    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    This essay reviews the basic concepts of product differentiation as they apply to service design in the electric power industry. Unbundling the quality attributes of service conditions benefits utilities as well as their customers. Each customer gains from new opportunities to match the quality and cost of service conditions to the characteristics of their end uses. A well designed product line of service conditions benefits every customer. The utility benefits from improved operating efficiency and from greater flexibility in meeting service obligations and competitive pressures. In addition, the utility obtains better information for planning investments in generation, transmission, and distribution. Together these features provide a foundation for a utility's business strategy. The basic principles of product design are described and a unified methodology for specifying and pricing service conditions is outlined. We also describe how the pricing of quality attributes enables the utility to price other service options systematically, such as long-term supply contracts, cogeneration, and standby service. 60 refs., 21 figs., 14 tabs.

The PSCB is an embedded, interlock supervisory, diagnostic, timing, and set-point control board.     The world-wide movement to restructure the electric and power and energy industry is now well underway in the United States. The most recent thrust came this year, with the Federal Energy Regulatory Commission`s (FERC`s) issuance on April 24th of new regulations designed to open the interconnected transmission grid to all qualified wholesale users. Other movements have been in the many forms of earlier statutes and regulations promulgated in 1978 to make more efficient use of fuels burned; utility diversification efforts; utility creation of affiliate and subsidiary organizations and operations; introduction into the market of private non-utility power developers; utilities obtaining clearance from the Securities and Exchange Commission (SEC) to venture in international markets; massive mergers and acquisitions; bankruptcies; the entry into the market of nonutility power marketers and brokers, including entities from the gas and securities industries not previously involved in the electric power and energy industry; additional congressional consideration of outright repeal of Holding Company legislation dating back to 1935; some states entering into an era of abandoning the control past in favor of complete re-regulation of the industry on the basis of performance; the coming of Independent System Operators (ISO`s), Regional Transmission Groups (RTG`s), and the possible coming of Capacity Reservation Tariffs (CRT`s), to name a few.

    We propose a single field inflationary model by generalizing the inverse power law potential from the intermediate model. We study the implication of our model on the primordial anisotropy of cosmological microwave background radiation. Specifically, we apply the slow-roll approximation to calculate the scalar spectral tilt n{sub s} and the tensor-to-scalar ratio r. The results are compared with the recent data measured by the Planck satellite. We find that by choosing proper values for the parameters, our model can well describe the Planck data.

The ancillary services markets are tied tightly to the design of the energy market and to the physics of the system and therefore careful consideration of power system economics and engineering must be considered in their design.     Nuclear power plant (NPP) concrete structures are described. In-service inspection and testing requirements in the U.S. are summarized. The license renewal process in the U.S. is outlined and its current status provided. Operating experience related to performance of the concrete structures is presented. Basic components of a program to manage aging of the concrete structures are identified and described: (1) Degradation mechanisms, damage models, and material performance; (2) Assessment and remediation: i.e., component selection, in- service inspection, non-destructive examinations, and remedial actions; and (3) Estimation of performance at present or some future point in time: i.e., application of structural reliability theory to the design and optimization of in-service inspection/maintenance strategies, and determination of the effects of degradation on plant risk. Finally, areas are noted where additional research would be of benefit to aging management of nuclear power plant concrete structures.

    HBS and HPS versions using single-crystal tungsten or molybden alloys as a cladding of heat pipes joined outside the core of reactor with thermionic converters are considered. Solid solutions of uranium and tantalum carbides, uranium-zirconium carbonitride including cermet type with a matrix made of tungsten are also discussed as the fuels of HBS and HPS. A possibility to rise the heat pipes and thermionic converters service life up to 10 years at the operating temperature up to 1900 K by means of using of single crystal tungsten is shown. Application of carbide fuel ensure possibility to increase operational temperature of the fuel elements and corresponding increase of specific impulse HBS up to 800-850 sec.

    The project described in this report was a commercialization effort focused on cost-effective remote water pumping systems for use in utility-based photovoltaic (PV) service programs. The project combined a commercialization strategy tailored specifically for electric utilities with the development of a PV-powered pumping system that operates conventional ac pumps rather than relying on the more expensive and less reliable PV pumps on the market. By combining these two attributes, a project goal was established of creating sustained utility purchases of 250 PV-powered water pumping systems per year. The results of each of these tasks are presented in two parts contained in this Final Summary Report. The first part summarizes the results of the Photovoltaic Services Network (PSN) as a new business venture, while the second part summarizes the results of the Golden Photon system installations. Specifically, results and photographs from each of the system installations are presented in this latter part.

  19. Review of radiological surveys of the General Services Administration's Raritan Depot in Edison, New Jersey

    This report reviews two recent radiological surveys of the General Services Administration (GSA) Raritan Depot in Edison, New Jersey, that were conducted after somewhat elevated levels of radiation were detected within a depot building. The first survey indicated gamma radiation levels were higher than natural background levels in some buildings and identified the probable source of the radiation as gypsum-like building tiles that contained natural uranium-chain radionuclides at a level 20 times higher than other materials. Elevated levels of radon and radon decay products also were detected in some buildings. A follow-on survey was conducted to confirm the January measurements and to measure radiation levels at other locations: additional buildings at the depot, buildings on the Middlesex County College campus, and a possible outdoor disposal site. EPA measurements established that ceiling material is the primary source of the radiation. Radioisotope analysis of the ceiling tile material from buildings with elevated radiation levels showed the presence of radium-226 at levels of approximately 25 picocuries per gram (pCi/g); this material would thus have to be treated as hazardous waste, should it be removed. This report critiques the methodology and results of the two surveys and recommends further action.

