    This report reviews two recent radiological surveys of the General Services Administration (GSA) Raritan Depot in Edison, New Jersey, that were conducted after somewhat elevated levels of radiation were detected within a depot building. The first survey indicated gamma radiation levels were higher than natural background levels in some buildings and identified the probable source of the radiation as gypsum-like building tiles that contained natural uranium-chain radionuclides at a level 20 times higher than other materials. Elevated levels of radon and radon decay products also were detected in some buildings. A follow-on survey was conducted to confirm the January measurements and to measure radiation levels at other locations: additional buildings at the depot, buildings on the Middlesex County College campus, and a possible outdoor disposal site. EPA measurements established that ceiling material is the primary source of the radiation. Radioisotope analysis of the ceiling tile material from buildings with elevated radiation levels showed the presence of radium-226 at levels of approximately 25 picocuries per gram (pCi/g); this material would thus have to be treated as hazardous waste, should it be removed. This report critiques the methodology and results of the two surveys and recommends further action.

    A generalized three dimensional computational model based on unied formulation of electrode- electrolyte-electrode system of a electric double layer supercapacitor has been developed. The model accounts for charge transport across the solid-liquid system. This formulation based on volume averaging process is a widely used concept for the multiphase ow equations ([28] [36]) and is analogous to porous media theory typically employed for electrochemical systems [22] [39] [12]. This formulation is extended to the electrochemical equations for a supercapacitor in a consistent fashion, which allows for a single-domain approach with no need for explicit interfacial boundary conditions as previously employed ([38]). In this model it is easy to introduce the spatio-temporal variations, anisotropies of physical properties and it is also conducive for introducing any upscaled parameters from lower length{scale simulations and experiments. Due to the irregular geometric congurations including porous electrode, the charge transport and subsequent performance characteristics of the super-capacitor can be easily captured in higher dimensions. A generalized model of this nature also provides insight into the applicability of 1D models ([38]) and where multidimensional eects need to be considered. In addition, simple sensitivity analysis on key input parameters is performed in order to ascertain the dependence of the charge and discharge processes on these parameters. Finally, we demonstarted how this new formulation can be applied to non-planar supercapacitors

    In March 1995, the Department awarded a cost-plus-award-fee contract to DynCorp valued at approximately $246 million over 5 years for ADP support services at Headquarters. The performance period for the contract was a 3-year base period with two 1-year options. The contract statement of work identified 24 information management functional areas that required technical support services, including Automated Office Systems Support and Local Area Network support. The purpose of the audit was to evaluate the cost-plus-award-fee contract for ADP support services at Headquarters. The objective was to determine whether the Department`s program offices at Headquarters were managing their ADP support services contract costs.

    A briefing on isotope systems technology and applications was held at the Pentagon on 9 May 1990, cosponsored by the Department of Defense and the Department of Energy. The objective was to provide isotope systems information to interested individuals and offices from the DOD and the Services, and then to discuss potential uses of this technology within the defense community. Presentations were given on the useful characteristics of radioactive decay, isotope sources, properties of specific isotopes, and details of isotope systems that have been deployed for terrestrial and space applications. Application areas covered included: electrical, thermal and mechanical energy conversion systems; radiation applications; and radioluminescent lights. Talks were also given on system licensing and approvals, and conclusions from the 1986 workshop on isotope systems applications.     Laminated root rot, caused by Phellinus weirii (Murr.) Gib., is a serious root disease affecting Douglas-fir and other commercially important species of conifers in northwestern North America. This report gives an overview of the disease as it occurs in the Pacific Northwest in Canada and the United States. Information on recognizing crown symptoms and signs of the disease is presented. The disease cycle of laminated root rot, from initiation to intensification and distribution within infected stands, is described. Finally, disease management strategies during stand development and at stand regeneration are discussed. Features on mechanical approaches also are included. The report is intended as a general reference for a wide audience.

    The purpose of this audit was to review the Department`s acquisition and use of support service contractors and subcontractors. The audit objectives were to determine if the Department (1) paid fees to both support service contractors and subcontractors for services exclusively performed by subcontractors, (2) used support service contractors to perform inherent government functions, and (3) rolled over unearned award fees to subsequent evaluation periods and had adequate management controls to ensure that contractor performance would be evaluated. The Department did not always obtain support services in the most economical and effective manner. The Department negotiated and paid four of six support service contractors an estimated $5.1 million in fees for services exclusively provided by subcontractors because the Department did not have a policy which addressed the inclusion, at the pre-award phase, of subcontract labor in the support service contractors` fee determinations. Furthermore, while the authors found no instances where support service contractors performed inherent government functions, they did note that the Department maintained minimal administration over major portions of contracted-for services on three of six support service contracts. This occurred because contractors subcontracted extensively for support services. Consequently, the Department may have decreased their ability to control cost growth on these three contracts. As discussed in Part 4, the Department`s process was sufficient in five of six cases to evaluate support service contractor performance. However, one of six cost-plus-award-fee contractors received award fees that exceeded its performance ratings by $89,000 because one Departmental office elected to rollover unearned portions of fees from prior evaluation periods and make them available in the next evaluation period.

