    The Global Energy Futures Model (GEFM) is a demand-based, gross domestic product (GDP)-driven, dynamic simulation tool that provides an integrated framework to model key aspects of energy, nuclear-materials storage and disposition, environmental effluents from fossil and non fossil energy and global nuclear-materials management. Based entirely on public source data, it links oil, natural gas, coal, nuclear and renewable energy dynamically to greenhouse-gas emissions and 13 other measures of environmental impact. It includes historical data frommore » 1990 to 2000, is benchmarked to the DOE/EIA/IEO 2002 [5] Reference Case for 2000 to 2020, and extrapolates energy demand through the year 2050. The GEFM is globally integrated, and breaks out five regions of the world: United States of America (USA), the Peoples Republic of China (China), the former Soviet Union (FSU), the Organization for Economic Cooperation and Development (OECD) nations excluding the USA (other industrialized countries), and the rest of the world (ROW) (essentially the developing world). The GEFM allows the user to examine a very wide range of what ir scenarios through 2050 and to view the potential effects across widely dispersed, but interrelated areas. The authors believe that this high-level learning tool will help to stimulate public policy debate on energy, environment, economic and national security issues.« less

    The expected doubling of global energy demand by 2050 challenges our traditional patterns of energy production, distribution and use.   The continued use of fossil fuels raises concerns about supply, security, environment and climate.  New routes are needed for the efficient conversion of energy from chemical fuel, sunlight, and heat to electricity or hydrogen as an energy carrier and finally to end uses like transportation, lighting, and heating. Opportunities for efficient new energy conversion routes based on nanoscale materials will be presented, with emphasis on the sustainable energy technologies they enable.

    This is the report of foreign travel by Alvin W. Trivelpiece and William Fulkerson who were part of a US delegation of ten individuals who visited the Soviet Union for two weeks as part of a joint activity between the US National Academy of Sciences (NAS) and the Academy of Sciences (AS) of the USSR. Trivelpiece headed the US delegation. The trip was sponsored by the NAS under a grant from the MacArthur Foundation. It consisted of three parts: (1) a tour of energy facilities and laboratories in Siberia, including the cities of Novosibirsk, Krasnoyarsk, Nazarovo, Achinsk, Bratsk, and Irkutsk; (2) a joint seminar in Moscow called Global Energy Development and Associated Ecological (Environmental) Impacts''; and (3) a workshop to discuss areas of potential future collaboration and cooperation. A Memorandum of Record was signed on the final day. It recommended that the Presidents of the two Academies establish a joint committee for ...coordinating, recommending, and encouraging activities in accordance with this memorandum.'' Projects for possible collaboration were identified in the areas of energy data and models, global warming, technologies for more efficient use of energy, clean coal, gas turbines, tools for assessing environmental impacts, and analysis of approaches to energy decision making.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    Global energy consumption will at least double over the next fifty years due to population growth, increased consumption, and an urgent need to improve the standard of living in under-developed countries. Thirty percent of this growth will be for electricity. At the same time, carbon emissions must be significantly reduced to respond to concerns regarding global warming. The use of nuclear energy to meet this growing electricity demand without carbon emissions is an obvious solution to many observers, however real concerns over economics, safety, waste and proliferation must be adequately addressed. The issue is further complicated by the fact that developing countries, which have the most pressing need for additional electricity generation, have the least capability and infrastructure to deploy nuclear energy. Nevertheless, if the specific needs of developing countries are appropriately considered now as new generation reactors are being developed, and institutional arrangements based upon the fundamental principles of President Eisenhower's 1953 Atoms For Peace speech are followed, nuclear energy could be deployed in any country. From a technical perspective, reactor safety and accessibility of special nuclear material are primary concerns. Institutionally, plant and fuel ownership and waste management issues must be addressed. International safety and safeguards authority are prerequisites. While the IAEA's IMPRO program and the United States' Generation IV programs are focusing on technical solutions, institutional issues, particularly with regard to deployment in developing countries, are not receiving corresponding attention. Full-service, cradle-to-grave, nuclear electricity companies that retain custody and responsibility for the plant and materials, including waste, are one possible solution.     The primary objective of this research was to develop a forefront analysis tool for application to enhance understanding of long-term, global, nuclear-energy and nuclear-material futures. To this end, an existing economics-energy-environmental (E{sup 3}) model was adopted, modified, and elaborated to examine this problem in a multi-regional (13), long-term ({approximately}2,100) context. The E{sup 3} model so developed was applied to create a Los Alamos presence in this E{sup 3} area through ''niche analyses'' that provide input to the formulation of policies dealing with and shaping of nuclear-energy and nuclear-materials futures. Results from analyses using the E{sup 3} model have been presented at a variety of national and international conferences and workshops. Through use of the E{sup 3} model Los Alamos was afforded the opportunity to participate in a multi-national E{sup 3} study team that is examining a range of global, long-term nuclear issues under the auspices of the IAEA during the 1998-99 period . Finally, the E{sup 3} model developed under this LDRD project is being used as an important component in more recent Nuclear Material Management Systems (NMMS) project.