    The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program.     Recently, there has been increased interest in using prognostics (i.e, remaining useful life (RUL) prediction) for managing and mitigating aging effects in service-degraded passive nuclear power reactor components. A vital part of this philosophy is the development of tools for detecting and monitoring service-induced degradation. Experience with in-service degradation has shown that rapidly-growing cracks, including several varieties of stress corrosion cracks (SCCs), can grow through a pipe in less than one fuel outage cycle after they initiate. Periodic inspection has limited effectiveness at detecting and managing such degradation requiring a more versatile monitoring philosophy. Acoustic emission testing (AET) and guided wave ultrasonic testing (GUT) are related technologies with potential for on-line monitoring applications. However, harsh operating conditions within NPPs inhibit the widespread implementation of both technologies. For AET, another hurdle is the attenuation of passive degradation signals as they travel though large components, relegating AET to targeted applications. GUT is further hindered by the complexity of GUT signatures limiting its application to the inspection of simple components. The development of sensors that are robust and inexpensive is key to expanding the use of AET and GUT for degradation monitoring in NPPs and improving overall effectiveness. Meanwhile, the effectiveness of AET and GUT in NPPs can be enhanced through thoughtful application of tandem AET-GUT techniques.

  7. Analysis of the Effects of a Flexible Ramping Ancillary Service Product on Power System Operations: Preprint

    The recent increased interest in utilizing variable generation (VG) resources such as wind and solar in power systems has motivated investigations into new operating procedures. Although these resources provide desirable value to a system (e.g., no fuel costs or emissions), interconnecting them provides unique challenges. Their variable, non-controllable nature in particular requires significant attention, because it directly results in increased power system variability and uncertainty. One way to handle this is via new operating reserve schemes. Operating reserves provide upward and downward generation and ramping capacity to counteract uncertainty and variability prior to their realization. For instance, uncertainty and variability in real-time dispatch can be accounted for in the hour-ahead unit commitment. New operating reserve methodologies that specifically account for the increased variability and uncertainty caused by VG are currently being investigated and developed by academia and industry. This paper examines one method inspired by the new operating reserve product being proposed by the California Independent System Operator. The method is based on examining the potential ramping requirements at any given time and enforcing those requirements via a reserve demand curve in the market-clearing optimization as an additional ancillary service product.

    Laminated root rot, caused by Phellinus weirii (Murr.) Gib., is a serious root disease affecting Douglas-fir and other commercially important species of conifers in northwestern North America. This report gives an overview of the disease as it occurs in the Pacific Northwest in Canada and the United States. Information on recognizing crown symptoms and signs of the disease is presented. The disease cycle of laminated root rot, from initiation to intensification and distribution within infected stands, is described. Finally, disease management strategies during stand development and at stand regeneration are discussed. Features on mechanical approaches also are included. The report is intended as a general reference for a wide audience.

  12. Experimental investigations of overvoltages in 6kV station service cable networks of thermal power plants

    The paper presents the results of experimental investigations of overvoltages on 6kV isolated neutral station service cable networks of thermal power plants. The overvoltages were recorded with capacitive voltage measurement systems made at the Nikola Tesla Institute. Wideband capacitive voltage measurement systems recorded a flat response from below power frequencies to 10MHz. Investigations of overvoltages were performed for appearance and interruption of metal earth faults, intermittent earth faults, switching operation of HV motors switchgear, switching operation of transformers switchgear, and transfer of the network supply from one transformer to another. On the basis of these investigations, certain measures are proposed for limiting overvoltages and for the reliability of station service of thermal power plants.

    Energy produced by intermittent renewable resources is sharply increasing in the United States. At high penetration levels, volatility of wind power production could cause additional problems for the power system balancing functions such as regulation. This paper reports some partial results of a project work, recently conducted by the Pacific Northwest National Laboratory (PNNL) for Bonneville Power Administration (BPA). The project proposes to mitigate additional intermittency with the help of Wide Area Energy Management System (WAEMS) that would provide a two-way simultaneous regulation service for the BPA and California ISO systems by using a large energy storage facility. The paper evaluates several utility-scale energy storage technology options for their usage as regulation resources. The regulation service requires a participating resource to quickly vary its power output following the rapidly and frequently changing regulation signal. Several energy storage options have been analyzed based on thirteen selection criteria. The evaluation process resulted in the selection of flywheels, pumped hydro electric power (or conventional hydro electric power) plant and sodium sulfur or nickel cadmium batteries as candidate technologies for the WAEMS project. A cost benefit analysis should be conducted to narrow the choice to one technology.

