The UltraBattery Retrofit Project DP1.8 and Carbon Enriched Project C3, performed by ECOtality North America (ECOtality) and funded by the U.S. Department of Energy and the Advanced Lead Acid Battery Consortium (ALABC), are established to demonstrate the suitability of advanced lead battery technology in hybrid electrical vehicles (HEVs). A profile, termed the “Simulated Honda Civic HEV Profile” (SHCHEVP) has been developed in Project DP1.8 in order to provide reproducible laboratory evaluations of different battery types under real-world HEV conditions. The cycle is based on the Urban Dynamometer Driving Schedule and Highway Fuel Economy Test cycles and simulates operation of a battery pack in a Honda Civic HEV. One pass through the SHCHEVP takes 2,140 seconds and simulates 17.7 miles of driving. A complete nickel metal hydride (NiMH) battery pack was removed from a Honda Civic HEV and operated under SHCHEVP to validate the profile. The voltage behavior and energy balance of the battery during this operation was virtually the same as that displayed by the battery when in the Honda Civic operating on the dynamometer under the Urban Dynamometer Driving Schedule and Highway Fuel Economy Test cycles, thus confirming the efficacy of the simulated profile. An important objective of the project has been to benchmark the performance of the UltraBatteries manufactured by both Furukawa Battery Co., Ltd., Japan (Furakawa) and East Penn Manufacturing Co., Inc. (East Penn). Accordingly, UltraBattery packs from both Furakawa and East Penn have been characterized under a range of conditions. Resistance measurements and capacity tests at various rates show that both battery types are very similar in performance. Both technologies, as well as a standard lead-acid module (included for baseline data), were evaluated under a simple HEV screening test. Both Furakawa and East Penn UltraBattery packs operated for over 32,000 HEV cycles, with minimal loss in performance; whereas the

    2006-02-01

This technical report details the end-of-life fuel efficiency and battery testing on two model year 2001 Honda Insight hybrid electric vehicles (HEVs), two model year 2003 Honda Civic HEVs, and two model year 2002 Toyota Prius HEVs. The end-of-life testing was conducted after each vehicle has been operated for approximately 160,000 miles. This testing was conducted by the U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA). The AVTA is part of DOE’s FreedomCAR and Vehicle Technologies Program. SAE J1634 fuel efficiency testing was performed on the six HEVs with the air conditioning (AC) on and off. The AC on and off test results are compared to new vehicle AC on and off fuel efficiencies for each HEV model. The six HEVs were all end-of-life tested using new-vehicle coast down coefficients. In addition, one of each HEV model was also subjected to fuel efficiency testing using coast down coefficients obtained when the vehicles completed 160,000 miles of fleet testing. Traction battery pack capacity and power tests were also performed on all six HEVs during the end-of-life testing in accordance with the FreedomCAR Battery Test Manual For Power-Assist Hybrid Electric Vehicles procedures. When using the new-vehicle coast down coefficients (Phase I testing), 11 of 12 HEV tests (each HEV was tested once with the AC on and once with the AC off) had increases in fuel efficiencies compared to the new vehicle test results. The end-of-life fuel efficiency tests using the end-of-life coast down coefficients (Phase II testing) show decreases in fuel economies in five of six tests (three with the AC on and three with it off). All six HEVs experienced decreases in battery capacities, with the two Insights having the highest remaining capacities and the two Priuses having the lowest remaining capacities. The AVTA’s end-of-life testing activities discussed in this report were conducted by the Idaho National Laboratory; the AVTA testing partner Electric

    2012-01-15

The very nature of impact assessment (IA) means that it often involves practitioners from a very wide range of disciplinary and professional backgrounds, which open the possibility that how IA is perceived and practised may vary according to the professional background of the practitioner. The purpose of this study is to investigate the extent to which a practitioner's professional background influences their perceptions of the adequacy of impact assessment in New Zealand under the Resource Management Act (RMA). Information gathered concerned professional affiliations, training, understanding of impact assessment practise, and perceptions of adequacy in relation to impact assessment. The results showed a dominance of a legalistic, operational perspective of impact assessment under the Resource Management Act, across all the main professions represented in the study. However, among preparers of impact assessments there was clear evidence of differences between the four main professional groups - surveyors, planners, engineers and natural scientists - in the way they see the nature and purpose of impact assessment, the practical steps involved, and what constitutes adequacy. Similarly, impact assessment reviewers - predominantly planners and lawyers - showed variations in their expectations of impact assessment depending on their respective professional affiliation. Although in many cases the differences seem to be more of a matter of emphasis, rather than major disputes on what constitutes a good process, even those differences can add up to rather distinct professional cultures of impact assessment. The following factors are seen as leading to the emergence of such professional cultures: different professions often contribute in different ways to an impact assessment, affecting their perception of the nature and purpose of the process; impact assessment training will usually be a secondary concern, compared with the core professional training, which will be

