This document describes the RD&D activities in Europe on alkaline, phosphoric acid, polymer electrolyte, direct methanol, solid oxide, and molten carbonate fuel cell types. It describes the European Commission`s activities, its role in the European development of fuel cells, and its interaction with the national programs. It then presents a country-by-country breakdown. For each country, an overview is given, presented by fuel cell type. Scandinavian countries are covered in less detail. American organizations active in Europe, either in supplying fuel cell components, or in collaboration, are identified. Applications include transportation and cogeneration.

    Federal, state, and local governments could save at least $139 million annually by reducing energy waste through the purchase and use of energy-efficient products. Reducing this waste would reduce annual greenhouse gas emissions by 4.1 million metric tons of carbon (MMTCs) by the year 2010; the equivalent of planting an area of trees the size of Yellowstone National Park. In addition, with $50-70 billion in purchasing power for energy-related products, specifying energy efficiency could significantly shift the market for these products. The Federal government recently launched the ENERGY STAR® Purchasing Initiative to channel the purchasing power of state and local governments -and its environmental impact- in the direction of energy-efficient products to capture significant environmental benefits and increase the demand in the marketplace. Part of this effort studied why governments don’t currently procure the most efficient products, and attempted to identify the changes that would be necessary to allow many governments to do so. Some of the initial barriers to energy-efficient procurement that were found are: • Lack of information about the availability of energy-efficient products; • Split incentives, where the agency purchasing the products do not pay for the utility bills directly and, therefore, have little interest, or incentive, to save energy; • Misinformation about the benefits of energy efficiency; • Energy efficiency not seen as a value-added aspect of procurement; • Budget constraints; and • Lowest first-cost bias. This paper will present the results of this study and describe the mechanisms that will be put into place to address each of these barriers.

    Daily diaries of respiratory symptoms are a powerful technique for detecting acute effects of air pollution exposure. While conceptually simple, these diary studies can be difficult to analyze. The daily symptom rates are highly correlated, even after adjustment for covariates, and this lack of independence must be considered in the analysis. Possible approaches include the use of incidence instead of prevalence rates and autoregressive models. Heterogeneity among subjects also induces dependencies in the data. These can be addressed by stratification and by two-stage models such as those developed by Korn and Whittemore. These approaches have been applied to two data sets: a cohort of school children participating in the Harvard Six Cities Study and a cohort of student nurses in Los Angeles. Both data sets provide evidence of autocorrelation and heterogeneity. Controlling for autocorrelation corrects the precision estimates, and because diary data are usually positively autocorrelated, this leads to larger variance estimates. Controlling for heterogeneity among subjects appears to increase the effect sizes for air pollution exposure. Preliminary results indicate associations between sulfur dioxide and cough incidence in children and between nitrogen dioxide and phlegm incidence in student nurses.

    The National Renewable Energy Laboratory (NREL) is a U.S. Department of Energy (DOE) national laboratory; this project was funded by DOE. One of NREL`s missions is to objectively evaluate the performance, emissions, and operating costs of alternative fuel vehicles so fleet managers can make informed decisions when purchasing them. Alternative fuels have made greater inroads into the transit bus market than into any other. Each year, the American Public Transit Association (APTA) surveys its members on their inventory and buying plans. The latest APTA data show that about 4% of the 50,000 transit buses in its survey run on an alternative fuel. Furthermore, 1 in 5 of the new transit buses that members have on order are alternative fuel buses. This program was designed to comprehensively and objectively evaluate the alternative fuels in use in the industry.

    A linear programming model is used to analyze cost-competitiveness of biomass fuels in agricultural applications for the projected year 1990. With all else held constant, the prices of conventional fuels are increased and analytically compared to prices for biomass fuel products across a variety of end uses. Potential penetration of biomass fuels is measured as the share of each conventional fuel for which cost savings could be realized by substituting biomass fuels. This study examines the cost competitiveness of biomass fuels produced on farms, relative to conventional fuels (diesel, gasoline, natural gas, LPG, fuel oil, and electricity), as the prices of conventional fuels change. The study is targeted at the year 1990 and considers only fuel use in the agricultural sector. The method of analysis is to project fuel demands for ten farm operations in the year 1990 and to match these with biomass fuel substitutes from ten feedstock and nine process alternatives. In all, 61 feedstock/process combinations are possible. The matching of fuel demands and biomass fuels occurs in a linear programming model that seeks to meet fuel demands at minimum cost. Two types of biomass fuel facilities are considered, assuming a decentralized fuel distribution system. The first includes on-farm production units such as oil presses, low-Btu gasifiers, biogas digestors and direct combustion units. The second type of facility would be run by a farm co-operative. The primary data describing the biomass technologies are cost per unit output, where costs are calculated as first-year capital charges, plus al l allocable operating expenses, less any by-products of value. All costs assume commercial purchase of equipment. Homemade or makeshift installations are not considered. 1 reference.

