    The anticipated dangers of Global Warming can be mitigated by reducing atmospheric greenhouse gas concentrations, especially CO{sub 2}. To reach acceptable, constant levels within the next couple of centuries it might be necessary to accept stabilization levels higher than present ones, The annual CO{sub 2} emissions must be reduced far below today`s values. This is a very important result of the models discussed in the 1995 IPCC report. However, any even very modest scenario for the future must take into account a substantial increase in the world population which might double during the 21st century, There is a considerable emission reduction potential of the industrialized world due to efficiency increase, However, the demand for energy services by the growing world population will, inspite of the availability of alternative energy resources, possibly lead to a net increase in fossil fuel consumption. If the climate models are right, and the science community believes they are, we will experience a global warming of the order of a couple of degrees over the next century; we have to live with it. To be prepared for the future it is essential for us to use new research techniques embracing not only the familiar fields of hard sciences but also social, educational, ethical and economic aspects, We must find a way to build up the essential intellectual capacities needed to deal with these kinds of general problems within all nations and all societies. But this is not Although, we also have to find the necessary dynamical and highly flexible structures for a global governing using tools such as the environmental regime. The first step was the Framework Convention On Climate Change, UN 1992; for resolution of questions regarding implementations the Conference of the Parties was established.

    Climate change research is hampered by the gap between two styles of research, raising fundamental issues of standpoint. Interpretive-style researchers see themselves as at the center of the environment, experiencing it from within; their involvement is what allows them to gain knowledge. Descriptive-style researchers see themselves as outside the environment they analyze; their distance is what allows them to gain knowledge. This fundamental difference indicates that attempts to meld the two styles in articulating global-local links are both wrong-headed and doomed to failure. Instead, we should look for complementarities and attempt to bring the differently achieved knowledge to bear on global problems.

    SOLAR ENERGY RESEARCH CENTER INSTRUMENTATION FACILITY The mission of the Solar Energy Research Center (UNC SERC) at the University of North Carolina at Chapel Hill (UNC-CH) is to establish a world leading effort in solar fuels research and to develop the materials and methods needed to fabricate the next generation of solar energy devices. We are addressing the fundamental issues that will drive new strategies for solar energy conversion and the engineering challenges that must be met in order to convert discoveries made in the laboratory into commercially available devices. The development of a photoelectrosynthesis cell (PEC) for solar fuels production faces daunting requirements: (1) Absorb a large fraction of sunlight; (2) Carry out artificial photosynthesis which involves multiple complex reaction steps; (3) Avoid competitive and deleterious side and reverse reactions; (4) Perform 13 million catalytic cycles per year with minimal degradation; (5) Use non-toxic materials; (6) Cost-effectiveness. PEC efficiency is directly determined by the kinetics of each reaction step. The UNC SERC is addressing this challenge by taking a broad interdisciplinary approach in a highly collaborative setting, drawing on expertise across a broad range of disciplines in chemistry, physics and materials science. By taking a systematic approach toward a fundamental understanding of the mechanism of each step, we will be able to gain unique insight and optimize PEC design. Access to cutting-edge spectroscopic tools is critical to this research effort. We have built professionally-staffed facilities equipped with the state-of the-art instrumentation funded by this award. The combination of staff, facilities, and instrumentation specifically tailored for solar fuels research establishes the UNC Solar Energy Research Center Instrumentation Facility as a unique, world-class capability.     During 1991, the Molecular Science Research Center (MSRC) experienced solid growth and accomplishment and the Environmental, and Molecular Sciences Laboratory (EMSL) construction project moved forward. We began with strong programs in chemical structure and dynamics and theory, modeling, and simulation, and both these programs continued to thrive. We also made significant advances in the development of programs in materials and interfaces and macromolecular structure and dynamics, largely as a result of the key staff recruited to lead these efforts. If there was one pervasive activity for the past year, however, it was to strengthen the role of the EMSL in the overall environmental restoration and waste management (ER/WM) mission at Hanford. These extended activities involved not only MSRC and EMSL staff but all PNL scientific and technical staff engaged in ER/WM programs.