    1996-09-01

In July 1994, the Executive Director for Operations of the US Nuclear Regulatory Commission (NRC) appointed a Special Review Panel to assess the Differing Professional View or Opinion (DPV/DPO) process, including its effectiveness, how well it is understood by employees, and the organizational climate for having such views aired and properly decided. An additional area within this review was to address the effectiveness of the DPO procedures as they pertain to public access and confidentiality. Further, the Panel was charged with the review of the submittals completed since the last review to identify employees who made significant contributions to the agency or to the public health and safety but had not been adequately recognized for this contribution. The report presents the Special Review Panel`s evaluation of the NRC`s current process for dealing with Differing Professional Views or Opinions. Provided in this report are the results of an employee opinion survey on the process; highlights and suggestions from interviews with individuals who had submitted a Differing Professional View or Opinion, as well as with agency managers directly involved with the Differing Professional Views or Opinions process; and the Special Review Panel`s recommendations for improving the DPV/DPO process.

Office of Energy Efficiency and Renewable Energy (EERE)

The Solar Training and Education for Professionals (STEP) funding program will tackle soft costs by addressing gaps in solar training and energy education, both within the solar workforce and in professions that play a crucial role in solar deployment. First, it will support coordination among the Solar Instructor Training Network (SITN), military bases, and the solar industry. This will ensure that solar instructors are well connected to solar employers, the SITN materials are up-to-date, and veterans are connected to solar training institutions. Second, it will establish new credentials in solar operations and maintenance, and mid-scale installations. Third, this funding program will enable solar training and education for professionals in indirect and related fields such as real estate, finance, insurance, fire and code enforcement, and state regulations. Finally, it will support the expansion of the Grid Engineering for Accelerated Renewable Energy Deployment (GEARED) initiative.

    2011-01-01

President Obama has repeatedly stated that the United States must ensure that the international safeguards regime, as embodied by the International Atomic Energy Agency (IAEA), has 'the authority, information, people, and technology it needs to do its job.' The U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) works to implement the President's vision through the Next Generation Safeguards Initiative (NGSI), a program to revitalize the U.S. DOE national laboratories safeguards technology and human capital base so that the United States can more effectively support the IAEA and ensure that it meets current and emerging challenges to the international safeguards system. In 2009, in response to the human capital development goals of NGSI, young safeguards professionals within the Global Nuclear Security Technology Division at Oak Ridge National Laboratory launched the Next Generation Safeguards Professional Network (NGSPN). The purpose of this initiative is to establish working relationships and to foster collaboration and communication among the next generation of safeguards leaders. The NGSPN is an organization for, and of, young professionals pursuing careers in nuclear safeguards and nonproliferation - as well as mid-career professionals new to the field - whether working within the U.S. DOE national laboratory complex, U.S. government agencies, academia, or industry or at the IAEA. The NGSPN is actively supported by the NNSA, boasts more than 70 members, maintains a website and newsletter, and has held two national meetings as well as an NGSPN session and panel at the July 2010 Institute of Nuclear Material Management Annual Meeting. This paper discusses the network; its significance, goals and objectives; developments and progress to date; and future plans.

  17. A Study of Experience Credit for Professional Engineering Licensure

    SciTech Connect (OSTI)

    Martin, M.A.

    2003-08-11

Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and

After a brief discussion of the traditional view of tax education, the author traces its explosive growth at the graduate level during the past decade. He analyzes the current status of graduate tax education, including natural resource taxation as a component of the curriculum. He recommends ways to integrate natural resource taxation topics into the curriculum of future professional tax accountants that will acknowledge the importance of natural resources to our nation's continued prosperity. An expanded private sector financial and moral support will be necessary. This could be in the form of course development grants, a faculty internship with a natural resource industrial firm, faculty research grants, and endowed professorships. 1995-10-01

Since the enactment of the Resource Conservation and Recovery Act (RCRA), environmental consulting has emerged as a reputable profession that was estimated to employ more than 50,000 last year. Despite the importance and economic impact of environmental compliance, the environmental consulting industry remains relatively young and profuse in noncertified professionals. Environmental professionals (EPs) are faced with implementing a vast array of regulations that require expertise from a wide range of technical, scientific, and engineering staff, many of whom are not registered professionals. The result can leas to a professional overlap between the technical responsibilities and established legal principles. From the perspective of an EP, the line between sound consulting and legal advice can be easily blurred. Although not limited to the environmental industry, the problem of unknowingly rendering legal advice is evident in many other professions, including accounting and taxation, pension and group benefit plan counselling, real estate, financial and estate planning, and banking.