    The multi-point injection (MPI) technology is a proprietary jetting process for the in situ delivery of various agents to treat radiological and/or chemical wastes. A wide variety of waste forms can be treated, varying from heterogeneous solid waste dumped into shallow burial trenches, bottom sludge (heel material) inside of underground tanks, and contaminated soils with widely varying soil composition (gravel, silts/clays, soft rock). The robustness of the MPI system is linked to the use of high speed mono-directional jets to deliver various types of agents for a variety of applications, such as: pretreatment of waste prior to insitu vitrification, solidification of waste for creating low conductivity monoliths, oxidants for insitu destruction of organic waste, and grouts for creating barriers (vertical, inclined, and bottom seals). The only strict limitation placed upon the MPI process is that the material can be pumped under high pressure. This paper describes the procedures to inject ordinary grout to form solidified monoliths of solid wastes.

    Considering six general relativistic, two-dimensional (2D) supernova (SN) explosion models of progenitor stars between 8.1 and 27 M {sub ?}, we systematically analyze the properties of the neutrino emission from core collapse and bounce to the post-explosion phase. The models were computed with the VERTEX-COCONUT code, using three-flavor, energy-dependent neutrino transport in the ray-by-ray-plus approximation. Our results confirm the close similarity of the mean energies, (E), of ?-bar {sub e} and heavy-lepton neutrinos and even their crossing during the accretion phase for stars with M ? 10 M {sub ?} as observed in previous 1D and 2D simulations with state-of-the-art neutrino transport. We establish a roughly linear scaling of ?E{sub ?-bar{sub e}}? with the proto-neutron star (PNS) mass, which holds in time as well as for different progenitors. Convection inside the PNS affects the neutrino emission on the 10%-20% level, and accretion continuing beyond the onset of the explosion prevents the abrupt drop of the neutrino luminosities seen in artificially exploded 1D models. We demonstrate that a wavelet-based time-frequency analysis of SN neutrino signals in IceCube will offer sensitive diagnostics for the SN core dynamics up to at least ?10 kpc distance. Strong, narrow-band signal modulations indicate quasi-periodic shock sloshing motions due to the standing accretion shock instability (SASI), and the frequency evolution of such 'SASI neutrino chirps' reveals shock expansion or contraction. The onset of the explosion is accompanied by a shift of the modulation frequency below 40-50 Hz, and post-explosion, episodic accretion downflows will be signaled by activity intervals stretching over an extended frequency range in the wavelet spectrogram.

    In widely distributed systems generally, and in science-oriented Grids in particular, software, CPU time, storage, etc., are treated as"services" -- they can be allocated and used with service guarantees that allows them to be integrated into systems that perform complex tasks. Network communication is currently not a service -- it is provided, in general, as a"best effort" capability with no guarantees and only statistical predictability. In order for Grids (and most types of systems with widely distributed components) to be successful in performing the sustained, complex tasks of large-scale science -- e.g., the multi-disciplinary simulation of next generation climate modeling and management and analysis of the petabytes of data that will come from the next generation of scientific instrument (which is very soon for the LHC at CERN) -- networks must provide communication capability that is service-oriented: That is it must be configurable, schedulable, predictable, and reliable. In order to accomplish this, the research and education network community is undertaking a strategy that involves changes in network architecture to support multiple classes of service; development and deployment of service-oriented communication services, and; monitoring and reporting in a form that is directly useful to the application-oriented system so that it may adapt to communications failures. In this paper we describe ESnet's approach to each of these -- an approach that is part of an international community effort to have intra-distributed system communication be based on a service-oriented capability.

  1. Effects of alternating seawater flow and stagnant layup conditions on the general and localized corrosion resistance of CuNi and NiCu alloys in marine service

    From time-to-time seawater handling systems are subjected to lay-up which can produce chemical and biological changes, and conceivably alter the corrosion resistance of metals used in piping and other equipment. In the case of reverse osmosis/membrane technology type desalination equipment, sanitizing agents may be introduced after draining. Simulation tests were conducted to determine any effect of a bisulfite sanitizing treatment when used between periods of normal seawater flow. Corresponding tests were conducted with lay-up comprising non-refreshed seawater which ultimately stagnated. Test results for CuNi alloy C71500 indicted that repeated cycling between seawater exposure and bisulfite treatments was detrimental in reducing that alloy`s resistance to general corrosion, and to a lesser degree its crevice corrosion resistance. The typical pitting and crevice corrosion behavior of NiCu alloy N04400, found upon exposure to slowly moving, aerated seawater was neither diminished or accelerated by cyclic lay-up with either stagnant seawater or the candidate bisulfite-containing solution. However, some increase in general corrosion was observed.

