    Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

  15. Voluntary Green Power Market Forecast through 2015

    Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

    Voluntary consumer decisions to purchase electricity supplied from renewable energy sources represent a powerful market support mechanism for renewable energy development. Beginning in the early 1990s, a small number of U.S. utilities began offering''green power'' options to their customers. Since then, these products have become more prevalent both from utilities and in states that have introduced competition into their retail electricity markets. Today, nearly 50% of all U.S. consumers have an option to purchase some type of green power product from a retail electricity provider. Currently, more than 350 investor-owned utilities, rural electric cooperatives, and other publicly owned utilities in 33 states offer green power programs. This report provides an overview of green power marketing activity in the United States. It describes green power product offerings, consumer response, and recent industry trends.     NREL's annual report on green power markets summarizes status and trends in the voluntary demand for renewable energy. U.S. green power markets have become more complex over time as state-level policies have enabled more avenues for green power purchases. In recent years, community solar, community choice aggregation (CCA), and voluntary power purchase agreements (PPAs) have significantly increased the number of U.S. voluntary green power customers. The community solar model has grown rapidly with 90 projects in 25 states by 2015. Renewable energy sales in CCAs declined slightly in 2014 in response to less favorable economic conditions in Illinois. At the same time, several California CCAs continued to grow, and many more communities are planning to pursue green power through aggregation. Voluntary green power purchasing through bi-lateral PPAs took off in 2014 due to several large-scale agreements signed by information and communication technology firms. Traditional green power options, such as utility green pricing programs and voluntary RECs markets, also grew in 2014. Current trends suggest strong continued growth in U.S. voluntary green power markets.

    Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

    This paper examines the potential effects that emerging mandatory carbon markets have for voluntary markets for renewable energy, or green power markets. In an era of carbon regulation, green power markets will continue to play an important role because many consumers may be interested in supporting renewable energy development beyond what is supported through mandates or other types of policy support. The paper examines the extent to which GHG benefits motivate consumers to make voluntary renewable energy purchases and summarizes key issues emerging as a result of these overlapping markets, such as the implications of carbon regulation for renewable energy marketing claims, the demand for and price of renewable energy certificates (RECs), and the use of RECs in multiple markets (disaggregation of attributes). It describes carbon regulation programs under development in the Northeast and California, and how these might affect renewable energy markets in these regions, as well as the potential interaction between voluntary renewable energy markets and voluntary carbon markets, such as the Chicago Climate Exchange (CCX). It also briefly summarizes the experience in the European Union, where carbon is already regulated. Finally, the paper presents policy options for policymakers and regulators to consider in designing carbon policies to enable carbon markets and voluntary renewable energy markets to work together.

    In practice, it is difficult to determine the optimal amount to spend on marketing and administering a green pricing program. Budgets for marketing and administration of green pricing programs are a function of several factors: the region of the country; the size of the utility service area; the customer base and media markets encompassed within that service area; the point or stage in the lifespan of the program; and certainly, not least, the utility's commitment to and goals for the program. All of these factors vary significantly among programs. This report presents data on programs that have funded both marketing and program administration. The National Renewable Energy Laboratory (NREL) gathers the data annually from utility green pricing program managers. Programs reporting data to NREL spent a median of 18.8% of program revenues on marketing their programs in 2008 and 16.6% in 2007. The smallest utilities (those with less than 25,000 in their eligible customer base) spent 49% of revenues on marketing, significantly more than the overall median. This report addresses the role of renewable energy credit (REC) marketers and start-up costs--and the role of marketing, generally, in achieving program objectives, including expansion of renewable energy.

Administered by the New York State Energy Research and Development Authority (NYSERDA), GJGNY programs provide New Yorkers with access to free or low-cost energy assessments,1 energy upgrade services,2 low-cost financing, and training for various 'green-collar' careers. Launched in November 2010, GJGNY's residential initiative is notable for its use of novel underwriting criteria to expand access to energy efficiency financing for households seeking to participate in New York's Home Performance with Energy Star (HPwES) program.3 The GJGNY financing program is a valuable test of whether alternatives to credit scores can be used to responsibly expand credit opportunities for households that do not qualify for traditional lending products and, in doing so, enable more households to make energy efficiency upgrades.

