    On April 16, 2014, the Office of Hearings and Appeals (OHA) issued a decision denying an appeal (Appeal) from a Freedom of Information Act (FOIA) determination issued by the Department of Energy’s Oak Ridge Office (ORO). The Appellant, Robert Orr, Jr., contested the adequacy of ORO’s search for responsive documents. The OHA reviewed ORO’s description of its search, explaining that a search was conducted by the Oak Ridge National Laboratory (ORNL) by its legal and contracts groups, and they could not locate any responsive documents. Based on the sufficiency of the search terms applied by ORNL in searching for the documents, the OHA determined that the search conducted was adequate and denied the Appeal.

    'Thermincola potens' strain JR is one of the first Gram-positive dissimilatory metal-reducing bacteria (DMRB) for which there is a complete genome sequence. Consistent with the physiology of this organism, preliminary annotation revealed an abundance of multiheme c-type cytochromes that are putatively associated with the periplasm and cell surface in a Gram-positive bacterium. Here we report the complete genome sequence of strain JR.

    the work in this report was conducted in support of the issues studied by the US Nuclear Regulatory Commission (NRC) J{sub D}/J{sub M} Workers Group during the period 1987--1989. The major issues studies were the J-R curve extrapolation techniques for using small-specimen test results to predict ductile instability in larger structures where the extent of crack extension from the small-specimen test was not sufficient. This included the choice of parameter in characterizing the J-R curve, deformation J, or modified J, J{sub M}. These issues are studied both by comparing small- and large-specimen J-R curves and by using J-R curves from smaller specimens to predict the behavior of larger specimens and pressure vessel models. An additional issue was raised during the course of this work by the testing a low-upper-shelf A 302 shelf. The results from these tests were not typical of ductile fracture in many steel and suggested that small-specimen J-R curves may not predict the behavior of large structures in some cases. The causes of this behavior were studies as well as the consequences of using the J-R curve results from small specimens of this kind of material. Finally, a discussion and recommendations are given relating to the use of extrapolated J-R curves.

    This investigation evaluates alternative displacement techniques with the single-specimen compliance (SSC) procedure which do not require the commonly used load-line displacement measurements in a compact toughness (CT) specimen to determine the J-R curve. The two techniques studied are a double-clip-gage technique involving both crack-mouth displacement and load-line displacement at the edges of the specimen and a technique which requires only crack-mouth displacement. R-curves developed using these techniques are compared to R-curves developed with the normal load-line based deflections. In addition, results of a round-robin program using the SSC procedure are discussed in terms of validating the double-clip-gage technique. R-curves developed from crack-mouth displacements on the J-integral specimen from ASTM E 813 suggest that the standard ASTM E 399 specimen design can be used for both linear-elastic (e.g., K/sub Ic/) and elastic-plastic (e.g., R-curve toughness assessments.

    It is necessary to estimate J-R data for aging and residual life studies, using data from surveillance capsule specimens that reflect the current state of the pressure vessel steel. An improved model is needed that will predict J-R data from Charpy data, tensile properties, material composition, temperature, and fluence. This report describes Phase I of a project to develop such a model, using innovative pattern recognition and surface-fitting codes to identify the key parameters and optimal modeling functions. In Phase I, a readily-available sample of data on reactor pressure vessel and piping steels was collected and analyzed by the pattern recognition code. A preliminary model was fitted to the data, producing a more convenient model that gives a better fit with fewer fitting constants, compared to earlier models. The results are sufficiently encouraging to justify a Phase II project which would produce a calibrated, validated model for J-R data, with significantly better predictive capability and less data scatter than any model now available. The data available for a Phase II effort are evaluated, and found to be adequate for weld metal modeling. A modest testing effort would make the data base adequate for calibrating separate weld and base metal models. 26 refs., 14 figs., 2 tabs.

