Successful applicants will demonstrate a convincing ability to improve the power conversion efficiency, fielded energy output, service lifetime, or manufacturability of commercial and emerging PV technologies. In addition to multiyear research projects in Topic 2 and Topic 3, PVRD also has a topic area (Topic 1) dedicated to small, single-year projects intended to demonstrate the potential for expanded work in a given area, which will be reviewed and selected on an accelerated schedule. This funding program represents one aspect of the SunShot Initiative’s efforts to encourage the widespread deployment of PV systems by achieving cost competitiveness with traditional energy sources. Applicants are encouraged to form teams that leverage the strengths of the individual members, and that demonstrate the timeliness and relevance of the project to the present status of the industry.

    The Solar Training and Education for Professionals (STEP) funding program will tackle soft costs by addressing gaps in solar training and energy education, both within the solar workforce and in professions that play a crucial role in solar deployment. First, it will support coordination among the Solar Instructor Training Network (SITN), military bases, and the solar industry. This will ensure that solar instructors are well connected to solar employers, the SITN materials are up-to-date, and veterans are connected to solar training institutions. Second, it will establish new credentials in solar operations and maintenance, and mid-scale installations. Third, this funding program will enable solar training and education for professionals in indirect and related fields such as real estate, finance, insurance, fire and code enforcement, and state regulations. Finally, it will support the expansion of the Grid Engineering for Accelerated Renewable Energy Deployment (GEARED) initiative.

    Concerned about the potential cost and sufficiency of funds to decommission the nation's nuclear power plants, the Congress asked the U.S. General Accounting Office (GAO) to assess the adequacy, as of December 31, 1997, of electric utilities'; funds to eventually decommission their plants. GAO's report (GAO/RCED-99-75) on this issue addressed three alternative assumption scenarios--baseline (most likely), optimistic, and pessimistic; and was issued in May 1999. This paper updates GAO's baseline assessment of fund adequacy in 1997, and extends the analysis through 2000. In 2000, we estimate that the present value cost to decommission the nation's nuclear plants is about $35 billion; utility fund balances are about $29 billion. Both our two measures of funding adequacy for utilities are on average not only much above ideal levels, but also overall have greatly improved since 1997. However, certain utilities still show less than ideal fund balances and annual contributions. We suggest that the range of these results among the individual utilities is a more important policy measure to assess the adequacy of decommissioning funding than is the funding adequacy for the industry as a whole.

    The renaissance of nuclear energy for electricity and hydrogen production and process heat for other potential applications is moving ahead rapidly. Both near- and far-term roles are envisioned for this important energy technology, and each of these roles will have its own particular technical challenges and opportunities. Numerous power producers world-wide are actively considering the construction of new nuclear power plants for the production of electricity in the near-term. The U.S. Department of Energy has announced plans to develop both the next generation of nuclear power plants and the technology necessary to recycle used nuclear fuel. These exciting technologies will bring novel challenges to their developers and designers as they push the knowledge base in materials utilization, high temperatures and pressures, extended operating cycles, and extreme operating environments. Development of the techniques and methods to interrogate, understand, manage and control these devices will be crucial to enabling the full extension of these technologies.

The passage of new energy legislation; the need for more US nuclear energy; growing state, national and international momentum for carbon emission and other air pollutant reductions; post September 11. Homeland Security threat reduction improvements; desires to improve global nuclear security; rapidly emerging needs for clean electricity supplies in developing countries; and the technological advancements in advanced fuel cycle technologies provide a substantial foundation for future enhancements and improvements in current used nuclear fuel management programs. Past progress, lessons learned, and new used fuel/waste management technological innovations coupled with current and future economic, security, and environmental issues can create new approaches that can help the Federal government meet its obligations while simultaneously addressing many of the difficult regional/state issues that have historically hindered progress. This paper will examine and integrate the synergy of these issues to explore options and discuss possible new opportunities in the vitally important area of spent fuel management and the entire back end of the nuclear fuel cycle.     The United States has worked domestically to develop and provide radiological and nuclear detection training and education initiatives aimed at interior law enforcement, but the international community has predominantly focused efforts at border and customs officials. The interior law enforcement officials of a State play a critical role in maintaining an effective national-level nuclear detection architecture. To meet this vital need, DNDO was funded by the U.S. Department of State (DOS) to create and deliver a 1-week course at the International Law Enforcement Academy (ILEA) in Budapest, Hungary to inform interior law enforcement personnel of the overall mission, and to provide an understanding of how the participants can combat the threats of radiological and nuclear terrorism through detection efforts. Two courses, with approximately 20 students in each course, were delivered in fiscal year (FY) 2013, two were delivered in FY 2014 and FY 2015, and as of this report’s writing more are planned in FY 2016. However, while the ILEA courses produced measurable success, DNDO requested Pacific Northwest National Laboratory (PNNL) research potential avenues to further increase the course impact.In a multi-phased approach, PNNL researched and analyzed several possible global training locations and venues, and other possible ways to increase the impact of the course using an agreed-to data-gathering format.