  20. Integrating technical knowledge and management skill in the education of environmental professionals

    SciTech Connect (OSTI)

    Campbell, K.S.; Aldrich, J.R.

    1995-12-01

The educational preparation of environmental professionals has been criticized as too narrow. Most degree programs emphasize a specific technical area (e.g., toxicology or air quality) or specific management area (e.g., economics or public policy). The consequences of such focused educational backgrounds can severely limit the effectiveness and efficiency of most environmental professionals: those who work for corporations whose primary mission is not related to the environment but who must consider the environment in the course of carrying out their mission. The authors suspect that lack of communication between practicing professionals in private and public organizations and academics is one root cause of the limitations of current academic programs that prepare environmental professionals. In order to demonstrate the potential advantages of such communication as well as the possibility of integrating technical and management education in a single program, this paper describes the Graduate Environmental and Engineering Management (GEE) curriculum within the School of Engineering at the Air Force Institute of Technology (AFIT). It is the hope of the authors that this model curriculum will prompt practicing environmental professionals and others outside academy to involve themselves in the development of educational programs designed to prepare future environmental professionals.

  1. The role of the international professional organization in the growth and development of environmental impact assessment

    SciTech Connect (OSTI)

    Voland, M.E. ); Page, J.M. )

    1993-01-01

Environmental impact assessment is an international phenomenon. A concept begun by the National Environmental Policy Act (NEPA) of 1969 in the US is becoming an important component of development planning throughout the world. In the summer of 1992, professionals from 44 countries attended the annual meeting of the International Association for Impact Assessment (IAIA). The impact studies can go beyond the project focus of the US to encompass regional and country planning. Through active involvement in the meetings of the international professional organization, the environmental professional has the opportunity to hear formal presentations by those who have differing experiences based upon what is possible within their political and cultural systems. Further, informal interaction at these meetings provides the opportunity to share information, and learn from one another. This presentation will address the role of the professional organization in supporting environmental impact assessment internationally, particularly in developing nations; ways the professional organization can fulfill that role; and how a particular organization, the International Association for Impact Assessment, addresses these challenges.

    Willcuts, Meredith H.

    2009-04-17

SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.

  12. Early community consultation in the EIR process: new opportunities for environmental professionals

    SciTech Connect (OSTI)

    Ball, G.; Sutton, M.; Brubaker, L.

    1980-01-01

It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

  14. Environmental ethics and professional practice: A case study of an environmental challenge for century 2000

    SciTech Connect (OSTI)

    Malone, C.

    1995-12-01

Objective resolution of environmental issues involves questions of facts and values, and, for environmental issues to be resolved ethically, a proper synthesis of environmental facts with questions of ethics must occur. In this case study, the proposal by the U.S. Department of Energy (DOE) to use the Yucca Mountain site in southwest Nevada as a deep geologic repository for the permanent disposal of the nation`s high-level nuclear waste is examined in part in the context of the {open_quotes}Code of Ethics and Standards of Practice for Environmental Professionals{close_quotes} adopted by the National Association of Environmental Professionals (NAEP). Current plans are that a repository at the Yucca Mountain site would begin functioning in 2010 and would be sealed after about 150 years. The requirement that a geologic repository must isolate nuclear waste from the environment for at least 10,000 years poses unique challenges to environmental professionals. This case study also analyzes the challenges in terms of the implications of a new federal Executive Order on Ecosystem Management and corresponding internal orders within all federal agencies to conform to the Executive Order. The imposition of the principles and practices of ecosystem-based resource management on federal agencies provides an opportunity to also address, in the context of the DOE Yucca Mountain Project, (1) the ecosystem approach to environmental management, (2) concepts of holistic resource management planning, and (3) the concepts of sustainability and biodiversity. Within this framework there are important implications for environmental ethics and professional practice that must remain at the forefront of concerns of the NAEP over the next two decades.

