This paper describes the process by which the City and County of San Francisco developed and implemented its streamlined solar permitting process, provides an update on San Francisco’s current e-permitting system, and outlines relevant lessons for other jurisdictions undertaking such work.     Wetland ecosystems may serve as either a source or a sink for atmospheric carbon and greenhouse gases. This delicate carbon balance is influenced by the activity of belowground microbial communities that return carbon dioxide and methane to the atmosphere. Wetland restoration efforts in the San Francisco Bay-Delta region may help to reverse land subsidence and possibly increase carbon storage in soils. However, the effects of wetland restoration on microbial communities, which mediate soil metabolic activity and carbon cycling, are poorly studied. In an effort to better understand the underlying factors which shape the balance of carbon flux in wetland soils, we targeted the microbial communities in a suite of restored and historic wetlands in the San Francisco Bay-Delta region. Using DNA and RNA sequencing, coupled with greenhouse gas monitoring, we profiled the diversity and metabolic potential of the wetland soil microbial communities along biogeochemical and wetland age gradients. Our results show relationships among geochemical gradients, availability of electron acceptors, and microbial community composition. Our study provides the first genomic glimpse into microbial populations in natural and restored wetlands of the San Francisco Bay-Delta region and provides a valuable benchmark for future studies.

    The US Coast Guard Station, Fort Point is located three-quarters of a nautical mile southeast of the Golden Gate Strait, the entrance to San Francisco Bay. The existing storm wave conditions at Fort Point Station pier make it extremely dangerous for the SAR crews to get on and off the Motor Life Boats at times requiring the vessels to be moored at the San Francisco Yacht Harbor about 1.5 miles east of the Fort Point Station. To mitigate these harsh working conditions the US Coast Guard is considering the feasibility of constructing suitable all-weather moorings for the three Motor Life Boats at the Fort Point Station to enable unimpeded SAR operations, to provide safe working conditions for Coast Guard small boat crews, and to improve small boat maintenance conditions at Fort Point Station. The purpose of this report is to identify, analyze and evaluate physical environmental factors that could affect all-weather moorings siting, configuration and entrance location, as well as potential post construction alterations to littoral conditions and processes. This report includes a description of the site, description of pertinent littoral processes, evaluation of how these processes could affect construction of all-weather moorings, and discussion of design considerations, as well as mitigation measures to minimize potential adverse effects to the physical environment. 19 references, 27 figures, 26 tables.

    Naval Station Treasure Island, Hunters Point Annex (HPA), an inactive Naval shipyard located on a peninsula in the San Francisco Bay, San Francisco, California, was listed for base closure in 1990. Metals, pesticides, radium-226, polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds, semivolatile organic compounds, petroleum products, and asbestos have been found in various media such as soil, groundwater, surface water, air, and sediments. Navy contractors have identified 58 HPA areas where there may be contamination; investigations at these areas are ongoing.

    Wetland restoration efforts in San Francisco Bay aim to rebuild habitat for endangered species and provide an effective carbon storage solution, reversing land subsidence caused by a century of industrial and agricultural development. However, the benefits of carbon sequestration may be negated by increased methane production in newly constructed wetlands, making these wetlands net greenhouse gas (GHG) sources to the atmosphere. We investigated the effects of wetland restoration on below-ground microbial communities responsible for GHG cycling in a suite of historic and restored wetlands in SF Bay. Using DNA and RNA sequencing, coupled with real-time GHG monitoring, we profiled the diversity and metabolic potential of wetland soil microbial communities. The wetland soils harbor diverse communities of bacteria and archaea whose membership varies with sampling location, proximity to plant roots and sampling depth. Our results also highlight the dramatic differences in GHG production between historic and restored wetlands and allow us to link microbial community composition and GHG cycling with key environmental variables including salinity, soil carbon and plant species.

    The San Ignacio (La Tembladera) geothermal site is located on the north side of the Siria Valley, Departamento de Francisco Morazan, near the village of Barrosa. Hot springs are located along a northwest-trending fault scarp at the edge of the valley and along north-trending faults that cross the scarp. The rocks in the area are primarily Paleozoic metamorphic rocks, overlain by patches of Tertiary Padre Miguel Group tuffs and alluvial deposits. Movement probably occurred along several faults during latest Tertiary and possibly early Quaternary times. Four spring areas were mapped. Area 1, the largest, is associated with a sinter mound and consists of 40 spring groups. About half of the springs, aligned along a north-south trend, are boiling. Area 2 is a small sinter mound with several seeps. Area 3 consists of a group of hot and boiling springs aligned along a north-trending fault. The springs rise through fractured schists and a thin cover of alluvium. Area 4 is located at the intersection of several faults and includes one of the largest boiling springs in the area.

