    Jordan and China have signed an agreement to develop oil shale processing technology that could lead to a 200 ton/day oil shale plant in Jordan. China will process 1200 tons of Jordanian oil shale at its Fu Shun refinery. If tests are successful, China could build the demonstration plant in Jordan's Lajjun region, where the oil shale resource is estimated at 1.3 billion tons. China plans to send a team to Jordan to conduct a plant design study. A Lajjun oil shale complex could produce as much as 50,000 b/d of shale oil. An earlier 500 ton shipment of shale is said to have yielded promising results.

    Unocal Corporation has given the Indonesian Government notice of intent to proceed with a geothermal project to provide steam for a 110 megawatt electrical generating plant. The company has drilled 11 wells, and has confirmed reserves for more than 230 megawatts of generating capacity. Indonesia's state electric company, PLN, will build the power plant. Ansaldo, an Italian company, will supply equipment and manage the construction. With the notice of intent to proceed, Unocal Geothermal of Indonesia, Ltd. will begin drilling additional wells and build the field facilities necessary to provide steam to the power plant.

  1. An assessment of using oil shale for power production in the Hashemite Kingdom of Jordan

    This report addresses the oil shale-for-power-production option in Jordan. Under consideration are 20- and 50-MW demonstration units and a 400-MW, commercial-scale plant with, at the 400-MW scale, a mining operation capable of supplying 7.8 million tonnes per year of shale fuel and also capable of disposal of up to 6.1 million tonnes per year of wetted ash. The plant would be a direct combustion facility, burning crushed oil shale through use of circulating fluidized bed combustion technology. The report emphasizes four areas: (1) the need for power in Jordan, (2) environmental aspects of the proposed oil shale-for-power plant(s), (3) the engineering feasibility of using Jordan's oil shale in circulating fluidized bed combustion (CFBC) boiler, and (4) the economic feasibility of the proposed plant(s). A sensitivity study was conducted to determine the economic feasibility of the proposed plant(s) under different cost assumptions and revenue flows over the plant's lifetime. The sensitivity results are extended to include the major extra-firm benefits of the shale-for-power option: (1) foreign exchange savings from using domestic energy resources, (2) aggregate income effects of using Jordan's indigenous labor force, and (3) a higher level of energy security. 14 figs., 47 tabs.

  2. Linear maps preserving maximal deviation and the Jordan structure of quantum systems

    In the algebraic approach to quantum theory, a quantum observable is given by an element of a Jordan algebra and a state of the system is modelled by a normalized positive functional on the underlying algebra. Maximal deviation of a quantum observable is the largest statistical deviation one can obtain in a particular state of the system. The main result of the paper shows that each linear bijective transformation between JBW algebras preserving maximal deviations is formed by a Jordan isomorphism or a minus Jordan isomorphism perturbed by a linear functional multiple of an identity. It shows that only one numerical statistical characteristic has the power to determine the Jordan algebraic structure completely. As a consequence, we obtain that only very special maps can preserve the diameter of the spectra of elements. Nonlinear maps preserving the pseudometric given by maximal deviation are also described. The results generalize hitherto known theorems on preservers of maximal deviation in the case of self-adjoint parts of von Neumann algebras proved by Molnar.

    This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Potential cooperative efforts under a low cooperation scenario could include information exchanges on military equipment and schedules to prevent misunderstandings and the establishment of protocols for handling emergency situations or unusual circumstances. Measures under a medium cooperation scenario could include establishing joint monitoring groups for better communications, with hot lines and scheduled meetings. The high cooperation scenario describes coordinated responses, joint border patrols, and sharing border intrusion information. Finally, the document lists recommendations for organizational, technical, and operational initiatives that could be applicable to the current situation.

    The Jordan Schnitzer Museum of Art in Eugene, Oregon, houses a remarkable permanent collection of Asian art and antiquities, modern art, and sculpture, and also hosts traveling exhibitions. In the winter and spring of 2011, a series of digital photographs by artist Chris Jordan, titled "Running the Numbers," was exhibited in the Coeta and Donald Barker Special Exhibitions Gallery. These works graphically illustrate waste (energy, money, health, consumer objects, etc.) in contemporary culture. The Bonneville Power Administration and the Eugene Water and Electricity Board provided a set of Cree 12W light-emitting diode (LED) PAR38 replacement lamps (Cree LRP38) for the museum to test for accent lighting in lieu of their standard Sylvania 90W PAR38 130V Narrow Flood lamps (which draw 78.9W at 120V). At the same time, the museum tested LED replacement lamps from three other manufacturers, and chose the Cree lamp as the most versatile and most appropriate color product for this exhibit. The lamps were installed for the opening of the show in January 2011. This report describes the process for the demonstration, the energy and economic results, and results of a survey of the museum staff and gallery visitors on four similar clusters of art lighted separately by four PAR38 lamps.

    Energy consumption in Indonesia is growing fast in line with the development of national economy. During (1990 - 1993) the emission of CO{sub 2} gas coming from energy sector increased from 150 million tones to 200 million tones in 1993. Whereas, the total methane emission from the oil, gas and coal sub-sector reached 550 kilo tones in 1991 and increased to 670 kilo tones in 1994. This amount of CO{sub 2} and Methane from energy sector was 26% and 10 % respectively of the total emission of Indonesia. Based on the last two decades of Indonesia`s economic growth experience, as a developing country this high economic growth rate of Indonesia in the future will be kept until reaching the newly industrialized country level, which is more than 6% annually in the next decade. This high growth rate economic projection will also added the level of GHG emission in the future. As a developing country Indonesia is one of the fast growing countries. The GDP growth in the year 1995 was more than 7 percent, therefore growth rate of energy consumption in this country also rose following the economic growth.

