    Garcia and Associates (GANDA) was contracted by the Lawrence Livermore National Laboratory (LLNL) to collect information on golden eagle (Aquila chrysaetos) use of Site 300. During 2014, we conducted surveys at Site 300 and for an area including a 10-mile radius of Site 300. Those surveys documented 42 golden eagle territories including two territories that overlapped with Site 300. These were named ‘Tesla’ and ‘Linac Road’. In 2015, we conducted surveys to refine the territory boundaries of golden eagle territories that overlapped with Site 300 and to document eagle activity at Site 300.

    Garcia and Associates (GANDA) was contracted by the Lawrence Livermore National Laboratory (LLNL) to conduct surveys for bald eagles (Haliaeetus leucocephalus) and golden eagles (Aquila chrysaetos) at Site 300 and in the surrounding area out to 10-miles. The survey effort was intended to document the boundaries of eagle territories by careful observation of eagle behavior from selected viewing locations throughout the study area.

    The Resource Description Framework (RDF) and SPARQL Protocol and RDF Query Language (SPARQL) were introduced about a decade ago to enable flexible schema-free data interchange on the Semantic Web. Today data scientists use the framework as a scalable graph representation for integrating, querying, exploring and analyzing data sets hosted at different sources. With increasing adoption, the need for graph mining capabilities for the Semantic Web has emerged. Today there is no tools to conduct "graphmore » mining" on RDF standard data sets. We address that need through implementation of popular iterative Graph Mining algorithms (Triangle count, Connected component analysis, degree distribution, diversity degree, PageRank, etc.). We implement these algorithms as SPARQL queries, wrapped within Python scripts and call our software tool as EAGLE.     An Integrated Coal Gasification Fuel Cell power plant (IGFC) is one of the most attractive power plants in the 21st century because of its high efficiency and low impact on the environment. Under financial support of NEDO, the project for IGFC named ``Coal Energy Application for Gas, Liquid and Electricity (EAGLE)'' is in progress. This paper shows the current status of the project. EAGLE project aims to establish coal gasification technology for fuel cells, with special emphasis, to develop an coal gasifier and a gas clean up system which reduces trace elements within the tolerant level for fuel cells. Electric Power Development Co., Ltd. (EPDC) and Hitachi Ltd. have researched and designed the plant. Plant Capacity of the plant is 150 tons per day of coal. Oxidization agent is pure oxygen produced by an air separation unit. Two-stage entrained flow type gasifier has been selected for EAGLE. Both cyclone and filter is used for dust removal. Syngas contains not only H{sub 2}S but also COS as sulfur compounds. H{sub 2}S is removed by the wet gas clean-up system using methyl di-ethanol amine (MDEA). However COS cannot be absorbed by MDEA. To improve the desulfurization ratio, Carbonyl Sulfide (COS) hydrolysis unit is used for conversion of COS to H{sub 2}S. Construction of the plant started in 1998. The gasifier and the heat recovery boiler have been already manufactured and constructed at the plant site Wakamatsu in Fukuoka prefecture. Testing of the plant operation will start in 2001 and continue until 2004.

    Several methods of analysis are available in engineering practice to study old masonry constructions. Two commonly used approaches in the field of seismic engineering are global and local analyses. Despite several years of research in this field, the various methodologies suffer from a lack of comprehensive experimental validation. This is mainly due to the difficulty in simulating the many different kinds of masonry and, accordingly, the non-linear response under horizontal actions. This issue can be addressed by examining the local response of isolated panels under monotonic and/or alternate actions. Different testing methodologies are commonly used to identify the local response of old masonry. These range from simplified pull-out tests to sophisticated in-plane monotonic tests. However, there is a lack of both knowledge and critical comparison between experimental validations and numerical simulations. This is mainly due to the difficulties in implementing irregular settings within both simplified and advanced numerical analyses. Similarly, the simulation of degradation effects within laboratory tests is difficult with respect to old masonry in-situ boundary conditions. Numerical models, particularly on rubble masonry, are commonly simplified. They are mainly based on a kinematic chain of rigid blocks able to perform different “modes of damage” of structures subjected to horizontal actions. This paper presents an innovative methodology for testing; its aim is to identify a simplified model for out-of-plane response of rubbleworks with respect to the experimental evidence. The case study of L’Aquila district is discussed.

    The future of the US economy, our national security, and our environmental quality all depend on decreasing our reliance on foreign oil and on fossil fuels. An essential component of decreasing this reliance is the development of alternative energy sources. Wind power is among the most important alternative energy sources currently available, and the mid-Atlantic region is a primary focus for wind power development. In addition to being important to the development of wind power, the mid-Atlantic region holds a special responsibility for the conservation of the eastern North America's golden eagles (Aquila chrysaetos). This small population breeds in northeastern Canada, winters in the southern Appalachians, and nearly all of these birds pass through the mid-Atlantic region twice each year. Movement of these birds is not random and, particularly during spring and autumn, migrating golden eagles concentrate in a narrow 30-50 mile wide corridor in central Pennsylvania. Thus, because the fate of these rare birds may depend on responsible management of the habitat they use it is critical to use research to identify ways to mitigate prospective impacts on this and similar raptor species. The goal of this project was to develop high-resolution spatial risk maps showing migration corridors of and habitat use by eastern golden eagles in regions of high potential for wind development. To accomplish this, we first expanded existing models of raptor migration for the eastern USA to identify broad-scale migration patterns. We then used data from novel high-resolution tracking devices to discover routes of passage and detailed flight behavior of individual golden eagles throughout the eastern USA. Finally, we integrated these data and models to predict population-level migration patterns and individual eagle flight behavior on migration. We then used this information to build spatially explicit, probabilistic maps showing relative risk to birds from wind development. This

