  8. US Department of Energy investments in natural gas R&D: An analysis of the gas industry proposal

    The natural gas industry has proposed an increase in the DOE gas R&D budget from about $100 million to about $250 million per year for each of the next 10 years. The proposal includes four programs: natural gas supplies, fuel cells, natural gas vehicles and stationary combustion systems. This paper is a qualitative assessment of the gas industry proposal and recommends a natural gas R&D strategy for the DOE. The methodology is a conceptual framework based on an analysis of market failures and the energy policy objectives of the DOE`s (1991) National Energy Strategy. This framework would assist the DOE in constructing an R&D portfolio that achieves energy policy objectives. The natural gas supply program is recommended to the extent that it contributes to energy price stability. Stationary combustion programs are supported on grounds of economic efficiency and environmental quality. The fuel cell program is supported on grounds of environmental quality. The natural gas vehicle program may potentially contribute to environmental quality and energy price stability. The R&D programs in natural gas vehicles and in fuel cells should be complemented with policies that encourage the commercialization and use of the technology, not merely its development.

  9. Capital investment requirements for greenhouse gas emissions mitigation in power generation on near term to century time scales and global to regional spatial scales

    Electrification plays a crucial role in cost-effective greenhouse gas emissions mitigation strategies. Such strategies in turn carry implications for financial capital markets. This paper explores the implication of climate mitigation policy for capital investment demands by the electric power sector on decade to century time scales. We go further to explore the implications of technology performance and the stringency of climate policy for capital investment demands by the power sector. Finally, we discuss the regional distribution of investment demands. We find that stabilizing GHG emissions will require additional investment in the electricity generation sector over and above investments that would be need in the absence of climate policy, in the range of 16 to 29 Trillion US$ (60-110%) depending on the stringency of climate policy during the period 2015 to 2095 under default technology assumptions. This increase reflects the higher capital intensity of power systems that control emissions. Limits on the penetration of nuclear and carbon capture and storage technology could increase costs substantially. Energy efficiency improvements can reduce the investment requirement by 8 to21 Trillion US$ (default technology assumptions), depending on climate policy scenario with higher savings being obtained under the most stringent climate policy. The heaviest investments in power generation were observed in the China, India, SE Asia and Africa regions with the latter three regions dominating in the second half of the 21st century.

  11. Control of Greenhouse Gas Emissions by Optimal DER Technology Investment and Energy Management in Zero-Net-Energy Buildings

    The U.S. Department of Energy has launched the commercial building initiative (CBI) in pursuit of its research goal of achieving zero-net-energy commercial buildings (ZNEB), i.e. ones that produce as much energy as they use. Its objective is to make these buildings marketable by 2025 such that they minimize their energy use through cutting-edge, energy-efficiency technologies and meet their remaining energy needs through on-site renewable energy generation. This paper examines how such buildings may be implemented within the context of a cost- or CO2-minimizing microgrid that is able to adopt and operate various technologies: photovoltaic modules (PV) and other on-site generation, heat exchangers, solar thermal collectors, absorption chillers, and passive/demand-response technologies. A mixed-integer linear program (MILP) that has a multi-criteria objective function is used. The objective is minimization of a weighted average of the building's annual energy costs and CO2 emissions. The MILP's constraints ensure energy balance and capacity limits. In addition, constraining the building's energy consumed to equal its energy exports enables us to explore how energy sales and demand-response measures may enable compliance with the ZNEB objective. Using a commercial test site in northernCalifornia with existing tariff rates and technology data, we find that a ZNEB requires ample PV capacity installed to ensure electricity sales during the day. This is complemented by investment in energy-efficient combined heat and power (CHP) equipment, while occasional demand response shaves energy consumption. A large amount of storage is also adopted, which may be impractical. Nevertheless, it shows the nature of the solutions and costs necessary to achieve a ZNEB. Additionally, the ZNEB approach does not necessary lead to zero-carbon (ZC) buildings as is frequently argued. We also show a multi-objective frontier for the CA example, whichallows us to estimate the needed technologies

