    Global environmental change is rapidly altering the dynamics of terrestrial vegetation, with consequences for the functioning of the Earth system and provision of ecosystem services1, 2. Yet how global vegetation is responding to the changing environment is not well established. Here we use three long-term satellite leaf area index (LAI) records and ten global ecosystem models to investigate four key drivers of LAI trends during 1982 2009. We show a persistent and widespread increase of growing season integrated LAI (greening) over 25% to 50% of the global vegetated area, whereas less than 4% of the globe shows decreasing LAI (browning).more » Factorial simulations with multiple global ecosystem models suggest that CO2 fertilization effects explain 70% of the observed greening trend, followed by nitrogen deposition (9%), climate change (8%) and land cover change (LCC) (4%). CO2 fertilization effects explain most of the greening trends in the tropics, whereas climate change resulted in greening of the high latitudes and the Tibetan Plateau. LCC contributed most to the regional greening observed in southeast China and the eastern United States. In conclusion, the regional effects of unexplained factors suggest that the next generation of ecosystem models will need to explore the impacts of forest demography, differences in regional management intensities for cropland and pastures, and other emerging productivity constraints such as phosphorus availability.« less

Nuclear thermal rockets using steam propellant are evaluated and suggested. The space geological formation containing such water-rich NEO's is described. An architecture couples near-Earth object fuels (neo-fuel) extraction with use in Earth orbits. Preliminary mass payback analyses show that space tanker systems fueled from space can return in excess of 100 times their launched mass from the NEO, per trip. Preliminary cost estimates indicate neo-fuel costs at Earth orbit can be 3 orders of magnitude below today's cost. A suggested resource verification plan is presented.

    To increase the operating temperature of a reactor, the melting point and mechanical properties of the fuel must be increased. For an actinide-rich fuel, yttrium, lanthanum and/or rare earth elements can be added, as stabilizers, to uranium and plutonium and/or a mixture of other actinides to raise the melting point of the fuel and improve its mechanical properties. Since only about 1% of the actinide fuel may be yttrium, lanthanum, or a rare earth element, the neutron penalty is low, the reactor core size can be reduced, the fuel can be burned efficiently, reprocessing requirements are reduced, and the nuclear waste disposal volumes reduced. A further advantage occurs when yttrium, lanthanum, and/or other rare earth elements are exposed to radiation in a reactor, they produce only short half life radioisotopes, which reduce nuclear waste disposal problems through much shorter assured-isolation requirements.

    The general public has become increasingly aware of the pitfalls encountered with the continued reliance on fossil fuels in the industrialized world. In response, the scientific community is in the process of developing non-fossil fuel technologies that can supply adequate energy while also being environmentally friendly. In this project, we concentrate on green fuels which we define as those capable of being produced from renewable and sustainable resources in a way that is compatible with the current transportation fuel infrastructure. One route to green fuels that has received relatively little attention begins with algae as a feedstock. Algae are a diverse group of aquatic, photosynthetic organisms, generally categorized as either macroalgae (i.e. seaweed) or microalgae. Microalgae constitute a spectacularly diverse group of prokaryotic and eukaryotic unicellular organisms and account for approximately 50% of global organic carbon fixation. The PI's have subdivided the proposed research program into three main research areas, all of which are essential to the development of commercially viable algae fuels compatible with current energy infrastructure. In the fuel development focus, catalytic cracking reactions of algae oils is optimized. In the species development project, genetic engineering is used to create microalgae strains that are capable of high-level hydrocarbon production. For the modeling effort, the construction of multi-scaled models of algae production was prioritized, including integrating small-scale hydrodynamic models of algae production and reactor design and large-scale design optimization models.

    This report describes the nondestructive (NDA) work done at Los Alamos during 1979 and 1980 as part of the New Brunswick Laboratory-sponsored evaluation of NDA of the uranium content of fabricated fuel rods for high-temperature gas-cooled reactors (HTGR). The methods used (delayed neutron and passive gamma ray) are concisely described, and the results are summarized and compared in graphical and tabular form. The results indicate that, with the use of proper physical standards, accuracies within about 1 percent should be achievable by NDA procedures.