  8. Extracting Effective Higgs Couplings in the Golden Channel

    Kinematic distributions in Higgs decays to four charged leptons, the so called ‘golden channel, are a powerful probe of the tensor structure of its couplings to neutral electroweak gauge bosons. In this study we construct the first part of a comprehensive analysis framework designed to maximize the information contained in this channel in order to perform direct extraction of the various possible Higgs couplings. We first complete an earlier analytic calculation of the leading order fully differential cross sections for the golden channel signal and background to include the 4e and 4μ final states with interference between identical final states.more » We also examine the relative fractions of the different possible combinations of scalar-tensor couplings by integrating the fully differential cross section over all kinematic variables as well as show various doubly differential spectra for both the signal and background. From these analytic expressions we then construct a ‘generator level’ analysis framework based on the maximum likelihood method. Then, we demonstrate the ability of our framework to perform multi-parameter extractions of all the possible effective couplings of a spin-0 scalar to pairs of neutral electroweak gauge bosons including any correlations. Furthermore, this framework provides a powerful method for study of these couplings and can be readily adapted to include the relevant detector and systematic effects which we demonstrate in an accompanying study to follow.« less

    At NREL's Energy Systems Integration Facility (ESIF) in Golden, Colo., scientists and engineers work to overcome challenges related to how the nation generates, delivers and uses energy by modernizing the interplay between energy sources, infrastructure, and data. Test facilities include a megawatt-scale ac electric grid, photovoltaic simulators and a load bank. Additionally, a high performance computing data center (HPCDC) is dedicated to advancing renewable energy and energy efficient technologies. A key design strategy is to use waste heat from the HPCDC to heat parts of the building. The ESIF boasts an annual EUI of 168.3 kBtu/ft2. This article describes the building's procurement, design and first year of performance.

    This study relates the Eagle Ford-equivalent Harris delta north of the Stuart City shelf edge with the downdip Woodbine-Eagle Ford section south of that shelf edge. Together, they comprised one large deltaic complex that divided into two major lobes at an avulsion site near Anderson County. One lobe prograded southwestward toward Kurten field in Brazos County; the other (now partly eroded) prograded southeastward beside the low-lying Sabine (uplift) landmass into Polk County. The Polk County lobe crossed the Stuart City shelf edge in the Seven Oaks-Hortense field area and continued to prograde southward into deeper and higher energy water. Such an environment caused this off-shelf Harris delta to oversteepen, resulting in frequent slumps and gravity flows that deposited debris-flow and turbidite sands along with predominantly fine-grained prodelta sediments. More familiar deltaic facies (outer fringe) are present in the uppermost section. Numerous structural and stratigraphic maps and cross sections illustrate the progradation of the downdip Harris delta and its features. The progradation was arrested for a time by deeper water at the older and more precipitous Sligo shelf edge. This progradational hiatus is recorded by a relatively strong reflection that separates two seismic sequences. The younger, onlapping sequence appears to represent continued Harris delta sedimentation. Among the interesting features mapped seismically and/or geologically are mounded reflections that represent the largest slumping events, thickness anomalies associated with the carbonate substrate, and erosional( ) channels at the section top. These off-shelf Harris delta deposits appear to interfinger laterally with a genetically different eastern (Tuscaloosa ) sequence in Tyler and Jasper Counties.

    The National Renewable Energy Laboratory (NREL), the nation`s primary solar and renewable energy research laboratory, proposes to expand its wind technology research and development program activities at its National Wind Technology Center (NWTC) near Golden, Colorado. NWTC is an existing wind energy research facility operated by NREL for the US Department of Energy (DOE). Proposed activities include the construction and reuse of buildings and facilities, installation of up to 20 wind turbine test sites, improvements in infrastructure, and subsequent research activities, technology testing, and site operations. In addition to wind turbine test activities, NWTC may be used to support other NREL program activities and small-scale demonstration projects. This document assesses potential consequences to resources within the physical, biological, and human environment, including potential impacts to: air quality, geology and soils, water resources, biological resources, cultural and historic resources, socioeconomic resources, land use, visual resources, noise environment, hazardous materials and waste management, and health and safety conditions. Comment letters were received from several agencies in response to the scoping and predecisional draft reviews. The comments have been incorporated as appropriate into the document with full text of the letters contained in the Appendices. Additionally, information from the Rocky Flats Environmental Technology Site on going sitewide assessment of potential environmental impacts has been reviewed and discussed by representatives of both parties and incorporated into the document as appropriate.