    The Global Nuclear Energy Partnership program (GNEP) is designed to demonstrate a proliferation-resistant and sustainable integrated nuclear fuel cycle that can be commercialized and used internationally. Alternative stabilization concepts for byproducts and waste streams generated by fuel recycling processes were evaluated and a baseline of waste forms was recommended for the safe disposition of waste streams. Waste forms are recommended based on the demonstrated or expected commercial practicability and technical maturity of the processes needed to make the waste forms, and performance of the waste form materials when disposed. Significant issues remain in developing technologies to process some of the wastes into the recommended waste forms, and a detailed analysis of technology readiness and availability may lead to the choice of a different waste form than what is recommended herein. Evolving regulations could also affect the selection of waste forms.

    Energy generation and use are strongly linked to all elements of sustainable development such as economic, social, and environmental. The history of human development rests on the availability and use of energy, the transformation from the early use of fire and animal power that improved lives, to the present world with use of electricity and clean fuels for a multitude of purposes. Energy is the neglected issue of the development debate. The lack of access to reliable and clean energy supplies is a major barrier to improving human well-being around the globe. There are an estimated 1.6 billion people living in the rural areas of developing countries who lack access to electricity, and so dependence on fossil fuels. Combustion of fossil fuels produces large amounts of CO{sub 2}, an important greenhouse gas. In response to increasing concern about the effect of anthropogenic greenhouse gases on global climate, international action has been agreed to reduce these emissions. On the other hand, renewable energy is the great, barely tapped solution to the two great challenges of the coming century such as poverty and global warming. Not only can renewable energy provide a clean, flexible power source for homes, schools and hospitals, at the micro-to-medium scale it has huge potential to create meaningful and useful jobs.

    The Global Nuclear Vision Project is examining, using scenario building techniques, a range of long-term nuclear energy futures. The exploration and assessment of optimal nuclear fuel-cycle and material strategies is an essential element of the study. To this end, an established global E{sup 3} (energy/economics/environmental) model has been adopted and modified with a simplified, but comprehensive and multi-regional, nuclear energy module. Consistent nuclear energy scenarios are constructed using this multi-regional E{sup 3} model, wherein future demands for nuclear power are projected in price competition with other energy sources under a wide range of long-term demographic (population, workforce size and productivity), economic (price-, population-, and income-determined demand for energy services, price- and population-modified GNP, resource depletion, world-market fossil energy prices), policy (taxes, tariffs, sanctions), and top-level technological (energy intensity and end-use efficiency improvements) drivers. Using the framework provided by the global E{sup 3} model, the impacts of both external and internal drivers are investigated. The ability to connect external and internal drivers through this modeling framework allows the study of impacts and tradeoffs between fossil- versus nuclear-fuel burning, that includes interactions between cost, environmental, proliferation, resource, and policy issues.

    This workshop was designed to bring together a group of scholars, primarily from the social sciences, to explore research that might help in dealing with global climate change. To illustrate the state of present understanding, it seemed useful to focus this workshop on three broad questions that are involved in coping with climate change. These are: (1) How can the anticipated economic costs and benefits of climate change be identified; (2) How can the impacts of climate change be adjusted to or avoided; (3) What previously studied models are available for institutional management of the global environment? The resulting discussions may (1) identify worthwhile avenues for further social science research, (2) help develop feedback for natural scientists about research information from this domain needed by social scientists, and (3) provide policymakers with the sort of relevant research information from the social science community that is currently available. Individual papers are processed separately for the database.

    This document updates and expands the report with a similar title issued in October 1980. This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

    This report reviews recent global efforts to privatize energy resources and outlines the opportunities and challenges privatization has presented to U.S. and foreign multinational energy companies. The group of energy companies studied in this report includes the major U.S. petroleum companies and many foreign companies. The foreign companies reviewed include state-run energy enterprises, recently privatized energy enterprises, and foreign multinationals that have been privately held. The privatization of non-petroleum energy industries, such as electricity generation and transmission, natural gas transmission, and coal mining, are also discussed. Overseas investments made by electric companies, natural gas companies, and coal companies are included. The report is organized into six chapters: (1) economics of privatization; (2) petroleum privatization efforts among non-U.S. Organization for Economic Cooperation and Development nations; (3) petroleum privatization efforts in Latin America; (4) privatization in socialist and former socialist regimes; (5) privatization efforts in global electric power generation, transmission, and distribution industries; and (6) privatization and globalization of world coal.