  14. Interruptible service system: A demand-side management application for the City of Los Angeles Department of Water & Power

    The Los Angeles Department of Water & Power (LADWP) instituted an electric rate schedule, A3-B, for its largest industrial power consumers in 1985. The A3 rate provides these LADWP customers (2000 Kilowatts or more users) a significant savings on their electric service rate. LADWP benefits by having the capability to interrupt the industrial customer`s load after giving them a 10 minute warning notice of interruption. The Interruptible Service System (ISS) automates this formerly manual process and allows for continuous monitoring of the power used of the power system`s largest power consumers. An ISS remote terminal unit (RTU) is installed at each customer`s site. This RTU communicates with a master computer (desktop PC) at LADWP`s Energy Control Center (ECC). The ECC initiates control, monitoring, and interrupt operations involving all customers on the ISS rate. Communication between the master computer and the various ISS customer RTUs will be accomplished via Pacific Bell Telephone`s advanced digital network (ADN). Future Plans include expansion to monitoring and control of co-generation facilities and monitoring of other large industrial customer power consumption.

    Highly efficient direct current (DC) appliances have the potential to dramatically increase the affordability of off-grid solar power systems used for rural electrification in developing countries by reducing the size of the systems required. For example, the combined power requirement of a highly efficient color TV, four DC light emitting diode (LED) lamps, a mobile phone charger, and a radio is approximately 18 watts and can be supported by a small solar power system (at 27 watts peak, Wp). Price declines and efficiency advances in LED technology are already enabling rapidly increased use of small off-grid lighting systems in Africa and Asia. Similar progress is also possible for larger household-scale solar home systems that power appliances such as lights, TVs, fans, radios, and mobile phones. When super-efficient appliances are used, the total cost of solar home systems and their associated appliances can be reduced by as much as 50%. The results vary according to the appliances used with the system. These findings have critical relevance for efforts to provide modern energy services to the 1.2 billion people worldwide without access to the electrical grid and one billion more with unreliable access. However, policy and market support are needed to realize rapid adoption of super-efficient appliances.

    The purpose of this audit was to review the Department`s acquisition and use of support service contractors and subcontractors. The audit objectives were to determine if the Department (1) paid fees to both support service contractors and subcontractors for services exclusively performed by subcontractors, (2) used support service contractors to perform inherent government functions, and (3) rolled over unearned award fees to subsequent evaluation periods and had adequate management controls to ensure that contractor performance would be evaluated. The Department did not always obtain support services in the most economical and effective manner. The Department negotiated and paid four of six support service contractors an estimated $5.1 million in fees for services exclusively provided by subcontractors because the Department did not have a policy which addressed the inclusion, at the pre-award phase, of subcontract labor in the support service contractors` fee determinations. Furthermore, while the authors found no instances where support service contractors performed inherent government functions, they did note that the Department maintained minimal administration over major portions of contracted-for services on three of six support service contracts. This occurred because contractors subcontracted extensively for support services. Consequently, the Department may have decreased their ability to control cost growth on these three contracts. As discussed in Part 4, the Department`s process was sufficient in five of six cases to evaluate support service contractor performance. However, one of six cost-plus-award-fee contractors received award fees that exceeded its performance ratings by $89,000 because one Departmental office elected to rollover unearned portions of fees from prior evaluation periods and make them available in the next evaluation period.

    The electric power industry, converting heat into electricity, is concerned with two primary parameters, reliability and efficiency. In order to satisfy the reliability criteria, it is preferred to use well known and well tried materials well within their ultimate performance limits. In order to improve the economics of the process, it is attempted first to optimize the process and then to alter the operational parameters in order to increase the efficiency of the cycle used. The efficiency of the thermal cycle used depends primarily on its upper and lower temperature limits. For instance, it is well known that a plant operating in regions where the water supply is cooler demonstrate higher efficiencies than a plant that operates in warmer climates. For practical purposes however, it is the upper temperature limit of the cycle that must be increased to improve efficiency. This immediately requires that materials be selected, for the high temperature components, that can operate safely and continuously under these conditions, that also include aggressive, corrosive atmospheres. The need to consider higher operating temperatures opens up the range of materials being studied to include alloys that are established for high temperature use in other applications as well as new, mainly untried materials. The conditions under which a heat exchanger for electric power generation must operate are so different from other applications that nearly all materials, alternative to those now in use, must be approached as new and undergo extensive testing for coding. Few materials are available for use in this application off the shelf.

For example, VelociRFTA was the first rural BRT system in the United States and the operational environment of the VelociRFTA BRT is one of the most severe in the country, with extreme winter temperatures and altitudes close to 8,000 feet. RFTA viewed high altitude operation as the most challenging characteristic when it began considering the use of natural gas. RFTA is the second-largest public transit system in Colorado behind Denver's Regional Transportation District (RTD), and it is one of the largest rural public transit systems in the country. In 2013, RFTA accepted delivery of 22 new compressed natural gas (CNG) buses that went into service after completion of maintenance and refueling facilities earlier that year.     Carbide precipitation from the steel matrix during long-term high-temperature exposure can adversely affect the fracture toughness and high-temperature creep resistance of materials with implications on the performance of power plant components. In the present work, carbide evolution in 2.25Cr-1Mo steel after long-term aging during service was investigated. Boiler pipe samples of this steel were removed from a supercritical water-cooled coal-fired power plant after service times of 17 and 28 years and a mean operational temperature of 810 K (537C). The carbide precipitation and coarsening effects were studied using the carbon extraction replica technique followed by analysis using transmission electron microscopy and energy dispersive X-ray spectroscopy. The carbides extracted using an electrolytic technique were also analyzed using X-ray diffraction to evaluate phase transformations of the carbides during long-term service. Small ball punch and Vickers hardness were used to evaluate the changes in mechanical performance after long-term aging during service.