    Theoretical studies on the relationship between incentive regulation and investment in network industries generally point out that incentive regulation has a negative impact on investment. However, empirical evidence in this area is scarce. An analysis suggests that in the Dutch electricity and gas networks since 2001, incentive regulation has ensured a more rational and professional approach towards investments, with investment levels coming down somewhat at the start of the regulation but picking up later on.     Although prediction of future natural gas supply is complicated by uncertainty in such variables as demand, liquefied natural gas supply price and availability, coalbed methane and gas shale development rate, and pipeline availability, all U.S. Energy Information Administration gas supply estimates to date have predicted that Unconventional gas sources will be the dominant source of U.S. natural gas supply for at least the next two decades (Fig. 1.1; the period of estimation). Among the Unconventional gas supply sources, Tight Gas Sandstones (TGS) will represent 50-70% of the Unconventional gas supply in this time period (Fig. 1.2). Rocky Mountain TGS are estimated to be approximately 70% of the total TGS resource base (USEIA, 2005) and the Mesaverde Group (Mesaverde) sandstones represent the principal gas productive sandstone unit in the largest Western U.S. TGS basins including the basins that are the focus of this study (Washakie, Uinta, Piceance, northern Greater Green River, Wind River, Powder River). Industry assessment of the regional gas resource, projection of future gas supply, and exploration programs require an understanding of reservoir properties and accurate tools for formation evaluation. The goal of this study is to provide petrophysical formation evaluation tools related to relative permeability, capillary pressure, electrical properties and algorithms for wireline log analysis. Detailed and accurate moveable gas-in-place resource assessment is most critical in marginal gas plays and there is need for quantitative tools for definition of limits on gas producibility due to technology and rock physics and for defining water saturation. The results of this study address fundamental questions concerning: (1) gas storage; (2) gas flow; (3) capillary pressure; (4) electrical properties; (5) facies and upscaling issues; (6) wireline log interpretation algorithms; and (7) providing a web-accessible database of advanced rock properties. Using the real options approach, we find a natural gas generation cost threshold that triggers DG investment. Furthermore, the consideration of operational flexibility by the microgrid increases DG investment, while the option to disconnect from the utility is not attractive. By allowing the electricity price to be stochastic, we next determine an investment threshold boundary and find that high electricity price volatility relative to that of natural gas generation cost delays investment while simultaneously increasing the value of the investment. We conclude by using this result to find the implicit option value of the DG unit when two sources of uncertainty exist.

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs)—both well-established investment structures—should be opened up to renewable energy investment. MLPs and, more recently, REITs have a proven track record for promoting oil, gas, and other traditional energy sources. When extended to renewable energy projects these tools will help promote growth, move renewables closer to subsidy independence, and vastly broaden the base of investors in America’s energy economy. The extension of MLPs and REITs to renewables enjoys significant support from the investment and clean energy communities. In addition, MLPs for renewables also enjoy bipartisan political backing in Congress.

    The ongoing deregulation of electricity industries worldwide is providing incentives for microgrids to use small-scale distributed generation (DG) and combined heat and power (CHP) applications via heat exchangers (HXs) to meet local energy loads. Although the electric-only efficiency of DG is lower than that of central-station production, relatively high tariff rates and the potential for CHP applications increase the attraction of on-site generation. Nevertheless, a microgrid contemplatingthe installation of gas-fired DG has to be aware of the uncertainty in the natural gas price. Treatment of uncertainty via real options increases the value of the investment opportunity, which then delays the adoption decision as the opportunity cost of exercising the investment option increases as well. In this paper, we take the perspective of a microgrid that can proceed in a sequential manner with DG capacity and HX investment in order to reduce its exposure to risk from natural gas price volatility. In particular, with the availability of the HX, the microgrid faces a tradeoff between reducing its exposure to the natural gas price and maximising its cost savings. By varying the volatility parameter, we find that the microgrid prefers a direct investment strategy for low levels of volatility and a sequential one for higher levels of volatility.