    Controlling transportation energy use looms as a serious challenge for the United States in the 21st century. Demand for transportation services is steadily growing, driven by increasing population, economic activity, and incomes. Few forces presently constrain growth in travel by the energy-intensive modes of automobile, truck, and air transportation. In contrast to other sectors of the economy, transportation energy efficiency improvements are nearly stagnant. Efficiency increases are now absent in highway modes; aircraft efficiency is improving, but not enough to offset rising air travel. Transportation is also the most oil-dependent sector of the economy as well as the country`s most rapidly growing source of greenhouse gas emissions. A conservative forecast indicates US transportation energy consumption rising from 23 Quads in 1990 to roughly 36 Quads by 2030; less conservative assumptions push the total to 43 Quads by 2030. Yet opportunities exist for efficiency improvements to counter a substantial portion of this growth. The most promising options are technological, with potential long-term efficiency improvements of threefold for light vehicles, twofold for aircraft, and 65 percent for heavy trucks. Combined with system efficiency changes to help limit growth of the energy-intensive modes, transportation energy use might be cut to 19 Quads by 2030. Pursuing cost-effective strategies to move the system toward such reduced energy intensiveness would be clearly valuable for the economy and environment. This paper examines these trends and options, and offers suggestions for policies that could lead to reductions in transportation energy use and its associated problems such as greenhouse gas emissions and oil dependence risks. 24 refs., 6 figs., 3 tabs.

    The total costs and impacts of expanding energy use in China will depend, in part, on a number of important factors, an understanding of which is vital for China's policy-makers. These issues include the additional environmental and public health impacts associated with energy use, the economic costs of infrastructure expansion to meet growing energy needs, and the potential role that renewable energy technologies could play if pushed hard in China's energy future. This short report summarizes major trends and issues in each of these three areas.

    This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

    This report estimates the global potential reductions in greenhouse gas emissions by 2030 for energy efficiency improvements associated with equipment (appliances, lighting, and HVAC) in buildings by means of energy efficiency standards and labels (EES&L). A consensus has emerged among the world's scientists and many corporate and political leaders regarding the need to address the threat of climate change through emissions mitigation and adaptation. A further consensus has emerged that a central component of these strategies must be focused around energy, which is the primary generator of greenhouse gas emissions. Two important questions result from this consensus: 'what kinds of policies encourage the appropriate transformation to energy efficiency' and 'how much impact can these policies have'? This report aims to contribute to the dialogue surrounding these issues by considering the potential impacts of a single policy type, applied on a global scale. The policy addressed in this report is Energy Efficient Standards and Labeling (EES&L) for energy-consuming equipment, which has now been implemented in over 60 countries. Mandatory energy performance standards are important because they contribute positively to a nation's economy and provide relative certainty about the outcome (both timing and magnitudes). Labels also contribute positively to a nation's economy and importantly increase the awareness of the energy-consuming public. Other policies not analyzed here (utility incentives, tax credits) are complimentary to standards and labels and also contribute in significant ways to reducing greenhouse gas emissions. We believe the analysis reported here to be the first systematic attempt to evaluate the potential of savings from EES&L for all countries and for such a large set of products.     Renewed U.S. interest in advanced nuclear fuel cycles involving reprocessing and recycling, embodied in the Global Nuclear Energy Partnership (GNEP) initiative, has raised questions about the role of a Yucca Mountain repository - what it will be used for, and when. While the repository is widely recognized as a key part of U.S. waste management strategy, the potential for advanced fuel cycles to improve the capacity and performance of a repository have led some to question whether its development can be deferred pending resolution of questions about the fuel cycle and the fate of commercial spent nuclear fuel (CSNF). This paper discusses the rationale for the Department of Energy's (DOE's) goal of completing the proposed Yucca Mountain repository by 2017 in parallel with pursuit of its goals for GNEP, as well as issues posed for the repository program by deployment of the initial facilities of an advanced fuel cycle.     We have presented views of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    The residential sector is one of the main end-use sectors in Canada accounting for 16.7% of total end-use site energy consumption in 2009 (computed from NRCan 2012. pp, 4-5). In this year, the residential sector accounted for 54.5% of buildings total site energy consumption. Between 1990 and 2009, Canadian household energy consumption grew by less than 11%. Nonetheless, households contributed to 14.6% of total energy-related greenhouse gas emissions in Canada in 2009 (computed from NRCan 2012). This is the U.S. Energy Information Administrations second study to help provide a better understanding of the factors impacting residential energy consumption and intensity in North America (mainly the United States and Canada) by using similar methodology for analyses in both countries.

    The world is interconnected and powered by a number of global energy systems using fossil, nuclear, or renewable energy. This study reviews historical time series of energy production and growth for various energy sources. It compiles a theoretical and empirical foundation for understanding the behaviour underlying global energy systems' growth. The most extreme growth rates are found in fossil fuels. The presence of scaling behaviour, i.e. proportionality between growth rate and size, is established. The findings are used to investigate the consistency of several long-range scenarios expecting rapid growth for future energy systems. The validity of such projections is questioned, based on past experience. Finally, it is found that even if new energy systems undergo a rapid 'oil boom'-development-i.e. they mimic the most extreme historical events-their contribution to global energy supply by 2050 will be marginal.