    The use of thorium in nuclear power programs has been evaluated on a recurring basis. A concern often raised is the lack of 'thorium infrastructure'; however, for at least a part of a potential thorium fuel cycle, this may less of a problem than previously thought. Thorium is frequently encountered in association with rare earth elements and, since the U.S. last systematically evaluated the large-scale use of thorium (the 1970's,) the use of rare earth elements has increased ten-fold to approximately 200,000 metric tons per year. Integration of thorium extraction with rare earth processing has been previously described and top-level estimates have been done on thorium resource availability; however, since ores and mining operations differ markedly, what is needed is process flowsheet analysis to determine whether a specific mining operation can feasibly produce thorium as a by-product. Also, the collocation of thorium with rare earths means that, even if a thorium product stream is not developed, its presence in mining waste streams needs to be addressed and there are previous instances where this has caused issues. This study analyzes several operational mines, estimates the mines' ability to produce a thorium by-product stream, and discusses some waste management implications of recovering thorium. (authors)

    A method for the separation of the rare-earth fission product poisons comprising providing a spent nuclear fuel. The spent nuclear fuel comprises UO.sub.2 and rare-earth oxides, preferably Sm, Gd, Nd, Eu oxides, with other elements depending on the fuel composition. Preferably, the provided nuclear fuel is a powder, preferably formed by crushing the nuclear fuel or using one or more oxidation-reduction cycles. A compound comprising Th or Zr, preferably metal, is provided. The provided nuclear fuel is mixed with the Th or Zr, thereby creating a mixture. The mixture is then heated to a temperature sufficient to reduce the UO.sub.2 in the nuclear fuel, preferably to at least to 850.degree. C. for Th and up to 600.degree. C. for Zr. Rare-earth metals are then extracted to form the heated mixture thereby producing a treated nuclear fuel. The treated nuclear fuel comprises the provided nuclear fuel having a significant reduction in rare-earths.

Gustav Berle's book is an alarming cornucopia of good ideas, helpful references, and summaries of today's preoccupying business concerns to reduce waste, save materials, and conserve energy. This quick-read is also interspersed with a lower-octane blend of popularist solutions to such global problems as world hunger, world peace, and the world's needs for resource reallocation. The ideas spread throughout this text may trigger some start-up thoughts, and the many helpful references may assist those eager to learn how to use the backhoe and pick axe. Unfortunately, the small players are probably a small part of the needed answer. The momentous claim of the book - the need to combine environmentally sound concepts with sharp business plans and competent management' - isn't bad nor negligent advice for the giants, either, that still roam the globe.

    Dry bag isostatic pressing is proposed for mass production of nuclear fuel pellets. Dry bag isostatically pressed rods of a fuel surrogate (95% CeO2-5% HfO2) 200 mm long by 8 mm diameter were cut into pellets using a wire saw. Four different binder and two different CeO2 powder sources were investigated. The strength of the isostatically pressed pellets for all binder systems measured by diametral compression was about 50% higher than pellets produced by uniaxial dry pressing at the same pressure. It was proposed that the less uniform density of uniaxially pressed pellets accounted for the lower strength. The strength of pellets containing CeO2 powder with significantly higher moisture content was five times higher than pellets containing CeO2 powder with a low moisture content. Capillary pressure of the moisture was thought to supply the added binding strength.

    The Advanced Fuel Cycle Initiative (AFCI) waste management strategy revolves around specific treatment of individual or groups of separated waste streams. A goal for the separations processes is to efficiently manage the waste to be dispositioned as high level radioactive waste. The Advanced Fuel Cycle Initiative (AFCI) baseline technology for immobilization of the lanthanide (Ln) and transition metal fission product (TM) wastes is vitrification into a borosilicate glass. A current interest is to evaluate the feasibility of vitrifying combined waste streams to most cost effectively immobilize the wastes resulting from aqueous fuel reprocessing. Studies showed that high waste loadings are achievable for the Ln only (Option 1) stream. Waste loadings in excess of 60 wt % (on a calcined oxide basis) were demonstrated via a lanthanide borosilicate (LaBS) glass. The resulting glasses had excellent relative durability as determined by the Product Consistency Test (PCT). For a combined Ln and TM waste stream glass (Option 2), noble metal solubility was found to limit waste loading. However, the measured PCT normalized elemental releases for this glass were at least an order of magnitude below that of Environmental Assessment (EA) glass. Current efforts to evaluate the feasibility of vitrifying combined Ln, TM, alkali (Cs is the primary radionuclide of concern) and alkaline earth (Sr is the primary radionuclide of concern) wastes (Option 3) have shown that these approaches are feasible. However, waste loading limitations with respect to heat load (Cs/Sr loading), molybdenum solubility and/or noble metal solubility will likely be realized and must be considered in determining the cost effectiveness of these approaches.