    Sometimes the greatest investment opportunities are in those areas where the least progress seems to be taking place. This report describes energy-based developments taking place in the Persian/Arabian Gulf. The 8 Gulf states are building their nations; each has large minority groups and swelling populations; their economies are built on one product (hydrocarbons). Large expatriate populations, being integrated into local societies and economies, have led to hostility and guarded access to contacts with the outside world.     In a traditional Black–Scholes market we develop a verification theorem for a general class of investment and consumption problems where the standard dynamic programming principle does not hold. The theorem is an extension of the standard Hamilton–Jacobi–Bellman equation in the form of a system of non-linear differential equations. We derive the optimal investment and consumption strategy for a mean-variance investor without pre-commitment endowed with labor income. In the case of constant risk aversion it turns out that the optimal amount of money to invest in stocks is independent of wealth. The optimal consumption strategy is given as a deterministic bang-bang strategy. In order to have a more realistic model we allow the risk aversion to be time and state dependent. Of special interest is the case were the risk aversion is inversely proportional to present wealth plus the financial value of future labor income net of consumption. Using the verification theorem we give a detailed analysis of this problem. It turns out that the optimal amount of money to invest in stocks is given by a linear function of wealth plus the financial value of future labor income net of consumption. The optimal consumption strategy is again given as a deterministic bang-bang strategy. We also calculate, for a general time and state dependent risk aversion function, the optimal investment and consumption strategy for a mean-standard deviation investor without pre-commitment. In that case, it turns out that it is optimal to take no risk at all.

    The US government supplies a major portion of the enriched uranium used to fuel most of the nuclear power plants that furnish electricity in the free world. As manager of the US uranium enrichment concern, the Department of Energy (DOE) is investigating a number of technological choices to improve enrichment service and remain a significant world supplier. The Congress will ultimately select a strategy for federal investment in the uranium enrichment enterprise. A fundamental policy choice between possible future roles - that of the free world's main supplier of enrichment services, and that of a mainly domestic supplier - will underlie any investment decision the Congress makes. The technological choices are gaseous diffusion, gas centrifuge, and atomic vapor laser isotope separation (AVLIS). A base plan and four alternatives were examined by DOE and the Congressional Budget Office. In terms of total enterprise costs, Option IV, ultimately relying on advanced gas centrifuges for enrichment services, would offer the most economic approach, with costs over the full projection period totaling $123.5 billion. Option III, ultimately relying on AVLIS without gas centrifuge enrichment or gaseous diffusion, falls next in the sequence, with costs of $128.2 billion.     The levels of investment needed to mobilize an energy system transformation and mitigate climate change are not known with certainty. This paper aims to inform the ongoing dialogue and in so doing to guide public policy and strategic corporate decision making. Within the framework of the LIMITS integrated assessment model comparison exercise, we analyze a multi-IAM ensemble of long-term energy and greenhouse gas emissions scenarios. Our study provides insight into several critical but uncertain areas related to the future investment environment, for example in terms of where capital expenditures may need to flow regionally, into which sectors they might be concentrated, and what policies could be helpful in spurring these financial resources. We find that stringent climate policies consistent with a 2C climate change target would require a considerable upscaling of investments into low-carbon energy and energy efficiency, reaching approximately $45 trillion (range: $30$75 trillion) cumulative between 2010 and 2050, or about $1.1 trillion annually. This represents an increase of some $30 trillion ($10$55 trillion), or $0.8 trillion per year, beyond what investments might otherwise be in a reference scenario that assumes the continuation of present and planned emissions-reducing policies throughout the world. In other words, a substantial "clean-energy investment gap" of some $800 billion/yr exists notably on the same order of magnitude as present-day subsidies for fossil energy and electricity worldwide ($523 billion). Unless the gap is filled rather quickly, the 2C target could potentially become out of reach.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    This report reviews and analyzes the recent electricity reforms in Argentina, Australia, and the United Kingdom (UK) to illustrate how different models of privatization and reform have worked in practice. This report also analyzes the motivations of the U.S. companies who have invested in the electricity industries in these countries, which have become the largest targets of U.S. foreign investment in electricity. Two calculations of foreign investment are used. One is the foreign direct investment series produced by the U.S. Department of Commerce. The other is based on transactions in electric utilities of the three countries. In principle, these benefits can be measured as a return on research investments, with appropriate consideration of time lags to research outcomes and attribution to private as well as public expenditure. With appropriate metrics, the same could be true for benefits to public health, environmental quality, and food productivity and security. Federal funding of research leads to the development of human capital that is deployed in a variety of occupations with economic and social impacts. Research also produces information that is used in formal (e.g., regulatory and judicial) and informal (e.g., firm and consumer) decision making processes. In addition to reviewing the range of work (by academics, consultants, and research agencies themselves) that has been done in measuring research outcomes and providing a forum to discuss their methods, this report also considers the different methodologies used across fields of research (e.g., agriculture and energy research) to identifies which are applicable to a range of federal S&T funding.

