    We describe a fabrication process used to manufacture high power-to-weight-ratio flexible solar array modules for use on high-altitude-long-endurance (HALE) solar-electric unmanned air vehicles (UAVs). These modules have achieved power-to-weight ratios of 315 and 396 W/kg for 150{mu}m-thick monofacial and 110{mu}m-thick bifacial silicon solar cells, respectively. These calculations reflect average module efficiencies of 15.3% (150{mu}m) and 14.7% (110{mu}m) obtained from electrical tests performed by Spectrolab, Inc. under AMO global conditions at 25{degrees}C, and include weight contributions from all module components (solar cells, lamination material, bypass diodes, interconnect wires, and adhesive tape used to attach the modules to the wing). The fabrication, testing, and performance of 32 m{sup 2} of these modules will be described.

    Sunspot groups and bipolar magnetic regions (BMRs) serve as an observational diagnostic of the solar cycle. We use Debrecen Photohelographic Data (DPD) from 1974-2014 that determined sunspot tilt angles from daily white light observations, and data provided by Li and Ulrich that determined sunspot magnetic tilt angle using Mount Wilson magnetograms from 1974-2012. The magnetograms allowed for BMR tilt angles that were anti-Hale in configuration, so tilt values ranged from 0 to 360° rather than the more common ±90°. We explore the visual representation of magnetic tilt angles on a traditional butterfly diagram by plotting the mean area-weighted latitude of umbral activity in each bipolar sunspot group, including tilt information. The large scatter of tilt angles over the course of a single cycle and hemisphere prevents Joy's law from being visually identified in the tilt-butterfly diagram without further binning. The average latitude of anti-Hale regions does not differ from the average latitude of all regions in both hemispheres. The distribution of anti-Hale sunspot tilt angles are broadly distributed between 0 and 360° with a weak preference for east-west alignment 180° from their expected Joy's law angle. The anti-Hale sunspots display a log-normal size distribution similar to that of all sunspots, indicating no preferred size for anti-Hale sunspots. We report that 8.4% ± 0.8% of all bipolar sunspot regions are misclassified as Hale in traditional catalogs. This percentage is slightly higher for groups within 5° of the equator due to the misalignment of the magnetic and heliographic equators.

    Fenestration systems have numerous impacts upon the performances of buildings, including view, illumination, thermal gains and losses, and energy performance. These impacts can be positive or negative. Excellent energy savings and occupant satisfaction and productivity, and poor energy performance can result from bad design. The definition of proper fenestration design is not an easy one, since there are so many variables involved and because of the growing variability of fenestration products available. The vendors of these products make performance claims aimed at a variety of performance goals, but the list of issues addressed is seldom complete and comprehensive. Better characterization of the instantaneous energy and other performances of fenestration products is an important first step in increasing the designer's ability to create viable, cost-effective, and energy efficient designs. Next would be improved methods for calculating long-term performances. Finally we need better design tools that will incorporate new knowledge about fenestration performances in ways that enable designers rather than disable them. This report covers work done from the beginning of work on this grant late in 1984 to its end on 30 March 1990. 22 refs., 5 figs.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    The Residential Solar Data Center project staff in the Center for Building Technology, National Bureau of Standards, has been responsible for the establishment and operation of a computerized data base containing non-instrumented residential data generated by the Solar Heating and Cooling Demonstration Program sponsored by the Department of Energy (DoE) and the Department of Housing and Urban Development (HUD). This document includes computer reports of data contained in the Grant file, one of six computer files comprising the data base. These reports contain data recorded on applications submitted to HUD by organizations or individual builders applying for grants to build solar energy systems in new and/or existing homes. Approximately 668 grants have been awarded in six award cycles.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. sect. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The FY 2015 EMPG will provide federal funds to assist state, local, tribal and territorial emergency management agencies to obtain the resources required to support the National Preparedness Goal's (NPG's) associated mission areas and core capabilities. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

    Municipal electric utilities may take advantage of grants from the Department of Housing and Urban Development (HUD) to finance a wide range of conservation and alternative energy projects. Urban Development Action Grants (UDAG) is a flexible program aimed at creating government, community, and private industry partnerships. The grants, dispensed through the local government, provide 14 to 28 percent of a project's cost. An eligible community must meet certain demographic criteria and is informed within two months if its application is accepted. Other HUD grant programs consider poverty pockets and innovative energy proposals. (DCK)