    A technology for accelerator-driven subcritical fission in a molten salt core (ADSMS) is being developed as a basis for the destruction of the transuranics in used nuclear fuel. The molten salt fuel is a eutectic mixture of NaCl and the chlorides of the transuranics and fission products. The core is driven by proton beams from a strong-focusing cyclotron stack. This approach uniquely provides an intrinsically safe means to drive a core fueled only with transuranics, thereby eliminating competing breeding terms.

    The Idaho National Laboratory (INL) is investigating U–Pu–Zr alloys with low concentrations of minor actinides (Np and Am) and rare-earth elements (La, Ce, Pr, and Nd) as possible nuclear fuels to be used to transmute minor actinides. Alloys with compositions 60U–20Pu– 3Am–2Np–15Zr, 42U–30Pu–5Am–3Np–20Zr, 59U–20Pu–3Am–2Np–1RE–15Zr, 58.5U–20Pu– 3Am–2Np–1.5RE–15Zr, 41U–30Pu–5Am–3Np–1RE–20Zr, and 40.5U–30Pu–5Am–3Np–1.5RE– 20Zr (where numbers represent weight percents of each element and RE is a rare-earth alloy consisting of 6% La, 16% Pr, 25% Ce, and 53% Nd by weight) were arc-melted and vacuum cast as fuel pins approximately 4 mmin diameter. The as-cast pins were sectioned, polished, and examined by scanning electron microscopy. Each alloy contains high-Zr inclusions surrounded by a high-actinide matrix. Alloys with rare-earth elements also contain inclusions that are high in these elements. Within the matrix, concentrations of U and Zr vary inversely, while concentrations of Np and Pu appear approximately constant. Am occurs in the matrix and with some high-rare-earth inclusions, and occasionally as high-Am inclusions in samples without rare-earth elements.

    The United States Department of Energy, seeks to develop and demonstrate the technologies needed to transmute the long-lived transuranic actinide isotopes contained in spent nuclear fuel into shorter lived fission products, thereby decreasing the volume of material requiring disposal and reducing the long-term radiotoxicity and heat load of high-level waste sent to a geologic repository. This transmutation of the long lived actinides plutonium, neptunium, americium and curium can be accomplished by first separating them from spent Light Water Reactor fuel using a pyro-metalurgical process, then reprocessing them into new fuel with fresh uranium additions, and then transmuted to short lived nuclides in a liquid metal cooled fast reactor. An important component of the technology is developing actinide-bearing fuel forms containing plutonium, neptunium, americium and curium isotopes that meet the stringent requirements of reactor fuels and materials.

    Renewable energy has become a viable solution for the United States (US) increasing demand for energy. Often referred to as Green Energy, renewable energy uses the earth`s natural resources to create energy. The wind, sun, water, and the earth`s molten core each offer an attainable form of energy. Hydroelectricity uses running water, wind power uses high speed winds, solar panels collect solar energy as heat, and geothermal energy uses the earth`s molten core to heat water. The Department of Energy classifies Renewable Energy into the following sections: Geothermal Energy, Fuel from Biomass, and Solar Electric. Solar Electric is further subdivided into Solar Thermal Electric, Photovoltaics (Solar Cells), Wind/Windmills, Ocean Thermal Electric and Hydropower/Hydroelectric Dams. Currently, renewable energy provides only 12% of the US electricity supply. Approximately 10% of this is supplied by hydroelectric sources, 1% of this is supplied by hydroelectric sources, 1% is supplied by biomass, and less than 1% is supplied by geothermal, wind and solar combined. Nationally, the generating capacity of renewable energy has increased slightly during the 1990`s. Renewable energy generation contributes to approximately 94 thousand Megawatts of electricity compared to approximately 682 thousand Megawatts of electricity generated from nonrenewables in the year 1996. The continued implementation and utilization of renewable energy in the US are dependent upon several variables. These variables include: the support from Federal and State governments, utility purchase requirements if utility deregulation is passed, and consumer education on the environmental benefits of renewable energy.