    Methane is a potent greenhouse gas (GHG) that is now included in both California State and San Francisco Bay Area (SFBA) bottom-up emission inventories as part of California's effort to reduce anthropogenic GHG emissions. Here we provide a top-down estimate of methane (CH4) emissions from the SFBA by combining atmospheric measurements with the comparatively better estimated emission inventory for carbon monoxide (CO). Local enhancements of CH4 and CO are estimated using measurements from 14 air quality sites in the SFBA combined together with global background measurements. Mean annual CH4 emissions are estimated from the product of Bay Area Air Quality Management District (BAAQMD) emission inventory CO and the slope of ambient local CH4 to CO. The resulting top-down estimates of CH4 emissions are found to decrease slightly from 1990 to 2012, with a mean value of 240 ± 60 GgCH4 yr⁻¹ (at 95% confidence) in the most recent (2009–2012) period, and correspond to reasonably a constant factor of 1.5–2.0 (at 95% confidence) times larger than the BAAQMD CH4 emission inventory. However, we note that uncertainty in these emission estimates is dominated by the variation in CH4:CO enhancement ratios across the observing sites and we expect the estimates could represent a lower-limit on CH4 emissions because BAAQMD monitoring sites focus on urban air quality and may be biased toward CO rather than CH4 sources.

  16. A fuel-based motor vehicle emission inventory for the San Francisco Bay area

    Traditionally, regional motor vehicle emission inventories (MVEI) have been estimated by combining travel demand model and emission factor model predictions. The accuracy of traditional MVEIs is frequently challenged, and development of independent methods for estimating vehicle emissions has been identified as a high priority for air quality research. In this study, an alternative fuel-based MVEI was developed for the San Francisco Bay Area using data from 1990--1992. To estimate CO emissions from motor vehicles in the Bay Area, estimates of gasoline sales were combined with infrared remote sensing measurements of CO and CO{sub 2} exhaust concentrations from over 10,000 light-duty vehicles in summer 1991. Once absolute estimates of CO emissions have been computed, it is possible to use ambient NO{sub x}/CO and NMOC/CO ratios from high traffic areas to estimate emissions for NO{sub x} and NMOC (excluding some resting loss and diurnal evaporative emissions). Ambient ratios were generated from special-study measurements of NMOC and CO in 1990 and 1992, and from routine sampling of NO{sub x} and CO in 1991. All pollutant concentrations were measured on summer mornings at Bay Area monitoring sites in areas with high levels of vehicle traffic and no other significant sources nearby. Stabilized CO emissions calculated by the fuel-based method for cars and light-duty trucks were 1720{+-}420 tons/day. This value is close to California`s MVEI 7G model estimates. Total on-road vehicle emissions of CO in the Bay Area were estimated to be 2900{+-}800 tons/day. Emissions of NMOC were estimated to be 570{+-}200 tons/day, which is 1.6{+-}0.6 times the value predicted by MVEI 7G. In the present study, emissions of NO{sub x} from on-road vehicles were estimated to be 250{+-}90 tons/day, which is 0.6{+-}0.2 times the value predicted by MVEI 7G.

    Here, the Trans Bay Cable (TBC) is a ±200-kilovolt (kV), 400 MW 85-km long High Voltage Direct Current (DC) buried transmission line linking Pittsburg, CA with San Francisco, CA (SF) beneath the San Francisco Estuary. The TBC runs parallel to the migratory route of various marine species, including green sturgeon, Chinook salmon, and steelhead trout. In July and August 2014, an extensive series of magnetic field measurements were taken using a pair of submerged Geometrics magnetometers towed behind a survey vessel in four locations in the San Francisco estuary along profiles that cross the cable’s path; these included the Sanmore » Francisco-Oakland Bay Bridge (BB), the Richmond-San Rafael Bridge (RSR), the Benicia- Martinez Bridge (Ben) and an area in San Pablo Bay (SP) in which a bridge is not present. In this paper, we apply basic formulas that ideally describe the magnetic field from a DC cable summed vectorially with the background geomagnetic field (in the absence of other sources that would perturb the ambient field) to derive characteristics of the cable that are otherwise not immediately observable. Magnetic field profiles from measurements taken along 170 survey lines were inspected visually for evidence of a distinct pattern representing the presence of the cable. Many profiles were dominated by field distortions unrelated to the cable caused by bridge structures or other submerged objects, and the cable’s contribution to the field was not detectable. BB, with 40 of the survey lines, did not yield usable data for these reasons. The unrelated anomalies could be up to 100 times greater than those from the cable. In total, discernible magnetic field profiles measured from 76 survey lines were regressed against the equations, representing eight days of measurement. The modeled field anomalies due to the cable (the difference between the maximum and minimum field along the survey line at the cable crossing) were virtually identical to the measured

