    End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs.   1. The Marginal Damage Costs of Different Greenhouse Gases: An Application of FUND

    We use FUND 3.8 to estimate the social cost of four greenhouse gases: carbon dioxide, methane, nitrous oxide, and sulphur hexafluoride emissions. The damage potential for each gas—the ratio of the social cost of the non-carbon dioxide greenhouse gas to the social cost of carbon dioxide—is also estimated. The damage potentials are compared to several metrics, focusing in particular on the global warming potentials, which are frequently used to measure the trade-off between gases in the form of carbon dioxide equivalents. We find that damage potentials could be significantly higher than global warming potentials. This finding implies that previous papers have underestimated the relative importance of reducing non-carbon dioxide greenhouse gas emissions from an economic damage perspective. We show results for a range of sensitivity analyses: carbon dioxide fertilization on agriculture productivity, terrestrial feedbacks, climate sensitivity, discounting, equity weighting, and socioeconomic and emissions scenarios. The sensitivity of the results to carbon dioxide fertilization is a primary focus as it is an important element of climate change that has not been considered in much of the previous literature. We estimate that carbon dioxide fertilization has a large positive impact that reduces the social cost of carbon dioxide with a much smaller effect on the other greenhouse gases. As a result, our estimates of the damage potentials of methane and nitrous oxide are much higher compared to estimates that ignore carbon dioxide fertilization. As a result, our base estimates of the damage potential for methane and nitrous oxide that include carbon dioxide fertilization are twice their respective global warming potentials. Our base estimate of the damage potential of sulphur hexafluoride is similar to the one previous estimate, both almost three times the global warming potential.

    Increased interest by state (and federal) policymakers and regulatory agencies in pursuing aggressive energy efficiency efforts could deliver significant utility bill savings for customers while having long-term implications for ratepayers (e.g. potential rate impacts). Equity and distributional concerns associated with the authorized recovery of energy efficiency program costs may necessitate the pursuit of alternative program funding approaches. In 2008, Massachusetts passed the Green Communities Act which directed its energy efficiency (EE) program administrators to obtain all cost-effective EE resources. This goal has translated into achieving annual electric energy savings equivalent to a 2.4% reduction in retail sales from energy efficiency programs in 2012. Representatives of electricity consumer groups supported the new portfolio of EE programs (and the projected bill savings) but raised concerns about the potential rate impacts associated with achieving such aggressive EE goals, leading policymakers to seek out alternative funding sources which can potentially mitigate these effects. Utility administrators have also raised concerns about under-recovery of fixed costs when aggressive energy efficiency programs are pursued and have proposed ratemaking policies (e.g. decoupling) and business models that better align the utility's financial interests with the state's energy efficiency public policy goals. Quantifying these concerns and identifying ways they can be addressed are crucial steps in gaining the support of major stakeholder groups - lessons that can apply to other states looking to significantly increase savings targets that can be achieved from their own ratepayer-funded energy efficiency programs. We use a pro-forma utility financial model to quantify the bill and rate impacts on electricity customers when very aggressive annual energy efficiency savings goals ({approx}2.4%) are achieved over the long-term and also assess the impact of different