    In the project ''Earth Materials and Earth Dynamics'' we linked fundamental and exploratory, experimental, theoretical, and computational research programs to shed light on the current and past states of the dynamic Earth. Our objective was to combine different geological, geochemical, geophysical, and materials science analyses with numerical techniques to illuminate active processes in the Earth. These processes include fluid-rock interactions that form and modify the lithosphere, non-linear wave attenuations in rocks that drive plate tectonics and perturb the earth's surface, dynamic recrystallization of olivine that deforms the upper mantle, development of texture in high-pressure olivine polymorphs that create anisotropic velocity regions in the convecting upper mantle and transition zone, and the intense chemical reactions between the mantle and core. We measured physical properties such as texture and nonlinear elasticity, equation of states at simultaneous pressures and temperatures, magnetic spins and bonding, chemical permeability, and thermal-chemical feedback to better characterize earth materials. We artificially generated seismic waves, numerically modeled fluid flow and transport in rock systems and modified polycrystal plasticity theory to interpret measured physical properties and integrate them into our understanding of the Earth. This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL).

    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    A number of advantages are claimed for earth sheltered buildings; the earth provides both insulation and thermal storage and also serves to reduce infiltration and noise. This paper seeks to quantify the thermal advantages of both earth sheltering and perimeter insulation by comparing the simulated thermal performance of an earth sheltered house, a house with perimeter insulation and a house with neither. The fuel savings are then compared to the estimated construction costs to determine cost-effectiveness. The major saving from an earth sheltered building is obtained in colder climates where the effective elevation of the frost line due to the earth berms considerably reduces the cost of the foundation.

    Earth abundant copper(I) diimine complexes represent a renewable and economically feasible alternative to commonly used heavy metal containing chromophores. In the metal-to-ligand charge transfer (MLCT) excited state, copper(I) diimine complexes typically undergo a significant structural rearrangement, leading to molecules with large Stokes shifts and very short excited state lifetimes, thereby limiting their usefulness as sensitizers in bimolecular electron and triplet energy transfer reactions. Strategically placed bulky substituents on the coordinating phenanthroline ligands have proven useful in restricting the transiently produced excited state Jahn-Teller distortion, leading to longer-lived excited states. By combining bulky sec-butyl groups in the 2- and 9- positions with methyl groups in the 3-,4-, 7-, and 8- positions, a remarkably long-lived (2.8 ?s in DCM) copper(I) bis-phenanthroline complex, [Cu(dsbtmp)2]+, has been synthesized and characterized. Unlike other copper(I) diimine complexes, [Cu(dsbtmp)2]+ also retains a ?s lifetime in coordinating solvents such as acetonitrile and water as a result of the cooperative sterics inherent in the molecular design. Preliminary results on the use of this complex in hydrogen-forming homogeneous photocatalysis is presented. Photon upconversion based on sensitized triplet-triplet annihilation (TTA) represents a photochemical means to generate high-energy photons (or high-energy chemical products) from low-energy excitation, having potential applications in solar energy conversion and solar fuels producing devices. For the first time, synthetically facile and earth abundant Cu(I) MLCT sensitizers have been successfully incorporated into two distinct photochemical upconversion schemes, affording both red-to-green and orange-to-blue wavelength conversions.     Providing the essential energy and water systems to support human needs while understanding and addressing their environmental consequences is a watershed problem for the 21st century. The LLNL Earth System Science and Engineering Program seeks to provide the scientific understanding and technological expertise to help provide solutions at both global and regional scales. Our work is highly collaborative with universities, laboratories and industrial partners across the world and involves observational data, laboratory experiments, and numerical simulations. The energy systems we have enjoyed for the last 100 years have resulted in the advanced standard of living in the developed world and a major emerging problem with climate change. Now we face a simultaneous realization that our reliance on fossil fuels is a source of conflict and economic disruption as well as causing potentially abrupt, even catastrophic global climate change. The climate and energy problem is perhaps the greatest challenge ever faced by mankind. Fossil fuel remains the least expensive and most available source of energy and the basis of our economy. The use of fossil fuels, especially over the last 100 years has led to a 30% increase in CO{sub 2} in the atmosphere. The problem is growing. The population of the Earth will increase by several billion people in the next 50 years. If economic growth is to continue, the demand for energy is estimated to approximately double in the next 50 years so that we will need approximately 10 TW more energy than the 15 TW we use now. Much of this demand will come from the developing world where most of the population growth will occur and where advanced energy technology is not generally used. The problem affects and is affected by a complex system of systems. The climate and energy problem will affect resources, social structure and the probability of increased conflict. No one person, no one nation, no one technology can solve the problem. There is no

