Yucca Mountain, Nevada, located within this flow system, is being evaluated by the US Department of Energy to determine its suitability as a potential site for a high-level nuclear-waste repository. To assist the US Department of Energy with its evaluation of the Yucca Mountain site, the US Geological Survey developed a parameter-estimation model of the Furnace Creek Ranch-Alkali Flat ground-water-flow system. Results from sensitivity analyses made using the parameter-estimation model indicated that simulated rates of evapotranspiration at Franklin Lake playa had the largest effect on the calculation of transmissivity values at Yucca Mountain of all the model-boundary conditions and, therefore, that evapotranspiration required careful definition. 72 refs., 59 figs., 26 tab.

    The Franklin Mountains are a west tilted fault block mountain range which extends northwards from the city of El Paso, Texas. Geologic mapping in the southern portion of the Franklin Mountains has revealed many previously unrecognized structural complexities. Three large high-angle faults define the boundaries of map. Twenty lithologic units are present in the field area, including the southernmost Precambrian meta-sedimentary rocks in the Franklin Mountains (Lanoria Quartzite and Thunderbird group conglomerates). The area is dominated by Precambrian igneous rocks and lower Paleozoic carbonates, but Cenozoic ( ) intrusions are also recognized. Thin sections and rock slabs were used to describe and identify many of the lithologic units. The Franklin Mountains are often referred to as a simple fault block mountain range related to the Rio Grande Rift. Three critical regions within the study area show that these mountains contain structural complexities. In critical area one, Precambrian granites and rhyolites are structurally juxtaposed, and several faults bisecting the area affect the Precambrian/Paleozoic fault contact. Critical area two contains multiple NNW-trending faults, three sills and a possible landslide. This area also shows depositional features related to an island of Precambrian rock exposed during deposition of the lower Paleozoic rocks. Critical area three contains numerous small faults which generally trend NNE. They appear to be splays off of one of the major faults bounding the area. Cenozoic kaolinite sills and mafic intrusion have filled many of the fault zones.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    Oak Ridge National Laboratory (ORNL) has been awarded $6.8 million in the Department of Energy (DOE) American Recovery and Reinvestment Act (ARRA) funds as part of an overall $114.8 million ECOtality grant with matching funds from regional partners to install 125 solar-assisted Electric Vehicle (EV) charging stations across Knoxville, Nashville, Chattanooga, and Memphis. Significant progress has been made toward completing the scope with the installation of 25 solar-assisted charging stations at ORNL; six stations at Electric Power Research Institute (EPRI); and 27 stations at Nissan's Smyrna and Franklin sites, with three more stations under construction at Nissan's new lithium-ion battery plant. Additionally, the procurement process for contracting the installation of 34 stations at Knoxville, the University of Tennessee Knoxville (UTK), and Nashville sites is underway with completion of installation scheduled for early 2012. Progress is also being made on finalizing sites and beginning installations of 30 stations in Nashville, Chattanooga, and Memphis by EPRI and Tennessee Valley Authority (TVA). The solar-assisted EV charging station project has made great strides in fiscal year 2011. A total of 58 solar-assisted EV parking spaces have been commissioned in East and Middle Tennessee, and progress on installing the remaining 67 spaces is well underway. The contract for the 34 stations planned for Knoxville, UTK, and Nashville should be underway in October with completion scheduled for the end of March 2012; the remaining three Nissan stations are under construction and scheduled to be complete in November; and the EPRI/TVA stations for Chattanooga, Vanderbilt, and Memphis are underway and should be complete by the end of March 2012. As additional Nissan LEAFs are being delivered, usage of the charging stations has increased substantially.     The Shippingport Atomic Power Station was located on the Ohio River in Shippingport Borough (Beaver County), Pennsylvania, USA. The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station's responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