    This article deals with recently status of global fossil energy sources. Fossil energy sources have been split into three categories: oil,coal, and natural gas. Fossil fuels are highly efficient and cheap. Currently oil is the fastest primary energy source in the world (39% of world energy consumption). Coal will be a major source of energy for the world for the foreseeable future (24% of world energy consumption). In 2030, coal covers 45% of world energy needs. Natural gas is expected to be the fastest growing component of world energy consumption (23% of world energy consumption). Fossil fuel extraction and conversion to usable energy has several environmental impacts. They could be a major contributor to global warming and greenhouse gases and a cause of acid rain; therefore, expensive air pollution controls are required.

  2. Global Climate Change and the Transportation Sector: An Update on Issues and Mitigation Options

    It is clear from numerous energy/economic modeling exercises that addressing the challenges posed by global climate change will eventually require the active participation of all industrial sectors and all consumers on the planet. Yet, these and similar modeling exercises indicate that large stationary CO2 point sources (e.g., refineries and fossil-fired electric power plants) are often the first targets considered for serious CO2 emissions mitigation. Without participation of all sectors of the global economy, however, the challenges of climate change mitigation will not be met. Because of its operating characteristics, price structure, dependence on virtually one energy source (oil), enormous installed infrastructure, and limited technology alternatives, at least in the near-term, the transportation sector will likely represent a particularly difficult challenge for CO2 emissions mitigation. Our research shows that climate change induced price signals (i.e., putting a price on carbon that is emitted to the atmosphere) are in the near term insufficient to drive fundamental shifts in demand for energy services or to transform the way these services are provided in the transportation sector. We believe that a technological revolution will be necessary to accomplish the significant reduction of greenhouse gas emissions from the transportation sector. This paper presents an update of ongoing research into a variety of technological options that exist for decarbonizing the transportation sector and the various tradeoffs among them.

    We present ultra-low energy interconnect design using nano-scale spin-torque (ST) switches for global data-links. Emerging spin-torque phenomena can lead to ultra-low-voltage, high-speed current-mode magnetic-switches. ST-switches can simultaneously provide large trans-impedance gain by employing magnetic tunnel junctions, to convert current-mode signals into large-swing voltage levels.     A multiregion computable general equilibrium (CGE) model was used to assess the longrun effects of higher energy prices on agricultural production, prices, and trade. An increase in the price of energy enters farmers' cost functions through direct energy use and through the indirect influence of energy prices on intermediate inputs, especially fertilizers. The multiregion feature of the model allows us to include the effects of energy price shocks on economies of other regions and to assess price changes in a global context. Because farming is highly energy-intensive, agricultural output falls more than output in the manufacturing and services sectors of each region of the model. Real returns to farmland, a good indicator of farm welfare, falls in each of the four regions. The U.S. land price declines by 3.5 percent, a drop comparable to that resulting from a 20-percent multilateral agricultural policy liberalization in a similar model.

    The World Energy Projection System Plus (WEPS ) is a comprehensive, mid?term energy forecasting and policy analysis tool used by EIA. WEPS projects energy supply, demand, and prices by country or region, given assumptions about the state of various economies, international energy markets, and energy policies. The Global Activity Module (GLAM) provides projections of economic driver variables for use by the supply, demand, and conversion modules of WEPS . GLAM’s baseline economic projection contains the economic assumptions used in WEPS to help determine energy demand and supply. GLAM can also provide WEPS with alternative economic assumptions representing a range of uncertainty about economic growth. The resulting economic impacts of such assumptions are inputs to the remaining supply and demand modules of WEPS .

    The findings and conclusions of the analysis of the various issues involved in the federal preemption of state regulations for the DOE no standard rule on covered appliances are summarized. The covered products are: refrigerators, refrigerator-freezers, freezers, clothes dryers, kitchen ranges and ovens, water heaters (excluding heat pump water heaters), room air conditioners, central air conditioners (excluding heat pumps), and furnaces. A detailed discussion of the rationale for the positions of groups offering comment for the record is presneted. The pertinent categories of state and local regulations and programs are explained, then detailed analysis is conducted on the covered products and regulations. Issues relating to the timing of preemption of state regulations are discussed, as well as issues relating to burden of proof, contents of petitions for exemptions from preemption, criteria for evaluating petitions, and procedural and other issues.     Making major gains in energy efficiency is one of the most economical and effective ways our nation can wean itself off its dependence on foreign oil and reduce its emissions of greenhouse gases. Transportation and buildings, which account for two thirds of American energy usage, consume far more than they need to, but even though there are many affordable energy efficient technologies that can save consumers money, market imperfections inhibit their adoption. To overcome the barriers, the federal government must adopt policies that will transform the investments into economic and societal benefit. And the federal government must invest in research and development programs that target energy efficiency. Energy efficiency is one of America's great hidden energy reserves. We should begin tapping it now. Whether you want the United States to achieve greater energy security by weaning itself off foreign oil, sustain strong economic growth in the face of worldwide competition or reduce global warming by decreasing carbon emissions, energy efficiency is where you need to start. Thirty-five years ago the U.S. adopted national strategies, implemented policies and developed technologies that significantly improved energy efficiency. More than three decades have passed since then, and science and technology have progressed considerably, but U.S. energy policy has not. It is time to revisit the issue. In this report we examine the scientific and technological opportunities and policy actions that can make the United States more energy efficient, increase its security and reduce its impact on global warming. We believe the findings and recommendations will help Congress and the next administration to realize these goals. Our focus is on the transportation and buildings sectors of the economy. The opportunities are huge and the costs are small.

    Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

    In this study, we develop an updated global estimate of onshore wind energy potential using reanalysis wind speed data, along with updated wind turbine technology performance and cost assumptions as well as explicit consideration of transmission distance in the calculation of transmission costs. We find that wind has the potential to supply a significant portion of world energy needs, although this potential varies substantially by region as well as with assumptions such as on what types of land can be used to site wind farms. Total global wind potential under central assumptions is estimated to be approximately 89 petawatt hours per year at less than 9 cents/kWh with substantial regional variations. One limitation of global wind analyses is that the resolution of current global wind speed reanalysis data can result in an underestimate of high wind areas. A sensitivity analysis of eight key parameters is presented. Wind potential is sensitive to a number of input parameters, particularly those related to land suitability and turbine density as well as cost and financing assumptions which have important policy implications. Transmission cost has a relatively small impact on total wind costs, changing the potential at a given cost by 20-30%.     We present the first part of a project on the global energetics of solar flares and coronal mass ejections that includes about 400 M- and X-class flares observed with Atmospheric Imaging Assembly (AIA) and Helioseismic and Magnetic Imager (HMI) on board the Solar Dynamics Observatory (SDO). We calculate the potential (E{sub p} ), the nonpotential (E {sub np}) or free energies (E {sub free} = E {sub np} – E{sub p} ), and the flare-dissipated magnetic energies (E {sub diss}). We calculate these magnetic parameters using two different NLFFF codes: the COR-NLFFF code uses the line-of-sight magnetic field component B{sub z} from HMI to define the potential field, and the two-dimensional (2D) coordinates of automatically detected coronal loops in six coronal wavelengths from AIA to measure the helical twist of coronal loops caused by vertical currents, while the PHOT-NLFFF code extrapolates the photospheric three-dimensional (3D) vector fields. We find agreement between the two codes in the measurement of free energies and dissipated energies within a factor of ≲ 3. The size distributions of magnetic parameters exhibit powerlaw slopes that are approximately consistent with the fractal-diffusive self-organized criticality model. The magnetic parameters exhibit scaling laws for the nonpotential energy, E{sub np}∝E{sub p}{sup 1.02}, for the free energy, E{sub free}∝E{sub p}{sup 1.7} and E{sub free}∝B{sub φ}{sup 1.0}L{sup 1.5}, for the dissipated energy, E{sub diss}∝E{sub p}{sup 1.6} and E{sub diss}∝E{sub free}{sup 0.9}, and the energy dissipation volume, V∝E{sub diss}{sup 1.2}. The potential energies vary in the range of E{sub p} = 1 × 10{sup 31}-4 × 10{sup 33} erg, while the free energy has a ratio of E {sub free}/E{sub p} ≈ 1%-25%. The Poynting flux amounts to F {sub flare} ≈ 5 × 10{sup 8}-10{sup 10} erg cm{sup –2} s{sup –1} during flares, which averages to F {sub AR} ≈ 6 × 10{sup 6} erg cm{sup –2} s{sup –1} during the entire observation

As described in this report, window-related discrepancies in heating energy predictions were identified through comparative testing of EnergyPlus and DOE-2. Multiple causes for discrepancies were identified, and software fixes are recommended to better align the models with the intended algorithms and underlying test data.

    In 1986, the National Research Council, through its Energy Engineering Board, formed the Committee on Geothermal Energy Technology. The committee's study addressed major issues in geothermal energy technology, made recommendations for research and development, and considered cooperative arrangements among government, industry, and universities to facilitate RandD under current severe budget constraints. The report addresses four types of geothermal energy: hydrothermal, geopressured, hot dry rock, and magma systems. Hydrothermal systems are the only type that are now economically competitive commercially. Further technology development by the Department of Energy could make the uneconomical hydrothermal resources commercially attractive to the industry. The economics are more uncertain for the longer-term technologies for extracting energy from geopressured, hot dry rock, and magma systems. For some sites, the cost of energy derived from geopressured and hot dry rock systems is projected within a commercially competitive range. The use of magma energy is too far in the future to make reasonable economic calculations.