Using a minimal set of simulation meta-data AMSI allows for minimally intrusive work to adapt existent single-scale simulations for use in multi-scale simulations. Support for dynamic runtime operations such as single- and multi-scale adaptive properties is a key focus of AMSI. Particular focus has been spent on the development on scale-sensitive load balancing operations to allow single-scale simulations incorporated into a multi-scale simulation using AMSI to use standard load-balancing operations without affecting the integrity of the overall multi-scale simulation.

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.

The apparatus includes an excavating device for simultaneously (i) excavating earthen material from beside the in-situ portion of earth without removing the in-situ portion and thereby forming an open side trench defined by opposing earthen sidewalls, and (ii) excavating earthen material from beneath the in-situ portion of earth without removing the in-situ portion and thereby forming a generally horizontal underground trench beneath the in-situ portion defined by opposing earthen sidewalls. The apparatus further includes a barrier-forming device attached to the excavating device for simultaneously forming a side barrier within the open trench and a generally horizontal, multi-layer barrier within the generally horizontal trench. The multi-layer barrier includes at least a first layer and a second layer.

    With increasing numbers of commercial and government services being considered for electronic delivery, effective vulnerability analysis will become increasingly critical, Organizing sets of proposed electronic services into security taxonomies will be a key part of this work. However, brute force enumeration of services and risks is inefficient, and ad hoc methods require re-invention with each new set of services. Furthermore, both such approaches fail to communicate effectively the tradeoffs between vulnerabilities and features in a set of electronic services, and fail to scale to large sets of service. From our experience advising players considering electronic delivery, we have developed a general, systematic, and scalable methodology that addresses these concerns. In this paper, we present this methodology, and apply it to the example of electronic services offered via kiosks (since kiosk systems are representative of a wide range of security issues in electronic commerce).

    Detection and deterrence of spoofing of user authentication may be achieved by including a cryptographic fingerprint unit within a hardware device for authenticating a user of the hardware device. The cryptographic fingerprint unit includes an internal physically unclonable function ("PUF") circuit disposed in or on the hardware device, which generates a PUF value. Combining logic is coupled to receive the PUF value, combines the PUF value with one or more other authentication factors to generate a multi-factor authentication value. A key generator is coupled to generate a private key and a public key based on the multi-factor authentication value while a decryptor is coupled to receive an authentication challenge posed to the hardware device and encrypted with the public key and coupled to output a response to the authentication challenge decrypted with the private key.

    The Next Generation Nuclear Plant (NGNP) Project is intended to be the prototype for multi-module commercial high temperature gas reactors (HTGRs) for process heat and/or electricity generation. Part of the objectives of the project are to establish the conditions that would govern or enhance the design, licensing, construction and operation of numerous, modular nuclear plants, particularly suited for industrial applications or that could reduce the risk of such projects. A determination is desired regarding whether a multi-module reactor plant can be licensed with a single Nuclear Regulatory Commission (NRC) review, hearing, and safety evaluation report. If it is determined that a multi-modular reactor plant can be licensed under a single review/hearing process, the structure and the duration of the license for each module will also need to be determined. The purpose of this paper is to describe for the NRC the NGNP position on these two issues and obtain either NRC general concurrence or comments on the approach to these issues. While the current NGNP planning provides for only a single reactor module, the project is intended to provide the basis and establish a licensing framework that can be used by future commercial HTGRs and other reactor designs, including a variety of small modular reactor technologies, with configurations reflecting design standardization of multi-module plants. Therefore, it is important to identify a path for addressing these modular reactor plant issues so that the resolution can be factored into the NGNP Project planning. The NGNP position is that a single combined license (COL) application can be submitted for a multi-modular reactor facility, the COL application can undergo a single NRC review/hearing process, and each module should be issued a separate license.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    Multi-time wave functions such as ?(t{sub 1},x{sub 1},,t{sub N},x{sub N}) have one time variable t{sub j} for each particle. This type of wave function arises as a relativistic generalization of the wave function ?(t,x{sub 1},,x{sub N}) of non-relativistic quantum mechanics. We show here how a quantum field theory can be formulated in terms of multi-time wave functions. We mainly consider a particular quantum field theory that features particle creation and annihilation. Starting from the particleposition representation of state vectors in Fock space, we introduce multi-time wave functions with a variable number of time variables, set up multi-time evolution equations, and show that they are consistent. Moreover, we discuss the relation of the multi-time wave function to two other representations, the TomonagaSchwinger representation and the Heisenberg picture in terms of operator-valued fields on spacetime. In a certain sense and under natural assumptions, we find that all three representations are equivalent; yet, we point out that the multi-time formulation has several technical and conceptual advantages. -- Highlights: Multi-time wave functions are manifestly Lorentz-covariant objects. We develop consistent multi-time equations with interaction for quantum field theory. We discuss in detail a particular model with particle creation and annihilation. We show how multi-time wave functions are related to the TomonagaSchwinger approach. We show that they have a simple representation in terms of operator valued fields.