    Air-operated valves (AOVs) are used in a variety of safety-related applications at nuclear power plants. They are often used where rapid stroke times are required or precise control of the valve obturator is required. They can be designed to operate automatically upon loss of power, which is often desirable when selecting components for response to design basis conditions. The purpose of this report is to examine the reported failures of AOVs and determine whether there are identifiable trends in the failures related to predictable causes. This report examines the specific components that comprise a typical AOV, how those components fail, when they fail, and how such failures are discovered. It also examines whether current testing frequencies and methods are effective in predicting such failures.

Additionally, the NCCC evaluates methods to integrate CO2 capture technologies with other coal-based power plant systems by testing both pre-combustion and post-combustion technologies. The NCCC provides the capability to test these systems under a wide range of fuels, including bituminous and sub-bituminous coals, lignites and biomass/coal mixtures. The goal of the NCCC project is to accelerate the development, optimization, and commercialization of viable CO2 control technologies.

    From time-to-time seawater handling systems are subjected to lay-up which can produce chemical and biological changes, and conceivably alter the corrosion resistance of metals used in piping and other equipment. In the case of reverse osmosis/membrane technology type desalination equipment, sanitizing agents may be introduced after draining. Simulation tests were conducted to determine any effect of a bisulfite sanitizing treatment when used between periods of normal seawater flow. Corresponding tests were conducted with lay-up comprising non-refreshed seawater which ultimately stagnated. Test results for CuNi alloy C71500 indicted that repeated cycling between seawater exposure and bisulfite treatments was detrimental in reducing that alloy`s resistance to general corrosion, and to a lesser degree its crevice corrosion resistance. The typical pitting and crevice corrosion behavior of NiCu alloy N04400, found upon exposure to slowly moving, aerated seawater was neither diminished or accelerated by cyclic lay-up with either stagnant seawater or the candidate bisulfite-containing solution. However, some increase in general corrosion was observed.

    Eight State of California data centers were equipped with an intelligent energy management system to evaluate the effectiveness, energy savings, dollar savings and benefits that arise when powerful artificial intelligence-based technology measures, monitors and actively controls cooling operations. Control software, wireless sensors and mesh networks were used at all sites. Most sites used variable frequency drives as well. The system dynamically adjusts temperature and airflow on the fly by analyzing real-time demands, thermal behavior and historical data collected on site. Taking into account the chaotic interrelationships of hundreds to thousands of variables in a data center, the system optimizes the temperature distribution across a facility while also intelligently balancing loads, outputs, and airflow. The overall project will provide a reduction in energy consumption of more than 2.3 million kWh each year, which translates to $240,000 saved and a reduction of 1.58 million pounds of carbon emissions. Across all sites, the cooling energy consumption was reduced by 41%. The average reduction in energy savings across all the sites that use VFDs is higher at 58%. Before this case study, all eight data centers ran the cooling fans at 100% capacity all of the time. Because of the new technology, cooling fans run at the optimum fan speed maintaining stable air equilibrium while also expending the least amount of electricity. With lower fan speeds, the life of the capital investment made on cooling equipment improves, and the cooling capacity of the data center increases. This case study depicts a rare technological feat: The same process and technology worked cost effectively in eight very different environments. The results show that savings were achieved in centers with diverse specifications for the sizes, ages and types of cooling equipment.     The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. This article examines the functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery.

The objective of the publication is to provide industry decisionmakers, government policymakers, analysts, and the general public with data that may be used in understanding U.S. electricity markets. The Electric Power Annual is prepared by the Coal and Electric Data and Renewables Division; Office of Coal, Nuclear, Electric and Alternate Fuels; Energy Information Administration (EIA); U.S. Department of Energy. In the private sector, the majority of the users of the Electric Power Annual are researchers and analysts and, ultimately, individuals with policy- and decisionmaking responsibilities in electric utility companies. Financial and investment institutions, economic development organizations interested in new power plant construction, special interest groups, lobbyists, electric power associations, and the news media will find data in the Electric Power Annual useful. In the public sector, users include analysts, researchers, statisticians, and other professionals with regulatory, policy, and program responsibilities for Federal, State, and local governments. The Congress and other legislative bodies may also be interested in general trends related to electricity at State and national levels. Much of the data in these reports can be used in analytic studies to evaluate new legislation.     This paper presents an overview of the electric power system in Thailand. 99% of the country is electrified, but much of this is with diesel generators which leaves high costs but a high level of service. The paper discusses renewable energy projects which have been sited in the country, and examples of hybrid systems which have been retrofit into existing diesel generator systems. Photovoltaic and hydroelectric power projects are described. Dedicated systems have been installed for water pumping and battery charging applications.

