    We describe the cosmological dynamics of perfect fluids within the framework of effective field theories. The effective action is a derivative expansion whose terms are selected by the symmetry requirements on the relevant long-distance degrees of freedom, which are identified with comoving coordinates. The perfect fluid is defined by requiring invariance of the action under internal volume-preserving diffeomorphisms and general covariance. At lowest order in derivatives, the dynamics is encoded in a single function of the entropy density that characterizes the properties of the fluid, such as the equation of state and the speed of sound. This framework allows a neat simultaneous description of fluid and metric perturbations. Longitudinal fluid perturbations are closely related to the adiabatic modes, while the transverse modes mix with vector metric perturbations as a consequence of vorticity conservation. This formalism features a large flexibility which can be of practical use for higher order perturbation theory and cosmological parameter estimation.

    A near-perfect grating rhomb enables an output beam to be diffracted to an angle offset from the input beam. The correcting grating is tipped relative to the dispersing grating to provide the offset angle. The correcting grating is further provided with a groove spacing which differs from the dispersing grating groove space by an amount effective to substantially remove angular dispersion in the output beam. A near-perfect grating rhomb has the capability for selective placement in a FEL to suppress sideband instabilities arising from the FEL.

    In July 1991, a 65-ton electric chiller was in need of major repair at NutraSweet's R and D facility outside of Chicago. Instead of automatically repairing or replacing that chiller, NutraSweet engineers Larry Aubry and Gerald Schwartz began to look at other alternatives. What they discovered was that a natural gas absorption chiller was a cost-effective, environmentally safe alternative effective, environmentally safe alternative perfectly suited for their application. The benefits for NutraSweet are straightforward: energy bills have been cut by more than [dollar sign]70,000 annually, existing boiler capacity is better utilized, existing electrical cooling system life is extended, maintenance costs are reduced, and no-ozone-depleting CFCs are utilized by the natural gas chiller. Simple payback on the unit, originally expected to be almost four years, has been reduced to closer to three.

    For nearly fifty years the US held a dominant position in research and development in the free world. The situation has changed dramatically in the last decade. Countries around the world realize that to foster sustainable economic growth, they must build and maintain a foundation in science and technology. The time in which a country could base its gross national product solely on extraction of raw materials or on people-intensive manufacturing is drawing to a close. The funding for research and development has been growing in the rest of the world, while US expenditures have not kept pace. In 1961, the United States funded 71 `?40 of the world's R&D. It is estimated that the US contribution to research and development fimding today has reached the 3 3o/0 level, and will drop to 26o/0 of the world's total by 2003.1 In 1981 US government spending per capita on non-defense research and development was nearly fifty percent above our major competitors; by 2002 it is projected to be f@ percent below them.2 This trend has a profound impact on how research and development institutions in the United States plan for their future technical growth. Sandia National Laboratories, as one of the largest US-government tided research establishments, has been watching this trend for some time. %ndi~ focusing on the Laboratories' missions in nuclear weapons and related defense systems, energy security, environmental integrity, and emerging national challenges, is committed to bringing the best in world-class technology to bear on the nation's problems. We realize maintaining our state-of-the-art technolo=~ base requires we look not only to domestic sources in universities, industries and other laboratories, but also to sources overseas. The realization that we must be "worldwide gatherers of technology" has led Sandia National Laboratories to consider the question of international partnering in some detaiI.     In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

    All-dielectric metamaterials offer a potential low-loss alternative to plasmonic metamaterials at optical frequencies. In this paper, we take advantage of the low absorption loss as well as the simple unit cell geometry to demonstrate large-scale (centimeter-sized) all-dielectric metamaterial perfect reflectors made from silicon cylinder resonators. These perfect reflectors, operating in the telecommunications band, were fabricated using self-assembly based nanosphere lithography. In spite of the disorder originating from the self-assembly process, the average reflectance of the metamaterial perfect reflectors is 99.7% at 1530 nm, surpassing the reflectance of metallic mirrors. Moreover, the spectral separation of the electric and magnetic resonances canmore » be chosen to achieve the required reflection bandwidth while maintaining a high tolerance to disorder. Finally, the scalability of this design could lead to new avenues of manipulating light for low-loss and large-area photonic applications.« less