    In two recent articles, we have examined a generalization of the binomial distribution associated with a sequence of positive numbers, involving asymmetric expressions of probabilities that break the symmetry win-loss. We present in this article another generalization (always associated with a sequence of positive numbers) that preserves the symmetry win-loss. This approach is also based on generating functions and presents constraints of non-negativeness, similar to those encountered in our previous articles.

    The galilean genesis scenario is an alternative to inflation in which the universe starts expanding from Minkowski in the asymptotic past by violating the null energy condition stably. Several concrete models of galilean genesis have been constructed so far within the context of galileon-type scalar-field theories. We give a generic, unified description of the galilean genesis scenario in terms of the Horndeski theory, i.e., the most general scalar-tensor theory with second-order field equations. In doing so we generalize the previous models to have a new parameter (denoted by α) which results in controlling the evolution of the Hubble rate. The background dynamics is investigated to show that the generalized galilean genesis solution is an attractor, similarly to the original model. We also study the nature of primordial perturbations in the generalized galilean genesis scenario. In all the models described by our generalized genesis Lagrangian, amplification of tensor perturbations does not occur as opposed to what happens in quasi-de Sitter inflation. We show that the spectral index of curvature perturbations is determined solely from the parameter α and does not depend on the other details of the model. In contrast to the original model, a nearly scale-invariant spectrum of curvature perturbations is obtained for a specific choice of α.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year.     On February 15, 1980, the United States Environmental Protection Agency, acting pursuant to Paragraph 113(D) (4) of the Clean Air Act, issued to General Motors an innovative technology order covering fifteen coal-fired spreader-stoker boilers located at six General Motors plants in Ohio. The purpose and effect of this order was to permit General Motors time to develop a new, innovative technique for controlling particulate emissions from the specified boilers before compliance with the federally approved Ohio particulate control regulation was required. This new technology was christened, The Sidestream Separator, by General Motors. It provides a highly cost effective means of reducing particulate emissions below levels currently obtainable with conventionally used high efficiency mechanical collectors. These improvements could prove to be of substantial benefit to many industrial facilities with spreader-stoker coal-fired boilers that cannot be brought into compliance with applicble air pollution regulations except by application of far more expensive and unwieldly electrostatic precipitators (ESP's) or fabric filters (baghouses).

    The Center for Simulation of Wave Interactions with Magnetohydrodynamics (SWIM) project is dedicated to conduct research on integrated multi-physics simulations. The Integrated Plasma Simulator (IPS) is a framework that was created by the SWIM team. It provides an integration infrastructure for loosely coupled component-based simulations by facilitating services for code execution coordination, computational resource management, data management, and inter-component communication. The IPS framework features improving resource utilization, implementing application-level fault tolerance, and support of the concurrent “multi-tasking” execution model. The General Atomics (GA) team worked closely with other team members on this contract, and conducted research in the areas of computational code monitoring, meta-data management, interactive visualization, and user interfaces. The original website to monitor SWIM activity was developed in the beginning of the project.     The Loop Vertex Expansion (LVE) is a quantum field theory (QFT) method which explicitly computes the Borel sum of Feynman perturbation series. This LVE relies in a crucial way on symmetric tree weights which define a measure on the set of spanning trees of any connected graph. In this paper we generalize this method by defining new tree weights. They depend on the choice of a partition of a set of vertices of the graph, and when the partition is non-trivial, they are no longer symmetric under permutation of vertices. Nevertheless we prove they have the required positivity property to lead to a convergent LVE; in fact we formulate this positivity property precisely for the first time. Our generalized tree weights are inspired by the Brydges-Battle-Federbush work on cluster expansions and could be particularly suited to the computation of connected functions in QFT. Several concrete examples are explicitly given.

    In order to solve non-symmetric linear systems of equations, the Conjugate Gradient Squared (CGS) is a well-known and widely used iterative method. In practice the method converges fast, often twice as fast as the Bi-Conjugate Gradient method. This is what you may expect, since CGS uses the square of the BiCG polynomial. However, CGS may suffer from its erratic convergence behavior. The method may diverge or the approximate solution may be inaccurate. BiCGSTAB uses the BiCG polynomial and a product of linear factors in an attempt to smoothen the convergence. In many cases, this has proven to be very effective. Unfortunately, the convergence of BiCGSTAB may stall when a linear factor (nearly) degenerates. BiCGstab({ell}) is designed to overcome this degeneration of linear factors. It generalizes BiCGSTAB and uses both the BiCG polynomial and a product of higher order factors. Still, CGS may converge faster than BiCGSTAB or BiCGstab({ell}). So instead of using a product of linear or higher order factors, it may be worthwhile to look for other polynomials. Since the BiCG polynomial is based on a three term recursion, a natural choice would be a polynomial based on another three term recursion. Possibly, a suitable choice of recursion coefficients would result in method that converges faster or as fast as CGS, but less erratic. It turns out that an algorithm for such a method can easily be formulated. One particular choice for the recursion coefficients leads to CGS. Therefore one could call this algorithm generalized CGS. Another choice for the recursion coefficients leads to BiCGSTAB. It is therefore possible to mix linear factors and some polynomial based on a three term recursion. This way one may get the best of both worlds. The authors will report on their findings.