    The Western Area Power Administration (Western) proposes to construct, operate, and maintain a new Kiowa Creek Switching Station near Orchard in Morgan County, Colorado. Kiowa Creek Switching Station would consist of a fenced area of approximately 300 by 300 feet and contain various electrical equipment typical for a switching station. As part of this new construction, approximately one mile of an existing 115-kilovolt (kV) transmission line will be removed and replaced with a double circuit overhead line. The project will also include a short (one-third mile) realignment of an existing line to permit connection with the new switching station. In accordance with the Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the National Environmental Policy Act of 1969 (NEPA), 40 CFR Parts 1500--1508, the Department of Energy (DOE) has determined that an environmental impact statement (EIS) is not required for the proposed project. This determination is based on the information contained in this environmental assessment (EA) prepared by Western.     Hydrogen is an environmentally attractive transportation fuel that has the potential to displace fossil fuels. The Freedom CAR and Freedom FUEL initiatives emphasize the importance of hydrogen as a future transportation fuel. Presently, Las Vegas has one hydrogen fueling station powered by natural gas. However, the use of traditional sources of energy to produce hydrogen does not maximize the benefit. The hydrogen fueling station developed under this grant used electrolysis units and solar energy to produce hydrogen fuel. Water and electricity are furnished to the unit and the output is hydrogen and oxygen. Three vehicles were converted to utilize the hydrogen produced at the station. The vehicles were all equipped with different types of technologies. The vehicles were used in the day-to-day operation of the Las Vegas Valley Water District and monitoring was performed on efficiency, reliability and maintenance requirements. The research and demonstration utilized for the reconfiguration of these vehicles could lead to new technologies in vehicle development that could make hydrogen-fueled vehicles more cost effective, economical, efficient and more widely used. In order to advance the development of a hydrogen future in Southern Nevada, project partners recognized a need to bring various entities involved in hydrogen development and deployment together as a means of sharing knowledge and eliminating duplication of efforts. A road-mapping session was held in Las Vegas in June 2006. The Nevada State Energy Office, representatives from DOE, DOE contractors and LANL, NETL, NREL were present. Leadership from the National hydrogen Association Board of Directors also attended. As a result of this session, a roadmap for hydrogen development was created. This roadmap has the ability to become a tool for use by other road-mapping efforts in the hydrogen community. It could also become a standard template for other states or even countries to approach planning for a hydrogen

    This paper discusses the concept of battery charging stations (BCSs), designed to service rural owners of battery power sources. Many such power sources now are transported to urban areas for recharging. A BCS provides the opportunity to locate these facilities closer to the user, is often powered by renewable sources, or hybrid systems, takes advantage of economies of scale, and has the potential to provide lower cost of service, better service, and better cost recovery than other rural electrification programs. Typical systems discussed can service 200 to 1200 people, and consist of stations powered by photovoltaics, wind/PV, wind/diesel, or diesel only. Examples of installed systems are presented, followed by cost figures, economic analysis, and typical system design and performance numbers.

  8. Data Authentication Demonstration for Radionuclide Stations

    Data authentication is required for certification of sensor stations in the International Monitoring System (IMS). Authentication capability has been previously demonstrated for continuous waveform stations (seismic and infrasound). This paper addresses data surety for the radionuclide stations in the IMS, in particular the Radionuclide Aerosol Sampler/Analyzer (RASA) system developed by Pacific Northwest National Laboratory (PNNL). Radionuclide stations communicate data by electronic mail using formats defined in IMS 1.0, Formats and Protocols for Messages. An open message authentication standard exists, called S/MIME (Secure/Multipurpose Internet Mail Extensions), which has been proposed for use with all IMS radionuclide station message communications. This standard specifies adding a digital signature and public key certificate as a MIME attachment to the e-mail message. It is advantageous because it allows authentication to be added to all IMS 1.0 messages in a standard format and is commercially supported in e-mail software. For command and control, the RASA system uses a networked Graphical User Interface (GUI) based upon Common Object Request Broker Architecture (CORBA) communications, which requires special authentication procedures. The authors have modified the RASA system to meet CTBTO authentication guidelines, using a FORTEZZA card for authentication functions. They demonstrated signing radionuclide data messages at the RASA, then sending, receiving, and verifying the messages at a data center. They demonstrated authenticating command messages and responses from the data center GUI to the RASA. Also, the particular authentication system command to change the private/public key pair and retrieve the new public key was demonstrated. This work shows that data surety meeting IMS guidelines may be immediately applied to IMS radionuclide systems.

    An address conversion unit is described for use in one processor in a multi-processor data processing system including a common memory, the processors and common memory being interconnected by a common bus including means for transferring address signals defining a common address space. The processor includes private bus means including means for transferring signals including address signals defining a private address space. A processor unit means is connected to the private bus means and includes means for transmitting and receiving signals including address signals over the private bus means for engaging in data transfers thereover. The address conversion unit is connected to the private bus means and common bus means for receiving address signals over the private bus means from the processor unit means in the private address space. The unit comprises: A. pointer storage means for storing a pointer identifying a portion of the common bus memory space; B. pointer generation means connected to receive a common bus address and for generating a pointer in response thereto for storage in the pointer storage means; and C. common bus address generation means connected to the private bus and the pointer storage means for receiving an address from the processor unit means and for generating a common bus address in response thereto. The common bus address is used to initiate transfers between the processor unit means and the common memory over the common bus.

    The scope of this project was changed during the course of the project. Phase I of the project was to construct a site similar to the site at Central West Virginia Regional Airport in Charleston, WV to show that duplication of the site was a feasible method of conducting hydrogen stations. Phase II of the project was necessitated due to a lack of funding that was planned for the development of the station in Morgantown. The US Department of Energy determined that the station in Charleston would be dismantled and moved to Morgantown and reassembled at the Morgantown site. This necessitated storage of the components of the station for almost a year at the NAFTC Headquarters which caused a number of issues with the equipment that will be discussed in later portions of this report. This report will consist of PHASE I and PHASE II with discussions on each of the tasks scheduled for each phase of the project.

