    In preparation for oil and gas lease sales on the outer continental shelf offshore of North Carolina, the Minerals Management Service was requested to investigate the potential transport and impacts of oil spilled offshore. The Gulf Stream and associated eddies are an important aspect of the transport. Although the speed and location of the Gulf Stream are reasonably well known, knowledge of the meanders of the Gulf Stream is limited. How the circulatory structure and movement of associated frontal eddies and filaments affect the North Carolina coastal waters is not clear. This study investigates the interactions of these circulatory elements and follows the evolution of frontal eddies as they migrate along the North Carolina coast.

    The free-electron laser (FEL) simulation code FRED, developed at Lawrence Livermore National Laboratory (LLNL) primarily to model single-pass FEL amplifiers driven by induction linear accelerators, is described. The main emphasis is on the modeling of optical propagation in the laser and on the differences between the requirements for modeling rf-linac-driven vs. induction-linac-driven FELs. Examples of optical guiding and mode cleanup are presented for a 50 ..mu..m FEL.

    Optical emission spectra from high-purity Np-237 were generated with a glovebox-enclosed inductively coupled plasma (ICP) source. Spectra covering the 230-700 nm wavelength range are presented along with general commentary on the methodology used in collecting the data. The Ames Laboratory Nuclear Safeguards and Security Program has been charged with the task of developing optical spectroscopic methods to analyze the composition of spent nuclear fuels. Such materials are highly radioactive even after prolonged 'cooling' and are chemically complex. Neptunium (Np) is a highly toxic by-product of nuclear power generation and is found, in low abundance, in spent nuclear fuels. This atlas of the optical emission spectrum of Np, as produced by an inductively coupled plasma (ICP) spectroscopic source, is part of a general survey of the ICP emission spectra of the actinide elements. The ICP emission spectrum of the actinides originates almost exclusively from the electronic relaxation of excited, singly ionized species. Spectral data on the Np ion emission spectrum (i.e., the Np II spectrum) have been reported by Tomkins and Fred [1] and Haaland [2]. Tomkins and Fred excited the Np II spectrum with a Cu spark discharge and identified 114 Np lines in the 265.5 - 436.3 nm spectral range. Haaland, who corrected some spectral line misidentifications in the work of Tomkins and Fred, utilized an enclosed Au spark discharge to excite the Np II spectrum and reported 203 Np lines within the 265.4 - 461.0 nm wavelength range.

    Advanced Radiographic Capability (ARC) project at the National Ignition Facility (NIF) is designed to produce energetic, ultrafast x-rays in the range of 70-100 keV for backlighting NIF targets. The chirped pulse amplification (CPA) laser system will deliver kilo-Joule pulses at an adjustable pulse duration from 1 ps to 50 ps. System complexity requires sophisticated simulation and modeling tools for design, performance prediction, and comprehension of experimental results. We provide a brief overview of ARC, present our main modeling tools, and describe important performance predictions. The laser system (Fig. 1) consists of an all-fiber front end, including chirped-fiber Bragg grating (CFBG) stretchers. The beam after the final fiber amplifier is split into two apertures and spatially shaped. The split beam first seeds a regenerative amplifier and is then amplified in a multi-pass Nd:glass amplifier. Next, the preamplified chirped pulse is split in time into four identical replicas and injected into one NIF Quad. At the output of the NIF beamline, each of the eight amplified pulses is compressed in an individual, folded, four-grating compressor. Compressor grating pairs have slightly different groove densities to enable compact folding geometry and eliminate adjacent beam cross-talk. Pulse duration is adjustable with a small, rack-mounted compressor in the front-end. We use non-sequential ray-tracing software, FRED for design and layout of the optical system. Currently, our FRED model includes all of the optical components from the output of the fiber front end to the target center (Fig. 2). CAD designed opto-mechanical components are imported into our FRED model to provide a complete system description. In addition to incoherent ray tracing and scattering analysis, FRED uses Gaussian beam decomposition to model coherent beam propagation. Neglecting nonlinear effects, we can obtain a nearly complete frequency domain description of the ARC beam at different stages