The apparatus includes a first circuit receiving one or more request signals, and implementing logic for assigning a priority to the one or more request signals, and, generating a set of first_request signals based on the priorities assigned. One or more priority select circuits for receiving the set of first_request signals and generating corresponding one or more fixed grant signals representing one or more highest priority request signals when asserted during the predetermined time interval. A second circuit device receives the one or more fixed grant signals generates one or more grant signals associated with one or more highest priority request signals assigned, the grant signals for enabling one or more respective requesting entities access to the resource in the predetermined time interval, wherein the priority assigned to the one or more request signals changes each successive predetermined time interval. In one embodiment, the assigned priority is based on a numerical pattern, the first circuit changing the numerical pattern with respect to the first_request signals generated at each successive predetermined time interval.

    In this study, we developed and evaluated a brief training program for grant reviewers that aimed to increase inter-rater reliability, rating scale knowledge, and effort to read the grant review criteria. Enhancing reviewer training may improve the reliability and accuracy of research grant proposal scoring and funding recommendations. Seventy-five Public Health professors from U.S. research universities watched the training video we produced and assigned scores to the National Institutes of Health scoring criteria proposal summary descriptions. For both novice and experienced reviewers, the training video increased scoring accuracy (the percentage of scores that reflect the true rating scale values), inter-rater reliability, and the amount of time reading the review criteria compared to the no video condition. The increase in reliability for experienced reviewers is notable because it is commonly assumed that reviewers—especially those with experience—have good understanding of the grant review rating scale. Our findings suggest that both experienced and novice reviewers who had not received the type of training developed in this study may not have appropriate understanding of the definitions and meaning for each value of the rating scale and that experienced reviewers may overestimate their knowledge of the rating scale. Lastly, the results underscore the benefits of and need for specialized peer reviewer training.

Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP.     The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

    Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period. The reporting system provides recipients with a formal method for identifying problems, including those originated by the Federal government. For purposes of illustration, a hypothetical project - partially funded by DOE under a cooperative agreement - using all the Program Management forms is presented in Part II, Program Management. Part III, Technical Information uses a research grant to illustrate Technical Reporting. Appendix B provides a complete example of the reporting requirements on a research grant.

    This article evaluates the first year of the Section 1603 Treasury cash grant program, which enables renewable power projects in the U.S. to elect cash grants in lieu of the federal tax credits that are otherwise available. To date, the program has been heavily subscribed, particularly by wind power projects, which had received 86% of the nearly $2.6 billion in grants that had been disbursed as of March 1, 2010. As of that date, 6.2 GW of the 10 GW of new wind capacity installed in the U.S. in 2009 had applied for grants in lieu of production tax credits. Roughly 2.4 GW of this wind capacity may not have otherwise been built in 2009 absent the grant program; this 2.4 GW may have supported approximately 51,600 short-term full-time-equivalent (FTE) gross job-years in the U.S. during the construction phase of these wind projects, and 3,860 longterm FTE gross jobs during the operational phase. The program’s popularity stems from the significant economic value that it provides to renewable power projects, relative to the otherwise available tax credits. Although grants reward investment rather than efficient performance, this evaluation finds no evidence at this time of either widespread “gold-plating” or performance problems.

    The DOE/Industry Matching Grant Program is designed to encourage collaborative support for nuclear engineering education as well as research between the nation's nuclear industry and the U.S. Department of Energy (DOE). Despite a serious decline in student enrollments in the 1980s and 1990s, the discipline of nuclear engineering remained important to the advancement of the mission goals of DOE. The program is designed to ensure that academic programs in nuclear engineering are maintained and enhanced in universities throughout the U.S. At Penn State, the Matching Grant Program played a critical role in the survival of the Nuclear Engineering degree programs. Funds were used in a variety of ways to support both undergraduate and graduate students directly. Some of these included providing seed funding for new graduate research initiatives, funding the development of new course materials, supporting new teaching facilities, maintenance and purchase of teaching laboratory equipment, and providing undergraduate scholarships, graduate fellowships, and wage payroll positions for students.