    During the period April 1, 2003--June 30, 2003, Allegheny Energy Supply Co., LLC (Allegheny) proceeded with demonstration operations at the Willow Island Generating Station and improvements to the Albright Generating Station cofiring systems. The demonstration operations at Willow Island were designed to document integration of biomass cofiring into commercial operations. The Albright improvements were designed to increase the resource base for the projects, and to address issues that came up during the first year of operations. This report summarizes the activities associated with the Designer Opportunity Fuel program, and demonstrations at Willow Island and Albright Generating Stations.

    The Tampa Electric Company Polk Power Station is a nominal 25 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located southeast of Tampa in Polk County, Florida. This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station uses oxygen-blown, entrained-flow coal gasification technology licensed from Texaco Development Corporation in conjunction with a General Electric combined cycle with an advanced combustion turbine. This IGCC configuration demonstrates significant reductions of SO{sub 2} and NOx emissions when compared to existing and future conventional coal-fired power plants. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. It was placed into commercial operation on September 30, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. The presentation features an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Tests of four alternate feedstocks were conducted, and the resulting performance is compared to that achieved on their base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility throughout 1997. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

    The reverse mode of automatic differentiation is widely used in science and engineering. A severe bottleneck for the performance of the reverse mode, however, is the necessity to recover certain intermediate values of the program in reverse order. Among these values are computed addresses, which traditionally are recovered through forward recomputation and storage in memory. We propose an alternative approach for recovery that uses inverse computation based on dependency information. Address storage constitutes a significant portion of the overall storage requirements. An example illustrates substantial gains that the proposed approach yields, and we show use cases in practical applications.

    A multiprocessor system includes nodes. Each node includes a data path that includes a core, a TLB, and a first level cache implementing disambiguation. The system also includes at least one second level cache and a main memory. For thread memory access requests, the core uses an address associated with an instruction format of the core. The first level cache uses an address format related to the size of the main memory plus an offset corresponding to hardware thread meta data. The second level cache uses a physical main memory address plus software thread meta data to store the memory access request. The second level cache accesses the main memory using the physical address with neither the offset nor the thread meta data after resolving speculation. In short, this system includes mapping of a virtual address to a different physical addresses for value disambiguation for different threads.

  18. Timber Mountain Precipitation Monitoring Station

    A precipitation monitoring station was placed on the west flank of Timber Mountain during the year 2010. It is located in an isolated highland area near the western border of the Nevada National Security Site (NNSS), south of Pahute Mesa. The cost of the equipment, permitting, and installation was provided by the Environmental Monitoring Systems Initiative (EMSI) project. Data collection, analysis, and maintenance of the station during fiscal year 2011 was funded by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office Environmental Restoration, Soils Activity. The station is located near the western headwaters of Forty Mile Wash on the Nevada Test and Training Range (NTTR). Overland flows from precipitation events that occur in the Timber Mountain high elevation area cross several of the contaminated Soils project CAU (Corrective Action Unit) sites located in the Forty Mile Wash watershed. Rain-on-snow events in the early winter and spring around Timber Mountain have contributed to several significant flow events in Forty Mile Wash. The data from the new precipitation gauge at Timber Mountain will provide important information for determining runoff response to precipitation events in this area of the NNSS. Timber Mountain is also a groundwater recharge area, and estimation of recharge from precipitation was important for the EMSI project in determining groundwater flowpaths and designing effective groundwater monitoring for Yucca Mountain. Recharge estimation additionally provides benefit to the Underground Test Area Sub-project analysis of groundwater flow direction and velocity from nuclear test areas on Pahute Mesa. Additionally, this site provides data that has been used during wild fire events and provided a singular monitoring location of the extreme precipitation events during December 2010 (see data section for more details).     GASNet (Global-Address Space Networking) is a language-independent, low-level networking layer that provides network-independent, high-performance communication primitives tailored for implementing parallel global address space SPMD languages such as UPC and Titanium. The interface is primarily intended as a compilation target and for use by runtime library writers (as opposed to end users), and the primary goals are high performance, interface portability, and expressiveness. GASNet is designed specifically to support high-performance, portable implementations of global address spacemore » languages on modern high-end communication networks. The interface provides the flexibility and extensibility required to express a wide variety of communication patterns without sacrificing performance by imposing large computational overheads in the interface. The design of the GASNet interface is partitioned into two layers to maximize porting ease without sacrificing performance: the lower level is a narrow but very general interface called the GASNet core API - the design is basedheavily on Active Messages, and is implemented directly on top of each individual network architecture. The upper level is a wider and more expressive interface called GASNet extended API, which provides high-level operations such as remote memory access and various collective operations. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