    Starting in October 2008, Illinois Institute of Technology (IIT), in collaboration with over 20 participating members, led an extensive effort to develop, demonstrate, promote, and commercialize a microgrid system and offer supporting technologies that will achieve Perfect Power at the main campus of IIT. A Perfect Power system, as defined by the Galvin Electricity Initiative (GEI), is a system that cannot fail to meet the electric needs of the individual end-user. The Principle Investigator of this Perfect Power project was Dr. Mohammad Shahidehpour, Director of the Robert W. Galvin Center for Electricity Innovation at IIT. There were six overall objectives of the Perfect Power project: (1) Demonstrate the higher reliability introduced by the microgrid system at IIT; (2) Demonstrate the economics of microgrid operations; (3) Allow for a decrease of fifty percent (50%) of grid electricity load; (4) Create a permanent twenty percent (20%) decrease in peak load from 2007 level; (5) Defer planned substation through load reduction; (6) Offer a distribution system design that can be replicated in urban communities.

    Enhancement and manipulation of light absorption in graphene is a significant issue for applications of graphene-based optoelectronic devices. In order to achieve this purpose in the visible region, we demonstrate a design of a graphene optical absorber inspired by metal-dielectric-metal metamaterial for perfect absorption of electromagnetic waves. The optical absorbance ratios of single and three atomic layer graphene are enhanced up to 37.5% and 64.8%, respectively. The graphene absorber shows polarization-dependence and tolerates a wide range of incident angles. Furthermore, the peak position and bandwidth of graphene absorption spectra are tunable in a wide wavelength range through a specific structural configuration. These results imply that graphene in combination with plasmonic perfect absorbers have a promising potential for developing advanced nanophotonic devices.

    We present a general formulation of the theory for a non-minimally coupled perfect fluid in which both conformal and disformal couplings are present. We discuss how such non-minimal coupling is compatible with the assumptions of a perfect fluid and derive both the Einstein and the fluid equations for such model. We found that, while the Euler equation is significantly modified with the introduction of an extra force related to the local gradients of the curvature, the continuity equation is unaltered, thus allowing for the definition of conserved quantities along the fluid flow. As an application to cosmology and astrophysics we compute the effects of the non-minimal coupling on a Friedmann-Lemaȋtre-Robertson-Walker metric at both background and linear perturbation level and on the Newtonian limit of our theory.

    We experimentally demonstrate that perfect electromagnetic absorption can be realized in the one-atom thick graphene. Employing coherent illumination in the waveguide system, the absorbance of the unpatterned graphene monolayer is observed to be greater than 94% over the microwave X-band, 7–13 GHz, and to achieve a full absorption, >99% in experiment, at ∼8.3 GHz. In addition, the absorption characteristic manifests equivalently a wide range of incident angle. The experimental results agree very well with the theoretical calculations. Our work accomplishes the broadband, wide-angle, high-performance absorption in the thinnest material with simple configuration.

    A metamaterial perfect absorber consisting of a tri-layer (Al/ZnS/Al) metal-dielectric-metal system with top aluminium nano-disks was fabricated by laser-interference lithography and lift-off processing. The metamaterial absorber had peak resonant absorbance at 1090 nm and showed nonlinear absorption for 600ps laser pulses at 1064 nm wavelength. A nonlinear saturation of reflectance was measured to be dependent on the average laser power incident and not the peak laser intensity. The nonlinear behaviour is shown to arise from the heating due to the absorbed radiation and photo-thermal changes in the dielectric properties of aluminium. The metamaterial absorber is seen to be damage resistant at large laser intensities of 25 MW/cm{sup 2}.

    The shear viscosity to entropy density ratio, {eta}/s, characterizes how perfect a fluid is. We calculate the leading order {eta}/s of a gluon plasma in perturbation using the kinetic theory. The leading order contribution only involves the elastic gg{r_reversible}gg (22) process and the inelastic gg{r_reversible}ggg (23) process. The hard-thermal-loop (HTL) treatment is used for the 22 matrix element, while the exact matrix element in vacuum is supplemented by the gluon Debye mass insertion for the 23 process. Also, the asymptotic mass is used for the external gluons in the kinetic theory. The errors from not implementing HTL and the Landau-Pomeranchuk-Migdal effect in the 23 process, and from the uncalculated higher order corrections, are estimated. Our result smoothly connects the two different approximations used by Arnold, Moore, and Yaffe (AMY) and Xu and Greiner (XG). At small {alpha}{sub s} ({alpha}{sub s}<<1), our result is closer to AMY's collinear result while at larger {alpha}{sub s} the finite angle noncollinear configurations become more important and our result is closer to XG's soft bremsstrahlung result. In the region where perturbation is reliable ({alpha}{sub s} < or approx. 0.1), we find no indication that the proposed perfect fluid limit {eta}/s{approx_equal}1/(4{pi}) can be achieved by perturbative QCD alone. Whether this can be achieve for {alpha}{sub s} > or approx. 0.1 is still an open question.