    Under collaboration between DOE and the Gas Technology Institute (GTI), UTC Power partnered with Host Hotels and Resorts to install and operate a PureComfort 240M Cooling, Heating and Power (CHP) System at the Ritz-Carlton, San Francisco. This packaged CHP system integrated four microturbines, a double-effect absorption chiller, two fuel gas boosters, and the control hardware and software to ensure that the system operated predictably, reliably, and safely. The chiller, directly energized by the recycled hot exhaust from the microturbines, could be configured to provide either chilled or hot water. As installed, the system was capable of providing up to 227 kW of net electrical power and 142 RT of chilled water at a 59F ambient temperature.

    Water resource management requires collaborative solutions that cross institutional and political boundaries. This work describes the development and use of a computer-based tool for assessing the impact of additional water allocation from the Gila River and the San Francisco River prescribed in the 2004 Arizona Water Settlements Act. Between 2005 and 2010, Sandia National Laboratories engaged concerned citizens, local water stakeholders, and key federal and state agencies to collaboratively create the Gila-San Francisco Decision Support Tool. Based on principles of system dynamics, the tool is founded on a hydrologic balance of surface water, groundwater, and their associated coupling between water resources and demands. The tool is fitted with a user interface to facilitate sensitivity studies of various water supply and demand scenarios. The model also projects the consumptive use of water in the region as well as the potential CUFA (Consumptive Use and Forbearance Agreement which stipulates when and where Arizona Water Settlements Act diversions can be made) diversion over a 26-year horizon. Scenarios are selected to enhance our understanding of the potential human impacts on the rivers ecological health in New Mexico; in particular, different case studies thematic to water conservation, water rights, and minimum flow are tested using the model. The impact on potential CUFA diversions, agricultural consumptive use, and surface water availability are assessed relative to the changes imposed in the scenarios. While it has been difficult to gage the acceptance level from the stakeholders, the technical information that the model provides are valuable for facilitating dialogues in the context of the new settlement.

    Episodic control programs that ask the public to voluntarily reduce activities that pollute on days when ozone excesses are predicted are now operating in many parts of the country. The activities include driving, using consumer products that contain reactive organic compounds and lawn and garden equipment with small gasoline engines like lawn mowers and leaf blowers. The effectiveness of these programs as public education tools, their impact in changing behavior and their potential as control tools needs to be assessed. In the nine-county San Francisco Bay Area the Spare the Air program has been operating for five years. The program has a strong employer component as well as a program directed at the general public. During the 1996 ozone season, the Bay Area AQMD, in cooperation with the business community, used several methods to assess awareness and behavior change on Spare the Air days. This included telephone public opinion surveys, a pilot program that offered free transit for employees at 8 companies with measurement feedback from the companies, a telecommuting web page that measured participation, a special carpool matching program and a broad based Capture the Credit initiative by business. This paper describes these initiatives, their results and the next steps anticipated for the 1997 program.

This is the premier conference in the field of actinide chemistry, physics, and materials science of the actinide elements. Participation in the preeminent scientific meeting in actinide science keeps the U.S at the forefront of developments in this key field. The specific involvement of early career scientists combats the loss of expertise in the aforementioned critical areas related to f-element chemistry such as energy, homeland, and environmental security. Without these trained scientists, the U.S. will not be able to properly exploit nuclear technology to its fullest and will not be able to address its energy needs in either an environmentally safe or cost–effective manner nor will it be able to provide for its national defense. Furthermore, the early career scientists added greatly to the scientific content of the meeting and stimulates early career scientists to remain in the filed of actinide science. Providing support for participation in the AN2009 Conference via registration fee waivers, hotel cost support, and travel cost support, was extremely effective in securing the participation of early career scientists that would have not otherwise been able to attend.

