    The anticipated dangers of Global Warming can be mitigated by reducing atmospheric greenhouse gas concentrations, especially CO{sub 2}. To reach acceptable, constant levels within the next couple of centuries it might be necessary to accept stabilization levels higher than present ones, The annual CO{sub 2} emissions must be reduced far below today`s values. This is a very important result of the models discussed in the 1995 IPCC report. However, any even very modest scenario for the future must take into account a substantial increase in the world population which might double during the 21st century, There is a considerable emission reduction potential of the industrialized world due to efficiency increase, However, the demand for energy services by the growing world population will, inspite of the availability of alternative energy resources, possibly lead to a net increase in fossil fuel consumption. If the climate models are right, and the science community believes they are, we will experience a global warming of the order of a couple of degrees over the next century; we have to live with it. To be prepared for the future it is essential for us to use new research techniques embracing not only the familiar fields of hard sciences but also social, educational, ethical and economic aspects, We must find a way to build up the essential intellectual capacities needed to deal with these kinds of general problems within all nations and all societies. But this is not Although, we also have to find the necessary dynamical and highly flexible structures for a global governing using tools such as the environmental regime. The first step was the Framework Convention On Climate Change, UN 1992; for resolution of questions regarding implementations the Conference of the Parties was established.

    We are developing a full software system for accelerating semantic graph databases on commodity cluster that scales to hundreds of nodes while maintaining constant query throughput. Our framework comprises a SPARQL to C++ compiler, a library of parallel graph methods and a custom multithreaded runtime layer, which provides a Partitioned Global Address Space (PGAS) programming model with fork/join parallelism and automatic load balancing over a commodity clusters. We present preliminary results for the compiler and for the runtime.

    This document describes the activities and products of the Global Research Program in FY 1993. This publication describes all of the projects funded by the Environmental Sciences Division of DOE under annual contracts, grants, and interagency agreements in FY 1993. Each description contains the project`s title; its 3-year funding history (in thousands of dollars); the period over which the funding applies; the name(s) of the principal investigator(s); the institution(s) conducting the projects; and the project`s objectives, products, approach, and results to date (for most projects older than 1 year). Project descriptions are categorized within the report according to program areas: climate modeling, quantitative links, global carbon cycle, vegetation research, ocean research, economics of global climate change, education, information and integration, and NIGEC. Within these categories, the descriptions are grouped alphabetically by principal investigator. Each program area is preceded by a brief text that defines the program area, states its goals and objectives, lists principal research questions, and identifies program managers.

    Staff at the Joint Institute develop and use models to simulate the economic and physical impacts of global change policy options. The GCAM, for example, gives analysts insight into how regional and national economies might respond to climate change mitigation policies including carbon taxes, carbon trading, and accelerated deployment of energy technology. Three available models are Phoenix, GCAM, and EPIC. Phoenix is a global, dynamic recursive, computable general equilibrium model that is solved in five-year time steps from 2005 through 2100 and divides the world into twenty-four regions. Each region includes twenty-six industrial sectors. Particular attention is paid to energy production in Phoenix. There are nine electricity-generating technologies (coal, natural gas, oil, biomass, nuclear, hydro, wind, solar, and geothermal) and four additional energy commodities: crude oil, refined oil products, coal, and natural gas. Phoenix is designed to answer economic questions related to international climate and energy policy and international trade. Phoenix replaces the Second Generation Model (SGM) that was formerly used for general equilibrium analysis at JGCRI. GCAM is the Global Change Assessment Model, a partial equilibrium model of the world with 14 regions. GCAM operates in 5 year time steps from 1990 to 2095 and is designed to examine long-term changes in the coupled energy, agriculture/land-use, and climate system. GCAM includes a 151-region agriculture land-use module and a reduced form carbon cycle and climate module in addition to its incorporation of demographics, resources, energy production and consumption. The model has been used extensively in a number of assessment and modeling activities such as the Energy Modeling Forum (EMF), the U.S. Climate Change Technology Program, and the U.S. Climate Change Science Program and IPCC assessment reports.     This workshop was designed to bring together a group of scholars, primarily from the social sciences, to explore research that might help in dealing with global climate change. To illustrate the state of present understanding, it seemed useful to focus this workshop on three broad questions that are involved in coping with climate change. These are: (1) How can the anticipated economic costs and benefits of climate change be identified; (2) How can the impacts of climate change be adjusted to or avoided; (3) What previously studied models are available for institutional management of the global environment? The resulting discussions may (1) identify worthwhile avenues for further social science research, (2) help develop feedback for natural scientists about research information from this domain needed by social scientists, and (3) provide policymakers with the sort of relevant research information from the social science community that is currently available. Individual papers are processed separately for the database.