  15. iSTEM Summer Institute: An Integrated Approach to Teacher Professional Development inSTEM

    SciTech Connect (OSTI)

    Anne Seifert; Louis Nadelson

    2012-04-01

The importance of STEM education to our national prosperity and global competitiveness was recently reinforced by the Obama administration support for Change the Equation. Change the Equation is a multi-entity initiative formed in response to the rapidly increasing demand for STEM related careers and the potential lack of preparation by many Americans to be employed in these positions. To address the issue many are calling for increased emphasis on K-12 STEM education, as early preparation in STEM provides the foundation essential for further learning and competencies (National Research Council, 2007). Achieving and sustaining depth and breadth of K-12 STEM education is inextricably linked to ongoing professional development of K-12 educators. The need for teacher continuing education in STEM education and the link between teacher effectiveness and student preparation in STEM was the impetus behind our i- STEM professional development summer institute. The i-STEM initiative is a collaborative effort between business, industry, government, K-12, and higher education. Although the organization is working on a number of projects, including policy, research, communication, and collaborations, the i-STEM group has directed significant resources toward K-12 educator professional development opportunities in STEM. Our report focuses on the structure and impact of the intensive four-day i-STEM residential professional development institute which we designed to increase the capacity of grade 4-9 teachers to teach STEM content. We structured the summer institute using the outcome of a survey we conducted of grade 4-9 teachers’ to assess their STEM professional development needs, the extant literature on teacher development, the increasing need for a STEM informed society, and our desire to use evidence based practices to enhance teacher capacity to teach STEM content. We developed this investigation to determine if our summer institute influenced the participating teachers

    SciTech Connect (OSTI)

    Anne Seifert; Louis Nadelson

    2011-06-01

Advances in materials science are fundamental to technological developments and have broad societal impacs. For example, a cellular phone is composed of a polymer case, liquid crystal displays, LEDs, silicon chips, Ni-Cd batteries, resistors, capacitors, speakers, microphones all of which have required advances in materials science to be compacted into a phone which is typically smaller than a deck of cards. Like many technological developments, cellular phones have become a ubiquitous part of society, and yet most people know little about the materials science associated with their manufacture. The probable condition of constrained knowledge of materials science was the motivation for developing and offering a 20 hour fourday course called 'Living in a Materials World.' In addition, materials science provides a connection between our every day experiences and the work of scientists and engineers. The course was offered as part of a larger K-12 teacher professional development project and was a component of a week-long summer institute designed specifically for upper elementary and middle school teachers which included 20 hour content strands, and 12 hours of plenary sessions, planning, and collaborative sharing. The focus of the institute was on enhancing teacher content knowledge in STEM, their capacity for teaching using inquiry, their comfort and positive attitudes toward teaching STEM, their knowledge of how people learn, and strategies for integrating STEM throughout the curriculum. In addition to the summer institute the participating teachers were provided with a kit of about $300 worth of materials and equipment to use to implement the content they learned in their classrooms. As part of this professional development project the participants were required to design and implement 5 lesson plans with their students this fall and report on the results, as part of the continuing education course associated with the project. The U.S. Support Program (USSP) to International Atomic Energy Agency (IAEA) Safeguards established a program of one-year paid internships for students and recent graduates. The program was in effect from 2002 until 2006 with a total of forty-one U.S. citizens and permanent residents placed in the IAEA. The USSP created a Junior Professional Officer (JPO) Program in 2005 that replaced the internship program at the IAEA. The JPO program creates opportunities for U.S. college graduates to become IAEA employees for a period of one to two years to help increase the effectiveness and efficiency of safeguards. The twenty three former and current JPOs work in varying fields such as software development, information collection and analysis, non-destructive analysis systems, and unattended monitoring systems. This paper will look at the impacts of the USSP internship and JPO program on the interns and JPOs, the U.S. government, and the IAEA. Academic backgrounds, past involvement in nuclear fields, program assessment, and post-program positions were recorded and analyzed through two studies using questionnaires sent to former interns and former and current JPOs. This paper will discuss the effects of the programs on the careers of the interns and JPOs, present the evaluations of the internship and JPO Programs, and report the recommendations for changes.