    China has set an ambitious goal of reducing its energy use per unit of GDP by 20% between 2006 and 2010. Since the industrial sector consumes about two-thirds of China's primary energy, many of the country's efforts are focused on improving the energy efficiency of this sector. Industrial energy audits have become an important part of China's efforts to improve its energy intensity. In China, industrial energy audits have been employed to help enterprises indentify energy-efficiency improvement opportunities for achieving the energy-saving targets. These audits also serve as a mean to collect critical energy-consuming information necessary for governments at different levels to supervise enterprises energy use and evaluate their energy performance. To better understand how energy audits are carried out in China as well as their impacts on achieving China's energy-saving target, researchers at the Lawrence Berkeley National Laboratory (LBNL) conducted an in-depth study that combines a review of China's national policies and guidelines on energy auditing and a series of discussions with a variety of Chinese institutions involved in energy audits. This report consists of four parts. First, it provides a historical overview of energy auditing in China over the past decades, describing how and why energy audits have been conducted during various periods. Next, the report reviews current energy auditing practices at both the national and regional levels. It then discusses some of the key issues related to energy audits conducted in China, which underscore the need for improvement. The report concludes with policy recommendations for China that draw upon international best practices and aim to remove barriers to maximizing the potential of energy audits.

    In 2000, the Intergovernmental Panel on Climate Change (IPCC) published a new set of baseline greenhouse gas (GHG) emissions scenarios in the Special Report on Emissions Scenarios (SRES) (Nakicenovic et al., 2000). The SRES team defined four narrative storylines (A1, A2, B1 and B2) describing the relationships between the forces driving GHG and aerosol emissions and their evolution during the 21st century. The SRES reports emissions for each of these storylines by type of GHG and by fuel type to 2100 globally and for four world regions (OECD countries as of 1990, countries undergoing economic reform, developing countries in Asia, rest of world). Specific assumptions about the quantification of scenario drivers, such as population and economic growth, technological change, resource availability, land-use changes, and local and regional environmental policies, are also provided. End-use sector-level results for buildings, industry, or transportation or information regarding adoption of particular technologies and policies are not provided in the SRES. The goal of this report is to provide more detailed information on the SRES scenarios at the end use level including historical time series data and a decomposition of energy consumption to understand the forecast implications in terms of end use efficiency to 2030. This report focuses on the A1 (A1B) and B2 marker scenarios since they represent distinctly contrasting futures. The A1 storyline describes a future of very rapid economic growth, low population growth, and the rapid introduction of new and more efficient technologies. Major underlying themes are convergence among regions, capacity building, and increased cultural and social interactions, with a substantial reduction in regional differences in per capita income. The B2 storyline describes a world with an emphasis on economic, social, and environmental sustainability, especially at the local and regional levels. It is a world with moderate population growth

The purpose of the study is to identify some of the conditions under which congruence between public opinion and public policy is likely to occur. Representatives were found to act contrary to public preferences only when they believed they were more knowledgeable than the public. In general, representatives' actions were congruent with public opinion on issues where public feeling was widespread and intense, when there was a clear majority preference, and when an interactive process had taken place involving public response to a governmental initiative. When the public was divided, representatives tended to divide, or postponed resolution of the issue. This study suggests a number of other possible conditions affecting congruence related to crisis situations, new problems, and the direction of public opinion. 20 references, 4 tables.

    Renewable energy technologies offer the promise of non-polluting alternatives to fossil and nuclear-fueled power plants to meet growing demand for electrical energy. Two emerging categories of renewable energy technologies, hydrokinetic and wave energy conversion devices, offer ways to tap the energy of moving water without impoundment (dams) or diversion required by many conventional hydroelectric facilities. These technologies include devices designed for deployment in natural streams, tidal estuaries, ocean currents, and constructed waterways, as well as devices designed to capture the energy of ocean waves. On October 26-28, 2005, 54 representatives from government, non-governmental organizations, and private business met to (1) identify the varieties of hydrokinetic energy and wave technology devices, their stages of development, and the projected cost to bring each to market; (2) identify where these technologies can best operate; (3) identify the potential environmental issues associated with these technologies and possible mitigation measures; (4) develop a list of research needs and/or practical solutions to address unresolved environmental issues. These workshop proceedings include detailed summaries of the 24 presentations made and the discussions that followed.

Producing that energy contributes almost 40% of our nation's carbon dioxide emissions.By 2030, an estimated 900 billion square feet of new and rebuilt construction will be developed worldwide, providing an unprecedented opportunity to create efficient, sustainable buildings.     As seen from the perspective of global E3-modelling (= environment-economy-energy), the sectors of energy and of agriculture are double players situated in a field of tension: both exhibit growing emissions--but both also exhibit reduction potentials for CO{sub 2}, if areas are used for growth of biomass energy carriers. On the one hand, meeting food demand requires increasing agricultural land use in some regions, on the other hand in other regions, an important input of fossil fuels buys higher efficiency levels. In the First World, newly set-aside land can be used for biomass energy production. Before envisaging global strategies for CO{sub 2} emission reductions and more specifically for an enhanced use of biomass for energy, the present boundary conditions of the global energy and agricultural systems have to be analyzed. In a second step, a likely future development has to be contrasted with the desirable increase of bioenergy.