    Analysis of electromagnetic fluctuations in plasma provides relevant information about the plasma state and its macroscopic properties. In particular, the solar wind persistently sustains a small but detectable level of magnetic fluctuation power even near thermal equilibrium. These fluctuations may be related to spontaneous electromagnetic fluctuations arising from the discreteness of charged particles. Here, we derive general expressions for the plasma fluctuations in a multi-species plasma following arbitrary distribution functions. This formalism, which generalizes and includes previous works on the subject, is then applied to the generation of electromagnetic fluctuations propagating along a background magnetic field in a plasma of two proton populations described by drifting bi-Maxwellians.

    We derive self-consistent formalism for the description of multi-component partially ionized solar plasma, by means of the coupled equations for the charged and neutral components for an arbitrary number of chemical species, and the radiation field. All approximations and assumptions are carefully considered. Generalized Ohm's law is derived for the single-fluid and two-fluid formalism. Our approach is analytical with some order-of-magnitude support calculations. After general equations are developed, we particularize to some frequently considered cases as for the interaction of matter and radiation.

    In a recent paper, selected results of a comprehensive review and evaluation of service water system problems conducted by the Office for Analysis and Evaluation of Operational Data (AEOD) of the US Nuclear Regulatory Commission (NRC) were presented. The results of this review and evaluation indicated that service water system problems have significant safety implications. These system problems are attributable to a great variety of causes and have adverse impacts on a large number of safety-related systems and components. To provide additional feedback of operating experience, this paper presents an overview of the dominant mechanisms leading to service water system degradations and failures. The failures and degradations of service water systems observed in the 276 operating events are grouped into six general categories. The six general categories are (1) fouling due to various mechanisms, (2) single-failure and other design deficiencies, (3) flooding, (4) equipment failures, (5) personnel and procedural errors, and (6) seismic deficiencies.

    A more general solution for programmed burn calculations of the light times produced by an unobstructed line-of-sight, multi-point initiation of a composite HE region has been developed. The equations describing the interfaces between detonation fronts have also been included. In contrast to the original solutions proposed in References 1 and 2, four of the detonators are no longer restricted to specific locations on a Cartesian axis and can be located at any point inside the HE region. For the proposed solution, one detonator must be located at the origin. The more general solution for any locations on the 2D y-axis or 3D z-axis has been implemented in the ExactPack suite of exact solvers for verification problems. It could easily be changed to the most general case outlined above.

    We explore multi-component dark matter models where the dark sector consists of multiple stable states with different mass scales, and dark forces coupling these states further enrich the dynamics. The multi-component nature of the dark matter naturally arises in supersymmetric models, where both R parity and an additional symmetry, such as a Z{sub 2}, is preserved. We focus on a particular model where the heavier component of dark matter carries lepton number and annihilates mostly to leptons. The heavier component, which is essentially a sterile neutrino, naturally explains the PAMELA, ATIC and synchrotron signals, without an excess in antiprotons which typically mars other models of weak scale dark matter. The lighter component, which may have a mass from a GeV to a TeV, may explain the DAMA signal, and may be visible in low threshold runs of CDMS and XENON, which search for light dark matter.

    Sand production can severely impact well performance and profitability by damaging production equipment or plugging wellbores. Sand control in existing wells may be required because of inadequate initial completion design, recompletion to new intervals or changes in reservoir production characteristics. The most durable and reliable sand control is by conventional gravel packing, but in some cases, conventional packs may not be economic or feasible. Improvements in coiled tubing technology and reliability have resulted in better application and increased acceptance of through-tubing sand control. Concentric gravel packing and sand consolidation are being used more because of advances in equipment, services, downhole tools and fluids. Candidates for these techniques include conventional completions that begin producing sand and wells with gravel pack failures. Economical jobs have been performed successfully in several different wellbore configurations. Some initially non-gravel packed wells are now being designed for possible through-tubing gravel packing, anticipating sand production later in the completion's producing life. This paper reviews the general procedures for installing a through-tubing, washdown mechanical gravel pack using coiled tubing conveyance and placement techniques.

