    In a concerted effort to promote the fair consideration of LP-gas as an alternative fuel nationwide, a number of prominent corporations and individuals have established a new group called the LP-Gas Clean Fuels Coalition (Irvine, Calif.). This paper discusses how the coalition will spearhead the industry's efforts to encourage favorable clean-air legislation and regulations through the gathering and dissemination of accurate information from all industry sources. Coalition members believe that LP-gas is not being equitably considered in the current Congressional push to legislate clean alternative fuels.

    In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

    The isotopic composition of mixed-oxide (MOX) fuel, fabricated with both uranium and plutonium, after discharge from reactors is of significant interest to the Fissile Materials Disposition Program. The validation of the SCALE (SAS2H) depletion code for use in the prediction of isotopic compositions of MOX fuel, similar to previous validation studies on uranium-only fueled reactors, has corresponding significance. The EEI-Westinghouse Plutonium Recycle Demonstration Program examined the use of MOX fuel in the San Onofre PWR, Unit 1, during cycles 2 and 3. Isotopic analyses of the MOX spent fuel were conducted on 13 actinides and {sup 148}Nd by either mass or alpha spectrometry. Six fuel pellet samples were taken from four different fuel pins of an irradiated MOX assembly. The measured actinide inventories from those samples has been used to benchmark SAS2H for MOX fuel applications. The average percentage differences in the code results compared with the measurement were {minus}0.9% for {sup 235}U and 5.2% for {sup 239}Pu. The differences for most of the isotopes were significantly larger than in the cases for uranium-only fueled reactors. In general, comparisons of code results with alpha spectrometer data had extreme differences, although the differences in the calculations compared with mass spectrometer analyses were not extremely larger than that of uranium-only fueled reactors. This benchmark study should be useful in estimating uncertainties of inventory, criticality and dose calculations of MOX spent fuel.

    Traditionally, regional motor vehicle emission inventories (MVEI) have been estimated by combining travel demand model and emission factor model predictions. The accuracy of traditional MVEIs is frequently challenged, and development of independent methods for estimating vehicle emissions has been identified as a high priority for air quality research. In this study, an alternative fuel-based MVEI was developed for the San Francisco Bay Area using data from 1990--1992. To estimate CO emissions from motor vehicles in the Bay Area, estimates of gasoline sales were combined with infrared remote sensing measurements of CO and CO{sub 2} exhaust concentrations from over 10,000 light-duty vehicles in summer 1991. Once absolute estimates of CO emissions have been computed, it is possible to use ambient NO{sub x}/CO and NMOC/CO ratios from high traffic areas to estimate emissions for NO{sub x} and NMOC (excluding some resting loss and diurnal evaporative emissions). Ambient ratios were generated from special-study measurements of NMOC and CO in 1990 and 1992, and from routine sampling of NO{sub x} and CO in 1991. All pollutant concentrations were measured on summer mornings at Bay Area monitoring sites in areas with high levels of vehicle traffic and no other significant sources nearby. Stabilized CO emissions calculated by the fuel-based method for cars and light-duty trucks were 1720{+-}420 tons/day. This value is close to California`s MVEI 7G model estimates. Total on-road vehicle emissions of CO in the Bay Area were estimated to be 2900{+-}800 tons/day. Emissions of NMOC were estimated to be 570{+-}200 tons/day, which is 1.6{+-}0.6 times the value predicted by MVEI 7G. In the present study, emissions of NO{sub x} from on-road vehicles were estimated to be 250{+-}90 tons/day, which is 0.6{+-}0.2 times the value predicted by MVEI 7G.

    In this paper we present a model for coalition formation and payoff distribution in general environments. We focus on a reduced complexity kernel-oriented coalition formation model, and provide a detailed algorithm for the activity of the single rational agent. The model is partitioned into a social level and a strategic level, to distinguish between regulations that must be agreed upon and are forced by agent-designers, and strategies by which each agent acts at will. In addition, we present an implementation of the model and simulation results. From these we conclude that implementing the model for coalition formation among agents increases the benefits of the agents with reasonable time consumption. It also shows that more coalition formations yield more benefits to the agents.

