    The FCC-ee aims to improve on electroweak precision measurements, with goals of 100 ke V on the Z mass and width, and a fraction of MeV on the W mass. Compared to LEP, this implies a much improved knowledge of the center-of-mass energy when operating at the Z peak and WW threshold. This can be achieved by making systematic use of resonant depolarization. A number of issues have been identified, due in particular to the long polarization times. However the smaller emittance and energy spread of FCC-ee with respect to LEP should help achieve a much improved performance.

    Waste Technologies Industries (WTI; East Liverpool, Ohio) is trying to wing what it hopes will be its final battle in a 13-year, $160 million war with the government, and community and environmental groups. The company since 1980 has sought EPA approval to operate a hazardous waste incinerator in East Liverpool, Ohio. WTI late last year conducted a pre-test burn, or shakedown, during which the incinerator burned certain types of hazardous waste. The test demonstrates the incinerator's performance under normal operating conditions, Regulatory authorities, including EPA and the Ohio Environmental Protection Agency (OEPA), monitored activity during the shakedown, which was limited to 720 hours of operation. In accordance with RCRA requirements, the company in March conducted a trial burn to demonstrate that the incinerator meets permit standards. WTI's permit specifies three performance parameters the incinerator must meet -- particulate and hydrogen chloride emissions limits, and destruction removal efficiencies (DREs).

    EXECUTIVE SUMMARY When the Toledo Lucas County Port Authority (TLCPA) filed for the Department of Energy EECBG grant in late 2009, it was part of a strategic and Board backed objective to expand the organization’s economic development and financing programs into alternative energy and energy efficiency. This plan was filed with the knowledge and support of the areas key economic development agencies. The City of Toledo was also a key partner with the Mayor designating a committee to develop a Strategic Energy Policy for the City. This would later give rise to a Community Sustainability Strategic Plan for Toledo, Lucas County and the surrounding region with energy efficiency as a key pillar. When the TLCPA signed the grant documents with the DOE in June of 2010, the geographic area was severely distressed economically, in the early stages of a recovery from over a 30% drop in business activity and high unemployment. The TLCPA and its partners began identifying potential project areas well before the filing of the application, continuing to work diligently before the formal award and signing of the grant documents. Strong implementation and actions plans and business and financing models were developed and revised throughout the 3 year grant period with the long term goal of creating a sustainable program. The TLCPA and the City of Toledo demonstrated early leadership by forming the energy improvement district and evaluating buildings under their control including transportation infrastructure and logistics, government services buildings and buildings which housed several for profit and not for profit tenants while completing significant energy efficiency projects that created public awareness and confidence and solid examples of various technologies and energy savings.   1. Capturing the emerging market for climate-friendly technologies: opportunities for Ohio

    This paper briefly describes the factors driving the growing demand for climate-friendly technologies, some of the key existing companies, organizations, and resources in Ohio, and the potential for Ohio to become a leading supplier of climate solutions. These solutions include a new generation of lower-emitting coal technologies, components for wind turbines, and the feedstocks and facilities to produce biofuels. Several public-private partnerships and initiatives have been established in Ohio. These efforts have encouraged the development of numerous federal- and state-funded projects and attracted major private investments in two increasingly strategic sectors of the Ohio economy: clean-coal technology and alternative energy technology, with a focus on fuel cells. Several major clean-coal projects have been recently initiated in Ohio. In April 2006, the Public Utilities Commission of Ohio approved American Electric Power's (AEP) plan to build a 600 MW clean-coal plant along the Ohio River in Meigs County. The plant will use Integrated Gasification Combined Cycle (IGCC) technology which makes it easier to capture carbon dioxide for sequestration. Three other potential coal gasification facilities are being considered in Ohio: a combination IGCC and synthetic natural gas plant in Allen County by Global Energy/Lima Energy; a coal-to-fuels facility in Lawrence County by Baard Energy, and a coal-to-fuels facility in Scioto County by CME North American Merchant Energy. The paper concludes with recommendations for how Ohio can capitalize on these emerging opportunities. These recommendations include focusing and coordinating state funding of climate technology programs, promoting the development of climate-related industry clusters, and exploring export opportunities to states and countries with existing carbon constraints.

