    Making major gains in energy efficiency is one of the most economical and effective ways our nation can wean itself off its dependence on foreign oil and reduce its emissions of greenhouse gases. Transportation and buildings, which account for two thirds of American energy usage, consume far more than they need to, but even though there are many affordable energy efficient technologies that can save consumers money, market imperfections inhibit their adoption. To overcome the barriers, the federal government must adopt policies that will transform the investments into economic and societal benefit. And the federal government must invest in research and development programs that target energy efficiency. Energy efficiency is one of America's great hidden energy reserves. We should begin tapping it now. Whether you want the United States to achieve greater energy security by weaning itself off foreign oil, sustain strong economic growth in the face of worldwide competition or reduce global warming by decreasing carbon emissions, energy efficiency is where you need to start. Thirty-five years ago the U.S. adopted national strategies, implemented policies and developed technologies that significantly improved energy efficiency. More than three decades have passed since then, and science and technology have progressed considerably, but U.S. energy policy has not. It is time to revisit the issue. In this report we examine the scientific and technological opportunities and policy actions that can make the United States more energy efficient, increase its security and reduce its impact on global warming. We believe the findings and recommendations will help Congress and the next administration to realize these goals. Our focus is on the transportation and buildings sectors of the economy. The opportunities are huge and the costs are small.

    On May 19 and 20, 2003, thirty-some members of Sandia staff and management met to discuss the long-term connections between energy and national security. Three broad security topics were explored: I. Global and U.S. economic dependence on oil (and gas); II. Potential security implications of global climate change; and III. Vulnerabilities of the U.S. domestic energy infrastructure. This report, rather than being a transcript of the workshop, represents a synthesis of background information used in the workshop, ideas that emerged in the discussions, and ex post facto analysis of the discussions. Each of the three subjects discussed at this workshop has significant U.S. national security implications. Each has substantial technology components. Each appears a legitimate area of concern for a national security laboratory with relevant technology capabilities. For the laboratory to play a meaningful role in contributing to solutions to national problems such as these, it needs to understand the political, economic, and social environments in which it expects its work to be accepted and used. In addition, it should be noted that the problems of oil dependency and climate change are not amenable to solution by the policies of any one nation--even the one that is currently the largest single energy consumer. Therefore, views, concerns, policies, and plans of other countries will do much to determine which solutions might work and which might not.

    Energy security has become a serious concern for all countries in the world and each country has its own definiton for measuring its energy security. The objective of this study was to measure energy security of Indonesia quantitatively by comparing it with other countries and provide some recommendations for enhancing the energy security. In this study, the database was developed from various sources and was cross-checked to confirm validity of the data. Then the parameters of energy security were defined, where all of data will be processed towards the selected parameters. These parameters (e.g. Primary Energy mix, TPES/capita, FEC/capita, Self Sufficiency, Refining capacity, Overseas Energy Resources, Resources diversification) are the standards used to produce an analysis or evaluation of national energy management. Energy balances for Indonesia and 10 selected countries (USA, Germany, Russia, England, Japan, China, South Korea, Singapore, Thailand and India) were presented from 2009 to 2013. With a base index of 1.0 for Indonesia, calculated energy security index capable of representing Indonesia energy security compared relatively to other countries were also presented and discussed in detail. In 2012, Indonesia security index is ranked 11 from 11 countries, while USA and South Korea are the highest with security index of 3.36 and 2.89, respectively. According to prediction for 2025, Indonesia energy security is ranked 10 from 11 countries with only Thailand has lower security index (0.98). This result shows that Indonesia energy security was vulnerable to crisis and must be improved. Therefore this study proposed some recommendations to improve Indonesia energy security. Indonesia need to increase oil production by constructing new refinery plants, developing infrastructure for energy distribution to reduce the potential of energy shortage and accelerating the utilization of renewable energy to reduce the excessive use of primary energy.     This paper describes the strategy that the U.S. Department of Energy (DOE) is pursuing to transform the vision of the Global Nuclear Energy Partnership (GNEP) into reality. GNEP will promote the use of clean, safe nuclear power through the use of advanced reactors and new methods to recycle spent nuclear fuel. By shifting from a once through fuel cycle to a closed fuel cycle, we can extract more energy from the nuclear fuel and dramatically reduce the amount of nuclear waste. By incorporating enhanced safeguards and material accountability we can further reduce the risk of nuclear proliferation. While the benefits of achieving this vision are clearly profound, based on the sheer scope and magnitude of the GNEP, there will undoubtedly be challenges along the way. This endeavor will require careful planning and effective management to assure our long-term success. Moving forward, GNEP will be thoroughly engaged with our stakeholder community. By effectively leveraging the talents of DOE, the National Laboratories, Universities, private industry, the regulatory community and our international partners these challenges will become opportunities for success.     OAK-B135 In the Asian Energy Security (AES) Project, Nautilus Institute works together with a network of collaborating groups from the countries of Northeast Asia to evaluate the energy security implications of different national and regional energy ''paths''. The goal of the Asia Energy Security project is to illuminate energy paths--and the energy policy choices that might help to bring them about--that result in a higher degree of energy security for the region and for the world as a whole, that is, to identify energy paths that are ''robust'' in meeting many different energy security and development objectives, while also offering flexibility in the face of uncertainty. In work to date, Nautilus has carefully assembled a network of colleagues from the countries of the region, trained them together as a group in the use of a common, flexible, and transparent energy and environmental analysis planning software tool (LEAP, the Long-range Energy Alternatives Planning system), and worked with them to prepare base-year energy sector models for each country. To date, complete data sets and models for ''Business as Usual'' (BAU) energy paths have been compiled for China, Japan, the Republic of Korea, and the Democratic Peoples' Republic of Korea. A partial data set and BAU path has been compiled for the Russian Far East, and a data set is being started in Mongolia, where a team of researchers has just joined the AES project. In several countries, ''Alternative'' energy paths have been developed as well, or partially elaborated. National energy sector developments, progress on national LEAP modeling, additional LEAP training, and planning for the next phase of the AES project were the topics of a recent (early November) workshop held in Vancouver, British Columbia. With funding from the Department of Energy, Nautilus is poised to build upon the successes of the project to date with a coordinated international effort to research the energy security ramifications of