  18. Implications of the Higgs discovery in the MSSM golden region.

    If the lightest CP-even Higgs boson in the MSSM is discovered at the LHC, two measurements could be made simultaneously: the Higgs mass m{sub h} and the event rate B{sigma}(gg {yields} h {yields} {gamma}{gamma}). We study to what extent the combination of these two measurements would allow us to extract parameters in the stop mass matrix, including the off-diagonal mixing term, with a focus on the MSSM golden region where the stops are light and the mixing is large. Even though both the production cross-section and the decay amplitude are not sensitive to supersymmetric parameters outside of the stop sector, the branching ratio depends on the total decay width, which is dominated by the Higgs decay to b quarks and sensitive to both the pseudo-scalar mass m{sub A} and the supersymmetric Higgs mass {mu}. In the end we find m{sub A} is an important input in extracting the stop mass parameters, while a fair estimate of the off-diagonal mixing term could be obtained without prior knowledge of {mu}.

  19. EAGLES 1.1: A microcomputer software package for analyzing fuel efficiency of electric and gasoline vehicles

    As part of the U.S. Department of Energy`s electric/hybrid vehicle research program, Argonne National Laboratory has developed a computer software package called EAGLES. This paper describes the capability of the software and its many features and potential applications. EAGLES version 1.1 is an interactive microcomputer software package for the analysis of battery performance in electric-vehicle applications, or the estimation of fuel economy for a gasoline vehicle. The principal objective of the electric-vehicle analysis is to enable the prediction of electric-vehicle performance (e.g., vehicle range) on the basis of laboratory test data for batteries. The model provides a second-by-second simulation of battery voltage and current for any specified velocity/time or power/time profile, taking into consideration the effects of battery depth-of-discharge and regenerative braking. Alternatively, the software package can be used to determine the size of the battery needed to satisfy given vehicle mission requirements (e.g., range and driving patterns). For gasoline-vehicle analysis, an empirical model relating fuel economy, vehicle parameters, and driving-cycle characteristics is included in the software package. For both types of vehicles, effects of heating/cooling loads on vehicle performance can be simulated. The software package includes many default data sets for vehicles, driving cycles, and battery technologies. EAGLES 1.1 is written in the FORTRAN language for use on IBM-compatible microcomputers.

  20. Developing Engineered Fuel (Briquettes) Using Fly Ash from the Aquila Coal-Fired Power Plant in Canon City and Locally Available Biomass Waste

    The objective of this research is to explore the feasibility of producing engineered fuels from a combination of renewable and non renewable energy sources. The components are flyash (containing coal fines) and locally available biomass waste. The constraints were such that no other binder additives were to be added. Listed below are the main accomplishments of the project: (1) Determination of the carbon content of the flyash sample from the Aquila plant. It was found to be around 43%. (2) Experiments were carried out using a model which simulates the press process of a wood pellet machine, i.e. a bench press machine with a close chamber, to find out the ideal ratio of wood and fly ash to be mixed to get the desired briquette. The ideal ratio was found to have 60% wood and 40% flyash. (3) The moisture content required to produce the briquettes was found to be anything below 5.8%. (4) The most suitable pressure required to extract the lignin form the wood and cause the binding of the mixture was determined to be 3000psi. At this pressure, the briquettes withstood an average of 150psi on its lateral side. (5) An energy content analysis was performed and the BTU content was determined to be approximately 8912 BTU/lb. (6) The environmental analysis was carried out and no abnormalities were noted. (7) Industrial visits were made to pellet manufacturing plants to investigate the most suitable manufacturing process for the briquettes. (8) A simulation model of extrusion process was developed to explore the possibility of using a cattle feed plant operating on extrusion process to produce briquettes. (9) Attempt to produce 2 tons of briquettes was not successful. The research team conducted a trial production run at a Feed Mill in La Junta, CO to produce two (2) tons of briquettes using the extrusion process in place. The goal was to, immediately after producing the briquettes; send them through Aquila's current system to test the ability of the briquettes to flow through

    The Golden-Thompson inequality, Tr?(e{sup A+B}) ? Tr?(e{sup A}e{sup B}) for A, B Hermitian matrices, appeared in independent works by Golden and Thompson published in 1965. Both of these were motivated by considerations in statistical mechanics. In recent years the Golden-Thompson inequality has found applications to random matrix theory. In this article, we detail some historical aspects relating to Thompson's work, giving in particular a hitherto unpublished proof due to Dyson, and correspondence with Plya. We show too how the 2 2 case relates to hyperbolic geometry, and how the original inequality holds true with the trace operation replaced by any unitarily invariant norm. In relation to the random matrix applications, we review its use in the derivation of concentration type lemmas for sums of random matrices due to Ahlswede-Winter, and Oliveira, generalizing various classical results.

This case study describes the development and implementation of the Super Efficient Refrigerator Program (SERP), which awarded $30 million to the refrigerator manufacturer that developed and commercialized a refrigerator that exceeded 1993 federal efficiency standards by at least 25%. The program was funded by 24 public and private utilities. As the first Golden Carrot program to be implemented in the United States, SERP was studied as an example for future `market-pull` efforts.

    A CPV module containing 30 III-V multijunction cells was operated on?sun for one year in Golden, Colorado. Each cell was characterized prior to and following exposure. A module power degradation of 10% was observed and found to be a result as an overall decrease in cell short circuit current and the presence of at least one shunted cell. A positive correlation between initial shunt current and an increase in shunt current following exposure was also found. Cell exfoliation was also observed and found to be coincident with the presence of water and/or charring of the cell package due to an off-sun event.

