    This document comprises the Department of Energy (DOE) Natural Gas Multi-Year Program Plan, and is a follow-up to the `Natural Gas Strategic Plan and Program Crosscut Plans,` dated July 1995. DOE`s natural gas programs are aimed at simultaneously meeting our national energy needs, reducing oil imports, protecting our environment, and improving our economy. The Natural Gas Multi-Year Program Plan represents a Department-wide effort on expanded development and use of natural gas and defines Federal government and US industry roles in partnering to accomplish defined strategic goals. The four overarching goals of the Natural Gas Program are to: (1) foster development of advanced natural gas technologies, (2) encourage adoption of advanced natural gas technologies in new and existing markets, (3) support removal of policy impediments to natural gas use in new and existing markets, and (4) foster technologies and policies to maximize environmental benefits of natural gas use.

    The underground gas storage (UGS) industry uses over 400 reservoirs and 17,000 wells to store and withdrawal gas. As such, it is a significant contributor to gas supply in the United States. It has been demonstrated that many UGS wells show a loss of deliverability each year due to numerous damage mechanisms. Previous studies estimate that up to one hundred million dollars are spent each year to recover or replace a deliverability loss of approximately 3.2 Bscf/D per year in the storage industry. Clearly, there is a great potential for developing technology to prevent, mitigate, or eliminate the damage causing deliverability losses in UGS wells. Prior studies have also identified the presence of several potential damage mechanisms in storage wells, developed damage diagnostic procedures, and discussed, in general terms, the possible reactions that need to occur to create the damage. However, few studies address how to prevent or mitigate specific damage types, and/or how to eliminate the damage from occurring in the future. This study seeks to increase our understanding of two specific damage mechanisms, inorganic precipitates (specifically siderite), and non-darcy damage, and thus serves to expand prior efforts as well as complement ongoing gas storage projects. Specifically, this study has resulted in: (1) An effective lab protocol designed to assess the extent of damage due to inorganic precipitates; (2) An increased understanding of how inorganic precipitates (specifically siderite) develop; (3) Identification of potential sources of chemical components necessary for siderite formation; (4) A remediation technique that has successfully restored deliverability to storage wells damaged by the inorganic precipitate siderite (one well had nearly a tenfold increase in deliverability); (5) Identification of the types of treatments that have historically been successful at reducing the amount of non-darcy pressure drop in a well, and (6) Development of a tool that can

This Paper will cover the background and formation of CONAGT as well as the history to date. This history will include not only the basic accomplishments but some of the less successfully met goals and a look at some of the personalities involved in the Committee work. General future plans will be included.     We have detected the Doppler signature of a gas-giant exoplanet orbiting the star HD 38283, in an eccentric orbit with a period of almost exactly one year (P = 363.2 {+-} 1.6 d, m sin i = 0.34 {+-} 0.02 M{sub Jup}, e = 0.41 {+-} 0.16). The detection of a planet with period very close to one year critically relied on year-round observation of this circumpolar star. Discovering a planet in a 1 AU orbit around a G dwarf star has prompted us to look more closely at the question of the habitability of the satellites of such planets. Regular satellites orbit all the giant planets in our solar system, suggesting that their formation is a natural by-product of the planet formation process. There is no reason for exomoon formation not to be similarly likely in exoplanetary systems. Moreover, our current understanding of that formation process does not preclude satellite formation in systems where gas giants undergo migration from their formation locations into the terrestrial planet habitable zone. Indeed, regular satellite formation and Type II migration are both linked to the clearing of a gap in the protoplanetary disk by a planet, and so may be inextricably linked. Migration would also multiply the chances of capturing both irregular satellites and Trojan companions sufficiently massive to be habitable. The habitability of such exomoons and exo-Trojans will critically depend on their mass, whether or not they host a magnetosphere, and (for the exomoon case) their orbital radius around the host exoplanet.

    We have found an isolated polar disk galaxy in what appears to be a cosmological wall situated between two voids. This void galaxy is unique as its polar disk was discovered serendipitously in an H I survey of SDSS void galaxies, with no optical counterpart to the H I polar disk. Yet the H I mass in the disk is comparable to the stellar mass in the galaxy. This suggests slow accretion of the H I material at a relatively recent time. There is also a hint of a warp in the outer parts of the H I disk. The central, stellar disk appears relatively blue, with faint near-UV emission, and is oriented (roughly) parallel to the surrounding wall, implying gas accretion from the voids. The considerable gas mass and apparent lack of stars in the polar disk, coupled with the general underdensity of the environment, supports recent theories of cold flow accretion as an alternate formation mechanism for polar disk galaxies.