    The White Earth Nation examined the feasibility of cost savings and fossil energy reduction through the installation of biogas/biomass boiler at the tribal casino. The study rejected biogas options due to availability and site constraints, but found a favorable environment for technical and financial feasibility of installing a 5 MMBtu hot water boiler system to offset 60-70 percent of current fuel oil and propane usage.

    A high energy gas laser with light output in the infrared or visible region of the spectrum is described. Laser action is obtained by generating vapors of rare earth halides, particularly neodymium iodide or, to a lesser extent, neodymium bromide, and disposing the rare earth vapor medium in a resonant cavity at elevated temperatures; e.g., approximately 1200/sup 0/ to 1400/sup 0/K. A particularly preferred gaseous medium is one involving a complex of aluminum chloride and neodymium chloride, which exhibits tremendously enhanced vapor pressure compared to the rare earth halides per se, and provides comparable increases in stored energy densities.

These shapes are stacked and electron beam welded to form a long electrode suitable for vacuum arc melting and casting into solid ingots. The compact electrodes should be sufficiently strong to prevent breakage in handling as well as during vacuum arc melting. Usually, the welds are strong and the electrode strength is limited by the green strength of the compacts, which constitute the electrode. Green strength is also required in uranium dioxide (UO{sub 2}) powder compacts, to withstand stresses during de-tensioning after compaction as well as during ejection from the die and for subsequent handling by man and machine. The strengths of zirconium sponge and UO{sub 2} powder compacts have been determined by bending and crushing respectively, and Weibul moduli evaluated. The green density of coarse sponge compact was found to be larger than that from finer sponge. The green density of compacts from lightly attrited UO{sub 2} powder was higher than that from unattrited category, accompanied by an improvement in UO{sub 2} green crushing strength. The factors governing green strength have been examined in the light of published literature and experimental evidence. The methodology and results provide a basis for quality control in metal sponge and ceramic powder compaction in the manufacture of nuclear fuel.

    Based on the experience of designing and building the Green Car, a fuel cell/battery hybrid vehicle, and Genesis, a hydrogen/oxygen fuel cell powered transporter, Energy Partners has developed a fuel cell power system for propulsion of an off-road utility vehicle. A 10 kW hydrogen/air fuel cell stack has been developed as a prototype for future mass production. The main features of this stack are discussed in this paper. Design considerations and selection criteria for the main components of the vehicular fuel cell system, such as traction motor, air compressor and compressor motor, hydrogen storage and delivery, water and heat management, power conditioning, and control and monitoring subsystem are discussed in detail.

    Green buildings, also known as sustainable buildings, resource efficient buildings, and high performance buildings, are structures that minimize the impact on the environment by using less energy and water, reducing solid waste and pollutants, and limiting the depletion of natural resources. As Idaho National Laboratory (INL) becomes the nation’s premier nuclear energy research laboratory, the physical infrastructure will be established to help accomplish the mission. This infrastructure, particularly the buildings, should incorporate green design features in order to be environmentally responsible and reflect an image of progressiveness and innovation to the public and prospective employees. With this in mind, the recommendations described in this strategy are intended to form the INL foundation for green building standards. The recommendations in this strategy are broken down into three levels: Baseline Minimum, Leadership in Energy and Environmental Design (LEED)Certification, and Innovative. Baseline Minimum features should be included in all new occupied buildings no matter what the purpose or size. These features do not require significant research, design, or capital costs and yet they can reduce Operation and Maintenance (O&M) costs and produce more environmentally friendly buildings. LEED Certification features are more aggressive than the Baseline Minimums in that they require documentation, studies, and/or additional funding. Combined with the Baseline Minimums, many of the features in this level will need to be implemented to achieve the goal of LEED certification. LEED Silver certification should be the minimum goal for all new buildings (including office buildings, laboratories, cafeterias, and visitor centers) greater than 25,000 square feet or a total cost of $10 million. Innovative features can also contribute to LEED certification, but are less mainstream than those listed in the previous two levels. These features are identified as areas where