  11. Improving thermocouple service life in slagging gasifiers

    The measurement of temperature within slagging gasifiers for long periods of time is difficult/impossible because of sensor failure or blockage of inputs used to monitor gasifier temperature. One of the most common means of temperature measurement in a gasifier is physically, through the use of thermocouples in a gasifier sidewall. These units can fail during startup, standby, or during the first 40-90 days of gasifier service. Failure can be caused by a number of issues; including thermocouple design, construction, placement in the gasifier, gasifier operation, and molten slag attack of the materials used in a thermocouple assembly. Lack of temperature control in a gasifier can lead to improper preheating, slag buildup on gasifier sidewalls, slag attack of gasifier refractories used to line a gasifier, or changes in desired gas output from a gasifier. A general outline of thermocouple failure issues and attempts by the Albany Research Center to improve the service life of thermocouples will be discussed.

The commercial viability of the multi-pollutant control system was demonstrated at AES Greenidge Unit 4. The system, which remains in service after the conclusion of the project, has enabled the unit to satisfy its permit requirements while continuing to operate profitably. As a result of the success at AES Greenidge Unit 4, three additional deployments of the Turbosorp{reg_sign} technology had been announced by the end of the project.

    In an effort to control modern solid state power modules, a general purpose, multi function power system control board (PSCB) has been under development as a collaboration project between Pohang Accelerator Laboratory (PAL), Korea, and Stanford Linear Accelerator Center (SLAC), USA. The PSCB is an embedded, interlock supervisory, diagnostic, timing, and set-point control board. It is designed to use in various power systems such as sequenced kicker pulsers, solid state RF modulators, simple DC magnet power supplies, etc. The PSCB has the Ethernet communication with the TCP/IP Modbus protocol.

    This paper describes a multi-task monitor program for microprocessors. Although written for the Intel 8085, it incorporates features that would be beneficial for implementation in other microprocessors used in controlling and monitoring experiments and accelerators. The monitor places permanent programs (tasks) arbitrarily located throughout ROM in a priority ordered queue. The programmer is provided with the flexibility to add new tasks or modified versions of existing tasks, without having to comply with previously defined task boundaries or having to reprogram all of ROM. Scheduling of tasks is triggered by timers, outside stimuli (interrupts), or inter-task communications. Context switching time is of the order of tenths of a milllisecond.

  14. Louisiana Title V General Permits

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    Missions to the outer planets or to near-by planets requiring short times and/or increased payload carrying capability will benefit from nuclear power. A concept study was undertaken to evaluate options for a multi-megawatt power source for nuclear electric propulsion. The nominal electric power requirement was set at 15 MWe with an assumed mission profile of 120 days at full power, 60 days in hot standby, and another 120 days of full power, repeated several times for 7 years of service. Of the numerous options considered, two that appeared to have the greatest promise were a gas-cooled reactor based on the NERVA Derivative design, operating a closed cycle Brayton power conversion system; and a molten lithium-cooled reactor based on SP-100 technology, driving a boiling potassium Rankine power conversion system. This study examined the relative merits of these two systems, seeking to optimize the specific mass. Conclusions were that either concept appeared capable of approaching the specific mass goal of 3-5 kg/kWe estimated to be needed for this class of mission, though neither could be realized without substantial development in reactor fuels technology, thermal radiator mass efficiency, and power conversion and distribution electronics and systems capable of operating at high temperatures. Though the gas-Brayton systems showed an apparent advantage in specific mass, differences in the degree of conservatism inherent in the models used suggests expectations for the two approaches may be similar. Brayton systems eliminate the need to deal with two-phase flows in the microgravity environment of space.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    Workflows have been used to model repeatable tasks or operations in manufacturing, business process, and software. In recent years, workflows are increasingly used for orchestration of science discovery tasks that use distributed resources and web services environments through resource models such as grid and cloud computing. Workflows have disparate re uirements and constraints that affects how they might be managed in distributed environments. In this paper, we present a multi-dimensional classification model illustrated by workflow examples obtained through a survey of scientists from different domains including bioinformatics and biomedical, weather and ocean modeling, astronomy detailing their data and computational requirements. The survey results and classification model contribute to the high level understandingof scientific workflows.

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market. Using these data, PAMS calculates the costs and benefits of efficiency standards from two distinct but related perspectives: (1) The Life-Cycle Cost (LCC) calculation examines costs and benefits from the perspective of the individual household; and (2) The National Perspective projects the total national costs and benefits including both financial benefits, and energy savings and environmental benefits. The national perspective calculations are called the National Energy Savings (NES) and the Net Present Value (NPV) calculations. PAMS also calculate total emission mitigation and avoided generation capacity. This paper describes the data and methodology used in PAMS and presents the results of the proposed phase out of incandescent bulbs in Chile.