    The project consists of 3 tasks: (1) Developing a Production Environmental Database (PED) with the purpose of investigating the current industry waste storage and disposal practices by different regions, states and types of waste and investigating the environmental impacts associated with these practices; (2) Evaluating the suitability of available and developing technologies for treating produced water and identifying applicable unit process configurations; and (3) Evaluating the costs associated with various degrees of treatment achievable by different configurations. Records of wells drilled during the years 1986 through 1991 were compiled from industry reports. Overall, drilling has decreased from an average of 60,000 wells/yr for the period 1981 through 1985 to 20,000/yr during 1986 through 1991. A produced water database was developed from data and information provided by the various state and federal agencies. Currently, the database has information on the production of oil, gas and brines from 24 states. The data from the produced water database indicate that for the most part, Class II Injection seemed to be the common disposal method. Other methods included evaporation, surface disposal via NPDES permit, road spreading, hauling out-of-state, and annular disposal. A survey of oil and gas operators has been developed, reviewed and edited. The survey is divided-by topic into three sections. (1) drilling wastes; (2) associated wastes; and (3) produced water. The objective of the survey is to develop more current information on the waste volumes and disposal methods used during 1986 through 1991. The possible treatment scenarios for produced water have been identified. Organic and inorganic contaminant removal, liquid/solid separation and liquid/emulsified oil separation have been identified as the main objectives of the treatment of produced water.

    Ziliujing gas field, located in Zigong municipality, Sichuan, is an asymmetric anticline, and well depth is generally less than 1,300 m. There are eight gas- and brine-producing intervals. Tc-3 of the Lower Triassic is the main gas-producing horizon, which is a carbonate with a combination of fracture and intergranular porosities. As early as 1,500 years ago, the production of brine and natural gas was started; over 13,000 wells were drilled of which over 1,000 wells were gas wells. The total area of different producing zones is about 22 km{sup 2}. The distribution and production of natural gas are controlled by structural faults. The gas sources supplied are beyond the limit of the structure. Tc-3 reservoir is a typical fissured reservoir, and most of the wells have the characteristics of (1) high initial production rate; (2) rapid depletion; and (3) long producing life. Owing to the favorable geological conditions; the great number of wells; outstanding ancient technologies in drilling, production, and transportation; comprehensive utilization; and very long production history, tremendous success is achieved in the development of gas fields. The total cumulative gas production by the end of 1985 was 33 billion cubic meters in which 17.2 billion cubic meters were contributed by Tc-3 reservoir; maximum gas and brine recoveries have been achieve. So far the gas reservoirs have not been depleted and new discoveries have been found in recent years. The brilliant achievements of the ancestors remain.

    It was widely believed that the development of unconventional natural gas (coalbed methane, gas shales, and tight gas) would die once US Sec. 29 credits stopped. Quieter voices countered, and hoped, that technology advances would keep these large but difficult to produce gas resources alive and maybe even healthy. Sec. 29 tax credits for new unconventional gas development stopped at the end of 1992. Now, nearly three years later, who was right and what has happened? There is no doubt that Sec. 29 tax credits stimulated the development of coalbed methane, gas shales, and tight gas. What is less known is that the tax credits helped spawn and push into use an entire new set of exploration, completion, and production technologies founded on improved understanding of unconventional gas reservoirs. As set forth below, while the incentives inherent in Sec. 29 provided the spark, it has been the base of science and technology that has maintained the vitality of these gas sources. The paper discusses the current status; resource development; technology; unusual production, proven reserves, and well completions if coalbed methane, gas shales, and tight gas; and international aspects.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region. The user has almost complete control over the cost estimates for each unconventional gas source in each year and thus can compare contributions from unconventional resources under different cost/price/demand scenarios.« less

    This paper briefly describes the wellhead prices of natural gas compared to crude oil over the past 70 years. Although natural gas prices have never reached price parity with crude oil, the relative value of a gas BTU has been increasing. It is one of the reasons that the total amount of money coming from natural gas wells is becoming more significant. From 1920 to 1955 the revenue at the wellhead for natural gas was only about 10% of the money received by producers. Most of the money needed for exploration, development, and production came from crude oil. At present, however, over 40% of the money from the upstream portion of the petroleum industry is from natural gas. As a result, in a few short years natural gas may become 50% of the money revenues generated from wellhead production facilities.