    A nuclear reactor apparatus for penetrating into the earth's crust is described. The apparatus comprises a cylindrical nuclear core operating at a temperature that is higher than the melting temperature of rock. A high-density ballast member is coupled to the nuclear core such that the overall density of the core-ballast assembly is greater than the density of molten rock. The nuclear core is thermally insulated so that its heat output is constrained to flow axially, with radial heat flow being minimized. In operation, the apparatus is placed in contact with the earth's crust at the point desired to be penetrated. The heat output of the reactor melts the underlying rock, and the apparatus sinks through the resulting magma. The fuel loading of the reactor core determines the ultimate depth of crust penetration.     A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    The 1990 Global Change Institute (GCI) on Earth System Modeling is the third of a series organized by the Office for Interdisciplinary Earth Studies to look in depth at particular issues critical to developing a better understanding of the earth system. The 1990 GCI on Earth System Modeling was organized around three themes: defining critical gaps in the knowledge of the earth system, developing simplified working models, and validating comprehensive system models. This book is divided into three sections that reflect these themes. Each section begins with a set of background papers offering a brief tutorial on the subject, followed by working group reports developed during the institute. These reports summarize the joint ideas and recommendations of the participants and bring to bear the interdisciplinary perspective that imbued the institute. Since the conclusion of the 1990 Global Change Institute, research programs, nationally and internationally, have moved forward to implement a number of the recommendations made at the institute, and many of the participants have maintained collegial interactions to develop research projects addressing the needs identified during the two weeks in Snowmass.

Further, an intense international interest has now developed, as evidenced by a number of important activities.     Disclosed is an improved method of reforming a gaseous reformable fuel within a solid oxide fuel cell generator, wherein the solid oxide fuel cell generator has a plurality of individual fuel cells in a refractory container, the fuel cells generating a partially spent fuel stream and a partially spent oxidant stream. The partially spent fuel stream is divided into two streams, spent fuel stream 1 and spent fuel stream 2. Spent fuel stream 1 is burned with the partially spent oxidant stream inside the refractory container to produce an exhaust stream. The exhaust stream is divided into two streams, exhaust stream 1 and exhaust stream 2, and exhaust stream 1 is vented. Exhaust stream 2 is mixed with spent fuel stream 2 to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells. 1 fig.

    A process is given for decanning fuel elements that consist of a uranium core, an intermediate section either of bronze, silicon, Al-Si, and uranium silicide layers or of lead, Al-Si, and uranium silicide layers around said core, and an aluminum can bonded to said intermediate section. The aluminum can is dissolved in a solution of sodium hydroxide (9 to 20 wt%) and sodium nitrate (35 to 12 wt %), and the layers of the intermediate section are dissolved in a boiling sodium hydroxide solution of a minimum concentration of 50 wt%.     Metallic fuels containing minor actinides and rare earth additions have been fabricated and are prepared for irradiation in the ATR, scheduled to begin during the summer of 2007. Oxide fuels containing minor actinides are being fabricated and will be ready for irradiation in ATR, scheduled to begin during the summer of 2008. Fabrication and irradiation of these fuels will provide detailed studies of actinide transmutation in support of the Global Nuclear Energy Partnership. These fuel irradiations include new fuel compositions that have never before been tested. Results from these tests will provide fundamental data on fuel irradiation performance and will advance the state of knowledge for transmutation fuels. (authors)