    In this paper, the author provides an overview of efforts currently underway at the Bonneville Power Administration (BPA) to respond to these various challenges to how BPA has traditionally managed the marketing of power at the wholesale level in the Pacific Northwest and to areas outside this region along the West Cast in general. The paper begins with an overview of the role of the BPA in the region, and trends in costs and revenues. The paper provides a general outline of BPA`s efforts to separate its business into three separate product lines (power, energy services, and transmission) as well as providing an overview of how BPA is unbundling power products. In addition, the paper provides an overview of some of the major changes BPA has proposed in its rate design. This is followed by an overview of the approach to the issue of stranded cost. You will see that it is their desire to as much as possible avoid a legislative solution to this issue and rely on marketing and working with customers as a way of dealing with this very contentious issue. The paper wraps up with an assessment of the potential for power product unbundling to significantly reduce potential stranded costs. You will see that at the present time, unbundling power products offers BPA little in the way of substantial reductions in potential stranded costs. Whereas, margins on the delivery of energy and capacity offer the greatest potential for covering fixed costs.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    Southwestern Power Administration (Southwestern) needs to renew expiring power sales contracts with new term (10 year) sales contracts. The existing contracts have been in place for several years and many will expire over the next ten years. Southwestern completed an Environmental Assessment on the existing power allocation in June, 1979 (a copy of the EA is attached), and there are no proposed additions of any major new generation resources, service to discrete major new loads, or major changes in operating parameters, beyond those included in the existing power allocation. Impacts from a no action plan, proposed alternative, and market power for less than 10 years are described.

    Numerous papers and publications on wind turbulence have referenced the wind speed spectrum presented by Isaac Van der Hoven in his article entitled Power Spectrum of Horizontal Wind Speed Spectrum in the Frequency Range from 0.0007 to 900 Cycles per Hour. Van der Hoven used data measured at different heights between 91 and 125 meters above the ground, and represented the high frequency end of the spectrum with data from the peak hour of hurricane Connie. These facts suggest we should question the use of his power spectrum in the wind industry. During the USDA - Agricultural Research Service`s investigation of wind/diesel system power storage, using the appropriate wind speed power spectrum became a significant issue. We developed a power spectrum from 13 years of hourly average data, 1 year of 5 minute average data, and 2 particularly gusty day`s 1 second average data all collected at a height of 10 meters. While the general shape is similar to the Van der Hoven spectrum, few of his peaks were found in the Bushland spectrum. While higher average wind speeds tend to suggest higher amplitudes in the high frequency end of the spectrum, this is not always true. Also, the high frequency end of the spectrum is not accurately described by simple wind statistics such as standard deviation and turbulence intensity. 2 refs., 5 figs., 1 tab.

    This paper explores the technical and economic issues of determining reactive power pricing structures in an open-access environment. It is believed that reactive power pricing and management under open-access will depend upon two important developments: (1) the functional unbundling of facilities that support the reactive power and voltage control service, and (2) grid rules to facilitate the coordination between generation and transmission systems for reliable system operation. The paper discusses the characteristics of reactive power that must be considered in order to develop a framework for reactive power pricing and management. Several cost allocation methods for valuing reactive power are presented. Two workable reactive power pricing structures are also proposed. The first is based on performance standards and the second is based on the local reactive power market concept.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.

    All electric utilities serve power to their customers through a variety of functional levels, notably substations. The majority of these components consist of distribution substations operating at lower voltages while a small fraction are transmission substations. There is an associated geographical area that encompasses customers who are served, defined as the service area. Analysis of substation service areas is greatly complicated by several factors: distribution networks are often highly interconnected which allows a multitude of possible switching operations; also, utilities dynamically alter the network topology in order to respond to emergency events. As a result, the service area for a substation can change radically. A utility will generally attempt to minimize the number of customers outaged by switching effected loads to alternate substations. In this manner, all or a portion of a disabled substation's load may be served by one or more adjacent substations. This paper describes a suite of analytical tools developed at Los Alamos National Laboratory (LANL), which address the problem of determining how a utility might respond to such emergency events. The estimated outage areas derived using the tools are overlaid onto other geographical and electrical layers in a geographic information system (GIS) software application. The effects of a power outage on a population, other infrastructures, or other physical features, can be inferred by the proximity of these features to the estimated outage area.

    Reliability of power converters and lifetime prediction has been a major topic of research in the last few decades, especially for traction applications. The main failures in high power semiconductors are caused by thermomechanical fatigue. Power cycling and temperature cycling are the two most common thermal acceleration tests used in assessing reliability. The objective of this paper is to study the various power cycling tests found in the literature and to develop generalized steps in planning application specific power cycling tests. A comparison of different tests based on the failures, duration, test circuits, and monitored electrical parameters is presented.

    An apparatus for clipping a protrusion of material is provided. The protrusion may, for example, be a bolt head, a nut, a rivet, a weld bead, or a temporary assembly alignment tab protruding from a substrate surface of assembled components. The apparatus typically includes a cleaver having a cleaving edge and a cutting blade having a cutting edge. Generally, a mounting structure configured to confine the cleaver and the cutting blade and permit a range of relative movement between the cleaving edge and the cutting edge is provided. Also typically included is a power device coupled to the cutting blade. The power device is configured to move the cutting edge toward the cleaving edge. In some embodiments the power device is activated by a momentary switch. A retraction device is also generally provided, where the retraction device is configured to move the cutting edge away from the cleaving edge.