    Over a decade ago (1973-1983), a series of long-term inhalation exposures were performed to study the toxicity of a number of aviation and marine fuels derived from petroleum and compare results with those derived from shale. These included JP-4, JP-5, and diesel fuel marine, as well as some specialty petroleum derived fuels W-7, JP-8, and JP-TS. The Thomas Domes located in the Armstrong Laboratory at Wright-Patterson Air Force Base (Dayton), Ohio, were ideally suited for these studies because of both the large capacity for inhalation exposure of the mixed animal complement and the convenience of entry without interrupting continuous exposures. The target total hydrocarbon (TH) concentrations ranged from 0.05 to 5.0 mg/L. The concentration levels of TH vapors were limited by the effective vapor pressure of the type of fuel and, if exceeded, the formation of condensate aerosols in the exposure chamber. The Th vapor generation and analytical equipment is described. Advances in gas chromatographic technology during the period covered provided a variety of qualitative pictures of the fuel, vapor, and waste TH components. Hydrocarbons above C14 existed only in very low concentrations in any of the vapors.

    In July 2010, Stark State College (SSC), received Grant DE-EE0003229 from the U.S. Department of Energy (DOE), Golden Field Office, for the development of the electrical and control systems, and mechanical commissioning of a unique 20kW scale high-pressure, high temperature, natural gas fueled Stack Block Test System (SBTS). SSC worked closely with subcontractor, Rolls-Royce Fuel Cell Systems (US) Inc. (RRFCS) over a 13 month period to successfully complete the project activities. This system will be utilized by RRFCS for pre-commercial technology development and training of SSC student interns. In the longer term, when RRFCS is producing commercial products, SSC will utilize the equipment for workforce training. In addition to DOE Hydrogen, Fuel Cells, and Infrastructure Technologies program funding, RRFCS internal funds, funds from the state of Ohio, and funding from the DOE Solid State Energy Conversion Alliance (SECA) program have been utilized to design, develop and commission this equipment. Construction of the SBTS (mechanical components) was performed under a Grant from the State of Ohio through Ohio's Third Frontier program (Grant TECH 08-053). This Ohio program supported development of a system that uses natural gas as a fuel. Funding was provided under the Department of Energy (DOE) Solid-state Energy Conversion Alliance (SECA) program for modifications required to test on coal synthesis gas. The subject DOE program provided funding for the electrical build, control system development and mechanical commissioning. Performance testing, which includes electrical commissioning, was subsequently performed under the DOE SECA program. Rolls-Royce Fuel Cell Systems is developing a megawatt-scale solid oxide fuel cell (SOFC) stationary power generation system. This system, based on RRFCS proprietary technology, is fueled with natural gas, and operates at elevated pressure.     The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack

    Coal is the United States’ most widely used fossil fuel for the production of electric power. Coal’s availability and cost dictates that it will be used for many years to come in the United States for power production. As a result of the environmental impact of burning coal for power production more efficient and environmentally benign power production processes using coal are sought. Solid oxide fuel cells (SOFCs) combined with gasification technologies represent a potential methodology to produce electric power using coal in a much more efficient and cleaner manner. It has been shown in the past that trace species contained in coal, such as sulfur, severely degrade the performance of solid oxide fuel cells rendering them useless. Coal derived syngas cleanup technologies have been developed that efficiently remove sulfur to levels that do not cause any performance losses in solid oxide fuel cells. The ability of these systems to clean other trace species contained in syngas is not known nor is the effect of these trace species on the performance of solid oxide fuel cells. This works presents the thermodynamic and diffusion transport simulations that were combined with experimental testing to evaluate the effects of the trace species on the performance of solid oxide fuel cells. The results show that some trace species contained in coal will interact with the SOFC anode. In addition to the transport and thermodynamic simulations that were completed experimental tests were completed investigating the effect of HCl and AsH3 on the performance of SOFCs.