    The Global Energy Futures Model (GEFM) is a demand-based, gross domestic product (GDP)-driven, dynamic simulation tool that provides an integrated framework to model key aspects of energy, nuclear-materials storage and disposition, environmental effluents from fossil and non fossil energy and global nuclear-materials management. Based entirely on public source data, it links oil, natural gas, coal, nuclear and renewable energy dynamically to greenhouse-gas emissions and 13 other measures of environmental impact. It includes historical data frommore » 1990 to 2000, is benchmarked to the DOE/EIA/IEO 2002 [5] Reference Case for 2000 to 2020, and extrapolates energy demand through the year 2050. The GEFM is globally integrated, and breaks out five regions of the world: United States of America (USA), the Peoples Republic of China (China), the former Soviet Union (FSU), the Organization for Economic Cooperation and Development (OECD) nations excluding the USA (other industrialized countries), and the rest of the world (ROW) (essentially the developing world). The GEFM allows the user to examine a very wide range of what ir scenarios through 2050 and to view the potential effects across widely dispersed, but interrelated areas.     The objective of this study is to use life cycle assessment (LCA) to evaluate the global warming potential (GWP), water use, and net energy value (NEV) associated with the EISA-mandated 16 bgy cellulosic biofuels target, which is assumed in this study to be met by cellulosic-based ethanol, and the EISA-mandated 15 bgy conventional corn ethanol target. Specifically, this study compares, on a per-kilometer-driven basis, the GWP, water use, and NEV for the year 2022 for several biomass feedstocks.

    On May 8--10, 1991, the Midwest Consortium of International Security Studies (MCISS) and Argonne National Laboratory cosponsored a conference on Global Climate Change and International Security. The aim was to bring together natural and social scientists to examine the economic, sociopolitical, and security implications of the climate changes predicted by the general circulation models developed by natural scientists. Five themes emerged from the papers and discussions: (1) general circulation models and predicted climate change; (2) the effects of climate change on agriculture, especially in the Third World; (3) economic implications of policies to reduce greenhouse gas emissions; (4) the sociopolitical consequences of climate change; and (5) the effect of climate change on global security.

    This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

    Over the past century basic nuclear science research has led to the use of radioactive isotopes into a wide variety of applications that touch our lives everyday. Some are obvious, such as isotopes for medical diagnostics and treatment. Others are less so, such as National/Global security issues. And some we take for granted, like the small amount of 241Am that is in every smoke detector. At the beginning of this century, we are in a position where the prevalence and importance of some applications of nuclear science are pushing the basic nuclear science community for improved models and nuclear data. Yet, at the same time, the push by the basic nuclear science community to study nuclei that are farther and farther away from stability also offer new opportunities for many applications. This talk will look at several global security applications of nuclear science, summarizing current R&D and need for improved nuclear data It will also look at how applications of nuclear science, such as to medicine, will benefit from the push for more and more powerful radioactive ion beam facilities.

