    Government and utility conservation programs have increased tremendously in scope, breadth, intensity, and sophistication since the 1973 oil embargo. Early programs were mainly ''soft'' information and education efforts designed to increase citizen and customer awareness of energy issues and energy-efficiency options. In general, these programs were developed in a crisis atmosphere. The prevailing views then were that something had to be done, that almost any well-intentioned program was likely to be of value, and that we could not afford the luxury of carefully assessing program alternatives.

    Each year the Geothermal Division of the US Department of Energy conducts an in-depth review of its entire geothermal R D program. The conference serves several purposes: a status report on current R D activities, an assessment of progress and problems, a review of management issues, and a technology transfer opportunity between DOE and the US geothermal community. This year's conference, Program Review IX, was held in San Francisco on March 19--21, 1991. The theme of this review was The Geothermal Partnership -- Industry, Utilities, and Government Meeting the Challenges of the 90's.'' The importance of this partnership has increased markedly as demands for improved technology must be balanced with available research resources. By working cooperatively, the geothermal community, including industry, utilities, DOE, and other state and federal agencies, can more effectively address common research needs. The challenge currently facing the geothermal partnership is to strengthen the bonds that ultimately will enhance opportunities for future development of geothermal resources. Program Review IX consisted of eight sessions including an opening session. The seven technical sessions included presentations by the relevant field researchers covering DOE-sponsored R D in hydrothermal, hot dry rock, and geopressured energy and the progress associated with the Long Valley Exploratory Well. Individual papers have been cataloged separately.

    The US Department of Energy (DOE) is sponsoring the Utility Battery Storage Systems Program at Sandia National Laboratories and its contractors. This program is specifically aimed at developing battery energy storage systems for electric utility applications commencing in the mid to late 1990s. One factory-integrated utility battery system and three battery technologies: sodium/sulfur, zinc/bromine, and lead-acid are being developed under this program. In the last few years the emphasis of this program has focused on battery system development. This emphasis has included greater interactions with utilities to define application requirements. Recent activities have identified specific applications of battery energy storage in certain utility systems and quantified the value of these applications to these utility companies. In part due to these activities, battery energy storage is no longer regarded by utilities as a load-leveling resource only, but as a multifunction, energy management resource.

    The following conclusions are drawn from the information presented in this report: (1) Joint efforts by industry and government focused on meeting RTC recommendations for reduction/removal of barriers have met with some success. The most notable of these are the changes in regulations related to CCB utilization by individual states. Regionally or nationally consistent state regulation of CCB utilization would further reduce regulatory barriers. (2) Technology changes will continue to be driven by the CAAA, and emission control technologies are expected to continue to impact the type and properties of CCBs generated. As a result, continued RD and D will be needed to learn how to utilize new and changing CCBs in environmentally safe, technically sound, and economically advantageous ways. Clean coal technology CCBs offer a new challenge because of the high volumes expected to be generated and the different characteristics of these CCBs compared to those of conventional CCBs. (3) Industry and government have developed the RD and D infrastructure to address the technical aspects of developing and testing new CCB utilization applications, but this work as well as constant quality control/quality assurance testing needs to be continued to address both industry wide issues and issues related to specific materials, regions, or users. (4) Concerns raised by environmental groups and the public will continue to provide environmental and technical challenges to the CCB industry. It is anticipated that the use of CCBs in mining applications, agriculture, structural fills, and other land applications will continue to be controversial and will require case-by-case technical and environmental information to be developed. The best use of this information will be in the development of generic regulations specifically addressing the use of CCBs in these different types of CCB applications. (5) The development of federal procurement guidelines under Executive Order 12873 titled

    The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address contamination remaining from Manhattan Engineer District and early U.S. Atomic Energy Commission activities. The DOE Office of Legacy Management determines if a site is eligible for FUSRAP remediation and conducts long-term surveillance and maintenance activities to maintain protectiveness. Since 1997, the U.S. Army Corps of Engineers conducts site investigations and remedial action. Depending on final site conditions when remediation is completed, DOE post-closure care requirements may include inspection, environmental monitoring, management of institutional controls, records and data management, and stakeholder relations.     The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