    The Solar Energy Research, Development, and Demonstration Act of 1974 authorized a federal program to develop solar energy as a viable source of the nation`s future energy needs. Under this authority, the National Renewable Energy Laboratory (NREL) was created as a laboratory of the Department of Energy (DOE) to research a number of renewable energy possibilities. The laboratory conducts its operations both in government-owned facilities on the NREL South Table Mountain (STM) Site near Golden, Colorado, and in a number of leased facilities, particularly the Denver West Office Park. NREL operations include research in energy technologies, and other areas of national environmental and energy technology interest. Examples of these technologies include electricity from sunlight with solar cells (photovoltaics); energy from wind (windmills or wind turbines); conversion of plants and plant products (biomass) into liquid fuels (ethanol and methanol); heat from the sun (solar thermal) in place of wood, oil, gas, coal and other forms of heating; and solar buildings. NREL proposes to continue and expand the present R&D efforts in C&R energy by making infrastructure improvements and constructing facilities to eventually consolidate the R&D and associated support activities at its STM Site. In addition, it is proposed that operations continue in current leased space at the present levels of activity until site development is complete. The construction schedule proposed is designed to develop the site as rapidly as possible, dependent on Congressional funding, to accommodate not only the existing R&D that is being conducted in leased facilities off-site but to also allow for the 20-year projected growth. Impacts from operations currently conducted off-site are quantified and added to the cumulative impacts of the STM site. This environmental assessment provides information to determine the severity of impacts on the environment from the proposed action.

  17. Technical Feasibility Assessment of LED Roadway Lighting on the Golden Gate Bridge

    Subsequent to preliminary investigations by the Golden Gate Bridge Highway & Transportation District (GGB), in coordination with Pacific Gas & Electric (PG&E), the GATEWAY Demonstration program was asked to evaluate the technical feasibility of replacing existing roadway lighting on the bridge with products utilizing LED technology. GGB and PG&E also indicated interest in induction (i.e., electrodeless fluorescent) technology, since both light source types feature rated lifetimes significantly exceeding those of the existing high-pressure sodium (HPS) and low-pressure sodium (LPS) products. The goal of the study was to identify any solutions which would reduce energy use and maintenance without compromising the quantity or quality of existing illumination. Products used for roadway lighting on the historic bridge must be installed within the existing amber-lensed shoebox-style luminaire housings. It was determined that induction technology does not appear to represent a viable alternative for the roadway luminaires in this application; any energy savings would be attributable to a reduction in light levels. Although no suitable LED retrofit kits were identified for installation within existing luminaire housings, several complete LED luminaires were found to offer energy savings of 6-18%, suggesting custom LED retrofit kits could be developed to match or exceed the performance of the existing shoeboxes. Luminaires utilizing ceramic metal halide (CMH) were also evaluated, and some were found to offer 28% energy savings, but these products might actually increase maintenance due to the shorter rated lamp life. Plasma technology was evaluated, as well, but no suitable products were identified. Analysis provided in this report was completed in May 2012. Although LED technologies are expected to become increasingly viable over time, and product mock-ups may reveal near-term solutions, some options not currently considered by GGB may ultimately merit evaluation.     EAGLES is an interactive microcomputer software package for the analysis of fuel efficiency in electric-vehicle (EV) applications or the estimation of fuel economy for a gasoline vehicle. The principal objective of the EV analysis is to enable the prediction of EV performance on the basis of laboratory test data for batteries. The EV model included in the software package provides a second-by-second simulation of battery voltage and current for any specified vehicle velocity/time or power/time profile. The capability of the battery is modeled by an algorithm that relates the battery voltage to the withdrawn (or charged) current, taking into account the effect of battery depth-of-discharge. Alternatively, the software package can be used to determine the size of the battery needed to satisfy given vehicle mission requirements. For gasoline vehicles, a generic fuel-economy model based on data from EPA Test Car List 1991 is included in the software package. For both types of vehicles, effects of heating/cooling loads on vehicle performance, including range penalty for EVs, can be studied. Also available is an option to estimate the time needed by a specified vehicle to reach a certain speed with the application of a constant power and an option to compute the fraction of time and/or distance in a driving cycle at speeds exceeding a specified value. Certain parameters can be changed interactively prior to a run.

  20. Case History of a Clean Water Act Compliance Agreement at the Rocky Flats Environmental Technology Site near Golden, Colorado

    A major Clean Water Act (CWA) Federal Facilities Compliance Agreement was signed on March 25, 1991 by the US Department of Energy, Rocky Flats Field Office (DOE, RFFO) and the Water Enforcement Division of the Environmental Protection Agency (EPA), Region VIII. The agreement revised the Rocky Flats Plant`s National Pollutant Discharge Elimination System (NPDES) permit and arose from pemittee-requested changes in effluent monitoring points and permit violations, most notably the February 22, 1989 Chromic Acid Incident. The Rocky Flats Plant, now called the Rocky Flats Environmental Technology Site (Site) near Golden Colorado was operated at that time by Rockwell International Corporation, who later plead guilty to six misdemeanor and felony counts of the CWA (the aforementioned NPDES permit violations) and paid a $4 million fine on March 26, 1992. The Compliance Agreement, hereafter referred to as the NPDES FFCA, called for three separate remedial action plans and contained a schedule for their submittal to the EPA. The compliance plans focussed on: (1) Waste Water Treatment Plant (WWTP) performance upgrades, (2) source control and surface water protection, and (3) characterization of the impacts from past sludge disposal practices. Projects that implemented the compliance plans were initiated soon after submittal to the EPA and are forecast to complete in 1997 at a total cost of over $35 million. This paper presents a case history of NPDES FFCA compliance projects and highlights the successes, failures, and lessons learned.