    This is the report of foreign travel by Alvin W. Trivelpiece and William Fulkerson who were part of a US delegation of ten individuals who visited the Soviet Union for two weeks as part of a joint activity between the US National Academy of Sciences (NAS) and the Academy of Sciences (AS) of the USSR. Trivelpiece headed the US delegation. The trip was sponsored by the NAS under a grant from the MacArthur Foundation. It consisted of three parts: (1) a tour of energy facilities and laboratories in Siberia, including the cities of Novosibirsk, Krasnoyarsk, Nazarovo, Achinsk, Bratsk, and Irkutsk; (2) a joint seminar in Moscow called Global Energy Development and Associated Ecological (Environmental) Impacts''; and (3) a workshop to discuss areas of potential future collaboration and cooperation. A Memorandum of Record was signed on the final day. It recommended that the Presidents of the two Academies establish a joint committee for ...coordinating, recommending, and encouraging activities in accordance with this memorandum.''     Over the course of the year 2000, five workshops were conducted by the Center for Global Security Research at the Lawrence Livermore National Laboratory on threats to international security in the 2015 to 2020 timeframe due to the global availability of advanced technology. These workshops focused on threats that are enabled by nuclear, missile, and space technology; military technology; information technology; bio technology; and geo systems technology. The participants included US national leaders and experts from the Department of Energy National Laboratories; the Department of Defense: Army, Navy, Air Force, Office of the Secretary of Defense, Defense Threat Reduction Agency, and Defense Advanced Research Projects Agency; the Department of State, NASA, Congressional technical staff, the intelligence community, universities and university study centers, think tanks, consultants on security issues, and private industry. For each workshop the process of analysis involved identification and prioritization of the participants' perceived most severe threat scenarios (worst nightmares), discussion of the technologies which enabled those threats, and ranking of the technologies' threat potentials. The threats ranged from local/regional to global, from intentional to unintended to natural, from merely economic to massively destructive, and from individual and group to state actions. We were not concerned in this exercise with defining responses to the threats, although our assessment of each threat's severity included consideration of the ease or difficulty with which it might be executed or countered. At the concluding review, we brought the various workshops' participants together, added senior participant/reviewers with broad experience and national responsibility, and discussed the workshop findings to determine what is most certain or uncertain, and what might be needed to resolve our uncertainties.     This paper investigates three aspects of the energy-climate challenges faced by India. First, we examine energy security in light of anticipated growth in power generation in response to the national goal of maintaining close to 10% growth in GDP. Second, we examine possible options for mitigation and adaptation to climate change for India that it can take to the coming Copenhagen meeting on climate change. Lastly, we introduce an open web based tool for analyzing and planning global energy systems called the Global Energy Observatory (GEO).

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy

  5. The climate change and energy security nexus

    The study of the impacts of climate change on national and interna-tional security has grown as a research field, particularly in the last five years. Within this broad field, academic scholarship has concentrated primarily on whether climate change is, or may become, a driver of violent conflict. This relationship remains highly contested. However, national security policy and many non-governmental organizations have identified climate change as a threat multiplier in conflict situations. The U.S. Department of Defense and the United Kingdom's Ministry of Defense have incorporated these findings into strategic planning documents such as the Quadrennial Defense Review and the Strategic Defence and Security Review. In contrast to the climate-conflict nexus, our analysis found that academic scholarship on the climate change and energy security nexus is small and more disciplinarily focused. In fact, a search of social science litera-ture found few sources, with a significant percentage of these works attribut-able to a single journal. Assuming that policymakers are more likely to rely on broader social science literature than technical or scientific journals, this leaves a limited foundation. This then begged the question: what are these sources? We identified a body of grey literature on the nexus of climate change and energy security of a greater size than the body of peer-reviewed social science literature. We reviewed fifty-eight recent reports, issue briefs, and transcripts to better understand the nexus of climate change and energy security, as well as to gain insight about the questions policymakers need answered by those undertaking the research. In this article, we describe the nature of the sources reviewed, highlight possible climate change and energy security linkages found within those sources, identify emerging risks, and offer conclusions that can guide further research.

    Recent terrorist attacks in the United States have increased concerns about potential national security consequences from energy supply disruptions. The purpose of this Laboratory Directed Research & Development (LDRD) is to develop a high-level dynamic simulation model that would allow policy makers to explore the national security consequences of major US energy supply disruptions, and to do so in a way that would integrate energy, economic and environmental components. The model allows exploration of potentialmore » combinations of demand- driven energy supplies that meet chosen policy objectives, including: -Mitigating economic losses, measured in national economic output and employment levels, due to terrorist activity or forced outages of the type seen in California -Control of greenhouse gas levels and growth rates -Moderating US energy import requirements This work has built upon the Sandia US Energy and Greenhouse Gas Model (USEGM) by integrating a macroeconomic input-output framework into the model, adding the capability to assess the potential economic impact of energy supply disruptions and the assodated national security issues. The economic impacts of disruptions are measured in terms of lost US output (e.g., GDP, sectoral output) and lost employment, and are assessed either at a broad sectoral level (3 sectors) or at a disaggregated level (52 sectors). In this version of the model, physical energy disruptions result in quantitative energy shortfalls, and energy prices are not permitted to rise to clear the markets. The USESM code was rewritten in Powersim Studio, a software capable of handling the required macroeconomicfinput-output interfaces of the new model. IMPLAN software was used to develop the macroeconomic input-output components of the model.« less