Background: A better understanding of public perceptions, attitude and behavior in relation to climate change will provide an important foundation for government's policy-making, service provider's guideline development and the engagement of local communities. The purpose of this study was to assess the perception towards climate change, behavior change, mitigation and adaptation measures issued by the central government among the health professionals in the Centres for Disease Control and Prevention (CDC) in China. Methods: In 2013, a cross-sectional questionnaire survey was undertaken among 314 CDC health professionals in various levels of CDC in Shanxi Province, China. Descriptive analyses were performed. Results: More than two thirds of the respondents believed that climate change has happened at both global and local levels, and climate change would lead to adverse impacts to human beings. Most respondents (74.8%) indicated the emission of greenhouse gases was the cause of climate change, however there was a lack of knowledge about greenhouse gases and their sources. Media was the main source from which respondents obtained the information about climate change. A majority of respondents showed that they were willing to change behavior, but their actions were limited. In terms of mitigation and adaptation measures issued by the Chinese Government, respondents' perception showed inconsistency between strategies and relevant actions. Moreover, although the majority of respondents believed some strategies and measures were extremely important to address climate change, they were still concerned about economic development, energy security, and local environmental protection. Conclusion: There are gaps between perceptions and actions towards climate change among these health professionals. Further efforts need to be made to raise the awareness of climate change among health professionals, and to promote relevant actions to address climate change in the context of

Purpose: Medical Physicists and Radiation Oncologists are two professions who should be working as a team for optimal patient care, yet lack of mutual understanding about each others respective role and work environment creates barriers To improve collaboration and learning, we designed a shared didactic and work space for physics and radiation oncology residents to maximize interaction throughout their professional training. Methods: Physician and Physics residents are required to take the same didactic classes, including journal clubs and respective seminars. The residents also share an office environment among the seven physician and two physic residents. Results: By maximizing didactic overlap and sharing office space, the two resident groups have developed a close professional relationship and supportive work environment. Several joint research projects have been initiated by the residents. Awareness of physics tasks in the clinic has led to a request by the physician residents to change physics didactics, converting the physics short course into a lab-oriented course for the medical residents which is in part taught by the physics residents. The physics seminar is given by both residency groups; increased motivation and interest in learning about physics has led to several medical resident-initiated topic selections which generated lively discussion. The physics long course has changed toward including more discussion among residents to delve deeper into topics and study beyond what passing the boards would require. A supportive work environment has developed, embedding the two physics residents into a larger residents group, allowing them to find mentor and peers more easily. Conclusion: By creating a shared work and didactic environment, physician and physics residents have improved their understanding of respective professional practice. Resident-initiated changes in didactic practice have led to improved learning and joint research. A strong social

    1981-10-01

The National Survey of Compensation Paid Scientists and Engineers Engaged in Research and Development (NSC) has been conducted for the Department of Energy since 1967. During this time the NSC has come to be considered the most comprehensive survey of its kind available in the United States. Its methodology and results are reliable and highly useful to compensation personnel in research and development (R and D) establishments. Each year project staff pinpoint areas of improvement which are necessary and desirable. The three tasks that are the subject of this report have been undertaken to maintain and improve the NSC and increase its usefulness to participants. The three tasks are: an update of the universe listing; comparison of NSC survey methodology and results with other surveys of research and development professionals; and development of a methodology to project salaries for the near-term. Each task is described.

  4. Sources of information on water issues used by local elected policymakers: What role do environmental professionals play?

At all levels of government, the means through which policymakers acquire information about water issues is instrumental to their construction of policy. Sources of education and information shape the scientific, political, economic and social context within which water policy develops. Both the general direction and the specific construction of policy are influenced by the availability, source and perceived reliability of information on water issues. This study examines local policymakers` formal and informal education and use and perception of information sources on water issues. A mail survey was used. Respondents were county commissioners and city council members in select rural, mixed, and urban counties in Arizona, Nevada, and Utah. Sources of information examined included private technical and legal experts, local county and city government staff and managers, federal and state agency personnel, colleges and universities, local utilities, private industry, constituents, concerned citizens groups and nonprofit organizations, and print and broadcast media. Respondents were asked about the frequency with which they utilized each source to (1) obtain general information on water issues and (2) assist in making policy decisions. Sources were evaluated in terms of availability, relevancy (useful and timely) and reliability (authoritative and credible). Respondents were also asked to provide information on educational attainment and coursework taken pertaining to water and natural resource policy, law, and management. The results of the survey are used to compare the sources of information most frequently utilized by policymakers coming from differing geographic locales and to identify those information sources perceived to be most available and of the highest quality. The relationship between perceived quality and frequency of use is examined. The role of environmental professionals as sources of information to be used in the policymaking arena is discussed.