    This investigation provides a data base of J-R curve trends from irradiated A 508 and A 533-B weld metals exhibiting low upper shelf Charpy-V (C/sub v/) energy. These welds were made with Linde 80 flux of the same lots used for vessels currently in service. These materials exhibited postirradiation C/sub v/ upper shelf energies of 58 J to 80 J. Compact toughness (CT) specimens of four different sizes (0.5T- to 4T-CT) were characterized. These specimens were irradiated to a fluence of approx. 1 x 10/sup 19/ n/cm/sup 2/ > 1 MeV as part of the NRC-sponsored HSST program. The J-R curves exhibited a power-law behavior for small crack extensions (e.g., < 2 mm). Irradiation decreased the level of the R-curve significantly in most cases. The value of J-integral at the initiation of crack growth (J/sub Ic/) decreased on average by approx. 25% at 200/sup 0/C and by approx. 35% at 288/sup 0/C. The average value of tearing modulus (T/sub avg/) was a more discriminating indication of the degradation due to irradiation, as T/sub avg/ decreased on average by approx. 54% at 200/sup 0/C and by approx. 69% at 288/sup 0/C. A modest size effect associated with larger specimens was indicated for tests in the unirradiated condition, while no size effect was apparent for tests in the irradiated condition. These data comppare favorably with correlations between C/sub v/ upper shelf energy and J-R curve parameters observed from prior studies with 1T-CT specimens. These correlations could enhance the significance of C/sub v/ reactor surveillance data with respect to structural integrity.

    Material ductile fracture toughness can be described by J-integral versus crack extension relationship (J-R curve). As a conventional J-R curve measurement method, unloading compliance (UC) becomes impractical in elevated temperature testing due to relaxation of the material and a friction induced back-up shape of the J-R curve. In addition, the UC method may underpredict the crack extension for standard disk-shaped compact (DC(T)) specimens. In order to address these issues, the normalization method and direct current potential drop (DCPD) technique were applied for determining J-R curves at 24 C and 500 C for 0.18T DC(T) specimens made from type 316L stainless steel. For comparison purchase, the UC method was also applied in 24 C tests. The normalization method was able to yield valid J-R curves in all tests. The J-R curves from the DCPD technique need adjustment to account for the potential drop induced by plastic deformation, crack blunting, etc. and after applying a newly-developed DCPD adjustment procedure, the post-adjusted DCPD J-R curves essentially matched J-R curves from the normalization method. In contrast, the UC method underpredicted the crack extension in all tests resulting in substantial deviation in the derived J-R curves manifested by high Jq values than the normalization or DCPD method. Only for tests where the UC method underpredicted the crack extension by a very small value, J-R curves determined by the UC method were similar to those determined by the normalization or DCPD method.

    This year the Manuel Lujan Jr. Neutron Scattering Center (LANSCE) ran an informal user program because the US Department of Energy planned to close LANSCE in FY1994. As a result, an advisory committee recommended that LANSCE scientists and their collaborators complete work in progress. At LANSCE, neutrons are produced by spallation when a pulsed, 800-MeV proton beam impinges on a tungsten target. The proton pulses are provided by the Clinton P. Anderson Meson Physics Facility (LAMPF) accelerator and a associated Proton Storage Ring (PSR), which can Iter the intensity, time structure, and repetition rate of the pulses. The LAMPF protons of Line D are shared between the LANSCE target and the Weapons Neutron Research (WNR) facility, which results in LANSCE spectrometers being available to external users for unclassified research about 80% of each annual LAMPF run cycle. Measurements of interest to the Los Alamos National Laboratory (LANL) may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. This year, a total of 127 proposals were submitted. The proposed experiments involved 229 scientists, 57 of whom visited LANSCE to participate in measurements. In addition, 3 (nuclear physics) participating research teams, comprising 44 scientists, carried out experiments at LANSCE. Instrument beam time was again oversubscribed, with 552 total days requested an 473 available for allocation.