    Climate change research is hampered by the gap between two styles of research, raising fundamental issues of standpoint. Interpretive-style researchers see themselves as at the center of the environment, experiencing it from within; their involvement is what allows them to gain knowledge. Descriptive-style researchers see themselves as outside the environment they analyze; their distance is what allows them to gain knowledge. This fundamental difference indicates that attempts to meld the two styles in articulating global-local links are both wrong-headed and doomed to failure. Instead, we should look for complementarities and attempt to bring the differently achieved knowledge to bear on global problems.

    Global climate change is recognized by many people around the world as being one of the most pressing issues facing our society today. The thermal engineering research community clearly plays an important role in addressing this critical issue, but what kind of thermal engineering research is, or will be, most impactful? In other words, in what directions should thermal engineering research be targeted in order to derive the greatest benefit with respect to global climate change? To answer this question we consider the potential reduction in greenhouse gas (GHG) emissions, coupled with potential economic impacts, resulting from thermal engineering research. Here a new model framework is introduced that allows a technological, sector-by-sector analysis of GHG emissions avoidance. For each sector, we consider the maximum reduction in CO2 emissions due to such research, and the cost effectiveness of the new efficient technologies. The results are normalized on a country-by-country basis, where we consider the USA, the European Union, China, India, and Australia as representative countries or regions. Among energy supply-side technologies, improvements in coal-burning power generation are seen as having the most beneficial CO2 and economic impacts. The one demand-side technology considered, residential space cooling, offers positive but limited impacts. The proposed framework can be extended to include additional technologies and impacts, such as water consumption.

Similarly, US environmental issues also have important global implications. This paper analyzes current US Policy as it pertains to global warming and climate change. It discusses related economic factors and environmental concerns. It assesses current White House policy as it relates to the US military. It reviews the Department of Defense strategy for energy conservation and reduction of greenhouse gases. Finally, it offers recommendations and options for military involvement to reduce global warming. Global warming and other environmental issues are important to the US military.     Export of commodities, encouraged by both the private sector and the Federal Government, helps to improve our position in the global economy and is in the national interest of the US. However, exports of commodities or technologies, without regard to whether they may significantly contribute to the military potential of individual countries or combination of countries or enhance the proliferation of weapons of mass destruction, may adversely affect the national security of the US. The Federal Government, therefore, implements several laws, Executive Orders, and regulations to control the export of certain commodities and technologies. These commodities and technologies require a license for export. Some of the controlled items are designated as ''dual-use,'' that is, commodities and technologies that have both civilian and military application. Some dual-use commodities are designated as ''nuclear dual-use''--items controlled for nuclear nonproliferation purposes. Another group of controlled commodities is designated as munitions, which are goods and technologies that have solely military uses. The Department of Energy (Energy) conducts reviews of export license applications for nuclear dual-use items and certain munitions. On August 26, 1998, the Chairman of the Senate Committee on Governmental Affairs requested that the Inspectors General from the Departments of Commerce, Defense, Energy, State, and Treasury, and the Central Intelligence Agency (CIA), update and expand on a 1993 interagency review conducted by the Inspectors General of the Departments of Commerce, Defense, Energy, and State of the export licensing processes for dual-use and munitions commodities.

    The climate modeling community has long envisioned an evolution from physical climate models to ''earth system'' models that include the effects of biology and chemistry, particularly those processes related to the global carbon cycle. The widely reproduced Box 3, Figure 1 from the 2001 IPCC Scientific Assessment schematically describes that evolution. The community generally accepts the premise that understanding and predicting global and regional climate change requires the inclusion of carbon cycle processes in models to fully simulate the feedbacks between the climate system and the carbon cycle. Moreover, models will ultimately be employed to predict atmospheric concentrations of CO{sub 2} and other greenhouse gases as a function of anthropogenic and natural processes, such as industrial emissions, terrestrial carbon fixation, sequestration, land use patterns, etc. Nevertheless, the development of coupled climate-carbon models with demonstrable quantitative skill will require a significant amount of effort and time to understand and validate their behavior at both the process level and as integrated systems. It is important to consider objectively whether the currently proposed strategies to develop and validate earth system models are optimal, or even sufficient, and whether alternative strategies should be pursued. Carbon-climate models are going to be complex, with the carbon cycle strongly interacting with many other components. Off-line process validation will be insufficient. As was found in coupled atmosphere-ocean GCMs, feedbacks between model components can amplify small errors and uncertainties in one process to produce large biases in the simulated climate. The persistent tropical western Pacific Ocean ''double ITCZ'' and upper troposphere ''cold pole'' problems are examples. Finding and fixing similar types of problems in coupled carbon-climate models especially will be difficult, given the lack of observations required for diagnosis and validation