    2007-07-01

This paper reviews the public service responsibilities of lawyers, and how they can fulfill the annual goal of performing pro bono services by serving certain public involvement groups, including organization involved in Constitutional issues and environmental protection matters. Public involvement groups should consider their needs for legal services and consider soliciting lawyers to serve on their boards or to volunteer legal services which will assist those lawyers in fulfilling their professional obligations under Rules of Professional Conduct. The group should identify specific activities and tasks that require the skills and training of a lawyer, including corporate governance issues; conflict-of-interest questions; the statutory construction of laws, regulations and ordinances; or analysis of potential liability. The addition of a lawyer to advisory boards for governmental agencies and for non-profit boards of charitable, religious, civic, community, environmental and educational organizations may provide those boards with knowledge, analytical approaches and insights that complement the abilities of other board members. Rules of Professional Conduct applicable to lawyers include admonitions for lawyers to provide 'Public Service'. Representative of many rules, the American Bar Association Model Rule 6.1, entitled 'Voluntary Pro Bono Publico Service' addresses every lawyer's professional responsibility to provide legal services to those 'unable to pay'. This Model Rule exhorts each lawyer to provide fifty (50) hours of legal services without fee or expectation of fee to persons of limited means or charitable, religious or civic, community, governmental and educational organizations or to individuals, groups or organizations seeking 'to secure or protect civil rights, civil liberties, or public rights, or charitable, religious, civic, community, governmental and educational organizations in matters in furtherance of their purposes, where the payment of

This pilot study project explored the problem of providing access to the nomadic worker who desires to connect a computer through network access points at a number of different locations within the SNL/NM campus as well as outside the campus. The design and prototype development gathered knowledge that may allow a design to be developed that could be extended to a larger number of SNL/NM network drop boxes. The focus was to provide a capability for a worker to access the SNL IRN from a network drop box (e.g. in a conference room) as easily as when accessing the computer network from the office normally used by the worker. Additional study was done on new methods to authenticate the off campus worker, and protect and control access to data.

    SciTech Connect (OSTI)

    Fitzgerald, M.C.

    1987-08-01

Numerous Western analysts have suggested that all American assessments of SDI should proceed not only from a consideration of American intentions, but also from the outlook of Soviet perceptions. Since 23 March 1983, the prevailing tone of Soviet military writings on SDI has been overwhelmingly negative. Myron Hedlin has concluded that this harsh reaction to a U.S. initiative still years from realization suggests both a strong concern about the ultimate impact of these plans on the strategic balance, and a perceived opportunity for scoring propaganda points. Indeed, the present review of Soviet writings since President Reagan's so-called Star Wars speech has yielded both objective Soviet concerns and regressions to psychological warfare. This, in turn, has necessitated a careful effort to separate rhetoric from more official assessments of SDI. While there has long been dispute in the West over the validity of Soviet statements, they have time and again been subsequently confirmed in Soviet hardware, exercises, and operational behavior. Some Western analysts will nonetheless contend that the Soviet statements under examination in this study are merely a commodity for export.

    Brooks, M.J.; Brooks, R.D.; Sassaman, K.E.; Crass, D.C.

    1995-10-01

The Savannah River Archaeological Research Program (SRARP) continued through FY95 with the United States Department of Energy to fulfill a threefold mission of cultural resource management, research, and public education at the Savannah River Site. Over 2,300 acres of land on the SRS came under cultural resources review in FY95. This activity entailed 30 field surveys, resulting in the recording of 86 new sites. Twenty-two existing sites within survey tract boundaries were revisited to update site file records. Research conducted by SRARP was reported in 11 papers and monographs published during FY95. SRARP staff also presented research results in 18 papers at professional meetings. Field research included several testing programs, excavations, and remote sensing at area sites, as well as data collection abroad. Seven grants were acquired by SRARP staff to support off-site research. In the area of heritage education, the SRARP expanded its activities in FY95 with a full schedule of classroom education, public outreach, and on-site tours. Volunteer excavations at the Tinker Creek site were continued with the Augusta Archaeological Society and other avocational groups, and other off-site excavations provided a variety of opportunities for field experience. Some 80 presentations, displays and tours were provided for schools, historical societies, civic groups, and environmental and historical awareness day celebrations. Additionally, SRARP staff taught four anthropology courses at area colleges.