    This paper reports that National Transportation Safety Board investigators completed the first phase of tests at Seminole Pipeline Co.'s liquid petroleum gas storage dome near Brenham, Tex., without finding the cause of an explosion there Apr. 7. But in a week of investigation, NTSB determined that a release of brine and product occurred at the 350,000 bbl LPG storage dome, about 45 miles northwest of Houston, just before the blast. The explosion sent shock waves felt as far as 130 miles away. Three persons have died from injuries suffered in the accident. Another 18 were injured.

    Under the DOE’s Innovations for Existing Plants (IEP) Program, Carbon Capture Scientific, LLC (CCS) is developing a novel gas pressurized stripping (GPS) process to enable efficient post-combustion carbon capture (PCC) from coal-fired power plants. A technology and economic feasibility study is required as a deliverable in the project Statement of Project Objectives. This study analyzes a fully integrated pulverized coal power plant equipped with GPS technology for PCC, and is carried out, to the maximum extent possible, in accordance to the methodology and data provided in ATTACHMENT 3 – Basis for Technology Feasibility Study of DOE Funding Opportunity Number: DE-FOA-0000403. The DOE/NETL report on “Cost and Performance Baseline for Fossil Energy Plants, Volume 1: Bituminous Coal and Natural Gas to Electricity (Original Issue Date, May 2007), NETL Report No. DOE/NETL-2007/1281, Revision 1, August 2007” was used as the main source of reference to be followed, as per the guidelines of ATTACHMENT 3 of DE-FOA-0000403. The DOE/NETL-2007/1281 study compared the feasibility of various combinations of power plant/CO2 capture process arrangements. The report contained a comprehensive set of design basis and economic evaluation assumptions and criteria, which are used as the main reference points for the purpose of this study. Specifically, Nexant adopted the design and economic evaluation basis from Case 12 of the above-mentioned DOE/NETL report. This case corresponds to a nominal 550 MWe (net), supercritical greenfield PC plant that utilizes an advanced MEAbased absorption system for CO2 capture and compression. For this techno-economic study, CCS’ GPS process replaces the MEA-based CO2 absorption system used in the original case. The objective of this study is to assess the performance of a full-scale GPS-based PCC design that is integrated with a supercritical PC plant similar to Case 12 of the DOE/NETL report, such that it corresponds to a nominal 550 MWe

    To reduce their sulfur emissions, many coal-fired electric power plants use wet flue-gas scrubbers. These scrubbers convert sulfur oxides into solid sulfate and sulfite sludge, which must then be disposed of. This sludge is a result of reacting limestone with sulfur dioxide to precipitate calcium sulfite and calcium sulfate. It consists of calcium sulfite (CaSO{sub 3}{circ}0.5H{sub 2}O), gypsum (CaSO{sub 4}{circ}2H{sub 2}O), and unreacted limestone (CaCO{sub 3}) or lime (Ca(OH)2), with miscellaneous objectionable impurities such as iron oxides, silicates, and magnesium, sodium, and potassium oxides or salts. These impurities prevent many sludges from being utilized as a replacement for natural gypsum, and as a result they must be disposed of in landfills, which presents a serious disposal problem. Knowledge of scrubber sludge characteristics is necessary for the development of purification technologies which will make it possible to directly utilize scrubber sludges rather than landfilling them. This project is studying the use of minimal-reagent froth flotation as the purification process, using the surface properties of the particles of unreacted limestone to remove them and their associated impurities from the material, leaving a purified calcium sulfite/gypsum product.

    This paper addresses the characterization of axial internal flaw found during inservice inspection of a pipe. J-integral distribution for various flaw shapes is obtained using line spring finite, element method. The peak J-value and its distribution across the crack is found to be characteristic feature of each shape. The triangular shape yields peak J-value away from the center, the point of depth. The elliptic approximation results in large overestimate of J-value for unsymmetric flaws. Triangular approximation is recommended for such flaws so that further service can be obtained from the component.