    In the second long-term development plan, industry plays a significant role in economic growth. In Indonesia, industries grow very fast; such fast growth can adversely effect the environment. Exploitation of assets can mean depletion of natural resources and energy, which, if incorrectly managed, can endanger human life and the environment. The inefficient use of natural resources will accelerate their exhaustion and generate pollution, resulting in environmental damage and threats to economic development and human well being. In recent years, changes in the approach used to control pollution have been necessary because of the increasing seriousness of the problems. Initial environmental management strategies were based on a carrying capacity approach; the natural assimilative capacity accommodated the pollution load that was applied. The environmental management strategies adopted later included technologies applied to the end of the discharge point (so-called {open_quotes}end-of-pipe{close_quotes} treatments). Until now, environmental management strategies focused on end-of-pipe approaches that control pollutants after they are generated. These approaches concentrate on waste treatment and disposal to control pollution and environmental degradation. However, as industry develops, waste volumes continue to increase, thereby creating further environmental problems. In addition, the wastes produced tend to have more complex characteristics and are potentially more difficult to treat for a reasonable cost. There are often technical and financial obstacles to regulatory compliance if waste treatment is relied on as the only means of achieving environmental objectives. Consequently, the reactive end-of-pipe treatment approach has been changed to a proactive cleaner production approach. This approach is based on the concept of sustainable development and is designed to prevent pollution as well as to protect natural resources and the quality of the environment.

Only three of 38 sedimentary basins are producing hydrocarbon (Salawati, Bintuni, and Seram Basins). Oil and gas have discovered in the Lariang, Bone, Timor, Banggai, Sula and Biak Basins, however the discoveries have not developed yet. Hydrocarbon systems in Northern Australia and Papua New Guinea give the major contributions to the geological idea of Pre-Tertiary section in the less explored area in the Eastern Indonesia. The Triassic-Middle Jurassic marine carbonaceous shale sequences are the main hydrocarbon source rock in the Irian Jaya and surrounding area (Buton, gula and Seram basins). The main Mesozoic reservoir are the Kembelangan Formation in the Bintuni Basin of Irian Jaya and Bobong Formation in the North Sula Region. Exploration play types in the Eastern Indonesia can be divided into five types: 1 - Peri Cratonic, 2 - Marginal Rift Graben, 3 - Thrust Fold Belt Island Arc, 4 - Early Collision and 5 -Microcontinental Block - Advanced Collision.     We study gravitational interaction of Higgs boson through the unique dimension-4 operator ?H{sup †}HR, with H  the Higgs doublet and R  the Ricci scalar curvature. We analyze the effect of this dimensionless nonminimal coupling ?  on weak gauge boson scattering in both Jordan and Einstein frames. We explicitly establish the longitudinal-Goldstone equivalence theorem with nonzero ? coupling in both frames, and analyze the unitarity constraints. We study the ?-induced weak boson scattering cross sections at O(1?30) TeV scales, and propose to probe the Higgs-gravity coupling via weak boson scattering experiments at the LHC (14 TeV) and the next generation pp colliders (50-100 TeV). We further extend our study to Higgs inflation, and quantitatively derive the perturbative unitarity bounds via coupled channel analysis, under large field background at the inflation scale. We analyze the unitarity constraints on the parameter space in both the conventional Higgs inflation and the improved models in light of the recent BICEP2 data.

  4. Design of stand-alone brackish water desalination wind energy system for Jordan

    More than 100 underground water wells drilled in Jordan are known to have brackish water with total desolved solids (TDS) over 1500 ppm but not greater than 4000 ppm. The world standard for potable water limits the TDS count to 500 ppm in addition to being free from live microorganisms or dangerous mineral and organic substances. A reverse osmosis desalination scheme powered by a stand-alone wind energy converter (WEC) is proposed to produce fresh water water from wells located in potentially high-wind sites. The purpose of this study if to present the main design parameters and economic estimates of a wind-assisted RO system using a diesel engine as the baseline energy source and an electric wind turbine for the wind energy source. It is found that brackish water pumping and desalinating using WECs costs 0.67 to 1.16 JD/m[sup 3] (JD = Jordanian Dinar, 1US$ = 0.68 JD), which is less than using conventional diesel engines especially in remote areas. In addition, the wind-reverse osmosis system becomes more economically feasible for higher annual production rates or in good wind regimes.

    Indonesia has participated in cooperative technical programs with the IAEA since 1957, and has cooperated with regional partners in all of the traditional areas where nuclear science is employed: in medicine, public health (such as insect control and eradication programs), agriculture (e.g. development of improved varieties of rice), and the gas and oil industries. Recently, Indonesia has contributed significantly to the Reduced Enrichment Research and Training Reactor (RERTR) Program by conducting experiments to confirm the feasibility of Mo-99 production using high-density low enriched uranium (LEU) fuel, a primary goal of the RERTR Program. Indonesia's first research reactor, the TRIGA Mark II at Bandung, began operation in 1964 at 250 kW and was subsequently upgraded in 1971 to 1 MW and further upgraded in 2000 to 2 MW. This reactor was joined by another TRIGA Mark II, the 100-kW Kartini-PPNY at Yogyakarta, in 1979, and by the 30-MW G.A. Siwabessy multipurpose reactor in Serpong, which achieved criticality in July 1983. A 10-MW radioisotope production reactor, to be called the RPI-10, also was proposed for construction at Serpong in the late 1990s, but the project apparently was not carried out. In the five decades since its nuclear research program began, Indonesia has trained a cadre of scientific and technical staff who not only operate and conduct research with the current facilities, but also represent the nucleus of a skilled labor pool to support development of a nuclear power program. Although Indonesia's previous on-again, off-again consideration of nuclear power has not gotten very far in the past, it now appears that Indonesia again is giving serious consideration to beginning a national nuclear energy program. In June 2006, Research and Technology Minister Kusmayanto Kadiman said that his ministry was currently putting the necessary procedures in place to speed up the project to acquire a nuclear power plant, indicating that, ''We will need around

    As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy have covered Australia, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry.     This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    The Federal Energy Regulatory Commission (FERC) prepared an EIS that assesses the potential environmental impacts of a proposal to construct and operate the Jordan Cove Liquefaction and Pacific Connector Pipeline Projects, respectively a proposed new liquefied natural gas (LNG) export terminal and associated facilities in Coos County, Oregon, and a natural gas pipeline between the Malin Hub in Klamath County, Oregon, and the Jordan Cove terminal. DOE is a cooperating agency in preparing the EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest. (DOE's participation as a cooperating agency and assignment of a document number are not a commitment that DOE will adopt or supplement the EIS.)