    We discuss energy efficiency and renewable energy investments in Eritrea from the strategic long-term economic perspective of meeting Eritrea's sustainable development goals and reducing greenhouse gas emissions. Energy efficiency and renewable energy are potentially important contributors to national productive capital accumulation, enhancement of the environment, expansion of energy services, increases in household standard of living, and improvements in health. In this study we develop a spreadsheet model for calculating some of the national benefits and costs of different levels of investment in energy efficiency and renewable energy. We then present the results of the model in terms of investment demand and investment scenario curves. These curves express the contribution that efficiency and renewable energy projects can make in terms of reduced energy sector operating expenses, and reduced carbon emissions. We provide demand and supply curves that show the rate of return, the cost of carbon emissions reductions vs. supply, and the evolution of the marginal carbon emissions per dollar of GDP for different investment levels and different fuel-type subsectors.

    Cleveland Tool and Machine (CTM) of Cleveland, Ohio in conjunction with Harrington Product Development Center (HPDC) of Cincinnati, Ohio have developed an advanced, dimensionally accurate, temperature-stable, energy-efficient and cost-effective material and process to manufacture patterns for the investment casting industry. In the proposed technology, FOPAT (aFOam PATtern material) has been developed which is especially compatible with the investment casting process and offers the following advantages: increased dimensional accuracy; increased temperature stability; lower cost per pattern; less energy consumption per pattern; decreased cost of pattern making equipment; decreased tooling cost; increased casting yield. The present method for investment casting is "the lost wax" process, which is exactly that, the use of wax as a pattern material, which is then melted out or "lost" from the ceramic shell. The molten metal is then poured into the ceramic shell to produce a metal casting. This process goes back thousands of years and while there have been improvements in the wax and processing technology, the material is basically the same, wax. The proposed technology is based upon an established industrial process of "Reaction Injection Molding" (RIM) where two components react when mixed and then "molded" to form a part. The proposed technology has been modified and improved with the needs of investment casting in mind. A proprietary mix of components has been formulated which react and expand to form a foam-like product. The result is an investment casting pattern with smooth surface finish and excellent dimensional predictability along with the other key benefits listed above.

    Venezuela`s enormous gas resource, combined with a new willingness to invite outside investment, could result in rapid growth in that industry into the next century. The development of liquefied natural gas exports will depend on the future course of gas prices in the US and Europe, but reserves are adequate to supply additional projects beyond the proposed Cristobal Colon project. Venezuela`s gas reserves are likely to increase if exploration for nonassociated gas is undertaken on a larger scale. The paper discusses gas reserves in Venezuela, internal gas markets, the potential for exports, competition from Trinidad, LNG export markets, and the encouragement of foreign investment in the gas industry of Venezuela.