    The Cast Metals Coalition (CMC) partnership program was funded to ensure that the results of the Department of Energy's (DOE) metalcasting research and development (R&D) projects are successfully deployed into industry. Specifically, the CMC program coordinated the transfer and deployment of energy saving technologies and process improvements developed under separately funded DOE programs and projects into industry. The transition of these technologies and process improvements is a critical step in the path to realizing actual energy savings. At full deployment, DOE funded metalcasting R&D results are projected to save 55% of the energy used by the industry in 1998. This closely aligns with DOE's current goal of driving a 25% reduction in industrial energy intensity by 2017. In addition to benefiting DOE, these energy savings provide metalcasters with a significant economic advantage. Deployment of already completed R&D project results and those still underway is estimated to return over 500% of the original DOE and industry investment. Energy savings estimates through December 2008 from the Energy-Saving Melting and Revert Reduction Technology (E-SMARRT) portfolio of projects alone are 12 x 1012 BTUs, with a projection of over 50 x 1012 BTUs ten years after program completion. These energy savings and process improvements have been made possible through the unique collaborative structure of the CMC partnership. The CMC team consists of DOE's Office of Industrial Technology, the three leading metalcasting technical societies in the U.S: the American Foundry Society; the North American Die Casting Association; and the Steel Founders Society of America; and the Advanced Technology Institute (ATI), a recognized leader in distributed technology management. CMC provides collaborative leadership to a complex industry composed of approximately 2,100 companies, 80% of which employ less than 100 people, and only 4% of which employ more than 250 people.     The last years have witnessed a dramatic shift of the world`s military, political, and economic paradigm from a bi-polar competitive gridlock to a more fluid, multi-player environment. This change has necessarily been followed by a re-evaluation of the strategic thinking and by a reassessment of mutual positions, options, and decisions. The essential attributes of the new situation are modeled by a system of nonlinear evolution equations with competitive/cooperative interactions. The mathematical setting is quite general to accommodate models related to military confrontation, arms control, economic competition, political negotiations, etc. Irrespective of the specific details, all these situations share a common denominator, namely the presence of various players with different and often changing interests and goals. The interests, ranging from conflicting to consensual, are defined in a context of interactions between the players that vary from competitive to cooperative. Players with converging interests tend to build up cooperative coalitions while coalitions with diverging interests usually compete among themselves, but this is not an absolute requirement (namely, one may have groups with converging interests and competitive interactions, and vice-versa). Appurtenance to a coalition may change in time according to the shift in one`s perceptions, interests, or obligations. During the time evolution, the players try to modify their strategies as to best achieve their respective goals. An objective functional quantifying the rate of success (payoff) vs. effort (cost) measures the degree of goal attainment for all players involved, thus selecting an optimal strategy based on optimal controls. While the technical details may vary from problem to problem, the general approach described here establishes a standard framework for a host of concrete situations that may arise from tomorrow`s {open_quotes}next competition{close_quotes}.

    The San Jose Accord was signed in San Jose, Costa Rica on August 3, 1980 by the Presidents of Venezuela and Mexico, whereby the two countries mutually committed to supply the net imported domestic oil consumption of several Central American and Caribbean countries. Countries initially participating in the program are: Barbados, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Jamaica, Nicaragua, and Panama. Seven eastern Caribbean countries were to meet on October 7 to petition for inclusion in the Accord, namely: Antigua, St. Kitt/Nevis, Montserrat, Dominica, St. Lucia, St. Vincent, and Grenada. The official language of the Accord is presented, and the operative status of the Accord two years after signing is discussed. Specific briefs about some of the individual countries in the Accord are included. The fuel price/tax series for the Western Hemisphere countries is updated.