    The Intermountain Center for Mining Research and Development (ICMRD) was established with the Idaho National Laboratory (INL) as the cornerstone, and with regional universities, mining schools, and the Western mining industry as full members. In aggregate, the members provide the strong mining research and development capabilities and knowledge that are essential to the success of such a research center. The ICMRD is an organization that identifies technical needs, partially funds, and provides project management for research projects. The ICMRD will primarily serve the nine Intermountain States, but will not restrict other regions, research organizations, or academic institutions from membership. The ICMRD's nine primary states are: Idaho, Montana, Wyoming, Utah, Colorado, Nevada, Arizona, Alaska, and New Mexico. The business and project management functions of the ICMRD will be located at INL. Research projects may be performed by INL, one of the member research organizations, academic institutions, mining companies/suppliers, or preferably, by a partnership of several of these institutions. Teaming among members will be essential in providing quality R&D. The ICMRD will accomplish its research goals by creating partnerships between the research organizations, federal and state agencies, and the mining industry. The ICMRD will provide project management, technical and financial support, and technology transfer opportunities. The ICMRD, through its associated academic partners, will provide a base for development and testing of mining, metallurgical, and environmental technologies in the laboratory through pilot-scale environments. Through these partnerships, the ICMRD will provide a vehicle to achieve its objectives of developing innovative mining technologies, enhancing the capabilities of the regional mining schools and universities, and improving the global competitiveness of the U.S. mining industry.

    The purpose of this project was to build upon the research, development and testing experience of the Northwest National Marine Renewable Energy Center (NNMREC) to establish a non-grid connected open-ocean testing facility for wave energy converters (WECs) off the coast of Newport, Oregon. The test facility would serve as the first facility of its kind in the continental US with a fully energetic wave resource where WEC technologies could be proven for west coast US markets. The test facility would provide the opportunity for self-contained WEC testing or WEC testing connected via an umbilical cable to a mobile ocean test berth (MOTB). The MOTB would act as a “grid surrogate” measuring energy produced by the WEC and the environmental conditions under which the energy was produced. In order to realize this vision, the ocean site would need to be identified through outreach to community stakeholders, and then regulatory and permitting processes would be undertaken. Part of those processes would require environmental baseline studies and site analysis, including benthic, acoustic and wave resource characterization. The MOTB and its myriad systems would need to be designed and constructed.The first WEC test at the facility with the MOTB was completed within this project with the WET-NZ device in summer 2012. In summer 2013, the MOTB was deployed with load cells on its mooring lines to characterize forces on mooring systems in a variety of sea states. Throughout both testing seasons, studies were done to analyze environmental effects during testing operations. Test protocols and best management practices for open ocean operations were developed. As a result of this project, the non-grid connected fully energetic WEC test facility is operational, and the MOTB system developed provides a portable concept for WEC testing. The permitting process used provides a model for other wave energy projects, especially those in the Pacific Northwest that have similar

    The SuperIdentity (SID) research project is a collaboration between six universities in the UK (Bath, Dundee, Kent, Leicester, Oxford, and Southampton) and the Pacific Northwest National Laboratory (PNNL). SID offers an innovative and exciting new approach to the concept of identity. The assumption underlying our hypothesis is that while there may be many dimensions to an identity - some more stable than others - all should ultimately reference back to a single core identity or a 'SuperIdentity.' The obvious consequence is that identification is improved by the combination of measures. Our work at PNNL has focused on the developing use cases to use in developing a model of identity and in developing visualizations for both researchers to explore the model and in the future for end users to use in determining various paths that may be possible to obtain various identity attributes from a set that is already known.

    The Chemical Structure and Dynamics group is studying chemical kinetics and reactions dynamics of terrestrial and atmospheric processes as well as the chemistry of complex waste forms and waste storage media. Staff are using new laser systems and surface-mapping techniques in combination with molecular clusters that mimic adsorbate/surface interactions. The Macromolecular Structure and Dynamics group is determining biomolecular structure/function relationships for processes the control the biological transformation of contaminants and the health effects of toxic substances. The Materials and Interfaces program is generating information needed to design and synthesize advanced materials for the analysis and separation of mixed chemical waste, the long-term storage of concentrated hazardous materials, and the development of chemical sensors for environmental monitoring of various organic and inorganic species. The Theory, Modeling, and Simulation group is developing detailed molecular-level descriptions of the chemical, physical, and biological processes in natural and contaminated systems. Researchers are using the full spectrum of computational techniques. The Computer and Information Sciences group is developing new approaches to handle vast amounts of data and to perform calculations for complex natural systems. The EMSL will contain a high-performance computing facility, ancillary computing laboratories, and high-speed data acquisition systems for all major research instruments.

    Applied research activities at the National Wind Technology Center are divided into several technical disciplines. Not surprisingly, these engineering and science disciplines highlight the technology similarities between aircraft and wind turbine design requirements. More often than not, wind turbines are assumed to be a subset of the much larger and more comprehensive list of well understood aerospace engineering accomplishments and it is difficult for the general public to understand the poor performance history of wind turbines in sustained operation. Often overlooked are the severe environmental conditions and operational demands placed on turbine designs which define unique requirements beyond typical aerospace applications. It is the role of the National Wind Technology Center to investigate and quantify the underlying physical phenomena which make the wind turbine design problem unique and to provide the technology advancements necessary to overcome current operational limitations. This paper provides a brief overview of research areas involved with the design of wind turbines.