    High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. Partnering can help bridge the cross-functional aspects of the systems approach and achieve performance-based criteria. Critical success factors for partnering include support from top management, mutual trust, effective and open communication, effective coordination around common goals, team building, appropriate use of an outside facilitator, a partnering charter progress toward common goals, an effective problem-solving process, long-term commitment, continuous improvement, and a positive experience for all involved.

    Construction partnering has been used on many government and private construction projects for at least a decade while environmental partnering at federal facilities has only recently received some attention. The Federal government is exploring how to implement the concepts of environmental partnering at federal facilities. It appears that some federal facilities are utilizing partnering concepts while others are not. Environmental partnering as a federal facility consists of a cooperative effort by all facility stakeholders working as a team to achieve the goal of environmental restoration. The regulatory members must join with other stakeholders in dealing with environmental issues in a timely manner. The key elements of environmental partnering are: commitment, trust, common goals, timely response and continuous evaluation. The partnering process is only a guide since each project or program is unique and the stakeholder will vary requiring a tailored partnering approach. The process consists of: early preparation, identification of stakeholders, management commitments, kick-off meeting or workshop and periodic evaluations. This paper presents the concepts of environmental partnering, including benefits, stakeholders, and the environmental partnering process. It also discusses examples of construction partnering and environmental partnering.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. This guide is intended for use by all parties associated in the design and construction of high performance homes. It serves as a starting point and features initial tools and resources for teams to collaborate to continually improve the energy efficiency and durability of new houses.

    We describe the spherically symmetric steady-state accretion of perfect fluid in the Reissner-Nordstroem metric. We present analytic solutions for accretion of a fluid with linear equations of state and of the Chaplygin gas. We also show that under reasonable physical conditions, there is no steady-state accretion of a perfect fluid onto a Reissner-Nordstroem naked singularity. Instead, a static atmosphere of fluid is formed. We discuss a possibility of violation of the third law of black hole thermodynamics for a phantom fluid accretion.

    Because of the inevitable depletion of fossil fuels and the corresponding release of carbon to the environment, the global energy future is complex. Some of the consequences may be politically and economically disruptive, and expensive to remedy. For the next several centuries, fuel requirements will increase with population, land use, and ecosystem degradation. Current or projected levels of aggregated energy resource use will not sustain civilization as we know it beyond a few more generations. At the same time, issues of energy security, reliability, sustainability, recoverability, and safety need attention. We supply a top-down, qualitative model--the surety model--to balance expenditures of limited resources to assure success while at the same time avoiding catastrophic failure. Looking at U.S. energy challenges from a surety perspective offers new insights on possible strategies for developing solutions to challenges. The energy surety model with its focus on the attributes of security and sustainability could be extrapolated into a global energy system using a more comprehensive energy surety model than that used here. In fact, the success of the energy surety strategy ultimately requires a more global perspective. We use a 200 year time frame for sustainability because extending farther into the future would almost certainly miss the advent and perfection of new technologies or changing needs of society.

    Subwavelength structural color filtering and printing technologies employing plasmonic nanostructures have recently been recognized as an important and beneficial complement to the traditional colorant-based pigmentation. However, the color saturation, brightness and incident angle tolerance of structural color printing need to be improved to meet the application requirement. Here we demonstrate a structural color printing method based on plasmonic metasurfaces of perfect light absorption to improve color performances such as saturation and brightness. Thin-layer perfect absorbers with periodic hole arrays are designed at visible frequencies and the absorption peaks are tuned by simply adjusting the hole size and periodicity. Near perfect light absorption with high quality factors are obtained to realize high-resolution, angle-insensitive plasmonic color printing with high color saturation and brightness. Moreover, the fabricated metasurfaces can be protected with a protective coating for ambient use without degrading performances. The demonstrated structural color printing platform offers great potential for applications ranging from security marking to information storage.