    A cohort of approximately 100 student nurses in Los Angeles was recruited for a diary study of the acute effects of air pollution. Smoking histories and presence of asthma and other allergies were determined by questionnaire. Diaries were completed daily and collected weekly for as long as 3 yr. Air pollution was measured at a monitoring location within 2.5 miles of the school. Incidence and duration of a symptom were modeled separately. Pack-years of cigarettes were predictive of the number of episodes of coughing (p less than 0.0001) and of bringing up phlegm (p less than 0.0001). Current smoking, rather than cumulative smoking, was a better predictor of the duration of a phlegm episode (p less than 0.0001). Controlling for personal smoking, a smoking roommate increased the risk of an episode of phlegm (odds ratio (OR) = 1.41, p less than 0.001), but not of cough. Excluding asthmatics (who may be medicated), increased the odds ratio for passive smoking to 1.76 (p less than 0.0001). In logistic regression models controlling for temperature and serial correlation between days, an increase of 1 SD in carbon monoxide exposure (6.5 ppm) was associated with increased risk of headache (OR = 1.09, p less than 0.001), photochemical oxidants (7.4 pphm) were associated with increased risk of chest discomfort (OR = 1.17, p less than 0.001) and eye irritation (OR = 1.20 p less than 0.001), and nitrogen dioxide (9.1 pphm) was associated with increased risk of phlegm (OR = 1.08 p less than 0.01), sore throats (OR = 1.26, p less than 0.001), and eye irritation (OR = 1.16, p less than 0.001).

    The newly restructured natural gas industry is providing greater opportunities for independent energy producers searching to match fuel supply contracts with project needs. Order No. 636's unbundling of the services offered by pipelines completed the deregulation of the gas industry started by the Natural Gas Policy Act of 1978, which began a phased deregulation of wellhead natural gas prices. Traditionally, the pipelines aggregated gas from numerous producers, transported it, stored it if necessary and sold it to a local distribution company or major customer, such as an electric generator. Order No. 636 separates pipeline transportation, sales and storage services and provides open access to pipelines. Customers are now subject to balancing requirements, scheduling penalties and operational flow orders, but there are new flexibilities in purchase and receipt of gas. The capacity release provisions allow those with excess transportation capacity entitlements to market that capacity. The order also favors the straight fixed-variable rate design which increases demand charges by including all fixed charges, including a pipeline's return and taxes, in the demand component of the rate. Under the previous modified fixed-variable methodology, a pipeline's fixed-cost recovery and earnings depended at least in part on maintaining throughput. Critics say the change will reduce the pipelines' incentive to operate efficiently and to market gas aggressively to power generators.

Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    To make informed decisions about travel and vehicle purchase, consumers need unbiased and accurate information of the fuel economy they will actually obtain. In the past, the EPA fuel economy estimates based on its 1984 rules have been widely criticized for overestimating on-road fuel economy. In 2008, EPA adopted a new estimation rule. This study compares the usefulness of the EPA's 1984 and 2008 estimates based on their prediction bias and accuracy and attempts to improve the prediction of on-road fuel economies based on consumer and vehicle attributes. We examine the usefulness of the EPA fuel economy estimates using a large sample of self-reported on-road fuel economy data and develop an Individualized Model for more accurately predicting an individual driver's on-road fuel economy based on easily determined vehicle and driver attributes. Accuracy rather than bias appears to have limited the usefulness of the EPA 1984 estimates in predicting on-road MPG. The EPA 2008 estimates appear to be equally inaccurate and substantially more biased relative to the self-reported data. Furthermore, the 2008 estimates exhibit an underestimation bias that increases with increasing fuel economy, suggesting that the new numbers will tend to underestimate the real-world benefits of fuel economy and emissions standards. By including several simple driver and vehicle attributes, the Individualized Model reduces the unexplained variance by over 55% and the standard error by 33% based on an independent test sample. The additional explanatory variables can be easily provided by the individuals.