    A week before the 29 August 1979 dedication of the photovoltaic power system at daytime AM radio station WBNO, in Bryan, Ohio, a lightning superbolt struck the FM radio tower, one of two towers at the station. Minor damage to the station and to components of the photovoltaic system, the latter designed by MIT Lincoln Laboratory under US Department of Energy sponsorship, is described. This rare strike suggested the need for increased protection and more voltage-transient suppressors were added to those already in place as a preventive measure in the event that such a phenomenon reoccurs.

    In this program, we are developing next-generation SOFC materials and architectures for use with biomass-derived fuel streams, with a focus on addressing the technical challenges and the required operating windows associated with carbon-deposit formation. We are developing fuel-processing strategies for processing landfill- and anaerobic-digester-derived biomass streams for use in SOFCs. Similarly, we are examining processing of biomass-derived liquid fuels for use in solid-oxide fuel cell systems. We conduct extensive computational modeling work to support the materials-development and fuel-processing tasks. Modeling is conducted across a broad range of length scales, from the microscopic level to examine the fundamental underpinnings of cell operation, to the mesoscopic level to examine and optimize fuel-reformer design, and to the system level to craft optimal integration and dynamic-control solutions.

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry

    Water-resources data for the 1992 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 121 gaging stations, 336 wells, and 72 partial-record sites; and water levels at 312 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio. Volume 1 covers the central and southern parts of Ohio, emphasizing the Ohio River Basin. (See Order Number DE95010451 for Volume 2 covering the northern part of Ohio.)

    The dams researched in the Ohio Department of Natural Resources (ODNR) files were those contained in a list of Ohio dams provided by the ODNR. The result of this file research is a list of 997 dams contained herein that tabulates information on hydraulic head, stream flow, drainage area, and usage. This listing indicated that all but 137 of the 997 dams can be eliminated from consideration for Phase II research. The second phase would be required to further identify which of the 137 dams might have viable hydroelectric potential and define their basic hydroelectric parameters.

    The objectives of this project were to determine state-level totals of the estimated economic resource, minable reserve base, and recoverable coal in Ohio, allocated to specified ranges of sulfur and heat content. In addition, resources and reserves were to be categorized by mining methods (surface and underground). Land use and environmental restrictions, needed to determine remaining minable reserves, were to be delineated and percentages of restricted coal calculated. In context of a Phase 1, one-year project, the objectives of this project were to update Ohio's coal reserves and resources for as many counties as time allowed, and to deplete production tonnages to January 1, 1991, on the remaining coal-producing counties. For the depleted counties, only estimated economic resources were required or possible with the data available. 24 refs., 9 figs., 3 tabs.

    Broad Funding Opportunity Announcement Project: Ohio State has developed an iron-based material and process for converting syngas—a synthetic gas mixture—into electricity, H2, and/or liquid fuel with zero CO2 emissions. Traditional carbon capture methods use chemical solvents or special membranes to separate CO2 from the gas exhaust from coal-fired power plants. Ohio State’s technology uses an iron-based oxygen carrier to generate CO2 and H2 from syngas in separate, pure product streams by means of a circulating bed reactor configuration. The end products of the system are H2, electricity, and/or liquid fuel, all of which are useful sources of power that can come from coal or syngas derived from biomass. Ohio State is developing a high-pressure pilot-scale unit to demonstrate this process at the National Carbon Capture Center.

    A distinct positive anomaly in the temperatures of the shallow (Pleistocene) aquifers along the Cincinnati-Findlay Arch in Western Ohio coincides with a low geothermal gradient. A conceptual model of convective currents associated with a tensional fault and/or fracture system along the crest of the Arch is suggested as an explanation of the anomaly. Hydrochemical information indicates that various quantities of warmer ground water, with the composition characteristics of deep bedrock aquifers, is present as an admixture in the shallow aquifers. This confirms the conceptual model of convection in fractures.