    The possible roles and importance of proteomics are rapidly growing across essentially all areas of biological research. The precise and comprehensive measurement of levels of expressed proteins and their modified forms can provide new insights into the molecular nature of cell-signaling pathways and networks, the cell cycle, cellular differentiation, and other processes relevant to understanding human health and the progression of various disease states. The ability to characterize protein complexes complements this capability, allowing hypotheses to be tested and the biological system operation to be defined. The Proteomics Research Center for Integrative Biology is a national user facility established and funded by the National Institute of General Medical Sciences component of the National Institutes of Health. This Center has been established to serve the biomedical research community by developing and integrating new proteomic technologies for collaborative and service studies, disseminating the new technologies, and training scientists in their use. The Center is housed in DOEs William R. Wiley Environmental Molecular Sciences Laboratory (EMSL) at the Pacific Northwest National Laboratory.

    In his Advanced Energy Initiative announced in January 2006, President George W. Bush committed the nation to new efforts to develop alternative sources of energy to replace imported oil and fossil fuels. Developing cost-effective and energy-efficient methods of producing renewable alternative fuels such as cellulosic ethanol from biomass and solar-derived biofuels will require transformational breakthroughs in science and technology. Incremental improvements in current bioenergy production methods will not suffice. The Genomics:GTL Bioenergy Research Centers will be dedicated to fundamental research on microbe and plant systems with the goal of developing knowledge that will advance biotechnology-based strategies for biofuels production. The aim is to spur substantial progress toward cost-effective production of biologically based renewable energy sources. This document describes the rationale for the establishment of the centers and their objectives in light of the U.S. Department of Energy's mission and goals. Developing energy-efficient and cost-effective methods of producing alternative fuels such as cellulosic ethanol from biomass will require transformational breakthroughs in science and technology. Incremental improvements in current bioenergy-production methods will not suffice. The focus on microbes (for cellular mechanisms) and plants (for source biomass) fundamentally exploits capabilities well known to exist in the microbial world. Thus 'proof of concept' is not required, but considerable basic research into these capabilities remains an urgent priority. Several developments have converged in recent years to suggest that systems biology research into microbes and plants promises solutions that will overcome critical roadblocks on the path to cost-effective, large-scale production of cellulosic ethanol and other renewable energy from biomass.     Production of energy and chemicals from biomass is of critical importance in meeting some of the challenges associated with decreasing availability of fossil fuels and addressing global climate change. In the current article, we outline a perspective on key challenges of biomass processing. We also introduce the Catalysis Center for Energy Innovation (CCEI), one of the 46 Energy Frontier Research Centers established by the Department of Energy in the spring of 2009, and CCEI’s overall research strategies and goals along with its cross-cutting research thrusts that can enable potential technological breakthroughs in the utilization of biomass and its derivatives. The center focuses on developing innovative heterogeneous catalysts and processing schemes that can lead to viable biorefineries for the conversion of biomass to chemicals, fuels, and electricity. In order to achieve this goal, a group of over twenty faculty members from nine institutions has been assembled to bring together complementary expertise covering novel materials synthesis, advanced characterization, multiscale modeling, surface science, catalytic kinetics, and microreactors.

    This workshop was designed to bring together a group of scholars, primarily from the social sciences, to explore research that might help in dealing with global climate change. To illustrate the state of present understanding, it seemed useful to focus this workshop on three broad questions that are involved in coping with climate change. These are: (1) How can the anticipated economic costs and benefits of climate change be identified; (2) How can the impacts of climate change be adjusted to or avoided; (3) What previously studied models are available for institutional management of the global environment? The resulting discussions may (1) identify worthwhile avenues for further social science research, (2) help develop feedback for natural scientists about research information from this domain needed by social scientists, and (3) provide policymakers with the sort of relevant research information from the social science community that is currently available. Individual papers are processed separately for the database.

    After seven years, the former Los Alamos Critical Experiments Facility (LACEF), or Pajarito Site, has reopened for business as the National Criticality Experiments Research Center (NCERC) at the Nevada National Security Site (NNSS). Four critical assembly machines (Comet, Planet, Flat-Top, and Godiva-IV) made the journey from Los Alamos to the NNSS. All four machines received safety system upgrades along with new digital control systems. Between these machines, systems ranging from the thermal through the intermediate to the fast spectrum may be assembled. Steady-State, transient, and super-prompt critical conditions may be explored. NCERC is the sole remaining facility in the United States capable of conducting general-purpose nuclear materials handling including the construction and operation of high-multiplication assemblies, delayed critical assemblies, and prompt critical assemblies. Reconstitution of the unique capabilities at NCERC ensures the viability of (1) The Nuclear Renaissance, (2) Stockpile Stewardship, and (3) and the next generation of criticality experimentalists.