    Preliminary deformation model for the Indonesia’s National Seismic Hazard (NSH) map is constructed as the block rotation and strain accumulation function at the elastic half-space. Deformation due to rigid body motion is estimated by rotating six tectonic blocks in Indonesia. The interseismic deformation due to subduction is estimated by assuming coupling on subduction interface while deformation at active fault is calculated by assuming each of the fault‘s segment slips beneath a locking depth or in combination with creeping in a shallower part. This research shows that rigid body motion dominates the deformation pattern with magnitude more than 15 mm/year, except in the narrow area near subduction zones and active faults where significant deformation reach to 25 mm/year.

    This paper presents, from a financing aspect the broad issues involved in a plan to provide solar home systems (SHS) to provide rural electrification in several areas of rural Indonesia. The paper discusses the approaches being used to provide funding, develop awareness of the technology, and assure the success of the project. The plan involves the use of grant money to help with some of the initial costs of such systems, and thereby to encourage local financing on a terms rather than cash basis. There are needs for market development, and development of a business structure in the country to support this type of technology. Provided this plan can succeed, it may serve as a model for further efforts.

    The Arun field was discovered by Mobil Oil Indonesia Inc. in late 1971 in its Bee block in the Aceh province on the north coast of Sumatra, Indonesia. Mobil's operations in this area are conducted under the terms of a production sharing agreement with Pertamina, the Indonesian state-owned oil and gas enterprise. The scope of operations covered by this paper is from production of gas and raw condensate in the field through stabilization and export of condensate and purification, liquefaction, and export of gas at the LNG plant at Blang Lancang, near Lho Seumawe (Sumatra) Indonesia. Mobil Oil Indonesia, Inc. is the field operator and P.T. Arun NGL Company operates the pipelines and LNG plant facilities. All the facilities which will be described are owned by Pertamina; P.T. Arun is owned by Pertamina, Mobil Oil Indonesia, and Japan Indonesia LNG company (JILCO). JILCO represents the five (5) original Japanese LNG purchasers. Brief descriptions are included of the geology, reservoir geometry, well producing characteristics, field producing and cycling facilities, and the treating, liquefaction and export facilities.

  16. Evaluation of National Adaptation Planning: A Case Study in Indonesia

    The present study aims to evaluate national adaptation planning, using the National Action Plan for Climate Change Adaptation (RAN-API) in Indonesia as a case. In doing so, the current study applies the methodology used in Preston et al. (2011), where a set of 57 adaptation plans from three developed countries was evaluated against 19 planning processes. The same criteria and scoring system were applied to the current study to evaluate RAN-API, both as identified in its document and as viewed by the stakeholders. A desktop review and questionnaires were undertaken to this end. It was found that discrepancies exist between the status of RAN-API as documented and the stakeholders views of some criteria, suggesting that information or knowledge gaps may still exist despite the efforts made for stakeholder engagement. In some of the other criteria, the stakeholders views match the status as identified in the document. Most notably, they both agree that the weakness of RAN-API is related to limited consideration for non-climatic factors. While the development of RAN-API is a critical step taken in the country, the current study finds that there remains room for further improvement. The criteria or indicators to be used to assess the progress of RAN-API as a whole may need to be further elaborated.

    The Workshop brought together experts from APEC economies to discuss important issues related to coal development, trade and consumption in the APEC region, with a focus on Indonesia. Papers ranged from broad regional coal-related issues to specific policy and contract terms. The host, Indonesia, was selected as the focus of the workshop because it: (a) has APEC`s fastest growing electricity sector, (b) is in the process of switching from oil based electricity generation to coal and natural gas-based generation, (c) is among the fastest growing coal exporters in APEC, and (d) has a contract system for coal development that has been widely accepted by foreign investors. In addition, Indonesia is in the process of revising its coal policies, and might benefit from the timely discussions in this workshop. The papers presented in the workshop spanned the coal chain from coal resources and reserves, conversion technologies, economics and markets, legal and policy issues, to community and cultural concerns. Participants represented government, industry and academic interests, and provided perspectives of coal and technology suppliers, consumers, energy policy makers and legal experts.

    Wind energy resources in Indonesia provide opportunities to improve the delivery of electricity consumption for small and medium scale applications particularly for rural and remote areas and will be developed as the part of national rural electrification programs. By proper selection of design, this kind of energy source has shown to be a technically proven and affordable means of providing electricity at those areas. The promotion of WECS technology have been initiated in Indonesia by establishing some pilot projects at selected areas while in commercialization efforts, several private companies are now being involved. Dissemination of WECS technology should be based on proper selection of WECS types including economic consideration and marketing programs; for obtaining this, manufacturing of some WECS components / parts have been initiating using available materials and components; while other components that`s still not producible in Indonesia will be produced by cooperation with industry. In addition, wind resource assessments will be extended sustainably in order to identify more potential areas and locations. 7 refs., 5 figs.

    As the world's fourth most populous nation, Indonesia faces enormous development pressures on its limited--but plentiful--resource base. Nongovernmental organizations (NGOs) are playing an important role in protecting Indonesia's environmental bounty through a unique institutional status. Indonesia's decade-old environmental protection legislation lays out specific responsibilities for NGOs, but the government also keeps an extremely tight watch over their activities, their funding sources, and their overseas strategizing with other NGOs. They are not permitted to participate in political or commercial activities. Indonesian NGOs enjoy a unique funding relationship with the private business community wherein they may even eventually campaign against a particular donor's environmental management practices. All this occurs within the political context of highly centralized, hierarchical government control coupled with anti-North/West leanings. That NGOs have survived to the point of even having standing in court is not unique globally, but certainly noteworthy in this near-fledgling democracy. In this paper, the author recalls his experience working on environmental management issues with Indonesian government officials, power utility staff, NGOs, and private environmental practitioners, and Western environmental consultants and advocates to analyze the short history of, prospects for, and mechanisms of NGO influence over Indonesian environmental policy making and implementation.