    Water-resources data for the 1991 water year for Ohio consist of records of stage, discharge, and water quality of streams; stage and contents of lakes and reservoirs; and water levels and water quality of ground-water wells. This report, in two volumes, contains records for water discharge at 131 gaging stations, 378 wells, and 74 partial-record sites; and water levels at 431 observation wells. Also included are data from miscellaneous sites. Additional water data were collected at various sites not involved in the systematic data-collection program and are published as miscellaneous measurements and analyses. These data represent that part of the National Water Data System collected by the US Geological Survey and cooperating State and Federal agencies in Ohio.

    The Water Resources Division of the US Geological Survey (USGS) in cooperation with State agencies, obtains a large amount of data each water year (a water year is the 12-month period from October 1 through September 30 and is identified by the calendar year in which it ends) pertaining to the water resources of Ohio. These data, accumulated during many years, constitute a valuable data base for developing an improved understanding of the water resources of the State. To make these data readily available to interested parties outside the USGS, they are published annually in this report series entitled ``Water Resources Data--Ohio.`` This report (in two volumes) includes records on surface water and ground water in the State. Specifically, it contains: (1) Discharge records for streamflow-gaging stations, miscellaneous sites, and crest-stage stations; (2) stage and content records for streams, lakes, and reservoirs; (3) water-quality data for streamflow-gaging stations, wells, synoptic sites, and partial-record sit -aid (4) water-level data for observation wells. Locations of lake-and streamflow-gaging stations, water-quality stations, and observation wells for which data are presented in this volume are shown in figures 8a through 8b. The data in this report represent that part of the National Water Data System collected by the USGS and cooperating State and Federal agencies in Ohio. This series of annual reports for Ohio began with the 1961 water year with a report that contained only data relating to the quantities of surface water. For the 1964 water year, a similar report was introduced that contained only data relating to water quality. Beginning with the 1975 water year, the report was changed to present (in two or three volumes) data on quantities of surface water, quality of surface and ground water, and ground-water levels.

    Motivated by the possibility that the amplitude for neutrinoless double beta decay may be much smaller than the planned sensitivity of future experiments, we study Ansaetze for the neutrino mass matrix with M{sub ee}=0. For the case in which CP is conserved, we consider two classes of real-valued mass matrices: ''Class I'' defined by |M{sub e{mu}|}=|M{sub e{tau}|}, and ''Class II'' defined by |M{sub {mu}{mu}|}=|M{sub {tau}{tau}|}. The important phenomenological distinction between the two is that Class I permits only small values of V{sub e3} up to {approx}0.03, while Class II admits large values of V{sub e3} up to its empirical upper limit of 0.22. Then we introduce CP-violating complex phases into the mass matrix. We show that it is possible to have tribimaximal mixing with M{sub ee}=0 and |M{sub {mu}{tau}|}=|M{sub {mu}{mu}|}=|M{sub {tau}{tau}|} if the Majorana phase angles are {+-}{pi}/4. Alternatively, for smaller values of |M{sub {mu}{tau}|}=|M{sub {mu}{mu}|}=|M{sub {tau}{tau}|} it is possible to obtain |V{sub e3}|{approx}0.2 and generate relatively large CP-violating amplitudes. To eliminate phase redundancy, we emphasize rephasing any mass matrix with M{sub ee}=0 into a standard form with two complex phases. The discussion alternates between analytical and numerical but remains purely phenomenological, without any attempt to derive mass matrices from a fundamental theory.