    This report summarizes the outcome of the international workshop “From Computational Biophysics to Systems Biology (CBSB12)” which was held June 3-5, 2012, at the University of Tennessee Conference Center in Knoxville, TN, and supported by DOE through the Conference Support Grant 120174. The purpose of CBSB12 was to provide a forum for the interaction between a data-mining interested systems biology community and a simulation and first-principle oriented computational biophysics/biochemistry community. CBSB12 was the sixth in a series of workshops of the same name organized in recent years, and the second that has been held in the USA. As in previous years, it gave researchers from physics, biology, and computer science an opportunity to acquaint each other with current trends in computational biophysics and systems biology, to explore venues of cooperation, and to establish together a detailed understanding of cells at a molecular level. The conference grant of $10,000 was used to cover registration fees and provide travel fellowships to selected students and postdoctoral scientists. By educating graduate students and providing a forum for young scientists to perform research into the working of cells at a molecular level, the workshop adds to DOE's mission of paving the way to exploit the abilities of living systems to capture, store and utilize energy.

    This is the final report for the work done by our research group at the Atmospheric Sciences Research Center for the US DOE Atmopheric Radiation Measurement (ARM) Program. We were involved from the beginning of the ARM effort; we designed the Multi-filter Rotating Shadowband Spectroradiometer (MFRSR) which was widely deployed (and still operational in ARM) and through the years did a wide variety of data analysis on the returned data from these instruments. We also developed the Rotating Shadowband Spectroradiometer, which ARM deployed and also still deploys. Many scientific papers have been written using the data from these instruments, and the ongoing data streams remain part of the current ARM effort. Earlier reports contain our progress from previous grant periods, this report covers the last period and provides references to published work.

    This is the final technical report for DOE Grant #DE-FG02-04ER54795-Experimental Investigations of Fundamental Processes in Dusty Plasmas. A plasma is an ionized gas, and a dusty plasmas is a plasma that contains, in addition to electrons and ions, micron-sized dust particles. The dust particles acquire and electric charge in the plasma by collecting electrons and ions. The electrons move more rapidly than the ions, so the dust charge is negative. A 1 micron dust particle in a typical low temperature plasma has a charge corresponding to approximately 2000 electrons. Dusty plasmas are naturally found in astrophysical plasmas, planetary rings, technological plasmas, and magnetic fusion plasmas. The goal of this project was to study in the laboratory, the basic physical processes that occur in dusty plasmas. This report provides a summary of the major scientific products and activities of this award.

In response, Congress established the Treasury grant program pursuant to Section 1603 of the American Recovery and Reinvestment Act (Section 1603 Program) to offer a cash payment in lieu of a production and investment tax credit. This study addresses the likely project financing and market impacts from the expiration of the Section 1603 Program. The authors assembled an array of insights offered by financial executives active in the renewable energy (RE) market during conference panel discussions and in presentations, direct interviews, and email correspondences. This analysis found that the Section 1603 Program alleviated the need to monetize the tax credit incentives through specialized investors, helped lower the transaction and financing costs associated with renewable electricity projects, and generally supported an extensive build-out of renewable power generation capacity. With the expiration of the Section 1603 Program, smaller or less-established renewable power developers will have more difficulty attracting needed financial capital and completing their projects, development of projects relying on newer or 'innovative' technologies will likely slow as traditional tax equity investors are known to be highly averse to technology risk in the projects they fund, and, finally, projects relying on tax equity may be more expensive to develop due to higher transaction costs and potentially higher yields required to attract tax equity.