    In FY2014 our group completed and documented analysis of new Accident Tolerant Fuel (ATF) concepts using BISON. We have modeled the viability of moving from Zircaloy to stainless steel cladding in traditional light water reactors (LWRs). We have explored the reactivity penalty of this change using the MCNP-based burnup code Monteburns, while attempting to minimize this penalty by increasing the fuel pellet radius and decreasing the cladding thickness. Fuel performance simulations using BISON have also been performed to quantify changes to structural integrity resulting from thinner stainless steel claddings. We account for thermal and irradiation creep, fission gas swelling, thermal swelling and fuel relocation in the models for both Zircaloy and stainless steel claddings. Additional models that account for the lower oxidation stainless steel APMT are also invoked where available. Irradiation data for HT9 is used as a fallback in the absence of appropriate models. In this study the isotopic vectors within each natural element are varied to assess potential reactivity gains if advanced enrichment capabilities were levied towards cladding technologies. Recommendations on cladding thicknesses for a robust cladding as well as the constitutive components of a less penalizing composition are provided. In the first section (section 1-3), we present results accepted for publication in the 2014 TOPFUEL conference regarding the APMT/UO₂ ATF concept (J. Galloway & C. Unal, Accident Tolerant and Neutronically Favorable LWR Cladding, Proceedings of WRFPM 2014, Sendai, Japan, Paper No.1000050). Next we discuss our preliminary findings from the thermo-mechanical analysis of UN-U₃Si₅ fuel with APMT clad. In this analysis we used models developed from limited data that need to be updated when the irradiation data from ATF-1 test is available. Initial results indicate a swelling rate less than 1.5% is needed to prevent excessive clad stress.

    Task A - Theory Research in theoretical physics in the Department of Physics at the University of Cincinnati has been funded by the U.S. Department of Energy starting in 1984. Professors Peter Suranyi, Louis Witten, Fred Mansouri, L.C.R. Wijewardhana, Alexander Kagan and Philip Argyres have served as P.I.'s of the Cincinnati DOE theory task. Task B - Heavy Flavor Physics Research in experimental particle physics in the Department of Physics at the University of Cincinnati has been funded by the U.S. Department of Energy since 1999. Professor Kay Kinoshita has served as P.I. on Task B since its inception. Task C - Neutrinos Over the past three years, Task C has been measuring the properties of neutrinos with the MiniBooNE and Daya Bay detectors and building two new neutrino experiments: MicroBooNE and LArIAT. In addition, the PI (Randy Johnson) has joined the long leadtime experiment, LBNE, and has participated in the R&D report for CHiPs. Results and progress on each of these experiments will be summarized below.

    We present new images and photometry of the massive star-forming complex Cygnus X obtained with the Infrared Array Camera (IRAC) and the Multiband Imaging Photometer for Spitzer (MIPS) on board the Spitzer Space Telescope. A combination of IRAC, MIPS, UKIRT Deep Infrared Sky Survey, and Two Micron All Sky Survey data are used to identify and classify young stellar objects (YSOs). Of the 8231 sources detected exhibiting infrared excess in Cygnus X North, 670 are classified as class I and 7249 are classified as class II. Using spectra from the FAST Spectrograph at the Fred L. Whipple Observatory and Hectospec on the MMT, we spectrally typed 536 sources in the Cygnus X complex to identify the massive stars. We find that YSOs tend to be grouped in the neighborhoods of massive B stars (spectral types B0 to B9). We present a minimal spanning tree analysis of clusters in two regions in Cygnus X North. The fraction of infrared excess sources that belong to clusters with {>=}10 members is found to be 50%-70%. Most class II objects lie in dense clusters within blown out H II regions, while class I sources tend to reside in more filamentary structures along the bright-rimmed clouds, indicating possible triggered star formation.