    Robert H. Siemann originally conceived of the Advanced Accelerator Research Department (AARD) as an academic, experimental group dedicated to probing the technical limitations of accelerators while providing excellent educational opportunities for young scientists. The early years of the Accelerator Research Department B, as it was then known, were dedicated to a wealth of mostly student-led experiments to examine the promise of advanced accelerator techniques. High-gradient techniques including millimeter-wave rf acceleration, beam-driven plasma acceleration, and direct laser acceleration were pursued, including tests of materials under rf pulsed heating and short-pulse laser radiation, to establish the ultimate limitations on gradient. As the department and program grew, so did the motivation to found an accelerator research center that brought experimentalists together in a test facility environment to conduct a broad range of experiments. The Final Focus Test Beam and later the Next Linear Collider Test Accelerator provided unique experimental facilities for AARD staff and collaborators to carry out advanced accelerator experiments. Throughout the evolution of this dynamic program, Bob maintained a department atmosphere and culture more reminiscent of a university research group than a national laboratory department. His exceptional ability to balance multiple roles as scientist, professor, and administrator enabled the creation and preservation of an environment that fostered technical innovation and scholarship.

    This instrumentation grant funded the development and installation of a state-of-the-art laser system to be used for the DOE funded research at the J.R. Macdonald Laboratory at Kansas State University. Specifically, we purchased a laser based on the KMLABs Red-Dragon design, which has a high repetition rate of 10-20 kHz crucial for multi-parameter coincidence measurements conducted in our lab. This laser system is carrier-envelope phase (CEP) locked and provides pulses as short as 21 fs directly from the amplifier (see details below). In addition, we have developed a pulse compression setup that provides sub 5 fs pulses and a CEP tagging capability that allows for long measurements of CEP dependent processes.

    An analysis of Chandra ACIS data for two relatively bright and narrow portions of the northwestern rim of G266.2–1.2 (a.k.a. RX J0852.0-4622 or Vela Jr.) reveal evidence of a radial displacement of 2.40 ± 0.56 arcsec between 2003 and 2008. The corresponding expansion rate (0.42 ± 0.10 arcsec yr{sup –1} or 13.6% ± 4.2% kyr{sup –1}) is about half the rate reported for an analysis of XMM-Newton data from a similar, but not identical, portion of the rim over a similar, but not identical, time interval (0.84 ± 0.23 arcsec yr{sup –1}). If the Chandra rate is representative of the remnant as a whole, then the results of a hydrodynamic analysis suggest that G266.2–1.2 is between 2.4 and 5.1 kyr old if it is expanding into a uniform ambient medium (whether or not it was produced by a Type Ia or Type II event). If the remnant is expanding into the material shed by a steady stellar wind, then the age could be as much as 50% higher. The Chandra expansion rate and a requirement that the shock speed be greater than or equal to 1000 km s{sup –1} yields a lower limit on the distance of 0.5 kpc. An analysis of previously published distance estimates and constraints suggests G266.2–1.2 is no further than 1.0 kpc. This range of distances is consistent with the distance to the nearer of two groups of material in the Vela Molecular Ridge (0.7 ± 0.2 kpc) and to the Vel OB1 association (0.8 kpc)

    The effects of military-authorized activities on San Joaquin kit fox (Vulpes velox macrotis) were investigated at Camp Roberts Army National Guard Training Site from 1988 to 1991. Military-authorized activities included military training exercises, facilities maintenance, new construction, controlled burning, livestock grazing, and public-access hunting. Positive effects of the military included habitat preservation, preactivity surveys, and natural resources management practices designed to conserve kit foxes and their habitat. Perceived negative effects such as entrapment in dens, shootings during military exercises, and accidental poisoning were not observed. Foxes were observed in areas being used simultaneously by military units. Authorized activities were known to have caused the deaths of three of 52 radiocollared foxes recovered dead: one became entangled in concertina wire, one was believed shot by a hunter, and one was struck by a vehicle. Entanglement in communication wire may have contributed to the death of another radiocollared fox that was killed by a predator. Approximately 10% of kit fox dens encountered showed evidence of vehicle traffic, but denning sites did not appear to be a limiting factor for kit foxes.