    Nuclear wastes from the defense production cycle contain many uniquely useful, intrinsically valuable, and strategically important materials. These materials have a wide range of known and potential applications in food technology, agriculture, energy, public health, medicine, industrial technology, and national security. Furthermore, their removal from the nuclear waste stream can facilitate waste management and yield economic, safety, and environmental advantages in the management and disposal of the residual nuclear wastes that have no redemptive value. This document is the program plan for implementing the recovery and beneficial use of these valuable materials. An Executive Summary of this document, DOE/DP-0013, Vol. 1, January 1983, is available. Program policy, goals and strategy are stated in Section 2. Implementation tasks, schedule and funding are detailed in Section 3. The remaining five sections and the appendixes provide necessary background information to support these two sections. Section 4 reviews some of the unique properties of the individual byproduct materials and describes both demonstrated and potential applications. The amounts of byproduct materials that are available now for research and demonstration purposes, and the amounts that could be recovered in the future for expanded applications are detailed in Section 5. Section 6 describes the effects byproduct recovery and utilization have on the management and final disposal of nuclear wastes. The institutional issues that affect the recovery, processing and utilization of nuclear byproducts are discussed in Section 7. Finally, Section 8 presents a generalized mathematical process by which applications can be evaluated and prioritized (rank-ordered) to provide planning data for program management.

    The U.S. Department of Energy (DOE) Office of Legacy Management (LM) is the long-term custodian of sites remediated under the Formerly Utilized Sites Remedial Action Program (FUSRAP). The U.S. Army Corps of Engineers (USACE) is responsible for characterization, assessment, remedy selection, and remedial action of FUSRAP sites. Site responsibilities are transferred from USACE to DOE-LM when the implemented remedy is demonstrated to be functioning as designed. Coordination of site transfer follows prescribed processes to ensure that DOE acquires the knowledge and information to maintain the site remedy and site protectiveness. (authors)

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado. Participating businesses have demonstrated that a pollution prevention program can reduce environmental waste, increase employee safety, and decrease costs. 4 refs., 4 figs., 5 tabs.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    Biomass utilization is one solution to our nation’s addiction to oil and fossil fuels. What is needed now is applied fundamental research that will cause economic technology development for the utilization of the diverse biomass resources in the United States. This Energy & Environmental Research Center (EERC) applied fundamental research project contributes to the development of economical biomass utilization for energy, transportation fuels, and marketable chemicals using biorefinery methods that include thermochemical and fermentation processes. The fundamental and basic applied research supports the broad scientific objectives of the U.S. Department of Energy (DOE) Biomass Program, especially in the area of developing alternative renewable biofuels, sustainable bioenergy, technologies that reduce greenhouse gas emissions, and environmental remediation. Its deliverables include 1) identifying and understanding environmental consequences of energy production from biomass, including the impacts on greenhouse gas production, carbon emission abatement, and utilization of waste biomass residues and 2) developing biology-based solutions that address DOE and national needs related to waste cleanup, hydrogen production from renewable biomass, biological and chemical processes for energy and fuel production, and environmental stewardship. This project serves the public purpose of encouraging good environmental stewardship by developing biomass-refining technologies that can dramatically increase domestic energy production to counter current trends of rising dependence upon petroleum imports. Decreasing the nation’s reliance on foreign oil and energy will enhance national security, the economy of rural communities, and future competitiveness. Although renewable energy has many forms, such as wind and solar, biomass is the only renewable energy source that can be governed through agricultural methods and that has an energy density that can realistically compete with

    A thermal energy transport and storage system is provided which includes an evaporator containing a mixture of a first phase change material and a silica powder, and a condenser containing a second phase change material. The silica powder/PCM mixture absorbs heat energy from a source such as a solar collector such that the phase change material forms a vapor which is transported from the evaporator to the condenser, where the second phase change material melts and stores the heat energy, then releases the energy to an environmental space via a heat exchanger. The vapor is condensed to a liquid which is transported back to the evaporator. The system allows the repeated transfer of thermal energy using the heat of vaporization and condensation of the phase change material.

    In recent years, it is becoming apparent that good science not only requires the talents of individual scientists, but also state-of-the-art laboratory facilities. These faculties, often costing millions to billions of dollars, allow scientists unprecedented opportunities to advance their knowledge and improve the quality of human life. To make optimum use of these experimental facilities, a significant amount of computational simulations is required. These mega-projects require large-scale computational facilities and complementary infrastructures of network and software. For physical sciences in US, most of these research and development efforts are funded by the US Department of Energy (DOE) and National Science Foundation (NSF). Universities, US National Laboratories, and occasionally industrial partners work together on projects awarded with different flavors of government funds managed under different rules. At Fermilab, we manage multiple such collaborative computing projects for university and laboratory consortia. In this paper, I explore important lessons learned from my experience with these projects. Using examples of projects delivering computing infrastructure for the Lattice QCD Collaboration, I explain how the use of federal enterprise architecture may be deployed to run projects effectively. I also describe the lessons learned in the process. Lessons learned from the execution of the above projects are also applicable to other consortia receiving federal government funds.