    The findings of a working group formed to review the status of efforts by utilities and utility regulators to increase the availability and reliability of generating units are presented. Representatives from nine state regulatory agencies, NRRI, and DOE, participated on the Working Group. The Federal government has been working cooperatively with utilities, utility organizations, and with regulators to encourage and facilitate improvements in power plant productivity. Cooperative projects undertaken with regulatory and energy commissions in California, Illinois, New York, Ohio, Texas, North Carolina and Mighigan are described. Following initiation of these cooperative projects, DOE funded a survey to determine which states were explicitly addressing power plant productivity through the regulatory process. The Working Group was formed following completion of this survey. The Working Group emphasized the need for those power plant productivity improvements which are cost effective. The cost effectiveness of proposed availability improvement projects should be determined within the context of opportunities for operating and capital improvements available to an entire utility. The Working Group also identified the need for: allowing for plant designs that have a higher construction cost, but are also more reliable; allowing for recovery and reducing recovery lags for productivity-related capital expenditures; identifying and reducing disincentives in the regulatory process; ascertaining that utilities have sufficient money available to undertake timely maintenance; and support of EPRI and NERC to develop a relevant and accurate national data base. The DOE views these as extremely important aspects of any regulatory program to improve power plant productivity.

    In the late 1970s, national and international attention began to focus on energy issues. Efforts were initiated to design and test analytical tools that could be used to assist energy planners in evaluating energy systems, particularly in developing countries. In 1984, the United States Department of Energy (DOE) commissioned Argonne National Laboratory`s Decision and Information Sciences Division (DIS) to incorporate a set of analytical tools into a personal computer-based package for distribution in developing countries. The package developed by DIS staff, the ENergy and Power Evaluation Program (ENPEP), covers the range of issues that energy planners must face: economic development, energy demand projections, supply-and-demand balancing, energy system expansion, and environmental impact analysis. Following the original DOE-supported development effort, the International Atomic Energy Agency (IAEA), with the assistance from the US Department of State (DOS) and the US Department of Energy (DOE), provided ENPEP training, distribution, and technical support to many countries. ENPEP is now in use in over 60 countries and is an international standard for energy planning tools. More than 500 energy experts have been trained in the use of the entire ENPEP package or some of its modules during the international training courses organized by the IAEA in collaboration with Argonne`s Decision and Information Sciences (DIS) Division and the Division of Educational Programs (DEP). This report contains the ENPEP program which can be download from the internet. Described in this report is the description of ENPEP Program, news, forums, online support and contacts.

    The reintroduction of nuclear power in the Philippines is favored by several factors such as: the inclusion of nuclear energy in the energy sector of the science and technology agenda for national development (STAND); the Large gap between electricity demand and available local supply for the medium-term power development plan; the relatively lower health risks in nuclear power fuel cycle systems compared to the already acceptable power systems; the lower environmental impacts of nuclear power systems compared to fossil fuelled systems and the availability of a regulatory framework and trained personnel who could form a core for implementing a nuclear power program. The electricity supply gap of 9600 MW for the period 1993-2005 could be partly supplied by nuclear power. The findings of a recent study are described, as well as the issues that have to be addressed in the reintroduction of nuclear power.

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. This report examines important elements of green-pricing programs, including the different types of programs offered, the premiums charged, customer response, and additional factors that experience indicates are key to the development of successful programs. The best-performing programs tend to share a number of common attributes related to product design, value creation, product pricing, and program implementation. The report ends with a list of ''best practices'' for utilities to follow when developing and implementing programs.

This report surveys utilities, competitive suppliers, renewable energy certificate (REC) marketers, and, for the first time, the community choice aggregation market. This report finds that the voluntary market totaled 62 million megawatt-hours in 2013. Approximately 5.4 million customers are purchasing green power. This report presents data and analysis on voluntary market sales and customer participation, products and premiums, green pricing marketing, and administrative expenses. The report also details trends in REC tracking systems, REC pricing in voluntary and compliance markets, community and crowd-funded solar, and interest in renewable energy by the information and communication technologies sector.

    Competition in the electric generation market will increase, owing to unbundling and repackaging of electric energy services. One technology that will enable electric companies to expand their role in the energy services marketplace is the molten carbonate fuel cell (MCFC). Distributed power plants using MCFCs can fill the demand for localized, efficient, and environmentally friendly energy supplies at the lowest possible cost. This type of equipment will allow electric companies to supply the majority of a customer`s electric and thermal energy needs from small power plants located at the customer`s facilities. M-C Power`s mission is the development and commercialization of MCFC stacks. Advanced separator plates were designed, and cost of non-repeat hardware was reduced. In the technology development phase of the commercialization program, a 250 KW MCFC demonstration plant at the Naval Air Station Miramar in Sand Diego is the culminating event in the product development test project. Product requirements, economic analysis, and market entry are discussed. This is the 2nd year of a 5-year program.