    Cleaning up the nation’s nuclear weapons complex remains as one of the most technologically challenging and financially costly problems facing the U.S. Department of Energy (DOE). Safety, cost, and technological challenges have often delayed progress in retrieval, processing, and final disposition of high-level waste, spent nuclear fuel, and challenging materials. Some of the issues result from the difficulty and complexity of the technological issues; others have programmatic bases, such as contracting strategies that may provide undue focus on near-term, specific clean-up goals or difficulty in developing and maintaining stakeholder confidence in the proposed solutions. We propose that independent basic fundamental science research focused on the full cleanup life-cycle offers an opportunity to help address these challenges by providing 1) scientific insight into the fundamental mechanisms involved in currently selected processing and disposal options, 2) a rational path to the development of alternative technologies should the primary options fail, 3) confidence that models that predict long-term performance of different disposal options are based upon the best available science, 4) fundamental science discovery that enables transformational solutions to revolutionize the current baseline processes.

Some of the issues result from the difficulty and complexity of the technological issues; others have programmatic bases, such as strategies that may provide undue focus on near-term goals or difficulty in developing and maintaining stakeholder confidence in the proposed solutions. We propose that independent basic fundamental science research, addressing the full cleanup life-cycle, offers an opportunity to help address these challenges by providing 1) scientific insight into the fundamental mechanisms involved in currently selected processing and disposal options, 2) a rational path to the development of alternative technologies should the primary options fail, 3) confidence that models that predict long-term performance of different disposal options are based upon the best available science, and 4) fundamental science discovery that enables transformational solutions to revolutionize the current baseline processes. Over the last 3 years, DOEs Office of Environmental Management (EM) has experienced a fundamental shift in philosophy. The mission focus of driving to closure has been replaced by one of enabling the long-term needs of DOE and the nation. Resolving new challenges, such as the disposition of DOE spent nuclear fuel, have been added to EMs responsibilities. In addition, the schedules for addressing several elements of the cleanup mission have been extended. As a result, EMs mission is no longer focused only on driving the current baselines to closure. Meeting the mission will require fundamental advances over at least a 30-year window if not longer as new challenges are added. The overall

    The United States' long-term demand for highly skilled nuclear industry workers is well-documented by the Nuclear Energy Institute. In addition, a study commissioned by the SRS Community Reuse Organization concludes that 10,000 new nuclear workers are needed in the two-state region of Georgia and South Carolina alone. Young adults interested in preparing for these nuclear careers must develop specialized skills and knowledge, including a clear understanding of the nuclear workforce culture. Successful students are able to enter well-paying career fields. However, the national focus on nuclear career opportunities and associated training and education programs has been minimal in recent decades. Developing the future nuclear workforce is a challenge, particularly in the midst of competition for similar workers from various industries. In response to regional nuclear workforce development needs, the SRS Community Reuse Organization established the Nuclear Workforce Initiative (NWI{sup R}) to promote and expand nuclear workforce development capabilities by facilitating integrated partnerships. NWI{sup R} achievements include a unique program concept called NWI{sup R} Academies developed to link students with nuclear career options through firsthand experiences. The academies are developed and conducted at Aiken Technical College and Augusta Technical College with support from workforce development organizations and nuclear employers. Programs successfully engage citizens in nuclear workforce development and can be adapted to other communities focused on building the future nuclear workforce. (authors)

    As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

    This report has been prepared for the Department of Energy, Office of Nuclear Energy (DOE-NE), for the purpose of providing a status report on the challenges and opportunities facing the U.S. commercial nuclear energy industry in the area of plant cooling water supply. The report was prompted in part by recent Second Circuit and Supreme Court decisions regarding cooling water system designs at existing thermo-electric power generating facilities in the U.S. (primarily fossil and nuclear plants). At issue in the courts have been Environmental Protection Agency regulations that define what constitutes “Best Technology Available” for intake structures that withdraw cooling water that is used to transfer and reject heat from the plant’s steam turbine via cooling water systems, while minimizing environmental impacts on aquatic life in nearby water bodies used to supply that cooling water. The report was also prompted by a growing recognition that cooling water availability and societal use conflicts are emerging as strategic energy and environmental issues, and that research and development (R&D) solutions to emerging water shortage issues are needed. In particular, cooling water availability is an important consideration in siting decisions for new nuclear power plants, and is an under-acknowledged issue in evaluating the pros and cons of retrofitting cooling towers at existing nuclear plants. Because of the significant ongoing research on water issues already being performed by industry, the national laboratories and other entities, this report relies heavily on ongoing work. In particular, this report has relied on collaboration with the Electric Power Research Institute (EPRI), including its recent work in the area of EPA regulations governing intake structures in thermoelectric cooling water systems.