This paper investigates the role that carbon markets could have in facilitating the implementation of composting, anaerobic digestion and biochar production, in the city of Tamale, in the North of Ghana. Through a life cycle assessment of implementation scenarios for low-tech, small scale variants of the above mentioned three technologies, the potential contribution they could give to climate change mitigation was assessed. Furthermore an economic assessment was carried out to study their viability and the impact thereon of accessing carbon markets. It was found that substantial climate benefits can be achieved by avoiding landfilling of organic waste, producing electricity and substituting the use of chemical fertilizer. Biochar production could result in a net carbon sequestration. These technologies were however found not to be economically viable without external subsidies, and access to carbon markets at the considered carbon price of 7 EUR/ton of carbon would not change the situation significantly. Carbon markets could help the realization of the considered composting and anaerobic digestion systems only if the carbon price will rise above 75–84 EUR/t of carbon (respectively for anaerobic digestion and composting).     Waste from traditional markets in Indonesia is the second largest stream of municipal solid waste after household waste. It has a higher organic fraction and may have greater potential to be managed on a business scale compared to household wastes. The attributed reason is that in general the wastes generated from traditional markets are more uniform, more concentrated and less hazardous than waste from other sources. This paper presents the results of environmental and economic assessments to compare the options available for traditional market waste disposal in Indonesia. The options compared were composting in labour intensive plants, composting in a centralised plant that utilised a simple wheel loader, centralised biogas production and landfill for electricity production. The current open dumping practice was included as the baseline case. A life cycle assessment (LCA) was used for environmental analysis. All options compared have lower environmental impacts than the current practice of open dumping. The biogas production option has the lowest environmental impacts. A cost-benefit analysis, which considered greenhouse gas savings, was used for the economic assessment. It was found that composting at a centralised plant is the most economically feasible option under the present Indonesian conditions. The approach reported in this study could be applied for 'a pre-feasibility first cut comparison' that includes environmental aspects in a decision-making framework for developing countries even though European emission factors were used.

  19. A program to develop the domestic natural gas industry in Indonesia: Case history of two World Bank projects

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system.   20. Diesel plant retrofitting options to enhance decentralized electricity supply in Indonesia

    Over the last 20 years, the government of Indonesia has undertaken an extensive program to provide electricity to the population of that country. The electrification of rural areas has been partially achieved through the use of isolated diesel systems, which account for about 20% of the country`s generated electricity. Due to many factors related to inefficient power production with diesels, the National Renewable Energy Laboratory, in conjunction with PLN, the Indonesian national utility, Community Power Corporation, and Idaho Power Company, analyzed options for retrofitting existing diesel power systems. This study considered the use of different combinations of advanced diesel control, the addition of wind generators, photovoltaics and batteries to reduce the systems of overall cost and fuel consumption. This analysis resulted in a general methodology for retrofitting diesel power systems. This paper discusses five different retrofitting options to improve the performance of diesel power systems. The systems considered in the Indonesian analysis are cited as examples for the options discussed.

Change is under way, however. With a large population and rapid economic growth forecast, Indonesian and foreign investors realize petrochemicals constitute an opportunity too good to miss. Two new steam cracker projects have recently been announced, while numerous downstream petrochemical plants were confirmed during 1996. Meanwhile, the government has demonstrated during the past year that it is willing to intervene to support new producers with tariffs if necessary.

    Many have come to realise that an increasing demand for and supply of energy is a necessity to support national development. Conservation efforts also contribute, by the more efficient use of energy and by avoiding its unnecessary use. However, some are of the opinion that conservation would be able to add to the supply of energy, but this viewpoint still requires further consideration. In Indonesia, the energy consumption since 1970 has been continually increasing with an average rate of 10.6%/year in support of the development in all sectors. In the case of electric energy for the whole of Indonesia, in the year 1990/1991 the installed capacity was 9275 MW in the State Electricity Company (PLN) network with an electrical consumption during that year amounting to 34.0 TWh. The increase of consumption during the last two years amounted to 17.5% and 17.9%/year. Over this period the share of supply of electricity has consistently increased. Specifically for the island of Java, which accounts for 80% of all of the Indonesian electricity consumptions, the installed capacity by PLN in the year 1990/1991 was 6363 MW (the same amount of capacity also exists outside PLN), and increased by 17%/year during it last three years. The actual and projected figures at Oven. It is worth noting that, for example, the projected installed capacity for 2003-04 is now 31.8 GW, which is far higher than the previous projection for 2010-11 of only 25.5 GW. Aside from project sustainable impacts, the overall enabling environment is the key feature determining performance and success of an integrated and affordable solid waste system. This paper describes a project-specific approach to assess typical success or failure factors. A questionnaire-based assessment method covers issues of: (i) social mobilisation and acceptance (social element), (ii) stakeholder, legal and institutional arrangements comprising roles, responsibilities and management functions (institutional element); (iii) financial and operational requirements, as well as cost recovery mechanisms (economic element). The Gianyar Waste Recovery Project in Bali, Indonesia was analysed using this integrated assessment method. The results clearly identified chief characteristics, key factors to consider when planning country wide replication but also major barriers and obstacles which must be overcome to ensure project sustainability. The Gianyar project consists of a composting unit processing 60 tons of municipal waste per day from 500,000 inhabitants, including manual waste segregation and subsequent composting of the biodegradable organic fraction.

A case study of tomography imaging has been carried out in DOZ ( Deep Ore Zone ) block caving mine, Tembagapura, Papua. Many researchers are undergoing to investigate the properties of DOZ cave not only outside but also inside which is unknown. Tomography takes a part for determining this objective.The sources are natural from the seismic events that caused by mining induced seismicity and rocks deformation activity, therefore it is called as passive seismic. These microseismic travel time data are processed by Simultaneous Iterative Reconstruction Technique (SIRT). The result of the inversion can be used for DOZ cave monitoring. These information must be used for identifying weak zone inside the cave. In addition, these results of tomography can be used to determine DOZ and cave information to support mine activity in PT. Freeport Indonesia.