    Schweitzer Engineering Laboratories (SEL) will conduct the Hallmark Project to address the need to reduce the risk of energy disruptions because of cyber incidents on control systems. The goals is to develop solutions that can be both applied to existing control systems and designed into new control systems to add the security measures needed to mitigate energy network vulnerabilities. The scope of the Hallmark Project contains four primary elements: 1. Technology transfer of the Secure Supervisory Control and Data Acquisition (SCADA) Communications Protocol (SSCP) from Pacific Northwest National Laboratories (PNNL) to Schweitzer Engineering Laboratories (SEL). The project shall use this technology to develop a Federal Information Processing Standard (FIPS) 140-2 compliant original equipment manufacturer (OEM) module to be called a Cryptographic Daughter Card (CDC) with the ability to directly connect to any PC enabling that computer to securely communicate across serial to field devices. Validate the OEM capabilities with another vendor. 2. Development of a Link Authenticator Module (LAM) using the FIPS 140-2 validated Secure SCADA Communications Protocol (SSCP) CDC module with a central management software kit. 3. Validation of the CDC and Link Authenticator modules via laboratory and field tests. 4. Creation of documents that record the impact of the Link Authenticator to the operators of control systems and on the control system itself. The information in the documents can assist others with technology deployment and maintenance.

    Over the course of the year 2000, five one-day workshops were conducted by the Center for Global Security Research at the Lawrence Livermore National Laboratory on threats that might come against the US and its allies in the 2015 to 2020 timeframe due to the global availability of advanced technology. These workshops focused on threats that are enabled by nuclear, missile, and space technology; military technology; information technology; bio technology; and geo systems technology. In December, an Integration Workshop and Senior Review before national leaders and experts were held. The participants and reviewers were invited from the DOE National Laboratories, the DOD Services, OSD, DTRA, and DARPA, the DOS, NASA, Congressional technical staff, the intelligence community, universities and university study centers, think tanks, consultants on national security issues, and private industry. For each workshop the process of analysis involved identification and prioritization of the participants' perceived most severe threat scenarios (worst nightmares), discussion of the technologies which enabled those threats, and ranking of the technologies' threat potentials. We were not concerned in this exercise with defining responses, although our assessment of each threat's severity included consideration of the ease or difficulty with which it might be countered. At the concluding Integration Workshop and Senior Panel Review, we brought the various workshops' participants together, added senior participant/reviewers with broad experience and responsibility, and discussed the workshop findings to determine what is most certain, and uncertain, and what might be needed to resolve our uncertainties. This document reports the consensus and important variations of both the reviewers and the participants. In all, 45 threats over a wide range of lethality and probability of occurrence were identified. Over 60 enabling technologies were also discussed. These are each described in

    The University of Utah, through their Institute for Clean and Secure Energy (ICSE), performed research to utilize the vast energy stored in our domestic coal resources and to do so in a manner that will capture CO2 from combustion from stationary power generation. The research was organized around the theme of validation and uncertainty quantification (V/UQ) through tightly coupled simulation and experimental designs and through the integration of legal, environment, economics and policy issues. The project included the following tasks: • Oxy-Coal Combustion – To ultimately produce predictive capability with quantified uncertainty bounds for pilot-scale, single-burner, oxy-coal operation. • High-Pressure, Entrained-Flow Coal Gasification – To ultimately provide a simulation tool for industrial entrained-flow integrated gasification combined cycle (IGCC) gasifier with quantified uncertainty. • Chemical Looping Combustion (CLC) – To develop a new carbon-capture technology for coal through CLC and to transfer this technology to industry through a numerical simulation tool with quantified uncertainty bounds. • Underground Coal Thermal Treatment – To explore the potential for creating new in-situ technologies for production of synthetic natural gas (SNG) from deep coal deposits and to demonstrate this in a new laboratory-scale reactor. • Mercury Control – To understand the effect of oxy-firing on the fate of mercury. • Environmental, Legal, and Policy Issues – To address the legal and policy issues associated with carbon management strategies in order to assess the appropriate role of these technologies in our evolving national energy portfolio. • Validation/Uncertainty Quantification for Large Eddy Simulations of the Heat Flux in the Tangentially Fired Oxy-Coal Alstom Boiler Simulation Facility – To produce predictive capability with quantified uncertainty bounds for the heat flux in commercial-scale, tangentially fired, oxy-coal boilers.

    The embargo by the OPEC nations during the winter of 1973-74 caused the United States substantial losses in Gross National Product. In 1975, Congress authorized the establishment of a Strategic Petroleum Reserve (SPR). Underground salt domes were chosen due to lower development costs, the capability to withdraw oil at high flow rates, and the maximum security they provided. The Texas-Louisiana Gulf Coast was selected because of the large concentration of salt domes, proximity to major U.S. refineries, and access to major U.S. oil distribution facilities. In the case of an emergency, SPR oil can be fed directly to Gulf Coast refineries or sent by pipeline to refineries in the interior of the country. Storage was created by converting an existing ''room and pillar'' salt mine, use of existing caverns, and by leaching out new caverns.     We analyze and compare findings from identical national surveys of the US general public on nuclear security and terrorism administered by telephone and Internet in mid-2007. Key areas of investigation include assessments of threats to US security; valuations of US nuclear weapons and nuclear deterrence; perspectives on nuclear proliferation, including the specific cases of North Korea and Iran; and support for investments in nuclear weapons capabilities. Our analysis of public views on terrorism include assessments of the current threat, progress in the struggle against terrorism, preferences for responding to terrorist attacks at different levels of assumed casualties, and support for domestic policies intended to reduce the threat of terrorism. Also we report findings from an Internet survey conducted in mid 2007 that investigates public views of US energy security, to include: energy supplies and reliability; energy vulnerabilities and threats, and relationships among security, costs, energy dependence, alternative sources, and research and investment priorities. We analyze public assessments of nuclear energy risks and benefits, nuclear materials management issues, and preferences for the future of nuclear energy in the US. Additionally, we investigate environmental issues as they relate to energy security, to include expected implications of global climate change, and relationships among environmental issues and potential policy options.