    Passive and low energy applications in buildings have become a topic of worldwide interest within the last few years. It has now been demonstrated very clearly that indoor comfort can be maintained with an expenditure of only 10 to 20% of the energy often required by modern buildings. This is accomplished through a combination of conservation measures to minimize the load, passive use of solar energy for heating, natural cooling, and daylighting. The major research emphasis has been on devising mathematical models to characterize heat flow within buildings, on the validation of these models by comparison with test results, and on the subsequent use of the models to investigate the influence of both design parameters and weather on system performance. Design guidelines have been developed, and simplified methods of analysis have been promulgated. Performance has been monitored in test modules, test buildings, and many residential and commercial buildings. The results both confirm good performance and establish the accuracy of model predictions. A significant change in the research picture has been seen in the last 4 years; whereas the major effort was originally in the United States, research is now being conducted in many countries throughout the world as many people have realized that passive and low energy methods are appropriate in virtually every climate and are well suited to economic, convenient, and reliable building construction and operation.

    The subject of global environmental change is emerging as one of the most hotly debated international issues for the 1990s. In fact, our earth system has undergone a nature-induced gradual change in climate on both a temporal scale that spans over millions of years and a spatial scale ranging from regional to transcontinental. Pollutant emissions associated with population growth and industrial activities manifest the anthropogenic climatic forcing that has been superimposed on the background of natural climate fluctuations. Our incomplete understanding of the global impacts of environmental pollution on the earth systems (atmosphere, biosphere, hydrosphere, cryosphere, and lithosphere), however, make the prediction of the timing, magnitude, and patterns of future global change uncertain. This paper examines the science and policy background of global environmental change. The major scientific uncertainties and policy issues confronting decision makers are identified; and the scientific framework, as well as current national and international research programs aimed at resolving the scientific uncertainties, are discussed. A coherent, stable, and flexible policy is needed to provide a foundation for coordinated international-interagency programs of observation, research, analysis, and international negotiation toward a policy consensus concerning global environmental security. On the basis of what is currently known about global change, recommendations are presented on both near-term and long-term policy option decisions.

    The current high prices for petroleum and natural gas have spurred the chemical industry to examine alternative feedstocks for the production of commodity chemicals. High feedstock prices have driven methanol and ammonia production offshore. The U.S. Chemical Industry is the largest user of natural gas in the country. Over the last 30 years, alternatives to conventional petroleum and natural gas feedstocks have been developed, but have limited, if any, commercial implementation in the United States. Alternative feedstocks under consideration include coal from unconventional processing technologies, such as gasification and liquefaction, novel resources such as biomass, stranded natural gas from unconventional reserves, and heavy oil from tar sands or oil shale. These feedstock sources have been evaluated with respect to the feasibility and readiness for production of the highest volume commodity chemicals in the United States. Sources of organic compounds, such as ethanol from sugar fermentation and bitumen-derived heavy crude are now being primarily exploited for fuels, rather than for chemical feedstocks. Overall, government-sponsored research into the use of alternatives to petroleum feedstocks focuses on use for power and transportation fuels rather than for chemical feedstocks. Research is needed to reduce cost and technical risk. Use of alternative feedstocks is more common outside the United States R&D efforts are needed to make these processes more efficient and less risky before becoming more common domestically. The status of alternative feedstock technology is summarized.

    Based on the samples of 113,468 publications on environmental assessment (EA) from the past 20 years, we used a bibliometric analysis to study the literature in terms of trends of growth, subject categories and journals, international collaboration, geographic distribution of publications, and scientific research issues. By applying thresholds to network centralities, a core group of countries can be distinguished as part of the international collaboration network. A frequently used keywords analysis found that the priority in assessment would gradually change from project environmental impact assessment (EIA) to strategic environmental assessment (SEA). Decision-theoretic approaches (i.e., environmental indicator selection, life cycle assessment, etc.), along with new technologies and methods (i.e., the geographic information system and modeling) have been widely applied in the EA research field over the past 20 years. Hot spots such as “biodiversity” and “climate change” have been emphasized in current EA research, a trend that will likely continue in the future. The h-index has been used to evaluate the research quality among countries all over the world, while the improvement of developing countries' EA systems is becoming a popular research topic. Our study reveals patterns in scientific outputs and academic collaborations and serves as an alternative and innovative way of revealing global research trends in the EA research field.