    Rehabilitation of degraded forest land throughimplementation of carbon sink projects can increase terrestrial carbonstock. However, carbon emissions outside the project boundary, which iscommonly referred to as leakage, may reduce or negate the sequestrationbenefits. This study assessed leakage from carbon sink projects thatcould potentially be implemented in the study area comprised of elevensub-districts in the Batanghari District, Jambi Province, Sumatra,Indonesia. The study estimates the probability of a given land use/coverbeing converted into other uses/cover, by applying a logit model. Thepredictor variables were: proximity to the center of the land use area,distance to transportation channel (road or river), area of agriculturalland, unemployment (number of job seekers), job opportunities, populationdensity and income. Leakage was estimated by analyzing with and withoutcarbon sink projects scenarios. Most of the predictors were estimated asbeing significant in their contribution to land use cover change. Theresults of the analysis show that leakage in the study area can be largeenough to more than offset the project's carbon sequestration benefitsduring the period 2002-2012. However, leakage results are very sensitiveto changes of carbon density of the land uses in the study area. Byreducing C-density of lowland and hill forest by about 10 percent for thebaseline scenario, the leakage becomes positive. Further data collectionand refinement is therefore required. Nevertheless, this study hasdemonstrated that regional analysis is a useful approach to assessleakage.

  7. The role of Cretaceous seal to the hydrocarbon potential of the Salawati and Bintuni basins, Irian Jaya, Indonesia

    The Salawati and Bintuni basins are late Tertiary depocenters located in the westernmost part of Irian Jaya, Indonesia. The two basins are closely located and only separated by a 50-km-wide structural high known as the Ajamaru Plateau. Petroleum exploration results in the Salawati basin are very successful. This basin has produced around 300 Mbbl of oil from the Miocene carbonates of the Kais Formation. Exploration with similar objectives in the Bintuni basin, however, gave only little success. Some oil was obtained from small Wasian and Mogoi fields, which jointly produced around 7 Mbbl of oil between 1951 and 1960. Extensive exploration campaigns between 1970 and 1980 with Miocene Kais Limestone as the objective resulted only in the discovery of the small Wiriagar field. The big difference in petroleum potentially of the Salawati and Bintuni basins has attracted explorationists to evaluate what significant geological factors had influenced it. Evaluation on available exploration data of the basins had some interesting results. In terms of geologic factors controlling hydrocarbon accumulation (presence of mature source rock, migration pathway, good reservoir quality, valid trap, and effective seal), it seems that shales of Cretaceous age have played the most important role. If this regional seal is absent or noneffective, oil could migrate vertically from pre-Tertiary sources to the Tertiary reservoirs. On the contrary, if the Cretaceous shales are present and sealing, then the underlying Mesozoic sequence is attractive and may trap hydrocarbon, if supported by the other geologic factors.

    In October 1982, Conoco Irian Jaya as operator: and partners: Pertamina, Inpex Bintuni Limited, and Moeco Irian Jaya Company, mobilized construction equipment from Singapore to the KBS ''A'' contract area in Irian Jaya, Indonesia for the purpose of constructing a base camp and drill three exploratory sites. What made this construction effort different from others previously used in Irian Jaya; was that it incorporated several new and unique features, namely: a turnkey approach to construction; that is Conoco providing complete set of specifications and conditions with contractor assuming risks for a lump sum payment; special equipment designed by contractor for Irian Jaya operations; an incentive to co pensate or penalize contractor for helicopter hours flown below or above a predetermined number; structural steel pile platform designs for two swamp locations (Ayot and Aum), as opposed to the more conventional corduroy timber log-plank arrangement; and drilling rig pads designed for specific heli-rig with limited extra space. All work was successfully completed within the time frame stipulated in the contract, that is five months from the time the contractor was notified to begin mobilization of equipment, materials and personnel.

    Actors in the field of international development co-operation supporting the development of EIA legislation in developing countries often do not achieve the results envisaged. The performance of EIA in these countries often remains weak. One reason, we assume, is that often those actors support the establishment of overly ambitious EIA legislation that cannot achieve its objectives in the light of constraining contexts. To provide more effective support we need to better understand the enabling and constraining contextual factors that influence the development of EIA legislation and to which support actors should align itself. In this article a new analysis framework for classifying, characterizing and explaining the development of EIA legislation is described, measured in terms of ambition levels. Ambitions are defined as intentions the EIA authorities aim to fulfill, expressed in formal EIA legislation. Three country cases, Yemen, Georgia and Ghana are used to illustrate the usefulness of our framework and as a first test to refine the framework. We have formulated the following five hypotheses that complement and refine our analysis framework. One, EIA legislation may develop multilinearly in terms of ambition levels. Two, ambitions in EIA legislation seem to be influenced to a great extent by the power and capacity of, on the one hand, the environmental authorities supporting EIA and, on the other hand, the sector authorities hindering the development of EIA. Three, the political system is the most important context factor influencing the rules of policy-making and the power of the different actors involved. Four, the importance of context factors on the development of ambitions is dependent on the phase of EIA system development. Five, some ambitions seem to be influenced by particular factors; for instance the ambitions for the object of study seem to be influenced by the level of environmental awareness of the sector ministries and parliament.     Extractive reserves in tropical rain forests, in which only non-timber products are harvested, have been heralded by some conservationists as a means of maintaining biodiversity while providing income for local people. The study of extraction systems in Peten, Guatemala, and in West Kalimantan, Indonesia, leads to a more tempered conclusion, for while the Peten program was quite successful, the Kalimantan program was not. The study finds the success of an extractive reserve to be contingent on: (1) ecological conditions, and (2) socioeconomic and political factors. Although the study focuses on market-oriented extractive reserves, many of the issues discussed apply as well to other land uses such as the collection of non-timber forest products for household consumption or small-scale timber extraction.

    The close relationship between environmental degradation and the occurrence and severity of disaster events has in recent years raised the profile of environmental assessment (EA) in the disaster management field. EA has been identified as a potentially supportive tool in the global effort to reduce disaster risk. As a component of this, attention has been brought specifically to the importance of the application of EA in the aftermath of disaster events in order to help prevent recurrence and promote sustainability. At the same time, however, it has also been recognised that post-disaster environments may be unfavourable to such practices. Looking at the practice of environmental impact assessment (EIA), this paper reports on a study which sought to identify more specifically the factors which can both support and hinder such practice following disaster events in a developing country context.     Radioisotope Pu-239/240 are alpha emitting nuclides important indicators of radioactive contamination of the marine environment. Global fallout is the main source of plutonium in the marine environment. There are very limited study on {sup 239/240}Pu in Indonesia coastal environments. The data of this radioisotopes is needed for baseline data of nuclear power plant (NPP) site candidates both in Bangka Island and Muria Peninsula. Bottom sediments play an important role in radioecological studies of the marine environment because a large proportion of radioactive substances entering the sea is adsorbed over time onto suspended particulate matter and deposited in sediments. Plutonium is particle reactive and deposited in marine sediment. Radioisotope {sup 239/240}Pu was determinated by alpha spectrometry after radiochemical procedure that was performed in both water and marine sediment from Bangka Island and Muria Peninsula. The sediment baseline of concentration {sup 239/240}Pu in Bangka Island and Muria Peninsula were range from 0.013 to 0.021 Bq.kg{sup ?1} and 0.018 to 0.024 Bq.kg{sup ?1} respectively. The water baseline concentration this isotope were range from 2.73 to 4.05 mBq.m{sup ?3} and 2.98 to 4.50 mBq.m{sup ?3}.