    This study examines how the growth of the developing world might affect energy markets in the future. Based on recent growth trends, world energy demand could reasonably be expected to grow from about 350 Exajoules (EJ: 1.0E18=0.95 Quad) to nearly 1025 EJ by the year 2020, nearly 3x current consumption estimates. Introduction of more energy-efficient technologies could reduce this growth by about 17% to 830 EJ. But one cannot rely exclusively on current trends to forecast future energy demand. The growth of the developing world will interact with supply to affect prices, which in turn will mitigate the growth of demand, and growth rates of energy use will be much more modes. Under the Business as Usual scenario, energy demand will grow to 835 EJ by 2020, and this could be reduced a further 15% to 714 EJ through the adoption of more energy efficient technologies. Fuel prices based on model results are analyzed. Energy security implications of rapid growth in the developing world are considered and found to be of likely little significance.

    Perennial prairie grasses offer many advantages to the developing biofuels industry. High yielding varieties of native prairie grasses such as switchgrass, which combine lower levels of nutrient demand, diverse geographical growing range, high net energy yields and high soil and water conservation potential indicate that these grasses could and should supplement annual row crops such as corn in developing alternative fuels markets. Favorable net energy returns, increased soil erosion prevention, and a geographically diverse land base that can incorporate energy grasses into conventional farm practices will provide direct benefits to local and regional farm economies and lead to accelerated commercialization of conversion technologies. Displacement of row crops with perennial grasses will have major agricultural, economic, sociologic and cross-market implications. Thus, perennial grass production for biofuels offers significant economic advantages to a national energy strategy which considers both agricultural and environmental issues.

    This article presents a summary of research issues and opportunities in alternative energy source research identified by panels of experts assembled by the Engineering Directorate of the US National Science Foundation. The objective was to identify transformative research issues and opportunities to make alternative energy sources viable. The article presents motivations for energy research, grand challenges, and specific challenges in the research areas covered. The grand challenges identified for the United States include supplying 30% of US electricity from photovoltaics by 2030, supplying 25% of US electricity from wind by 2025, displacing 30% of US hydrocarbon use by 2030 with bio-based products, and providing a practical 250-300 W h/kg energy storage system by 2025. Similar challenges could be outlined along the same lines for the remainder of the world. Examples of specific areas of research focus identified as promising include high performance p-type transparent conductors, multijunction thin-film photovoltaic devices, defects in chalcogenide semiconductors, experimental study and numerical modeling of the fluid mechanics of airflow as applied to wind turbines, improved materials for wind turbines, methods for creating high energy density transportable biological feedstocks, biorefinery processes yielding infrastructure-compatible biofuels and biochemicals directly, and improved electrodes and electrolytes for Li ion batteries. Arguments for each of these as research priorities are given.

    There is an increasing interest in the use of computer algorithms to identify combinations of parameters which optimise the energy performance of buildings. For such problems, the objective function can be multi-modal and needs to be approximated numerically using building energy simulation programs. As these programs contain iterative solution algorithms, they introduce discontinuities in the numerical approximation to the objective function. Metaheuristics often work well for such problems, but their convergence to a global optimum cannot be established formally. Moreover, different algorithms tend to be suited to particular classes of optimization problems. To shed light on this issue we compared the performance of two metaheuristics, the hybrid CMA-ES/HDE and the hybrid PSO/HJ, in minimizing standard benchmark functions and real-world building energy optimization problems of varying complexity. From this we find that the CMA-ES/HDE performs well on more complex objective functions, but that the PSO/HJ more consistently identifies the global minimum for simpler objective functions. Both identified similar values in the objective functions arising from energy simulations, but with different combinations of model parameters. This may suggest that the objective function is multi-modal. The algorithms also correctly identified some non-intuitive parameter combinations that were caused by a simplified control sequence of the building energy system that does not represent actual practice, further reinforcing their utility.

Because solar and wind tend to be more variable and uncertain than conventional sources, meeting these targets will involve changes to power system planning and operations. Grid integration is the practice of developing efficient ways to deliver variable renewable energy (VRE) to the grid. Good integration methods maximize the cost-effectiveness of incorporating VRE into the power system while maintaining or increasing system stability and reliability. When considering grid integration, policy makers, regulators, and system operators consider a variety of issues, which can be organized into four broad topics: New Renewable Energy Generation, New Transmission, Increased System Flexibility, Planning for a High RE Future.