    Genome science and technologies are transforming life sciences globally in many ways and becoming a highly desirable area for international collaboration to strengthen global health. The Genome Science Program at the Los Alamos National Laboratory is leveraging a long history of expertise in genomics research to assist multiple partner nations in advancing their genomics and bioinformatics capabilities. The capability development objectives focus on providing a molecular genomics-based scientific approach for pathogen detection, characterization, and biosurveillance applications. The general approaches include introduction of basic principles in genomics technologies, training on laboratory methodologies and bioinformatic analysis of resulting data, procurement, and installation of next-generation sequencing instruments, establishing bioinformatics software capabilities, and exploring collaborative applications of the genomics capabilities in public health. Genome centers have been established with public health and research institutions in the Republic of Georgia, Kingdom of Jordan, Uganda, and Gabon; broader collaborations in genomics applications have also been developed with research institutions in many other countries.

    The global energy requirement has grown at a phenomenal rate and the consumption of primary energy sources has been a very high positive growth. This article focuses on the consumption of different primary energy sources and it identifies that coal will continue to remain as the prime energy in the foreseeable future. It examines energy requirement perspectives for India and demands of petroleum, natural gas, and coal bed methane in the foreseeable future. It discusses the state of present day petroleum and petrochemical industries in the country and the latest advances in them to take over in the next few years. The regional pattern of consumption of primary energy sources shows that oil remains as the largest single source of primary energy in most parts of the world. However, gas dominates as the prime source in some parts of the world. Economic development and poverty alleviation depend on securing affordable energy sources and for the country's energy security; it is necessary to adopt the latest technological advances in petroleum and petrochemical industries by supportive government policies. But such energy is very much concerned with environmental degradation and must be driven by contemporary managerial acumen addressing environmental and social challenges effectively. Environmental laws for the abatement of environmental degradation are discussed in this paper. The paper concludes that energy security leading to energy independence is certainly possible and can be achieved through a planned manner.

    Through discussion the conference aims to: (1) Identify core components of a comprehensive global biosurveillance capability; (2) Determine the scientific and technical bases to support such a program; (3) Explore the improvement in biosurveillance to enhance regional and global disease outbreak prediction; (4) Recommend an engagement approach to establishing an effective international community and regional or global network; (5) Propose implementation strategies and the measures of effectiveness; and (6) Identify the challenges that must be overcome in the next 3-5 years in order to establish an initial global biosurveillance capability that will have significant positive impact on BioNP as well as public health and/or agriculture. There is also a look back at the First Biothreat Nonproliferation Conference from December 2007. Whereas the first conference was an opportunity for problem solving to enhance and identify new paradigms for biothreat nonproliferation, this conference is moving towards integrated comprehensive global biosurveillance. Main reasons for global biosurveillance are: (1) Rapid assessment of unusual disease outbreak; (2) Early warning of emerging, re-emerging and engineered biothreat enabling reduced morbidity and mortality; (3) Enhanced crop and livestock management; (4) Increase understanding of host-pathogen interactions and epidemiology; (5) Enhanced international transparency for infectious disease research supporting BWC goals; and (6) Greater sharing of technology and knowledge to improve global health.

    Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

  18. Climate change and energy security: an analysis of policy research

    The literature on climate change's impacts on energy security is scattered across disparate fields of research and schools of thought. Much of this literature has been produced outside of the academy by scholars and practitioners working in "think tanks," government agencies, and international/multilateral institutions. Here we reviewed a selected set of 58 articles and reports primarily from such sources and performed textual analysis of the arguments. Our review of this literature identifies three potential mechanisms for linking climate change and energy security: Climate change may 1) create second-order effects that may exacerbate social instability and disrupt energy systems; 2) directly impact energy supply and/or systems or 3) influence energy security through the effects of climate-related policies. We identify emerging risks to energy security driven by climate mitigation tech-nology choices but find less evidence of climate change's direct physical impacts. We used both empirical and qualitative selection factors for choosing the grey literature sample. The sources we selected were published in the last 5 years, available through electronic media and were written in language accessible to general policy or academic readers. The organi-zations that published the literature had performed previous research in the general fields of energy and/or climate change with some analytical content and identified themselves as non-partisan. This literature is particularly valuable to scholars because identifies understudied relationships that can be rigorously assessed through academic tools and methodologies and informs a translational research agenda that will allow scholars to engage with practitioners to address challenges that lie at the nexus of climate change and energy security.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution. Small modular reactors such as the Pebble Bed Modular Reactor could be ideal for such an arrangement. While waste disposal remains a major obstacle, this is already