  2. GAINING CONSENSUS: THE STORY OF ''OAK RIDGE TENNESSEE - A CITIZEN'S GUIDE TO THE ENVIRONMENT''

    2003-02-27

In 2001, a diverse group of citizens ranging from conservationists to industrial developers joined forces to produce a factual description of Oak Ridge's environment and the issues associated with contamination on the U.S. Department of Energy (DOE) reservation. This consensus effort was a result of common values not generally seen in this spectrum of philosophies, and of shared concerns about rising property taxes, declining city services, fleeing retail establishments, and diminishing real estate values. These problems are attributed to waning local DOE budgets coupled with Oak Ridge's national reputation of being contaminated and unsafe. This undeserved reputation harms the city's ability to attract new industry to replace declining federal employment and to induce families to live in the community. Representatives from a spectrum of conservation, environmental, economic development, local government, and civic organizations were invited to meet regarding how to best explain the complex environmental story of Oak Ridge and the DOE reservation. This large group decided to publish a straightforward explanation of the environmental quality of the city and its relationship to the DOE reservation in easy-to-understand language. The result was Oak Ridge, Tennessee--A Citizen's Guide to the Environment, a 28-page glossy booklet, distributed through the Chamber of Commerce and other organizations. The Oak Ridger ensured wide distribution in the community by publishing it as an insert in the daily paper. The material is also available on several web sites. A trifold brochure summarizing and promoting the larger document was also produced for wider distribution. The integrity of the Citizen's Guide was ensured by having a six-member editorial team manage writing and review of the document. There was no direct involvement by the DOE and its contractor. Knowledgeable citizen writers from throughout the community contributed technical and descriptive text. A professional

Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

    SciTech Connect (OSTI)

    Thompson, G.J.; Riekena, M.L.; Vickers, A.G.

    1981-09-01

The Fischer-Tropsch reaction was commercialized in Germany and used to produce military fuels in fixed bed reactors. It was recognized from the start that this reactor system had severe operating and yield limitations and alternative reactor systems were sought. In 1955 the Sasol I complex, using an entrained bed (Synthol) reactor system, was started up in South Africa. Although this reactor was a definite improvement and is still operating, the literature is filled with proponents of other reactor systems, each claiming its own advantages. This report provides a summary of the results of a study to compare the development potential of three of these reactor systems with the commercially operating Synthol-entrained bed reactor system. The commercial Synthol reactor is used as a benchmark against which the development potential of the other three reactors can be compared. Most of the information on which this study is based was supplied by the M.W. Kellogg Co. No information beyond that in the literature on the operation of the Synthol reactor system was available for consideration in preparing this study, nor were any details of the changes made to the original Synthol system to overcome the operating problems reported in the literature. Because of conflicting claims and results found in the literature, it was decided to concentrate a large part of this study on a kinetic analysis of the reactor systems, in order to provide a theoretical analysis of intrinsic strengths and weaknesses of the reactors unclouded by different catalysts, operating conditions and feed compositions. The remainder of the study considers the physical attributes of the four reactor systems and compares their respective investment costs, yields, catalyst requirements and thermal efficiencies from simplified conceptual designs.

    SciTech Connect (OSTI)

    Wardlaw, B.R.; Henry, T.W.; Martin, W.E.

    1991-01-01

Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

This course will help you successfully apply risk communication principles when interacting with workers regarding work hazards. What Is the Difference Between a Risk and a Hazard? In many cases, the terms 'risk' and 'hazard' are incorrectly used interchangeably. A hazard is a physical condition or practice with the potential for causing harm/adverse effects. A risk is the probability of harm/adverse effects occurring from an exposure to a hazard. It is modified by the severity of harm (the consequence). Once a hazard is identified, a risk assessment is conducted to determine the severity of the risk. It uses scientific methods and rigorous tests to determine the effects of the risk on people and the environment. Risk Management takes data from the risk assessment and writes policies to help protect people and the environment against the risk. Risk communication is an ongoing process that starts soon after a hazard is identified and continues through the writing of policies. In the past, governing agencies did not do a good job of communicating risk; they would only communicate about risk after studies had been conducted and policies written.

  1. Larger foraminifer biostratigraphy of PEACE boreholes, Enewetak Atoll, Western Pacific Ocean. Geologic and geophysical investigations of Enewetak Atoll, Republic of the Marshall Islands. Professional paper

    SciTech Connect (OSTI)

    Gibson, T.G.; Margerum, R.