    Global climate change is recognized by many people around the world as being one of the most pressing issues facing our society today. The thermal engineering research community clearly plays an important role in addressing this critical issue, but what kind of thermal engineering research is, or will be, most impactful? In other words, in what directions should thermal engineering research be targeted in order to derive the greatest benefit with respect to global climate change? To answer this question we consider the potential reduction in greenhouse gas (GHG) emissions, coupled with potential economic impacts, resulting from thermal engineering research. Here a new model framework is introduced that allows a technological, sector-by-sector analysis of GHG emissions avoidance. For each sector, we consider the maximum reduction in CO2 emissions due to such research, and the cost effectiveness of the new efficient technologies. The results are normalized on a country-by-country basis, where we consider the USA, the European Union, China, India, and Australia as representative countries or regions. Among energy supply-side technologies, improvements in coal-burning power generation are seen as having the most beneficial CO2 and economic impacts. The one demand-side technology considered, residential space cooling, offers positive but limited impacts. The proposed framework can be extended to include additional technologies and impacts, such as water consumption.

    The Department of Energy (DOE) proposes to authorize the Indiana School of Medicine to proceed with the detailed design, construction and equipping of the proposed Cancer Research Center (CRC). A grant was executed with the University on April 21, 1992. A four-story building with basement would be constructed on the proposed site over a 24-month period. The proposed project would bring together, in one building, three existing hematology/oncology basic research programs, with improved cost-effectiveness through the sharing of common resources. The proposed site is currently covered with asphaltic pavement and is used as a campus parking lot. The surrounding area is developed campus, characterized by buildings, walkways, with minimal lawns and plantings. The proposed site has no history of prior structures and no evidence of potential sources of prior contamination of the soil. Environmental impacts of construction would be limited to minor increases in traffic, and the typical noises associated with standard building construction. The proposed CRC project operation would involve the use radionuclides and various hazardous materials in conducting clinical studies. Storage, removal and disposal of hazardous wastes would be managed under existing University programs that comply with federal and state requirements. Radiological safety programs would be governed by Nuclear Regulatory Commission (NRC) license and applicable Environmental Protection Agency (EPA) regulations. There are no other NEPA reviews currently active which are in relationship to this proposed site. The proposed project is part of a Medical Campus master plan and is consistent with applicable local zoning and land use requirements.

    'Center for Defect Physics - Energy Frontier Research Center' was submitted by the Center for Defect Physics (CDP) to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. CDP is directed by G. Malcolm Stocks at Oak Ridge National Laboratory, and is a partnership of scientists from nine institutions: Oak Ridge National Laboratory (lead); Ames Laboratory; Brown University; University of California, Berkeley; Carnegie Mellon University; University of Illinois, Urbana-Champaign; Lawrence Livermore National Laboratory; Ohio State University; and University of Tennessee. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009.     A workshop was held at the RIKEN-BNL Research Center on October 16, 1998, as part of the first anniversary celebration for the center. This meeting brought together the physicists from RIKEN-BNL, BNL and Columbia who are using the QCDSP (Quantum Chromodynamics on Digital Signal Processors) computer at the RIKEN-BNL Research Center for studies of QCD. Many of the talks in the workshop were devoted to domain wall fermions, a discretization of the continuum description of fermions which preserves the global symmetries of the continuum, even at finite lattice spacing. This formulation has been the subject of analytic investigation for some time and has reached the stage where large-scale simulations in QCD seem very promising. With the computational power available from the QCDSP computers, scientists are looking forward to an exciting time for numerical simulations of QCD.

    The Global Carbon Project (GCP) was established in 2001 in recognition of the scientific challenge and critical importance of the carbon cycle for Earth's sustainability. The growing realization that anthropogenic climate change is a reality has focused the attention of the scientific community, policymakers and the general public on the rising concentration of greenhouse gases, especially carbon dioxide (CO2) in the atmosphere, and on the carbon cycle in general. Initial attempts, through the United Nations Framework Convention on Climate Change and its Kyoto Protocol, are underway to slow the rate of increase of greenhouse gases in the atmosphere. These societal actions require a scientific understanding of the carbon cycle, and are placing increasing demands on the international science community to establish a common, mutually agreed knowledge base to support policy debate and action. The Global Carbon Project is responding to this challenge through a shared partnership between the International Geosphere-Biosphere Programme (IGBP), the International Human Dimensions Programme on Global Environmental Change (IHDP), the World Climate Research Programme (WCRP) and Diversitas. This partnership constitutes the Earth Systems Science Partnership (ESSP). This CDIAC collection includes datasets, images, videos, presentations, and archived data from previous years.