    As part of Lawrence Berkeley Laboratory's (LBL) technical assistance to the Sustainable City Project, compliance and enforcement activities related to local and state building codes for existing and new construction were evaluated in two case studies. The analysis of the City of San Francisco's Residential Energy Conservation Ordinance (RECO) showed that a limited, prescriptive energy conservation ordinance for existing residential construction can be enforced relatively easily with little administrative costs, and that compliance with such ordinances can be quite high. Compliance with the code was facilitated by extensive publicity, an informed public concerned with the cost of energy and knowledgeable about energy efficiency, the threat of punishment (Order of Abatement), the use of private inspectors, and training workshops for City and private inspectors. The analysis of California's Title 24 Standards for new residential and commercial construction showed that enforcement of this type of code for many climate zones is more complex and requires extensive administrative support for education and training of inspectors, architects, engineers, and builders. Under this code, prescriptive and performance approaches for compliance are permitted, resulting in the demand for alternative methods of enforcement: technical assistance, plan review, field inspection, and computer analysis. In contrast to existing construction, building design and new materials and construction practices are of critical importance in new construction, creating a need for extensive technical assistance and extensive interaction between enforcement personnel and the building community. Compliance problems associated with building design and installation did occur in both residential and nonresidential buildings. Because statewide codes are enforced by local officials, these problems may increase over time as energy standards change and become more complex and as other standards (eg, health and

    The National Park Service (NSP) recently completed the implementation phase of its Power Saving Partners (PSP) Demand Side Management (DSM) contract with the local utility, Pacific Gas and Electric (PG&E). Through the DSM contract, NPS will receive approximately $4.1 million over eight years in payment for saving 61 kW of electrical demand, 179,000 km of electricity per year, and 1.1 million therms of natural gas per year. These payments are for two projects: the installation of high-efficiency lighting systems at the Thoreau Center for Sustainability and the replacement of an old central boiler plant with new, distributed boilers. Although these savings and payments are substantial, the electrical savings and contract payments fall well short of the projected 1,700 kW of electrical demand, 8 million kwh of annual electricity savings, and $11 million in payments, anticipated at the project's onset. Natural gas savings exceeded the initial forecast of 800,000 therms per year. The DSM contract payments did not meet expectations for a variety of reasons which fall into two broad categories: first, many anticipated projects were not constructed, and second, some of the projects that were constructed were not included in the program because the cost of implementing the DSM program's measurement and verification (M&V) requirements outweighed anticipated payments. This paper discusses the projects implemented, and examines the decisions made to withdraw some of them from the DSM contract. It also presents the savings that were realized and documented through M&V efforts. Finally, it makes suggestions relative to M&V protocols to encourage all efficiency measures, not just those that are easy to measure.

    This document is a report of observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy (DOE) GATEWAY Demonstration Program. The program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with in-the-field applications of this advanced lighting technology. The DOE GATEWAY Demonstration Program focuses on providing a source of independent, third-party data for use in decision-making by lighting users and professionals; this data should be considered in combination with other information relevant to the particular site and application under examination. Each GATEWAY Demonstration compares SSL products against the incumbent technologies used in that location. Depending on available information and circumstances, the SSL product may also be compared to alternate lighting technologies. Though products demonstrated in the GATEWAY program have been prescreened and tested to verify their actual performance, DOE does not endorse any commercial product or in any way guarantee that users will achieve the same results through use of these products.

    This position paper discusses issues of usability of the large parallel file systems in the Livermore Computing Center. The primary uses of these file systems are for storage and access of data that is created during the course of a simulation running on an LC system. The Livermore Computing Center has multiple, globally mounted parallel file systems in each of its computing environments. The single biggest issue of file system usability that we have encountered through the years is to maintain continuous file system responsiveness. Given the back end storage hardware that our file systems are provisioned with, it is easily possible for a particularly I/O intensive application or one with particularly inefficiently coded I/O operations to bring the file system to an apparent halt. The practice that we will be addressing is one of having an ability to indentify, diagnose, analyze and optimize the I/O quickly and effectively.