    Earth Day 25 is a time to reflect on how mankind is doing in protecting their environment. Twenty-five years ago, in the wake of the first Earth Day, the US has created, virtually from scratch, the most advanced system of environmental protection in the world. In the course of a very short history--a mere quarter-century--man has made tremendous progress. Their skies and rivers are cleaner. And US environmental expertise and technology are in demand throughout the world. In the years since the first Earth Day, EPA banned lead in gasoline, lowering lead levels in the air by more than 90 percent and protecting millions of children from harm. Dangerous and widely used pesticides were banned. Unsafe local garbage dumps all over the nation were closed and recycling has become a household habit. American towns have been provided with substantial funding for wastewater treatment--the second biggest public works effort in US history, resulting in cleaner rivers all over the US. All cars and trucks now have standards for fuel economy, set by EPA, that allow consumers to choose a car for its energy efficiency. And EPA has played an important role in ensuring that companies and others comply with their environmental laws or face stiff penalties. Perhaps most important, the nation has gained a new understanding. More Americans than ever understand that to ensure a good quality of life they must act as responsible stewards of their air, their water, and their land.

    Space geodetic and oceanic magnetic anomaly constraints on tectonic plate motions are employed to determine a new global map of present-day rates of change of plate velocities. This map shows that Earth's largest plate, the Pacific, is presently decelerating along with several other plates in the Pacific and Indo-Atlantic hemispheres. These plate decelerations contribute to an overall, globally averaged slowdown in tectonic plate speeds. The map of plate decelerations provides new and unique constraints on the dynamics of time-dependent convection in Earth's mantle. We employ a recently developed convection model constrained by seismic, geodynamic and mineral physics data to show that time-dependent changes in mantle buoyancy forces can explain the deceleration of the major plates in the Pacific and Indo-Atlantic hemispheres.

    A superhydrophobic powder is prepared by coating diatomaceous earth (DE) with a hydrophobic coating on the particle surface such that the coating conforms to the topography of the DE particles. The hydrophobic coating can be a self assembly monolayer of a perfluorinated silane coupling agent. The DE is preferably natural-grade DE where organic impurities have been removed. The superhydrophobic powder can be applied as a suspension in a binder solution to a substrate to produce a superhydrophobic surface on the substrate.

    Since 1965, a green-charged reverberatory furnace has been operating at Onahama Smelting and Refining Co., Ltd., Fukushima-Ken, Japan.     In January 1982, the Department of Energy guaranteed a loan for the construction and startup of the Great Plains project. On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    Earth-sheltered apartments for students at St. Johns University, Collegeville, MN are described. The intent was to provide energy-efficient, low maintenance housing in a neighborhood environment for the students. Students would learn about energy-conscious architecture from living in the buildings. The buildings have had few problems, but energy performance has not been up to expectations. The consumption of electricity exceeded predictions by 49%. The most likely answer to the problem is deviation from design. Several items of energy-efficient design were specified but deleted in order to cut costs.

    At the Energy Department's Princeton Plasma Physics Lab, scientists are trying to accomplish what was once considered the realm of science fiction: create a star on Earth. The National Spherical Torus Experiment (NSTX) is a magnetic fusion device that is used to study the physics principles of spherically shaped plasmas -- hot ionized gases in which, under the right conditions, nuclear fusion will occur.     The earth shelter concept has been utilized successfully around the world for thousands of years, but its use with contemporary mechanically conditioned buildings dates only from the oil embargo of the mid-1970s. This is an architectural innovation and a growing and viable response to the energy imperative. Most of the technical problems of earth shelters have been effectively addressed, but a systems design approach could further enhance overall energy savings. Although occupant lifestyle seems to be at a high level, areas that require further attention include site design, daylighting, and refined thermal design. The proper integration of passive solar heating and disaster protection represent opportunities for improved multifunctional aspects. With proper design, annual heating and cooling energy use reductions on the order of 80% can be anticipated. Research on energy design refinements and occupancy aspects necessary to achieve such levels of savings is presently under way at Oklahoma State University, the University of Minnesota, and other study centers throughout the nation and the world.

    The objective of the project was to develop a method for theoretical understanding of nuclear fuel materials whose physical and thermophysical properties can be predicted from first principles using a novel dynamical mean field method for electronic structure calculations. We concentrated our study on uranium, plutonium, their oxides, nitrides, carbides, as well as some rare earth materials whose 4f eletrons provide a simplified framework for understanding complex behavior of the f electrons. We addressed the issues connected to the electronic structure, lattice instabilities, phonon and magnon dynamics as well as thermal conductivity. This allowed us to evaluate characteristics of advanced nuclear fuel systems using computer based simulations and avoid costly experiments.