A Nd:glass laser produces a near-infrared output by means of an oscillator that generates a high quality but low power output and then multi-pass through and amplification in a zig-zag slab amplifier and wavefront correction in a phase conjugator at the midway point of the multi-pass amplification. The green or UV output is generated by means of conversion crystals that follow final propagation through the zig-zag slab amplifier.

    Effective procurement policies can help governments save considerable amounts of money while also reducing energy consumption. Additionally, private sector companies which purchase large numbers of energy-consuming devices can benefit from procurement policies that minimize life-cycle energy costs. Both public and private procurement programs offer opportunities to generate market-transforming demand for energy efficient appliances and lighting fixtures. In recent years, several governments have implemented policies to procure energy efficient products and services. When deploying these policies, efforts have focused on developing resources for implementation (guidelines, energy efficiency specifications for tenders, life cycle costing tools, training, etc.) rather than defining monitoring systems to track progress against the set objectives. Implementation resources are necessary to make effective policies; however, developing Monitoring and Evaluation (M and E) mechanisms are critical to ensure that the policies are effective. The purpose of this article is to provide policy makers and procurement officials with a preliminary map of existing approaches and key components to monitor Energy Efficient Procurement (EEP) programs in order to contribute to the improvement of their own systems. Case studies are used throughout the paper to illustrate promising approaches to improve the M and E of EEP programs, from the definition of the system or data collection to complementary instruments to improve both the monitoring response and program results.

    A single nuclear detonation several hundred kilometers above the central United States will subject much of the nation to a high-altitude electromagnetic pulse (BENT). This pulse consists of an intense steep-front, short-duration transient electromagnetic field, followed by a geomagnetic disturbance with tens of seconds duration. This latter environment is referred to as the magnetohydrodynamic electromagnetic pulse (NMENT). Both the early-time transient and the geomagnetic disturbance could impact the operation of the nation`s power systems. Since 1983, the US Department of Energy has been actively pursuing a research program to assess the potential impacts of one or more BENT events on the nation`s electric energy supply. This report summarizes the results of that program and provides recommendations for enhancing power system reliability under HENT conditions. A nominal HENP environment suitable for assessing geographically large systems was developed during the program and is briefly described in this report. This environment was used to provide a realistic indication of BEMP impacts on electric power systems. It was found that a single high-altitude burst, which could significantly disturb the geomagnetic field, may cause the interconnected power network to break up into utility islands with massive power failures in some areas. However, permanent damage would be isolated, and restoration should be possible within a few hours. Multiple bursts would likely increase the blackout areas, component failures, and restoration time. However, a long-term blackout of many months is unlikely because major power system components, such as transformers, are not likely to be damaged by the nominal HEND environment. Moreover, power system reliability, under both HENT and normal operating conditions, can be enhanced by simple, and often low cost, modifications to current utility practices.

GIC material includes waste and material for recycle generated in radiological controlled areas (RCAs) that have been actively segregated as ''clean'' (i.e., nonradioactive) through the use of waste generator acceptable knowledge (AK). Properly segregated GIC material has a high probability of being free of radioactive contamination.     The Biomass Power Program and industry are developing technologies to expand the use of biomass that include methods of feedstock production and the equipment to convert feedstocks into electric power or process heat. With the help of advanced biomass power technologies and new feedstock supply systems, as much as 50,000 megawatts (MW) of biomass power capacity will be in place by the year 2010. The Biomass Power Program supports the development of three technologies--gasification, pyrolysis, and direct combustion--from the laboratory bench scale to the prototype commercial scale. Gasification equipment produces biogas that is burned in high-efficiency turbine-generators developed for the electric power industry. Pyrolysis processes produce oils from renewable biomass that burn like petroleum to generate electricity. In direct combustion technology, power plants today burn bulk biomass directly to generate electricity. Improving the direct combustion technology of these plants increases efficiency and reduces emissions. In addition to developing these three technologies, the Biomass Power Program supports joint ventures to plan and construct facilities that demonstrate the benefits of biomass power. The Program is supporting joint ventures to conduct 10 case studies of dedicated feedstock supply systems.

    Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

Specifically: • Certifying at the Silver Performance Level for the ICC 700 standard using either the Prescriptive or Performance Paths will result in a residential building that is more efficient than if the building only complied with the 2009 IECC. • Certifying at the Silver level under LEED for Homes standard, including mandatory compliance with ENERGY STAR 2006 and earning two additional energy points will result in a residential building that is more efficient than if the building only complied with the 2009 IECC.

Known as "FreedomCAR" (derived from "Freedom" and "Cooperative Automotive Research"), it represents DOE's commitment to developing public/private partnerships to fund high-risk, high-payoff research into advanced automotive technologies. Efficient fuel cell technology, which uses hydrogen to power automobiles without air pollution, is a very promising pathway to achieving the ultimate vision. The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001.

    The U.S. Department of Energy (DOE) is sponsoring two major programs to develop high efficiency, natural gas fueled power generation technologies. These programs are the Advanced Turbine Systems (ATS) Program and the Fuel Cell Program. While natural gas is gaining acceptance in the electric power sector, the improved technology from these programs will make gas an even more attractive fuel, particularly in urban areas where environmental concerns are greatest. Under the auspices of DOE`s Office of Fossil Energy (DOE/FE) and Office of Energy Efficiency and Renewable Energy (DOE/EE), the 8-year ATS Program is developing and will demonstrate advanced gas turbine power systems for both large central power systems and smaller industrial-scale systems. The large-scale systems will have efficiencies significantly greater than 60 percent, while the industrial-scale systems will have efficiencies with at least an equivalent 15 percent increase over the best 1992-vintage technology. The goal is to have the system ready for commercial offering by the year 2000.

In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."

    Seven large power supplies (LGPS) with output ratings from 72kW to 270kW power PEP-II quad magnets in the electron-positron collider region. These supplies have posed serious maintenance and reliability problems since they were installed in 1997, resulting in loss of accelerator availability. A redesign/rebuild program was undertaken by the SLAC Power Conversion Department. During the 2004 summer shutdown all the control circuits in these supplies were redesigned and replaced. A new PWM control board, programmable logic controller, and touch panel have been installed to improve LGPS reliability, and to make troubleshooting easier. In this paper we present the details of this rebuilding program and results.

    An overview is presented of the NASA Lewis Research Center Free-Piston Stirling Space Power Converter Technology Program. This work is being conducted under NASA`s Civil Space Technology Initiative. The goal of the CSTI High Capacity Power Element is to develop the technology base needed to meet the long duration, high capacity power requirements for future NASA space initiatives. Efforts are focused upon increasing system power output and system thermal and electric energy conversion efficiency at least fivefold over current SP-100 technology, and on achieving systems that are compatible with space nuclear reactors. This paper will discuss Stirling experience in Space Power Converters. Fabrication is nearly completed for the 1050 K Component Test Power Converter (CTPC); results of motoring tests of the cold end (525 K), are presented. The success of these and future designs is dependent upon supporting research and technology efforts including heat pipes, bearings, superalloy joining technologies, high efficiency alternators, life and reliability testing and predictive methodologies. This paper provides an update of progress in some of these technologies leading off with a discussion of free-piston Stirling experience in space.

    This is a final technical report for a long term project to develop improved designs and design tools for the microwave hardware and components associated with the DOE Plasma Fusion Program. We have developed basic theory, software, fabrication techniques, and low-power measurement techniques for the design of microwave hardware associated gyrotrons, microwave mode converters and high-power microwave transmission lines. Specifically, in this report we discuss our work on designing quasi-optical mode converters for single and multiple frequencies, a new method for the analysis of perturbed-wall waveguide mode converters, perturbed-wall launcher design for TE0n mode gyrotrons, quasi-optical traveling-wave resonator design for high-power testing of microwave components, and possible improvements to the HSX microwave transmission line.

    The Satellite Power System (SPS) program is a joint effort of the US Department of Energy (DOE) and the National Aeronautics and Space Administration (NASA). It is managed by the SPS Project Office within DOE's Office of Energy Research. SPS project organization is shown in Figure 1. The SPS Project Office was established in 1978 and is responsible for the planning, management and integration of SPS research in four areas: systems definition, environmental assessment, societal assessment, and comparative assessment. In fulfilling its responsibilities, the SPS Project Office directs research and assessment efforts to determine the feasibility of the SPS concept, funds organizations supporting the program, and disseminates information developed from project research and assessments. The objective of the SPS program is to develop an initial understanding of the technical feasibility, the economic practicality, and the social and environmental acceptability of the SPS concept. This is being accomplished through implementation of the Concept Development and Evaluation Program Plan which is scheduled for completion by the end of FY 1980. The SPS Project Office annually issues a Program Summary which describes the research undertaken during the preceding fiscal year. This Program Summary covers FY 1979. It includes work completed in FY 1977 and FY 1978 in order to give a comprehensive picture of the DOE involvement in the SPS concept development and evaluation process.