    Over an extended period of time station noise spectra were collected from various sources for use in estimating the detection and location performance of global networks of seismic stations. As the database of noise spectra enlarged and duplicate entries became available, an effort was mounted to more carefully select station noise spectra while discarding others. This report discusses the methodology and criteria by which the noise spectra were selected. It also identifies and illustrates the station noise spectra which survived the selection process and which currently contribute to the modeling efforts. The resulting catalog of noise statistics not only benefits those who model network performance but also those who wish to select stations on the basis of their noise level as may occur in designing networks or in selecting seismological data for analysis on the basis of station noise level. In view of the various ways by which station noise were estimated by the different contributors, it is advisable that future efforts which predict network performance have available station noise data and spectral estimation methods which are compatible with the statistics underlying seismic noise. This appropriately requires (1) averaging noise over seasonal and/or diurnal cycles, (2) averaging noise over time intervals comparable to those employed by actual detectors, and (3) using logarithmic measures of the noise.

    The Shippingport Atomic Power Station was located on the Ohio River in Shippingport Borough (Beaver County), Pennsylvania, USA. The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station`s responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

A programmable waveform generator is adapted to generate clock pulses at determinable rates for clock light-induced charges from a FPA. The FPA is mounted on an imager header board for placing the imager in operable proximity to level shifters for receiving the clock pulses and outputting pulses effective to clock charge from the pixels forming the FPA. Each of the clock level shifters is driven by leading and trailing edge portions of the clock pulses to reduce power dissipation in the FPA. Analog circuits receive output charge pulses clocked from the FPA pixels. The analog circuits condition the charge pulses to cancel noise in the pulses and to determine and hold a peak value of the charge for digitizing. A high speed digitizer receives the peak signal value and outputs a digital representation of each one of the charge pulses. A video system then displays an image associated with the digital representation of the output charge pulses clocked from the FPA. In one embodiment, the FPA image is formatted to a standard video format for display on conventional video equipment.

    While the fleet operator is concerned about the environment, he or she is going to make the choice based primarily on economics. Which fuel provides the lowest total operating cost? The calculation of this costing must include the price-per-gallon of the fuel delivered, as well as the tangible and intangible components of fuel delivery, such as downtime for vehicles during the refueling process, idle time for drivers during refueling, emissions costings resulting from compressor oil blow-by, inclusion of non-combustible constituents in the CNG, and energy consumption during the refueling process. Also, the upfront capital requirement of similar delivery capabilities must be compared. The use of LNG as the base resource for the delivered CNG, in conjunction with the utilization of a fully temperature-compressed LNG/CNG refueling system, eliminates many of the perceived shortfalls of CNG. An LNG/CNG refueling center designed to match the capabilities of the compressor-based station will have approximately the same initial capital requirement. However, because it derives its CNG sales product from the {minus}260 F LNG base product, thus availing itself of the natural physical properties of the cryogenic product, all other economic elements of the system favor the LNG/CNG product.

  11. Burner balancing Salem Harbor Station

    The traditional method of burner balancing is first to determine the fuel distribution, then to measure the economizer outlet excess oxygen distribution and to adjust the burners accordingly. Fuel distribution is typically measured by clean and dirty air probing. Coal pipe flow can then be adjusted, if necessary, through the use of coal pipe orificing or by other means. Primary air flow must be adjusted to meet the design criteria of the burner. Once coal pipe flow is balanced to within the desired criteria, secondary air flow to individual burners can be changed by adjusting windbox dampers, burner registers, shrouds or other devices in the secondary air stream. This paper discusses problems encountered in measuring excess O{sub 2} at the economizer outlet. It is important to recognize that O{sub 2} measurements at the economizer outlet, by themselves, can be very misleading. If measurement problems are suspected or encountered, an alternate approach similar to that described should be considered. The alternate method is not only useful for burner balancing but also can be used to help in calibrating the plant excess O{sub 2} instruments and provide an on line means of cross-checking excess air measurements. Balanced burners operate closer to their design stoichiometry, providing better NO{sub x} reduction. For Salem Harbor Station, this means a significant saving in urea consumption.