    This paper describes the selection of a cogeneration system for San Jose State University and how that system fits the needs of the University. The cogenerator plant is capable of meeting the total campus steam and electric requirements. When the plant is down for routine maintenance, backup is supplied by the existing boiler plant and the local electric utility. Power generated above the University's needs is sold to the utility. The relatively new Cheng cycle system was chosen for the plant. It has more flexibility than a simple cycle and greater electrical and steaming capacity than for the equivalent combined cycle system. An analysis showed that under the University's loads and rate structure, the Cheng cycle could provide realistic sizing and good financial returns. The design of the Cheng system is described.

    Salt management has been a challenge to westside farmerssince the rapid expansion of irrigated agriculture in the 1900 s. Thesoils in this area are naturally salt-affected having formed from marinesedimentary rocks rich in sea salts rendering the shallow groundwater,and drainage return flows discharging into the lower reaches of the SanJoaquin River, saline. Salinity problems are affected by the importedwater supply from Delta where the Sacramento and San Joaquin Riverscombine. Water quality objectives on salinity and boron have been inplace for decades to protect beneficial uses of the river. However it wasthe selenium-induced avian toxicity that occurred in the evaporationponds of Kesterson Reservoir (the terminal reservoir of a planned but notcompleted San Joaquin Basin Master Drain) that changed public attitudesabout agricultural drainage and initiated a steady stream ofenvironmental legislation directed at reducing non-point source pollutionof the River. Annual and monthly selenium load restrictions and salinityand boron Total Maximum Daily Loads (TMDLs) are the most recent of thesepolicy initiatives. Failure by both State and Federal water agencies toconstruct a Master Drain facility serving mostly west-side irrigatedagriculture has constrained these agencies to consider only In-Valleysolutions to ongoing drainage problems. For the Westlands subarea, whichhas no surface irrigation drainage outlet to the San Joaquin River,innovative drainage reuse systems such as the Integrated Farm DrainageManagement (IFDM) offer short- to medium-term solutions while morepermanent remedies to salt disposal are being investigated. Real-timesalinity management, which requires improved coordination of east-sidereservoir releases and west-side drainage, offers some relief toGrasslands Basin farmers and wetland managers - allowing greater salinityloading to the River than under a strict TMDL. However, currentregulation drives a policy that results in a moratorium on all

    The U.S. Geological Survey (USGS), at the request of the U.S. Fish and Wildlife Service, evaluated the water production capacity of an artesian well in the San Bernardino National Wildlife Refuge, Arizona. Water from the well initially flows into a pond containing three federally threatened or endangered fish species, and water from this pond feeds an adjacent pond/wetland containing an endangered plant species.

    Oakland Harbor is located on the eastern shoreline of central San Francisco Bay in Alameda County, between the cities of Oakland and Alameda, California. Oakland Harbor and its access channels are no longer wide or deep enough to accommodate modern deeper-draft vessels. The Water Resources Development Act of 1986 (Public Law 99-662) authorized the US Army Corps of Engineers (USACE), San Francisco District to deepen and widen the navigation channels to {minus}44 ft mean lower low water (MLLW) ({minus}42 ft MLLW plus 2 ft of overdraft) in Oakland Harbor. Several options for disposal of the material from this dredging project are under consideration by USACE. Those options include disposal within San Francisco Bay, at open-ocean sites, or at upland disposal sites. Section 103 of the Marine Protection, Research, and Sanctuaries Act of 1972 (MPRSA), Public Law 92-532, specifies that all proposed disposal of dredged material into open water be evaluated to determine the potential environmental impacts to those activities. To comply with those requirements, the potential environmental impacts of the dredged material must be evaluated by chemical characterization, toxicity testing, and bioaccumulation testing prior to dredging and disposal. Test results are described.

    This document provides general guidelines for developing a Restoration Plan for a major airport following release of a biological warfare agent. San Francisco International Airport was selected as the example airport during development of the Plan to illustrate specific details. The spore forming bacterium Bacillus anthracis was selected as the biological agent of primary concern because it is the most difficult of known bioterrorism agents to inactivate and is considered to be one of the agents most likely to be used as a biological weapon. The focus of the Plan is on activities associated with the Characterization, Remediation, and Clearance Phases that are defined herein. Activities associated with the Notification and First-Response Phases are briefly discussed in Appendixes A and B, respectively. In addition to the main text of this Plan and associated appendixes, a data supplement was developed specifically for San Francisco International Airport. Requests for the data supplement must be made directly to the Emergency Planning Operations Division of San Francisco International Airport.