    This study explores Mn biogeochemistry in a stratified, ferruginous lake, a modern analogue to ferruginous oceans. Intense Mn cycling occurs in the chemocline where Mn is recycled at least 15 times before sedimentation. The product of biologically catalyzed Mn oxidation in Lake Matano is birnessite. Although there is evidence for abiotic Mn reduction with Fe(II), Mn reduction likely occurs through a variety of pathways. The flux of Fe(II) is insufficient to balance the reduction of Mn at 125m depth in the water column, and Mn reduction could be a significant contributor to CH{sub 4} oxidation. By combining results from synchrotron-based X-ray fluorescence and X-ray spectroscopy, extractions of sinking particles, and reaction transport modeling, we find the kinetics of Mn reduction in the lake's reducing waters are sufficiently rapid to preclude the deposition of Mn oxides from the water column to the sediments underlying ferruginous water. This has strong implications for the interpretation of the sedimentary Mn record.

    The Lengguru foldbelt, an area 300 km (180 mi) long with a maximum width of 100 km (60 mi), is near the western end of the island of New Guinea. Sedimentary rocks of the belt include Mesozoic marine sandstone and shale, Tertiary deep-water limestone, Tertiary shelf limestone, and upper Miocene to Pleistocene detritus. The slab of folded platform sedimentary rocks making up the Lengguru foldbelt was originally at the northern margin of the Australian continent and was thrust southwestward over the undeformed continental crust of the western part of New Guinea. The slab was also rotated clockwise by about 30/sup 0/ about a pivot at its northern end. During rotation, thrusting and decollement within the foldbelt caused a repetition by stacking of the stratigraphic section, and the belt was dragged along transcurrent faults to the south. This foldbelt is of interest for oil exploration because of proximity to the Salawati and Bintuni oil fields on the westernmost tip of the island.

    In this study, we investigated the underground structure at Prambanan area, Yogyakarta. We performed single observations of microtremor at 124 sites in Prambanan area. The results enabled us to estimate the site-dependent shaking characteristics of earthquake ground motion. We also conducted 2-site bore holes investigation to gain a representative determination of the soil condition of subsurface structures in Prambanan. From the SPT of borehole observations, the prambanan area corresponds to relatively soil condition with Vs ≤ 298 m/s, the predominant periods due to horizontal vertical ratios (HVSRs) are in the range of 0.48 to 1.19 s and the frequency are in the range of 0.95 to 1.92 Hz. By making these observations, we can obtain a relationship between the predominant periods, frequency and distribution of the first layer thickness of the sediment.

    Greenhouse gas emissions from the forestry sector are estimated to be 8.4 GtCO2-eq./year or about 17percent of the global emissions. We estimate that the cost forreducing deforestation is low in Africa and several times higher in Latin America and Southeast Asia. These cost estimates are sensitive to the uncertainties of how muchunsustainable high-revenue logging occurs, little understood transaction and program implementation costs, and barriers to implementation including governance issues. Due to lack of capacity in the affected countries, achieving reduction or avoidance of carbon emissions will require extensive REDD-plus programs. Preliminary REDD-plus Readiness cost estimates and program descriptions for Indonesia, Democratic Republic of the Congo, Ghana, Guyana and Mexico show that roughly one-third of potential REDD-plus mitigation benefits might come from avoided deforestation and the rest from avoided forest degradation and other REDD-plus activities.

    In 2005, the main computer for data acquisition and control system of Small-angle Neutron Scattering (SANS) BATAN Spectrometer (SMARTer) was replaced since it halted to operate the spectrometer. According to this replacement, the new software for data acquisition and control system has been developed in-house. Visual Basic programming language is used in developing the software. In the last two years, many developments have been made both in the hardware and also the software to conduct the experiment is more effective and efficient. Lately, the previous motor controller card (ISA Card) was replaced with the programmable motor controller card (PCI Card) for driving one motor of position sensitive detector (PSD), eight motors of four collimators, and six motors of six pinhole discs. This new control system software makes all motors can be moved simultaneously, then it reduces significantly the consuming time of setting up the instrument before running the experiment. Along with that development, the new data acquisition software under MS Windows operating system is also developed to drive a beam stopper in X-Y directions as well as to read the equipment status such as position of the collimators and PSD, to acquire neutron counts on monitor and PSD detectors, and also to manage 12 samples position automatically. A timer object which is set in one second to read the equipment status via serial port of the computer (RS232C), and general purpose interface board (GPIB) for reading the total counts of each pixel of the PSD from histogram memory was used in this new software. The experiment result displayed in real time on the main window, and the data is saved in the special format for further data reduction and analysis. The new software has been implemented and performed for experiment using a preset count or preset time mode for absolute scattering intensity method.

    Near surface disposal has been practiced for some decades, with a wide variation in sites, types and amounts of wastes, and facility designs employed. Experience has shown that the effective and safe isolation of waste depends on the performance of the overall disposal system, which is formed by three major components or barriers: the site, the disposal facility and the waste form. Near surface disposal also rely on active institutional controls, such as monitoring and maintenance. The objective of radioactive waste disposal is to isolate waste so that it does not result in undue radiation exposure to humans and the environment. The required degree of isolation can be obtained by implementing various disposal methods, of which near surface disposal represents an option commonly used and demonstrated in several countries. In near surface disposal, the disposal facility is located on or below the ground surface, where the protective covering is generally a few meters thick. The se facilities are intended to contain low and intermediate level waste without appreciable quantities of long-lived radionuclides.