    Two kinds of power are required to operate an electric power system: real power, measured in watts, and reactive power, measured in volt-amperes reactive or VARs. Reactive power supply is one of a class of power system reliability services collectively known as ancillary services, and is essential for the reliable operation of the bulk power system. Reactive power flows when current leads or lags behind voltage. Typically, the current in a distribution system lags behind voltage because of inductive loads such as motors. Reactive power flow wastes energy and capacity and causes voltage droop. To correct lagging power flow, leading reactive power (current leading voltage) is supplied to bring the current into phase with voltage. When the current is in phase with voltage, there is a reduction in system losses, an increase in system capacity, and a rise in voltage. Reactive power can be supplied from either static or dynamic VAR sources. Static sources are typically transmission and distribution equipment, such as capacitors at substations, and their cost has historically been included in the revenue requirement of the transmission operator (TO), and recovered through cost-of-service rates. By contrast, dynamic sources are typically generators capable of producing variable levels of reactive power by automatically controlling the generator to regulate voltage. Transmission system devices such as synchronous condensers can also provide dynamic reactive power. A class of solid state devices (called flexible AC transmission system devices or FACTs) can provide dynamic reactive power. One specific device has the unfortunate name of static VAR compensator (SVC), where 'static' refers to the solid state nature of the device (it does not include rotating equipment) and not to the production of static reactive power. Dynamic sources at the distribution level, while more costly would be very useful in helping to regulate local voltage. Local voltage regulation would reduce

    In this study, the Oak Ridge National Laboratory (ORNL) is performing a technology review to assess the market for commercially available power electronic converters that can be used to connect microturbines to either the electric grid or local loads. The intent of the review is to facilitate an assessment of the present status of marketed power conversion technology to determine how versatile the designs are for potentially providing different services to the grid based on changes in market direction, new industry standards, and the critical needs of the local service provider. The project includes data gathering efforts and documentation of the state-of-the-art design approaches that are being used by microturbine manufacturers in their power conversion electronics development and refinement. This project task entails a review of power converters used in microturbines sized between 20 kW and 1 MW. The power converters permit microturbine generators, with their non-synchronous, high frequency output, to interface with the grid or local loads. The power converters produce 50- to 60-Hz power that can be used for local loads or, using interface electronics, synchronized for connection to the local feeder and/or microgrid. The power electronics enable operation in a stand-alone mode as a voltage source or in grid-connect mode as a current source. Some microturbines are designed to automatically switch between the two modes. The information obtained in this data gathering effort will provide a basis for determining how close the microturbine industry is to providing services such as voltage regulation, combined control of both voltage and current, fast/seamless mode transfers, enhanced reliability, reduced cost converters, reactive power supply, power quality, and other ancillary services.     Safety-related nuclear power plant (NPP) structures are designed to withstand loadings from a number of low-probability external and interval events, such as earthquakes, tornadoes, and loss-of-coolant accidents. Loadings incurred during normal plant operation therefore generally are not significant enough to cause appreciable degradation. However, these structures are susceptible to aging by various processes depending on the operating environment and service conditions. The effects of these processes may accumulate within these structures over time to cause failure under design conditions, or lead to costly repair. In the late 1980s and early 1990s several occurrences of degradation of NPP structures were discovered at various facilities (e.g., corrosion of pressure boundary components, freeze- thaw damage of concrete, and larger than anticipated loss of prestressing force). Despite these degradation occurrences and a trend for an increasing rate of occurrence, in-service inspection of the safety-related structures continued to be performed in a somewhat cursory manner. Starting in 1991, the U.S. Nuclear Regulatory Commission (USNRC) published the first of several new requirements to help ensure that adequate in-service inspection of these structures is performed. Current regulatory in-service inspection requirements are reviewed and a summary of degradation experience presented. Nondestructive examination techniques commonly used to inspect the NPP steel and concrete structures to identify and quantify the amount of damage present are reviewed. Finally, areas where nondestructive evaluation techniques require development (i.e., inaccessible portions of the containment pressure boundary, and thick heavily reinforced concrete sections are discussed.

    A power system includes a prime mover, a transmission, and a fluid coupler having a selectively engageable lockup clutch. The fluid coupler may be drivingly connected between the prime mover and the transmission. Additionally, the power system may include a motor/generator drivingly connected to at least one of the prime mover and the transmission. The power-system may also include power-system controls configured to execute a control method. The control method may include selecting one of a plurality of modes of operation of the power system. Additionally, the control method may include controlling the operating state of the lockup clutch dependent upon the mode of operation selected. The control method may also include controlling the operating state of the motor/generator dependent upon the mode of operation selected.

    With increasing numbers of commercial and government services being considered for electronic delivery, effective vulnerability analysis will become increasingly critical, Organizing sets of proposed electronic services into security taxonomies will be a key part of this work. However, brute force enumeration of services and risks is inefficient, and ad hoc methods require re-invention with each new set of services. Furthermore, both such approaches fail to communicate effectively the tradeoffs between vulnerabilities and features in a set of electronic services, and fail to scale to large sets of service. From our experience advising players considering electronic delivery, we have developed a general, systematic, and scalable methodology that addresses these concerns. In this paper, we present this methodology, and apply it to the example of electronic services offered via kiosks (since kiosk systems are representative of a wide range of security issues in electronic commerce).