    The US has signed an Agreement with the Russian Federation for the purchase of 500 metric tons of highly enriched uranium (HEU) derived from dismantled Russian nuclear weapons. The BEU will be blended down to low-enriched uranium (LEU) in Russia and will be transported to the US to be used by fuel Fabricators to make fuel for commercial nuclear power plants. Both the United States and Russia have been preparing to institute transparency measures to provide confidence that the nonproliferation, physical protection, and material control and accounting requirements specified in the Agreement are met. This paper provides a background on the Agreement and subsequent on-going negotiations to develop transparency measures suited to the facilities and processes which are expected to be involved.

The Guide is intended to help consumers compare the fuel economy of similarly sized cars, light duty trucks and special purpose vehicles. The vehicles listed have been divided into three classes of cars, three classes of light duty trucks, and three classes of special purpose vehicles.

    The Bush administration's proposals to revamp the Clean Air Act received mixed reviews. The alternative fuels proposal in the administration's bill, if passed, would mandate the sale of so-called clean-fueled vehicles (CFVs) in the nine worst ozone non-attainment areas in the country. In areas failing to plan for reductions of volatile organic compounds (VOCs) and toxic air chemicals equivalent to those outlined in the Bush proposal, a total of 500,000 CFVs would have to be sold in 1995, 750,000 in 1996, and 1,000,000 each year from 1997-2004. What is unclear, however, is who will manufacture, sell, or purchase these vehicles. The paper discusses the pros and cons of ethanol, methanol, and compressed natural gas (CNG), the major alternative fuels being considered as supplements or replacements for gasoline.

    This paper summarizes the results of a California study to investigate the technical, environmental, and economic viability of using coal-derived fuels for transportation. Since nearly all of California's major urban areas have pollution problems, emphasis is placed on those options which are capable of achieving low exhaust emissions. A broad range of fuels are considered, including solids, gases, and liquids. Methanol, used in heavy-duty engines designed for this fuel, meets California's environmental, economic, and technical requirements for clean coal fuels. The combination has lower exhaust emissions than conventional Diesels -- smoke is eliminated and NO/SUB x/ and CO emissions are reduced. Further, thermal efficiencies comparable or exceeding conventional Diesels are possible. A demonstration of this new technology is now underway. Transit buses will be purchased with the objective of demonstrating alternative methanol engine designs. Economic viability in transit operations will be established.

    Although the government sector represents only 10 to 15 percent of the economy in most countries, carefully targeted public procurement can play a significant role in market transformation through its influence on both buyers and suppliers. Government leadership in energy-efficient purchasing can set an example for other buyers, while creating opportunities for leading manufacturers and distributors to increase their sales and market share by offering energy-efficient products at competitive prices. Under proper circumstances, a highly visible government purchasing policy can have a disproportionately large influence on the market for efficient products. In the United States, President Bush signed an Executive Order in 2001 directing all federal agencies to buy products with low standby power (1 watt or less where possible). This represents a deliberate choice to use government purchasing - rather than regulations or incentives - as a market-based strategy to encourage energy savings. It also builds upon existing efforts to encourage Federal purchase of energy-efficient products (Energy Star products and others in the top 25th percentile of efficiency). This paper summarizes the Federal Energy Management Program s first 18 months of experience in implementing this Executive Order, including analysis of data on standby power, interactions with manufacturers and industry groups, and the relationship between these efforts and other federal programs concerning product labelling, testing, rating, and efficiency standards. After five years of implementing low-standby power purchasing, we estimate energy savings for federal agencies alone at about 230 GWh/year (worth US$14 million), with spillover effects on the broader market that will save all US consumers nearly 4000 GWh/year (US$300 million).