    A bacterial strain with high cellulase activity was isolated of feces sample of Golden Takin (Budorcas taxicolor Bedfordi). The bacterium was classified and designated Bacillus subtilis LN by morphological and 16SrDNA gene sequence analysis. Two putative cellulase genes, CelL15 and CelL73, were simultaneously cloned from the isolated strain by PCR. The putative gene CelL15 consisted of an open reading frame (ORF) of 1470 nucleotides and encoded a protein of 490 amino acids with a molecular weight of 54 kDa. The CelL73 gene consisted of an open reading frame (ORF) of 741 nucleotides and encoded a protein of 247 amino acids with a molecular weight of 27 kDa. Both genes were purified and cloned into pET-28a for expression in Escherichia coli BL21 (DE3). The ability of E. coli to degrade cellulose was enhanced when the two recombinants were cultured together.

Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (ITSNA) to collect data on federal fleet operations as part of the Advanced Vehicle Testing Activity's Federal Fleet Vehicle Data Logging and Characterization study. The Advanced Vehicle Testing Activity study seeks to collect data to validate the utilization of advanced electric drive vehicle transportation. This report focuses on the Golden Gate National Recreation Area (GGNRA) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of plug-in electric vehicles (PEVs) into the agencies' fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. GGNRA identified 182 vehicles in its fleet, which are under the management of the U.S. General Services Administration. Fleet vehicle mission categories are defined in Section 4, and while the GGNRA vehicles conduct many different missions, only two (i.e., support and law enforcement missions) were selected by agency management to be part of this fleet evaluation. The selected vehicles included sedans, trucks, and sport-utility vehicles. This report will show that battery electric vehicles and/or PHEVs are capable of performing the required missions and providing an alternative vehicle for support vehicles and PHEVs provide the same for law enforcement, because each has a sufficient range for individual trips and time is available each day for charging to accommodate multiple trips per day.     Purpose: The purpose of this investigation is to determine if a single set of beam data, described by a minimal set of equations and fitting variables, can be used to commission different installations of a proton double-scattering system in a commercial pencil-beam dose calculation algorithm. Methods: The beam model parameters required to commission the pencil-beam dose calculation algorithm (virtual and effective SAD, effective source size, and pristine-peak energy spread) are determined for a commercial double-scattering system. These parameters are measured in a first room and parameterized as function of proton energy and nozzle settings by fitting four analytical equations to the measured data. The combination of these equations and fitting values constitutes the golden beam data (GBD). To determine the variation in dose delivery between installations, the same dosimetric properties are measured in two additional rooms at the same facility, as well as in a single room at another facility. The difference between the room-specific measurements and the GBD is evaluated against tolerances that guarantee the 3D dose distribution in each of the rooms matches the GBD-based dose distribution within clinically reasonable limits. The pencil-beam treatment-planning algorithm is commissioned with the GBD. The three-dimensional dose distribution in water is evaluated in the four treatment rooms and compared to the treatment-planning calculated dose distribution. Results: The virtual and effective SAD measurements fall between 226 and 257 cm. The effective source size varies between 2.4 and 6.2 cm for the large-field options, and 1.0 and 2.0 cm for the small-field options. The pristine-peak energy spread decreases from 1.05% at the lowest range to 0.6% at the highest. The virtual SAD as well as the effective source size can be accurately described by a linear relationship as function of the inverse of the residual energy.     The 1990-2012 light curve of the nova-like (NL) cataclysmic variable V794 Aql is studied in order to characterize and better understand the transitions to and from the faint state, and the variations within the bright state. Investigations of earlier portions of this data had concluded that the transitions to the low state were much slower than the rapid recovery, giving a sawtoothed appearance to the light curve. This behavior differs from that of most other VY Scl stars, which led to an interpretation of the large amplitude sawtooths as being due to an accretion disk (AD) instability. However, more recent photometry strongly suggests that the bright state itself has transitions of 1-1.5 mag, and that earlier studies had intermixed these bright state variations with the transitions to the low state. These newly recognized variations within the bright state sometimes appear as small outbursts (OBs) with typical amplitudes of 0.5-1.5 mag and spacings of ?15-50 days. The rise times of the OBs are 2-3 times faster than the decline times. We argue that the V794 Aql bright state variations are due to AD behavior similar to that seen in dwarf novae, but with varying degrees of stability. Similar regular small OBs have also been reported in other NL CVs, which we compare with V794 Aql. The true deep low states in V794 Aql appear to be normal, having transition speeds and shapes very similar to the transitions in other VY Scl stars.