    ChevronTexaco has successfully operated a 200 kW PC25C phosphoric acid fuel cell power plant at the corporate data center in San Ramon, California for the past two years and seven months following installation in December 2001. This site was chosen based on the ability to utilize the combined heat (hot water) and power generation capability of this modular fuel cell power plant in an office park setting . In addition, this project also represents one of the first commercial applications of a stationary fuel cell for a mission critical data center to assess power reliability benefits. This fuel cell power plant system has demonstrated outstanding reliability and performance relative to other comparably sized cogeneration systems.

    This paper describes the selection of a cogeneration system for San Jose State University and how that system fits the needs of the University. The cogenerator plant is capable of meeting the total campus steam and electric requirements. When the plant is down for routine maintenance, backup is supplied by the existing boiler plant and the local electric utility. Power generated above the University's needs is sold to the utility. The relatively new Cheng cycle system was chosen for the plant. It has more flexibility than a simple cycle and greater electrical and steaming capacity than for the equivalent combined cycle system. An analysis showed that under the University's loads and rate structure, the Cheng cycle could provide realistic sizing and good financial returns. The design of the Cheng system is described.

A comparison is made of opportunity fuels, defined as fuels that can be converted to other forms of energy at lower cost than standard fossil fuels. Types of fuels for which some limited technical data is provided include petroleum coke, garbage, wood waste, and tires. Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs. A detailed cost breakdown for different plant types is provided for use in base fuel pricing.

    The Cement Kiln Recycling Coalition (CKRC) is a national trade association representing virtually all the U.S. cement companies involved in the use of waste-derived fuel in the cement manufacturing process as well as those companies involved in the collection, processing, managing, and marketing of such fuel. CKRC, in conjunction with the National Association of Chemical Recyclers (NACR), completed several data collection activities over the past two years to provide the Environmental Protection Agency (EPA) and other interested parties with industry-wide trend analyses. The analyses evaluated the content of specific metals in waste fuels utilized by cement kilns, average Btu value of substitute fuels used by kilns, and provides insight into the trends of these properties. With the exception of the data collected by NACR, the study did not evaluate materials sent to hazardous waste incinerators or materials that are combusted at {open_quotes}on-site{close_quotes} facilities.

    The sixth annual EPRI Fuel Supply Seminar was held in San Diego, California, from December 3 to 5, 1986. The theme was the impact of lower prices on utility decisions, encompassing heightened competition with electricity and among sources of generation, shifts in new capacity choices, and risks and developments in domestic gas supply and pricing. In addition, key considerations behind world oil and economic projections were discussed. A panel session on bulk power transfers explored emerging trends, case studies, and pivotal fuel considerations. Recent findings on impacts of acid rain legislation on coal markets were discussed. Presentations were made by EPRI research contractors on the results of ongoing research and by speakers from the utility, coal and natural gas industries, as well as independent consultants. The principal purpose of the seminar, as in past years, was to provide utility fuel planners and corporate planners with information and insights into the uncertainties in current fuel markets, and to aid utilities in pursuing flexible fuel strategies.