    This paper explores the trends over 1997-2001 in my baseline simulation analysis of the sufficiency of electric utilities' funds to eventually decommission the nation's nuclear power plants. Further, for 2001, I describe the utilities' funding adequacy results obtained using scenario and sensitivity analyses, respectively. In this paper, I focus more on the wide variability observed in these adequacy measures among utilities than on the results for the ''average'' utility in the nuclear industry. Only individual utilities, not average utilities -- often used by the nuclear industry to represent its funding adequacy -- will decommission their nuclear plants. Industry-wide results tend to mask the varied results for individual utilities. This paper shows that over 1997-2001, the variability of my baseline decommissioning funding adequacy measures (in percentages) for both utility fund balances and current contributions has remained very large, reflected in the sizable ranges and frequency distributions of these percentages. The relevance of this variability for nuclear decommissioning funding adequacy is, of course, focused more on those utilities that show below ideal balances and contribution levels. Looking backward, 42 of 67 utility fund (available) balances, in 2001, were above (and 25 below) their ideal baseline levels; in 1997, 42 of 76 were above (and 34 below) ideal levels. Of these, many utility balances were far above, and many far below, such ideal levels. The problem of certain utilities continuing to show balances much below ideal persists even with increases in the adequacy of ''average'' utility balances.

    The NDA participated in a panel session 31B on Wednesday afternoon starting at 3:15. The NDA is a non-departmental public body, set up in April 2005 under the Energy Act 2004 to take strategic responsibility for the UK's nuclear legacy. Details of their organization and history are located on their web site at www.nda.gov.uk. Also copies of their Power Point presentations made at WM'06 are available on their web site. Their core objective is to ensure that the 20 civil public sector nuclear sites under our ownership are decommissioned and cleaned up safely, securely, cost effectively and in ways that protect the environment for this and future generations. They lead the development of a unified and coherent decommissioning strategy, working in partnership with regulators and site licensees to achieve best value, optimum impact on local communities, and the highest environmental standards. The NDA's main task is the decommissioning and clean up of civil nuclear sites. If the Government decides it is necessary, however, the Energy Act 2004 allows the NDA to take responsibility for sites currently operated by, or on behalf of, the Ministry of Defence (MoD). Resources will then be transferred from the MoD to meet the costs of clean up. The NDA made a number of presentations to allow conference delegates the opportunity to understand some of the major aspects of their work and to interact with NDA staff. These included the following topics and gave opportunity for audience discussion: - A brief presentation to update on progress by the NDA; - Outline of low level waste management and the prioritisation process; - Discussion of the competition schedule related to low level waste management and the Drigg site.     With increasing understanding and availability of nuclear technologies, and increasing persuasion of nuclear technologies by several new countries, it is increasingly becoming important to monitor the nuclear proliferation activities. There is a great need for developing technologies to automatically or semi-automatically detect nuclear proliferation activities using remote sensing. Images acquired from earth observation satellites is an important source of information in detecting proliferation activities. High-resolution remote sensing images are highly useful in verifying the correctness, as well as completeness of any nuclear program. DOE national laboratories are interested in detecting nuclear proliferation by developing advanced geospatial image mining algorithms. In this paper we describe the current understanding of geospatial image mining techniques and enumerate key gaps and identify future research needs in the context of nuclear proliferation.

    In a June 3, 1993, Office of Inspections Letter Report, the Office of Inspector General notified the Department`s Acting Chief Financial Officer that the Department had requested and received $60 million, double the funds needed, for the safeguard and security of special nuclear material at the Department`s Richland Operations Office in Fiscal Year 1993. In response to the Letter Report, in a June 28, 1993, memorandum, the Acting Chief Financial Officer advised the Office of Inspector General that the extra $30 million received by the Office of Environmental Management would either be: (1) applied to unanticipated requirements in Fiscal Year 1993; (2) applied to the anticipated Congressional reduction to the Department`s Fiscal Year 1994 budget request; or (3) used as an offset to the Fiscal Year 1995 budget request. The purpose of this follow-up inspection was to review the circumstances surrounding the Fiscal Year 1993 double funding for the security of special nuclear material at Richland. The principal objectives of this inspection were to: (1) identify contributing factors to the double funding and corrective actions needed to prevent the double funding from reoccurring; and (2) review Departmental Managers` response to the double funding issue.

