump applications. It describes an inventory compiled for over 100 direct heat projects that contains information on project site, resource and engineering data. An overview of information services is provided to users of the program which includes; advisory, referrals, literature distribution, geothermal technology library, quarterly Bulletin, training programs, presentations and tours, and reporting of activities for the USDOE Geothermal Progress Monitor.

    decreasing the amount of unconditioned air that enters the office building. The HVAC system has an Energy Efficiency Rating 29% greater than required. No CFC based refrigerants were used in the HVAC system, thus reducing the emission of compounds that contribute to ozone depletion and global warming. In addition, interior light fixtures employ the latest energy-efficient lamp and ballast technology. Interior lighting throughout the building is operated by sensors that will automatically turn off lights inside a room when the room is unoccupied. The electrical traction elevators use less energy than typical elevators, and they are made of 95% recycled material. Further, locally manufactured products were used throughout, minimizing the amount of energy required to construct this building. The primary objective was to construct a 30,000 square foot medical office building on the Jackson Park Hospital campus that would comply with newly adopted City of Chicago green building codes focusing on protecting the environment and conserving energy and resources. The energy saving systems demonstrate a state of the-art whole-building approach to energy efficient design and construction. The energy efficiency and green aspects of the building contribute to the community by emphasizing the environmental and economic benefits of conserving resources. The building highlights the integration of Chicago's new green building codes into a poor, inner city neighborhood project and it is designed to attract medical providers and physicians to a medically underserved area.