    Federal agencies have had performance contracting authority since 1985, when Congress first authorized agencies to enter into shared energy savings agreements with Public Law 99-272, the Consolidated Omnibus Budget Reconciliation Act. By the end of FY 2001, agencies had used energy savings performance contracts (ESPCs) to attract private-sector investment of over $1 billion to improve the energy efficiency of federal buildings. Executive Order 13123 directs agencies to maximize their use of alternative financing contracting mechanisms such as ESPCs when life-cycle cost effective to reduce energy use and cost in their facilities and operations. Continuing support for ESPCs at the Administration and Congressional levels is evident in the pending comprehensive national energy legislation, which repeals the sunset provision on ESPC authority and extends ESPC authority to water savings projects. Despite the Congressional and Presidential directives to use ESPCs, some agencies have been reluctant to do so. Decision makers in these agencies see no reason to enter into long-term obligations to pay interest on borrowed money out of their own operating budgets if instead Congress will grant them appropriations to pay for the improvements up front. Questions frequently arise about whether pricing in ESPCs, which are negotiated for best value, is as favorable as prices obtained through competitive sourcing, and whether ESPC as a means of implementing energy conservation projects is as life-cycle cost effective as the standard practice of funding these projects through appropriations. The lack of any quantitative analysis to address these issues was the impetus for this study. ESPCs are by definition cost-effective because of their ''pay-from-savings'' requirement and guarantee, but do their interest costs and negotiated pricing extract an unreasonably high price?     In general, the principles of environmental protection was determined by Law issued January 31, 1980. Certain detailed solutions have been included in several amendments in subsequent years and the uniformed text of the Law on Environmental Protection and Creation was published in 1994. The Provincial Fund of Environmental Protection and Water Management was established in 1989 but until 1993 the Fund has no legal status. The main purpose of the creation of such fund was to assign certain financial means to the defined tasks related to environmental protection. This way the fund accumulates financial means from the fees paid for the usage of the natural environmental for business purposes and from penalties becoming due in the case of non-observance of the environmental protection standards. On the other hand, the Fund spends money for tasks in the field of environmental protection requiring urgent implementation. It should be added that - after few amendments brought into force - the Provincial Funds are able to assign a greater amount of money to the implementation of these tasks. The basic purposes of Provincial Fund activity, defined by Law, determine the policy and criteria of the selection of undertaking. This is also a base for making programs of activity and for creation of the list of priorities. The environmental protection problems in the individual provinces are different. Therefore, the scope of works partly financed by the Fund is very differentiated both in essence and in the method of financing. The former system of subsidies is now being replaced with a wide range of partial financing of undertakings in the field of environmental protection. The system of selection of these undertakings has been changed essentially. The selection of tasks and methods of their financing is based on economic criteria.

    'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

    In recent years, it is becoming apparent that good science not only requires the talents of individual scientists, but also state-of-the-art laboratory facilities. These faculties, often costing millions to billions of dollars, allow scientists unprecedented opportunities to advance their knowledge and improve the quality of human life. To make optimum use of these experimental facilities, a significant amount of computational simulations is required. These mega-projects require large-scale computational facilities and complementary infrastructures of network and software. For physical sciences in US, most of these research and development efforts are funded by the US Department of Energy (DOE) and National Science Foundation (NSF). Universities, US National Laboratories, and occasionally industrial partners work together on projects awarded with different flavors of government funds managed under different rules. At Fermilab, we manage multiple such collaborative computing projects for university and laboratory consortia. In this paper, I explore important lessons learned from my experience with these projects. Using examples of projects delivering computing infrastructure for the Lattice QCD Collaboration, I explain how the use of federal enterprise architecture may be deployed to run projects effectively. I also describe the lessons learned in the process. Lessons learned from the execution of the above projects are also applicable to other consortia receiving federal government funds.

This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. PNNL asked the U.S. Executive Committee (ExCo) members how the total contribution for their IA and its Annexes were determined, and how the total was then divided between participating countries.

    This report was prepared to support development of the Department of Energy Environmental Management cost infrastructure -- a new capability to independently estimate and analyze costs. Currently, the cost data are reported according to a structure that blends level of effort tasks with product and process oriented tasks. Also. the budgetary inputs are developed from prior year funding authorizations and from contractor-developed parametric estimates that have been adjusted to planned funding levels or appropriations. Consequently, it is difficult for headquarters and field-level activities to use actual cost data and technical requirements to independently assess the costs generated and identify trends, potential cost savings from process improvements, and cost reduction strategies.