    The Mahakam River delta is a tide- and wave-dominated delta located on the edge of the Kutei basin, eastern Kalimantan, Borneo. It is a coastal deltaic sequence, Neogene to Holocene in age, from which all recoverable hydrocarbons (crude oil and natural gas) are considered to be derived from kerogen III predecessors. However, a complete understanding of the types of sediments sourcing the hydrocarbons has not yet been achieved. A vibracoring program sampled the principal fine-grained depositional environments in two transects; one within the fluvially-dominated regime, one within the tidally-dominated regime. Ten sedimentary facies are distinguished and phytoclasts have been recovered from all environments of deposition. Canopy parts from the mixed tropical forest community are preserved throughout the delta, whereas dicotyledonous angiosperm mangroves are restricted to the subtidal zone and delta front. Nypa parts are preserved in most depositional environments. In sites where there appears to be an absence of macrodetritus, dispersed cuticle is recoverable. Identifiable plant parts include wood and fibrous tissues, Nypa petioles and leaf laminae, dicotyledonous angiosperm leaves and isolated cuticles, fruits and seeds, roots and rootlets, and moss. Dammar is found either as dispersed resin ducts or amorphous clasts. Additional biotic components found in bedded plant litters include insects, gastropods, bivalves, sand dollars, ostracods, and crabs. Fluvial channels and depositional sites associated with these systems in the delta front can be differentiated from Nypa swamps and mixed tropical hardwood-palm swamps based on their phytological components and accessory biotic elements. 39 refs., 10 figs., 3 tabs.

    Ambient noise tomography is relatively a new method for imaging the shallow structure of the Earth subsurface. We presents the application of this method to produce a Rayleigh wave group velocity maps around the Merapi Volcano, Central Java. Rayleigh waves group velocity maps were reconstructed from the cross-correlation of ambient noise recorded by the DOMERAPI array which consists 43 broadband seismometers. In the processing stage, we first filtered the observation data to separatethe noise from the signal that dominated by the strong volcanic activities. Next, we cross-correlate the filtered data and stack to obtain the Green’s function for all possible station pairs. Then we carefully picked the peak of each Green’s function to estimate the dispersion trend and appliedMultiple Filter Technique to obtain the dispersion curve. Inter-station group velocity curvesare inverted to produceRayleigh wave group velocity maps for periods 1 to 10 s. The resulted Rayleigh group velocity maps show the interesting features around the Merapi Volcano which generally agree with the previous studies. Merapi-Lawu Anomaly (MLA) is emerged as a relatively low anomaly in our group velocity maps.

    The Esso Exploration and Production Inc. Natuna DAlpha block lies approximately 125 mi (200 km) northeast of Natuna Island in the Indonesian portion of the South China Sea. The block contains a large Miocene platform carbonate complex called the L-structure. The Terumbu Formation L-structure, situated in front of and isolated from a much larger carbonate shelf, is similar to the carbonate atolls developed in front of the barrier-reef complex offshore of Belize. The lower platform and upper platform have a similar log character. The detrital facies is composed of fore-reef talus, pelagic, and hemipelagic carbonates. By mapping the Terumbu carbonate facies, the growth history of the L-structure is revealed.

    Radionuclides may be released from nuclear facilities to the marine environment. Concentrations of radionuclides within marine biotic systems can be influenced by a number of factors, including the type of biota, its source, the radionuclide, and specific characteristics of the sampled specimens and the marine environment (salinity, etc.). The bioconcentration factor for a marine organism is the ratio of the concentration of a radionuclide in that organism to the concentration found in its marine water environment - under conditions of equilibrium. Information on the bioaccumulation of Cs-137 in marine organisms is required to risk assessment evaluates the potential risks to human health. Bioaccumulation of Cs was investigated in marine biota from west Bangka such as Marine cat fish (Arius thalassinus), Baramundi (Lates calcarifer), Mackerel (Scomberomorus commerson), Striped eel catfish (Plotosus lineatus), eel tailed fish (Euristhmus microceps), Yellowtail fusilier (Caesio erythrogaster), Coastal crab (Scylla sp), White shrimp (Penaeus merguiensis) and marine bivalve mollusk (Anadara granosa). Muscle of these marine biota, sediments and water were assayed for Cs-137 by HPGe gamma spectrometer. The bioaccumulation factor for fishes were calculated by ratio of concentration Cs-137 in muscle biota to the its concentration in water. The bioaccumulation factor for mollusks were calculates by ratio of concentration Cs-137 in muscle biota to the its concentration in sediments. The bioaccumulation factor were range 4.99 to 136.34.

    Radiocarbon ({sup 14}C) in the skeletal aragonite of annually banded corals track radiocarbon concentrations in dissolved inorganic carbon (DIC) in surface seawater. As a result of nuclear weapons testing in the 1950s, oceanic uptake of excess {sup 14}C in the atmosphere has increased the contrast between surface and deep ocean {sup 14}C concentrations. We present accelerator mass spectrometric (AMS) measurements of radiocarbon isotope ({Delta}{sup 14}C) in Porites corals from the Mentawai Islands, Sumatra (0 S, 98 E) and Watamu, Kenya (3 S, 39 E) to document the temporal and spatial evolution of the {sup 14}C gradient in the tropical Indian Ocean. The rise in {Delta}{sup 14}C in the Sumatra coral, in response to the maximum in nuclear weapons testing, is delayed by 2-3 years relative to the rise in coral {Delta}{sup 14}C from the coast of Kenya. Kenya coral {Delta}{sup 14}C values rise quickly because surface waters are in prolonged contact with the atmosphere. In contrast, wind-induced upwelling and rapid mixing along the coast of Sumatra entrains {sup 14}C-depleted water from the subsurface, which dilutes the effect of the uptake of bomb-laden {sup 14}C by the surface-ocean. Bimonthly AMS {Delta}{sup 14}C measurements on the Mentawai coral reveal mainly interannual variability with minor seasonal variability. The interannual signal may be a response to changes in the Walker circulation, the development of easterly wind anomalies, shoaling of the eastern thermocline, and upwelling of {sup 14}C-depleted water along the coast of Sumatra. Singular spectrum analysis of the Sumatra coral {Delta}{sup 14}C record reveals a significant 3-year periodicity. The results lend support to the concept that ocean atmosphere interactions between the Pacific and Indian Oceans operate in concert with the El Ni{tilde n}o-Southern Oscillation (ENSO).