    Fuel cell vehicles may create the first mass market for hydrogen as an energy carrier. Directed Technologies, Inc., working with the US Department of Energy hydrogen systems analysis team, has developed a time-dependent computer market penetration model. This model estimates the number of fuel cell vehicles that would be purchased over time as a function of their cost and the cost of hydrogen relative to the costs of competing vehicles and fuels. The model then calculates the return on investment for fuel cell vehicle manufacturers and hydrogen fuel suppliers. The model also projects the benefit/cost ratio for government--the ratio of societal benefits such as reduced oil consumption, reduced urban air pollution and reduced greenhouse gas emissions to the government cost for assisting the development of hydrogen energy and fuel cell vehicle technologies. The purpose of this model is to assist industry and government in choosing the best investment strategies to achieve significant return on investment and to maximize benefit/cost ratios. The model can illustrate trends and highlight the sensitivity of market penetration to various parameters such as fuel cell efficiency, cost, weight, and hydrogen cost. It can also illustrate the potential benefits of successful R and D and early demonstration projects. Results will be shown comparing the market penetration and return on investment estimates for direct hydrogen fuel cell vehicles compared to fuel cell vehicles with onboard fuel processors including methanol steam reformers and gasoline partial oxidation systems. Other alternative fueled vehicles including natural gas hybrids, direct injection diesels and hydrogen-powered internal combustion hybrid vehicles will also be analyzed.

The partially spent fuel stream is divided into two streams, spent fuel stream 1 and spent fuel stream 2. Spent fuel stream 1 is burned with the partially spent oxidant stream inside the refractory container to produce an exhaust stream. The exhaust stream is divided into two streams, exhaust stream 1 and exhaust stream 2, and exhaust stream 1 is vented. Exhaust stream 2 is mixed with spent fuel stream 2 to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator.     Many traditional electric utilities are trying to marry their larger customers to them for an additional five to ten years with rate discounts, customized summary billing, and other incentives. The utilities feel that a new piece of paper will help secure their rights to continue electric service when retail competition is permitted in their state. It will only be a matter of time before your company is approached with some sort of a business proposal from your local electric utility in their effort to extend their contract with you. If you operate several facilities, e.g., chain stores, you can likely expect to be contacted by electric utility company marketers from outside your immediate area. These non-local utilities usually will offer to audit your electric bills and offer to be your negotiator for utility purchases. All they want in exchange is to have the right of first refusal to serve electric power to all your facilities when the state law permits retail electric competition. Too much is unsettled about the electric utility industry today to simply sign a long-term electric power contract for some immediate dollar savings. It may be very tempting to sign an agreement to have an electric utility company do your utility bill auditing and contract/rate negotiations. The paper recommends what one should do in this situation, illustrated using a university food and beverage purchaser as the example.

    New developments in fuel cell technologies offer the promise of clean, reliable affordable power, resulting in reduced environmental impacts and reduced dependence on foreign oil. These developments are of particular interest to the people of Alaska, where many residents live in remote villages, with no roads or electrical grids and a very high cost of energy, where small residential power systems could replace diesel generators. Fuel cells require hydrogen for efficient electrical production, however. Hydrogen purchased through conventional compressed gas suppliers is very expensive and not a viable option for use in remote villages, so hydrogen production is a critical piece of making fuel cells work in these areas. While some have proposed generating hydrogen from renewable resources such as wind, this does not appear to be an economically viable alternative at this time. Hydrogen can also be produced from hydrocarbon feed stocks, in a process known as reforming. This program is interested in testing and evaluating currently available reformers using transportable fuels: methanol, propane, gasoline, and diesel fuels. Of these, diesel fuels are of most interest, since the existing energy infrastructure of rural Alaska is based primarily on diesel fuels, but this is also the most difficult fuel to reform, due to the propensity for coke formation, due to both the high vaporization temperature and to the high sulfur content in these fuels. There are several competing fuel cell technologies being developed in industry today. Prior work at UAF focused on the use of PEM fuel cells and diesel reformers, with significant barriers identified to their use for power in remote areas, including stack lifetime, system efficiency, and cost. Solid Oxide Fuel Cells have demonstrated better stack lifetime and efficiency in demonstrations elsewhere (though cost still remains an issue), and procuring a system for testing was pursued. The ''home'' consists of two rooms, each approximately 250 sq. ft. Every appliance and power outlet is under the control of a host computer, running the SEMaC software package. It is possible to override the computer, in the event that an appliance or power outage is required. Detailed analysis and simulation of the fuel cell operated smart home has been performed. Two journal papers has been accepted for publication and another journal paper is under review. Three theses have been completed and three additional theses are in progress.