    The National Renewable Energy Laboratory started collecting wind power data from large commercial wind power plants (WPPs) in southwest Minnesota with dedicated dataloggers and communication links in the spring of 2000. Over the years, additional WPPs in other areas were added to and removed from the data collection effort. The longest data stream of actual wind plant output is more than 10 years. The resulting data have been used to analyze wind power fluctuations, frequency distribution of changes, the effects of spatial diversity, and wind power ancillary services. This report uses the multi-year wind power data to examine long-term wind power variability.

    We develop the generalized Cartan Calculus for the groups G = SL(2,R) × R+, SL(5,R) and SO(5,5). They are the underlying algebraic structures of d=9,7,6 exceptional field theory, respectively. These algebraic identities are needed for the "tensor hierarchy" structure in exceptional field theory. The validity of Poincar\\'e lemmas in this new differential geometry is also discussed. Lastly, we explore some possible extension of the generalized Cartan calculus beyond the exceptional series.

    It is estimated that two billion people live without electricity and its services. In addition, there is a sizable number of rural villages that have limited electrical service, with either part-day operation by diesel gen-sets or partial electrification (local school or community center and several nearby houses). For many villages connected to the grid, power is often sporadically available and of poor quality. The U.S. National Renewable Energy Laboratory (NREL) in Golden, Colorado, has initiated a program to address these potential electricity opportunities in rural villages through the application of renewable energy (RE) technologies. The objective of this program is to develop and implement applications that demonstrate the technical performance, economic competitiveness, operational viability, and environmental benefits of renewable rural electric solutions, compared to the conventional options of line extension and isolated diesel mini-grids. These four attributes foster sustainability; therefore, the program is entitled Renewables for Sustainable Village Power (RSVP). The RSVP program is a multi-disciplinary, multi-technology, multi-application program composed of six key activities, including village application development, computer model development, systems analysis, pilot project development, technical assistance, and an Internet-based village power project database. The current program emphasizes wind, photovoltaics (PV), and their hybrids with diesel gen-sets. NREL`s RSVP team is currently involved in rural electricity projects in thirteen countries, with U.S., foreign, and internationally based agencies and institutions. This document contains reports presented at the Proceedings of Village Power, 1997. Individual projects have been processed separately for the United States Department of Energy databases.

    Power inverters include a frame and a power module. The frame has a sidewall including an opening and defining a fluid passageway. The power module is coupled to the frame over the opening and includes a substrate, die, and an encasement. The substrate includes a first side, a second side, a center, an outer periphery, and an outer edge, and the first side of the substrate comprises a first outer layer including a metal material. The die are positioned in the substrate center and are coupled to the substrate first side. The encasement is molded over the outer periphery on the substrate first side, the substrate second side, and the substrate outer edge and around the die. The encasement, coupled to the substrate, forms a seal with the metal material. The second side of the substrate is positioned to directly contact a fluid flowing through the fluid passageway.

    A method and apparatus for assessing the efficiency of an in-service motor. The operating characteristics of the in-service motor are remotely measured. The operating characteristics are then applied to an equivalent circuit for electrical motors. Finally the equivalent circuit is evaluated to determine the performance characteristics of said in-service motor. Based upon the evaluation an individual is able to determine the rotor speed, power output, efficiency, and toque of the in-service motor. Additionally, an individual is able to confirm the calculations by comparing measured values with values obtained as a result of the motor equivalent circuit evaluation.

    BPA proposes to implement one or more options to reduce load fluctuations and revenue uncertainty resulting from its electrical service to 10 aluminum smelters and its other direct service industrial customers. BPA believes these options will give BPA greater ability to plan for power needs and help to maintain its relatively strong financial position during the current period of power surplus.     This work deals with the presence of topological defects in k-field models, where the dynamics is generalized to include higher order power in the kinetic term. We investigate kinks in (1, 1) dimensions and vortices in (2, 1) dimensions, focusing on some specific features of the solutions. In particular, we show how the kinks and vortices change to compactlike solutions, controlled by the parameter used to introduce the generalized models.

    State and federal regulators, private and public utilities, large and small customers, power brokers and marketers, and others are engaged in major debates about the future structure of the electric industry. Although the outcomes are far from certain, it seems clear that customers will have much greater choices about the electric services they purchase and from whom they buy these services. This report examines the ``ancillary`` services that are today buried within the typical vertically integrated utility. These ancillary services support and make possible the provision of the basic services of generating capacity, energy supply, and power delivery. These ancillary services include: Management of generating units; reserve generating capacity to follow variations in customer loads, to provide capacity and energy when generating units or transmission lines suddenly fall, to maintain electric-system stability, and to provide local-area security; transmission-system monitoring and control; replacement of real power and energy losses; reactive-power management and voltage regulation; transmission reserves; repair and maintenance of the transmission network; metering, billing, and communications; and assurance of appropriate levels of power quality. Our focus in this report, the first output from a larger Oak Ridge National Laboratory project, is on identification and definition of these services. Later work in this project will examine more closely the costs and pricing options for each service.