  19. Money windfalls and oil-exporting developing countries: a comparative study of Algeria, Ecuador, trinidad and Tobago, and Indonesia

    This thesis analyzes how the oil windfalls of the 1970s have affected the growth path and the sectoral composition of output and trade of the oil rich developing countries. The policy makers of the four subject countries have adopted different development strategies so that their economies can achieve sustained increases in per capita income and a higher level of economic development after the resource is depleted. The analysis is concerned with the consequences of these policies. The neoclassical models used in the literature to analyze the effects of a resource boom predict the following consequences among others: (1) increase in the prices of nontraded goods, which include construction and services; (2) appreciation of the real exchange rate, which is defined as the ratio of the price of nontraded goods to the price of traded goods, and (3) fall in the output and employment of the traditional traded goods sector, not including the resource or booming sector. The consequences are known as the Dutch Disease in reference to a decline in Dutch manufacturing in the 1960s brought about by natural gas discoveries. To test the hypotheses of the trade and development models, national accounts data are used in order to measure the changes in the composition of production and trade in the 1970s and early 1980s.

    This paper summarizes studies of carbon (C) mitigation potential and costs of about 40 forestry options in seven developing countries. Each study uses the same methodological approach - Comprehensive Mitigation Assessment Process (COMAP) - to estimate the above parameters between 2000 and 2030. The approach requires the projection of baseline and mitigation land-use scenarios. Coupled with data on a per ha basis on C sequestration or avoidance, and costs and benefits, it allows the estimation of monetary benefit per Mg C, and the total costs and carbon potential. The results show that about half (3.0 Pg C) the cumulative mitigation potential of 6.2 Petagram (Pg) C between 2000 and 2030 in the seven countries (about 200 x 106 Mg C yr-1) could be achieved at a negative cost and the remainder at costs ranging up to $100 Mg C-1. About 5 Pg C could be achieved, at a cost less than $20 per Mg C. Negative cost potential indicates that non-carbon revenue is sufficient to offset direct costs of these options. The achievable potential is likely to be smaller, however, due to market, institutional, and sociocultural barriers that can delay or prevent the implementation of the analyzed options.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

    Woodfuel (i.e., fuelwood and charcoal) accounts for about 70% of the total energy consumption in Ghana. Petroleum imports and electricity from two hydropower installations also account for about 20% and 10% respectively. However, Ghana`s energy policy framework and strategic objectives up to 2020 mainly emphasize petroleum and hydropower development. This paper reports on the situational analysis of energy consumption between 1987 and 1994 and recommends the need for a major policy shift to accommodate the development of biomass power to generate electricity. This recommendation is based on the following: (1) the precarious nature of hydropower generation due to its dependency on rainfall, (2) the percentage of total export earnings used to import petroleum, (3) environmental degradation due to unsustainable woodfuel production, and (4) the feasibility of biomass power production in Ghana.

    We compute the third order gauge invariant action for scalar-graviton interactions in the Jordan frame. We demonstrate that the gauge invariant action for scalar and tensor perturbations on one physical hypersurface only differs from that on another physical hypersurface via terms proportional to the equation of motion and boundary terms, such that the evolution of non-Gaussianity may be called unique. Moreover, we demonstrate that the gauge invariant curvature perturbation and graviton on uniform field hypersurfaces in the Jordan frame are equal to their counterparts in the Einstein frame. These frame independent perturbations are therefore particularly useful in relating results in different frames at the perturbative level. On the other hand, the field perturbation and graviton on uniform curvature hypersurfaces in the Jordan and Einstein frame are non-linearly related, as are their corresponding actions and n-point functions.

    This paper deals with two stability aspects of linear systems of the form I ¨ x +B˙ x +Cx = 0 given by the triple (I;B;C). A general transformation scheme is given for a structure and Jordan form preserving transformation of the triple. We investigate how a system can be transformed by suitable choices of the transformation parameters into a new system (I;B1;C1) with a symmetrizable matrix C1. This procedure facilitates stability investigations. We also consider systems with a Hamiltonian spectrum which discloses marginal stability after a Jordan form preserving transformation.

    Energy security has become a serious concern for all countries in the world and each country has its own definiton for measuring its energy security. The objective of this study was to measure energy security of Indonesia quantitatively by comparing it with other countries and provide some recommendations for enhancing the energy security. In this study, the database was developed from various sources and was cross-checked to confirm validity of the data. Then the parameters of energy security were defined, where all of data will be processed towards the selected parameters. These parameters (e.g. Primary Energy mix, TPES/capita, FEC/capita, Self Sufficiency, Refining capacity, Overseas Energy Resources, Resources diversification) are the standards used to produce an analysis or evaluation of national energy management. Energy balances for Indonesia and 10 selected countries (USA, Germany, Russia, England, Japan, China, South Korea, Singapore, Thailand and India) were presented from 2009 to 2013. With a base index of 1.0 for Indonesia, calculated energy security index capable of representing Indonesia energy security compared relatively to other countries were also presented and discussed in detail. In 2012, Indonesia security index is ranked 11 from 11 countries, while USA and South Korea are the highest with security index of 3.36 and 2.89, respectively. According to prediction for 2025, Indonesia energy security is ranked 10 from 11 countries with only Thailand has lower security index (0.98). This result shows that Indonesia energy security was vulnerable to crisis and must be improved. Therefore this study proposed some recommendations to improve Indonesia energy security. Indonesia need to increase oil production by constructing new refinery plants, developing infrastructure for energy distribution to reduce the potential of energy shortage and accelerating the utilization of renewable energy to reduce the excessive use of primary energy. This study evaluates techniques to improve cacao farming in Sulawesi Indonesia with an emphasis on Farmer Field Schools and Cocoa Development Centers to educate farmers and for train the trainer programs. The study estimates the economic viability of cacao farming if smallholder implement techniques to increase yield as well as social and environmental impacts of the project.