    The refractory research group at the Albany Research Center (ARC) has a long history of conducting materials research within the U.S. Bureau of Mines, and more recently, within the U.S. Dept. of Energy. When under the U.S. Bureau of Mines, research was driven by national needs to develop substitute materials and to conserve raw materials. This mission was accomplished by improving refractory material properties and/or by recycling refractories using critical and strategic materials. Currently, as a U.S. Dept of Energy Fossil Energy field site, research is driven primarily by the need to assist DOE in meeting its vision to develop economically and environmentally viable technologies for the production of electricity from fossil fuels. Research at ARC impacts this vision by: Providing information on the performance characteristics of materials being specified for the current generation of power systems; Developing cost-effective, high performance materials for inclusion in the next generation of fossil power systems; and Solving environmental emission and waste problems related to fossil energy systems. A brief history of past refractory research within the U.S. Bureau of Mines, the current refractory research at ARC, and the equipment and capabilities used to conduct refractory research at ARC will be discussed.

    The goal of NICCR (National Institute for Climatic Change Research) was to mobilize university researchers, from all regions of the country, in support of the climatic change research objectives of DOE/BER. The NICCR Midwestern Regional Center (MRC) supported work in the following states: North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Minnesota, Iowa, Missouri, Wisconsin, Illinois, Michigan, Indiana, and Ohio. The MRC of NICCR was able to support nearly $8 million in climatic change research, including $6,671,303 for twenty projects solicited and selected by the MRC over five requests for proposals (RFPs) and $1,051,666 for the final year of ten projects from the discontinued DOE NIGEC (National Institute for Global Environmental Change) program. The projects selected and funded by the MRC resulted in 135 peer-reviewed publications and supported the training of 25 PhD students and 23 Masters students. Another 36 publications were generated by the final year of continuing NIGEC projects supported by the MRC. The projects funded by the MRC used a variety of approaches to answer questions relevant to the DOE’s climate change research program. These included experiments that manipulated temperature, moisture and other global change factors; studies that sought to understand how the distribution of species and ecosystems might change under future climates; studies that used measurements and modeling to examine current ecosystem fluxes of energy and mass and those that would exist under future conditions; and studies that synthesized existing data sets to improve our understanding of the effects of climatic change on terrestrial ecosystems. In all of these efforts, the MRC specifically sought to identify and quantify responses of terrestrial ecosystems that were not well understood or not well modeled by current efforts. The MRC also sought to better understand and model important feedbacks between terrestrial ecosystems, atmospheric chemistry, and regional

    This research program addresses the need to increase the energy efficiency of industrialized housing. Two research centers have responsibility for the program: the Center for Housing Innovation at the University of Oregon and the Florida Solar Energy Center, a research institute of the University of Central Florida. The two organizations provide complementary architectural, systems engineering, and industrial engineering capabilities. In 1989 we worked on these tasks: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. The current research program, under the guidance of a steering committee composed of industry and government representatives, focuses on three interdependent concerns -- (1) energy, (2) industrial process, and (3) housing design. Building homes in a factory offers the opportunity to increase energy efficiency through the use of new materials and processes, and to increase the value of these homes by improving the quality of their construction.     The Field Research Center (FRC) in Oak Ridge (Fig. 1), Tennessee supports the U.S. Department of Energy's (DOE's) Environmental Remediation Sciences Program (ERSP) goal of understanding the complex physical, chemical, and biological properties of contaminated sites for new solutions to environmental remediation and long-term stewardship. In particular, the FRC provides the opportunity for researchers to conduct studies that promote the understanding of the processes that influence the transport and fate of subsurface contaminants, the effectiveness and long-term consequences of existing remediation options, and the development of improved remediation strategies. It offers a series of contaminated sites around the former S-3 Waste Disposal Ponds and uncontaminated sites in which investigators and students conduct field research or collect samples for laboratory analysis. FRC research also spurs the development of new and improved characterization and monitoring tools. Site specific knowledge gained from research conducted at the FRC also provides the DOE-Oak Ridge Office of Environmental Management (EM) the critical scientific knowledge needed to make cleanup decisions for the S-3 Ponds and other sites on the Oak Ridge Reservation (ORR).