    Concerned about the potential cost and sufficiency of funds to decommission the nation's nuclear power plants, the Congress asked the U.S. General Accounting Office (GAO) to assess the adequacy, as of December 31, 1997, of electric utilities'; funds to eventually decommission their plants. GAO's report (GAO/RCED-99-75) on this issue addressed three alternative assumption scenarios--baseline (most likely), optimistic, and pessimistic; and was issued in May 1999. This paper updates GAO's baseline assessment of fund adequacy in 1997, and extends the analysis through 2000. In 2000, we estimate that the present value cost to decommission the nation's nuclear plants is about $35 billion; utility fund balances are about $29 billion. Both our two measures of funding adequacy for utilities are on average not only much above ideal levels, but also overall have greatly improved since 1997. However, certain utilities still show less than ideal fund balances and annual contributions. We suggest that the range of these results among the individual utilities is a more important policy measure to assess the adequacy of decommissioning funding than is the funding adequacy for the industry as a whole.

    The Photovoltaic Research & Development (PVRD) funding opportunity will fund approximately 30 to 35 projects that will advance the limits of photovoltaic cell and module performance toward and beyond the 2020 SunShot goals. Successful applicants will demonstrate a convincing ability to improve the power conversion efficiency, fielded energy output, service lifetime, or manufacturability of commercial and emerging PV technologies.     The Department of Energy’s Geothermal Technology Office (GTO) provides RD&D funding for geothermal exploration technologies with the goal of lowering the risks and costs of geothermal development and exploration. The National Renewable Energy Laboratory (NREL) was tasked with developing a metric in 2012 to measure the impacts of this RD&D funding on the cost and time required for exploration activities.     Understanding the cost of energy efficient construction is critical to decision makers in building design, code development, and energy analysis. How much does it cost to upgrade from R-13 to R-19 in a building wall? How much do low-e windows really cost? Can we put a dollar figure on commissioning? Answers to these questions have a fuzzy nature, based on educated guesses and industry lore. The response depends on location, perspective, bulk buying, and hand waving. This paper explores the development of a web tool intended to serve as a publicly available repository of building component costs. In 2011 the U.S. Department of Energy (DOE) funded the launch of a web tool called the Building Component Cost Community (BC3), dedicated to publishing building component costs from documented sources, actively gathering verifiable cost data from the users, and collecting feedback from a wide range of participants on the quality of the posted cost data. The updated BC3 database, available at http://bc3.pnnl.gov, went live on April 30, 2012. BC3 serves as the ultimate source of the energy-related component costs for DOEs residential code development activities, including cost-effectiveness analyses. The paper discusses BC3 objectives, structure, functionality and the current content of the database. It aims to facilitate a dialog about the lack of verifiable transparent cost data, as well as introduce a web tool that helps to address the problem. The questions posed above will also be addressed by this paper, but they have to be resolved by the user community by providing feedback and cost data to the BC3 database, thus increasing transparency and removing information asymmetry.

The objective of this study was to develop a series of graphs that depict the long-term benefits of continuing DOE`s thermal energy storage (TES) research program in four sectors: building heating, building cooling, utility power production, and transportation. The study was conducted in three steps- The first step was to assess the maximum possible benefits technically achievable in each sector. In some sectors, the maximum benefit was determined by a ``supply side`` limitation, and in other sectors, the maximum benefit is determined by a ``demand side`` limitation. The second step was to apply economic cost and diffusion models to estimate the benefits that are likely to be achieved by TES under two scenarios: (1) with continuing DOE funding of TES research, and (2) without continued funding. The models all cover the 20-year period from 1990 to 2010.     This report contains the results of a study required by section 162 of the Energy Policy Act of 1992 (EPAct). It outlines options for financing energy and water conservation measures at Federal facilities as required by Part 3 of Title V of the National Energy Policy and Conservation Act (NECPA) (42 U.S.C. 8251 et seq.) as amended by EPAct. It addresses: (1) the estimated Federal financial investment necessary to install energy and water conservation measures to meet NECPA and Executive Order requirements; (2) the use of revolving funds and other funding mechanisms which offer stable, long-term financing of energy and water conservation measures; and (3) the means for capitalizing such funds. On March 8, 1994, President Clinton signed Executive Order 12902. This Executive Order is an aggressive mandate to improve energy efficiency and water conservation in Federal buildings nationwide. This Executive Order is designed to meet and exceed requirements for Federal energy and water efficiency that were contained in section 152 of EPAct. Section 152 mandated that Federal agencies use all cost effective measures with less than a ten year payback to reduce energy consumption in their facilities by 20% by the year 2000 compared to 1985 levels. In addition, Executive Order 12902 established a requirement to use cost effective measures to reduce energy use by fiscal year 2005 by 30% compared to 1985 energy use. This report provides estimates for the energy and water conservation investments needed to achieve the NECPA and Executive Order goals as well as estimates for the contribution from various funding sources and a review of the mechanisms for funding these investments.