    The primary objective of this research was to develop a forefront analysis tool for application to enhance understanding of long-term, global, nuclear-energy and nuclear-material futures. To this end, an existing economics-energy-environmental (E{sup 3}) model was adopted, modified, and elaborated to examine this problem in a multi-regional (13), long-term ({approximately}2,100) context. The E{sup 3} model so developed was applied to create a Los Alamos presence in this E{sup 3} area through ''niche analyses'' that provide input to the formulation of policies dealing with and shaping of nuclear-energy and nuclear-materials futures. Results from analyses using the E{sup 3} model have been presented at a variety of national and international conferences and workshops. Through use of the E{sup 3} model Los Alamos was afforded the opportunity to participate in a multi-national E{sup 3} study team that is examining a range of global, long-term nuclear issues under the auspices of the IAEA during the 1998-99 period . Finally, the E{sup 3} model developed under this LDRD project is being used as an important component in more recent Nuclear Material Management Systems (NMMS) project.

    Small Modular Reactors (SMR) with power levels significantly less than the currently standard 1000 to 1600-MWe reactors have been proposed as a potential game changer for future nuclear power. SMRs may offer a simpler, more standardized, and safer modular design by using factory built and easily transportable components. Additionally, SMRs may be more easily built and operated in isolated locations, and may require smaller initial capital investment and shorter construction times. Because many SMRs designs are still conceptual and consequently not yet fixed, designers have a unique opportunity to incorporate updated design basis threats, emergency preparedness requirements, and then fully integrate safety, physical security, and safeguards/material control and accounting (MC&A) designs. Integrating safety, physical security, and safeguards is often referred to as integrating the 3Ss, and early consideration of safeguards and security in the design is often referred to as safeguards and security by design (SSBD). This paper describes U.S./Russian collaborative efforts toward developing an internationally accepted common approach for implementing SSBD/3Ss for SMRs based upon domestic requirements, and international guidance and requirements. These collaborative efforts originated with the Nuclear Energy and Nuclear Security working group established under the U.S.-Russia Bilateral Presidential Commission during the 2009 Presidential Summit. Initial efforts have focused on review of U.S. and Russian domestic requirements for Security and MC&A, IAEA guidance for security and MC&A, and IAEA requirements for international safeguards. Additionally, example SMR design features that can enhance proliferation resistance and physical security have been collected from past work and reported here. The development of a U.S./Russian common approach for SSBD/3Ss should aid the designer of SMRs located anywhere in the world. More specifically, the application of this approach may

Pollutant emissions associated with population growth and industrial activities manifest the anthropogenic climatic forcing that has been superimposed on the background of natural climate fluctuations. Our incomplete understanding of the global impacts of environmental pollution on the earth systems (atmosphere, biosphere, hydrosphere, cryosphere, and lithosphere), however, make the prediction of the timing, magnitude, and patterns of future global change uncertain. This paper examines the science and policy background of global environmental change. The major scientific uncertainties and policy issues confronting decision makers are identified; and the scientific framework, as well as current national and international research programs aimed at resolving the scientific uncertainties, are discussed. A coherent, stable, and flexible policy is needed to provide a foundation for coordinated international-interagency programs of observation, research, analysis, and international negotiation toward a policy consensus concerning global environmental security. On the basis of what is currently known about global change, recommendations are presented on both near-term and long-term policy option decisions.

    Inclusion of renewable energy sources in national and international energy strategies is a key component of a viable global energy future. The global energy balance is going to shift radically in the near future brought about by significant increases in population in China and India, and increases in the energy intensity of developing countries. To better understand the consequences of such global shifts in energy requirements and to develop appropriate energy strategies to respond to these shifts, we need to look at the factors driving choices among supply options by geopolitical consumers and the impact these factors can have on the future energy mix.

    The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Evolving regulations could also affect the selection of waste forms.

    The State Energy Advisory Board (STEAB) presents this 10th annual report following the one-year anniversary of the September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon. This event has had profound impacts on all segments of American society, not the least of which is this countrys energy sector. Long before September 11, a number of energy issues grabbed the nations attention, including opening the Arctic National Wildlife Refuge to oil and natural gas exploration, the power crisis in California, nationwide natural gas and gasoline price increases, and the administrations May 2001 National Energy Policy. However, the events of September 11 refocused attention on the prominent role energy plays in the countrys homeland security. For the most part, the energy aspects of homeland security have focused on the physical security of critical energy emergency planning and energy infrastructure, such as power plants, refineries, and power and fuel transmission systems. While STEAB recognizes the importance of protecting our existing energy infrastructure, this should not be the sole focus of homeland security as it relates to energy.