    Popularly known as the Brazil/Bolivia Gas Deal, the project consists of a 20-year agreement to supply Bolivian natural gas to heavily industrialized southern Brazil. This is an inter-regional undertaking comparable in scope and significance to pipeline projects in Europe and the gas networks between the USA and Canada and Mexico. The Brazil/Boliviz agreement call foe a 10-month period to obtain financing and 30 months to build the 1,376 mile main pipeline, a job that will be undertaken individually by each country within its territory. The pipelines will meet at the border in Corumba. Aside from the main gasline, the 20-year agreement will also require the laying of 1,184 kilometers (736 miles) of additional feeder and distribution pipelines in Brazil, raising the total pipe mileage to 3,389 kilometers. Then there is the need to build the whole infrastructure for gas distribution facilities and to switch to gas to power the equipment in thousands of industrial plants, commercial establishments and residences. The total investment in this undertaking is estimated to surpass US$10 billion.

    In the methanation of feed gas comprising carbon monoxide and hydrogen in multiple stages, the feed gas, cold recycle gas and hot product gas is mixed in such proportions that the mixture is at a temperature sufficiently high to avoid carbonyl formation and to initiate the reaction and, so that upon complete reaction of the carbon monoxide and hydrogen, an excessive adiabatic temperature will not be reached. Catalyst damage by high or low temperatures is thereby avoided with a process that utilizes extraordinarily low recycle ratios and a minimum of investment in operating costs.

    Trinidad and Tobago's petroleum sector remains at a crossroads. While heavily reliant on oil and gas for domestic energy consumption and hard currency export earnings, the small Caribbean island nation faces some tough choices in reviving its hydrocarbon sector in the 1990s. Exploration and production of crude oil have stagnated in recent years, and domestic refinery utilization remains low at 36%. However, substantial natural gas reserves in Trinidad and Tobago offer the promise of a burgeoning natural gas based economy with an eye to liquefied natural gas and gas based petrochemical exports. Any solutions will involve considerable outlays by the government as well as a sizable infusion of capital by foreign companies. Therein lie some of the hard choices. The article describes the roles of oil and gas, foreign investment prospects, refining status, refining problems, gas sector foreign investment, and outlook for the rest of the 1990's.

    To provide analytic support of the U.S. Department of Energy's (DOE) Office of the Building Technology Program (BTP) we developed a comprehensive, straightforward Microsoft Excel-based tool to provide an open and objective comparison of the hundreds of investment opportunities available to BTP. We identified over 770 energy efficiency measures through literature review and expert interviews each of which was supported by peer-reviewed publication, laboratory testing, in-situ (i.e., "pilot") testing, engineering-macroeconomic analysis (e.g., through the technical support documents of BTP's Equipment and Appliance Standards Program), building-energy use modeling, or verified savings through mass adoption (e.g., utility or other energy efficiency programs).

    An Armco Inc. plant at Houston will save $160,000 a month in avoided fuel costs by burning waste gas produced in its blast furnace. The $5.3 million Schack boiler system will have a three-year payback and a 25% return on investment. Armco will apply both the 10% business investment and the 10% energy-conservation tax credits. Armco decided not to renew a natural gas contract after prices rose to over $4 per thousand cubic feet. There will be no economic benefits, however, until improvements in the economy warrant restarting the blast furnace, which has been idle since mid-June. (DCK)

    Pacific Northwest Laboratory (PNL) has analyzed how households in the Pacific Northwest financed their investments in energy conservation measures during the 1983-85 period, how they would finance their likely future investments, and related topics regarding conservation investments and financing. The information was collected through a stratified random telephone survey of householders conducted in October/November 1985 in the Bonneville Power Administration (BPA) service area in Idaho, Oregon, Washington and Western Montana. This information will be used by BPA to facilitate the planning, design, and implementation of relevant conservation programs such as the Residential Weatherization Program, and potential programs of bank and utility loans.