  6. Estimates of the Global Indirect Energy-Use Emission Impacts of USA Biofuel Policy

    This paper evaluates the indirect energy-use emission implications of increases in the use of biofuels in the USA between 2001 and 2010 as mandates within a dynamic global computable general equilibrium model. The study incorporates explicit markets for biofuels, petroleum and other fossil fuels, and accounts for interactions among all sectors of an 18-region global economy. It considers bilateral trade, as well as the dynamics of capital allocation and investment. Simulation results show that the biofuel mandates in the USA generate an overall reduction in global energy use and emissions over the simulation period from 2001 to 2030. Consequently, the indirect energy-use emission change or emission leakage under the mandate is negative. That is, global emission reductions are larger than the direct emission savings from replacing petroleum with biofuels under the USA RFS2 over the last decade. Under our principal scenario this enhanced the direct emission reduction from biofuels by about 66%. The global change in lifecycle energy-use emissions for this scenario was estimated to be about 93 million tons of CO2e in 2010, 45 million tons of CO2e in 2020, and an increase of 5 million tons of CO2e in 2030, relative to the baseline scenario. Sensitivity results of six alternative scenarios provided additional insights into the pattern of the regional and global effects of biofuel mandates on energy-use emissions.

    The levels of investment needed to mobilize an energy system transformation and mitigate climate change are not known with certainty. This paper aims to inform the ongoing dialogue and in so doing to guide public policy and strategic corporate decision making. Within the framework of the LIMITS integrated assessment model comparison exercise, we analyze a multi-IAM ensemble of long-term energy and greenhouse gas emissions scenarios. Our study provides insight into several critical but uncertain areas related to the future investment environment, for example in terms of where capital expenditures may need to flow regionally, into which sectors they might be concentrated, and what policies could be helpful in spurring these financial resources. We find that stringent climate policies consistent with a 2C climate change target would require a considerable upscaling of investments into low-carbon energy and energy efficiency, reaching approximately $45 trillion (range: $30$75 trillion) cumulative between 2010 and 2050, or about $1.1 trillion annually. This represents an increase of some $30 trillion ($10$55 trillion), or $0.8 trillion per year, beyond what investments might otherwise be in a reference scenario that assumes the continuation of present and planned emissions-reducing policies throughout the world. In other words, a substantial "clean-energy investment gap" of some $800 billion/yr exists notably on the same order of magnitude as present-day subsidies for fossil energy and electricity worldwide ($523 billion). Unless the gap is filled rather quickly, the 2C target could potentially become out of reach.

    Passive and low energy applications in buildings have become a topic of worldwide interest within the last few years. It has now been demonstrated very clearly that indoor comfort can be maintained with an expenditure of only 10 to 20% of the energy often required by modern buildings. This is accomplished through a combination of conservation measures to minimize the load, passive use of solar energy for heating, natural cooling, and daylighting. The major research emphasis has been on devising mathematical models to characterize heat flow within buildings, on the validation of these models by comparison with test results, and on the subsequent use of the models to investigate the influence of both design parameters and weather on system performance. Design guidelines have been developed, and simplified methods of analysis have been promulgated. Performance has been monitored in test modules, test buildings, and many residential and commercial buildings. The results both confirm good performance and establish the accuracy of model predictions. A significant change in the research picture has been seen in the last 4 years; whereas the major effort was originally in the United States, research is now being conducted in many countries throughout the world as many people have realized that passive and low energy methods are appropriate in virtually every climate and are well suited to economic, convenient, and reliable building construction and operation.

    The objectives were to: (1) identify, characterize, and define existing or projected regional and global water resource management issues which may be affected by CO/sub 2/-induced climate changes; and (2) develop research priorities for acquiring additional information about the potential effects of a CO/sub 2/-induced climate change on the availability and allocation of freshwater supplies. The research was broken into four work elements: (1) identification of water resource management issues on a global and regional basis; (2) identification of a subset of generic CO/sub 2/-related water resource management issues believed to have the highest probability of being affected, beneficially or adversely, by a CO/sub 2/-induced climate change; (3) selection of specific sites for examining the potential effect of a CO/sub 2/-induced climate change on these issues; and (4) conducting detailed case studies at these sites, the results from which will be used to identify future research and data needs in the area of water resources. This report summarizes the research related to the first three work elements. 6 figures, 9 tables.

    This paper addresses a method for the overall evaluation of energy conversion systems, including material and global environmental aspects. To limit the scope of the work reported here, the global environmental aspects have been limited to global warming aspects. A method is presented that uses exergy as an overall evaluation measure of energy conversion systems for their lifetime. The method takes the direct exergy consumption (fuel consumption) of the conventional exergy analyses and adds (1) the exergy of the energy conversion system equipment materials, (2) the fuel production exergy and material exergy, and (3) the exergy needed to recover the total global warming gases (equivalent) of the energy conversion system. This total, termed Total Equivalent Resource Exergy (TERE), provides a measure of the effectiveness of the energy conversion system in its use of natural resources. The results presented here for several example systems illustrate how the method can be used to screen candidate energy conversion systems and perhaps, as data become more available, to optimize systems. It appears that this concept may be particularly useful for comparing systems that have quite different direct energy and/or environmental impacts. This work should be viewed in the context of being primarily a concept paper in that the lack of detailed data available to the authors at this time limits the accuracy of the overall results. The authors are working on refinements to data used in the evaluation.