    This paper describes technical challenges in supporting large-scale real-time data analysis for future power grid systems and discusses various design options to address these challenges. Even though the existing U.S. power grid has served the nation remarkably well over the last 120 years, big changes are in the horizon. The widespread deployment of renewable generation, smart grid controls, energy storage, plug-in hybrids, and new conducting materials will require fundamental changes in the operational concepts and principal components. The whole system becomes highly dynamic and needs constant adjustments based on real time data. Even though millions of sensors such as phase measurement units (PMUs) and smart meters are being widely deployed, a data layer that can support this amount of data in real time is needed. Unlike the data fabric in cloud services, the data layer for smart grids must address some unique challenges. This layer must be scalable to support millions of sensors and a large number of diverse applications and still provide real time guarantees. Moreover, the system needs to be highly reliable and highly secure because the power grid is a critical piece of infrastructure. No existing systems can satisfy all the requirements at the same time. We examine various design options. In particular, we explore the special characteristics of power grid data to meet both scalability and quality of service requirements. Our initial prototype can improve performance by orders of magnitude over existing general-purpose systems. The prototype was demonstrated with several use cases from PNNL’s FPGI and was shown to be able to integrate huge amount of data from a large number of sensors and a diverse set of applications.

    Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and implement a methodology to construct detailed temporal and spatial representations of demand response resources and to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to assess economic value of the realizable potential of demand response for ancillary services.

    The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

    Today theft of service has become a serious problem for the gas utilities (one utility estimated it to be 10% of its net profit) and many companies have established special departments or units to deal with it. Major factors contributing to gas theft are (1) the price escalation after the 1973-74 oil embargo, (2) high unemployment, (3) poor economic conditions, (4) a general decline in respect for utilities and the law, (5) minimal risk to offenders (customers feel that nothing will happen to them if they get caught), (6) relatively low skill required to illegally restore utility service, and (7) the attitude of getting something for nothing. Some preventive methods now being recommended include the following: (1) the use of computers to scan consumption patterns, (2) unannounced meter readings, and (3) tips from hotline tape recordings and from meter readers, departments, and neighboring utilities.

    By using the theory we developed in the early 1970s, a broad range of phenomena is considered for an optical surface of a solid body that is exposed to radiation arbitrarily varying in time and producing temperature fields, thermoelastic stresses and thermal deformations on the surface layer. The examination is based on the relations (which are similar to Duhamel's integral formula from the theory of heat conduction) between the quantities characterising the thermal stress state in any nonstationary regimes of energy input into a solid. A peculiar feature of the analysis of the thermal stress state in this case consists in the fact that this relation comprises time as a parameter, which in turn is a consequence of incoherence of the quasi-stationary problem of thermoelasticity. This phenomenon is particularly important for the optics of high-power, high-pulse repetition rate lasers, which are being actively developed. In the review, we have recently published in Laser Physics, the thermal stress state of a solid is analysed. In this state, time is treated as an independent variable used in differentiation. Such an approach greatly reduces the applicability of the method. The review published contains data on the use of capillary porous structures made of various materials with different degrees of the surface development. Moreover, such structures can be efficiently employed to increase the heat exchange at a temperature below the boiling point of the coolant. In the present review we discuss the dependences of the limiting laser intensities on the duration of a pulse or a pulse train, corresponding to the three stages of the state of the reflecting surface and leading to unacceptable elastic deformations of the surface, to the plastic yield of the material accompanied by the formation of residual stresses and to the melting of the surface layer. We also analyse the problem of heat exchange in the surface layer with a liquid metal coolant pumped through it. The

    In two recent articles, we have examined a generalization of the binomial distribution associated with a sequence of positive numbers, involving asymmetric expressions of probabilities that break the symmetry win-loss. We present in this article another generalization (always associated with a sequence of positive numbers) that preserves the symmetry win-loss. This approach is also based on generating functions and presents constraints of non-negativeness, similar to those encountered in our previous articles.

    An oscillator includes an amplifier having an input and an output, and an impedance transformation network connected between the input of the amplifier and the output of the amplifier, wherein the impedance transformation network is configured to provide suitable positive feedback from the output of the amplifier to the input of the amplifier to initiate and sustain an oscillating condition, and wherein the impedance transformation network is configured to protect the input of the amplifier from a destructive feedback signal. One example of the oscillator is a single active element device capable of providing over 70 watts of power at over 70% efficiency.     A fast nuclear reactor system ls described for producing power and radioactive isotopes. The reactor core is of the heterogeneous, fluid sealed type comprised of vertically arranged elongated tubular fuel elements having vertical coolant passages. The active portion is surrounded by a neutron reflector and a shield. The system includes pumps and heat exchangers for the primary and secondary coolant circuits. The core, primary coolant pump and primary heat exchanger are disposed within an irapenforate tank which is filled with the primary coolant, in this case a liquid metal such as Na or NaK, to completely submerge these elements. The tank is completely surrounded by a thick walled concrete shield. This reactor system utilizes enriched uranium or plutonium as the fissionable material, uranium or thorium as a diluent and thorium or uranium containing less than 0 7% of the U/sup 235/ isotope as a fertile material.

  15. Simple implementation of general dark energy models

    We present a formalism for the numerical implementation of general theories of dark energy, combining the computational simplicity of the equation of state for perturbations approach with the generality of the effective field theory approach. An effective fluid description is employed, based on a general action describing single-scalar field models. The formalism is developed from first principles, and constructed keeping the goal of a simple implementation into CAMB in mind. Benefits of this approach include its straightforward implementation, the generality of the underlying theory, the fact that the evolved variables are physical quantities, and that model-independent phenomenological descriptions may be straightforwardly investigated. We hope this formulation will provide a powerful tool for the comparison of theoretical models of dark energy with observational data.