    For the Prudhoe Bay field, this preliminary analysis provides an indication that major gas sales using a gas pipeline/LNG plant scenario, such as Trans Alaska Gas System, or a gas-to-liquids process with the cost parameters assumed, are essentially equivalent and would be viable and profitable to industry and beneficial to the state of Alaska and the federal government. The cases are compared for the Reference oil price case. The reserves would be 12.7 BBO for the base case without major gas sales, 12.3 BBO and 20 Tcf gas for the major gas sales case, and 14.3 BBO for the gas-to-liquids conversion cases. Use of different parameters will significantly alter these results; e.g., the low oil price case would result in the base case for Prudhoe Bay field becoming uneconomic in 2002 with the operating costs and investments as currently estimated.

    The Tobin-Markowitz portfolio selection model is used to test two hypotheses: (1) the oil price increase of 1973-74 altered the structure of oil industry risks and returns in favor of certain types of research and investment; (2) the altered structure of risks and their correlations affected the allocation of funds to capital investment and research and development in the oil industry. To test these hypotheses, the efficient frontiers of investment and R and D projects for a representative firm in the oil industry are derived empirically, pre-embargo and post-embargo. In deriving the efficient frontiers, the Tobin-Markowitz model is altered to account for an asset whose supply to the industry if fixed and whose price is determined endogenously from the portfolio selection model itself. This asset is an offshore oil tract. The government fixes the supply of offshore oil tracts to the industry, for which the firms submit sealed bids. Because the returns to investment in offshore oil covary with the returns to other types of industry investment and R and D, firms determine the price to bid for a tract in conjunction with the allocation of funds to all of the firm's projects. Both the actual expenditure shares by the industry and those predicted by the model showed an increased share of the portfolio devoted to offshore oil investment and a decreased share to other projects after the embargo.

    The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

    After more than 4 decades of studies, plans, and shelved projects, the proposed Bolivia-Brazil gas pipeline is finally about to get off the ground. The 3,700 km gas pipeline will require an investment of at least $2 billion and is viewed by many as a litmus test for the developing gas market and energy integration of South America`s Southern Cone countries. Overall, industry officials see eventual emergence of two large integrated gas grids serving South America: one for the northern countries and another for the Southern Cone. This will enable the six countries with gas surplus to their needs to export the surplus to neighboring, gas-short countries. The northern gas-long countries are Venezuela, Colombia, and Trinidad and Tobago; those in the Southern Cone are Argentina, Bolivia, and Peru. These Smart Grid evaluations are sequentially ordered, resulting in a series of incremental hard dollar benefits. Hard dollar benefits come from improved efficiency, delaying large capital equipmentmore » investments, shortened storm restoration times, and reduced customer energy use. Analyses used in the evaluation involve hourly power flow analysis over multiple years and Monte Carlo simulations of switching operations during storms using a reconfiguration for restoration algorithm.     This study examines recent trends in the profitability, risk, and funds sources and uses of major private petroleum firms, most of which are based in the US. The study finds little evidence that major oil and gas producers and their investors earned excessive or windfall returns above normal market levels during and after the 1973-74 oil embargo. It also produces evidence that financial risks in the petroleum sector are increasing, spurred on by heavier use of debt financing and the search for oil and gas in more-remote locations. A growth in capital investment has been made possible by sharply increasing the industry's drawings on external funds, principally through the issuance of debt securities, and reducing asset liquidity. Financial trends of this nature bear close watching because they have a direct bearing on the long-run growth and viability of individual petroleum producers. The pursuit of increased independence from foreign sources of oil and gas requires that industry net earnings be sufficient to cover growing domestic needs. 33 references. 5 tables.