    Emergency preparedness is generally considered to be a good thing, yet there is no plan regarding what we might do should we be faced with a climate emergency. Such an emergency could take the form of a rapid shift in precipitation patterns, a collapse of the great ice sheets, the imminent triggering of strong climate system feedbacks, or perhaps the loss of valuable ecosystems. Over the past decade, we have used climate models to investigate the potential to reverse some of the effects of greenhouse gases in the atmosphere by deflecting some incoming sunlight back to space. This would probably be most cost-effectively achieved with the placement of small particles in or above the stratosphere. Our model simulations indicate that such geoengineering approaches could potentially bring our climate closer to the state is was in prior to the introduction of greenhouse gases. This talk will present much of what is known about such geoengineering approaches, and raise a range of issues likely to stimulate lively discussion. Speaker: Ken Caldeira Ken Caldeira is a scientist at the Carnegie Institution Department of Global Ecology and a Professor (by courtesy) at the Stanford University Department of Environmental and Earth System Sciences. Previously, he worked for 12 years in the Energy and Environment Directorate at the Lawrence Livermore National Laboratory (Department of Energy). His research interests include the numerical simulation of Earth's climate, carbon, and biogeochemistry; ocean acidification; climate emergency response systems; evaluating approaches to supplying environmentally-friendly energy services; ocean carbon sequestration; long-term evolution of climate and geochemical cycles; and marine biogeochemical cycles. Caldeira has a B.A. in Philosophy from Rutgers College and an M.S. and Ph.D. in Atmospheric Sciences from New York University.

    With the shutdown of the Hanford PUREX (Plutonium-Uranium Extraction Plant) reprocessing plant in the 1970s, adequate storage capacity for spent Hanford N Reactor fuel elements in the K and N Reactor pools became a concern. To maximize space utilization in the pools, accounting for fuel burnup was considered. Calculations indicated that at typical fuel exposures for N Reactor, the spent-fuel critical mass would be twice the critical mass for green fuel. A decision was reached to test the calculational result with a definitive experiment. If the results proved positive, storage capacity could be increased and N Reactor operation could be prolonged. An experiment to be conducted in the N Reactor spent-fuel storage pool was designed and assembled and the services of the Battelle Northwest Laboratories (BNWL) (now Pacific Northwest National Laboratory [PNNL]) critical mass laboratory were procured for the measurements. The experiments were performed in April 1975 in the Hanford N Reactor fuel storage pool. The fuel elements were MKIA fuel assemblies, comprising two concentric tubes of low-enriched metallic uranium. Two separate sets of measurements were performed: one with ''green'' (fresh) fuel and one with spent fuel. Both the green and spent fuel, were measured in the same geometry. The spent-fuel MKIA assemblies had an average burnup of 2865 MWd (megawatt days)/t. A constraint was imposed restricting the measurements to a subcritical limit of k{sub eff} = 0.97. Subcritical count rate data was obtained with pulsed-neutron and approach-to-critical measurements. Ten (10) configurations with green fuel and nine (9) configurations with spent fuel are described and evaluated. Of these, 3 green fuel and 4 spent fuel loading configurations were considered to serve as benchmark models. However, shortcomings in experimental data failed to meet the high standards for a benchmark problem. Nevertheless, the data provided by these subcritical measurements can supply useful

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.

    A catalytic organic fuel processing apparatus, which can be used in a fuel cell power system, contains within a housing a catalyst chamber, a variable speed fan, and a combustion chamber. Vaporized organic fuel is circulated by the fan past the combustion chamber with which it is in indirect heat exchange relationship. The heated vaporized organic fuel enters a catalyst bed where it is converted into a desired product such as hydrogen needed to power the fuel cell. During periods of high demand, air is injected upstream of the combustion chamber and organic fuel injection means to burn with some of the organic fuel on the outside of the combustion chamber, and thus be in direct heat exchange relation with the organic fuel going into the catalyst bed.