    The shift from scarce, highpriced oil to coal and other energy resources has begun to have real effects around the world. For the United States, this basic transition from oil to coal - long discussed and debated - is underway and is accelerating. Domestically, coal use increased by only about three percent per year following the 1973 oil embargo until 1978. However, since that time, growth has accelerated to five percent each year - a rate substantially ahead of growth in total energy consumption in the United States. In 1980, coal provided 20.5 percent of all United States energy needs, up from 17.7 percent in 1974. Oil use dropped from 46.0 percent to 44.9 percent. Total energy consumption rose by 4.7 percent. Electric utilities consume about 80 percent of the coal used in the United States and generate about 51 percent of the nation's electricity from coal, compared to 44.5 percent in 1974. Total coal consumption in this sector has grown from 390,000,000 tons in 1974 to 568,000,000 tons in 1980. World demand for United States steam coal greatly increased. Overseas shipments of steam coal soared from almost none in 1978, to 2,500,000 tons in 1979, to 16,000,000 tons in 1980, and are expected to reach 30,000,000 tons this year. In issuing the Reagan administration's coal export policy last July, Secretary of Commerce Malcolm Baldridge said, Continued private development of the coal market will be strenghtened by the overall administration tax, budgetary, and regulatory reforms. The United States intends to maintain a solid international reputation as a reliable supplier of coal. To insure that the federal government will expedite and not inadvertently constrain coal exports to the world, President Reagan established a coal export task force made up of officials from various government agencies involved in all areas of coal policy.

    This report presents the preliminary findings of the Environmental Survey of the United States Department of Energy (DOE), Rocky Flats Plant (RFP), conducted August 11 through 22, 1986. The Survey is being conducted by an multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the RFP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data observations of the operations carried on at RFP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activates. The Sampling and Analysis Plan is being executed by DOE's Oak Ridge National Laboratory. When completed, the results will be incorporated into the RFP Environmental Survey Interim Report.     Unprecedented, reversible, and dynamic control over an assembly of gold nanorods dispersed in liquid crystals (LC) is demonstrated. The LC director field is dynamically tuned at the nanoscale using microscale ring confinement through the interplay of elastic energy at different temperatures, thus fine-tuning its core replacement energy to reversibly sequester nanoscale inclusions at the microscale. As a result, this leads to shifts of 100 nm or more in the surface plasmon resonance peak, an order of magnitude greater than any previous work with AuNR composites.

  9. Building Commissioning: A Golden Opportunity for Reducing Energy Costs and Greenhouse-gas Emissions

    The aim of commissioning new buildings is to ensure that they deliver, if not exceed, the performance and energy savings promised by their design. When applied to existing buildings, commissioning identifies the almost inevitable 'drift' from where things should be and puts the building back on course. In both contexts, commissioning is a systematic, forensic approach to quality assurance, rather than a technology per se. Although commissioning has earned increased recognition in recent years - even a toehold in Wikipedia - it remains an enigmatic practice whose visibility severely lags its potential. Over the past decade, Lawrence Berkeley National Laboratory has built the world's largest compilation and meta-analysis of commissioning experience in commercial buildings. Since our last report (Mills et al. 2004) the database has grown from 224 to 643 buildings (all located in the United States, and spanning 26 states), from 30 to 100 million square feet of floorspace, and from $17 million to $43 million in commissioning expenditures. The recorded cases of new-construction commissioning took place in buildings representing $2.2 billion in total construction costs (up from 1.5 billion). The work of many more commissioning providers (18 versus 37) is represented in this study, as is more evidence of energy and peak-power savings as well as cost-effectiveness. We now translate these impacts into avoided greenhouse gases and provide new indicators of cost-effectiveness. We also draw attention to the specific challenges and opportunities for high-tech facilities such as labs, cleanrooms, data centers, and healthcare facilities. The results are compelling. We developed an array of benchmarks for characterizing project performance and cost-effectiveness. The median normalized cost to deliver commissioning was $0.30/ft2 for existing buildings and $1.16/ft2 for new construction (or 0.4% of the overall construction cost). The commissioning projects for which data are available revealed over 10,000 energy-related problems, resulting in 16% median whole-building energy savings in existing buildings and 13% in new construction, with payback time of 1.1 years and 4.2 years, respectively. In terms of other cost-benefit indicators, median benefit-cost ratios of 4.5 and 1.1, and cash-on-cash returns of 91% and 23% were attained for existing and new buildings, respectively. High-tech buildings were particularly cost-effective, and saved higher amounts of energy due to their energy-intensiveness. Projects with a comprehensive approach to commissioning attained nearly twice the overall median level of savings and five-times the savings of the least-thorough projects. It is noteworthy that virtually all existing building projects were cost-effective by each metric (0.4 years for the upper quartile and 2.4 years for the lower quartile), as were the majority of new-construction projects (1.5 years and 10.8 years, respectively). We also found high cost-effectiveness for each specific measure for which we have data. Contrary to a common perception, cost-effectiveness is often achieved even in smaller buildings. Thanks to energy savings valued more than the cost of the commissioning process, associated reductions in greenhouse gas emissions come at 'negative' cost. In fact, the median cost of conserved carbon is negative - -$110 per tonne for existing buildings and -$25/tonne for new construction - as compared with market prices for carbon trading and offsets in the +$10 to +$30/tonne range. Further enhancing the value of commissioning, its non-energy benefits surpass those of most other energy-management practices. Significant first-cost savings (e.g., through right-sizing of heating and cooling equipment) routinely offset at least a portion of commissioning costs - fully in some cases. When accounting for these benefits, the net median commissioning project cost was reduced by 49% on average, while in many cases they exceeded the direct value of the energy savings. Commissioning also improves worker comfort, mitigates indoor air quality problems, increases the competence of in-house staff, plus a host of other non-energy benefits. These findings demonstrate that commissioning is arguably the single-most cost-effective strategy for reducing energy, costs, and greenhouse gas emissions in buildings today. Energy savings tend to persist well over at least a 3- to 5-year timeframe, but data over longer time horizons are not available. It is thus important to 'Trust but Verify,' and indeed the field is moving towards a monitoring-based paradigm in which instrumentation is used not only to confirm savings, but to identify opportunities that would otherwise go undetected. On balance, we view the findings here as conservative, in the sense that they underestimate the actual performance of projects when all costs and benefits are considered. They underestimate the technical potential for a scenario in which best practices are applied.