    We investigate tunable acoustic absorption enabled by the coherent control of input waves. It relies on coherent perfect absorption originally proposed in optics. By designing appropriate acoustic metamaterial structures with resonating effective bulk modulus or density, we show that complete absorption of incident waves impinging on the metamaterial can be achieved for either symmetrical or anti-symmetrical inputs in the forward and backward directions. By adjusting the relative phase between the two incident beams, absorption can be tuned effectively from unity to zero, making coherent control useful in applications like acoustic modulators, noise controllers, transducers, and switches.

    Piperidinium p-hydroxybenzoate (PPHB) crystal was grown by slow evaporation method. Single crystal X-ray diffraction studies confirm that PPHB crystallizes in monoclinic crystal system with noncentrosymmetric space group Cc. The crystalline perfection of the grown crystal was evaluated by using high resolution X-ray diffractometry. UV-Visible transmission and birefringence studies were employed on the grown PPHB crystal. The laser induced damage threshold value was estimated using Nd:YAG laser. Thermal behavior of PPHB crystal has been investigated by TG-DTA analyses. Etching studies have been performed to assess the growth pattern of PPHB crystal.

    Subwavelength structural color filtering and printing technologies employing plasmonic nanostructures have recently been recognized as an important and beneficial complement to the traditional colorant-based pigmentation. However, the color saturation, brightness and incident angle tolerance of structural color printing need to be improved to meet the application requirement. Here we demonstrate a structural color printing method based on plasmonic metasurfaces of perfect light absorption to improve color performances such as saturation and brightness. Thin-layer perfect absorbers with periodic hole arrays are designed at visible frequencies and the absorption peaks are tuned by simply adjusting the hole size and periodicity. Near perfectmore » light absorption with high quality factors are obtained to realize high-resolution, angle-insensitive plasmonic color printing with high color saturation and brightness. Moreover, the fabricated metasurfaces can be protected with a protective coating for ambient use without degrading performances. The demonstrated structural color printing platform offers great potential for applications ranging from security marking to information storage.« less

    Magnetic field (B) variation of the electrical polarization Pc ( ∥c) of the perfect triangular lattice antiferromagnet RbFe(MoO4)2 is examined up to the saturation point of the magnetization for B⊥c. Pc is observed only in phases for which chirality is predicted in the in-plane magnetic structures. No strong anomaly is observed in Pc at the field at which the spin modulation along the c axis, and hence the spin helicity, exhibits a discontinuity to the commensurate state.   15. Investigation on crystalline perfection, mechanical, piezoelectric and ferroelectric properties of L-tartaric acid single crystal

    Polar organic nonlinear optical material, L-tartaric acid single crystals have been grown from slow evaporation solution growth technique. Single crystal X-ray diffraction study indicates that the grown crystal crystallized in monoclinic system with space group P2{sub 1}. Crystalline perfection of the crystal has been evaluated by high resolution X-ray diffraction technique and it reveals that the crystal quality is good and free from structural grain boundaries. Mechanical stability of the crystal has been analyzed by Vickers microhardness measurement and it exhibits reverse indentation size effect. Piezoelectric d{sub 33} co-efficient for the crystal has been examined and its value is 47 pC/N. The ferroelectric behaviour of the crystal was analyzed by polarization-electric field hysteresis loop measurement.

    Stability of self-similar solutions for gravitational collapse is an important problem to be investigated from the perspectives of their nature as an attractor, critical phenomena, and instability of a naked singularity. In this paper we study spherically symmetric non-self-similar perturbations of matter and metrics in spherically symmetric self-similar backgrounds. The collapsing matter is assumed to be a perfect fluid with the equation of state P={alpha}{rho}. We construct a single wave equation governing the perturbations, which makes their time evolution in arbitrary self-similar backgrounds analytically tractable. Further we propose an analytical application of this master wave equation to the stability problem by means of the normal mode analysis for the perturbations having the time dependence given by exp(i{omega}log vertical t vertical bar), and present some sufficient conditions for the absence of nonoscillatory unstable normal modes with purely imaginary {omega}.

    A new primary load design method for elevated temperature service has been developed. Codification of the procedure in an ASME Boiler and Pressure Vessel Code, Section III Code Case is being pursued. The proposed primary load design method is intended to provide the same margins on creep rupture, yielding and creep deformation for a component or structure that are implicit in the allowable stress data. It provides a methodology that does not require stress classification and is also applicable to a full range of temperature above and below the creep regime. Use of elastic-perfectly plastic analysis based on allowable stress with corrections for constraint, steady state stress and creep ductility is described. This approach is intended to ensure that traditional primary stresses are the basis for design, taking into account ductility limits to stress re-distribution and multiaxial rupture criteria.