  12. Final Report on Internet Addressable Lightswitch

    This report describes the work performed to develop and test a new switching system and communications network that is useful for economically switching lighting circuits in existing commercial buildings. The first section of the report provides the general background of the IBECS (Integrated Building Environmental Communications System) research and development work as well as the context for the development of the new switching system. The research and development effort that went into producing the first proof-of-concept (the IBECS Addressable Power Switch or APS) and the physical prototype of that concept is detailed in the second section. In the third section of the report, we detail the refined Powerline Carrier Based IBECS Title 24 Wall Switch system that evolved from the APS prototype. The refined system provided a path for installing IBECS switching technology in existing buildings that may not be already wired for light level switching control. The final section of the report describes the performance of the IBECS Title 24 Switch system as applied to a small demonstration in two offices at LBNL's Building 90. We learned that the new Powerline Carrier control systems (A-10 technology) that have evolved from the early X-10 systems have solved most of the noise problems that dogged the successful application of X-10 technologies in commercial buildings. We found that the new A-10 powerline carrier control technology can be reliable and effective for switching lighting circuits even in electrically noisy office environments like LBNL. Thus we successfully completed the task objectives by designing, building and demonstrating a new switching system that can provide multiple levels of light which can be triggered either from specially designed wall switches or from a digital communications network.     Southwest Technology Development Institute (SWTDI), an independent, university-based research institute, has been the operator of the Southwest Region Photovoltaic Experiment Station (SWRES) for almost 30 years. The overarching mission of SWTDI is to position PV systems and solar technologies to become cost-effective, major sources of energy for the United States. Embedded in SWTDI's general mission has been the more-focused mission of the SWRES: to provide value added technical support to the DOE Solar Energy Technologies Program (SETP) to effectively and efficiently meet the R&D needs and targets specified in the SETP Multi-Year Technical Plan. : The DOE/SETP goals of growing U.S. PV manufacturing into giga-watt capacities and seeing tera-watt-hours of solar energy production in the U.S. require an infrastructure that is under development. The staff of the SWRES has supported DOE/SETP through a coherent, integrated program to address infrastructural needs inhibiting wide-scale PV deployment in three major technical categories: specialized engineering services, workforce development, and deployment facilitation. The SWRES contract underwent three major revisions during its five year period-of- performance, but all tasks and deliverables fell within the following task areas: Task 1: PV Systems Assistance Center 1. Develop a Comprehensive multi-year plan 2.     I travelled to Guatemala City, Guatemala, to lead a team of specialists to study the operating, administrative, and management efficiency of isolated diesel power plants, operated by Instituto Nacional de Electrificacion (INDE). The study is part of a global initiative managed jointly by the Agency for International Development and the World Bank.     The development of the station blackout rule involved an unusually high level of cooperation between the industry and the Nuclear Regulatory Commission (NRC). The industry developed an approach to implementation of the rule in the form of the Nuclear Management and Resources Council's (NUMARC's) Guidelines and Technical Bases for NUMARC Initiatives Addressing Station Blackout at Light Water Reactors (NUMARC 87-00). This document was reviewed and accepted by the NRC staff as a means for meeting the requirements of the station blackout rule. Yet difficulties still arose when individual utilities used the NUMARC 87-00 approach to respond to the rule. This presentation examines the development process and subsequent difficulties and identifies potential improvements for development and implementation of new rules in the future.

    The authors discuss how nuclear plants in the United States have taken actions to respond to the NRC Station Blackout Rule, 10CFR50.63. The rule requires that each light water cooled nuclear power plant licensed to operate must be able to withstand for a specified duration and recover from a station blackout. Station blackout is defined as the complete loss of a-c power to the essential and non-essential switch-gear buses in a nuclear power plant. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

    The Severe Accident Sequence Analysis (SASA) Program, sponsored by the US Nuclear Regulatory Commission (NRC), is addressing a number of accident scenarios that potentially pose a health hazard to the public. Two of the scenarios being analyzed in detail at the Idaho National Engineering Laboratory (INEL) are the station blackout at the Bellefonte nuclear plant and the anticipated transient without scram (ATWS) at the Browns Ferry-1 plant. The INEL analyses of the station blackout and ATWS have been divided into four parts, which represent the sequence being followed in this study. First, the evaluation of long term irradiation effects prior to the station blackout or ATWS was conducted using the FRAPCON-2 fuel rod behavior code; second, the reactor primary and secondary coolant system behavior is being analyzed with the RELAP5 code; third, the degradation of the core is being analyzed with the SCDAP code; and finally, the containment building response is being analyzed with the CONTEMPT code. This paper addresses only the SCDAP/MODO degraded core analyses for both the station blackout and ATWS scenarios.

    The test results of station blackout transients conducted in the Semiscale MOD-2B facility are discussed in this report. The Semiscale MOD-2B facility simulates a pressurized water reactor (PWR) power plant. The experiments were initiated from conditions typical of PWR plant operating conditions (primary pressure of 15.2 MPa (2205 psi) and cold leg fluid temperature of 550 K (530F)). Five station blackout experiments were conducted, Three tests in the Power Loss (PL) Test Series and the two Primary Boil-off (PBO) Tests. The responses of these tests were analyzed and compared. However, only one test response (S-PL-2) is presented and discussed in detail. The S-PL-2 experiment is characterized by examining the responses of the primary and secondary pressures and fluid temperatures, the pressurizer liquid level, the primary fluid distribution, and the core thermal behavior. The mechanisms driving the S-PL-2 responses, the main elements of the station blackout transient, the influences of initial and boundary conditions and other transient that may appear similar to a station blackout are also discussed. Information pertinent to station blackout nuclear safety issues is presented in the report. 13 refs., 44 figs.