    A multi-channel polarized thermal emitter (PTE) is presented. The multi-channel PTE can emit polarized thermal radiation without using a polarizer at normal emergence. The multi-channel PTE consists of two layers of metallic gratings on a monolithic and homogeneous metallic plate. It can be fabricated by a low-cost soft lithography technique called two-polymer microtransfer molding. The spectral positions of the mid-infrared (MIR) radiation peaks can be tuned by changing the periodicity of the gratings and the spectral separation between peaks are tuned by changing the mutual angle between the orientations of the two gratings.

  17. Generalizing the cosmic energy equation

    We generalize the cosmic energy equation to the case when massive particles interact via a modified gravitational potential of the form {phi}(a,r), which is allowed to explicitly depend upon the cosmological time through the expansion factor a(t). Using the nonrelativistic approximation for particle dynamics, we derive the equation for the cosmological expansion which has the form of the Friedmann equation with a renormalized gravitational constant. The generalized Layzer-Irvine cosmic energy equation and the associated cosmic virial theorem are applied to some recently proposed modifications of the Newtonian gravitational interaction between dark-matter particles. We also draw attention to the possibility that the cosmic energy equation may be used to probe the expansion history of the universe thereby throwing light on the nature of dark matter and dark energy.

    A multi-port fluid valve apparatus is used to control the flow of fluids through a plurality of valves and includes a web, which preferably is a stainless steel endless belt. The belt has an aperture therethrough and is progressed, under motor drive and control, so that its aperture is moved from one valve mechanism to another. Each of the valve mechanisms comprises a pair of valve blocks which are held in fluid-tight relationship against the belt. Each valve block consists of a block having a bore through which the fluid flows, a first seal surrounding the bore and a second seal surrounding the first seal, with the distance between the first and second seals being greater than the size of the belt aperture. In order to open a valve, the motor progresses the belt aperture to where it is aligned with the two bores of a pair of valve blocks, such alignment permitting a flow of the fluid through the valve. The valve is closed by movement of the belt aperture and its replacement, within the pair of valve blocks, by a solid portion of the belt.

    Map labeling is of fundamental importance in cartography and geographical information systems and is one of the areas targeted for research by the ACM Computational Geometry Impact Task Force. Previous work on map labeling has focused on the problem of placing maximal uniform, axis-aligned, disjoint rectangles on the plane so that each point feature to be labeled lies at the corner of one rectangle. Here, we consider a number of variants of the map labeling problem. We obtain three general types of results. First, we devise constant-factor polynomial-time-approximation algorithms for labeling point features by rectangular labels, where the feature may lie anywhere on the boundary of its label region and where labeling rectangles may be placed in any orientation. These results generalize to the case of elliptical labels. Secondly, we consider the problem of labeling a map consisting of disjoint rectilinear fine segments. We obtain constant-factor polynomial-time approximation algorithms for the general problem and an optimal algorithm for the special case where all segments are horizontal. Finally, we formulate a bicriteria version of the map-labeling problem and provide bicriteria polynomial- time approximation schemes for a number of such problems.

    Development of multi-photon phosphor materials for discharge lamps represents a goal that would achieve up to a doubling of discharge (fluorescent) lamp efficacy. This report reviews the existing literature on multi-photon phosphors, identifies obstacles in developing such phosphors, and recommends directions for future research to address these obstacles. To critically examine issues involved in developing a multi-photon phosphor, the project brought together a team of experts from universities, national laboratories, and an industrial lamp manufacturer. Results and findings are organized into three categories: (1) Multi-Photon Systems and Processes, (2) Chemistry and Materials Issues, and (3) Concepts and Models. Multi-Photon Systems and Processes: This category focuses on how to use our current understanding of multi-photon phosphor systems to design new phosphor systems for application in fluorescent lamps. The quickest way to develop multi-photon lamp phosphors lies in finding sensitizer ions for Gd{sup 3+} and identifying activator ions to red shift the blue emission from Pr{sup 3+} due to the {sup 1}S{sub 0} {yields} {sup 1}I{sub 6} transition associated with the first cascading step. Success in either of these developments would lead to more efficient fluorescent lamps. Chemistry and Materials Issues: The most promising multi-photon phosphors are found in fluoride hosts. However, stability of fluorides in environments typically found in fluorescent lamps needs to be greatly improved. Experimental investigation of fluorides in actual lamp environments needs to be undertaken while working on oxide and oxyfluoride alternative systems for backup. Concepts and Models: Successful design of a multi-photon phosphor system based on cascading transitions of Gd{sup 3+} and Pr{sup 3+} depends critically on how the former can be sensitized and the latter can sensitize an activator ion.     We discuss a new algorithm to generate multi-scale initial conditions with multiple levels of refinements for cosmological 'zoom-in' simulations. The method uses an adaptive convolution of Gaussian white noise with a real-space transfer function kernel together with an adaptive multi-grid Poisson solver to generate displacements and velocities following first- (1LPT) or second-order Lagrangian perturbation theory (2LPT). The new algorithm achieves rms relative errors of the order of 10{sup -4} for displacements and velocities in the refinement region and thus improves in terms of errors by about two orders of magnitude over previous approaches. In addition, errors are localized at coarse-fine boundaries and do not suffer from Fourier-space-induced interference ringing. An optional hybrid multi-grid and Fast Fourier Transform (FFT) based scheme is introduced which has identical Fourier-space behaviour as traditional approaches. Using a suite of re-simulations of a galaxy cluster halo our real-space-based approach is found to reproduce correlation functions, density profiles, key halo properties and subhalo abundances with per cent level accuracy. Finally, we generalize our approach for two-component baryon and dark-matter simulations and demonstrate that the power spectrum evolution is in excellent agreement with linear perturbation theory. For initial baryon density fields, it is suggested to use the local Lagrangian approximation in order to generate a density field for mesh-based codes that is consistent with the Lagrangian perturbation theory instead of the current practice of using the Eulerian linearly scaled densities.