    The objective of this project is to demonstrate, at pilot scale, that advanced dry-scrubbing-based technologies can attain the performance levels specified by the 1990 Clean Air Act Amendments for SO{sub 2} emissions while burning high-sulfur Ohio coal, and that these technologies are economically competitive with wet scrubber systems. Dry scrubbing involves injecting an atomized mist of sorbent-containing slurry droplets into hot flue gas. The reaction products exit the scrubber as a dry powder that can be filtered from the gas and recycled or disposed. The project consists of testing an advanced dry scrubber system on two high sulfur Ohio coals. All testing will be conducted in the 5 MBtu pilot facility at B and W`s Alliance Research Center. The facility consists of a test furnace, a dry scrubber using a B and W DuraJet{trademark} two fluid atomizer, a pulse-jet baghouse, and an ash slaking system. Tests were conducted with and without recycling the solids collected from the baghouse. During recycle operation the solids were slurried with water and injected into the dry scrubber with the fresh lime slurry. Test results will be presented, including SO{sub 2} removal (70--99%), calcium to sulfur ratios (1.1--1.9), dry scrubber outlet temperatures (10--30 F), and system performance. An advanced feature of the project was the use of the B and W patented Droplet Impingement Device which removes large slurry droplets from the gas stream prior to the baghouse to prevent baghouse deposition. This allows operation at low approach temperatures.

    Measurements of air showers made using the hybrid technique developed with the fluorescence and surface detectors of the Pierre Auger Observatory allow a sensitive search for point sources of EeV photons anywhere in the exposed sky. A multivariate analysis reduces the background of hadronic cosmic rays. The search is sensitive to a declination band from –85° to +20°, in an energy range from 10{sup 17.3} eV to 10{sup 18.5} eV. No photon point source has been detected. An upper limit on the photon flux has been derived for every direction. The mean value of the energy flux limit that results from this, assuming a photon spectral index of –2, is 0.06 eV cm{sup –2} s{sup –1}, and no celestial direction exceeds 0.25 eV cm{sup –2} s{sup –1}. These upper limits constrain scenarios in which EeV cosmic ray protons are emitted by non-transient sources in the Galaxy.

    A thorough search of the sky exposed at the Pierre Auger Cosmic Ray Observatory reveals no statistically significant excess of events in any small solid angle that would be indicative of a flux of neutral particles from a discrete source. The search covers from -90 Degree-Sign to +15 Degree-Sign in declination using four different energy ranges above 1 EeV (10{sup 18} eV). The method used in this search is more sensitive to neutrons than to photons. The upper limit on a neutron flux is derived for a dense grid of directions for each of the four energy ranges. These results constrain scenarios for the production of ultrahigh energy cosmic rays in the Galaxy.

    The purpose of this report is to inform interested oil and gas operators about EGSP results as they pertain to the Devonian gas shales of the Appalachian basin in eastern Ohio. Geologic data and interpretations are summarized, and areas where the accumulation of gas may be large enough to justify commercial production are outlined. Because the data presented in this report are generalized and not suitable for evaluation of specific sites for exploration, the reader should consult the various reports cited for more detail and discussion of the data, concepts, and interpretations presented. A complete list of EGSP sponsored work pertinent to the Devonian shales in Ohio is contained as an appendix to this report. Radioactive shale zones are also mapped.

    Fossil fuels -- coal, oil, and natural gas -- built America`s historic economic strength. Today, coal supplies more than 55% of the electricity, oil more than 97% of the transportation needs, and natural gas 24% of the primary energy used in the US. Even taking into account increased use of renewable fuels and vastly improved powerplant efficiencies, 90% of national energy needs will still be met by fossil fuels in 2020. If advanced technologies that boost efficiency and environmental performance can be successfully developed and deployed, the US can continue to depend upon its rich resources of fossil fuels.

The purpose of the Ohio Coal Research Consortium is to conduct a multi-year fundamental research program focused on (1) the enhancement or development of dry sorption processes for the economical removal of high levels of SO{sub 2} and other pollutants and (2) an increased understanding of methods for reduction in air toxics emissions from combustion gases produced by burning high-sulfur Ohio coal. This report contains summaries of twelve studies in these areas.