    A pump station for transferring radioactive particle containing waste water, includes: (a.) an enclosed sump having a vertically elongated right frusto conical wall surface and a bottom surface and (b.) a submersible volute centrifugal pump having a horizontally rotating impeller and a volute exterior surface. The sump interior surface, the bottom surface and the volute exterior surface are made of stainless steel having a 30 Ra or finer surface finish. A 15 Ra finish has been found to be most cost effective. The pump station is used for transferring waste water, without accumulation of radioactive fines.

    Hurricane Compressors` SPRINT System (patent pending) is designed to increase the rate of flow from compressed natural gas (CNG) fuel stations and provide greater utilization of stored CNG than is available from traditional compressor stations. Using a novel method of adapting compressor operation to changes in CNG storage system pressures, this advanced technology provides an alternative mechanism for fuel delivery when demand for fuel is high. Transfer of CNG may be made at higher rates of flow than would be possible either from a pressure depleted storage system or directly from the compressor.

Both designs are based on a site adjacent to the Saguaro Power Station of Arizona Public Service. The plants are 100 MW each, made of 5 MW subfields. The site specific designs allow detailed cost estimate for site preparation, installation, and engineering. These designs are summarized and cost estimates analyzed.     Address shuffling is a type of moving target defense that prevents an attacker from reliably contacting a system by periodically remapping network addresses. Although limited testing has demonstrated it to be effective, little research has been conducted to examine the theoretical limits of address shuffling. As a result, it is difficult to understand how effective shuffling is and under what circumstances it is a viable moving target defense. This paper introduces probabilistic models that can provide insight into the performance of address shuffling. These models quantify the probability of attacker success in terms of network size, quantity of addresses scanned, quantity of vulnerable systems, and the frequency of shuffling. Theoretical analysis will show that shuffling is an acceptable defense if there is a small population of vulnerable systems within a large network address space, however shuffling has a cost for legitimate users. These results will also be shown empirically using simulation and actual traffic traces.

    Internet Protocol (IP) address management is an increasingly growing concern at Sandia National Laboratories (SNL) and the networking community as a whole. The current state of the available IP addresses indicates that they are nearly exhausted. Currently SNL doesn't have the justification to obtain more IP address space from Internet Assigned Numbers Authority (IANA). There must exist a local entity to manage and allocate IP assignments efficiently. Ongoing efforts at Sandia have been in the form of a multifunctional database application notably known as Network Information System (NWIS). NWIS is a database responsible for a multitude of network administrative services including IP address management. This study will explore the feasibility of augmenting NWIS's IP management capabilities utilizing open source tools. Modifications of existing capabilities to better allocate available IP address space are studied.

    Former gasoline stations that are now classified as brownfields can be good sites to sell alternative fuels because they are in locations that are convenient to vehicles and they may be seeking a new source of income. However, their success as alternative fueling stations is highly dependent on location-specific criteria. First, this report outlines what these criteria are, how to prioritize them, and then applies that assessment framework to five of the most popular alternative fuels--electricity, natural gas, hydrogen, ethanol, and biodiesel. The second part of this report delves into the criteria and tools used to assess an alternative fuel retail site at the local level. It does this through two case studies of converting former gasoline stations in the Seattle-Eugene area into electric charge stations. The third part of this report addresses steps to be taken after the specific site has been selected. This includes choosing and installing the recharging equipment, which includes steps to take in the permitting process and key players to include.

    Part of a closed loop biomass crop was recently harvested to produce electricity in Tampa Electric's Polk Power Station Unit No.1. No technical impediments to incorporating a small percentage of biomass into Polk Power Station's fuel mix were identified. Appropriate dedicated storage and handling equipment would be required for routine biomass use. Polk Unit No.1 is an integrated gasification combined cycle (IGCC) power plant. IGCC is a new approach to generating electricity cleanly from solid fuels such as coal, petroleum coke, The purpose of this experiment was to demonstrate the Polk Unit No.1 could process biomass as a fraction of its fuel without an adverse impact on availability and plant performance. The biomass chosen for the test was part of a crop of closed loop Eucalyptus trees.

    This project assisted a private real estate developer in technically assessing the feasibility of integrating a central DHC system into a proposed 72 acre area mixed-use Planned Development (Central Station) just south of the Chicago Central Business District (Loop). The technical assessment concluded that a district heating and cooling system for Central Station will be feasible, provided that a major anchor load can be connected to the system. The system conceived for the site employs a modular approach that adjusts production capacity to actual load growth. The design concept includes gas-fired boilers for heating, gas turbine driven chillers for base loading, electric motor driven chillers for peaking, steam turbines for peak power and back pressure operation, and chilled water storage. Energy will be supplied to the users in the form of steam or low temperature hot water for heating, and low temperature chilled water for cooling.