Measurements of interest to the Los Alamos National Laboratory may also be performed and may occupy up to an additional 20% of the available beam time. These experiments are reviewed by an internal program advisory committee. One hundred thirty-four proposals were submitted for unclassified research and twelve proposals for research of a programmatic nature to the Laboratory. Our definition of beam availability is when the proton current from the PSR exceeds 50% of the planned value. The PSR ran at 65{mu}A current (average) at 20 Hz for most of 1990. All of the scheduled experiments were performed and experiments in support of the LANSCE research program were accomplished during the discretionary periods.

Oversubscription for instrument beam time by a factor of three was evident with 839 total days requested and only 371 available for allocation.

    Site-specific, long-term, continuous, and high-resolution measurements of solar irradiance are important for developing renewable resource data. These data are used for several research and development activities consistent with the NREL mission: Equipment will be used by Jackson State University for solar radiation data monitoring. This is a continuing effort of the Historically Black Colleges and Universities Solar Measurement Network; Provide high quality ground-truth data for satellite remote sensing validation; Support development of radiative transfer models for estimating solar irradiance from available meteorological observations; Provide solar resource information needed for technology deployment and operations. Data acquired under this agreement will be available to the public through NREL's Measurement & Instrumentation Data Center (MIDC) (www.nrel.gov/midc) or the Renewable Resource Data Center (RReDC ) (http://rredc.nrel.gov). The MIDC offers a variety of standard data display, access, and analysis tools designed to address the needs of a wide user audience (e.g., industry, academia, and government interests.

    The LANL T-4 Group develops methods for and perform calculations of atomic structure, scattering cross sections, opacities, exotic atoms, and quantum and nonlinear optics, including effects of high energy density environments and interaction with external electromagnetic fields. The Opacity databases allow User chosen mixtures and/or elements and provide precalculated astrophysical mixtures.

    The Astrophysical Opacity data base contains opacity information for all elements from hydrogen to zinc, over a temperature range from 0.5 eV to 100 keV and a density range from 10-10 to 10+9 gm/cc. Every element has approximately 1500 (T-h) points, where T is the temperature and h is the electron degeneracy parameter, which characterizes the electron pressure of the plasma at the ion-plasma boundary.     The Astrophysical Opacity data base contains opacity information for all elements from hydrogen to zinc, over a temperature range from 0.5 eV to 100 keV and a density range from 10-10 to 10+9 gm/cc. Every element has approximately 1500 (T-h) points, where T is the temperature and h is the electron degeneracy parameter, which characterizes the electron pressure of the plasma at the ion-plasma boundary.     PREFACE The Seventeenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 29-31, 1992. There were one hundred sixteen registered participants which equaled the attendance last year. Participants were from seven foreign countries: Italy, Japan, United Kingdom, France, Belgium, Mexico and New Zealand. Performance of many geothermal fields outside the United States was described in the papers. The Workshop Banquet Speaker was Dr. Raffaele Cataldi. Dr. Cataldi gave a talk on the highlights of his geothermal career. The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy was awarded to Dr. Cataldi. Dr. Frank Miller presented the award at the banquet. Thirty-eight papers were presented at the Workshop with two papers submitted for publication only. Dr. Roland Horne opened the meeting and the key note speaker was J.E. ''Ted'' Mock who discussed the DOE Geothermal R. & D. Program. The talk focused on aiding long-term, cost effective private resource development. Technical papers were organized in twelve sessions concerning: geochemistry, hot dry rock, injection, geysers, modeling, and reservoir mechanics. Session chairmen were major contributors to the program and we thank: Sabodh Garg., Jim Lovekin, Jim Combs, Ben Barker, Marcel Lippmann, Glenn Horton, Steve Enedy, and John Counsil. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students. We wish to thank Pat Ota, Ted Sumida, and Terri A. Ramey who also produces the Proceedings Volumes for publication.     [1] Douglass and Knox [2005], hereafter referred to as DK, present an analysis of the observed cooling following the 1991 Mt. Pinatubo eruption and claim that these data imply a very low value for the climate sensitivity (equivalent to 0.6 C equilibrium warming for a CO{sub 2} doubling). We show here that their analysis is flawed and their results are incorrect.