    In January 1982, the Department of Energy guaranteed a loan for the construction and startup of the Great Plains project. On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project.     The power generation and municipal solid waste management industries share an interest in the use of process engineered fuel (PEF) comprised mainly of paper and plastics as a supplement to conventional fuels. PEF is often burned in existing boilers, making PEF an alternative to traditional refuse derived fuels (RDF). This paper describes PEF facilities and makes a comparison of PEF and RDF fuels.

    The National Nuclear Security Administration (NNSA) has funded staff at Oak Ridge National Laboratory (ORNL) to study the conversion of the High Flux Isotope Reactor (HFIR) from the current, high enriched uranium fuel to low enriched uranium fuel. The LEU fuel form is a metal alloy that has never been used in HFIR or any HFIR-like reactor. This report provides documentation of a process for the creation of a fuel specification that will meet all applicable regulations and guidelines to which UT-Battelle, LLC (UTB) the operating contractor for ORNL - must adhere. This process will allow UTB to purchase LEU fuel for HFIR and be assured of the quality of the fuel being procured.

    A catalytic organic fuel processing apparatus, which can be used in a fuel cell power system, contains within a housing a catalyst chamber, a variable speed fan, and a combustion chamber. Vaporized organic fuel is circulated by the fan past the combustion chamber with which it is in indirect heat exchange relationship. The heated vaporized organic fuel enters a catalyst bed where it is converted into a desired product such as hydrogen needed to power the fuel cell. During periods of high demand, air is injected upstream of the combustion chamber and organic fuel injection means to burn with some of the organic fuel on the outside of the combustion chamber, and thus be in direct heat exchange relation with the organic fuel going into the catalyst bed.

    Fuel cells are being developed to power cleaner, more fuel efficient automobiles. The fuel cell technology favored by many automobile manufacturers is PEM fuel cells operating with H2 from liquid fuels like gasoline and diesel. A key challenge to the commercialization of PEM fuel cell based powertrains is the lack of sufficiently small and inexpensive fuel processors. Improving the performance and cost of the fuel processor will require the development of better performing catalysts, new reactor designs and better integration of the various fuel processing components. These components and systems could also find use in natural gas fuel processing for stationary, distributed generation applications. Prototype fuel processors were produced, and evaluated against the Department of Energy technical targets. Significant advances were made by integrating low-cost microreactor systems, high activity catalysts, π-complexation adsorbents, and high efficiency microcombustor/microvaporizers developed at the University of Michigan. The microreactor system allowed (1) more efficient thermal coupling of the fuel processor operations thereby minimizing heat exchanger requirements, (2) improved catalyst performance due to optimal reactor temperature profiles and increased heat and mass transport rates, and (3) better cold-start and transient responses.

    A fuel cell assembly in which fuel cells adapted to internally reform fuel and fuel reformers for reforming fuel are arranged in a fuel cell stack. The fuel inlet ports of the fuel cells and the fuel inlet ports and reformed fuel outlet ports of the fuel reformers are arranged on one face of the fuel cell stack. A manifold sealing encloses this face of the stack and a reformer fuel delivery system is arranged entirely within the region between the manifold and the one face of the stack. The fuel reformer has a foil wrapping and a cover member forming with the foil wrapping an enclosed structure.

    An apparatus and method are disclosed for eliminating the chemical energy of fuel remaining in a pressurized fuel cell generator (10) when the electrical power output of the fuel cell generator is terminated during transient operation, such as a shutdown; where, two electrically resistive elements (two of 28, 53, 54, 55) at least one of which is connected in parallel, in association with contactors (26, 57, 58, 59), a multi-point settable sensor relay (23) and a circuit breaker (24), are automatically connected across the fuel cell generator terminals (21, 22) at two or more contact points, in order to draw current, thereby depleting the fuel inventory in the generator.

    A nuclear fuel bundle fuel transfer system includes a transfer pool containing water at a level above a reactor core. A fuel transfer machine therein includes a carriage disposed in the transfer pool and under the water for transporting fuel bundles. The carriage is selectively movable through the water in the transfer pool and individual fuel bundles are carried vertically in the carriage. In a preferred embodiment, a first movable bridge is disposed over an upper pool containing the reactor core, and a second movable bridge is disposed over a fuel storage pool, with the transfer pool being disposed therebetween. A fuel bundle may be moved by the first bridge from the reactor core and loaded into the carriage which transports the fuel bundle to the second bridge which picks up the fuel bundle and carries it to the fuel storage pool.