    The Lawrence Livermore National Laboratory (LLNL) has interests and capabilities in all three types of research that must be conducted in order to understand and predict effects of global atmospheric and climatic (i.e., environmental) changes on ecological systems and their functions (ecosystem function is perhaps most conveniently defined as mass and energy exchange and storage). These three types of research are: (1) manipulative experiments with plants and ecosystems; (2) monitoring of present ecosystem, landscape, and global exchanges and pools of energy, elements, and compounds that play important roles in ecosystem function or the physical climate system, and (3) mechanistic (i.e., hierarchic and explanatory) modeling of plant and ecosystem responses to global environmental change. Specific experimental programs, monitoring plans, and modeling activities related to evaluation of ecological effects of global environmental change that are of interest to, and that can be carried out by LLNL scientists are outlined. Several projects have the distinction of integrating modeling with empirical studies resulting in an Integrated Product (a model or set of models) that DOE or any federal policy maker could use to assess ecological effects. The authors note that any scheme for evaluating ecological effects of atmospheric and climatic change should take into account exceptional or sensitive species, in particular, rare, threatened, or endangered species.

    The Atmospheric Radiation Measurement (ARM) Climate Research Facility (ACRF) is a U.S. Department of Energy, Office of Science, Office of Biological and Environmental Research national user facility. With multi-laboratory management of distributed facilities worldwide, the ACRF does not fit the mold of a traditional user facility located at a national laboratory. The ACRF provides the world's most comprehensive 24/7 observational capabilities for obtaining atmospheric data specifically for climate change research. Serving nearly 5,000 registered users from 15 federal and state agencies, 375 universities, and 67 countries, the ACRF Data Archive collects and delivers over 5 terabytes of data per month to its users. The ACRF users provide critical information about cloud formation processes, water vapor, and aerosols, and their influence on radiative transfer in the atmosphere. This information is used to improve global climate model predictions of climate change.

    This project had goals of advancing the performance capabilities of the numerical general circulation model EULAG and using it to produce a fully operational atmospheric global climate model (AGCM) that can employ either static or dynamic grid stretching for targeted phenomena. The resulting AGCM combined EULAG's advanced dynamics core with the "physics" of the NCAR Community Atmospheric Model (CAM). Effort discussed below shows how we improved model performance and tested both EULAG and the coupled CAM-EULAG in several ways to demonstrate the grid stretching and ability to simulate very well a wide range of scales, that is, multi-scale capability. We leveraged our effort through interaction with an international EULAG community that has collectively developed new features and applications of EULAG, which we exploited for our own work summarized here. Overall, the work contributed to over 40 peer-reviewed publications and over 70 conference/workshop/seminar presentations, many of them invited. 3a. EULAG Advances EULAG is a non-hydrostatic, parallel computational model for all-scale geophysical flows. EULAG's name derives from its two computational options: EULerian (flux form) or semi-LAGrangian (advective form). The model combines nonoscillatory forward-in-time (NFT) numerical algorithms with a robust elliptic Krylov solver. A signature feature of EULAG is that it is formulated in generalized time-dependent curvilinear coordinates. In particular, this enables grid adaptivity. In total, these features give EULAG novel advantages over many existing dynamical cores. For EULAG itself, numerical advances included refining boundary conditions and filters for optimizing model performance in polar regions. We also added flexibility to the model's underlying formulation, allowing it to work with the pseudo-compressible equation set of Durran in addition to EULAG's standard anelastic formulation.     High performance computing has experienced tremendous gains in system performance over the past 20 years. Unfortunately other system capabilities, such as file I/O, have not grown commensurately. In this activity, we present the results of our tests of two leading file systems (GPFS and Lustre) on the same physical hardware. This hardware is the standard commodity storage solution in use at LLNL and, while much smaller in size, is intended to enable us to learn about differences between the two systems in terms of performance, ease of use and resilience. This work represents the first hardware consistent study of the two leading file systems that the authors are aware of.