    The objective of this report is to identify new basic science that will be the foundation for advances in nuclear fuel-cycle technology in the near term, and for changing the nature of fuel cycles and of the nuclear energy industry in the long term. The goals are to enhance the development of nuclear energy, to maximize energy production in nuclear reactor parks, and to minimize radioactive wastes, other environmental impacts, and proliferation risks. The limitations of the once-through fuel cycle can be overcome by adopting a closed fuel cycle, in which the irradiated fuel is reprocessed and its components are separated into streams that are recycled into a reactor or disposed of in appropriate waste forms. The recycled fuel is irradiated in a reactor, where certain constituents are partially transmuted into heavier isotopes via neutron capture or into lighter isotopes via fission. Fast reactors are required to complete the transmutation of long-lived isotopes. Closed fuel cycles are encompassed by the Department of Energy?s Advanced Fuel Cycle Initiative (AFCI), to which basic scientific research can contribute. Two nuclear reactor system architectures can meet the AFCI objectives: a ?single-tier? system or a ?dual-tier? system. Both begin with light water reactors and incorporate fast reactors. The ?dual-tier? systems transmute some plutonium and neptunium in light water reactors and all remaining transuranic elements (TRUs) in a closed-cycle fast reactor. Basic science initiatives are needed in two broad areas: ? Near-term impacts that can enhance the development of either ?single-tier? or ?dual-tier? AFCI systems, primarily within the next 20 years, through basic research. Examples: Dissolution of spent fuel, separations of elements for TRU recycling and transmutation Design, synthesis, and testing of inert matrix nuclear fuels and non-oxide fuels Invention and development of accurate on-line monitoring systems for chemical and nuclear species in the nuclear

    Total-cross-section measurements are feasible on a much wider range of radioactive samples than (n,?) cross-section measurements, and information extracted from the former can be used to set tight constraints on the latter. There are many (n,?) cross sections of great interest to radiochemical diagnostics, nuclear forensics, and nuclear astrophysics which are beyond the reach of current direct measurement, that could be obtained in this way. Our simulations indicate that measurements can be made at the Manuel Lujan Jr. Neutron Scattering Center at the Los Alamos Neutron Science Center for samples as small as 10?g. There are at least 40 high-interest nuclides which should be measurable, including 88Y,167,168,170,171Tm, 173,174Lu, and189,190,192Ir.

    The goal of this study is to determine whether physicists at the Russian Nuclear Weapons Institute can profitably service the need for computer aided drug design (CADD) programs. The Russian physicists` primary competitive advantage is their ability to write particularly efficient code able to work with limited computing power; a history of working with very large, complex modeling systems; an extensive knowledge of physics and mathematics, and price competitiveness. Their primary competitive disadvantage is their lack of biology, and cultural and geographic issues. The first phase of the study focused on defining the competitive landscape, primarily through interviews with and literature searches on the key providers of CADD software. The second phase focused on users of CADD technology to determine deficiencies in the current product offerings, to understand what product they most desired, and to define the potential demand for such a product.

    The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    In recent years, it is becoming apparent that good science not only requires the talents of individual scientists, but also state-of-the-art laboratory facilities. These faculties, often costing millions to billions of dollars, allow scientists unprecedented opportunities to advance their knowledge and improve the quality of human life. To make optimum use of these experimental facilities, a significant amount of computational simulations is required. These mega-projects require large-scale computational facilities and complementary infrastructures of network and software. For physical sciences in US, most of these research and development efforts are funded by the US Department of Energy (DOE) and National Science Foundation (NSF). Universities, US National Laboratories, and occasionally industrial partners work together on projects awarded with different flavors of government funds managed under different rules. At Fermilab, we manage multiple such collaborative computing projects for university and laboratory consortia. In this paper, I explore important lessons learned from my experience with these projects. Using examples of projects delivering computing infrastructure for the Lattice QCD Collaboration, I explain how the use of federal enterprise architecture may be deployed to run projects effectively. I also describe the lessons learned in the process. Lessons learned from the execution of the above projects are also applicable to other consortia receiving federal government funds.

    The newly restructured natural gas industry is providing greater opportunities for independent energy producers searching to match fuel supply contracts with project needs. Order No. 636's unbundling of the services offered by pipelines completed the deregulation of the gas industry started by the Natural Gas Policy Act of 1978, which began a phased deregulation of wellhead natural gas prices. Traditionally, the pipelines aggregated gas from numerous producers, transported it, stored it if necessary and sold it to a local distribution company or major customer, such as an electric generator. Order No. 636 separates pipeline transportation, sales and storage services and provides open access to pipelines. Customers are now subject to balancing requirements, scheduling penalties and operational flow orders, but there are new flexibilities in purchase and receipt of gas. The capacity release provisions allow those with excess transportation capacity entitlements to market that capacity. The order also favors the straight fixed-variable rate design which increases demand charges by including all fixed charges, including a pipeline's return and taxes, in the demand component of the rate. Under the previous modified fixed-variable methodology, a pipeline's fixed-cost recovery and earnings depended at least in part on maintaining throughput. Critics say the change will reduce the pipelines' incentive to operate efficiently and to market gas aggressively to power generators.