    Salt management has been a challenge to westside farmerssince the rapid expansion of irrigated agriculture in the 1900 s. Thesoils in this area are naturally salt-affected having formed from marinesedimentary rocks rich in sea salts rendering the shallow groundwater,and drainage return flows discharging into the lower reaches of the SanJoaquin River, saline. Salinity problems are affected by the importedwater supply from Delta where the Sacramento and San Joaquin Riverscombine. Water quality objectives on salinity and boron have been inplace for decades to protect beneficial uses of the river. However it wasthe selenium-induced avian toxicity that occurred in the evaporationponds of Kesterson Reservoir (the terminal reservoir of a planned but notcompleted San Joaquin Basin Master Drain) that changed public attitudesabout agricultural drainage and initiated a steady stream ofenvironmental legislation directed at reducing non-point source pollutionof the River. Annual and monthly selenium load restrictions and salinityand boron Total Maximum Daily Loads (TMDLs) are the most recent of thesepolicy initiatives. Failure by both State and Federal water agencies toconstruct a Master Drain facility serving mostly west-side irrigatedagriculture has constrained these agencies to consider only In-Valleysolutions to ongoing drainage problems. For the Westlands subarea, whichhas no surface irrigation drainage outlet to the San Joaquin River,innovative drainage reuse systems such as the Integrated Farm DrainageManagement (IFDM) offer short- to medium-term solutions while morepermanent remedies to salt disposal are being investigated. Real-timesalinity management, which requires improved coordination of east-sidereservoir releases and west-side drainage, offers some relief toGrasslands Basin farmers and wetland managers - allowing greater salinityloading to the River than under a strict TMDL. However, currentregulation drives a policy that results in a moratorium on all

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    The Landslide field, located at the southern margin of the San Joaquin basin, was discovered in 1985 by a partnership headed by Channel Exploration Company, on a farm out from Tenneco Oil Company. Initial production from the Tenneco San Emidio 63X-30 was 2064 BOPD, making landslide one of the largest onshore discoveries in California during the past decade. Current production is 7100 BOPD from a sandstone reservoir at 12,500 ft. Fifteen wells have been drilled in the field, six of which are water injectors. Production from the Landslide field occurs from a series of upper Miocene Stevens turbidite sandstones that lie obliquely across an east-plunging structural nose. These turbidite sandstones were deposited as channel-fill sequences within a narrowly bounded levied channel complex. Both the Landslide field and the larger Yowlumne field, located 3 mi to the northwest, comprise a single channel-fan depositional system that developed in the restricted deep-water portion of the San Joaquin basin. Information from the open-hole logs, three-dimensional surveys, vertical seismic profiles, repeat formation tester data, cores, and pressure buildup tests allowed continuous drilling from the initial discovery to the final waterflood injector, without a single dry hole. In addition, the successful application of three-dimensional seismic data in the Landslide development program has helped correctly image channel-fan anomalies in the southern Maricopa basin, where data quality and severe velocity problems have hampered previous efforts. New exploration targets are currently being evaluated on the acreage surrounding the Landslide discovery and should lead to an interesting new round of drilling activity in the Maricopa basin.

The exhaust stream is divided into two streams, exhaust stream 1 and exhaust stream 2, and exhaust stream 1 is vented. Exhaust stream 2 is mixed with spent fuel stream 2 to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells. 1 fig.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

    The San Joaquin - Tulare Conjunctive Use Model (SANTUCM) was originally developed for the San Joaquin Valley Drainage Program to evaluate possible scenarios for long-term management of drainage and drainage - related problems in the western San Joaquin Valley of California. A unique aspect of this model is its coupling of a surface water delivery and reservoir operations model with a regional groundwater model. The model also performs salinity balances along the tributaries and along the main stem of the San Joaquin River to allow assessment of compliance with State Water Resources Control Board water quality objectives for the San Joaquin River. This document is a detailed description of the various subroutines, variables and parameters used in the model.