    The analysis of multi-layer beam tubes is a standard problem and involves axially propagating waves. This treatment is ill suited to a short multi-layer structure such as the present example of a ferrite covered ceramic break in the beam tube at the ERL photo-cathode electron gun. This paper demonstrates that such structure can better be treated by radial wave propagation. The theoretical method is presented and numerical results are compared with measured network analyser data and Microwave Studio generated simulations. The results confirm the concept of radial transmission lines as a valid analytical method. An Energy Recovery Linac (ERL) is being constructed at this laboratory for the purpose of research towards an envisioned Electron Ion Collider. One of the pertinent topics is damping of Higher Order Modes (HOM). In this ERL, the damping is provided by ferrite absorbers in the beam tube. A modified version thereof, a ceramic break surrounded by ferrite, is planed for the superconducting electron gun. The damper here is located at room temperature just outside of the gun. If used in a cavity chain, the ceramic break is in the vacuum tube at helium temperature whereas the ferrite is moved into the cryostat insulating vacuum allowing higher temperatures. The general properties of the ferrite HOM dampers have been published but are more detailed in this paper.

  20. EMPaSE: an Extensible Multi-Paradigm Simulation Environment

    EMPaSE is a hierarchical, extensible, modular modeling environment for developing and running hybrid simulations of sequential-modular, systems dynamics, discrete-event, and agent-based paradigms. It contains two principle components: a multi-paradigm simulation engine and a graphical user interface. EMPaSE models are defined through a hierarchically-defined set of computational modules that define the simulation logic. Inter-module communication occurs through two complimentary systems: pull-based "ports" for general computation patterns and push-based "plugs" for event processing. Entities (i.e. agents) withinmore » the simulation operate within an abstract multi-network environment. The EMPaSE simulation engine is designed around a flexible plug-in architecture, allowing simulations to import computational modules, engine customizations, and interfaces to external applications from independent plug-in libraries. The EMPaSE GUI environment provides an environment for graphically constructing, executing, and debugging EMPaSE models. As with the simulation engine, the GUI is constructed on top of an extensible architecture that supports rapid customization of the user experience through external plug-in libraries.« less

    2 Project Summary: The Multi-University Southeast INIE Consortium (MUSIC) was established in response to the US Department of Energys (DOE) Innovations in Nuclear Infrastructure and Education (INIE) program. MUSIC was established as a consortium composed of academic members and national laboratory partners. The members of MUSIC are the nuclear engineering programs and research reactors of Georgia Institute of Technology (GIT), North Carolina State University (NCSU), University of Maryland (UMD), University of South Carolina (USC), and University of Tennessee (UTK). The University of Florida (UF), and South Carolina State University (SCSU) were added to the MUSIC membership in the second year. In addition, to ensure proper coordination between the academic community and the nations premier research and development centers in the fields of nuclear science and engineering, MUSIC created strategic partnerships with Oak Ridge National Laboratory (ORNL) including the Spallation Neutron Source (SNS) project and the Joint Institute for Neutron Scattering (JINS), and the National Institute of Standards and Technology (NIST). A partnership was also created with the Armed Forces Radiobiology Research Institute (AFRRI) with the aim of utilizing their reactor in research if funding becomes available. Consequently, there are three university research reactors (URRs) within MUSIC, which are located at NCSU (1-MW PULSTAR), UMD (0.25-MW TRIGA) and UF (0.10-MW Argonaut), and the AFRRI reactor (1-MW TRIGA MARK F). The overall objectives of MUSIC are: a) Demonstrate that University Research Reactors (URR) can be used as modern and innovative instruments of research in the basic and applied sciences, which include applications in fundamental physics, materials science and engineering, nondestructive examination, elemental analysis, and contributions to research in the health and medical sciences, b) Establish a strong technical collaboration between the nuclear engineering faculty