    1991-01-01

Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

  2. Calcareous nannofossils and planktic foraminifers from Enewetak Atoll, Western Pacific Ocean: Geologic and geophysical investigations of Enewetak Atoll, Republic of the Marshall Islands. Professional paper

    SciTech Connect (OSTI)

    Bybell, L.M.; Poore, R.Z.

    1991-01-01

Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

  17. Collaborative decision making for sustainable development

    SciTech Connect (OSTI)

    Kinsley, M.J.

    1995-12-31

For many years, economic development has mean industrial recruitment where business-at-any-cost was preached by a small elite, where civic discord replaced civic discussion, where families made more money but had less to spend, where residents learned to lock their doors, where communities changed from the unique to commonplace and a thousand towns looked alike. But now, scores of communities are saying no to old, worn-out approaches to development and embracing a new kind of development that respects the community and the environment. Created collaboratively by people from all walks of community life, this new approach is called sustainable community economic development. Though new, sustainable development is based on traditional values of stewardship and working together. Its principles are powerful in their simplicity. Its lessons enrich community decision making. This paper describes these principles and lessons. It introduces a community decision-making process that applies them and suggests the kinds of results you can expect from such a process in your town.

Our initial estimates for the endowment are that a €2B principal. This level of capitalization could provide significant support to all aspects of the IAEA’s mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

  3. Development of Integrated Motor Assist Hybrid System: Development of the 'Insight', a Personal Hybrid Coupe

    SciTech Connect (OSTI)

    2000-06-19

This paper presents the technical approach used to design and develop the powerplant for the Honda Insight, a new motor assist hybrid vehicle with an overall development objective of just half the fuel consumption of the current Civic over a wide range of driving conditions. Fuel consumption of 35km/L (Japanese 10-15 mode), and 3.4L/100km (98/69/EC) was realized. To achieve this, a new Integrated Motor Assist (IMA) hybrid power plant system was developed, incorporating many new technologies for packaging and integrating the motor assist system and for improving engine thermal efficiency. This was developed in combination with a new lightweight aluminum body with low aerodynamic resistance. Environmental performance goals also included the simultaneous achievement of low emissions (half the Japanese year 2000 standards, and half the EU2000 standards), high efficiency, and recyclability. Full consideration was also given to key consumer attributes, including crash safety performance, handling, and driving performance.

    SciTech Connect (OSTI)

    Crabtree, George W.

    2012-08-01

The vision for the Summer Institute on Sustainability and Energy (SISE) is to integrate advancements in basic energy sciences with innovative energy technologies to train the next generation of interdisciplinary scientists and policy makers for both government and industry. Through BES related research, these future leaders will be equipped to make educated decisions about energy at the personal, civic, and global levels in energy related fields including science, technology, entrepreneurship, economics, policy, planning, and behavior. This vision explicitly supports the 2008 report by the Department of Energy’s Basic Energy Science Advisory Committee (2), which outlines scientific opportunities and challenges to achieve energy security, lower CO2 emissions, reduce reliance on foreign oil and create enduring economic growth through discovery, development and the marketing of new technologies for sustainable energy production, delivery, and use (3).

Retrofit NYC Block by Block is an outreach program targeting owners of one- to four-family homes, the most common building type in New York City, with more than 600,000 structures citywide. Administered by the Pratt Center for Community Development and implemented by four nonprofit, community based organizations, Block by Block connects residents, businesses, and religious and civic organizations in predominantly low- and moderate-income neighborhoods with one or more of a half-dozen public and private financial incentive programs that facilitate energy-efficiency retrofits. This research project sought to evaluate the approach, effectiveness, and the energy use reductions accomplished by the Retrofit NYC: Block by Block program.

    1980-01-01

In this report vehicle use patterns or missions are defined and studied. The three most promising missions were found to be: all-purpose city driving which has the maximum potential market penetration; commuting which requires mainly a two-passenger car; and family and civic business driving which have minimal range requirements. The mission selection process was based principally on an analysis of the travel patterns found in the Nationwide Transportation Survey and on the Los Angeles and Washington, DC origin-destination studies data presented by General Research Corporation in Volume II of this report. Travel patterns in turn were converted to fuel requirements for 1985 conventional and hybrid cars. By this means the potential fuel savings for each mission were estimated, and preliminary design requirements for hybrid vehicles were derived.