    Life creates some of its most robust, extreme surface materials not from solids but from liquids: a purely liquid interface, stabilized by underlying nanotexture, makes carnivorous plant leaves ultraslippery, the eye optically perfect and dirt-resistant, our knees lubricated and pressure-tolerant, and insect feet reversibly adhesive and shape-adaptive. Novel liquid surfaces based on this idea have recently been shown to display unprecedented omniphobic, self-healing, anti-ice, antifouling, optical, and adaptive properties. In this Perspective, we present a framework and a path forward for developing and designing such liquid surfaces into sophisticated, versatile multifunctional materials. Drawing on concepts from solid materials design andmore » fluid dynamics, we outline how the continuous dynamics, responsiveness, and multiscale patternability of a liquid surface layer can be harnessed to create a wide range of unique, active interfacial functions-able to operate in harsh, changing environments-not achievable with static solids. We discuss how, in partnership with the underlying substrate, the liquid surface can be programmed to adaptively and reversibly reconfigure from a defect-free, molecularly smooth, transparent interface through a range of finely tuned liquid topographies in response to environmental stimuli.   3. MAGNETOROTATIONAL TURBULENCE IN STRATIFIED SHEARING BOXES WITH PERFECT GAS EQUATION OF STATE AND FINITE THERMAL DIFFUSIVITY

    We present a numerical study of turbulence and dynamo action in stratified shearing boxes with zero mean magnetic flux. We assume that the fluid obeys the perfect gas law and has finite (constant) thermal diffusivity. The calculations begin from an isothermal state spanning three scale heights above and below the mid-plane. After a long transient the layers settle to a stationary state in which thermal losses out of the boundaries are balanced by dissipative heating. We identify two regimes. The first is a conductive regime in which the heat is transported mostly by conduction and the density decreases with height. In the limit of large thermal diffusivity this regime resembles the more familiar isothermal case. The second is the convective regime, observed at smaller values of the thermal diffusivity, in which the layer becomes unstable to overturning motions, the heat is carried mostly by advection, and the density becomes nearly constant throughout the layer. In this latter constant-density regime we observe evidence for large-scale dynamo action leading to a substantial increase in transport efficiency relative to the conductive case.

    Influence of cosmological constant on toroidal fluid configurations around charged spherically symmetric black holes and naked singularities is demostrated by study of perfect-fluid tori with uniform distribution of specific angular momentum orbiting in the Reissner-Nordstrm-(anti-)de Sitter spacetimes. Toroidal configurations are allowed only in the spacetimes admitting existence of stable circular geodesics. Configurations with marginally closed equipotential (equipressure) surfaces crossing itself in a cusp allow accretion (through the inner cusp) and/or excretion (through the outer cusp) of matter from the toroidal configuration. Detailed classification of the Reissner-Nordstrm-(anti-)de Sitter spacetimes according to properties of the marginally stable tori is given. It is demonstrated that in the Reissner-Nordstrm-de Sitter naked-singularity spacetimes an interesting phenomenon of doubled tori can exist enabling exchange of matter between two tori in both inward and outward directions. In naked-singularity spacetimes the accretion onto the central singularity is impossible due to existence of a potential barrier.

For more than 30 years, the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has been at the leading edge of research and technology advancements to develop renewable fuels and bioproducts. NREL works to develop cost-competitive alternatives to conventional transportation fuels and value-added biobased chemicals that can be used to manufacture clothing, plastics, lubricants, and other products. NREL is developing technologies and processes to produce a range of sustainable, energy-dense advanced biofuels that are compatible with our existing transportation fuel infrastructure. As part of that effort, NREL's National Bioenergy Center has entered into more than 90 collaborations in the past five years with companies ranging in size from start-ups to those that appear on Fortune magazine's Fortune 100 list. The new Integrated Biorefinery Research Facility (IBRF) showcases NREL's commitment to collaboration and to meeting the nation's biofuels and bioproducts development and deployment goals. Designed to speed the growth of the biofuels and bioproducts industries, the IBRF is a unique $33.5 million pilot facility capable of supporting a variety of projects. The IBRF is available to industry partners who work with NREL through cooperative research and development, technical, and analytical service agreements.