Data sources include global horizontal, direct normal, diffuse horizontal (from shadowband and tracking disk), global on tilted surfaces, reflected solar irradiance, ultraviolet, infrared (upwelling and downwelling), photometric and spectral radiometers, sky imagery, and surface meteorological conditions (temperature, relative humidity, barometric pressure, precipitation, snow cover, wind speed and direction at multiple levels). Data quality control and assessment include daily instrument maintenance (M-F) with automated data quality control based on real-time examinations of redundant instrumentation and internal consistency checks using NREL's SERI-QC methodology. Operators are notified of equipment problems by automatic e-mail messages generated by the data acquisition and processing system. Radiometers are recalibrated at least annually with reference instruments traceable to the World Radiometric Reference (WRR).

    We show that at the subnano scale, the catalytic properties of surface-supported clusters can be majorly impacted by strategic doping and the choice for the supporting surface. This is a first-principles investigation of CO oxidation catalyzed by two subnanoclusters, Pd4Au and Pd5, deposited on rutile TiO2(110) surfaces. The titania surface was found to participate in the reaction directly via providing additional reaction pathways. The bimetallic cluster Pd4Au shows enhanced catalytic activity, whereas the monometallic Pd5 is poisoned and deactivated in the presence of CO and oxygen, and this trend is reversed from that in the gas phase.

    The Department of Energy is proposing thermal stabilization to enhance the safe storage of plutonium at Rocky Flats Plant until decisions are made on long-term storage and disposition of the material. The proposed action is to resume thermal stabilization of pyrophoric plutonium in Building 707 at Rocky Flats Plant. Thermal stabilization would heat the pyrophoric plutonium under controlled conditions in a glovebox furnace to promote full oxidation and convert the material into stable plutonium oxide in the form of PuO{sub 2}. Other activities associated with thermal stabilization would include post-stabilization characterization of non-pyrophoric plutonium and on-site movement of pyrophoric and non-pyrophoric plutonium.     Over the past 15 years, research has shown that wind turbines in the Altamont Pass Wind Resource Area (APWRA) kill many birds, including raptors, which are protected by the Migratory Bird Treaty Act (MBTA), the Bald and Golden Eagle Protection Act, and/or state and federal Endangered Species Acts. Early research in the APWRA on avian mortality mainly attempted to identify the extent of the problem. In 1998, however, the National Renewable Energy Laboratory (NREL) initiated research to address the causal relationships between wind turbines and bird mortality. NREL funded a project by BioResource Consultants to perform this research directed at identifying and addressing the causes of mortality of various bird species from wind turbines in the APWRA.With 580 megawatts (MW) of installed wind turbine generating capacity in the APWRA, wind turbines there provide up to 1 billion kilowatt-hours (kWh) of emissions-free electricity annually. By identifying and implementing new methods and technologies to reduce or resolve bird mortality in the APWRA, power producers may be able to increase wind turbine electricity production at the site and apply similar mortality-reduction methods at other sites around the state and country.

    The Woods is a 30-home, high- performance, energy efficient sustainable community built by Habitat for Humanity (HFH). With Support from Tacoma Public Utilities, Washington State University (part of the Building America Partnership for Improved Residential Construction) is researching the energy performance of these homes and the ductless heat pumps (DHP) they employ. This project provides Building America with an opportunity to: field test HVAC equipment, ventilation system air flows, building envelope tightness, lighting, appliance, and other input data that are required for preliminary Building Energy Optimization (BEopt™) modeling and ENERGY STAR® field verification; analyze cost data from HFH and other sources related to building-efficiency measures that focus on the DHP/hybrid heating system and heat recovery ventilation system; evaluate the thermal performance and cost benefit of DHP/hybrid heating systems in these homes from the perspective of homeowners; compare the space heating energy consumption of a DHP/electric resistance (ER) hybrid heating system to that of a traditional zonal ER heating system; conduct weekly "flip-flop tests" to compare space heating, temperature, and relative humidity in ER zonal heating mode to DHP/ER mode.

    Carbon tetrachloride (CCl{sub 4}) has been used extensively in the nuclear weapons industry, so it is likely that nuclear plant workers have been exposed to both CCl{sub 4} and plutonium compounds. Future exposures may occur during {open_quotes}cleanup{close_quotes} operations at weapons productions sites such as the Hanford, Washington, and Rocky Flats, Colorado, facilities. Inhalation of 20 and 100 ppm CCl{sub 4} by hamsters reduces uptake of {sup 239}Pu solubilized from lung, shunting the {sup 239}Pu to the skeleton.