    The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix's LPG fuel processor system integrated into Plug Power's residential-scale GenSys(TM) 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program's primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation's TransGuide headquarters in San Antonio, Texas.     This DOE funded study was performed to evaluate the potential for treatment and beneficial reuse of produced water from the San Ardo oilfield in Monterey County, CA. The potential benefits of a successful full-scale implementation of this project include improvements in oil production efficiency and additional recoverable oil reserves as well as the addition of a new reclaimed water resource. The overall project was conducted in two Phases. Phase I identified and evaluated potential end uses for the treated produced water, established treated water quality objectives, reviewed regulations related to treatment, transport, storage and use of the treated produced water, and investigated various water treatment technology options. Phase II involved the construction and operation of a small-scale water treatment pilot facility to evaluate the process's performance on produced water from the San Ardo oilfield. Cost estimates for a potential full-scale facility were also developed. Potential end uses identified for the treated water include (1) agricultural use near the oilfield, (2) use by Monterey County Water Resources Agency (MCWRA) for the Salinas Valley Water Project or Castroville Seawater Intrusion Project, (3) industrial or power plant use in King City, and (4) use for wetlands creation in the Salinas Basin. All of these uses were found to have major obstacles that prevent full-scale implementation. An additional option for potential reuse of the treated produced water was subsequently identified. That option involves using the treated produced water to recharge groundwater in the vicinity of the oil field. The recharge option may avoid the limitations that the other reuse options face. The water treatment pilot process utilized: (1) warm precipitation softening to remove hardness and silica, (2) evaporative cooling to meet downstream temperature limitations and facilitate removal of ammonia, and (3) reverse osmosis (RO) for removal of dissolved salts, boron, and

    The solar energy system, Elcam San Diego, was designed to supply domestic hot water heating for a single family residence located in Encinitas, California. The contents of this document have been divided into System Description, Performance Assessment, Operating Energy, Energy Savings, Maintenance and Summary and Conclusions. The system is a Sunspot two tank cascade type, where solar energy is supplied to either a 66 gallon preheat tank (solar storage) or a 40 gallon domestic hot water tank. Water is pumped directly from one of the two tanks, through the 65 square feet collector array and back into the same tank. Freeze protection is provided by automatically circulating hot water from the hot water tank through the collectors and exposed plumbing when freezing conditions exist. Auxiliary energy is supplied by natural gas. The Elcam San Diego solar energy system has three modes of operation.

On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    In the summer of 2006 the Green Institute started the study for the RockTenn paper mill that would evaluate the economics and supply chain reliability of wood waste and other clean biomass as a fuel for the facility. The Green Institute obtained sponsorship from a broad coalition representing the community and the project team included other consultants and university researchers specializing in biomass issues. The final product from the project was a report to: 1) assess the availability of clean biomass fuel for use at the Rock-Tenn site; 2) roughly estimate costs at various annual usage quantities; and 3) develop the building blocks for a supply chain procurement plan. The initial report was completed and public presentations on the results were completed in spring of 2007.

    A radiological survey of three sites in San Diego Bay provided the basis for the following conclusions: 1. Small quantities of Co-60 (0.02-0.05 pCi/g) are present in the bottom sediments in some areas of the harbor at the Submarine Base. Most, if not all, of the Co-60 contamination present probably originated prior to the earlier 1967 survey that reported Co-60 levels as much as 300 times larger than those observed in this study. The highest Co-60 concentration measured is now less than one percent of the normal background radioactivity in harbor sediment samples. 2. No tritium or gamma-ray emitters, other than trace amounts of those occurring naturally, were detected in surface water from the dock areas or in nearby drinking water supplies. 3. Only radionuclides of natural origin and trace amounts of Cs-137 from fallout of previous nuclear weapons tests were detected in samples of kelp, algae, and fish taken from the harbor at the Submarine Base. 4. Gamma-ray surveys of the harbors near the docking areas and along shorelines and beaches near the shipyards failed to detect any exposure rates above background. 3 refs., 4 figs., 3 tabs.

    In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test.     A catalytic organic fuel processing apparatus, which can be used in a fuel cell power system, contains within a housing a catalyst chamber, a variable speed fan, and a combustion chamber. Vaporized organic fuel is circulated by the fan past the combustion chamber with which it is in indirect heat exchange relationship. The heated vaporized organic fuel enters a catalyst bed where it is converted into a desired product such as hydrogen needed to power the fuel cell. During periods of high demand, air is injected upstream of the combustion chamber and organic fuel injection means to burn with some of the organic fuel on the outside of the combustion chamber, and thus be in direct heat exchange relation with the organic fuel going into the catalyst bed.