    CER Corp., Las Vegas, has recommended a rehabilitation program it believes could boost deliverability by 20% in a major gas field in China. This paper reports that the recommendations resulted from a 4 year, multimillion dollar study of Weiyuan field in Central China's Sichuan province. Sichuan province is China's major gas producing province, with current flow of about 671 MMcfd and potential recovery pegged at 280 tcf. China's government recently announced a shift in its exploration and development emphasis to natural gas (OGJ, Jan. 6, p. 30). Funded by World Bank, CER's study found that a workover program, infill drilling, and wellbore dewatering program could significantly increase reserves.

    This is the final report of a two-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop a natural-gas-powered natural-gas liquefier that has absolutely no moving parts and requires no electrical power. It should have high efficiency, remarkable reliability, and low cost. The thermoacoustic natural-gas liquefier (TANGL) is based on our recent invention of the first no-moving-parts cryogenic refrigerator. In short, our invention uses acoustic phenomena to produce refrigeration from heat, with no moving parts. The required apparatus comprises nothing more than heat exchangers and pipes, made of common materials, without exacting tolerances. Its initial experimental success in a small size lead us to propose a more ambitious application: large-energy liquefaction of natural gas, using combustion of natural gas as the energy source. TANGL was designed to be maintenance-free, inexpensive, portable, and environmentally benign.

    This report presents estimates of proved reserves of crude oil, natural gas, and natural gas liquids as of December 31, 1997, as well as production volumes for the US and selected States and State subdivisions for the year 1997. Estimates are presented for the following four categories of natural gas: total gas (wet after lease separation), nonassociated gas and associated-dissolved gas (which are the two major types of wet natural gas), and total dry gas (wet gas adjusted for the removal of liquids at natural gas processing plants). In addition, reserve estimates for two types of natural gas liquids, lease condensate and natural gas plant liquids, are presented.     Since 1985, Petroleum Development Oman (PDO) has been exploring for gas on behalf of the Government of Oman under a ten-year agreement signed in June 1984. The aim of the one-rig programme was to find additional non-associated gas reserves (3 TCF) to meet domestic energy requirements for a minimum of 40 years, for which the available reserves at that time (5.6 TCF) were insufficient. Initial results of the campaign, which principally targeted the Permian Khuff Formation, were disappointing, analogues to the major accumulations of the Arabian Gulf failing to materialise. During the second half of the programme, therefore, the strategy was revised to address the prospectivity of higher risk/higher reward plays recognised at greater depths. Well Saih Nihayda-24, drilled in 1989, found gas/condensate-bearing reservoirs in Cambro/Ordovician sandstones of the Andam Formation below 4000 metres. This discovery, in a seismically poorly defined anticline, sparked an intensive effort of 2D, and later 3D, long cable seismic acquisition. This led in 1991 to additional major gas/condensate finds in Saih Rawl and Barik, and a dedicated two-year two-rig appraisal campaign has since proven up sufficient reserves to support an LNG gas export scheme. The ten-year programme has more than tripled Oman`s non-associated gas expectation reserves to some 22 TCF, exceeding-the target more than five-fold. Significant potential for further gas discoveries identified in both North and South Oman provides encouragement for continued successful gas exploration in the future.

    The gas seal technology used in gas compressors has been successfully applied for emission-free sealing of liquid pumps in the past few years. The seals with pressurized gas supply systems are used as single or dual (tandem) seals. Gas seals, mainly as single seals, are frequently used as safety seals as well. Applying this non-contacting sealing system will result in reduced investment and operating cost. The paper discusses the sealing concept, operating performance, operating limits, gas-lubricated safety seals, field experience, and advantages.

    The fuel of choice for generating new power is and will continue over the next two decades to be natural gas. It is the fuel of choice because it is plentiful, environmentally acceptable, and relatively inexpensive. This paper reports that gas reserves on the North American continent continue to be discovered in amounts that may keep the gas bubble inflated far longer than currently estimated. New gas transportation capacity is actively being developed to overcome the capacity bottlenecks and deliverability shortfalls. Natural gas prices will probably remain stable (with expected CPI-related increases) for the short run (2-4 years), and probably will be higher than CPI increases thereafter.