    We describe the modeling of an induction-linac based free-electron laser (IFEL) amplifier for producing multimegawatt levels of microwave power. We have used the Lawrence Livermore National Laboratory (LLNL) free-electron laser simulation code, FRED, and the simulation code for sideband calculations, GINGER for this study. For IFEL amplifiers in the frequency range of interest (200 to 600 GHz), we have devised a wiggler design strategy which incorporates a tapering algorithm that is suitable for free-electron laser (FEL) systems with moderate space-charge effects and that minimizes spontaneous noise growth at frequencies below the fundamental, while enhancing the growth of the signal at the fundamental. In addition, engineering design considerations of the waveguide wall loading and electron beam fill factor in the waveguide set limits on the waveguide dimensions, the wiggler magnet gap spacing, the wiggler period, and the minimum magnetic field strength in the tapered region of the wiggler. As an example, we shall describe an FEL amplifier designed to produce an average power of about 10 MW at a frequency of 280 GHz to be used for electron cyclotron resonance heating of tokamak fusion devices. 17 refs., 4 figs.

  14. GREEN + IDMaps: A practical soulution for ensuring fairness in a biased internet

    GREEN is a proactive queue-management (PQM) algorithm that removes TCP's bias against connections with longer round-trip times, while maintaining high link utilization and low packet-loss. GREEN applies knowledge of the steady-state behavior of TCP connections to proactively drop packets, thus preventing congestion from ever occurring. As a result, GREEN ensures much higher fairness between flows than other active queue management schemes like Flow Random Early Drop (FRED) and Stochastic Fair Blue (SFB), which suffer in topologies where a large number of flows have widely varying round-trip times. GREEN'S performance relies on its ability to gauge a flow's round-trip time (RTT). In previous work, we presented results for an ideal GREEN router which has accurate RTT information for a flow. In this paper, we present a practical solution based on IDMaps, an Internet distance-estimation service, and compare its performance to an ideal GREEN router. We show that a solution based on IDMaps is practical and maintains high fairness and link utilization, and low packet-loss rates.

    We present a densely sampled, homogeneous set of light curves of 64 low-redshift (z ? 0.05) stripped-envelope supernovae (SNe of Type IIb, Ib, Ic, and Ic-BL). These data were obtained between 2001 and 2009 at the Fred L. Whipple Observatory (FLWO) on Mount Hopkins in Arizona, with the optical FLWO 1.2 m and the near-infrared (NIR) Peters Automated Infrared 1.3 m telescopes. Our data set consists of 4543 optical photometric measurements on 61 SNe, including a combination of U BV RI, U BV r{sup ?}i{sup ?}, and u{sup ?} BV r{sup ?}i{sup ?}, and 1919 JHK{sub s} NIR measurements on 25 SNe. This sample constitutes the most extensive multi-color data set of stripped-envelope SNe to date. Our photometry is based on template-subtracted images to eliminate any potential host-galaxy light contamination. This work presents these photometric data, compares them with data in the literature, and estimates basic statistical quantities: date of maximum, color, and photometric properties. We identify promising color trends that may permit the identification of stripped-envelope SN subtypes from their photometry alone. Many of these SNe were observed spectroscopically by the Harvard-Smithsonian Center for Astrophysics (CfA) SN group, and the spectra are presented in a companion paper. A thorough exploration that combines the CfA photometry and spectroscopy of stripped-envelope core-collapse SNe will be presented in a follow-up paper.

  20. Water resources development in Santa Clara Valley, California: insights into the human-hydrologic relationship

    Groundwater irrigation is critical to food production and, in turn, to humankind's relationship with its environment. The development of groundwater in Santa Clara Valley, California during the early twentieth century is instructive because (1) responses to unsustainable resource use were largely successful; (2) the proposals for the physical management of the water, although not entirely novel, incorporated new approaches which reveal an evolving relationship between humans and the hydrologic cycle; and (3) the valley serves as a natural laboratory where natural (groundwater basin, surface watershed) and human (county, water district) boundaries generally coincide. Here, I investigate how water resources development and management in Santa Clara Valley was influenced by, and reflective of, a broad understanding of water as a natural resource, including scientific and technological innovations, new management approaches, and changing perceptions of the hydrologic cycle. Market demands and technological advances engendered reliance on groundwater. This, coupled with a series of dry years and laissez faire government policies, led to overdraft. Faith in centralized management and objective engineering offered a solution to concerns over resource depletion, and a group dominated by orchardists soon organized, fought for a water conservation district, and funded an investigation to halt the decline of well levels. Engineer Fred Tibbetts authored an elaborate water salvage and recharge plan that optimized the local water resources by integrating multiple components of the hydrologic cycle. Informed by government investigations, groundwater development in Southern California, and local water law cases, it recognized the limited surface storage possibilities, the spatial and temporal variability, the relatively closed local hydrology, the interconnection of surface and subsurface waters, and the value of the groundwater basin for its storage, transportation, and treatment