    Savannah River enjoyed two years of increased funding as a result of the American Reinvestment and Recovery Act and Department of Energy (DOE) directed scope additions. Moving into FY2012, a much lower funding level is anticipated. In the past, the first response to a reduced funding scenario was to defer scope and slow down the program. This time, Savannah River decided that a better process was needed to try to maximize value to the government. This approach was named the Cost Savings Initiative (CSI). The CSI process is similar to a zero-based budget concept. Every element of work scope was screened to eliminate everything that was not directly related to safety and regulatory compliance. Then the schedules for the regulatory-driven scope were deferred such that the regulatory milestones were achieved just in time with no acceleration. This resulted in a strategy that met regulatory requirements in FY2012-13 with some remaining funding but not in FY2014-15. The remaining funding was then invested in cost savings initiatives in FY2012-13 to reduce the future cost of doing business in the FY2014-15 timeframe and beyond. This resulted in a Strategy that: - Meets all regulatory commitments; - Meets some regulatory commitments early; and - Preserves most of the life cycle savings that were built in to the baseline plan The CSI process used at Savannah River may be considered for application elsewhere in the DOE Complex.     The Department of Energy`s Environmental Management Science Program (EMSP) serves as a catalyst for the application of scientific discoveries to the development and deployment of technologies that will lead to reduction of the costs and risks associated with cleaning up the nation`s nuclear complex. Appendix C provides details about each of the Department`s 82 high cost projects and lists the EMSP research awards with potential to impact each of these projects. The high cost projects listed are those having costs greater than $50 million in constant 1998 dollars from the year 2007 and beyond, based on the March 1998 Accelerating Cleanup: Paths to Closure Draft data, and having costs of quantities of material associated with an environmental management problem area. The high cost project information is grouped by operations office and organized by site and project code. Each operations office section begins with a list of research needs associated with that operations office. Potentially related research awards are listed by problem area in the Index of Research Awards by Environmental Management Problem Area, which can be found at the end of appendices B and C. For projects that address high risks to the public, workers, or the environment, refer also the Health/Ecology/Risk problem area awards. Research needs are programmatic or technical challenges that may benefit from knowledge gained through basic research.

    This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

This is not a cost estimate for Sandia to perform the project. This report provides the ROM cost estimate and describes the methodology, assumptions, and cost model details used to create the ROM cost estimate. ROM Cost Estimate Disclaimer Contained herein is a Rough Order of Magnitude (ROM) cost estimate that has been provided to enable initial planning for this proposed project. This ROM cost estimate is submitted to facilitate informal discussions in relation to this project and is NOT intended to commit Sandia National Laboratories (Sandia) or its resources. Furthermore, as a Federally Funded Research and Development Center (FFRDC), Sandia must be compliant with the Anti-Deficiency Act and operate on a full-cost recovery basis. Therefore, while Sandia, in conjunction with the Sponsor, will use best judgment to execute work and to address the highest risks and most important issues in order to effectively manage within cost constraints, this ROM estimate and any subsequent approved cost estimates are on a 'full-cost recovery' basis.     This guide provides the basic concepts to aid in an alternative fuel vehicle market development program developing an application for Congestion Mitigation and Air Quality Improvement Program funding. The US Department of Energy`s Clean Cities Program is an aggressive, forward-thinking alternative fuel vehicle (AFV) market development program. The stakeholders in any Clean Cities Program subscribe to the common philosophy that, through participation in a team-oriented coalition, steady progress can be made toward achieving the critical mass necessary to propel the AFV market into the next century. An important component in the successful implementation of Clean Cities Program objectives is obtaining and directing funding to the capital-intensive AFV market development outside of the resources currently offered by the Department of Energy. Several state and local funding sources have been used over the past decade, including Petroleum Violation Escrow funds, vehicle registration fees, and state bond programs. However, federal funding is available and can be tapped to implement AFV market development programs across the nation. Historically, opportunities to use federal funding for AFV projects have been limited; however, the one remaining federal program that must be tapped into by Clean Cities Programs is the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. CMAQ is a 6-year, $6 billion federal program formed by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA).