    Organic semiconductors are potential alternatives to polycrystalline silicon as the semiconductor used in the backplane of active matrix organic light emitting diode displays. Demonstrated here is a light-emitting transistor with an organic channel, operating with low power dissipation at low voltage, and high aperture ratio, in three colors: red, green and blue. The single-wall carbon nanotube network source electrode is responsible for the high level of performance demonstrated. A major benefit enabled by this architecture is the integration of the drive transistor, storage capacitor and light emitter into a single device. Performance comparable to commercialized polycrystalline-silicon TFT driven OLEDs is demonstrated.

We are, however, facing the same difficulties, as United States and other countries have, in strengthened regulatory requirements, public acceptance, radwaste disposal, and acquisition of new plant sites despite an active nuclear power program. But we will cope with these issues so that we can promote the nuclear power development and continue to supply a highly economical and clean energy to the world.     Measuring and controlling the power and energy consumption of high performance computing systems by various components in the software stack is an active research area [13, 3, 5, 10, 4, 21, 19, 16, 7, 17, 20, 18, 11, 1, 6, 14, 12]. Implementations in lower level software layers are beginning to emerge in some production systems, which is very welcome. To be most effective, a portable interface to measurement and control features would significantly facilitate participation by all levels of the software stack. We present a proposal for a standard power Application Programming Interface (API) that endeavors to cover the entire software space, from generic hardware interfaces to the input from the computer facility manager.

The success of these and future designs is dependent upon supporting research and technology efforts including heat pipes, gas bearings, superalloy joining technologies and high efficiency alternators.     NREL conducted eight model projects for Millennium Challenge Corporation's (MCC) Compact with Indonesia. Green Prosperity, the largest project of the Compact, seeks to address critical constraints to economic growth while supporting the Government of Indonesia's commitment to a more sustainable, less carbon-intensive future. This study evaluates electricity generation from the organic content of wastewater at a palm oil mill in Muaro Jambi, Sumatra. Palm mills use vast amounts of water in the production process resulting in problematic waste water called palm oil mill effluent (POME). The POME releases methane to the atmosphere in open ponds which could be covered to capture the methane to produce renewable electricity for rural villages. The study uses average Indonesia data to determine the economic viability of methane capture at a palm oil mill and also evaluates technology as well as social and environmental impacts of the project.

    During the term of the above mentioned agreement, the Los Angeles Department of Water and Power (LADWP), a municipal utility serving the citizens of Los Angeles, marked its tenth year of involvement in testing and promoting electric vehicles as part of Los Angeles` overall air quality improvement program, and as a means of improving the regions` economic competitiveness through the creation of new industries. LADWP maintained and operated twenty electric vehicles (EVs) during the test period. These vehicles consisted of six G-Vans, four Chrysler TEVans, five U.S. Electricar pickup trucks, and five U.S. Electricar Prizms. LADWP`s electric transportation program also included infrastructure, public transit development, public and awareness, and legislative and regulatory activities.

    Wind and solar are inherently more variable and uncertain than the traditional dispatchable thermal and hydro generators that have historically provided a majority of grid-supplied electricity. The unique characteristics of variable renewable energy (VRE) resources have resulted in many misperceptions regarding their contribution to a low-cost and reliable power grid. Common areas of concern include: 1) The potential need for increased operating reserves, 2) The impact of variability and uncertainty on operating costs and pollutant emissions of thermal plants, and 3) The technical limits of VRE penetration rates to maintain grid stability and reliability. This fact sheet corrects misperceptions in these areas.

    ZnSe-based electron-beam pumped vertical-cavity surface-emitting lasers for the green (λ = 530 nm) and blue (λ = 462 nm) spectral region have been realized. Structures with and without epitaxial bottom distributed Bragg reflector have been fabricated and characterized. The samples consist of an active region containing 20 quantum wells with a cavity length varying between an optical thickness of 10 λ to 20 λ. The active material is ZnCdSSe in case of the green devices and ZnSe for the blue ones. Room temperature single mode lasing for structures with and without epitaxial bottom mirror with a maximum output power up to 5.9 W (green) and 3.3 W (blue) is achieved, respectively.