    We present and apply a new method for analyzing the significance of advanced technology for achieving two important national energy goals: climate protection and energy security. Quantitative metrics for U.S. greenhouse gas emissions in 2050 and oil independence in 2030 are specified, and the impacts of 11 sets of energy technologies are analyzed using a model that employs the Kaya identity and incorporates the uncertainty of technological breakthroughs. The goals examined are a 50% to 80% reduction in CO2 emissions from energy use by 2050 and increased domestic hydrocarbon fuels supply and decreased demand that sum to 11 mmbd by 2030. The latter is intended to insure that the economic costs of oil dependence are not more than 1% of U.S. GDP with 95% probability by 2030. Perhaps the most important implication of the analysis is that meeting both energy goals requires a high probability of success (much greater than even odds) for all 11 technologies. Two technologies appear to be indispensable for accomplishment of both goals: carbon capture and storage, and advanced fossil liquid fuels. For reducing CO2 by more than 50% by 2050, biomass energy and electric drive (fuel cell or battery powered) vehicles also appear to be necessary. Every one of the 11 technologies has a powerful influence on the probability of achieving national energy goals. From the perspective of technology policy, conflict between the CO2 mitigation and energy security is negligible. These general results appear to be robust to a wide range of technology impact estimates; they are substantially unchanged by a Monte Carlo simulation that allows the impacts of technologies to vary by 20%.

    Over the past five years, the Department of Energy's Office of Basic Energy Sciences has engaged thousands of scientists around the world to study the current status, limiting factors and specific fundamental scientific bottlenecks blocking the widespread implementation of alternate energy technologies. The reports from the foundational BESAC workshop, the ten 'Basic Research Needs' workshops and the panel on Grand Challenge science detail the necessary research steps (http://www.sc.doe.gov/bes/reports/list.html). This report responds to a charge from the Director of the Office of Science to the Basic Energy Sciences Advisory Committee to conduct a study with two primary goals: (1) to assimilate the scientific research directions that emerged from these workshop reports into a comprehensive set of science themes, and (2) to identify the new implementation strategies and tools required to accomplish the science. From these efforts it becomes clear that the magnitude of the challenge is so immense that existing approaches - even with improvements from advanced engineering and improved technology based on known concepts - will not be enough to secure our energy future. Instead, meeting the challenge will require fundamental understanding and scientific breakthroughs in new materials and chemical processes to make possible new energy technologies and performance levels far beyond what is now possible.

    On May 8--10, 1991, the Midwest Consortium of International Security Studies (MCISS) and Argonne National Laboratory cosponsored a conference on Global Climate Change and International Security. The aim was to bring together natural and social scientists to examine the economic, sociopolitical, and security implications of the climate changes predicted by the general circulation models developed by natural scientists. Five themes emerged from the papers and discussions: (1) general circulation models and predicted climate change; (2) the effects of climate change on agriculture, especially in the Third World; (3) economic implications of policies to reduce greenhouse gas emissions; (4) the sociopolitical consequences of climate change; and (5) the effect of climate change on global security.

    The Master Safeguards and Security Agreement establishes a contract between the US Department of Energy-Headquarters and a US Department of Energy regional Operations Office regarding protection strategies, protection system performance, and acceptability of risks for US Department of Energy Safeguards and Security interests at a facility or site. An approved Master Safeguards and Security Agreement defines the protection system performance baseline for evaluations, inspections, and audits, and can introduce exceptions to US Department of Energy orders. Responsibilities and authorities for development and approval of a Master Safeguards and Security Agreement are outlined in US Department of Energy Order 5630.13, ''Master Safeguards and Security Agreement'' and US Department of Energy Order 5630.xx, ''Safeguards and Security Planning Program'' (draft). To date, 14 Master Safeguards and Security Agreements have been approved by the US Department of Energy-Headquarters and about 34 are in preparation or review. A total of approximately 50 are anticipated before completion of the program.     The world is interconnected and powered by a number of global energy systems using fossil, nuclear, or renewable energy. This study reviews historical time series of energy production and growth for various energy sources. It compiles a theoretical and empirical foundation for understanding the behaviour underlying global energy systems' growth. The most extreme growth rates are found in fossil fuels. The presence of scaling behaviour, i.e. proportionality between growth rate and size, is established. The findings are used to investigate the consistency of several long-range scenarios expecting rapid growth for future energy systems. The validity of such projections is questioned, based on past experience. Finally, it is found that even if new energy systems undergo a rapid 'oil boom'-development-i.e. they mimic the most extreme historical events-their contribution to global energy supply by 2050 will be marginal.