  8. Integrated Electrochemical Processes for CO2 Capture and Conversion to Commodity Chemicals

    The Massachusetts Institute of Technology (MIT) and Siemens Corporations (SCR) are developing new chemical synthesis processes for commodity chemicals from CO2. The process is assessed as a novel chemical sequestration technology that utilizes CO2 from dilute gas streams generated at industrial carbon emitters as a raw material to produce useful commodity chemicals. Work at Massachusetts Institute of Technology (MIT) commenced on October 1st, 2010, and finished on September 30th, 2013. During this period, we have investigated and accomplished five objectives that mainly focused on converting CO2 into high-value chemicals: 1) Electrochemical assessment of catalytic transformation of CO2 and epoxides to cyclic carbonates; 2) Investigation of organocatalytic routes to convert CO2 and epoxide to cyclic carbonates; 3) Investigation of CO2 Capture and conversion using simple olefins under continuous flow; 4) Microwave assisted synthesis of cyclic carbonates from olefins using sodium bicarbonates in a green pathway; 5) Life cycle analyses of integrated chemical sequestration process. In this final report, we will describe the detailed study performed during the three year period and findings and conclusions drawn from our research.

  9. Efficient Execution of Recursive Programs on Commodity Vector Hardware

    The pursuit of computational efficiency has led to the proliferation of throughput-oriented hardware, from GPUs to increasingly-wide vector units on commodity processors and accelerators. This hardware is designed to efficiently execute data-parallel computations in a vectorized manner. However, many algorithms are more naturally expressed as divide-and-conquer, recursive, task-parallel computations; in the absence of data parallelism, it seems that such algorithms are not well-suited to throughput-oriented architectures. This paper presents a set of novel code transformations that expose the data-parallelism latent in recursive, task-parallel programs. These transformations facilitate straightforward vectorization of task-parallel programs on commodity hardware. We also present scheduling policies that maintain high utilization of vector resources while limiting space usage. Across several task-parallel benchmarks, we demonstrate both efficient vector resource utilization and substantial speedup on chips using Intel's SSE4.2 vector units as well as accelerators using Intel's AVX512 units.

    Purpose: To develop a platform for catalyzing collaborative global Cancer Care Education and Research (CaRE), with a prime focus on enhancing Access to Medical Physics Education and Research Excellence (AMPERE) Methods: An analysis of over 50 global health collaborations between partners in the U.S. and low and middle income countries (LMIC) in Africa was carried out to assess the models of collaborations in Education and Research and relative success. A survey was carried out with questions including: the nature of the collaboration, how it was initiated, impact of culture and other factors, and recommendations for catalyzing/enhancing such collaborations. An online platform called Global Health Catalyst was developed for enhancing AMPERE. Results: The analysis yielded three main models for global health collaborations with survey providing key recommendations on how to enhance such collaborations. Based on this, the platform was developed, and customized to allow Medical Physicists and other Radiation oncology (RadOnc) professionals interested in participating in Global health to readily do so e.g. teach an online course module, participate in training Medical Physicists or other RadOnc health professionals in LMIC, co-mentor students, residents or postdocs, etc. The growing list of features on the platform also include: a feature to enable people to easily find each other, form teams, operate more effectively as partners from different disciplines, institutions, nations and cultural backgrounds, share tools and technologies, obtain seed funding to develop curricula and/or embark upon new areas of investigation, and participate in humanitarian outreach: remote treatment planning assistance, and participation in virtual Chart Rounds, etc. Conclusion: The developed Global Health Catalyst platform could enable any Medical Physicist or RadoOnc professional interested in global health to readily participate in the Education/training of next generation Rad

    Increasing atmospheric carbon dioxide levels, higher temperatures, altered precipitation patterns, and other climate change impacts have already begun to affect US agriculture and forestry, with impacts expected to become more substantial in the future. There have been numerous studies of climate change impacts on agriculture or forestry, but relatively little research examining the long-term net impacts of a stabilization scenario relative to a case with unabated climate change. We provide an analysis of the potential benefits of global climate change mitigation for US agriculture and forestry through 2100, accounting for landowner decisions regarding land use, crop mix, and management practices. The analytic approach involves a combination of climate models, a crop process model (EPIC), a dynamic vegetation model used for forests (MC1), and an economic model of the US forestry and agricultural sector (FASOM-GHG). We find substantial impacts on productivity, commodity markets, and consumer and producer welfare for the stabilization scenario relative to unabated climate change, though the magnitude and direction of impacts vary across regions and commodities. Although there is variability in welfare impacts across climate simulations, we find positive net benefits from stabilization in all cases, with cumulative impacts ranging from $32.7 billion to $54.5 billion over the period 2015-2100. Our estimates contribute to the literature on potential benefits of GHG mitigation and can help inform policy decisions weighing alternative mitigation and adaptation actions.