    Lockheed Idaho Technologies Company (LITCO) used a systems engineering approach to develop the first formal requirements baseline for Idaho National Engineering Laboratory (INEL) Environmental Management (EM) Programs. The recently signed Settlement Agreement with the State of Idaho (Batt Agreement), along with dramatically reduced EM funding targets from Department of Energy (DOE) headquarters, drove the immediacy of this effort. Programs have linked top-level requirements to work scope to cost estimates. All EM work, grouped by decision units, was scrubbed by INEL EM programs and by an independent {open_quotes}Murder Board.{close_quotes} Direct participation of upper level management from LITCO and the DOE-Idaho Operations Office ensured best information and decisions. The result is a scrubbed down, defensible budget tied to top-level requirements for use in the upcoming DOE-Headquarters` budget workout, the Internal Review Board, the FY98 Activity Data Sheets submittal, and preparation of the FY97 control accounts and out-year plans. In addition to the remarkable accomplishments during the past eight weeks, major issues were identified and documented and follow-on tasks are underway which will lead to further improvements in INEL EM program management.

    Final report for PV incubator subcontract with Solexel, Inc. The purpose of this project was to develop Solexel's Unique IP, productize it, and transfer it to manufacturing. Silicon constitutes a significant fraction of the total solar cell cost, resulting in an industry-wide drive to lower silicon usage. Solexel's disruptive Solar cell structure got around these challenges and promised superior light trapping, efficiency and mechanical strength, despite being significantly thinner than commercially available cells. Solexel's successful participation in this incubator project became evident as the company is now moving into commercial production and position itself to be competitive for the next Technology Pathway Partnerships (TPP) funding opportunity.

    Superfund has several statutory and regulatory provisions that provide vehicles for community involvement at Superfund sites including community relations plans, information repositories, public comment periods, and technical assistance grants to community organizations. There has been considerable debate about the effectiveness of these programs. The community participation requirement of the Superfund process are in a state of transition. The proposed Superfund Reform Act of 1994 contained additional community participation provisions. EPA appears to be incorporating some of these proposed changes and improvements learned from prior experiences into its current community relations practices. This study examines the status of community relations in Superfund and the effectiveness of the community information and public participation programs in meeting legislative objectives. In addition to addressing current requirements and practices, the study looks at proposals to amend the community participation provisions as well as alternative approaches used by the EPA, potentially responsible parties, and citizens to address or resolve community concerns. While the focus will be on the overall program, a few brief selected case studies, representing a diversity of experiences, will be included. The resulting paper will discuss successes and shortcomings of community involvement in Superfund. It will address the sometimes competing goals of the various players in the Superfund process, bringing in not only the community perspective, but also concerns for decreased complexity and cost and increased efficiency. The conclusion will evaluate alternatives to improve procedures for community involvement in the Superfund program. Superfund reform, public and stakeholder involvement, and dispute resolution are addressed in this study. These are prominent, contemporary issues as the nation seeks to constructively solve its environmental problems.