    There is increasing global discourse on how the elements of nuclear safety, security, and safeguards can be most effectively implemented in nuclear power programs. While each element is separate and unique, they must nevertheless all be addressed in a country’s laws and implemented via regulations and in facility operations. This topic is of particular interest to countries that are currently developing the infrastructure to support nuclear power programs. These countries want to better understand what is required by these elements and how they can manage the interfaces between them and take advantages of any synergies that may exist. They need practical examples and guidance in this area in order to develop better organizational strategies and technical capacities. This could simplify their legal, regulatory, and management structures and avoid inefficient approaches and costly mistakes that may not be apparent to them at this early stage of development. From the perspective of IAEA International Safeguards, supporting Member States in exploring such interfaces and synergies provides a benefit to them because it acknowledges that domestic safeguards in a country do not exist in a vacuum. Instead, it relies on a strong State System of Accounting and Control that is in turn dependent on a capable and independent regulatory body as well as a competent operator and technical staff. These organizations must account for and control nuclear material, communicate effectively, and manage and transmit complete and correct information to the IAEA in a timely manner. This, while in most cases also being responsible for the safety and security of their facilities. Seeking efficiencies in this process benefits international safeguards and nonproliferation.     This paper addresses the concept of energy security, the costs and benefits of energy security, and policies which could potentially alter these costs and benefits. These issues are considered from the perspective of the DOE's Office of Energy Emergencies, with the goal of determining if alternative or additional roles should be open to this Office. The approach taken is limited to the economic costs and benefits of energy security, reflecting our view that the bulk of important energy security issues can at least be approached from this perspective. An energy emergency results from a sudden change in the quantity, market price, and/or social value of energy, in combination with a domestic and/or world wide energy system that cannot rapidly adjust to that change. We do not believe that mitigating the impacts of such events is always necessary, nor that it is uniquely a governmental responsibility. In fact, the first recourse in emergency preparedness should always be to the private sector. Government should deal with three different aspects of emergency energy activities. First, it should condition the decision making environment by seeing that adequate information about energy conditions is available and that its own policy position is clear. Next, it should evaluate the preparedness measures undertaken by the private sector. Finally, if it finds private sector preparation to be inadequate, government has a variety of direct and indirect means with which to intervene. One direct measure currently used is the buildup and drawdown of the strategic petroleum reserve (SPR). Others include contingency plans to override market allocations during wartime, as might be developed under the graduated mobilization response (GMR). Indirect means include a variety of tax and transfer schemes that alter existing private sector incentives to prepare. Well conceived monetary and fiscal policies complete the tools. 1 fig., 1 tab.

    This article deals with recently status of global fossil energy sources. Fossil energy sources have been split into three categories: oil,coal, and natural gas. Fossil fuels are highly efficient and cheap. Currently oil is the fastest primary energy source in the world (39% of world energy consumption). Coal will be a major source of energy for the world for the foreseeable future (24% of world energy consumption). In 2030, coal covers 45% of world energy needs. Natural gas is expected to be the fastest growing component of world energy consumption (23% of world energy consumption). Fossil fuel extraction and conversion to usable energy has several environmental impacts. They could be a major contributor to global warming and greenhouse gases and a cause of acid rain; therefore, expensive air pollution controls are required.

    ABSTRACT Rapidly growing energy demand from China's transportation sector in the last two decades have raised concerns over national energy security, local air pollution, and carbon dioxide (CO2) emissions, and there is broad consensus that China's transportation sector will continue to grow in the coming decades. This paper explores the future development of China's transportation sector in terms of service demands, final energy consumption, and CO2 emissions, and their interactions with global climate policy. This study develops a detailed China transportation energy model that is nested in an integrated assessment model—Global Change Assessment Model (GCAM)—to evaluate the long-term energy consumption and CO2 emissions of China's transportation sector from a global perspective. The analysis suggests that, without major policy intervention, future transportation energy consumption and CO2 emissions will continue to rapidly increase and the transportation sector will remain heavily reliant on fossil fuels. Although carbon price policies may significantly reduce the sector's energy consumption and CO2 emissions, the associated changes in service demands and modal split will be modest, particularly in the passenger transport sector. The analysis also suggests that it is more difficult to decarbonize the transportation sector than other sectors of the economy, primarily owing to its heavy reliance on petroleum products.

    The Department of Energy Organization Act, which created DOE, was enacted in 1977 and DOE officially came into existence in October of that year. That law brought together for the first time, not only most of the government’s energy programs, but also science and technology programs and defense responsibilities that included the design, construction, and testing of nuclear weapons. Over its history, DOE has shifted its emphasis and focus as the energy and security needs of the Nation have changed. Today, DOE stands at the forefront of helping the Nation meet our energy, scientific, environmental, and national security goals. These include developing and deploying new energy technologies, reducing our dependence on foreign energy sources, protecting our nuclear weapons stockpile, and ensuring that America remains competitive in the global marketplace. To help achieve these goals, President Bush has launched two key initiatives: the American Competitiveness Initiative (ACI) and the Advanced Energy Initiative (AEI). The President launched these initiatives recognizing that science, technology, and engineering hold the answers to many of the critical challenges our world faces. These new initiatives to spur scientific innovation and technology development expand DOE’s continuing support for the competitive energy markets, both domestically and internationally, and of policies that facilitate continued private investment in the energy sector. In addition, DOE supports the demonstration and deployment of energy technologies through collaborative efforts with the private sector and public sector entities.