    The 1993 Commodity Flow Survey (CFS) collected shipment data from a sample of approximately 200,000 domestic business establishments. Each selected establishment provided information on origin, destination, commodity, shipment weight and value, and modes of transport for a sample of its outbound shipments. One data item not reported by CFS participants was shipment distance. This important piece of information was estimated by simulating probable routes using computer models of the highway, rail, air, waterway, and pipeline networks and their interconnections. This paper describes the nature of the shipment distance estimation problem, the procedures used to estimate mode-specific distances between origin and destination ZIP codes, and the techniques used to validate the results.

    The Nationwide Truck Activity and Commodity Survey (NTACS) provides detailed activity data for a sample of trucks covered in the 1987 Truck Inventory and Use Survey (TIUS) for days selected at random over a 12-month period ending in 1990. The NTACS was conducted by the US Bureau of the Census for the US Department of Transportation (DOT). A Public Use File for the NTACS was developed by Oak Ridge National Laboratory (ORNL) under a reimbursable agreement with the DOT.     DOE-GTRC-05596 11/24/2104 Collaborative Research: Process-Resolving Decomposition of the Global Temperature Response to Modes of Low Frequency Variability in a Changing Climate PI: Dr. Yi Deng (PI) School of Earth and Atmospheric Sciences Georgia Institute of Technology 404-385-1821, yi.deng@eas.gatech.edu El Niño-Southern Oscillation (ENSO) and Annular Modes (AMs) represent respectively the most important modes of low frequency variability in the tropical and extratropical circulations. The projection of future changes in the ENSO and AM variability, however, remains highly uncertain with the state-of-the-science climate models. This project conducted a process-resolving, quantitative evaluations of the ENSO and AM variability in the modern reanalysis observations and in climate model simulations. The goal is to identify and understand the sources of uncertainty and biases in models’ representation of ENSO and AM variability. Using a feedback analysis method originally formulated by one of the collaborative PIs, we partitioned the 3D atmospheric temperature anomalies and surface temperature anomalies associated with ENSO and AM variability into components linked to 1) radiation-related thermodynamic processes such as cloud and water vapor feedbacks, 2) local dynamical processes including convection and turbulent/diffusive energy transfer and 3) non-local dynamical processes such as the horizontal energy transport in the oceans and atmosphere. In the past 4 years, the research conducted at Georgia Tech under the support of this project has led to 15 peer-reviewed publications and 9 conference/workshop presentations. Two graduate students and one postdoctoral fellow also received research training through participating the project activities. This final technical report summarizes key scientific discoveries we made and provides also a list of all publications and conference presentations resulted from research activities at Georgia Tech.     This Exploratory LDRD aimed to develop molecular breeding methodology for biofuel algal strain improvement for applications in waste to energy / commodity conversion technologies. Genome shuffling technologies, specifically protoplast fusion, are readily available for the rapid production of genetic hybrids for trait improvement and have been used successfully in bacteria, yeast, plants and animals. However, genome fusion has not been developed for exploiting the remarkable untapped potential of eukaryotic microalgae for large scale integrated bio-conversion and upgrading of waste components to valued commodities, fuel and energy. The proposed molecular breeding technology is effectively sexual reproduction in algae; though compared to traditional breeding, the molecular route is rapid, high-throughput and permits selection / improvement of complex traits which cannot be accomplished by traditional genetics. Genome fusion technologies are the cutting edge of applied biotechnology. The goals of this Exploratory LDRD were to 1) establish reliable methodology for protoplast production among diverse microalgal strains, and 2) demonstrate genome fusion for hybrid strain production using a single gene encoded trait as a proof of the concept.