    A concern in operation of a space station is leakage of atmosphere through seal points and through the walls as a result of damage from particle (space debris and micrometeoroid) impacts. This report describes a concept for a monitoring system to detect atmosphere leakage and locate the leak point.     An unattended video surveillance unit, the Modular Integrated Video System (MIVS), has been developed by Sandia National Laboratories for International Safeguards use. An important support element of this system is a semi-automatic Review Station. Four component modules, including an 8 mm video tape recorder, a 4-inch video monitor, a power supply and control electronics utilizing a liquid crystal display (LCD) are mounted in a suitcase for probability. The unit communicates through the interactive, menu-driven LCD and may be operated on facility power through the world. During surveillance, the MIVS records video information at specified time intervals, while also inserting consecutive scene numbers and tamper event information. Using either of two available modes of operation, the Review Station reads the inserted information and counts the number of missed scenes and/or tamper events encountered on the tapes, and reports this to the user on the LCD. At the end of a review session, the system will summarize the results of the review, stop the recorder, and advise the user of the completion of the review. In addition, the Review Station will check for any video loss on the tape.

    The transition to hydrogen-powered vehicles requires detailed technical and economic analyses of all aspects of hydrogen infrastructure, including refueling stations. The cost of such stations is a major contributor to the delivered cost of hydrogen. Hydrogen refueling stations require not only dispensers to transfer fuel onto a vehicle, but also an array of such ancillary equipment as a cascade charging system, storage vessels, compressors and/or pumps/evaporators. This paper provides detailed information on design requirements for gaseous and liquid hydrogen refueling stations and their associated capital and operating costs, which in turn impact hydrogen selling price at various levels of hydrogen demand. It summarizes an engineering economics approach which captures the effect of variations in station size, seasonal, daily and hourly demand, and alternative dispensing rates and pressures on station cost. Tradeoffs in the capacity of refueling station compressors, storage vessels, and the cascade charging system result in many possible configurations for the station. Total costs can be minimized by optimizing that configuration. Using a methodology to iterate among the costs of compression, storage and cascade charging, it was found that the optimum hourly capacity of the compressor is approximately twice the station's average hourly demand, and the optimum capacity of the cascade charging system is approximately 15% of the station's average daily demand. Further, for an hourly demand profile typical of today's gasoline stations, onsite hydrogen storage equivalent to at least 1/3 of the station's average daily demand is needed to accommodate peak demand.

    During the period July 1, 2000-March 31, 2004, Allegheny Energy Supply Co., LLC (Allegheny) conducted an extensive demonstration of woody biomass cofiring at its Willow Island and Albright Generating Stations. This demonstration, cofunded by USDOE and Allegheny, and supported by the Biomass Interest Group (BIG) of EPRI, evaluated the impacts of sawdust cofiring in both cyclone boilers and tangentially-fired pulverized coal boilers. The cofiring in the cyclone boiler--Willow Island Generating Station Unit No.2--evaluated the impacts of sawdust alone, and sawdust blended with tire-derived fuel. The biomass was blended with the coal on its way to the combustion system. The cofiring in the pulverized coal boiler--Albright Generating Station--evaluated the impact of cofiring on emissions of oxides of nitrogen (NO{sub x}) when the sawdust was injected separately into the furnace. The demonstration of woody biomass cofiring involved design, construction, and testing at each site. The results addressed impacts associated with operational issues--capacity, efficiency, and operability--as well as formation and control of airborne emissions such as NO{sub x}, sulfur dioxide (SO{sub 2}2), opacity, and mercury. The results of this extensive program are detailed in this report.

    ''Station Blackout,'' which is the complete loss of alternating current (AC) electrical power in a nuclear power plant, has been designated as Unresolved Safety Issue A-44. Because many safety systems required for reactor core decay heat removal and containment heat removal depend on AC power, the consequences of a station blackout could be severe. This report documents the findings of technical studies performed as part of the program to resolve this issue. The important factors analyzed include: the fequency of loss of offsite power; the probability that emergency or onsite AC power supplies would be unavailable; the capability and reliability of decay heat removal systems independent of AC power; and the likelihood that offsite power would be restored before systems that cannot operate for extended periods without AC power fail, thus resulting in core damage. This report also addresses effects of different designs, locations, and operational features on the estimated frequency of core damage resulting from station blackout events.

    Thermal battery assembly involves many operations which are labor- intense. In August 1986, a project team was formed at GE Neutron Devices to investigate and evaluate more efficient and productive battery assembly techniques through the use of automation. The result of this study was the acceptance of a plan to automate the piece part pellet fabrication and battery stacking operations by using computerized pellet presses and robots which would be integrated by a main computer. However, by far, most emphasis has been on biofuels. It is shown here, though, that current-technology biofuels cannot address global warming and may slightly increase death and illness due to ozone-related air pollution. Future biofuels may theoretically slow global warming, but only temporarily and with the cost of increased air pollution mortality. In both cases, the land required renders biofuels an impractical solution. Recent measurements and statistical analyses of U.S. and world wind power carried out at Stanford University suggest that wind combined with other options can substantially address global warming, air pollution mortality, and energy needs simultaneously.