The analysis showed that no fundamental design flaw existed with the concept, but additional simulations and prototypes would be required to verify the design prior to fabricating a production unit. These identified risks were addressed in detail during Phase II of the development program. Along with the models of the high temperature components, a detailed process and 3D design model of the remainder of system, including PSA, compression, controls, water treatment and instrumentation was developed and evaluated. Also, in Phase II of the program, laboratory/fullscale testing of the high temperature components was completed and stable operation/control of the system was verified. The overall design specifications and test results were then used to develop accurate hydrogen costs for the optimized system. Praxair continued development and testing of the system beyond the Phase II funding provided by the DOE through the end of 2008. This additional testing is not documented in this report, but did provide significant additional data for development of a prototype system as detailed in the Phase III proposal. The estimated hydrogen product costs were developed (2007 basis) for the 4.8 kg/h system at production rates of 1, 5, 10, 100 and 1,000 units built per year. With the low cost SMR approach, the product hydrogen costs for the 4.8 kg/h units at 50 units produced per year were approximately $3.02 per kg. With increasing the volume production to 1,000 units per year, the hydrogen costs are reduced by about 12% to $2.67 per kg. The cost reduction of only 12% is a result of significant design and fabrication efficiencies being realized in all levels of production runs through utilizing the DFMA principles. A simplified and easily manufactured design does not require large production volumes to show significant cost benefits. These costs represent a significant improvement and a new benchmark in the

    To aid state agencies, utilities, and contractors participating in the Residential Conservation Service (RCS) program in determining contractor-installed and do-it-yourself costs for active, passive, and wind retrofit measures in their locality, the Solar Energy Research Institute (SERI) has developed a residential retrofit specification/cost data base. The document consists of technical specifications for 17 renewable resource systems. The specifications were used as the basis for costing the systems in 56 cities. This paper describes the specifications, highlighting the passive systems, discusses the costs for the system, and describes how the costs were used with performance predictions to develop an applicability matrix that served as the basis for determining eligible passive measures in 146 regions under the RCS rule.

    This report summarizes the results of a four-year project, entitled, ''Low-Cost Manufacturing Of Multilayer Ceramic Fuel Cells'', jointly funded by the U.S. Department of Energy, the State of Ohio, and by project participants. The project was led by NexTech Materials, Ltd., with subcontracting support provided by University of Missouri-Rolla, Michael A. Cobb & Co., Advanced Materials Technologies, Inc., Edison Materials Technology Center, Gas Technology Institute, Northwestern University, and The Ohio State University. Oak Ridge National Laboratory, though not formally a subcontractor on the program, supported the effort with separate DOE funding. The objective of the program was to develop advanced manufacturing technologies for making solid oxide fuel cell components that are more economical and reliable for a variety of applications. The program was carried out in three phases. In the Phase I effort, several manufacturing approaches were considered and subjected to detailed assessments of manufacturability and development risk. Estimated manufacturing costs for 5-kW stacks were in the range of $139/kW to $179/kW. The risk assessment identified a number of technical issues that would need to be considered during development. Phase II development work focused on development of planar solid oxide fuel cell elements, using a number of ceramic manufacturing methods, including tape casting, colloidal-spray deposition, screen printing, spin-coating, and sintering. Several processes were successfully established for fabrication of anode-supported, thin-film electrolyte cells, with performance levels at or near the state-of-the-art. The work in Phase III involved scale-up of cell manufacturing methods, development of non-destructive evaluation methods, and comprehensive electrical and electrochemical testing of solid oxide fuel cell materials and components.

This report provides the ROM cost estimate and describes the methodology, assumptions, and cost model details used to create the ROM cost estimate. ROM Cost Estimate Disclaimer Contained herein is a Rough Order of Magnitude (ROM) cost estimate that has been provided to enable initial planning for this proposed project. This ROM cost estimate is submitted to facilitate informal discussions in relation to this project and is NOT intended to commit Sandia National Laboratories (Sandia) or its resources. Furthermore, as a Federally Funded Research and Development Center (FFRDC), Sandia must be compliant with the Anti-Deficiency Act and operate on a full-cost recovery basis. Therefore, while Sandia, in conjunction with the Sponsor, will use best judgment to execute work and to address the highest risks and most important issues in order to effectively manage within cost constraints, this ROM estimate and any subsequent approved cost estimates are on a 'full-cost recovery' basis.     The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipients membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.