  7. Analysis of International Commodity Shipping Data and the Shipment of NORM to the United States

    As part of the Spreader Bar Radiation Detector project, PNNL analyzed US import data shipped through US ports collected over the 12 months of 2006 (over 4.5 million containers). Using these data, we extracted a variety of distributions that are of interest to modelers and developers of active and passive detection systems used to 'scan' IMCCs for potential contraband. This report expands on some of the analysis presented in an earlier report from LLNL, by investigation the foreign port distribution of commodities shipped to the US. The majority of containers shipped to the United States are 40 ft containers ({approx}70%); about 25% are 20 ft; and about 3.6% are 45 ft containers. A small fraction (<1%) of containers are of other more specialized sizes, and very few ports actually ship these unique size containers (a full distribution for all foreign ports is shown in Appendix A below). The primary foreign ports that ship the largest fraction of each container are shown in the table below. Given that 45 ft containers comprise 1 of out every 27 containers shipped to the US, and given the foreign ports from which they are shipped, they should not be ignored in screening; further testing and analysis of radiation measurements for national security with this size container is warranted. While a large amount of NORM is shipped in IMCCs, only a few specific commodities are shipped with enough frequency to present potential issues in screening IMCCs at ports. The majority of containers with NORM will contain fertilizers (5,700 containers), granite (59,000 containers), or ceramic (225,000 containers) materials. Fertilizers were generally shipping in either 20- or 40 ft containers with equal frequency. While granite is mostly shipped in 20 ft containers, ceramic materials can be shipped in either 20- or 40 ft containers.     The purpose of our inspection was to review the Department of Energy`s (Energy) export licensing process for dual-use and military (munitions) commodities subject to nuclear nonproliferation controls. Specifically, we reviewed Energy`s authorities, procedures, and policies pertaining to the export licensing process and examined procedures for safeguarding data transmitted between Energy and other agencies involved in the export licensing process. We also reviewed Energy`s role as a member of the Subgroup on Nuclear Export Coordination. Our review of the sample of 60 export cases did not find evidence to lead us to believe that Energy`s recommendations for these cases were inappropriate or incorrect. We identified, however, problems regarding management systems associated with the export license review process. We found that without documentation supporting export licensing decisions by the Export Control Operations Division (ECOD), we could not determine whether ECOD analysts considered all required criteria in their review of export cases referred to Energy. For example, we found that the ECOD did not retain records documenting the bases for its advice, recommendations, or decisions regarding its reviews of export license cases or revisions to lists of controlled commodities and, therefore, was not in compliance with certain provisions of the Export Administration Act, as amended, and Energy records management directives. Additionally, we found that the degree of compliance by Energy with the export licensing review criteria contained in the Export Administration Regulations and the Nuclear Non-Proliferation Act of 1978 could not be determined because ECOD did not retain records documenting the bases for its advice and recommendations on export cases.

    The presentation covers a brief summary of the research activities of the Environmentally Compatible Energy Strategies Project (ECS) at IIASA. The overall research focuses on long-term global energy development and emissions of greenhouse gases (GHG). The ultimate goal is to analyze strategies that achieve decarbonization of global energy systems during the next century. The specific activities range from mitigation of GHG emissions to an integrated assessment of climate change. One focal point is the GHG mitigation technology inventory CO{sub 2}DB, which presently covers approximately 1,400 technologies related to energy and the greenhouse effect. Another integral part is the development of global energy and emissions scenarios, an effort involving a number of formal models to assess the implications. A large number of global scenarios for the next century has been developed, that could be grouped into three families. All of them include energy efficiency improvements and some degree of decarbonization in the world. They are based on different economic and technological development trajectories, and their emissions range from very high to a stabilization of atmospheric carbon dioxide emissions. The presentation will outline the salient characteristics of the three scenario families and provide some regional implications of these alternative futures.

    Global Arrays (GA) is a distributed-memory programming model that allows for shared-memory-style programming combined with one-sided communication, to create a set of tools that combine high performance with ease-of-use. GA exposes a relatively straightforward programming abstraction, while supporting fully-distributed data structures, locality of reference, and high-performance communication. GA was originally formulated in the early 1990’s to provide a communication layer for the Northwest Chemistry (NWChem) suite of chemistry modeling codes that was being developed concurrently.

    Developing uniformly formatted, densified feedstock from lignocellulosic biomass is of interest to achieve consistent physical properties like size and shape, bulk and unit density, and durability, which significantly influence storage, transportation and handling characteristics, and, by extension, feedstock cost and quality. A variety of densification systems are considered for producing a uniform format feedstock commodity for bioenergy applications, including (a) baler, (b) pellet mill, (c) cuber, (d) screw extruder, (e) briquette press, (f) roller press, (g) tablet press, and (g) agglomerator. Each of these systems has varying impacts on feedstock chemical and physical properties, and energy consumption. This review discusses the suitability of these densification systems for biomass feedstocks and the impact these systems have on specific energy consumption and end product quality. For example, a briquette press is more flexible in terms of feedstock variables where higher moisture content and larger particles are acceptable for making good quality briquettes; or among different densification systems, a screw press consumes the most energy because it not only compresses but also shears and mixes the material. Pretreatment options like preheating, grinding, steam explosion, torrefaction, and ammonia fiber explosion (AFEX) can also help to reduce specific energy consumption during densification and improve binding characteristics. Binding behavior can also be improved by adding natural binders, such as proteins, or commercial binders, such as lignosulphonates. The quality of the densified biomass for both domestic and international markets is evaluated using PFI (United States Standard) or CEN (European Standard).