  1. Biologically based multistage modeling of radiation effects

    This past year we have made substantial progress in modeling the contribution of homeostatic regulation to low-dose radiation effects and carcinogenesis. We have worked to refine and apply our multistage carcinogenesis models to explicitly incorporate cell cycle states, simple and complex damage, checkpoint delay, slow and fast repair, differentiation, and apoptosis to study the effects of low-dose ionizing radiation in mouse intestinal crypts, as well as in other tissues. We have one paper accepted for publication in ''Advances in Space Research'', and another manuscript in preparation describing this work. I also wrote a chapter describing our combined cell-cycle and multistage carcinogenesis model that will be published in a book on stochastic carcinogenesis models edited by Wei-Yuan Tan. In addition, we organized and held a workshop on ''Biologically Based Modeling of Human Health Effects of Low dose Ionizing Radiation'', July 28-29, 2005 at Fred Hutchinson Cancer Research Center in Seattle, Washington. We had over 20 participants, including Mary Helen Barcellos-Hoff as keynote speaker, talks by most of the low-dose modelers in the DOE low-dose program, experimentalists including Les Redpath (and Mary Helen), Noelle Metting from DOE, and Tony Brooks. It appears that homeostatic regulation may be central to understanding low-dose radiation phenomena. The primary effects of ionizing radiation (IR) are cell killing, delayed cell cycling, and induction of mutations. However, homeostatic regulation causes cells that are killed or damaged by IR to eventually be replaced. Cells with an initiating mutation may have a replacement advantage, leading to clonal expansion of these initiated cells. Thus we have focused particularly on modeling effects that disturb homeostatic regulation as early steps in the carcinogenic process.     I attended the meeting yesterday in Hartford, Conn. I thank you for the opportunity to speak during the public comment period. I thanked the moderator, Fred Hanson, for bringing up the option of Conservation and Energy Efficiency to the last panel. The following are the comments I presented. I would first like to say that the Northeast does not have an energy supply problem. The problem that we have is a demand/supply issue. If the problem is only referred to as a supply problem then only supply solutions will be looked at. When we talk about meeting our energy needs, the conversation should start with: 1st Conservation 2nd Energy Efficiency …..and if we have a concern about Climate Change 3rd Renewables 4th Polluting technologies such as Fossil Fuels and Nuclear If we do not implement this list in the above order we will leave a very different climate and a planet that is difficult to live on for our children. I would next like to illustrate the power of Conservation, Energy Efficiency and Renewables. Two years ago my wife and I had the good fortune to be chosen to participate in the National Grid Deep Energy Retrofit Pilot Program. Thank you to National Grid and the state of Massachusetts. By super insulating and air sealing our house, installing an air-source heat pump and a 2.4kW solar system, along with practicing conservation, our total energy bill for last year was $60, which equals 300 pounds of CO2 equivalent. This includes this past winter with its "polar vortex". Conservation, Efficiency and Renewables have been mentioned by a few of the presenters today. We need to bring Conservation, Efficiency and Renewables to center stage to solve our energy needs. Recommendations: 1. Institute to a greater extent "Peak Load Shaving". 2. Make it mandatory that all buildings that are built are Zero Net Energy or Zero Plus Energy. 3. Institute a more aggressive "Time of Use" Electric and Gas Metering System that Mr Reilly of the Vermont Electric Power Company