    As societies shift to 'greener' means of transportation using electricity-driven vehicles one critical challenge we face is the creation of a robust and resilient infrastructure of recharging stations. A particular issue here is the optimal location of service stations. In this work, we consider the placement of battery replacing service station in a city network for which the normal traffic flow is known. For such known traffic flow, the service stations are placed such that the expected performance is maximized without changing the traffic flow. This is done for different scenarios in which roads, road junctions and service stations can fail with a given probability. To account for such failure probabilities, the previously developed facility interception model is extended. Results show that service station failures have a minimal impact on the performance following robust placement while road and road junction failures have larger impacts which are not mitigated easily by robust placement.

    Hydro power stations are the essential economic resources of Albania. It is therefore the objective of KESH (Albanian Power Corporation), based on a limited budget from the European Community, to increase the output of electricity, to make supply more reliable, and to help to enhance the country`s export potential, as in the past electricity exports were a major source of foreign currency revenues. It is the objective of the rehabilitation project to: (1) increase production, efficiency and availability of electricity generation by replacing antiquated and unreliable electrical and mechanical equipment by modern technology; (2) extend the life expectancy of the plants and their equipment; (3) enhance the reliability and quality of electricity supply by installing modern control and monitoring systems; (4) provide all necessary equipment to connect the plants to the SCADA-Network on the UCPTE basis; and (5) improve safety and stability of the dams and their appurtenant structures, also reducing health risks for working personnel.

The method, called SEEC for Search, Estimate, Evaluate and Correct, intelligently exploits the in- herent information in the arrival at every step of the process to achieve near-optimal results. In particular, the approach uses a consistent framework to define the optimal time-frequency windows on which to make estimates, to make the bearing estimates themselves, to construct metrics helpful in choosing the better estimates or admitting that the bearing is immeasurable, andjinally to apply bias corrections when calibration information is available to yield a single final estimate. The method was applied to a small but challenging set of events in a seismically active region. The method demonstrated remarkable utility by providing better estimates and insights than previously available. Various monitoring implications are noted fiom these findings.

    Environmental monitoring of ambient air for radioactive material is required as stipulated in the PNNL Site radioactive air license. Sampling ambient air at identified preferred locations could not be initially accomplished because utilities were not readily available. Therefore, solar powered environmental monitoring systems were considered as a possible option. PNNL purchased two 24-V DC solar powered environmental monitoring systems which consisted of solar panels, battery banks, and sampling units. During an approximate four month performance evaluation period, the solar stations operated satisfactorily at an on-site test location. They were subsequently relocated to their preferred locations in June 2012 where they continue to function adequately under the conditions found in Richland, Washington.

    The Western Research Institute plan for addressing oil shale plant siting methodology calls for identifying the available resources such as oil shale, water, topography and transportation, and human resources. Restrictions on development are addressed: land ownership, land use, water rights, environment, socioeconomics, culture, health and safety, and other institutional restrictions. Descriptions of the technologies for development of oil shale resources are included. The impacts of oil shale development on the environment, socioeconomic structure, water availability, and other conditions are discussed. Finally, the Western Research Institute plan proposes to integrate these topics to develop a flow chart for oil shale plant siting. Western Research Institute has (1) identified relative topics for shale oil plant siting, (2) surveyed both published and unpublished information, and (3) identified data gaps and research needs. 910 refs., 3 figs., 30 tabs.

    AREVA NP has gained significant experience during the past five years in digital upgrades at operating nuclear power stations in the US. Plants are seeking modernization with digital technology to address obsolescence, spare parts availability, vendor support, increasing age-related failures and diminished reliability. New systems offer improved reliability and functionality, and decreased maintenance requirements. Significant lessons learned have been identified relating to the areas of licensing, equipment qualification, software quality assurance and other topics specific to digital controls. Digital control systems have been installed in non safety-related control applications at many utilities within the last 15 years. There have also been a few replacements of small safety-related systems with digital technology. Digital control systems are proving to be reliable, accurate, and easy to maintain. Digital technology is gaining acceptance and momentum with both utilities and regulatory agencies based upon the successes of these installations. Also, new plants are being designed with integrated digital control systems. To support plant life extension and address obsolescence of critical components, utilities are beginning to install digital technology for primary safety-system replacement. AREVA NP analyzed operating experience and lessons learned from its own digital upgrade projects as well as industry-wide experience to identify key issues that should be considered when implementing digital controls in nuclear power stations.