    Fuel cells are being developed to power cleaner, more fuel efficient automobiles. The fuel cell technology favored by many automobile manufacturers is PEM fuel cells operating with H2 from liquid fuels like gasoline and diesel. A key challenge to the commercialization of PEM fuel cell based powertrains is the lack of sufficiently small and inexpensive fuel processors. Improving the performance and cost of the fuel processor will require the development of better performing catalysts, new reactor designs and better integration of the various fuel processing components. These components and systems could also find use in natural gas fuel processing for stationary, distributed generation applications. Prototype fuel processors were produced, and evaluated against the Department of Energy technical targets. Significant advances were made by integrating low-cost microreactor systems, high activity catalysts, π-complexation adsorbents, and high efficiency microcombustor/microvaporizers developed at the University of Michigan. The microreactor system allowed (1) more efficient thermal coupling of the fuel processor operations thereby minimizing heat exchanger requirements, (2) improved catalyst performance due to optimal reactor temperature profiles and increased heat and mass transport rates, and (3) better cold-start and transient responses.

    A fuel cell assembly in which fuel cells adapted to internally reform fuel and fuel reformers for reforming fuel are arranged in a fuel cell stack. The fuel inlet ports of the fuel cells and the fuel inlet ports and reformed fuel outlet ports of the fuel reformers are arranged on one face of the fuel cell stack. A manifold sealing encloses this face of the stack and a reformer fuel delivery system is arranged entirely within the region between the manifold and the one face of the stack. The fuel reformer has a foil wrapping and a cover member forming with the foil wrapping an enclosed structure.

    An apparatus and method are disclosed for eliminating the chemical energy of fuel remaining in a pressurized fuel cell generator (10) when the electrical power output of the fuel cell generator is terminated during transient operation, such as a shutdown; where, two electrically resistive elements (two of 28, 53, 54, 55) at least one of which is connected in parallel, in association with contactors (26, 57, 58, 59), a multi-point settable sensor relay (23) and a circuit breaker (24), are automatically connected across the fuel cell generator terminals (21, 22) at two or more contact points, in order to draw current, thereby depleting the fuel inventory in the generator.

    The newly restructured natural gas industry is providing greater opportunities for independent energy producers searching to match fuel supply contracts with project needs. Order No. 636's unbundling of the services offered by pipelines completed the deregulation of the gas industry started by the Natural Gas Policy Act of 1978, which began a phased deregulation of wellhead natural gas prices. Traditionally, the pipelines aggregated gas from numerous producers, transported it, stored it if necessary and sold it to a local distribution company or major customer, such as an electric generator. Order No. 636 separates pipeline transportation, sales and storage services and provides open access to pipelines. Customers are now subject to balancing requirements, scheduling penalties and operational flow orders, but there are new flexibilities in purchase and receipt of gas. The capacity release provisions allow those with excess transportation capacity entitlements to market that capacity. The order also favors the straight fixed-variable rate design which increases demand charges by including all fixed charges, including a pipeline's return and taxes, in the demand component of the rate. Under the previous modified fixed-variable methodology, a pipeline's fixed-cost recovery and earnings depended at least in part on maintaining throughput. Critics say the change will reduce the pipelines' incentive to operate efficiently and to market gas aggressively to power generators.

In a preferred embodiment, a first movable bridge is disposed over an upper pool containing the reactor core, and a second movable bridge is disposed over a fuel storage pool, with the transfer pool being disposed therebetween. A fuel bundle may be moved by the first bridge from the reactor core and loaded into the carriage which transports the fuel bundle to the second bridge which picks up the fuel bundle and carries it to the fuel storage pool.

    A nuclear fuel bundle fuel transfer system includes a transfer pool containing water at a level above a reactor core. A fuel transfer machine therein includes a carriage disposed in the transfer pool and under the water for transporting fuel bundles.