    Global demand for electricity is growing during a time of significant structural change in electric markets. Many countries are creating more competitive markets for power production and sales through regulation and ownership structure. Governments are reducing monopolies, enhancing competition and unbundling electricity services. Equipment suppliers, developers, and service providers are expanding into the global market. Meeting future electric energy needs has forced the power community to examine alternatives to Greenfield Development. Repowering existing facilities to gain a competitive advantage is a promising option. Repowering has the potential to offer increased capacity, heat rate reductions, and improved environmental profiles in a manner consistent with an asset and capital deployment rationalization strategy that appears to characterize the future of the power industry. It is also a defensive strategy for extending the life of existing assets. The breadth of repowering options continues to expand as technologies are introduced to increase plant capacities, efficiencies or both. Some options such as feedwater heater repowering appear to offer advantages to repowering with biomass fuels as an alternative to natural gas projects. By repowering solid fueled facilities, developed and developing countries can receive multiple benefits. Most developing countries are largely agrarian with traditional policies that have relied on trickle-down rural development. By turning agricultural and forestry by-products into commodities, farmers and foresters can benefit from a sustainable source of income. As power demand and biomass requirements are expanded to a regional scale, the government can reduce some agricultural subsidies and shift that money to other economically and socially beneficial programs. Furthermore, rural development can minimize rural-to-urban flight and thus lessen the strain on already overburdened urban infrastructure.

    The important physical, chemical, and biological events that affect global climate change occur on a mesoscale -- requiring high spatial resolution for their analysis. The Department of Energy has formulated two major initiatives under the US Global Change Program: ARM (Atmospheric Radiation Measurements), and CHAMMP (Computer Hardware Advanced Mathematics and Model Physics). ARM is designed to use ground and air-craft based observations to document profiles of atmospheric composition, clouds, and radiative fluxes. With research and models of important physical processes, ARM will delineate the relationships between trace gases, aerosol and cloud structure, and radiative transfer in the atmosphere, and will improve the parameterization of global circulation models. The present GCMs do not model important feedbacks, including those from clouds, oceans, and land processes. The purpose of this workshop is to identify such potential feedbacks, to evaluate the uncertainties in the feedback processes (and, if possible, to parameterize the feedback processes so that they can be treated in a GCM), and to recommend research programs that will reduce the uncertainties in important feedback processes. Individual reports are processed separately for the data bases.

    The conference was stimulated by concern that policy makers increasingly have to make environmental management decisions in the absence of solidly established scientific consensus about ecological processes and the consequences of human actions. Often, as in the case of climate change, some decisions may have to be made in the absence of information that is desirable but may not be available for years to come, if ever. Six topics were identified as running throughout the Congress. These were: the epistemology and history of the sciences or disciplines concerned with the environment, including the scientific basis of rationality and modes of dealing with uncertainty and complexity; the social, economic, and institutional conditions for the production of knowledge bearing on the environment, including the politics of research and the improvement of scientific data; the structuring and institutionalization of expert assessments on national and international levels, including the global distribution of expertise; the means of establishing scientific information, the role of the media in transmitting and processing knowledge about the environment, and the organization of public environmental debate; and decision making and management under conditions of uncertainty; and, finally the relationship between science and ethics. 13 refs.

    The problem of global warming is a complex one not only because it is affecting desert areas such as the Sahel leading to famine disasters of poor rural societies, but because it is an even greater threat to modern well established industrial societies. Global warming is a complex problem of geographical, economical and societal factors together which definitely are biased by local environmental parameters. There is an absolute need to increase the knowledge of such parameters, especially to understand their limits of variance. The greenhouse effect is a global mechanism which means that in changing conditions at one point of the Earth, it will affect all other regions of the globe. Industrial pollution and devastation of the forest are quoted as similar polluting anthropogenic activities in far apart regions of the world with totally different societies and industrial compounds. The other important factor is climatic cyclicity which means that droughts are bound to natural cycles. These natural cycles are numerous as is reflected in the study of geo-proxydata from several sequential geological series on land, ice and deepsea. Each of these cycles reveals a drought cycle which occasionally interfere at the same time. It is believed that the present drought might well be a point of interference between the natural cycles of 2,500 and 1,000 years and the man induced cycle of the last century`s warming up. If the latter is the only cycle involved, man will be able to remediate. If not, global warming will become even more disastrous beyond the 21st century.