    The year 2008 resulted in 99 scans that were funded through NIH agencies. An additional 43 MRI scans were funded by industry. Over 250 scans were acquired by various investigators as �pilot� data to be used for future grant applications. While these numbers are modest in comparison to most busy research MRI Centers, they are in line with that of a newly established MRI research facility. The initial 12-18 months of operation were primarily dedicated to establishing new IRB approved research studies, and acquiring pilot data for future grant applications. During the year 2009 the MRI Center continued to show positive growth with respect to funded studies and the number of scan sessions. The number of NIH sponsored scans increased to 242 and the number of industry funded studies climbed to 81. This more than doubled our numbers of funded scans over the previous year. In addition, 398 scans were acquired as pilot data; most of which were fMRI�s. The MRI Center continued to expand with additional researchers who were interested in probing the brain�s response to chronic pain. Other studies looked at regions of brain activation in patients with impulsivity disorders; including smokers. A large majority of the imaging studies were focused on the brain; however, the MRI Center continued to accommodate the needs of various types of investigators, who studied various types of human pathology. Studies of porcine cardiac function and myocardial perfusion were performed. Another study of ultra-fast acute abdominal MRI in children was underway; eventually leading to publication in AJR. These non-neuro type research projects allowed the MRI Center to expand upon the depth and breadth of service that has now become available to researchers at UVM. The UVM MRI Center became the first clinical/research site in North America to install dual radio frequency (RF) amplifiers on a 3T MRI system. The use of dual RF amplifiers helps to eliminate standing wave artifacts that are

    Project: Theoretical and Experimental Research in Weak, Electromagnetic and Strong Interactions: Investigators: S. Nandi, K.S. Babu, F. Rizatdinova Institution: Oklahoma State University, Stillwater, OK 74078 This completed project focused on the cutting edge research in theoretical and experimental high energy physics. In theoretical high energy physics, the two investigators (Nandi and Babu) worked on a variety of topics in model-building and phenomenological aspects of elementary particle physics. This includes unification of particles and forces, neutrino physics, Higgs boson physics, proton decay, supersymmetry, and collider physics. Novel physics ideas beyond the Standard Model with testable consequences at the LHC have been proposed. These ideas have stimulated the experimental community to look for new signals. The contributions of the experimental high energy physics group has been at the D0 experiment at the Fermilab Tevatraon and the ATLAS experiment at the Large Hadron Collider. At the D0 experiment, the main focus was search for the Higgs boson in the WH channel, where improved limits were obtained. At the LHC, the OSU group has made significant contributions to the top quark physics, and the calibration of the b-tagging algorithms. The group is also involved in the pixel detector upgrade. This DOE supported grant has resulted in 5 PhD degrees during the past three years. Three postdoctoral fellows were supported as well. In theoretical research over 40 refereed publications have resulted in the past three years, with several involving graduate students and postdoctoral fellows. It also resulted in over 30 conference presentations in the same time period. We are also involved in outreach activities through the Quarknet program, where we engage Oklahoma school teachers and students in our research.

    This report briefly summaries the work performed at KNMI under DOE Grant DE-FG02-06ER64160 which, in turn was conducted in support of DOE Grant DE-FG02-90ER61071 lead by E. Clothieux of Penn. State U. The specific work at KNMI revolved around the development and application of the EarthCARE simulator to ground-based multi-sensor simulations.

    The purpose of this research was to develop a telerobotic master device consisting of a 7-axis backdrivable robotic arm, and a pressure-sensitive grip-controller integrated with a Compact Remote Console (CRC), thus creating a highly functional teleoperation station targeted to control a 6-axis industrial robotic arm and dexterous robotic hand to be used for demolition work in a nuclear setting. We successfully completed the development of one of the world?s smallest brushless motor controllers due partially to funding through this grant. These controllers are used to drive the motors in the master robotic arm. We also completed the development of an improved model of a highly advanced 4 degree-of-freedom arm ? this same arm is the core component in the teleoperation system. The WAM arm and a 3-axis gimbals were integrated with a commercially available CRC at our consultant?s lab at University of Tennessee. Additional support hardware and software were combined to tie the master control system to an existing industrial robot in the lab. A master controller for a dexterous hand was developed and became an integral part of the gimbals handle. Control algorithms were developed and the software was written and implemented. The entire system was then debugged and tested. Results of the prototype system are promising. The WAM Arm, gimbals, hand controller and CRC were successful integrated. Testing of the system to control the 6-axis industrial arm and prototype dexterous hand showed great potential. Relatively simple tasks were successfully performed at slow speeds. Some of the testing was hampered by problems with the slave dexterous hand. This is a prototype hand being developed by Barrett under a different Phase II program. Potential improvements and advancements to the system include improving the control code, and integration of a 2nd master controller arm in order to drive a 2nd slave arm and hand.   20. Energy Efficiency and Conservation Block Grant (EECBG)- Better Buildings Neighborhood Program Final Report

    The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact.