    In this study, the alloy shrinkage factors were obtained for the investment casting of 17-4PH stainless steel parts. For the investment casting process, unfilled wax and fused silica with a zircon prime coat were used for patterns and shell molds, respectively.     Despite differences between the most recent round of acquisitions and previous minerals investments by the petroleum industry, the current trend of takeovers builds upon the history of oil's involvement in mining. In particular, takeovers continue to concentrate on uranium, coal, and copper. A number of petroleum firms also have obtained gold, silver, molybdenum, nickel, and other minerals assets. There is no discernible pattern to oil industry ownership of these incidental holdings, the markets for which are not much affected by the activities of petroleum companies.     There is a definite need for the US government to provide leadership for research in gas hydrates and to coordinate its activities with academia, industry, private groups, federal agencies, and their foreign counterparts. In response to this need, the DOE Morgantown Energy Technology Center implemented a gas hydrates R and D program. Understanding the resource will be achieved through: assessment of current technology; characterization of gas hydrate geology and reservoir engineering; and development of diagnostic tools and methods. Research to date has focused on geology. As work progressed, areas where gas hydrates are likely to occur were identified, and specific high potential areas were targeted for future detailed investigation. Initial research activities involved the development of the Geologic Analysis System (GAS); which will provide, through approximately 30 software packages, the capability to manipulate and correlate several types of geologic and petroleum data into maps, graphics, and reports. Preliminary mapping of hydrate prospects for the Alaskan North Slope is underway. Geological research includes physical system characterization which focuses on creating synthetic methane hydrates and developing synthetic hydrate cores using tetrahydrofuran, consolidated rock cores, frost base mixtures, water/ice base mixtures, and water base mixtures. Laboratory work produced measurements of the sonic velocity and electrical resistivity of these synthetic hydrates. During 1983, a sample from a natural hydrate core recovered from the Pacific coast of Guatemala was tested for these properties by METC. More recently, a natural hydrate sample from the Gulf of Mexico was also acquired and testing of this sample is currently underway. In addition to the development of GAS, modeling and systems analysis work focused on the development of conceptual gas hydrate production models. 16 figs., 6 tabs.

The opening is defined during an investment casting process by a ceramic pedestal (38) which is positioned between a ceramic core (32) and a surrounding ceramic casting shell (48). The pedestal provides mechanical support for the ceramic core during both wax and molten metal injection steps of the investment casting process.

    The Annual Energy Outlook 2007 reference case projects that an Alaska natural gas pipeline will go into operation in 2018, based on the Energy Information Administration's current understanding of the projects time line and economics. There is continuing debate, however, about the physical configuration and the ownership of the pipeline. In addition, the issue of Alaskas oil and natural gas production taxes has been raised, in the context of a current market environment characterized by rising construction costs and falling natural gas prices. If rates of return on investment by producers are reduced to unacceptable levels, or if the project faces significant delays, other sources of natural gas, such as unconventional natural gas production and liquefied natural gas imports, could fulfill the demand that otherwise would be served by an Alaska pipeline.

    A gas sensor is described which incorporates a sensor stack comprising a first film layer of a ferromagnetic material, a spacer layer, and a second film layer of the ferromagnetic material. The first film layer is fabricated so that it exhibits a dependence of its magnetic anisotropy direction on the presence of a gas, That is, the orientation of the easy axis of magnetization will flip from out-of-plane to in-plane when the gas to be detected is present in sufficient concentration. By monitoring the change in resistance of the sensor stack when the orientation of the first layer's magnetization changes, and correlating that change with temperature one can determine both the identity and relative concentration of the detected gas. In one embodiment the stack sensor comprises a top ferromagnetic layer two mono layers thick of cobalt deposited upon a spacer layer of ruthenium, which in turn has a second layer of cobalt disposed on its other side, this second cobalt layer in contact with a programmable heater chip.

    Very few companies in the US natural gas industry are confident in their ability to compete effectively in the brave new world of deregulation. Boston Consulting Group recently conducted an internal study to help the industry think about its future and identify models for success in this new environment. The authors examined the historical performance of 800 companies using several shareholder-value indicators, including cash-flow returns on investment, a measure of cash returns on cash invested that correlates closely to share price. Based on that review and discussions with investment managers and industry analysts, the authors were able to focus on a handful of companies that actually have thrived and created value against the difficult landscape of the past decade. Interviews with their senior executives provided important strategic and operational insights.