    In the United States overall electrical generation capacity is expected to increase by 10-25 gigawatts (GW) per year to meet increases in demand. Wind energy is a key component of state and federal renewable energy standards, and central to the Department of Energy’s 20% by 2030 wind production goals. Increased wind energy development may present increased resource conflict with avian wildlife, and environmental permitting has been identified as a potential obstacle to expansion in the sector. ICF developed an analytical framework to help applicants and agencies examine potential impacts in support of facility siting and permitting. A key objective of our work was to develop a framework that is scalable from the local to the national level, and one that is generalizable across the different scales at which biological communities operate – from local influences to meta-populations. The intent was to allow natural resource managers to estimate the cumulative impacts of turbine strikes and habitat changes on long-term population performance in the context of a species demography, genetic potential, and life history. We developed three types of models based on our literature review and participation in the scientific review processes. First, the conceptual model was developed as a general description of the analytical framework. Second, we developed the analytical framework based on the relationships between concepts, and the functions presented in the scientific literature. Third, we constructed an application of the model by parameterizing the framework using data from and relevant to the Altamont Pass Wind Resource Area (APWRA), and an existing golden eagle population model. We developed managed source code, database create statements, and written documentation to allow for the reproduction of each phase of the analysis.     The overall objective of the project was to define a two-stage reactive fractionation process for converting corn stover into a solid cellulose stream and two liquid streams containing mostly hemicellulosic sugars and lignin, respectively. Toward this goal, biomass fractionation was conducted using a small continuous pilot unit with a nominal capacity of 100 pounds per day of dry biomass to generate performance data using primarily corn stover as feedstock. In the course of the program, the PureVision process was optimized for efficient hemicellulose hydrolysis in the first stage employing autohydrolysis and delignification in the second stage using sodium hydroxide as a catalyst. The remaining cellulose was deemed to be an excellent substrate for producing fermentation sugars, requiring 40% less enzymes for hydrolysis than conventional pretreatment systems using dilute acid. The fractionated cellulose was also determined to have potential higher-value applications as a pulp product. The lignin coproduct was determined to be substantially lower in molecular weight (MW) compared to lignins produced in the kraft or sulfite pulping processes. This low-MW lignin can be used as a feed and concrete binder and as an intermediate for producing a range of high-value products including phenolic resins. This research adds to the understanding of the biomass conversion area in that a new process was developed in the true spirit of biorefineries. The work completed successfully demonstrated the technical effectiveness of the process at the pilot level indicating the technology is ready to advance to a 2–3 ton per day scale. No technical showstoppers are anticipated in scaling up the PureVision fractionation process to commercial scale. Also, economic feasibility of using the PureVision process in a commercial-scale biorefinery was investigated and the minimum ethanol selling price for the PureVision process was calculated to be $0.94/gal ethanol vs. $1.07/gal ethanol for the NREL process. Thus, the PureVision process is economically attractive. Given its technical and economic feasibility, the project is of benefit to the public in the following ways: 1) it demonstrated a novel biomass fractionation process that can provide domestic supply of renewable transportation fuel from all three biomass components (cellulose, hemicellulose and lignin), 2) the lignin stream from the process has many higher-value applications beyond simply burning the lignin for energy as proposed by competing technologies, 3) it can be deployed in rural areas and create jobs in these areas, and 3) it can add to the nation’s economy and security.

As such, the Fuel Cell Technologies Office, Solar Energy Technologies Office, Vehicle Technologies Office, Building Technologies Office, and Advanced Manufacturing Office decided to explore needs and potential cross-office synergies in this area by holding the EERE Quality Control Workshop, in support of the DOE Clean Energy Manufacturing Initiative. This report summarizes the purpose and scope of the workshop; reviews the current status and state-of-the-art for in-line quality control; summarizes the results from three breakout sessions; and presents conclusions and recommendations.

  12. A Habitat-based Wind-Wildlife Collision Model with Application to the Upper Great Plains Region

    Most previous studies on collision impacts at wind facilities have taken place at the site-specific level and have only examined small-scale influences on mortality. In this study, we examine landscape-level influences using a hierarchical spatial model combined with existing datasets and life history knowledge for: Horned Lark, Red-eyed Vireo, Mallard, American Avocet, Golden Eagle, Whooping Crane, red bat, silver-haired bat, and hoary bat. These species were modeled in the central United States within Bird Conservation Regions 11, 17, 18, and 19. For the bird species, we modeled bird abundance from existing datasets as a function of habitat variables known to be preferred by each species to develop a relative abundance prediction for each species. For bats, there are no existing abundance datasets so we identified preferred habitat in the landscape for each species and assumed that greater amounts of preferred habitat would equate to greater abundance of bats. The abundance predictions for bird and bats were modeled with additional exposure factors known to influence collisions such as visibility, wind, temperature, precipitation, topography, and behavior to form a final mapped output of predicted collision risk within the study region. We reviewed published mortality studies from wind farms in our study region and collected data on reported mortality of our focal species to compare to our modeled predictions. We performed a sensitivity analysis evaluating model performance of 6 different scenarios where habitat and exposure factors were weighted differently. We compared the model performance in each scenario by evaluating observed data vs. our model predictions using spearmans rank correlations. Horned Lark collision risk was predicted to be highest in the northwestern and west-central portions of the study region with lower risk predicted elsewhere. Red-eyed Vireo collision risk was predicted to be the highest in the eastern portions of the study region and in
